Amidst the escalating “Avanza and Taxi War” in Phalaborwa, the mayor of the municipality, Merriam Malatji, has called for rest from both parties. Malatji alongside her municipal dignitaries met with representatives of both the Taxi and Avanza associations, as well as the Provincial Department of Transport and Community Safety, to find a way to resolve the issues between the two. This comes after a video circulated on social media of a fleet of taxis fleeing Lulekani at high speed after they were threatened by Avanza owners. This comes after both parties have in the past burnt the other party’s fleet and issued further threats to one another. For longer than two weeks, taxis were no longer allowed into Lulekani after the Avanza Association’s chairman, Abel Mongwe’s Avanza was set alight in his garage. “We have been operating on that route since 2016, and across South Africa there are Avanza’s operating. Why is it that here in Phalaborwa it should be any diﬀerent? We applied for permits two years ago and we are still waiting for them. While we wait, we will continue to operate on this route,” said Mongwe. He also claimed that he, and other Avanza owners, have received threats from taxi bosses, however, he said he will wait to see if they will follow through with those threats.

The Lulekani Taxi Association’s communication oﬃcer, Killion Mdhluli, told Bulletin that the government should step in. “We have permits and have the authority to rank and they do not. For one to get a permit he should have a 14-seater and nothing less than that,” said Mdhluli. “I don’t see the war ending anytime soon, unless government comes and takes a stand.” The mayor said that all stakeholders have a role to play in resolving the violence and to work in harmony. In the meeting they concluded that a follow-up is to be made with the Department of Transport regarding the issuing of permits or licenses of operation to Avanza Operators. Also, that all Avanza’s will not be operating until all proper permits or licenses have been processed by the Provincial Department of Transport and Community Safety. The mayor has also urged the local SAPS to act swiftly in arresting perpetrators involved in burning and damaging taxis and Avanza’s. ***Editor’s Comment: Essentially the mayor really did nothing to mitigate the volatile situation. The real question here is why has the provincial or even local traffic departments not stepped in along with the police and made the necessary arrests to end this feud? Where is the local police commander? Why has this issue never been raised with the provincial police, considering it has been ongoing for two years?

Two people were shot and killed in Namakgale on Saturday, 4th of December at a bus stop by an unknown suspect. According to reports, the two victims, along with a friend, were sitting at a bus stop when a man wearing black clothing appeared out of nowhere and shot and killed the two while the third person managed to run away. This now brings the total number of people shot dead in Phalaborwa to three people in less than two weeks. Speculation among

the local community is that this may be the work of the same gunman, but the two incidents could not be connected. The police have not been much help either, with the only response oﬀered from the provincial police spokesperson, Brig Motlafelo Mojapelo, being that no arrests were made and that at the time of going to print the investigations were continuing. Community activist, Edmond Mbetse, has in the meantime requested the community of Namakgale to fast in prayer to end all the recent killings in the area.

PMC hands over project

■ Billy Sibuyi The Phalaborwa Mining Company (PMC) has oﬃcially handed over the rehabilitation of Potgieter Street to the Ba-Phalaborwa Municipality on Tuesday, the 7th of December. PMC is rehabilitating Potgieter Street from Kiaat Street right up to the R530 junction and 100 meters into the R530.

The initial plan was to start with the project early next year, however, due to the unavailability of material the project commenced this year. The Chairperson of Municipal Infrastructure and Services, Cllr Victor Rapatsa, said that the municipality was pleased with the project as it demonstrated that PMC remained committed to socio-economic development and improving the lives of the community.

What is really going on here? ■ Joe Dreyer

The fire hydrant in Koedoe Street where water may be drawn.

The notorious “Group of Private Water Tankers” (GPWT) are still a major concern. Before his resignation in September this year, former Municipal Manager for the Greater Tzaneen Municipality, Thapelo Matlala, drew up an agreement between the municipality and this group of water tanker owners back in June, to allow them to draw water from the municipal fire hydrant in Koedoe Street at a cost of R16.50 per kilolitre. The agreement stated clearly that the water tankers needed to provide proof of payment to the municipality before they were permitted to draw water, and that all other hydrants around the residential areas of town were strictly oﬀ limits. The details of the trucks which were to be doing the water drawing, were also to be provided (license and registration) so that a database could be compiled. “Any truck found to be drawing water form the municipal supply lines without adhering to the above conditions, will be doing so illegally and will therefore be subjected to a fine” read the contract which was signed by Matlala and a man named D.S Mathebula. We sent an inquiry to the municipality’s spokesperson, asking how the conditions of the contract was being enforced given that the trucks were spotted drawing water from hydrants all over town; specifically in King Edward Street. We wanted to know (as we have asked in three previous correspondences) how the volumes of water being drawn by these tankers were calculated and how the truckers were being billed. Surely it

makes sense that someone from the municipality would have to be present at the Koedoe Street site to ensure that the trucks draw the amount of water they paid for? The answer we received was vague. “As it still stands, water tankers are only permitted to draw water from the hydrant in Koedoe Street. Residents are advised to report water tankers drawing water from any other hydrant,” explained Vutivi Makhubele. “Lastly they are not tasked by the GTM to assist in providing clean water, they are doing it independently.” So, initially, we were told that the water trucks could not be stopped from drawing water because they were assisting the municipality in delivering water to the rural areas because of the municipality’s lack of water tankers. In fact, November 2020, Makhubele told us that only GTM water trucks and those of their service providers were permitted to draw water from the fire hydrants under the supervision of trained personnel. So, if they were not “tasked” by the GTM to assist with water distribution, who are the service providers? And more importantly, are these service providers being paid for their services they provide – if not, do they pay to draw the water and then resell it in the rural areas as we have been reliably informed by residents? And where are the supposed “trained personnel” meant to supervise the water drawing? Have any of the tankers been fined for drawing water at hydrants in the residential areas, and have they been charged for damages they caused on more than one occasion to these hydrants? We still have none of these answers.

MPAC appointed Road rehab nearing its end during training week ■ Joe Dreyer This week the 69 councillors of the Greater Tzaneen Municipality attended a five-day long training camp at Karibu Leisure Resort outside Tzaneen. The training was hosted by the South African Local Government Association (SALGA) and was meant to educate the newly elected ward councillors, PR councillors and other members of the municipal council, in the correct policies and procedures of local government. Approximately 66 councillors attended the training. SALGA paid for the accommodation and meals of these councillors for the duration of the seminar, despite many of the councillors not staying over at the lodge as they reside in the area and opted to travel to and from Karibu each day. (Will this money be refunded and why was it necessary to host the event 35 kilometres out of town when there is a perfectly good council chamber or even a few good conference facilities right in town? I digress). During this training week, members of the Municipal Public Accounts Committee (MPAC) were sworn-in by Magistrate Shikwambana during a special sitting held at

the venue. The committee will be chaired by Cllr Ngwako Maunatlala who was sworn in as the chairperson during the inaugural council on 22 November 2021 at Ivory Tusk Lodge in Tzaneen. The other members of the committee are Judith Mashele, Willy Maake, Mashale Mawasha, Eric Ralepelle, Tracy Phiri, Phetole Mametja, Raymond Lefuphana and Caiphus Mabitsele. The Municipal Public Accounts Committee (MPAC) was established in terms of Section 79 of the Municipal Structures Act, Act 117 of 1998. The role of the MPAC is to oversee the executive functionaries (a person who must perform official functions or duties – in other words, an official) of council and to ensure good governance (how public institutions handle public affairs and money) in the municipality. Basically this is the group of people who are meant to ensure that the millions in the council coffers do not end up in the private safe in the private office at the private home of a municipal official in Polokwane (not remembering the time that former Mopani District official was beaten up in his home and robbed of R5 million in cash).

■ Joe Dreyer The Boundary Street rehabilitation project which has been the cause of major disruptions for morning and afternoon commuters, is nearing its end. The project commenced on the 5th of November this year and is expected to be completed by February 2022. Quality Plant Hire was awarded the R4.9 million project that involves a complete rehabilitation of Boundary Street and the intersection with Adshade Street where a massive sinkhole has started to form right across from the controversial Minitzani Park.

The project’s scope includes base correction, tar patching, asphalt overlaying, road marking, cleaning of hydraulic structures on Boundary Street, reconstruction of pavement layers, asphalt surfacing, road marking and the hydraulic cleaning of Billy Maritz Street. There is no mention of new stormwater drainage systems to be installed or the retarring of any properties adjacent to any of the roads mentioned. Motorists have raised their concerns over the obvious miscommunication between the various teams working on the project, when it comes to controlling traﬃc at the intersections. This has in the meantime been resolved.

ESKOM: Un-bridge your meters! ■ Jeff Jackson Scores of villages in the Tzaneen area and Bolobedu had for the past few weeks been experiencing power outages - some for up to eight days. They were finally informed by the electricity supplier, Eskom, that they should set their house in order by paying for the electricity they were using as well as unbridge the metre boxes they had tempered with in their homes. This followed after many communities in Tzaneen, with the exception of affluent areas such as Lenyenye, Nkowankowa and Tzaneen town, were experiencing load reduction daily in which electricity is switched off from 05:00 to 09:00 and later from 17:00 to 21:00. Attempts were made to have the problem rectified through the load reduction groups. Community meetings were held. The communities affected by the load reduction are Khujwana, Segabeng, Lephepane, Kuwait, Tickeyline, Ramalema, Burgersdorp, Juliesburg Dan, Sasekane, and Gavaza, while areas falling under the Let-

sitele region such as Mulati, Zangoma, and Mariveni were reportedly experiencing less power outages. Meetings were held in communities and Eskom representatives were called to respond. In one of the meetings held at Macucubanga sports ground at Sasekane attended by community leaders and members of the community accompanied by the police, residents were told that “the reason there is load reduction in some of the villages was because many households were using electricity without paying for it. People should discourage each other from collecting electricity illegally.” “We hereby appeal to the aﬀected communities to un-bridge the metres, and start paying for the electricity they are using,”one community leader from Khujwana said. However, at Lenyenye, Mokgoloboto and Nkowankowa reports are that electricity is not being reduced as the people there are said to be paying for the electricity they consume and the metres that were installed at their homes, were tamper-proof. This is a developing story.

A vote by opposition parties against the ANC’s land expropriation without compensation bill has led the National Assembly not to pass the amendment. The ANC on Tuesday, 7th of December, failed to harvest enough votes to pass the 18th constitutional amendment bill, which would have resulted in the adjustment of Section 25 of the Constitution to allow for land expropriation without compensation. The ANC required at least two-thirds majority to pass the bill, or just 267 votes, however, they only managed 204 votes after most parties did not side with them. The DA caucus chair, Dr Annelie Lotriet, said in a statement that the failure to amend Section 25 of the constitution was a victory for South Africa’s constitutional order. She said that the outcome on Tuesday was a culmination of three wasted years in which Parliament was made to process a Bill where alarms had been raised about its grave impact on

the economy, the rule of law, and food security. “The ANC knew about these dangers hence their steadfast refusal to allow for an Economic Impact Assessment to be conducted”. “Since its formation on 6 December 2018, the Section 25 Ad-Hoc Committee was just a political theatre for warring ANC factions and the radical fantasies of the EFF. In their hurried attempt to pursue expropriation of land without compensation and nationalization of land, the two parties exposed their disdain for the Constitution and inalienable property rights of all South Africans,” explained the caucus chair. “This Bill should never have been brought to Parliament as it does nothing to help landless South Africans who have been let down by the ANC’s failing land reform programme. If anything, the ANC and the EFF wasted time on a process that was never going to address the land question for landless South Africans,” she continued. She believed that for all the years

that the committee spent trying to take away the property rights of South Africans and nationalizing all the land, focus should rather have been on opening access to state land, improving tenure security, and providing support to emerging farmers. “What South Africa needs is a practical and rational approach that will operate within the boundaries of current constitutional provisions on land reform. Nationalization of land and the exclusion of the courts from adjudicating land expropriation cases, as proposed by the ANC and the EFF, would have undermined the rule of law, and reduced South Africa to an economic wasteland,” she concluded. Weighing in on the matter, the Economic Freedom Fighters (EFF) leader, Julius Malema, who at first was for the amendment, said they voted against the amendment bill in its current format because it represented a sell-out arrangement and was a departure from the party’s original motion in 2018.

Sixth annual Toy Run a Hogging great success ■ Roelof de Jonge The annual Toy Run that is held nationwide is usually a sight to behold as motorcyclists from various clubs as well as individuals gather in droves in support of this event. The Toy Run event for Tzaneen is organized by the Tzaneen Road Hogs Motorcycle Club and enjoys the support of motorcycle clubs across Limpopo. Hogs president, Ryno Kunneke, explained the logistics and planning that goes into the preparation for Toy Run. According to him, a total of 94 motorbikes took part in this year’s ride. It takes Kunneke and his fellow club members almost a year to organize this event, and as the one Toy Run is over, the planning for the next one basically starts as soon as the new year begins. This event, co-organized by vice-president Bruce Streaton, has been successfully held in Tzaneen for the last six years. Only the clubs which had their presidents present on the day of the Toy Run, will be recognized to receive toys that will be distributed in their respective towns. Other charity organizations earmarked to receive toys to be distributed, are the House of Hope and the South African Women’s Federation in Tzaneen. “We try our utmost to help where we can as a motorcycle community, and the Toy Run is certainly an event that everyone involved carry close to their hearts. It is encouraging to see how the Toy Run in Tzaneen has grown in the years leading up to this one.” Kunneke and Streaton of course expressed their gratitude toward the various businesses in Tzaneen and surrounding areas who supported this initiative this year, not to mention the support from the other motorcycle clubs in Limpopo. The motorcyclists from the Tzaneen Road Hogs gathered on Saturday to plan the logistics for the distribution of toys from the recent Toy Run to the various charity organisations in Limpopo.

Die groep motorfietsryers is net so passievol daaroor om hul medemens te help en ondersteuning in die gemeenskap te bied waar hul moontlik kan. Dit het ‘n jaarlikse instelling geword vir die Chrome Soldiers lede om met skenkings die Solariditeit se Helpende Hand projek te ondersteun. Volgens Edith Palvie, een van die Chrome Soldiers weldoeners wie by hierdie projek betrokke is, het die Helpende Hand welwillendheidsprojek op Tzaneen sowat ses behoeftige gesinne wat hulle deur die loop van die jaar met kospakkies ondersteun.

Soos verlede jaar hierdie tyd het die Chrome Soldiers ridders sonder aarseling weer by hierdie projek betrokke geraak. Pelvie het gesê dat hul klub se lede verlede jaar reeds die besluit geneem het om die welwillendheidsgebaar ‘n jaarlikse instelling te maak. Die Chrome Soldiers lede het ondermeer emmers met kospakkies binne in, met sommige individue wat selfs drie op ‘n slag geskenk het, bygedra. Vir die kinders was daar ook ‘n aantal speelgoed geskenk, maar hoofsaaklik het die skenking uit kos bestaan. Hulle het ook onlangs sy eerste Poker Run geleentheid van die jaar vir die lede gehou. Die vise-president van die Chrome Soldiers Mopani-klub op Tzaneen, Deon Serfontein, het die lede genooi om aan die pretgeleentheid deel te neem.

Hierdie lede van die Chrome Soldiers Mopani-klub het onlangs aan hulle jaarlikse Poker Run geleentheid deelgeneem en baie pret tussendeur gehad.

Kuns, vuur en musiek vir Akademie

Die jaarlikse Tzaneen Privaat Akademie Kunsuitstalling en veiling het verlede naweek wéér die dorp behoorlik aan die gons gehad met verskeie plaaslike kunstenaars wat hierdie jaar deel was van die fondsinsamelingsprojek. Een van die hoogtepunte van vanjaar se funksie was die internasionaal bekroonde portretskilder, Peter Parish, se vertoning waar hy in minder as 20-minute ‘n meesterstuk op die skilderdoek vasgevang het. Parish is een helfte van die Saﬀron Kunsgallery vennootskap saam met Belinda Schulze. Dié gallery en studio is verlede jaar op die been gebring en word as ‘n hawe vir plaaslike talent gesien. Tzaneen Privaat Akademie het vanjaar die geriewe by hierdie studio vir hul veiling benut en die aand het net so onder die 150 mense gelok. Daar is deur die vier mimiekspelers van Hoërskool Merensky, die musikante van die groep Straight Ahead, en die bekende vuurdanser, Claudette Cloete, vir hope vermaak op die aand gesorg en gaste het tussendeur die veiling, aan heerlike vingerkosse gepeusel. Die Round Table manne het die kroeg op die aand beman en elke laaste sent wins, aan die skool oorhandig. Die fondse wat op die aand deur die veiling en die verkoop van kunswerke ingevorder is, word deur die skool vir verbeteringe aangewend om die leerders se opvoedkundige loopbaan te bevorder. Die kunsuitstalling en veiling is opgevolg deur ‘n klei-werkswinkel wat aangebied is deur Demi-Lee’s Pottery Studio op die 4de Desember. In totaal het 40 mense die dag bygewoon. “Vreeslik dankie aan almal wat Tzaneen Privaat Akademie se jaarlikse kunsuitstalling en kunsveiling ondersteun het. Top honours to the brightest Unicorns Unicorn Preparatory School’s final assembly took place on Thursday the 2nd of December. It was also during this event where the senior learners, gr.4 to 7, received awards for their achievements during the year. The Dux Award, the headmaster’s award for the Top Academic Achievement in gr.7 with an average of 86%, was awarded to Julia Krüger. Karja Kruger received Academic Honours and was one of the learners who were awarded for their academic brilliance. The award for Academic Excellence Full House for gr.7 learners were handed to Isabella Brett, Julia Krüger, Syrine Fhima, Natalie Swanepoel, Irma van Wyk and Madison Wood. The Baleta Trophy for Integrity went to Karja Kruger and Jamie-Jayne van Niekerk received the Paula Drake Good Fellowship Award. Natalie Swanepoel was the receiver of the Fay Trophy for Outstanding Achievement in Natural Science in gr.7 with a 90%.

Irma van Wyk was the winner of the General Coetzee Trophy for Cultural Achievement.

The Stephenson Performing Arts Trophy went to Karja Kruger.

The Robyn Graham Trophy for the Best Outside Cultural Achievement went to Levi Alexander, Amelie Pretorius, Josh Kuisis. Malcolm du Toit was absend.

Noordchem gholfpret trakteer aandeelhouers ■ Roelof de Jonge Noordchem het Donderdag die 2de Desember sy jaarlikse gholfkompetisie by Tzaneen Buiteklub aangebied. Verlede jaar, soos met vele ander geleenthede, moes Noordchem hierdie gholfdag opsy skuif weens die swaar inperkinge wat deur die Covid-19 pandemie genoodsaak was. Die gholfdag met die doel om Noordchem se aandeelhouers te bedank vir hul ondersteuning, was vanjaar vir die vyfde keer gehou. Die span van Laeveld Sitrus het vanjaar as die wenspan uit die stryd getree. Sowat 14 spanne met vier spelers per span het Donderdagoggend in

snikhete hitte aangetree om mekaar die stryd aan te sê. Die 18de gaatjie het ‘n wenprys van R100 000 beloof vir die speler wie met ‘n kolhou (hole in one) kon slaag. Gelukkig vir die organiseerders en ongelukkig vir die deelnemers kon geen speler met ‘n kolhou slaag nie. Noordchem wil graag die volgende borge bedank vir hul ondersteuning wat tot die sukses van vanjaar se gholfdag bygedra het: BASF Forms Media Louis Naude (Naude Brokers) Deon van der Linde en Arno de Klerk (FNB) Villa Crop. Die span van Laeveld Sitrus het vanjaar die Noordchem gholfdag gewen. Van links is Altus Geldenhuys, Reinhard Gerber, Gerhardt Vorster, Wiehann Wagenaar (Noordchem borgverteenwoordiger) en Gerhardus Geldenhuys.

Die span van Mahela met Hansie van der Walt, Carl Fourie, Francois Vorster en Nico Smith het die prys vir die span in die vierde plek ontvang. Pieter Maritz, Rikus Smit, Louis Jordaan en George Schoeman het die tweede plek in Noordchem se gholfdag behaal.

Schwartz lamboude na Munga

Vir mense wie nog nooit gehoor het van die Munga Bergfietswedren nie, dit word gereken as een van taaiste bergfiets-avontuurtogte in Suid-Afrika. Maurice Schwartz is ‘n bergfietsryer van Tzaneen wie Sondag die 5de Desember hierdie marteltog voltooi het. En mens sou dink dat dit slegs gesoute ryers sou wees wat die Munga sal aanpak. Schwartz vertel hy het sowat ‘n jaar terug eers die bergfietsryery ernstig begin opneem. Hy is egter geensins onbekend wat fiksheid en gesondheid aanbetref nie. Hy spog immers met grade in Sport Wetenskap, Menslike Bewegingswetenskap en Sielkunde ondermeer. Dus het hy geweet waarvoor hy hom inlaat toe hy vir die magtige Munga ingeskryf het. Dié kranige sportsman het die Munga in ‘n tyd van 98 ure en 57 minute voltooi. Schwartz het die 30ste November vanuit Bloemfontein vertrek en op Sondag die 5de Desember het hy na 1188km die eindstreep in Wellington oorgesteek. Die Tzaneener het in die 46ste plek klaargemaak uit die 170 deelnemers wat die tog kon voltooi het. “Die plek wat ek behaal het is nie vir my so belangrik nie. Inteendeel, elke deelnemer, van die

eerste tot die laaste een, is almal in my oë kampioene.” “Ek is redelik fiks, maar het nie veel voorberei nie. Die voorbereiding wat ek deur die jaar gedoen het was van die verskeie bergfietswedrenne waaraan ek deelgeneem het.” Volgende in sy dagboek beplan Schwartz om selfs ‘n meer gedugte bergfietswedren aan te pak, naamlik die Freedom Challenge, wat vanaf Pietermaritzburg tot in Wellington oor ‘n afstand van 2 150km beslis word. Deelnemers het 26 dae tyd om die wedren te voltooi. “Die Freedom Challenge is nie net baie vêr nie, maar het ook ‘n hoogte bo seespieël van 33 000m wat die deelnemers na behore beproef. Die afsnytyd vir die Munga-wedren byvoorbeeld is 120 ure. Maar vir nou wil ek eers bietjie rus voor ek dink aan die volgende wedren, want my agterstewe is lam getrap.”

Four swimmers from Shamu Swimming Club went to compete in the Mpumalanga open championship this past Saturday, the 4th of December in Mbombela (Nelspruit). Ruan Hanaczeck-Kruger who competed in the age group for boys 17 years and older had a field day and roped in three gold medals despite having just returned to the pool from a threemonth long hiatus. 50m freestyle, 50m butterfly and the 50m Dash-for-Cash items. He added a silver medal to his tally with a second place in the 200m individual medley. Fellow u/17 and older swimmer, Daniel Smit, took the silver medal in the 100m backstroke item. Another swimmer amongst the gold medal winners was Joshua Bekker, for boys u/8 and younger, who won in the 50m backstroke and 50m freestyle items. He added a silver for his second place in the 50m breaststroke item and a bronze in the 50m butterfly. Also amongst the Shamu Swimming medalists was Armand van Vuuren who managed to pocket two silver medals in the 100m freestyle and 100m backstroke items. He added a bronze to his medal tally for his third place in the 50m backstroke.
