Norman Mashabane House in Tzaneen was officially opened on the 9th of March 2013 by Cassel Mathale, ANC Provincial Chairperson and Limpopo Premiere at the time. It is meant to serve as the ANC’s Mopani Regional Office. The building is situated in Second Avenue and on the 7th of December 2019, a statue was unveiled at its entrance.

The plaque on the statue reads “since time puts everyone in his places and judges us all, time is not measured by years you live, but by the deeds you do.” Ironically, the construction of the building itself is, after seven years, still incomplete. From the side entrance there is still visible construction being done to what would appear to be the parking area and some office spaces and balconies on the middle to upper floors. Time will indeed provide testimony to future generations of many, many deeds unfinished, and many more unpunished.

Oor die afgelope paar dae het Bulletin ‘n magdom oproepe oor die jong bedelaar by die groot kruising by die ingang van die dorp ontvang. Motoriste is keelvol vir dié vent wat so in die straat gaan sit, of selfs met tye op sy bordjie lê in die middel van die verkeer. “Ons verstaan die arme kind is honger, maar hy kan nie net so in die pad gaan sit of lê nie, ons kan hom nie sien nie, en eendag gaan iemand hom raak ry. Vroeg in Januarie vanjaar het twee lede van die Tzaneen Buurtwag vir “Lucky” soos hy bekendstaan, ‘n glimbaadjie en hoed gegee sodat hy nie deur die motors en vragmotors, veral in swaar weerstoestande, per ongeluk omgery sou word nie. Minder as ‘n halfuur later het Lucky wéér in die straat gaan sit. Op sy kartonbordjie, minus een hoed en baadjie (dié is later in die bos langs die R71 gemerk).

Die polisie meen Lucky is ‘n verkeersdepartement

probleem en die verkeersdepartement meen die saak moet voor die polisie se deur gelê word.

Daar bestaan tans geen nasionale wette in die Suid-Afrikaanse wetgewing om bedelaars te reguleer nie. Daar is wel munisipale bywette wat betrekking het op die gebruik van openbare ruimtes en rusverstoring. Ons het navrae aan die munisipaliteit se verkeersafdeling gerig om te hoor of die departement hierdie kêrel en sy makker kan verwyder. Teen druktyd het ons egter geen terugvoering hieroor ontvang nie.

Drie vas oor tande

Drie verdagtes is Vrydag, die 22ste Januarie, by die Savannah Mall winkelsentrum in Polokwane, vir die besit van olifanttande inhegtenis geneem. Die verdagtes is tussen die ouderdomme van 31- en 36-jaar en het hierdie week in die Polokwane Landroshof verskyn.

David Mathonsi (31), Raymond Move (33) en Ben Shiburi (36), is al drie borgtog geweier en sal weer op die 16de Februarie voorkom.

Intussen duur die polisie se onder-

soek voort.

Die drie verdagtes is deur lede van die SAPD se Eenheid vir Bedreigde Spesies in Limpopo, die Honde-eenheid, Misdaad Intelligensie en Natuurbewaring tydens ‘n spesiale operasie in die provinsiale hoofstad vasgetrek. Volgens die polisie was die verdagtes in die proses om die tande verkoop.

Die mans is met vier stukke olifanttande in hul voertuig betrap.

Die geraamde waarde van die tande is R168 000.

Victory for GTM in tender fight ■ Joe Dreyer

The Greater Tzaneen Municipality (GTM), last week, won their high court appeal to have two controversial multi-million roads tenders set aside. The Polokwane High Court ruled in favour of the GTM and declared the tenders for the construction of the Mulati and Codesa Roads unlawful. The GTM’s municipal manager, Thapelo Matlala, approached the court to have the R30 million tender awarded to Tshiamiso Trading 135 in 2018, set aside after he discovered discrepancies with Tshiamiso’s bid submission.

The presiding judge in the matter, Judge George Phatudi, said in his ruling that the awarding of the tenders to Tshiamiso Trading was unlawful and unconstitutional, and set aside the agreements concluded between the two parties. “The company is entitled to claim the actual expenses incurred, excluding any profits that it actually made in executing its obligations in terms of the two tenders,” Phatudi said. He further stated that the municipality was entitled to recover an amount from the company that exceeds the actual expenses of both tenders, and Tshiamiso was ordered to pay the legal costs.

This latest judgement will hopefully end a two-year long battle which saw concerted efforts by elements and individuals within the municipality, to have Matlala removed from the municipal manager’s chair. Matlala overturned the decision to award a roads tender to Tshiamiso after he dis-

covered that the contractor had misrepresented on its bill of quantities in order to secure the tenders. The project was cancelled and Matlala saved the GTM R38 million which Tshiamiso had demanded above the tendered and agreed upon amount. Following this decision, was an almost immediate suspension, a failed assassination attempt on Matlala in the council chambers, and another suspension.

Matlala returned to work and took the matter to the Labour court, where he won his case, and the suspension was set aside. To this day, there is still no clarity as to what exactly Matlala did to warrant the suspension, nor has there been any explanation as to what the council was supposedly investigating regarding his decision on the two tenders. Surviving these blatant attempts to remove him from office, Matlala stuck to his guns and gave instructions for a High Court application to be launched on the 19th of August 2019 in the Limpopo Division, Polokwane under case number 5267/2019. On Thursday, the 28th of January 2021, his diligence bore Thapelo Matlala fruit.

The abandoned caravan storage facility ■ Joe Dreyer The abandoned caravan park in Modjadjiskloof was supposedly renovated by the Greater Tzaneen Municipality and handed over to the Limpopo Health Department in September last year. It was reportedly meant to be used by the department as a quarantine facility to curb the spread of the coronavirus.

Bulletin visited the site last week. A solitary security guard perched at the entrance to the premises escourted us on a tour through the chalets. Moss covered pathways cut their way through knee-high grass towards vacant chalets. A total of 20 rondawels are scattered in two separated blocks around the park – there are 13 big units and seven newly constructed smaller units hidden on the other side of the dense bush that separates the two blocks.

All the units were empty, though all their lights were on. The guard said the lights were permanently burning. According to him not a single person had visited the site in the last few months, barring one man who frequents the site. We were not sure who the man was but believe it to be a construction worker charged with painting the buildings as we noticed drums of pva paint stashed in one of the rondawels. In the same rondawel we saw two big piles of new bed mattresses still wrapped in plastic. There were no mattresses in the other buildings.

The ablution facilities resembled a building on the business end of an artillery barrage.

Broken windows and rotting door frames bore testament to a site that had long since seen the touch of a maintenance project. During our

visit to the site, we could see no visible signs of any upgrades to the structures or the grounds of this once pristine facility.

“We handed over the quarantine site to the department of Health when we completed with the renovations. It is for them to use it how they see fit and as, and when, they have people who need it,” explained Greater Letaba Municipal spokesperson Lovers Sibanda. “Let’s remember that it was a requirement for every municipality to make a place available as a contingency plan in case some families don’t have homes that are suitable for isolation. The [health] department is also responsible to provide furniture for the rooms like beds and linen and other things. We cannot dictate how they use it, as long as it benefits the communities.”

Sibanda could not answer our inquiry regarding the budget for the upgrade nor could she dismiss the rumour of R2 million spent on these unnoticeable renovations. She was also not able to offer an exact breakdown of the renovations. “I am not sure at this stage, but I will find the information and revert to you.”

We contacted Neil Shikwambane, the spokesperson for the Limpopo Health Department, and asked him about the facilities and the bedding and mattresses laying unused in the chalets. “The facility was meant to be used in case we had families and individuals who needed to be isolated during the first wave of the pandemic. Now there is no use for the facility. I will check on the matter if our property is still at the site.”

This is a developing story and we will publish a follow up in our next edition.

Citizens rise up against Moakamela ■ Billy Sibuyi The ratepayer’s association president, George Hepburn, on behalf of the residents of Ba-Phalaborwa, is working to remove the municipal manager, Maite Moakamela.

Hepburn, backed by prominent Phalaborwa figures, has started a petition of no confidence in the municipal manager and wants her removed as soon as the petitions are handed over to the mayor.

“It is no secret that service delivery in our town has dwindled to almost nothing and the constant failures of electrical and water supplies are evidence to the total lack of maintenance and control,” stated Hepburn.

After years of mismanagement, failed interventions and incompetent leadership, Phalaborwa ratepayers are frustrated, and some believe that community groups and NGO’s are doing much better than the municipality in maintaining services and infrastructure.

“I lost thousands of rand worth of groceries when I came back from a 7-day vacation with my family to find that there had not been electricity for five days. That is when I said enough is enough. I need to do something about it, and a petition was suitable,” continued Hep-

burn. “In the past we have had marches to the offices of the mayor, we had the entire community fill up that parking lot and still nothing happened. We have started numerous campaigns, I have visited the office of the municipal manager on numerous occasions to raise concerns and absolutely nothing comes of it.”

Ongoing campaigns to raise community donations have funded road repairs, cleaning up town, and feeding schemes for volunteers. George believes that these selfless acts from the public has delivered services more efficiently and at a fraction of the cost of the municipality’s maintenance budget.

“I am a proud citizen of Phalaborwa, but recent actions from the municipality have been embarrassing to us honestly, and it needs to stop now,” stated Hepburn.

He listed the raw sewerage in the streets, waterways, and bush areas lead to further testimony that repairs and maintenance of infrastructure was not taking place and the lack of equipment is another failure from the municipality.

“The reason we are driving this action to remove her from office, is that all technical services are the responsibility of Moakamela and she has failed this town dis-

mally. That, along with the fact that there are still the unanswered questions regarding what happened to the millions of Rand that went missing,” continued Hepburn.

He hopes to acquire 60 000 signatories, however he also mentioned that he only needs one other signature besides his to dissolve the council. He has already started receiving threats from other members he believes are in the council, however, it does not faze him. “I am not scared and that is why I don’t use a fake profile on social media.”

In just a single day, Hepburn received more than 1 200 signatures on his petition and he now passionately believes he will receive the 60 000 people. Hepburn has strategically placed the petitions across town at Postnet, Sefapane, Fotokine, Gholovans and Tusk Motors, and has people in the townships asking residents to add their voice to the movement.

■ Billy Sibuyi The fact that Phalaborwa was left without water for three days straight, and that nobody has since been held accountable for this travesty, is shameful. Residents were jubilant over the recent rains experienced throughout the district, but shocked when it was unveiled that the water scheme which is managed by Lepelle Northern Water was unable to retain the volumes of water flowing into it – because an apparent breakdown caused one of the radial gates to remain stuck in an open position.

Initially it was though that the responsible person at the plant should be dismissed for falling asleep on the job. Lack of maintenance at the plant was also blamed until Lepelle Northern Water finally released a statement clarifying the problem.

According to them, high raw water turbidity was experienced due to flooding in the Olifants River, affecting both the production and supply of the water to the public. “As part of operations, the scheme had opened radial gates on the barrage to effect releases amid the flooding. However, the plant experienced a breakdown on one of the gates, resulting in the gate getting stuck in a partially opened position,” said the water scheme.

The Ba-Phalaborwa Spokesperson, Jonas Mahesu, when asked why a water tanker had not been deployed during the three days of drought, said that a water tank-

er had indeed been deployed to various points across town and neighboring communities during the dry spell.

“Our water tankers are in our various wards and I can assure you that on Saturday our water tanker was at the pavement towards Mashishimale and Namakgale. It was also at KFC on Saturday after it was requested,” stated Mahesu.

However, DA Ward councilor Sybrandt de Beer, had initially told Bulletin that he could not get the water tanker to distribute water in Phalaborwa town and that the tanker would only be available for the town’s residents the following day (Tuesday).

With the situation out of control and residents and business being affected, surrounding mines deployed engineers to the water board to try and assist in coming to a solution of how the gates could be re-engineered to close. Eventually, it was a team from Gears Technologies who spent 48 hours on site re-designing and rebuilding parts specifically for the barrage system, who managed to restore water to the town. ***Editor’s comment: It is shocking to think that Phalaborwa municipality own but a single water truck for their entire area of jurisdiction. Shocking too is that the residents of this failed municipality have been left to the mercy of an obviously incompetent municipal manager who clearly places her own interests before those of the residents she is supposed to be serving.

The state of the municipality under the guardianship of the Greater Letaba Municipality is sadly, another chapter in the ANC playbook of endless failures. The library in town which was constructed in 2007 and validated by claims that it would create 50 new jobs, stands vacant, blanketed in tall grass. The bathrooms inside the building are in the usual dismal state and the only employees visible at the library are the three security guards playing on their cell phones on broken office chairs at the entrance, and two librarians.

The public swimming pool complex is falling to pieces. Though the main and the children’s swimming pools are green because of the recent rains, the rest of the facility is as overgrown with weeds and tall grass as the rest of the municipal facilities. The main pavilion is cracked and parts of it have long since fallen away. The diving board that once provided hours of play for local children has disappeared. Whereto?

Nobody seems to know.

“It is true that the pool has not been operating since we did not have a lifeguard. The two we trained were promoted and we must now train others. With Covid-19, I guess

it might not be a priority, but something will be done about it as soon as things get back to normal. It has been a plea of the community to get the pool working again and it was noted with the attention it deserves,” explained Lovers Sibanda, spokesperson for the mismanaged municipality.

In Mable Street one is met with what was once a stately home. It was the residence of the mayor in the years before service delivery was just a buzzword. This property is irreparable and the house now is almost indistinguishable from the surrounding bush. How did it happen that this council property was left to completely erode will remain a mystery.

“We own a couple of properties around Modjadjiskloof town as a municipality. The council is in a process to see what they can do with them, either lease them, or sell them, or renovate them and rent them. When they decide, I will let you know,” added Sibanda.

To add salt to their wounds, the residents of this town are subjected to daily “water-shedding” and regular electrical power outages. “Not sure if you know that Lepelle Northern Water opens and closes water on a schedule. Because of the high demand in consumption, it meant

that they cannot receive water 24 hours non-stop. They receive water in the morning until 21:00 in the evening or earlier or later,” explained Sibanda. “We every now and then have pipe bursts and maintenance issues due to the poor, dilapidated reticulation infrastructure that is our biggest problem. This will only be sorted if Lepelle Northern Water finishes upgrading the Politsi plant and hopefully upgrade the infrastructure of the reticulation.

The support we give in this regard is maintenance and repairs with the assistance of Lepelle.” ***Editor’s comment: Surely it should be taken for granted that any person in the position of governance would understand that basic maintenance and upkeep is a priority. In this municipality, like in the Ba-Phalaborwa Municipality, the appointing of obviously incompetent individuals into decision making positions has led to the destruction and complete collapse of two towns, who in the past were of the most beautiful and functional in the country. It simply is not enough to “wonder what to do with your various properties” after you caused their destruction. Allowing council property to degrade is unforgiveable and akin to literally throwing money in the water.

Tough like a Jack Russel! Land invaders kicked out ■ Jeff Jackson

■ Joe Dreyer A soldier from Phalaborwa spent 59 days looking for his beloved Jack Russel, Shiloh, after she went missing on the 5th of December. This week, he got her back. Cobus Louw, a sergeant in the SANDF launched a social media campaign asking residents in the area to help him find Shiloh. Following up on leads over the course of the next eight and a half weeks, Louw spent evenings scouring the bush around Phalaborwa and neighbouring Namakgale and Lulekani. “In my search for Shiloh, I tracked a number of possible trails and found many spoors of wild animals in the vicinity. I almost gave up hope that I would ever see her again as I thought any of the wild animals would have killed her. Had it not been for the constant motivation and assistance from Zane Botha, I likely would have given up hope after the first four weeks.”

But Louw continued and followed up on every available lead. Eventually, on the 2nd of February, once he found a spot where residents reported sightings of a Jack Russel matching Shiloh’s description, Louw hunkered down and set a trap for his beloved pooch.

He left bait scents for two square kilometres around the trap and returned home. That same evening, he returned to the trap to inspect and found it had been sprung. “First, I thought it must have been some wild animal like a Duikertjie or something because I only set the trap a few hours earlier. But as I approached, I heard the familiar sound of my Shiloh. I had found her, and she was absolutely ecstatic to see me!”

Both overcome with emotion, the pair set off back home. That same evening Louw posted the news

over Facebook and it spread like wildfire. Congratulations poured in from all corners of the region and Louw later said that the support from the community had driven him to tears.

“Shiloh is home! Tough like a Jack Russel, that’s the new term, found my dog in the trap cage i set tonight at 19:40, she’s been missing since 5 dec 2020, she has survived, alone in the bush for the last 59 days, with wild animals, other dogs, people, snares, vehicles, heavy rains and extreme heat and humidity! She is fine and at home now, but proof a Jack Russel is tougher than a honey badger! Not bad for a 12yr old girl!” his post read.

The Greater Tzaneen Municipality (GTM) took legal action and secured a court order to stop dozens of houses from being constructed on a piece of land between Gavaza village and the Harmony Cross near Ofcolaco. The order was issued against two unknown respondents according to court papers pasted at the entrance of all municipal buildings, and at the entrance of the disputed land.

It is not the first time that the municipality obtained a court order to remove land invaders and the settlement establishers in its jurisdiction.

It had in 2002 removed a group of people who occupied land between Bridgeway garage and the Lethlabine River and later a court order was obtained against occupiers of the land between Broederstroomsdrift and Nkowankowa unit also known as new Mokgoloboto.

The Polokwane High court had on the 23rd of December ruled that the applicant being the municipality should, through the sheriff of the court, inform the invaders of the court order.

The court also ruled that the municipality should loud hail either in Sepedi or Tsonga informing to the residents of the area where the new developments were planned.

It was also ordered that the invading of and erection of informal housing on the settlement

area should be stopped and if the unkown respondents are in opposition to the interim order, they should show themselves in court on the 18th of March 2021. The no-show of the respondents on the set date would mean the court order is implemented.

Judge George Phatudi presided in the matter and the respondents could show up in the same court in which the decision was taken in absentia. In the affidavits presented in court by the municipality the area in question was given to the municipality by the department of Agriculture in 2006. In court papers the municipality said that the land was vacant and used as grazing land.

Towards the end of 2019 the council received information that the land had been invaded by unknown residents who started a settlement where the construction of houses was being planned. On the 1st of December 2020, the municipality applied for a court interdict to prevent the invasion of the land for residential purposes.

It argued that there were no services in the affected area.

The land in question is found at Gavaza village also known as Farm Goblez 666. The municipality argued that due to lack of services the area was not suitable for residential dwellings.

Slow spending is huge concern ■ Jeff Jackson The Democratic Alliance (DA) in Limpopo is worried that numerous Provincial Government Departments are at risk of underspending their allocated budgets due to slow spending. A National Treasury Gazette detailing budget receipts and expenditure for provinces untill the end of the 3rd quarter indicates that many of Limpopo’s Departments might end up underspending their allocated budgets.

“This slow spending is of great concern as it may result in the Provincial Departments having to surrender funds back to the National Treasury, seeking a rollover or fiscal dumping by the Departments in order not to lose the underspent funds,” said Risham Maharaj, DA Limpopo spokesperson for Provincial Treasury.

“The Limpopo Department of Health has only used 69.2% of its R23.227 billion adjusted budget despite struggling to address issues such as poor infrastructure in the province’s healthcare facilities, limited bed space as well as staff shortages.”

Other departments in the province have also been slow to spend their allocated budgets: Public Works, Roads and infrastructure has only used 59.2% of its allocated R3.530 billion, Transport and Community Safety has used 67.7% of

its R2.218 billion budget and Cooperative Governance, Human Settlements and Traditional Affairs has only utilised 65.5% of R2.243 Billion.

Sport Art and Culture has used 64.3% of the allocated R428.479 million and Agriculture has only used 67.8% of the allocated R 1.698 billion.

All these departments should be closer to having utilised 75% of their budgets by the end of the 3rd quarter. Underspending may negatively affect key programmes within these departments and lead to fiscal dumping which results in money not being used for the intended programmes.

“The slow spending is a serious concern, and the Limpopo Provincial Treasury must monitor to ensure that no underspend is incurred by any of these departments by the end of the financial year. We are cognizant of the fact that factors such as the impact of delays due to Covid-19 and lockdowns, reduced payment for goods and services as well as projects and activities in department programmes that are only planned for the fourth quarter may have also contributed to the slow spending,” he concluded.

The DA believes that underspending by Provincial Departments will affect the quality of services offered to the people of Limpopo and negatively affect the development and economic growth in the province.

Die uitspraak is gemaak weens die feit dat dit glad nie aan die vereistes voldoen om genoegsame beskerming te verskaf nie, en nie die reg van privaatheid beskerm soos ondersteun deur die reg van vryheid van spraak en die media, toegang tot howe en ‘n regverdige verhoor nie.

Die uitspraak het gekom nadat die joernalis, Sam Sole wie onderworpe was aan staatswaarneming, en die Amabhungane Sentrum vir Ondersoekende Joernalistiek ‘n aansoek gedoen het om die RICA-wet te beding en ongrondwetlik te laat verklaar.

Die applikante het ‘n aantal waardige punte gemaak in die hofsaak, ondermeer dat RICA nie voldoende beskerming of toevlug bied soos vir persone wat onderworpe is aan toesighouding deur die staat.

Die hof het in ‘n meerderheidsbeslissing bevind dat die onderskepping en toesighouding van individue se kommunikasie soos deur die RICA-wet, ‘n uiterse indringende oortreding van die reg tot privaatheid is.

Die wet dring dus in op seksie 14 van die Grondwet.

Die hof het wel die belangrikheid van staatswaarneming in die voorkoming van misdaad erken, maar het wel bevraagteken of daar genoegsame veiligheid in plek is om

hierdie indringing te regverdig. Die hof het die reg tot privaatheid uitgelig wat gekoppel is aan die reg tot waardigheid.

Van die ander knelpunte wat uitgewys was, sluit in: • Dat RICA nie daarin kan slaag om ‘n persoon onderworpe aan waarneming na die tyd daarvan bewus te maak nie • Daar ‘n tekort aan prosedure is, rakende wat om met die vertroulike inligting te maak en hoe dit bestuur word.

• Regslui het spesifieke voorregte tot vertroulike inligting wanneer ‘n klient deur die RICA-wet geraak word.

• Die mag van die uitvoerende gesag om ‘n regter aan te stel.

Audi upgrades RS 4 Avant and RS 5 models

On the RS 5 models, the side sills and the diffuser insert at the rear end, which encloses the two large tailpipes of the exhaust system, have also been redesigned.

■ Roelof de Jonge Audi has fine-tuned many details of the RS 4 Avant and RS 5 Sportback and Coupé model ranges. The newly re-designed front section and the sporty interior with the new MMI touch operating system are the most prominent changes for these new performance Audi models.

VIP customer deliveries of the Audi RS 4 Avant, RS 5 Sportback and RS 5 Coupé, have officially begun in South Africa as part of a pre-launch strategy ahead of the official retail launch from the 1st of April 2021.

The front section of the new RS 4 Avant, RS 5 Sportback and Coupé is completely redesigned.

The single frame is wider and flatter and just like its big RS brothers, the new models also feature the three-dimensional honeycomb structure in gloss black that is typical for the RS model series.

The shape of the LED headlights have also been redesigned. The matrix LED headlights (standard on the RS 5 range but optional on the RS 4 Avant) with darkened bezels complete the revised appearance of the high-performance models.

Both models have wider wheel arches which adds to a sportier and powerful stance. Upon request or part of the extended black styling package, the Audi rings and the RS nameplates can be painted black.

On the RS 4 Avant, the roof rails are matte aluminium, while black roof rails are available as a no cost option. The RS-specific roof edge spoiler and the diffuser insert as well as the chrome tailpipes of the RS exhaust system give this sports wagon a distinct finish.

On the RS 5 models, the side sills and the diffuser insert at the rear end, which encloses the two large tailpipes of the exhaust system, have also been redesigned. The Coupé is fitted with a carbon roof with a CFRP (Carbon Fiber Reinforced Polymer) fibre structure which lowers the vehicle’s weight by just under four kilograms.

Both models come standard with the RS sport exhaust system which creates a particularly sporty sound experience and with 20-inch Audi Sport alloy wheels.

Horizontal lines and dark colours dominate the interior of the revised RS models, adding to the premium and spacious cabin.

The RS sport seats are covered with fine Nappa leather in black or moon silver and honeycomb stitching as part of the standard offering. As an upgrade, the RS design package adds some colour to the interior for the control elements such as the steering wheel, selector lever and knee pads that are fitted with Alcantara covers with red contrasting stitching amongst others.

The new operating concept of the two RS model ranges is concentrated on a 10.1-inch MMI touch display. The large, free-standing display with acoustic feedback is slightly inclined toward the driver.

The standard infotainment system which is MMI navigation plus, includes a specific RS monitor which provides the driver with information on the drive temperature, longitudinal and lateral acceleration, the quattro sport differential, the tyre pressure and the tyre temperature.

The Audi virtual cockpit plus (12.3-inch display in full HD resolution) is another standard offering

across both RS model ranges. The driver can select between multiple graphic views namely classic, dynamic and sport.

The optional head-up display also offers exclusive RS graphics and the standard Bang & Olufsen Premium Sound System with 3D sound completes both model ranges with acoustic excellence.

The innovative and forward-thinking features of Audi connect are now available in the RS 4 Avant, RS 5 Sportback and Coupé. The technology delivers top-of-the-line connectivity. It features an embedded SIM, and Audi’s connect portfolio.

The latter ranges from online traffic information, point of interest search, navigation with satellite map and live weather updates. The Audi connect functionality also includes Car2X services which consists of standard safety and service features in the event of damage, breakdown or minor accidents.

This functionality (through a built-in emergency button in the vehicle’s roof module) allows an emergency safety or service call to an Audi call centre to support in any event. Additional functionality, accessible through the MyAudi application, includes remote functions that connects the new RS model with the driver’s smartphone.

This includes car finder, remote lock or unlocking, speed and theft alerts, to mention a few.

The 2.9 TFSI twin-turbo V6 engine of the RS 4 and 5 models remains unchanged. It produces 331kW of power and 600Nm of torque. A quick-shifting eight-speed tiptronic directs the power of the engine to the quattro permanent all-wheel drive

Toyota Dream Car Contest open for entries ■

Toyota South Africa Motors (TSAM) announced this week that the entries to the 15th annual Toyota Dream Car Art Contest are open. TSAM is inviting entries from children who are under the age of 15 years before the competition closes on the 31st of March 2021.

This contest is a Toyota initiative aimed at encouraging children to explore their creativity and transport their imagination beyond our physical confines.

The Toyota Dream Art Contest, which is for children under the age of 8 years, 8 to 11 years and 12 to 15-yearolds, aims to inspire budding young designers by inviting them to submit sketches of their favourite cars.

It is intended to create opportunities for children throughout the world to develop their interest in cars and help them feel the joy and importance of having a dream through drawing pictures of their dream cars. So, if your child loves drawing and relishes the opportunity to put pencil to paper, then this competition is for them.

The art contest was first held in 2004 in Japan and continues to be one of the largest international compe-

titions that allow children to share their ideas about the future of cars while simultaneously encouraging them to pursue their dreams.

The contest was conceptualised by the Toyota President and CEO, Akio Toyoda, who wanted to create a platform to teach children to use the power of dreams and imagination while stimulating their interest in cars.

“We firmly believe that the arts are a powerful mechanism of escape, hence the importance of the Dream Car Art Contest. We had concerns this year, just knowing that people are dealing with a lot more on their plates with the pandemic, and as such we hope that this competition will offer children a healthy outlet, even if it’s for a little while,” says Glenn Crompton, Vice President of Marketing at TSAM. Children from all over the world are invited to share ideas about the future of mobility by drawing their dream cars. Toyota hopes that this activity will help nurture the creativity of the next generation of great inventors, thinkers and dreamers. The competition comprises the National and the World Contest. Die eerste gala in 2021 vir swemklubs in Limpopo, die “Northern Sprint Gala”, en die vierde van die swemseisoen vir Limpopo Aquatics, was Saterdag die 30ste Januarie in Polokwane by die Hoër Tegniese Skool Tom Naudé onder omstrede omstandighede gehou. ‘n Ouer wie se kind aan hierdie gala deelgeneem het, het vertroulik aan Bulletin vertel hoe die gala eensklaps in ‘n oomblik van waansin gedompel was.

“Die volgende oomblik het gewapende weermaglede die swembadterrein van die skool binnegestorm om hierdie samekoms nietig te verklaar. Daar was uiteindelik ooreengekom dat die kinders, wie hoogs onsteld was, kon voortgaan mits die gala aan die Covid-19 inperkingsregulasies voldoen,” het die ouer vertel.

“Dit was regtig nie nodig gewees om so drasties teenoor ons op te tree nie. Dit

is nie asof ons ‘n lewensgevare bedreiging is nie. Dit was regtig nie nodig om swaar gewapende soldate te ontplooi om ons uit een te jaag nie. Dit was waarlik onstellend vir die kinders veral!”

Bulletin het met Louise Blignaut, president van Limpopo Aquatics, gesels om haar kant van Saterdag se gebeure te hoor. “Ek kan my nie uitlaat oor Saterdag nie omrede ek op die 26ste Maart in Polokwane in die hof moet verskyn. Die saak is nog hangend en enige uitlatings van my kant af sal my saak beinvloed.”

Sy het wel gesê dat hulle nie die weermag verwag het nie, wat veral vir die swemmers ‘n baie traumatiese ervaring was. Bulletin het ‘n navraag aan die provinsiale SAPD woordvoerder, Brig Motlafela Mojapelo gerig om uitklaring oor dié saak te verkry. Ons wou weet watter klagtes Blignaut in die gesig sal staar. Teen druktyd het ons egter geen terugvoering van hom af ontvang nie.

Te midde van hierdie omstrede gebeurtenis, het die swemmers van Shamu Swemklub op Tzaneen nietemin kopgehou om met uitstekende uitslae terug te keer. Die klub se swemmers het 31 goue, 38 silwer en 45 brons medaljes ingepalm.

Jason Loucao was Shamu se topswemmer en het ‘n swetterjoel goue medaljes opgeraap. Hy het in die afdeling vir seuns o/14 deelgeneem. Loucao het in die 50m vlinderslag, rugslag, borsslag en vryslag skoonskip gemaak.

In die individuele wisselslag oor 200m en die 100m vryslag item het hy ook eerste die kant geraak om nog goue medaljes agter sy naam te skryf. In die 100m vlinderslag het hy ‘n silwer by sy versameling gevoeg.

Die ander goue medalje wenners is Joshua Bekker (3), Inge du Plessis (1), Kaylie Groenewald (4), Ruan Hanaczech-Kruger (4), Elne Haynes (2), Yulinke Haynes (1),

Christiaan Janse van Vuuren (1), Marnus Kruger (3), Mauritz Pohl (1), Ethan Schmidt (2), Dona Smit (1), Righardt Vorster (1) en Wierich Vorster (1).
