The new housing project intended to construct houses and toilets at Lebaka and Leolo villages in Bokgaga, has left residents enraged after it emerged that the houses were built for the rich and relatives of members of the ward committee instead of the poor. The project was supposed to have been intended as a poverty alleviation project. It is alleged that the lists were changed in order to cater to a select few. A reader from Lebaka village East of Thabine village, told Bulletin that though the housing project was well received by all in the community, things went awry when rumours started that not all was well with the projects. It is alleged that members of the ward committee are changing the list of beneficiaries to benefit themselves. “In our area, a house was built on a stand where there is already a

five-room house. This means that there was never any need to construct as these people already had a home. It was later discovered that the person for whom that house was built, was employed and was a family member of a ward committee member.” The complainant who could not be named for fear of reprisals, said that when they raised the matter with the councillor, she said that the matter would be investigated but so far nothing has come of it. The problem, according to the complainant, was that it takes time for a project of this kind to be launched and if they can do as they wish, the poor will be the ones who will be affected. Further investigations by this reporter revealed that in many wards within the municipality, there are various projects to construct houses for beneficiaries who were registered years ago. It is alleged that if

Rains hamper projects ■ Jeff Jackson The recent torrential rains have once again provided the perfect scapegoat for projects that were only just started, to be abandoned and those previously abandoned, to be left to deteriorate even further. The most obvious example is the state of the roads within the Greater Tzaneen Municipality’s jurisdiction which includes those in Tzaneen and the villages surrounding it. At Marumofase and Lusaka, paving projects have had to be placed on hold as the rains have washed away the soil upon which these bricks were to be laid. Machinery too heavy to pass along the muddy dirt roads have had to join the projects they were destined for, upon the shelf as contractors wait for the rain to ease up and the soil to dry. Another project which could not escape the ramifications of the weekend rains is the infamous road project at Mulati which was abandoned shortly before the end of last year after

someone is registered for a house, and it is later discovered that the intended beneficiary built the house of their own costs, that house is still afforded to the person. “The problem with the particular house which was built on the same stand as the five room house, is that it is owned by a relative of a member of the ward committee and all attempts to oppose the decision fell on deaf ears. It is not the first time that there have been problems with people linked to members of the ward committee who receive service delivery because of their connections to leadership and in all instances nothing is done about the complaints.” The complainant continued. “After raising the matter with the councillor and some members of the ward committee who could not give us an ear, we decided to take matters further through involving members of the ward committee

and the traditional leaders. But all of that was in vain. We are planning on taking our problems to the offices of government in Tzaneen in the hope that our complaints would be looked at, but we have little faith.” A resident of ward 16 said in the area community members were asked by the councillor to identify the homes of the poor families before the houses were built. It seems that in every ward in Tzaneen there is a housing and toilets projects which is described by community members as another effort by the ruling party to garner votes for the upcoming elections. A community member in Lebaka said that the reason there are people who receive houses despite having built for themselves, is because the houses were built while they were on the beneficiaries waiting list. It is said that when the houses were approved in their names, they still insisted on receiving the houses.

Houses and toilets for Muhlava

the contractor was accused of misrepresenting its tender documents which resulted in the project being terminated and the workers left without work. Hundreds of farm workers in the Letsitele Valley arrived late for work because the Letsitele river which they usually cross on foot was full and they had to wait for trucks to collect them. At dolomitic places such as Khujwana, Dan, Nkowankowa, and Mokgoloboto, motorists struggled to reach their destinations and even enter or exit their properties because of the rivers that flooded their streets. Despite these nuisances, the people of the area rejoiced at the sight of rain which they had been hankering after for many a dry month. At the time of going to print on Wednesday, the total rainfall measured for this month was just above the 175mm mark, which when taking into account the 72 year annual average of 162mm for February, is indeed worth celebrating.

■ Jeff Jackson Hundreds of residents of Sasekane, Zanghoma, Muhlava, and Petanenge villages in ward 24 of the Greater Tzaneen Municipality (GTM) will benefit from a project to construct ablution facilities and low-cost houses set to commence this coming Monday. The project would also create jobs for the locals through the hiring of builders and their assistants. This was announced by Ward 24 councillor, Thomas Mushwana, during a funeral at the Muhlava community cemetery this past Saturday. Mushwana, who was delivering an address on behalf of the GTM during the burial of Florah Mhlanga, seized the opportunity to address service delivery matters in the area. The event was attended by among others the honourable chief of the Nkuna Traditional Authority, Ribye Muhlava III Shiluvana and his wife. After extending greetings to the chief and mourners, councillor Mushwana said that though it was unusual to address community matters at funerals he asked the audience to give him an ex-

emption. “We are in the process of building toilets and houses throughout the whole ward. We had yesterday called a meeting at Sasekane where we hired people to either build or assist the builders through mixing mortar to speed up the process. We hired people at Sasekane and Muhalva villages to build the houses and the toilets, and tomorrow (referring to Sunday) we will be holding the same meetings at Petanenge and Zangoma where we are expected to announce the project to the community and thereafter start hiring people who will work on the project. Residents are advised to attend the meetings in large numbers,” he added. It is not the first project of this kind in Tzaneen as in Khujwana, hiring was done about two weeks ago and in some areas projects are up and running. At Lebaka in Ward 33 the project had been met with opposition from community members after it was alleged that members of the ward committee tamper with the names of the beneficiaries on the list for these houses.

been absolutely no reports of any infections, is still an admirable statement. According to her the department arrived at the border gate on Monday where there are threats that the illegal arrival of immigrants could result in the emergence of the disease. “We started by conducting random medical checks of some of the immigrants in this area, and later moved to the China mall where we educated residents about the disease,” she said. “We also made sure that people who would be arriving from China are grouped together and attended to by our medical personnel before they are released to continue with their journeys. We urge residents to be alert of the disease and if they suspect something they should not hesitate to consult their health centres as preventative measures.”

The Limpopo department of health has assured inhabitants of the province that there has not been any cases of the Caronavirus, or as it now named COVID-19, reported in the region. This announcement was made by the department’s chief, Dr Phopi Ramathuba at the China mall at Beitbridge this week. She claimed that as a province, they are working hard to contain the disease, which, despite there having

Hawkers will now need permits to trade ■

Joe Dreyer

Tzaneen’s pavements will now be an organized informal trading zone free of the illegal hawkers that block pedestrian passage to the malls and taxi ranks. The Greater Tzaneen Municipality held a street trading bylaw debate last week at the council chambers where they explained the processes and policies that will govern the street traders in future. In attendance were members of the media, members of the Tzaneen hawkers association, SAPS and Home Affairs delegates. It was during his address that Benjamin Mathebula, Director of Planning and Economic Development, explained that the municipality does not wish to take food out of the mouths of people trying to make a living, but they wish to ensure that trade is organized and benefits both the trader and the public. “We want the media to make this very clear,” Mathebula said, “no trader’s license will be issued to a foreign national in Tzaneen, unless that foreign national possesses the relevant work permit or visa. We cannot allow our own people to be forced to compete with an illegal immigrant or an illegal hawker. That just simply is not fair and will not be allowed.” The GTM has made available a map of the demarcated areas which indicates where street trading within the municipality will be permitted and how many traders will be allocated to the various stands. The street traders will be issued with a permit which will display the trader’s name and surname, the section where the trader will be permitted to trade and the goods

that the trader will be allowed to sell. Weekly inspections will be conducted to ensure that all the information on the card, matches the information on the map. Should a trader be found to trade at a different spot than indicated on his or her permit, they will be removed, and their goods loaded up. The GTM will revoke the permits of those who do not follow the rules. “The pavements and parking lots within the municipal jurisdiction is the property of the GTM. If you wish to use our property in order to conduct business, you will pay us a fee for the rental of that space. We can no longer allow our pavements and our CBD to be overrun by illegal hawkers who sell counterfeit goods. That is where SARS will come in during the inspections. The illegal trade in counterfeit goods is a very serious offence and should we find a hawker trading in counterfeit merchandise or other contraband, we will seize their assets and they will be arrested,” Mathebula explained. The GTM has made provision for only 76 street sellers in the CBD. Each of the street sellers will be requested to pay a R90 once-off registration fee to obtain their permit and after that, a R40 monthly fee. The permits will be valid for 12 months after which they will have to be renewed.

Benjamin Mathebula, Director Planning and Economic Development.

This is a map of the designated areas where hawkers will be allowed to trade in the CBD. The green circles show the number of hawkers that will be allowed to trade at the corresponding spot. On this map, the Tzaneen police station is situated opposite the number 4 and Tzaneen Superspar opposite number 20.

When asked about the street hawkers next to the R71 highway, the GTM made a very stern statement in the form of their legal head, Thomas Mampane. “Those hawkers are not legal and not registered to trade within our jurisdiction. The R71 area is not a safe space and not earmarked for trade. The municipality has the power according to law, to remove these hawkers, and that is what we will be doing.”

Unfinished project leaves house flooded

■ Jeff Jackson Residents of Nkowankowa unit B and C, west of Petanenge, are up in arms after the project they thought would bring some relief to their problems, instead added to their troubles. The homes situated on stands next to the Chris Hani and Codesa roads now suffer frequent flooding as a result of the unfinished projects. A resident who contacted Bulletin complaining about the problem said that they had asked the Greater Tzaneen Municipality, through their ward councillors, to assist them as their home floods each time the area receives rain. She also pointed out that the water, which is often ankle-deep in their house, cause their driveway to become inaccessible and their vehicles often get stuck in the muddy mess. “We did not think that what we asked for as a

community would result in an escalation of our troubles. Our community was so excited when we were called to a meeting in which local people were hired for the project to pave the streets in the area. Little did we know that we would hear through the media that the project had stopped and a new contractor would be appointed to complete the job. Sadly, to date nothing has happened.” The aggrieved resident explained that initially the project was brought to life through complaints by the community regarding the state of the roads in their area. For a very long time, entire neighbourhoods were cut off from the main routes during the rainy season because of the dirt roads which transformed into mud pits and even raging rivers during times of heavy downpours. “The concern of most people in our area is that

our councillor, our mayor and our municipal manger had done nothing to contact the community and explain the problem which resulted with the project coming to a halt. We had to read about it in the paper.” Discontent over the project emanates from an incident in which the GTM’s municipal manager, Thapelo Matlala, terminated the contract awarded to Thsiamiso Trading to pave Chris Hani and Codesa on the basis of misrepresentation of tender documents. The issue turned serious when the municipal manager was attacked by hooligans and later even suspended. Matlala was also forced to up the security at the municipal buildings in Tzaneen following these attacks. Following the incidents, workers who were contracted for the projects at Nkowankowa took to the streets demanding to be paid wages which were outstanding before the project

closed its doors. But their protest was to no avail. They would wake up in the morning and block the entrance of municipal offices demanding to be paid their money, but also without success. They continued varying their tactics until they were eventually blocked by authorities through the courts. The complainant said that what worries the community even more, is that there was nobody from the municipality, or even the local councillor who explained to them what happened to the project, or even whether it will still be completed and when. She said the community would be happy if someone could come out and address them on the matter. The homeowner concluded by stating that she would be seeking compensation from the municipality who obviously don’t care about the damages to her house and its contents.

The water crisis that has hit the communities of Julesburg and Nyanyukani in the Muhlava area was last week put to rest after the Mopani District Municipality (MDM) intervened. According to a resident the problem was caused by none payment of the electricity account by the district municipality which forced Eskom to disconnect power to the water pumps. A community member who asked not to be named, said that before the problem emerged, they were accessing water from the boreholes which were drilled in the villages by the MDM. From that moment on, residents had to rely on good Samaritans and water tankers that sell water in the village for survival. “All along there was water in the villages until Christmas eve when the pumps in the village stopped. When we called the local water operator for explanations, she told us that Eskom officials came to the pumping station and disconnected the electricity meter and left with it, alleging that the district municipality owed them money” “We then called the local councillor so we could hear

what might be the problem with the dry taps and he said that as far as he understood it, the municipality had indeed paid Eskom and so he could not understand why there was no water in the area. The problem went on until last week when Eskom officials returned and switched on the pumps.” The resident said that during the thirsty days the community were assisted by a good Samaritan in the village who used his private borehole to supply residents with water for free. Those who could afford to, resorted to buying water from the trucks and bakkies that sell water to people at R150 for 2 000 litres while others relied on the municipal tankers. The Mopani District Municipality could not be reached for comment at the time of going to print. Still on the water crisis, residents of Lenyenye met last week to discuss the water crisis which has plagued the township for nearly a decade. Though the details were not announced by the time of going to press, speculation is rife that residents are organising a march to the offices of Mopani to protest and hand them an ultimatum to address the crisis as soon as possible.

CP conquers Tankwa Trek MTB race ■

Roelof de Jonge

The Insect Science MTB team contested the Barberton Ultra Marathon on Saturday the 25th of January which took place over 110km and was raced in very wet and muddy conditions. Alan Gordon put in a massive ride out front to eventually cross the line in second place. Gerhard Booysen and Sydney Swart both finished below the seven-hour mark. The ultimate test and the first for 2020 for the Insect Science team came at the recent Momentum Health Tankwa Trek, presented by Biogen, which was held from the 6th until the 9th of February. Alan Gordon and Keagan Bontekoning ran into

trouble on the third day’s stage with Gordon smashing the rear wheel of his MTB to pieces, forcing him to abandon the stage and dashing any hopes of a possible race victory. CP van Wyk had an impressive ride taking the victory in the solo division for the Insect Science Mountain Biking Team. Insect Science men’s veteran team with Bill Noel and Jan-Louis Pretorius completed this gruelling race, finishing 65th overall in the team results and ninth in the veterans category. Insect Science team-mates Sydney Swart and Gerhard who competed in the amateur category were classified 117th overall. The Momentum Health Tankwa Trek presented

by Biogen is a four-stage race and is one of the first UCI (The Union Cycliste Internationale is the world governing body of cycling. It groups together 190 National Federations) events of the season. With breath taking trails through the Bokkeveld and winding routes in the Witzenburg area, this race features some of the most unique scenery South Africa has to offer. This region is renowned for its unforgiving summers and harsh winters, takes MTB cyclists through rocky outcrops and climbs, providing an ultimate test for competitors. Some of the trails on route over the four days are hand-built and smoothly sculpted, while others are rough and loose.

Granny’s Grumbles - THE ELF

Thanks to the most generous son-in-law in the world, an unused church on our property was converted into a cottage. Not only did he draw up the plans but paid for all the alterations. This was intended to be let on a monthly basis so as to bring in some much-needed revenue to assist his in-laws. Unfortunately we are not situated in the most appealing area so were informed by an estate agent that we would not be able to collect much in the way of a monthly rental. I had the idea of maybe a self-catering accommodation for tourists and thanks to some unbelievably generous friends managed to furnish the accommodation on a shoestring. Another problem was going to be how to attract overseas visitors. Fortunately my daughter is an expert in working her way around the internet. Obviously the fact that we live in the middle of the Heavy Industrial Sites (which has severely potholed roads, no waterborne sewerage, no street lights and no drains) would not sit well with tourists so my daughter cleverly advertised it as a “cottage 10 km outside out town with bush views”. She was a little loose with the truth regarding bush views but the garden is attractive with lots of indigenous plants which blocks out the road so nobody (so far) has complained and it was no time at all before I had my first guests – four German students.

Since then I have had people from Spain, Holland, Canada, South America, Sudan and of course South Africa. However my most interesting guests were from China – I must confess that my daughter was doing all the legwork – I was given their names, telephone numbers and dates of arrival. I merely sent them a welcoming message and made sure I was at the gate of the cottage to greet them. Evidently these Chinese guests knew no English and comms had been via some sort of literal translation via Google. They wanted to know if they should go on a safari and if so, could I arrange it for them. I told them it was more interesting taking yourself into the park assuming that they were hiring a vehicle. Next question – did they need security guards to accompany them into the park? I assured them that it was not necessary. Finally the day arrived – three young females and one male erupted from a tiny car – all smiling and bowing. Since all communication had been from someone named Chan I assumed it was the young man who made all the arrangements. However it turned out that Chan was one of the girls – the only one who knew a very small amount of English. Into the cottage we went. Fortunately I come from a family that enjoyed charades at Christmas, because sign language became the only way we could converse. I spent an hour with them. Trying to explain the intricacies of a mosquito coil via sign language is interesting to say the least– I was aware that they were going to stay in the Kruger for a couple of days but would be spending two nights in the cottage so I hauled out a map of the park and suggested via the map that they went up north the first day. It turned out that they only had one pair of binoculars between four of them so I loaned them three pairs of family binoculars, gave them the map and told them I would wake them up at 5 a.m. All sign language!!! The only reason I had suggested that they go up north the first day is because the camps they were booked into were both down south. Most people do not by choice go up north – only locals appear to prefer it.

Anyway the following evening I went across to the cottage to make sure they were safe and took an old book of Animals of the Kruger Park to check what they had seen. They went through the book pointing out all sorts of animals that I wasn’t sure that they could have seen – a leopard kill? They produced the camera with the photo to prove it. A pride of seven lions lying in the middle of the road – another pic to confirm their sighting. When we got to the picture of a warthog the one shouted excitedly “Hakuna Matata” and they appeared delighted. I was stunned by what they’d seen – not only the variety of animals but also that they all knew the animals from The Lion King. The next morning they left – insisted that I must have my picture taken with each of them and sent me updates on their arrival at various camps and at Olive Tambo Airport. As a bonus I was given a R100 tip and ten yen. I felt guilty to think I had been apprehensive about their arrival – mainly because of the language problem. However – the best was to come. Guests get booked in by a travel agency and can send a review indicating what the accommodation is like and any complaints. Here is the review from Chan (direct translation from Chinese) “The location of the apartment is very good. It takes 10 minutes to drive to the gate. We did not book safari. Anthea told us he had a good route, gave us a map and a telescope and saw the leopard at the last moment in Kruger all day long! Really lucky! Big 5 is not seen by the rhinoceros. If I come back next time, I should still choose to live with him. Anthea is a very cute person. I think she looks like an elf” An elf? Pointed ears and a capricious nature. What I like about young tourists is that they find almost everything an adventure – the potholed roads – the load-shedding - the lack of street lights and an explosion that indicates another sub-station has blown up. Probably because It gives them something to talk about when they return to their welloiled lives.
