The first seven of a total eleven brand new vehicles were delivered to the Mopani District Fire Department in Tzaneen on Thursday afternoon by Simunye Fleet Management. An excited group of the Mopani District’s finest firefighters received the vehicles with much appreciation. “These new vehicles which consist of 4x4 vehicles and NP200 light delivery bakkies will go a long way to help us improve the service we deliver to the residents within our district,” explained Mopani Fire Department Chief, Kobus Visser. “The 4x4 vehicles will be used for operational needs while the smaller bakkies will be put to use in fire inspections and other preventative operations.”

ernment levels, we should start by addressing the problem at local municipal level. The evening was not very well attended despite it being widely advertised ahead of time. Those in attendance were offered the opportunity to direct questions to the veteran advocate in a Questions and Answers session after his address. “Gerrie has helped me understand that everyone is equal before the law and that gives me hope.” Gaining fame for his prosecution of former Paralympian, Oscar Pistorius for the death of his girlfriend Reeva Steenkamp, Nel is known as one of the most feared prosecutors in the courtroom. Glen Agliotti, whom Nel successfully prosecuted in 2006 for the murder of Brett Kebble, spoke of Nel with respect. Former state prosecutor Gerrie Nel paid a visit to Tzaneen on Tuesday evening. He addressed members of the public at the Fairview Lodge conference hall and delivered an insightful address on the effects on corruption at local government level. Nel, who now works for Afriforum, explained briefly how the justice system works and the processes that need to be followed in order to privately prosecute an institution or individual. “Corruption is much further reaching than politicians who steal money or take bribes, it occurs in businesses and other organizations too and ultimately leads to the same negative outcomes. If we do not take a stand against the corrupt, we will all pay the price,” he said. Talking about the current situation within the South African justice system, Nel painted a positive picture stating that all is well within the judicial system and there is still hope. “We have fantastic judges in our courts who prove that the system is not broken. GTM owed R400 000 in services Four property owners in Tzaneen owe a combined amount of just over R400 000 in outstanding municipal rates and services bills to the Greater Tzaneen Municipality. This came to light when Bulletin received an unmarked envelope containing municipal service account invoices. We have no idea who delivered the envelope, but its contents is nothing short of appalling. One of the invoices showed an amount of R124 090.83 in arears for a residential property in Aqua Park valued at R900 000. There was no interest charged for the arears. Two more Aqua Park properties reflect arrears of R106 267.56 and R97 133.57 respectively while a property owner in Arbor
Park owes R49 183.47 with no charges for electricity consumption although refuse removal and sewerage services were charged. All the accounts were dated to 2017 and to our knowledge none of them have had their services cut-off. Does this mean that the municipality is not aware of the amounts outstanding, or are they aware but look the other way in favour of certain homeowners? Perhaps there are special agreements in place, or perhaps the GTM has started legal action against these property owners. Perhaps these properties are owned by the state or could there be something more unsettling afoot?

Bulletin tried in vain to gain clarity on the matter from the spokesperson for the GTM Neille Ndlala. We sent Ndlala scanned copies of the invoices and offered the 48-hour deadline to respond. At the time of going to print yesterday, we had not received any comments from his office. We extended our deadline for his response by five hours and again asked for comment upon which he said we could publish what info we had without his official response. He was still gathering information. According to the Municipal Property Rates Act, if an amount for rates is due to the municipality by the registered owner of said property, the municipality can recover the amount due from the tenant or occupier of said property. The municipality has to serve written notice on the owner before recovering the amount. Bulletin will continue to investigate the matter and wait for the response from the GTM. This photograph was taken in the Pompagalana area where the prevailing darkness provided the perfect backdrop. It is not certain exactly how many millimeters of rainfall was recorded, but we have had reports of up to 30mm in some places.

GTM’s legal manager suspended The head of the Greater Tzaneen Municipality’s legal services in the Directorate Corporate Services, Stephen Monyela, was suspended this week amid several allegations of misconduct against him. This follows the reoccurring asset seizures executed by the Letaba Sheriff, Tertius Robertson, over the course of the last year. The relentless warrants to attach and remove which battered the GTM recently, pointed the finger of blame in the direction of Monyela’s office. A confidential source within the municipality revealed that Monyela was asked to vacate his office this week because he “neglected to respond appropriately and timeously to the various legal documents that were served upon the municipality by legal representatives of service providers to whom the GTM was in debt.” According to our source, Monyela would receive notice of intent to pursue legal against the municipality, months prior to the Sheriff’s execution of warrants. “Because he allegedly never responded to those notices, and in some cases denied ever taking receipt of legal documents, the plaintiff would inevitably take the matter further and that is when the embarrassing seizures at the GTM happen.” Bulletin attempted to gain clarity on the matter from the spokesperson of the GTM, Neville Ndlala, but at the time of going to print we had not received any information. Ndlala notified us via WhatsApp, that he had not yet compiled a comprehensive response as he was awaiting more in-
formation. In the meantime the Greater Tzaneen Municipality yesterday advertised vacancies for some pivotal positions within the organization. These vacancies include the position of Chief Financial Officer and Director for Planning and Economic Development. Very interesting is the vacancy for Director for Community Services which has been occupied by the controversial, Obby Mkhombo, who has held this position since 2002. In April 2014 he was appointed as acting Municipal Manager after the suspension of Masiye Mankabidi (then Municipal Manager). That ruling was made by an urgent special council hearing. In September that same year the GTM was forced to reverse the appointment after the South African Municipal Workers Union (SAMWU) obtained a Labour Court interdict against Mkhombo, sighting that the appointment was in contravention of the Municipal Management Act. Bulletin reliably learned that Mkhombo and Monyela did not see eye to eye. Given that Mkhombo holds an honours degree in criminal justice and a master’s degree in public administration, it will be interesting to see which strategic position he will be moved into – or will he be appointed to fill Monyela’s spot? Bulletin has not received any information regarding the advertised vacancies, nor have we managed to confirm any of the allegations. We will contact Ndlala for comment in our next edition. “It is going to be interesting to see which way the
vote sways, but in the meantime there is very definitely friction between the supporters of the two factions. There are those who support Ramaphosa and those who back Nkosazana-Dlamini Zuma. At this stage it is very tense in the halls at the GTM as we prepare for the coming ANC conference in December.” — Joe Dreyer

Child molestation case postponed again A Phalaborwa resident, Martin Henriques (51), who was arrested shortly after his birthday in July this year, appeared in the Phalaborwa Magistrate’s court on Wednesday. Henriques is facing charges of rape, sexual assault and child molestation. His arrest in July came after charges were laid against him at the Phalaborwa police station. He was denied bail after his first appearance in court shortly after his arrest and was remanded in custody at the Thoyandou cor-
rectional facility. He appeared in court again on the 2nd of August and was granted bail of R3 000 on the 15th of September by the High Court in Polokwane. On Wednesday, his case was again postponed to the 17th of January 2018 pending further investigations. Allegations are that Henriques groomed and sexually assaulted young boys from the town, aged between 13 and 15 years old. It is also alleged that he was well-known to the boys and their parents. A confidential source
revealed that one of the boys would regularly visit Henriques where it is alleged Henriques showed the boy pornography on a cellphone and touched him inappropriately. It was allegedly that only after one of the boy’s friends had a similar experience at Henriques’ home, that he told the boy’s parents, who in turn alerted authorities. Subsequent investigations allegedly revealed that Henriques, a father of two daughters, faced similar charges in 2013.
Investigations are continuing and the matter is currently sub judice which means that no further information related to the findings of the investigation may be publically stated. The identity of the boys may not be released as they are minors. The whereabouts of Martin Henriques remains unconfirmed at this stage. Storm in a water pipe project A storm is brewing in the Bolobedu area after a project to provide residents of Jopi, Mawa and Ramotshinyadi villages with water could not satisfy all despite that the work is not yet completed. The project named the Jopi-Mawa- Ramotshinyadi water reticulation project is worth about ten million and is expected to provide more than six communities with water at the cost of the Mopani District Municipality (MDM). The project, contracted to Tango consultants, was expected to commence on 17 November 2016 and completed on the 6th of May 2017, but the work is not yet finished. Residents have been complaining that the work being done is of a very low quality and it would appear as though the standpipes specifically, were not installed according to
spec, and could be unsafe for use. A Community Liaison Officer (CLO), Frans Mphekhwane, was employed as part of the project and serves as a link between the community and contractors and also elect the Project Steering Committee (PSC). When Mphekhwane started making noise about the irregularities, he was allegedly promptly removed from his position. The project has now continued to phase two with the previous CLO removed and replaced with a new one. The water project had been initiated by the district municipality because they are a water services authority and therefor responsible for supplying water to rural villages. “The community is furious about the workmanship and the general quality of the
installations on this project,” said Mphekhwane. “We feel that the contractors were using sub-standard means to construct the standpipes and compact the soil after burying the pipes, which will lead to trouble in the future. We have seen what the water reticulation projects completed at other sites look like, and if we compare them with this site, there is a marked difference.” According to minutes of one of the meetings Bulletin is in possession of, the scope of the work in the project is as follows- the reservoir will be refurbished, nine kilometres of pipeline to be buried with sizes ranging from 75mm to 160 mm, installation of 20 new standpipes as well as to investigate the exsisting water reticulation services. The new scope was to be submitted to MDM for ap-
proval after investigating existing services. The minutes stipulate that so far, the following had been done: programme of works is in place, contractor`s programme of works approved, and the equipment on site is as follows: two bakkies, two compactors, one compressor and a TLB. The project will stretch to places such as Rwanda, Mawa block 8, 9, and 12. So far the contractor has been paid more than R 1.3 million. Attempts to contact spokesperson for the Mopani District Municipality (MDM) drew a blank. Follow up: Still no lights at Ofcolaco The Maruleng Municipality is fully aware of the lighting “challenges” along the R36 road past the Ofcolaco fuelling station and retail centre. According to their spokesperson, John Seokoma, this is not an isolated incident as there are many other arears within their jurisdiction without working street lights. He blamed this on vandalism by protestors and motor vehicle accidents which damage the lamp masts. This despite the fact that the lights in question run past a very busy retail centre which
has never seen any violent protests and there exists no documented evidence to suggest that the lamp posts were vandalized by protestors. Many motor vehicle accidents do however occur here – evidence of which have been widely circulated over WhatsApp and even sent to the Maruleng municipal manager personally. “We understand that this is a challenge for our municipality and we have therefore put money aside in our budget to appoint a service provider who will be able to help us
rectify the situation. We will start putting out tenders soon,” said Seokoma. This statement seems to be in stark contrast to statements communicated to Leon Steenkamp, the owner of the Ofcolaco fuelling station who first raised the issue with the municipality in April this year after he purchased the complex. “The municipality sent out their technical teams to inspect the lamp posts in question. After determining the problem they told me that a requisition request was submitted for
the parts they need to fix these lights. That was as far as the process went. Now they’ve changed the story?” Seokoma could not provide Bulletin with an exact date for the reparations, nor could he offer any clarity on the tendering process. “I can promise that those street lights will be fully functionally before the end of this financial year. Ned Herv Kerk Letsitele ‘n Tyd om te Groet Vyf jaar gelede toe die vorige redakteur van die Bulletin, Francois Aucamp, my genader het om die Godsdiens-Aktueel kolom te behartig, het ons ooreengekom dat ek dit vir vyf jaar sou doen. Toe hy onverwags oorlede is, wou ek die nuwe eienaar, Joe Dreyer, nie net so los nie en het ingestem om vir die Bulletin te bly skryf tot die vyf jaar uitgeloop het. Nou ja, soos die boek Prediker in die Ou Testament sê: “Elke ding het sy vaste tyd, elke ding in hierdie wêreld het sy tyd” (Prediker 3:1). So het my tyd gekom, om te groet. Graag wil ek vir Joe Dreyer baie dankie sê vir die voorreg om hierdie kolom te behartig. Dit was heerlik! Dankie ook aan almal wat oor die tyd vir my die mooiste boodskappies per sosiale media gestuur het of sommer net in Checkers, of waar ek ookal gekom het, hulle dank en waardering uitgespreek het vir die koerantstukkies. Dit was baie spesiaal. Daar lê nou in my persoonlike lewe nuwe uitdagings voor, waaroor ek baie opgewonde is en baie van my aandag gaan verg en derhalwe het die tyd nou aangebreek vir my om te groet. Ek wens elkeen van die lesers van hierdie besondere koerant ‘n geseënde kersfees en ‘n voorspoedige nuwe jaar toe en mag God ons meetsnoer en rigsnoer wees in 2018 wat vir ons voorlê. Visit this jewel of Limpopo Once on the Giyani R529 road, 38 kms outside Tzaneen, one can’t miss the two vibrant mosaics at the entrance to one of the jewel businesses of Limpopo called Kaross. There’s another mosaic, inside the farm, that depicts the entrance to the hub of Kaross. The brainchild and creative director of Kaross, Irma van Rooyen, is slaving away in her kitchen. She apologised for not taking part in the interview as she’s preparing lunch for two large parties. Her daughter, Janine
Pretorius (38), also pressed for time, takes a quick break to speak to the press. She runs the business side of Kaross, has three young children at Unicorn Preparatory School and cycles in her spare time. Janine followed in mother Irma’s academic footsteps and also obtained her Fine Arts degree at the University of Pretoria. Janine was born in Johannesburg. Her father, an engineer, moved the family to the citrus farm, where Kaross is situated, and

besides his numerous business ventures he’s also Chairman of Kaross. Janine’s brother, Henk, is involved in the farming side of the business. Janine joined Kaross in 2002. Irma began Kaross with five traditional Shangaan embroidery ladies in 1989. She noticed that the wives of their farm labourers had no jobs. On investigation she uncovered this wealth of creativity and tradition amongst these rural ladies. They started creating their works of art seated on a Kaross (blanket). Kaross now employs just over 1,100 Sotho, Shangaan and Vatsonga embroiderers from as far away as Phalaborwa. The embroiderers work on a contract system. Each embroiderer is given cloth, usually black, with the design pre-drawn on the cloth plus a selection of cottons. The work is completed at home, with the first name of each worker embroidered at the bottom of the work. The embroiderer returns to Kaross for payment and new projects. The Kaross hub consists of a sewing room, another room where three ladies are seated happily working on their embroidery, plus the internet shop and a general shop. The vibrant colours and intricate work of each item is an artistic masterpiece. There are tablecloths, cushion covers, wall hangings, bed linen, handbags and placemats. The items are not cheap because this is art in its most intricate form. In front of the working area, is the verandah that serves as the Kaross restaurant that was opened in 2005. Customers can sample delicious homemade meals with a variety that includes vegetarian dishes such as butternut soup and a lentil dish. In the corner is a huge wooden sculpture donated by Margot McNeill well known for her DA work as well as propagating clivias. The sculpture is the work of the famous Jackson Makwala and Margot’s late husband, Gordon, features within the intricate work. Kaross art is on sale at all South African airports, the KNP, Mpumalanga and various outlets in Knysna and Simon’s Town in the Cape. Kaross also exports to small European galleries in
Kaross wall hangings.
Stockholm and Denmark as well as to a chain store in the USA called Home Goods. Kaross art is also available at Tasha’s restaurant in Dubai. Designs have remained constant with slight changes. Elephants and giraffe themes are the most popular with fish themes popular at coastal towns and cities.

ATKV Eiland Spa and holiday resort
ATKV Eiland Spa is one of the top holiday resorts on my list! My family and I have been visiting the Eiland resort for decades. I can remember the ‘good old days’ when we used to go camping in my stepfather’s Caravette 5 caravan, the first trip I can remember was in 1993. We started our five hour journey from the mining town of Randfontein in the West Rand to the Eiland in Limpopo. There was no take away food on our family’s menu, no Wimpy, no Steers, only home-made “padkos” snacks for the road consisting of meat balls, chicken drumsticks, hard-boiled eggs, sandwiches and some homemade mustard in an old ice cream container. We used to stop at the roadside picnic spots for our lunch or breakfast breaks close to Bella-Bella or Modimolle (the old Nylstroom). Back then these popular roadside picnic spots could still be accessed and were properly maintained. Chris le Roux, the Afrikaans musician, used to take charge of the holiday poolside entertainment with games like musical chairs, egg-balancing-spoon races, tug-o-war and many more activities where the most common prize up for grabs was sweets or a packet of crispy chips. Twenty five years later I still prefer this resort above most in the province and make the trip there as often as I can. Major improvements were made by the ATKV franchise about 8 years ago when they took over ownership. Eiland Spa is not your typical resort. What makes it special is
its simple sophistication, a bushveld atmosphere that is relaxed and casual with every detail carefully watched over by its management. They can cater for just about any holiday maker or traveling group. The campsite is still the same old feeling with the abundance of Mopani trees and sandy foundations. The accommodation ranges from the camping and caravan stands, to the luxu-
rious self-contained chalets. They also cater for year-end groups, team building and conferences. The activities on the resort include the hydro spa pool, steam room, sauna room, heated pool, cold pool, massive water slide, put-put, trampolines, bowling, tennis courts, bird and tree trails, horse riding and a play park for the young ones. Great break away for parents with children, couples or just friends seeking fun. Try it!

Malaria scare hits Mopani district The Department of Health and Social Development in Limpopo has appealed to residents to be alert as cases of malaria may escalate with the rainy season having started. This follows allegations that 43 cases of malaria were reported at the Nkhansani hospital in Giyani. Limpopo Member of the Executive Committee (MEC), Mrs Phopi Ramathuba, said the department had started efforts to eradicate the complications that may be caused by malaria. She said as the department, they had embarked on workshops and spraying in households to prevent the spread of the disease that is curable and manageable when detected early. Ramathuba further said that the department led by the Minister of Health Mr Aaron Motsoaledi visited the Homu village in Giyani where recently cases of malaria were reported. She added that in South Africa, Mopani and Vhembe districts in Limpopo are the most affected. The other areas that are prone to the disease are Malelane and Eshowe in Mpumalanga and Kwazulu-Natal respectively. Ramathuba stated that residents should be on alert always when visitng places that are
known to be malaria prone areas. As precautionary measures people need to first go to the doctor before and after they had visited the areas. Children should be urged to stay indoors during the night if they do not have mosquito nets. Symptoms of the disease range from fever to non-stop headaches and people should contact their clinic for checkups in case they experience such complications. An appeal was also made to household owners to allow officials from the Department of Health in their homes so they could spray. Those who are not always at home are urged to make arrangements with neighbours so the houses could be sprayed. According to renowned Tzaneen author, David Hilton-Barber, the species that caused malaria is called Anopheles. It breeds in backwaters of streams and rivers and the adult Anopheles is found inside human habitation. The disease was discovered by Professor N H Swellengrebel, a world renowned malarialogist from the University of Amsterdam in 1930 during his visit to the Lowveld with Drs Botha De Meillon and Siegfried Annecke. Popular myths For many years I worked in a nursery near the Kruger National Park and was surprised and amazed (!!) at many of the stories I heard with regard to snakes and how they are affected by plants. One common belief is that there is a “plant that repels snakes” or a “plant that attracts snakes” - the geranium and the garlic lily seem to have the popular vote for repelling snakes. The humble daisy is mistakenly believed to “attract” snakes. There is no reason for believing that any plant should mean anything at all to a snake. I believe that a snake is interested in only two things – a good meal and a member of the opposite sex – a bit like a man really! If a plump mouse or a fat juicy frog is sitting under any plant at all, the snake will head for it. If an available female snake is at the top of a thorn tree, he will make a bee-line for her. There is no such thing as a vegetarian snake, so they really couldn’t give two darns about the foliage, taste or smell of any plant. A snake does not glide through your garden gazing at the roses and the daisy bushes – he has more important things on his mind. People regularly ask how they can keep snakes out of their garden. Well folks, if you are living in the bushveld it is nigh impossible to keep snakes out of your garden. You could move to a second storey flat, which would make it a little more difficult for them, but if you have a normal garden which has birds, mice, squirrels, frogs, centipedes, and other edibles, you are sure to find the odd snake. Remember, snakes are attracted to food – if you keep your dog cubes in the garage, those

will attract mice which in turn will attract snakes. If you have an abundance of birds which are your delight, a snake will also be delighted. A small water feature or pond which attracts the odd frog will also attract a snake. Even if you dug up your entire garden and had nothing but bare earth, you

Statistics show that an average of 15 people per year die of snake-bite, but statistics for deaths due to car accidents are unbelievable. A total of 1 376 people died in road accidents during the festive season alone (1st December 2013 to 1st January 2014). The annual road death statistics make for frightening reading, with South Africa being beaten only by Nigeria when it comes to death on the road in Africa. Next time you have nasty thoughts about snakes, remember that the Bubonic Plague which was responsible for the deaths of hundreds of thousands of people during the middle ages, was caused by rats. Die #Seunskoshuis-span help die #Dogterskoshuis-span teen die gladderige bult op.
“Een vir almal en almal vir een” was die wekroep van die 13 leerder- en onderwyserspanne van Hoërskool Merensky by die eerste Predator Dash by Letaba River Lodge op Saterdag, 11 November. Te midde van mistige, koel weer het die spanne behoorlik gegly, geduik, gekruip en geskarrel om heelhuids die 3 km hindernisbaan met 15 uitdagende punte kaf te draf. Merensky se Tiger Tamers, Dirk Albertyn, Dillon de Lange, Josh Labuschagne, Wayne Coppen en Paddy Loam het koning gekraai tussen 15 spanne in die hoërskole-afdeling. In die laerskole-afdeling het die Klofie Tigers 16 ander spanne modder in die oë geskop. ‘n Allemintige 55 volwasse spanne het kom eindjaarstoom afblaas, met die Honey Badgers wat die septer geswaai het. Plasieland het 3 onderwyserspanne ingeskryf (#Dogterskoshuis, #Seunskoshuis en #JaOnsIsFiksHoekomVraJy?) en alles gegee met “Dis ‘n Plasie-ding, jy sal nie verstaan nie…” op hul borskas. Letaba River Lodge beplan om volgende jaar twee van hierdie pretkompetisies aan te bied, waaraan die Plasies beslis weer sal deelneem.

This past weekend saw some muddy excitement on the grounds of the Letaba River Lodge as they hosted the inaugural ‘Predator Dash’. The event is an adventure race which takes contestants, in teams of five, over various obstacles and muddy pits over the five kilometre course and was named after the famous lions and tigers kept at the sanctuary on the property. Organizers and participants alike, were pleasantly surprised at the massive turnout despite miserable, misty conditions on the day. A total of 12 junior teams, 16 primary school teams and 53 senior teams took on the challenge that morning. Their aim was to complete the course and cross line in the fastest the finish
time on the day in their division to claim the crown. Prizes on the day included a two-night stay for four people courtesy of ATKV Eiland for the first placed team and second and third place prizes sponsored by OK Sugarhill Mini Market and Hair by Corne. The Honey Badgers from Stanford Lake College took first place in the Tiger Run event for the senior teams in a time of 29:24:00 with Hennox 1 and the Warrior Academy in second and third positions respectively. In the junior category race it was the Tiger Tamers who took gold in a time of 28:14:00 with Shadow Clan and Pretty Lil

The Primary schools race was hotly contested at the front with the Klofie Tigers snatching a first place, by just 19 seconds, from the Bosvarke in a time of 18:30:00. The Big Five team took third place in a time of 20:02:00. The Best Dressed award went to Oppi Sukki, Best Team Spirit was awarded to the Lions Club team, Ama Croc Croc, and the consolation prize went to the Tishas. All three of these prizes were sponsored by Miami Canners. “We wish to thank all the sponsors who made the day possible and we are already hard at work planning the 2018 installment of what we believe will grow into an annual event,” said Letaba River Lodge.
The main sponsor of the day was Tzaneng Group who donated all the material for the construction of the obstacle course. Large Security supplied all the course marshals on the day. Each individual obstacle was sponsored and manned by Lannie Motors, Ntt Toyota Tzaneen, Merensky, BB Group, Tzaneng Trusses, Mercurius Motors Tzaneen, Motor Master Tzaneen, Ben Vorster and Tzaneen Brake and Clutch.
