Get the hawk outta here

Tzaneen’s pavements are overcrowded with the tattered, crudely constructed stalls which pass for hawkers’ fruit and vegetable stands. It is not a new problem, by no means, but it is a problem that the GTM seems to have chosen to avoid. According to a source at the municipality, this is because the municipality have no bylaws which they can use to enforce the law and remove illegal hawkers, or arrest those illegally hawking in areas not demarcated for business. One such area specifically, is the section of the R71 which runs past the Lifestyle centre. In the past month, three more stalls have popped up, and they have become more daring – arrogant even. The stalls are erected on the yellow barrier line. One of the vendors has tied his gazebo to the signpost which indicates “no hawking”. To add insult to injury, motorists are issued traffic fines for stopping along this stretch of road when they stop to buy fruit from one of the vendors. A permanent traffic camera

is stationed next to the road to monitor traffic coming into town from Georges Valley or Polokwane, but its line of sight is completely obscured by one of the vendors’ pallet-constructed stalls. In June 2015, a meeting between the GTM, the Tzaneen Chamber of Commerce, Business Against Crime, the Community Police Forum, SAPS representatives, business owners in the Tzaneen central business district and others role players was held at the municipal offices. The aim of the meeting was a way forward to end the problem. At this meeting a number of commitments were made – and as usual not followed through – which included the revival of the hawkers’ forum, the general management of the informal sector and the renewal of permits for hawking. It was also agreed that stricter policing would be implemented to curb illegal trading. Two years later and Tzaneen faces a serious problem. Hawkers are selling goods not listed on their permits, they are not

staying within their demarcated areas and most of them have no permits. When moved, they return the following day. “It is a massive problem for us,” said Neville Ndlala, spokesperson for the GTM. “I drove through that area just last week and made the comment that these people just ignore the law. I will have an official response as to what we are going to do, for you next week.” Bulletin spoke to the Provincial Traffic Chief, Victor Khumalo who said that the situation has escalated over the years and that the matter was raised with South African National Roads Agency Limited (SANRAL). “This is not a new problem, in fact, the matter has already been to court. Every day we spend valuable time removing these hawkers, or issuing them with hefty fines,” Khumalo said. “They just keep coming back.” We will have a more detailed report next week as we receive comments from SANRAL, Provincial Traffic and the GTM. — Joe Dreyer joe@bulletin.us.com
