Oom Jakkie soos Tzaneen hom graag sal onthou.

Tzaneen groet vandag een van sy mees geliefde seuns. Oom Jakkie Jacobs (71) is verlede week aan kolonkanker oorlede na ’n kort siekbed. Die oom met die skerp sin vir humor sal onthou word deur generasies Tzaneeners as die man wat Wiskunde se baas was. Oom Jakkie het in 1975 by Hoërskool Merensky begin skoolhou as die senior assistent in Wiskunde. Hy was vir 36 jaar ’n legende by dié skool as onderwyser in Wiskunde en Rekenaarstudie. Na sy aftrede was hy steeds by die skool betrokke met die aanbied van ekstra Wiskundeklasse in die middae. Sy leerders sal hom onthou vir sy vlymskerp brein en sy besondere sin vir humor. Soos een van sy oud-leerders tereg gesê het, was Jakkie die enigste persoon wat Minesweeper kon voltooi. Een van sy immergewilde sêgoed was, “my hond se Wiskunde is beter as joune, as ek hom vra wat is een minus een dan sê hy niks.” Hierdie het glo later verander na “my kleinkinders se Wiskunde is beter as joune…” Jakkie en Judith is in 1975 in Heidelberg getroud waar hy skoolgegee het voordat hulle later daardie selfde jaar na Tzaneen toe verhuis het. Hier het die paartjie hulself gevestig as geliefde lede van die gemeenskap.

“Sy groot passie, naas kinders en onderwys, was die natuur en natuurlik sy honde,” het Judith gesê. “Sy honde was vir hom soos sy kinders gewees.” In November verlede jaar het Jakkie skielik siek geraak en kort na sy verjaarsdag op 7 April, het sy gesondheid vinnig agteruit begin gegaan. Hy is op 14 April oorlede. “Jakkie was ‘n ou-skool onderwyser wat die potensiaal in kinders kon raaksien en dit maksimaal kon ontgin,” het Fransie le Roux, adjunkhoof van Hoërskool Merensky, gister aan Bulletin gesê. “Hy sal met die hoogste agting en deernis deur sy oud-leerders en kollegas onthou word.” Oom Jakkie se gedenkdiens vind vanoggend om 11:00 by die Gereformeerde Kerk (oorkant Hi-Q) in Tzaneen plaas. James is concentrating on Mark Winkler’s fourth novel. Mark (41), who was born in Mpumalanga, is Creative Director of Saatchi & Saatchi in Cape Town. ador, Penguin and Kwela Books. James first came to South Africa in 1999 and after an on off relationship with the country, he moved permanently in 2004. When asked if he misses anything about the publishing world, James said it felt so special when a new book arrived. He republished the first ever Mandela book “No Easy Walk to Freedom”. It was the first collection of his speeches and writings. “That feeling of bringing something back to life is just so special. Working hard on a book and seeing it published gives one a real feeling of achievement,” James said. The other thing he misses is when an author wins a prize or gets recognized. During his time at Kwela, one of his authors, Songeziwe Mahlangu, was awarded the biggest fiction prize on the African continent, a Nigerian prize called the Etisalat prize for African fiction, for his debut novel: “Penumbra”. James also takes great pride in the stories that Kwela published from across the African continent. One of these, “The Lost Boy”, a biographical work by a Sudanese refugee, was optioned by an Italian publisher for €250 000. The author, Aher Arop Bol, had left home at the age of four to escape the ongoing civil war and was making a living selling second-hand clothing from a hawker’s stand at Pretoria railway station when the deal was done. The money Aher received from Italy changed his life. He educated all his siblings, moving them to Uganda so that they could receive better schooling, and returned to Sudan for only the second time in 20 years to see family and friends. These days, instead of taking pride in new books, James relishes the quick turnaround in the restaurant business which he runs together with his partner Reneé Naudé.

SIMA Silver Lodge is now cleared The owner of the SIMA Silver Lodge in Lushof, Sam Simata, is unaware of any noise disturbance complaints against his establishment, nor is he aware of the GTM’s claims regarding his rezoning application. Simata spoke to Bulletin, at our offices, on Wednesday and refuted the claims by residents of the area that his lodge was responsible for sleepless nights because of the lavish parties hosted there over weekends. “Who are the ones who complained? If there is a list, I would like to see that, because I am not aware of any noise disturbances,” he said. “The people have to understand that in the same area where my lodge operates, there is another lodge less than a kilometre away, and a compound just across the road where there is always loud music and parties being held. How sure are these people that the noise comes from my place specifically?” This followed a number of complaints by resident on adjoining plots and farms in the Lushof area who have complained about the noise allegedly stemming from SIMA Silver Lodge. The complaints in turn sparked a debate on the legality of the lodge’s operations which led to an investigation by Bulletin uncovering some alleged irregularities concerning the zoning rights of the land on which the business operates. In last week’s edition we reported that the land on which the lodge was built, was still zoned for agriculture and that the rezoning application had been submitted, but the promulgation thereof was pending the outcome of an Environmental Impact Assessment (EIA). The GTM issued a statement this week, wherein they confirmed that the rezoning of the Remainder of portion 28 of the Farm Lushof 540LT (Sima Silver Lodge) from “Agriculture” to “Special for Overnight Accommodation and Ancil-

lary Activities” including a restaurant and conference facilities, was approved by Council under resolution C 2008 05 27: B14 with at least sixteen conditions. One of the conditions was that the owner (Simata) ensures that the proposed land uses comply with an Environmental

Impact Assessment (EIA) Regulation no 1182 in terms of the Environmental Conservation Act, 1989 (Act 73 of 1989). Simata countered that statement with a document from the Department of Economic Development, Environment and Tourism, dated 28 January 2011. The document stated that the proposed development of the lodge will be located within a tourism or agricultural development node and therefore would not significantly alter the sense of place of the surrounding area. “Based on the review of the information submitted, the Department hereby informs you that the proposed activity is

not listed in terms of the Environmental Impact Assessment Regulations, 2010 (GN R. 544) published under the National Environmental Management Act (NEMA) (Act No 107 of 1998) and therefore does not legally require Environmental Authorisation from the Department. Although authorization in terms of NEMA is not required for this activity, all relevant legislation and requirements of other government departments (ie National, Provincial and Local) must still be complied with.” The document goes on to list 12 conditions which may require pre-approval by the department, but closes with the following: “In light of the above, Mr D.S Simata may proceed with the establishment of the above activity without having to conduct a Basic Assessment or Environmental Impact Assessment Process subject to the above conditions.” Following our meeting at Bulletin, Sam Simata went to the offices of the GTM and handed them the very same document. Upon analysing the document, the GTM contacted Bulletin and rectified their initial statement on the basis of the new information Simata provided. For all intents and purposes it would appear as though the necessary documents have been put in place and all the legal processes have been adhered to. This means that SIMA Silver Lodge is legally entitled to operate their lodge. The process of rezoning will now also be finalized. “On the issue of noise, we would like to assure our neighbours in the Lushof area that we will be more considerate in the future. We urge the community to approach us with any complaints regarding the running of our business so that we can attend to those issues timeously,” said Simata. — Joe Dreyer joe@bulletin.us.com

Why did the GTM appoint Singh above all other possible candidates that could have qualified for the position? “He met all the requirements, he is qualified and has experience,” said Ndlala. As part of the conditions for the applicants wanting to apply for the position, the GTM stated in their advert “short-listed applicants will be screened for criminal records and / or any pending criminal cases and their qualifications verified. Council reserves the right not to appoint.” According to Ndlala, Singh told the GTM that he was currently under investigation and that the matter was still in court. He also said that Singh resigned from the BCM and was not fired. “He told us of this, and he said that he will have to return on the third of next month to appear in court. We will double check with Buffalo City and verify the information.” It seems strange that a case as highly publicised by the local newspaper within the Buffalo City Municipality - The Daily Dispatch - as the case of Singh’s termination, managed to slip under the GTM’s radar? Hiring a man into a position from which he was fired from at another municipality is no cause for alarm, according to acting spokesperson of the GTM, Neville Ndlala. After a two-week silence from the municipal communications department on issues related to the appointment of Vikramjith “Vicky” Singh (60), we finally received a response. According to Ndlala, a background check was conducted on Singh upon his application for the post of lifeguard at the municipal swimming bath complex in Crown Street. “A background check was conducted with the references from both Polokwane and Buffalo City and nothing negative came out, he is doing his job properly and there is no need for alarm,” said Ndlala. Bulletin contacted the Buffalo City Municipality’s (BCM) Human Resources department to verify this statement. We were told that Singh was indeed fired from his position at the Joan Harrison swimming complex, but we could get no confirmation of a background check done by anyone from the GTM. “If you can find out which person from the GTM made the enquiry regarding Mr Singh, we could perhaps assist you,” said the BCM clerk. The position of lifeguard at the Tzaneen municipal swimming bath was advertised on the GTM’s website in November 2016. The position is a 12-month fixed term contract (non-renewable) and offers remuner-

Duiwelskloof Waterfall is inaccessible. And a lack of maintenance by the Greater Letaba Municipality (GLM) is blamed for it. This is the view of the residents of Modjadjiskloof who have had to suffer through countless service delivery issues from their municipality. In recent months, that community has been left frustrated with continuous water shortages, municipal billing problems, maintenance issues and a reluctance by their ward councillors to adequately communicate with them in response to issues they have raised over public forums. “There is so much wrong with this town of ours,” said one resident, “it has no future anymore and we are left with only the option to move out before it gets worse.” The once picturesque town was a haven for tourists with a thriving business sector and plentiful outdoor attractions which ensured a regular influx of visitors from other provinces over weekends and public holidays. Shopkeepers speak of a time when they struggled to keep up with the demand for their services or products. “And now, you cannot even walk in town because the pavements are either covered in mud or rubbish, and there are very few stores still operating. Our CBD resembles a squatter camp with all the abandoned buildings which have been left to ruin.” But the town itself is not the only area within the GLM’s jurisdiction that has

Village protest against Zuma Ordinary South African citizens took to the streets twice this month to protest against the actions of the president of the country, Jacob Zuma, as well as the corruption within the ruling ANC party. Marches were held in Johannesburg, Pretoria, Durban and Cape Town. Elsewhere in the country groups of concerned citizens got together at central points with placards voicing their discontent. The Limpopo Province is particularly affected by corruption and poor governance with collapsed infrastructures ranging from poor education to the inadequate maintenance of roads, electricity and water. Jobs are scarce and this together with the unstable political climate has probably contributed to the escalation of crime and violence being committed on citizens in their homes, businesses and farms. Jy kan vandag sy spinnerak stukkend slaan, maar môre is dit weer daar. Jy kan maar ‘n spinnekop se web verwyder, hy gaan krul nie iewers in ‘n eensame hoekie op en bejammer homself oor die onreg van die lewe nie. Hy begin oor en bou weer en weer. Hy hou nooit op nie. ‘n Spinnekop werk elke dag met oorgawe ongeag wat dalk mag gebeur. Hoekom? Dis omdat ‘n spinnekop verstaan dat hulle bestaan nie afhanklik is van dinge wat van buite gebeur nie, maar eerder wat hulle in hulle binneste het. Hulle sukses lê in die materiaal, wat hulle in hulle binneste dra. Hulle krag lê in hulle innerlike. Die Bybel sê in 1 Johannes 4:4: “God wat in julle is, is groter as hy wat in die wêreld is.” Hierdie natuurverskynsel van die spinnekop, sluit pragtig aan by die gedeelte in Nehemia. Die stad Jerusalem is vernietig in 586 nC. Hy vernietig dikwels nie die nagevolge van ons verkeerde optredes nie, maar Hy neem die pyn weg en help ons, as ons wil opstaan. Ons lees in Psalm 37:24 dat: “As iemand val, bly hy nie lê nie, want die Here help hom op.” Miskien is jy, terwyl jy hier lees, so ‘n iemand. Iemand wie se lewe stukkend en vernietig is deur ‘n verkeerde besluit: ontrou aan ‘n lewensmaat, werksverlies, ‘n siekte of dalk was dit regtig iemand anders se skuld. Dan het Nehemia ook vir jou ‘n boodskap: “Niks is by God onmoontlik nie, met die hulp van God kan jy jou lewe herbou.” Leer by die spinnekop, jy het die krag om te herbou, deur God wat in jou leef. Saam met God kan jy oor begin.

Stress: An Equal Opportunity Killer This week’s comment from President Zuma claiming that “stress is a white man’s disease” is not only ignorant, but dangerous. This is also not the first time that the president has used such a narrative. Rhetoric like Zuma’s assertion that “in the Zulu nation, stress does not exist” fuels the stigma associated with Mental Health issues; the low rate of treatment-seeking behaviour; increases distress caused by stress-related illnesses, and destabilises community education and empowerment programmes. “Stress is most certainly not a racially exclusive disease”, says the South African Depression and Anxiety Group. SADAG, which was instrumental in bringing the recent Life Esidimeni tragedy to light, says that the organisation is troubled by the lack of concern or prioritisation for Mental Health issues. It was because of this kind of neglect for psychiatric patients and a failure to see Mental Health issues as real medical illnesses in need of treatment that over 100 vulnerable patients died at the hands of the Gauteng Department of Health. “We cannot always remove existing stress before new stress is piled on”, says SADAG’s Director, Cassey Chambers. “And South Africans’ bad stress levels are skyrocketing across the board.” While stress in small doses is a good thing, when life’s demands exceed your ability to cope it can lead to a deterioration of Mental Health and chronic stress can result in physical ailments such as tension headaches, back pain, body aches and irregular sleep, anxiety, depression, substance abuse, even suicide. Stress can spur peak performance but too

much of it, strains your heart, robs you of memory and mental clarity, and raises your risk of chronic disease. Unhealthy coping skills include things such as alcohol or drug abuse, reckless driving, promiscuity, self-injury, isolation, excessive risk-taking, abuse and violence. “When our own leaders tell us that stress does not exist, how much more shame, guilt, or poor self-worth do we feel? How likely are we to seek help – from anyone?” asks SADAG’s chairperson, Nkini Phasha. “We still have major shortages in facilities and staff trained to treat mental disorders, particularly in rural areas and have a gross lack of facilities for the poor. Untreated mental disorders cost our economy more than R30 billion every year”, says Phasha. Since its creation in 1994, a key component of SADAG’s work has been outreach, education and empowerment. Zuma’s comments have the potential power to fuel myths and misconceptions about mental health issues like stress and depression, and “sets us back as a country as we try to reach out to all communities in all regions to help them recognise the warnings signs and consequences of stress, and the importance of seeking help”, says Phasha. President Zuma should know that there are 23 completed suicides every day in this country and a further 460 attempted suicides every 24 hours by people across ages, races, and cultures. Only through educating people about stress and depression can we reduce the stigma that surrounds mental health issues, and lead to an increase in help-seeking behaviours. Stress and depression affect people of all ages, from all walks of life and negatively impacts a sufferer’s ability to carry out every-

Another myth about stress is that it is a choice and you can stop feeling stressed or depressed if you want to. “Stress is not something you can turn on and off”, says Phasha. People vary in how long they can tolerate chronic stress, or whether they believe in stress, but the body is affected regardless. “The fact that there is no specific word for stress in our African languages does not mean that it does not exist, it does not mean that the body’s natural physiological reaction does not occur. We are all human after all. Stress sharply increases the

risk of insomnia, chronic disease and early death – whether you are black or white.” The South African Depression and Anxiety Group (SADAG) runs a telephonic counselling centre for anyone needing advice or referral to a mental health expert or support group. The Mayor’s Excellence Awards was held at Hotel@Tzaneen on Wednesday last week. During these annual awards, GTM Mayor Maripe Mangena honoured students, teachers, schools and circuit managers for their performances during the school year. In his address Mangena expressed his hope that the awards would motivate not only the education fraternity within the GTM’s jurisdiction, but the students to perform to the best of their abilities and ensure a brighter future for all. He quoted struggle icon Oliver Tambo who said a country that does not take care of its youth does not deserve its future and reminded all in attendance of the importance in prioritizing the improvement of the entire public schooling system and matric results in particular. Mayor Mangena handed the award

for Best Performing Learner from an Independent School to Cindy Mabuza of St George’s College who recorded a 94% average mark. He also bestowed honours on teachers from ordinary public schools who achieved a 100% pass rate in Accounting, Mathematics and Physical Science. Shiluvane Circuit and Khujwana Circuit were honoured for being the most improved circuits. Shiluvane Circuit went from 74.4% in 2015 to 74.9% in 2016 and Khujwana Circuit was at 64.5% in 2015 and at 70% in 2016. Nkowankowa Circuit won the category of the Best Circuit based on enrolment of 500 and above. The circuit had 1 045 learners participating in the 2016 matric examination and 797 of them passed, which is a 74.9% pass rate. In his address Mangena said that

the municipality assisted 110 students in registering for institutions of higher learning through the Mayor’s Student Financial Aid Scheme (MSFAS). Out of the 11 winning learners four benefited from MSFAS. He said the municipality planned to budget R1 million to assist students in 2018. The ceremony was attended by councillors, Traditional leaders, circuit managers, labour unions (SADTU and NACTU) and student movement leaders. Also present was Member of provincial legislature, Dan Sebabi, who is also the Chair of Chairpersons at the Limpopo provincial legislature. All winning students will each receive a laptop, and all winning circuit managers received spa vouchers sponsored by the Zillion Day Spa and Boutique. Chloe Du Plessis het ‘n goue medalje in die Turbospies item gewen en ‘n vyfde plek in die 60m naellope vir dogters o/9 los gehardloop. Sy het ook die rekord vir die Turbospies verbeter. Clarize Olivier het deelgeneem aan die dogters o/7 naellope en het ‘n silwer medalje in die 80m and ‘n vierde plek in die 60m en 600m items verower.

Vier Presidentstoekenners en drie onderwysers van Hoërskool Merensky het van 6 tot 13 April meer as 1500km gereis om aan die OosKaapse kus die bekende Strandloper-staproete aan te pak. Hierdie aktiwiteit is deel van die Goue Presidentstoekennersprogram. Die staptog van meer as 80 kilometer, het begin by Kei-Mouth en oor vier dae is daar al langs die kus, verby Double Mouth, Haga-Haga en Beacon Valley se pragtige strande tot in Gonubie (naby Oos-London) gestap. Die groep het allerlei seelewe gesien: see-anemone, seesterre, krefies, seekastaiings (pampoen-

tjies) en dolfyne was aan die orde van die dag. ‘n Rob en ‘n seekat wat van kleur verander, het ook deel uitgemaak van die avontuur. Alhoewel net seesand verwag is, moes die stappers soms oor klipperige terrein stap en selfs, met behulp van kettings, oor hoë kranse klim. Met rugsak en al is die groep deur riviermonde en oor hoë sandduine. Hierdie verrassings het vir baie pret gesorg en was van onskatbare waarde vir dié doelgerigte Plasies wat hierdie jaar die “groot goud” najaag. Die stappers bedank mee. Yolandé Rautenbach en Ada Venter en mnr. Seph Oosthuizen wat hul ondersteun het op die staptog.

Danielle Breed, ‘n Merenksy-leerling, het 80 kilometer in vyf ure en 45 minute afgelê tydens die Waterberg uithourit vir ‘n algehele vierde plek terwyl ‘n onderwyser, Alexandra Dreyer, nie minder nie as twee uithouritte voltooi het. Gedurende die eerste rit, op 1 April in Schweizer-Reyneke, het Dreyer ‘n nasionale tyd aangeteken en in sesde posisie algeheel geindig. The Laerskool Tzaneen Primary rugby teams spent their school holidays on the White River Primary school fields down in Mpumalanga. There, they faced the might of rugby teams from Nelspruit, Gauteng and Phalaborwa in a series of friendly matches. The u/11 Larrie team lost their match against Goedehoop from Secunda by 12 points to 15, tied against Wonderboom and won their next three matches against President Steyn (Alberton) 39-0, Laerskool Laeveld (Nelspruit) 43-5, and Randhart (Alberton) 46-0. The second team lost two games against

Constantia Park from Pretoria (3-7) and Goedehoop with a score of 12-15. They tied in their game against Wonderboom on 5 points each. Games against Phalaborwa Noord and Lynnwood were won 25-24 and 10-0 respectively. The First team lost only one game of the five they played during their Lowveld tour and that was against Randhart when they conceded by 5 points to 15. After that, the team went on to win all their games and recorded good victories against Goedehoop (29-17), Steelpoort (36-14), Laerskool Laeveld (26-12) and Nelspruit Primary (57-0).

Four silvers for finale

Laerskool Tzaneen Primary is known for producing great swimmers. This past week eight of their young swimmers competed in the South African Regional Level 2 and 3 Championships in Pretoria and Germiston respectively. Two of the boys, Jason Bosman (11) and Juan Meintjes (12) took to the water at Hillcrest in the Level 3 champs. Although their finishes were just short of the top ten, the boys were given a taste of competition at national level and the experience is sure to serve them well as their careers progress.

The nine-year old Elné Haynes competed in five events during her Level 2 gala in Germiston. She competed in an age group higher, against girls aged 10, and did exceptionally well considering the age-difference. Larike Joubert (11) and Donia Smit (12) also faired really well. Smit swam a time of 3:09,30 in the 200m Backstroke and was placed 12thwhile Joubert achieved a 6th place in the 50m Fly with a time of 40,58. Tashné Opperman (12) recorded a time of 46,55 in the 50m Breast stroke and achieved a 12th place. Markus Theron (12) had a really good gala and swam in three finals of the four events he com-

peted in. He was placed 4th in the 50m Breast stroke in a time of 46,75 and won two silver medals in the 100m Breast stroke (1:40,51) and 200m Breast stroke. The other two silver medals belonged to Ockert Schoeman (13). He swam in six finals of the eight events he competed in and achieved a second place in the 50m Backstroke in a time of 35,82. His second silver medal was earned in the 100m Back which he finished in 1:17,05. He finished the 200m Backstroke in 4th place with a time of 2:52,47 and the 50m Fly in 5th place with 35,24 seconds. “A big shout out to these young swimmers and their coaches, Johan Grobbe-
