The Greater Tzaneen Municipality’s obvious and catastrophic financial, administrative and organisational slide towards a failed municipality has reached the point of no return. This is what a financial analyst found when he performed an analysis of the GTM’s state of affairs for the Bulletin. The person is attached to a well respected financial institution and has done numerous similar research projects. In the latest incident pointing towards irresponsible financial spending the Bulletin can today reveal that the GTM bought 23 Samsung tablets from Game in Tzaneen a week ago. Game’s price for a Samsung is R5 999, meaning that the deal could have cost the GTM R137 977. We provided the GTM with written questions regarding this purchase, but nobody responded before our deadline.
This is what we asked the GTM (addressed to the municipal manager and e-mailed to the GTM’s spokesperson, Mr Neville Ndlala): On or about 27 February 2014 the GTM purchased 23 Samsung tablets at R5 999,00 each, for a total of R137 977,00 from Game Tzaneen. Could you kindly respond to the following questions regarding this purchase: 1. Did the GTM call for quotes and if so from how many suppliers and who? 2. Was the price per tablet the best price possible? 3. Was there any urgency for obtaining these tablets and if so, for what reason(s)? 4. Who would be issued with these tablets? 5. For what purpose would the tablets be used? 6. Could you offer a motivation why this was needed by the GTM, and also how it is anticipated that these items would improve service by officials and service delivery by the GTM? 7. Kindly state how many laptop computers are owned by the GTM, what amount of capital has been spent on buying these computers, when last a laptop has been bought, who are using these laptops (how many councillors and how many officials) and what benefit(s) can be shown as a result of using these laptops?
