Massive boost for Tzaneen economy Francois Aucamp

francois@bulletin.us.com

The Tzaneen economy is set to benefit from a massive capital investment for the development of a mining project at Nkowankowa. This follows an announcement this week by the developer, Ferrox Holdings, that US$1,7 billion (R14 billion) is required for developing the Tivani iron ore, titanium and vanadium mining project. The Johannesburg branch of the Hongkong and Shanghai Bank Corporation Limited (HSBC) has been appointed exclusive financial advisor to Ferrox in the process of raising the capital. Once the regulatory matters, which are close to completion, have been finalised, construction of a US$450 million (R3 billion) iron ore concentrator will begin. This will have the capacity to process 11 metric tonnes of run-of-mine ore annually, producing 2,5 metric tonnes of concen-

trate annually at full production. Next is the construction of facilities to support additional beneficiation processes which may include an iron/steel smelting facility, estimated at an additional US$1,2 billion (R10 billion). The potential smelting facility is projected to produce 1,5 metric tons of pig iron or steel per annum, along with titanium and vanadium slag within 48 to 60 months of regulatory approval. It is envisioned that concentrate production will commence within the next 24 to 36 months with annual full production in 36 to 48 months. The company is also evaluating the production of 500 000 to 800 000 tonnes of ilmenite concentrate per annum, for the production of titanium dioxide The life of the mine is estimated to be approximately 23 years. The mine which is planned on the farm Mohlaba’s Location 567 LT with infrastructure on the farms Keulen 669 LT and Berlyn 670 LT will mine the minerals from

three opencast pits. Mr Brett Levick, senior vice-president of HSBC’s Johannesburg Branch, stated “We see this as a landmark project for the benefit of the people of the Limpopo Province and South Africa as a whole.” This announcement comes only months after Ferrox announced the execution of an Memorandum of Understanding (MOU) with Mboweni Brothers Investment Holdings (Pty) Ltd (MBIH), in terms of which MBIH has agreed to acquire, on commercial terms, an interest of up to 20%

SAPS care4kids The Letsitele police staged a door to door child protection awareness campaign in Nkambako Village. The theme for the campaing was derived from the African proverb, “It takes a village to raise a child”, which emphasises the role of the wider community in keeping children safe. The spokesperson of the Letsitele SAPS, const Mabunda, said their aim was to create awareness about protecting children and empowering communities to protect children against all forms of exploitation and to partner with the police in fighting crime. Historic train in Tzaneen to be moved — see page 7 The aircraft for this year’s fire season have arrived at the Letaba Fire Protection Association. Both the helicopter and spotter pilots, Messrs Paul Bester and Siem Venter respectively, arrived in Tzaneen on Friday (last week). They were both in the Western Cape for that area’s fire season. All predictions indicate that this year is going to be a very busy fire season, due to the dry conditions, less rainfall and a few years’ of undergrowth that has been left. The fire prohibition starts on 1 August and all landowners are urged to make their fire breaks as early as possible and to report burning to Mr Butch Baker at the Fire Ops on 076 550 2260.

Council was not misled The senior communications officer of the GTM, Mr Neville Ndlala, pointed out to the Bulletin that a misunderstanding between him and one of our reporters resulted in him being misquoted. In a report referring to the dilemma regarding the municipal manager’s appointment, he was quoted as having said the council was misled. Ndlala says he used the word misled in another contex and in fact had said the council was ill-advised. We don’t have a problem giving him the benefit of the doubt and hope that this will set the record straight.

Myn-inspuiting

Dis waarvoor rustyd daar is. ‘n Groot en streng ou man, sonder fieterjasies, die “what you see is what you get”soort.

— Redakteur

Leadership problems Raymond Hlungwani, 0738551519, Communication, Journalism and Political scholar, writes per e-mail: Greetings. This is an opinion piece and I hope you will help me, and also add here and there. I write aboiut what I see. Checking the current state of rural and township development, a lot still need to be done and implemented while we all know that the government has championed many programmes ranging from RDP, feedingschemes, jobs and project opportunities. What is killing our country, villages and state of townships is deployment without credentials. Populism, lack of basic education and enjoyment of support without content are the only masses of destruction that we have ignored so many years, hence there are never ending strikes in our country today. Ward Councillors, mayors and PR councillors have been appointed with checking credentials and this has led to poor performance and lack of practical implementations. How many times we have appointed ward Councillors who lacks political content, political education and basic understanding of

running the villages and townships? Does being in politics for a period of twenty years means a person should be given a platform to run a certain territory? Let’s go back to the drawing board and organize our plans. What is wrong with empowering youth. I am not contradicting the appointment of old people, but history has proven them wrong. The only illness that South Africa is suffering today is not over crowded, but poor leadership skills under poor leaders. Go to rural areas and townships, and check the number of ward Councillors and PR councillors, mayors and the civic groups, majority of people who are holding positions they lack the vision and mission of leadership. People have been campaigning for positions because they want history to remember them, but what do we say about the collective society? Are they allergic of being part of history in print? Basic delivery like toilets and water are still issues in rural areas and townships. People have been appointed without checking whether they have what it takes. We appoint people to run our areas and it takes them long walk to Promised Land to brief the society about the programme of action. Generational mix should not be ignored. The tendency of excluding youth and scholars to community meetings should be erased and youth must be given a platform to express their educational skills. During the old ages, elders use to have communities meetings where they will go and decide what to choose between UNIVERSITY and DAM, and they would all pick a DAM, because they believe it is better than the university. This practice was always happening because of shortage of leadership skills and vision. This is the right time to check capacity, credentials and balance of thoughts. Let’s deploy with a vision.

The Greater Tzaneen Municipal Mayor, Ms Dikeledi Mmetle, on Friday hosted twenty pupils from Phusela High School as part of the Youth Parliament project in the GTM’s council chamber. The pupils engaged with the major and raised issues they are facing at their schools. Mmetle motivated the pupils and explained some of the opportunities provided by the office of the mayor. Seen in the photo, are some of the pupils of Phusela High School taking notes of what the GTM Mayor was saying. Photo: Retha Nel

Mr M H Shihangule from Shiluvana sent us this photo, with the following comment: “I enjoyed reading your article in Bulletin of 25 May 2012. Where do you turn at night when you come to the attached road sign?” Sadly we cannot be of help to Mr Shihangule, since this is obviously another of the many mad things to be seen on and next to our roads these days!

A little piece of history at the SPCA in Tzaneen will be finding a new home soon. The monstrous antique SA Railways train carriage has been sold, after serving as the SPCA’s office and storeroom for just over thirty years. During the 1980’s Tzaneen’s municipality donated a piece of land to the SPCA. Although they already had kennels available for the orphaned animals, the staff needed an office and storage space. They soon found it in an unconventional form. The Politsi train station advertised a carriage they wanted to sell for R4 000. The SPCA’s committee went to view it and decided to turn it into their much needed offices. The blue train carriage has since become a part of Tzaneen’s rich history. Moving the enormous carriage to the SPCA’s premises would, however, not be child’s play. Mr Chris Prinsloo, the station manager, lent a helping hand with

the transportation. With great effort the carriage was moved through a back road (where the new industrial area is now), as it could not be dragged through town. The carriage with its old seats, floors and shelves still intact, was used throughout the decades until it later became a risk for the staff and

visitors. A new, more stable office was built for the SPCA, and it was decided to sell the carriage. The funds will be used to build more kennels. The carriage will, however, still serve a noble purpose. According to Ms Zelda Jansen van Vuuren, owner of Khensani Scrap Yard, it will be renovated and used as an office on their premises. — Amelia de Ridder amelia@bulletin.us.com

Water knows no colour or political affiliation. We call upon our people to stay alert to groupings that want to use them to achieve political gaols by making them to take to streets or join marches in case of shortage of water. This was the message from the Mopani District Municipality’s Mayor, Mr Joshua Matlou, when he delivered his IDP budget speech for the 2012/13 financial year at a special council sitting in Lenyenye. Mayors and councillors from municipalities in Mopani as well as community members attended the meeting. Matlou said the adoption of the IDP is important for service delivery. “We should adopt the IDP in order to integrate all developmental plans of our municipality, and aligning resources with the implementation program.” Shortage of water from different communities featured high on the IDP presentation. He said water is an essential source of life and the MDM is concerned that some communities still share water with animals. He announced several infrastructure development programs, aimed at refurbishing and upgrading water plants to enable communities to access water. He announced that R36 million is set aside to help with water shortages in rural communities. He added that the MDM would employ consultants in all local municipalities to do an assessment of reservoirs and bulk lines, to get technical information. He says boreholes will be used as temporary measure to deal with the water crisis. R111 million would be used for construction of roads and bridges. Matlou said roads will be upgraded to minimise potholes. Projects to be expected include rebuilding of Muhlava Road and tarring of 6 km of the Thabina to Maake road. Matlou also said that although many communities have electricity, the MDM is concerned with the extent of illegal connections. He says the MDM have measures in place to erect flood lights in different communities’ areas. He emphasised the need for people to acquire education and skills, saying “education is essential for economic growth”. He

said R2,1 million for bursaries is set aside to assist pupils from disadvantaged families to study further. He also urged elders who missed school to consider going back. “The MDM remain committed to obtain a clean audit in 2014 and qualified people will be appointed in managerial positions. We support the municipal system amendment act’s call for the appointment of senior managers with relevant skills, qualification and experience. This will enhance our commitment to sound financial management,” Matlou said. Opposition parties, including the DA, has welcome d the IDP and budget. However, Cope’s Mr Sello Mokoede expressed concern with the implementation, saying putting together a budget is one thing, but to implement it requires capacity and skills. Matlou launched a scathing attack on Samwu (SA Municipal Workers’ Union), describing their recent protest action against the MDM as misguided. Samwu’s Giyani branch accused the MDM of practicing nepotism and tribalism. — Percy Mthombeni percy@bulletin.us.com

Stanford Lake College wins derby against St Dunstan’s On a weekend when the unpredictable mountain weather could have been a challenge, both Friday afternoon and Saturday were glorious sunshine days providing a perfect setting for Stanford Lake College and St Dunstan’s College to engage in their annual Derby. Teams squared up to play tennis, chess, netball, rugby, hockey and take each other on in mountain biking. St Dunstan’s won the tennis convincingly. They also won the chess by 4-2. Stanford turned the tables in the mountain biking and the 32 km race was won by Tristan Oliff. Joshua Selfe finished second with Benno Prinsloo coming in third. Abigail Joubert was the first girl in, despite a broken chain forcing her to run the last kilometre pushing her bike. Ruth White was second. On Saturday the first rugby team enjoyed a 59-22 victory over St Dunstan’s. Terry Tomes had his best kicking game of the sea-

High intensity functional training versus normal isolated training High intensity functional training is a full body training method using functional exercises and usually performed in intervals or circuit formats. After an intense full body session your body’s metabolism is increased by up to an average of 9% for up to 3 days after the session (due to repair of muscle tissue, etc). Therefore if a session is performed every other day, using this method, your metabolism will be in increased throughout the week. With the increase in metabolism more calories/energy is consumed which is favourable to burn fat, increase lean body mass and a better quality of life. Normal isolated training is a form of training where there is a focus on a couple of muscle groups per session (mainly adopted by body-

builders). With the decreased number of muscle groups active through movements, less energy is used throughout the session which isn’t as an effective method of training if your primary goal is to burn fat, lose weight and gain lean muscle. The SA Olympic rowing squad is in their final stages of preparation for the 2012 Olympic Games in London in July and August. And it is all happening in Tzaneen. An initial group of ten are currently staying on Gavin Stanford’s farm, adjacent to the Ebenezer Dam, but the group will grow as more rowers join this final training camp by the end of the week. The group will spend a few weeks training on the Ebenezer and Tzaneen dams, perfecting their technique and skill. According to their coach and manager, Mr Roger Barrow, the Ebenezer and Tzaneen dams are ideal training grounds for the rowers, as the water is clear and calm and it’s not as cold here as in other regions in South Africa. Barrow says that along with these favourable training conditions, a combination of affordable accommodation and easy access to necessities in nearby towns are important. The lightweight men’s four consist of Lawrence Ndlovu, John Smith, Matthew Brittain and James Thompson and Naydene Smith and Lee-Ann Persse form the women’s pair. The group will be joined by amongst others the SA Junior team later this month.
