Greetings, dear changemakers of Rotary, We have overcome so many challenges these past two years and changed many lives. It brings me great joy that we have worked so hard this year to grow Rotary through the Each One, Bring One initiative. The result has been excellent membership growth. Let us keep up the momentum.

On March 11, 2020, the World Health organization declared that Covid-19 constituted a pandemic. Two years later, it is important that we continue to draw on our expertise in disease prevention and treatment to help people worldwide cope with the continuing challenges. The pandemic continues to defy all expectations, but we cannot be frozen in fear. Our work is too important. It is also important that we make time for each other, and I urge you to register for the Rotary International Convention 2022 in Houston.

We can continue to build hope and spread peace by using our resources to help the most vulnerable. The pandemic has had an especially devastating impact on girls; on its first anniversary, Henrietta Fore, the executive director of UNICEF, said that “immediate action is needed to mitigate the toll on girls and their families.” This need remains just as strong a year later. The pandemic has affected girls in unique ways stunting their educational attainment, weakening their job prospects and contributing to other terrible results such as child marriages and increased human trafficking.

Data from UNICEF reveals why our action is so essential. In the 2010s, important progress was made toward eliminating the practice of child marriage, and UNICEF estimates that 25 million such marriages were averted worldwide. Unfortunately, the pandemic reversed those positive trends, and as a result an additional 10 million girls are vulnerable to being child brides by the end of this decade.

This is why our focus on Empowering Girls is such vital work, and I am delighted that President-elect Jennifer Jones has committed to continuing this initiative. In my travels, I have witnessed many wonderful examples of club projects that back our Empowering Girls goals. But all Rotary members know that real change requires big efforts sustained over many years. This is the power of our global grants and actions taken within our areas of focus.

I encourage clubs to think of innovative ways to empower girls when designing their grant projects. Every step we take to improve education, healthcare, and economic opportunities for girls makes an important difference in helping them achieve their full potential. With opportunity we create hope, and with hope we address the root causes of conflict around the world, setting the stage for sustainable peace.

None of us know how long the Covid-19 virus will linger – and as an organization that has worked tirelessly for decades to eradicate polio, we understand better than most the difficult work that lies ahead. That is why we need to remain focused on what is possible – not feeling nostalgic for the way our lives were, but looking hopefully to a future that uses this opportunity to Serve to Change Lives. I look forward to continuing this good work with you.

Every year on 25 March, the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade offers the opportunity to honour and remember those who suffered and died at the hands of the brutal slavery system. The International Day also aims to raise awareness about the dangers of racism and prejudice today.

In order to more permanently honour the victims, a memorial has been erected at United Nations Headquarters in New York. The unveiling took place on 25 March 2015. The winning design for the memorial, The Ark of Return by Rodney Leon, an American architect of Haitian descent, was selected through an international competition and announced in September 2013.

For Afghanistan – No new WPV1 or cVDPV2 viruses were reported this week. There is one WPV1 case reported in 2022 and four in 2021. The total number of cVDPV2 cases remains 43.

EMRO Regional Subcommittee on Polio Eradication and Outbreaks holds Fourth Meeting Members issue two statements on Yemen and Afghanistan calling for uninterrupted access for vaccinations to all children Cairo, 10 February 2022 – The fourth meeting of the Regional Subcommittee on Polio Eradication and Outbreaks was convened on Wednesday 9 February, by WHO’s Regional Director for the Eastern Mediterranean Dr Ahmed Al-Mandhari. The meeting was attended by health ministers or their representatives from Djibouti, Egypt, the Islamic Republic of Iran, Pakistan, Qatar, Saudi Arabia, Sudan, United Arab Emirates and Yemen.

The Subcommittee declared the ongoing circulation of any strain of poliovirus in the Region to be a regional public health emergency and called on all authorities to enable uninterrupted access to the youngest and most vulnerable children through the resumption of house-to-house vaccination campaigns. It issued statements on wild poliovirus circulation in Afghanistan and Pakistan and on the circulation of vaccine-derived poliovirus strains in Yemen, where limits on house-to-house vaccination are preventing access to the most vulnerable children.

The spread of polio in the Eastern Mediterranean Region is a pressing emergency and it remains a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (IHR 2005).

Members noted a sharp decrease in cases of wild poliovirus in Afghanistan and Pakistan in 2021 but warned against complacency.

“Wild poliovirus transmission is at a historic low in the endemic countries of Afghanistan and Pakistan. The progress is remarkable, but it is fragile. The opportunity to end polio is knocking at our door, and we must seize it,” said Dr Al-Mandhari.

Speaking to the progress made in the last year, the Special Assistant to the Prime Minister on Health, Dr Faisal Sultan, assured members that the programme in Pakistan was leaving no stone unturned in the pursuit of zero polio transmission.

“We have intensified efforts in the hardest districts and core reservoirs and we are closely monitoring transmission across the border in coordination with Afghanistan, taking measures to respond to outbreaks if they occur and making every effort to ensure that the virus doesn’t spill over in either direction. To boost the confidence of marginalized communities, we are also providing essential services and vaccination of other antigens and diseases,” he said.

Outbreaks of circulating vaccine-derived polioviruses type 1 (cVDPV1) and type 2 (cVDPV2) continued to emerge and spread in the Region in 2021. As of February 2022, Afghanistan, Djibouti, Egypt, Pakistan, Somalia, Sudan and Yemen are responding to transmission of vaccine-derived polioviruses.

“The increasing outbreaks of circulating vaccine-derived poliovirus type 2 in the Eastern Mediterranean Region and neighbouring countries of Africa are deeply concerning and must be stopped rapidly. To do so, we need to ensure that we are creating an enabling environment for health workers to reach children with those two drops of polio vaccine,” said newly nominated co-chair H.E. Dr Hanan Mohamed Al Kuwari, Minister of Public Health of Qatar.

During the meeting, Djibouti’s Public Health Minister, Dr Ahmed Robleh Abdilleh, shared plans for vaccination campaigns and increased surveillance in response to the transmission of cVDPV2, recently detected through the newly launched environmental sampling programme.

Reflecting on the work of the Subcommittee, co-chair and Minister of Health and Prevention of the United Arab Emirates H.E. Abdul Rahman Mohammed Al Owais urged members to sustain the commitment seen in in 2021.

“We have together advocated for an increase in domestic funds, we have driven collaborative public health action in our own countries, and collectively pushed for a regional response to address the regional public health emergency of the poliovirus. But these things alone will not end transmission,” he said.

Dr Al-Mandhari expressed appreciation for Egypt’s role as the first country in the Region to roll out a nationwide vaccination campaign using the novel poliovirus vaccine, and Chris Elias, Chair of the Polio Oversight Board, praised the remarkable progress made in polio eradication in Pakistan with support of the United Arab Emirate’s Pakistan Assistance Programme.

“This regional solidarity and commitment we have seen, through this Subcommittee, is something I am proud of. It is this commitment to the end goal that will help push us over the last mile,” said Dr Hamid Jafari, director of the regional polio programme and co-facilitator of the Regional Subcommittee.

To facilitate this, the 6330 Passport Club conducts business electronically and offers several in-person opportunities per year. In lieu of weekly meetings, members are encouraged to engage in humanitarian service, however that works best for them!

The members of the Rotary Club of District 6330 Passport are full Rotary members, with the same privileges and rights as Rotarians who are members of traditional clubs.

A LITTLE HUMOUR Lieutenant Colonel Robert Maclaren retired from the British Army in 2001 after a long fulfilling career. On the day he retired, he received a letter from the Personnel Department of the Ministry of Defence setting out details of his pension and, in particular, the tax-free ‘lump sum’ award, (based upon completed years of service) he would receive in addition to his monthly service pension.

The letter read, Dear Lt. Colonel Maclaren, We write to confirm you retired from the Royal Scots Dragoon Guards on 1st March 2001 at the rank of Lieutenant Colonel, having been commissioned into the British Army at Edinburgh Castle as a 2nd Lieutenant on 1st February 1366. Accordingly, your lump-sum payment, based on years served, has been calculated as £68,500. Accordingly, you will receive a cheque for this amount in due course.

Noting the discrepancy in the date mentioned, on a mischievous whim Lt Col Maclaren duly replied: Dear Paymaster, Thank you for your recent letter confirming I served as an officer in the Royal Scots Dragoon Guards between 1st February 1366 and 1st March 2001 – a total period of 635 years and 1 month. I note however, you have calculated my tax-free lump sum award to be £68,500, which seems to be considerably less than it should be bearing in mind my length of service since I received my commission from King Edward III. By my calculation, allowing for interest payments and currency fluctuations over the past 635 years, my lump sum award should actually be £6,427,586,619.47p.

I look forward to receiving a cheque for this amount in due course.

A month passed by and then in early April, a stout manilla envelope from the Ministry of Defence in Edinburgh dropped through Lt Col Maclaren’s letterbox.

The letter it contained read: Dear Lt Colonel Maclaren, We have reviewed the circumstances of your case as outlined in your recent letter to us dated 8th March inst.

We do indeed confirm you were commissioned into the Royal Scots Dragoon Guards by King Edward III at Edinburgh Castle on 1st February 1366, and you served continuously for the following 635 years and 1 month.

We have re-calculated your pension and have pleasure in confirming the lump sum award payment due to you is indeed £6,427,586, 619.47p.

However, we also note according to our records, you are the only surviving officer who had command responsibility during the following campaigns and battles: The Wars of the Roses 1455-1485 (including the battles of Bosworth Field, Barnet and Towton), The Civil War 1642-1651 (Including the battles Edge Hill, Naseby and the conquest of Ireland), The Napoleonic War 1803–1815 (including the battle of Waterloo and the Peninsular War), The Crimean War 1853–1856 (including the battle of Sevastopol and the Charge of the Light Brigade) and The Boer War of 1899-1902.

We would therefore wish to know what happened to the following, which do not appear to have been returned to Stores by you on completion of the abovementioned operations: 9,765 Cannon 26,785 Swords 12,889 Pikes 127,345 Rifles (with bayonets) 28,987 horses (fully kitted) Plus 3 complete military marching bands with instruments and banners.

We have calculated the total replacement cost of these items amounts to £6,427,518.119.47p. We have therefore subtracted this sum from your recalculated lump sum, leaving a residual amount of £68,500, for which you will receive a cheque in due course.
