I would exclude those who are unwilling to complete the program criteria. Other Rotary programs require similar criteria as a precursor to participation. I see no difference with this program.

Many nations have a judicial system that presumes innocence until proven guilty. Extending goodwill and trust is the basis of growth and development. Moreover, if a club selects the exchange participant from among its members, then this person has quite significant credentials in the club and community.
