Community Land Trust (CLT) homes are a powerful way to make homeownership affordable – not just for today’s buyers, but for every generation that follows. Building on this promise, DevNW, Community LendingWorks, Portland Housing Center, and Network for Oregon Affordable Housing joined forces to launch Amplify Oregon, an innovative pilot that began in fall 2025.
Amplify Oregon introduces a breakthrough: a 20-year mortgage designed specifically for CLT buyers, offering a lower interest rate while keeping monthly payments on par with a typical 30-year loan. The result? Families build equity much faster, all while CLT stewardship preserves long-term affordability in our communities.
The pilot will support 50 homebuyers – with five already on the path to ownership – and aims to scale statewide, expanding opportunity for Oregon families for decades to come.

“I feel like I can finally put down the roots of community-building that I’ve wanted to for years. Homeownership gives me so much more capacity to nurture my community in a way that living in a studio apartment didn’t.” — Annelie H., Amplify homebuyer

Amplify proves that with one smart shift in mortgage design, homes can remain permanently affordable and become an even more powerful engine of generational wealth.

Stability through affordable housing doesn’t stop at renting – it opens the door to ownership.
In a state where rising home prices, rent burden, and higher interest rates have locked many families out of the market, DevNW delivers the full spectrum of services needed to turn possibility into reality.
Forty-four families who worked with DevNW in 2025 are now building equity, strengthening their financial footing, and investing in their communities, including 30 families who purchased CLT Homes.
Homeownership isn’t just about buying a house – it’s about building assets, strengthening communities, and creating lasting stability for generations to come.

Every story in this report begins with one simple truth: an affordable home changes everything.
In 2025, amid federal funding uncertainty and shifting public resources, DevNW remained grounded in our mission – building stability and assets through affordable housing. Because when families have a stable place to live, they can save, plan, invest, and begin building assets that strengthen their futures and their communities.
This year, we launched the Amplify Oregon 20-Year Mortgage, helping CLT homeowners build equity faster while preserving long-term affordability. We completed 55 new CLT homes and supported 44 families on their path to ownership, connecting buyers to a record $1.9 million in down payment assistance.
At the same time, more than 750 residents in 425 affordable rental homes strengthened their financial footing through eviction prevention, health navigation, financial education, and communitybuilding programs. Rental stability is often the first step in asset building and long-term security. With the right support, many of today’s renters can become tomorrow’s homebuyers.

Looking ahead, we remain focused on what matters most: ensuring that affordable housing is not only a place to live, but a foundation for generational stability and wealth.
