Suicide awareness meeting is Tuesday AUBURN — A suicide awareness gathering will take place Tuesday at 7 p.m. in Auburn Presbyterian Church, 111 W. Twelfth St., organizers said. The program is titled “Gathering of Hearts and Minds for Suicide Awareness.” “In honor of National Suicide Prevention Week and World Suicide Prevention Day, we are having a gathering of hearts and minds to grow awareness of suicide in DeKalb County,” the Rev. Jess L. Jessup, patrol chaplain for the DeKalb County Sheriff’s Department, said in a news release. “We will be having a guest speaker as well as numerous dignitaries from our own community. Man caught during break-in Suspect allegedly admits to several local thefts GARRETT — A Garrett man was arrested Sunday morning during a break-in at a church, according to Garrett Police reports. Nicholas G. Wilson, 24, of the 100 block of East Quincy Street, Garrett, was arrested Sunday at

5:49 a.m. on a charge of burglary, a Class B felony and transported to the DeKalb County Jail. Police reportedly found Wilson hiding in the worship area of the Garrett Presbyterian Church after responding to a call that a suspicious person was seen near the building at 3 a.m. Wilson later allegedly admitted to entering numerous vehicles in Garrett as well as burglarizing Auburn Alliance Church in Auburn. Garrett Police executed a

search warrant on Wilson’s residence, where many stolen items were found, including items taken in the Auburn burglary, according to the report. The Garrett Police Department is also investigating several other suspects involved in a recent rash of vehicle thefts. Officers reportedly recovered more than 75 stolen items from these thefts at Wilson’s home. Police Chief Keith Hefner is asking residents who may

Caucus to pick Pond’s successor on Oct. 8 FORT WAYNE — A Republican caucus to choose a replacement for state Rep. Phyllis Pond, R-New Haven, will take place Oct. 8 at 6 p.m. in Allen County Republican Party Headquarters, 135 W. Main St., Fort Wayne. Pond said last week that she will Pond resign effective Oct. 15 for health reasons. Indiana Republican Party State Chairman Tim Berry said Tuesday that caucus of eligible precinct committee members in House

By Sue Carpenter scarpenter@kpcmedia.com GARRETT — The Garrett Common Council by a 4-1 vote passed on second and third readings and adopted an ordinance prohibiting the discharge of firearms in the city limits. The ordinance defines firearms as a weapon capable of firing a projectile and using an explosive charge or compressed gas/air as a propellant. Councilwoman Brenda Wigginton casting the dissenting vote, deeming the ordinance too restrictive by banning BB guns, air guns and spray guns. Exceptions under the ordinance include police officers, members of the Armed Forces or National Guard engaged in performance of their duties, persons exercising their right of self-defense, defense of others or defense of property; and activities at an indoor/ outdoor shooting range approved the the City of Garrett provided those activities are conducted in accordance with applicable federal, state and local laws. The ordinance includes penalty of $100 fine for violation. A second ordinance regulating hours and days when consumer fireworks can be used within the city limits was tabled until the Sept. 17 meeting to amend some hours specified in the measure and delete some restrictions that fall under the definition of commercial fireworks. Williams joins Thomas Funeral Home staff By Sue Carpenter scarpenter@kpcmedia.com GARRETT — A Garrett native has become the first female funeral director in the county. Mindy Malcolm Williams recently joined the staff of Thomas Funeral Home in Garrett through a one-year internship. Williams graduated from Garrett High School in 2003 and worked at a local industry and drove a school bus for Garrett. When an injury caused her to leave her job, she made the decision to study mortuary science. “I decided to better myself and provide a good example for my kids,” she said. She and husband Jon Williams and her three boys, Hayden, 8, Reese, 5 and Parker, 3, now live in Auburn. Williams enrolled for classes at IVY Tech in Fort Wayne for the prerequisites. “I knew I was going for mortuary science — it was just for curiosity at first,” Williams said. She transferred to IVY Tech in Indianapolis to complete her degree for the next 2-1/2 years. Williams continued to drive the bus route on a part-time basis and

drove back and forth to Indy three times a week for class. She graduated with an associate degree in applied mortuary science in August and is currently a licensed intern.

Williams contacted the Garrett funeral home to see if they would become her sponsor for the required one-year internship — and they readily accepted. As an intern, Williams is involved in all aspects of the funeral business under the guidance of directors Tom Drzewiecki and Ryan Myers, including arrangements, prearrangements, preparation and embalming.

St. Martins plans Hog Jog on Sept. 14 GARRETT — St. Martin’s Healthcare will host its annual 5K Hog Jog on Saturday, Sept. 14 prior to the clinic’s annual hog roast and benefit auction festivities at 1359 S. The walk/run event will begin at the clinic and follow a lollipop-shaped course through residential Garrett neighborhoods and ending at clinic, according to event chair Dr. Trina Chapman-Smith and her committee. The term aerial devices not limited to sky rockets, missile-type rockets, helicopter or aerial spinners, roman candles, mines and shells; and ground devices including firecrackers, salutes and chasers.

A third ordinance to regulate the installation of water wells within the city was introduced and passed on first reading. The measure prohibits the drilling of new, privately-owned wells or the reopening of privately-owned wells that had been previously capped or closed within the city limits. The ordinance provides such wells cause a loss of revenue to the city’s public water utility and that the city’s water supply could become contaminated due to improper cross connections. The measure includes a $500 fine for each violation.

Now it has shifted to nearly 70 percent female. “I think equality is finally coming around, plus a female makes some people feel more at ease — I guess that womanly touch,” said Drzewiecki. “Some like the idea of a woman taking care of their needs.” Many classmates said they like helping families in a time of need and bringing them comfort, Williams said. The funeral business is steady without many layoffs, Drzewiecki added. As part of the program, Williams was required to do clinicals for a specified number of hours per week with a funeral home. Hers was with D.O. McComb and Sons in Fort Wayne as assigned by the school. “They were my preceptors,” she said. But returning to her own community brings even more comfort to those in need, Her began her duties a couple weeks ago, where she has sat in during arrangements and helped during visitations and services for two families. “It is fortunate to have someone local — such as when Ryan Myers joined the staff several years ago — and of his quality. If I can do it for a second time by having somebody that is very good and people-oriented like Mindy, that’s a real good accomplishment, I think,” said Drzewiecki.

“Not very many people are able to say they have two local people coming into their business,” he added. Many are from other cities or states applying for jobs. “I find it to be rewarding — working with the families was new,” Williams said of her internship so far. She did not interact with families during her clinicals. Her immediate and longterm goals are to stay at Thomas after internship. “I think I work with a great group of people here,” she said. After one year, she must take her state board test. She has already passed the national boards. Then after the state board, she will become “official,” said Myers. Thomas Funeral Homes also has a staff of part-time people who greet and do other services at the funeral home, Drzewiecki said. “Having (Mindy) allows when we are busy to give the best service we can, and still have somebody at the front door to guide people and give directions,” he added. “We will be getting her involved in community activity and every aspect where you see Ryan or me, she will be in on that also.” She will follow the same schedule as Myers and Drzewiecki during her internship. “We are excited to have the first female funeral director in the county in Mindy,” Drzewiecki said.

Group serves meals, visit homebound GARRETT — A group of women from the Garrett United Methodist Church enjoyed a luncheon of their own in July. Each month, the group prepares lunches for elderly and homebound members of the church. In January, they met a challenge to put their love into action and named the

group “Action of Love Ladies.” The monthly visits are an inspiration to all involved. Each recipient, time and time again, remarks how much the visit and food are enjoyed. The group is now looking forward to prepare for the Holiday Boutique on Saturday, Nov. 16 in

addition to the meal mission. They welcome those who do not have a church of their own, or would like to participate in a Christ-driven endeavor. Help is needed for a couple hours on the second Monday of the month, beginning at 9 a.m. They invite the community to join them for worship service on Sundays at 9:25 a.m.

DEATHS AND TRIBUTES Charles Warstler GARRETT — Charles William Warstler, 93, of Garrett died Friday, Aug. 23, 2013, at DeKalb Health in Auburn. Mr. Warstler was an iron pourer at Auburn Foundry for 33 years, retiring in 1981. He was born Dec. 19, 1919, in Auburn to Orange and Ethel (Long) Warstler. He married Elsie Mae Wilhelm in 1940 in Kimmell and she preceded him in death. Surviving are two sons and a daughter, Clarence Warstler of Garrett, Michael

Warstler of Auburn and Charlotte Whetsell of Garrett; a brother, Robert Warstler of Toledo, Ohio; 13 grandchildren; 19 great-grandchildren; and two great-great-grandchildren. He was also preceded in death by his parents; a son, Larry Warstler; two sisters; three brothers; and two great-grandchildren. Graveside services were held at 2 p.m. Aug. 26 at Christian Union Cemetery in Garrett. Thomas Funeral Home in Garrett was in charge of arrangements. You may send a condolence or sign the

AUBURN — The board of directors of Peoples Bancorp has declared a fiscal 2013 fourth-quarter dividend of 20 cents per share. The highest bidder will be the one who offers the lowest net interest cost to the Library, to be determined by computing the total interest on all of the Bonds to their maturities based upon the schedules provided by the Library prior to the sale and deducting therefrom the premium bid, if any, and adding thereto the discount bid, if any. No conditional bids will be considered. The right is reserved to reject any and all bids. If an acceptable bid is not received for the Bonds on the date of sale hereinbefore fixed, the sale may be continued from day to day thereafter, during which time no bids for less than the highest bid received at the time of the advertised sale will be considered. Each bid must be submitted on a customary bid form, addressed to the Library, and marked "Bid for Garrett Public Library General Obligation Bonds of 2013". The successful bidder (the "Purchaser") will be notified and instructed to submit a good faith deposit ("Deposit") in the form of cash, certified or cashier's check or wire transfer in the amount of one percent of the aggregate principal amount of the Bonds. The Purchaser is expected to apply to a securities depository registered with the

SEC to make such Bonds depository eligible. At the time of delivery of the Bonds to the Purchaser, the Purchaser will be required to certify to the Library the initial reoffering price to the public of a substantial amount of each maturity of the Bonds. Upon election of the Purchaser, the Bonds will be initially issued in a Book Entry Only system with no physical distribution of bond certificates made to the public. In this case, one bond certificate in the name of Cede & Co., as nominee of The Depository Trust Company, New York, New York (“DTC”), and immobilized in its custody. The Purchaser, as a condition of delivery of the Bonds, may be required to deposit the bond certificates with DTC, registered in the name of Cede & Co., nominee of DTC. It is anticipated that CUSIP identification numbers will be printed on the Bonds, but neither the failure to print such numbers on any Bond nor any error with respect thereto shall constitute cause for failure or refusal by the Purchaser therefore to accept delivery of and pay for the Bonds in accordance with the terms of its bid. No CUSIP identification number shall be deemed to be a part of any Bond or a part of the contract evidenced thereby and no liability shall hereafter attach to the Library or any of its officers or agents because of or on account of such numbers. All expenses in relation to the printing of CUSIP identification numbers on the Bonds shall be paid for by the Library; provided, however, that the CUSIP Service Bureau charge for the assignment of said numbers shall be the responsibility of and shall be paid for by the Purchaser. The Purchaser will also be responsible for any other fees or expenses it incurs in connection with the resale of the Bonds. The approving opinion of Beers Mallers Backs & Salin, LLP, bond counsel of LaGrange, Indiana, together with a transcript of the proceedings relating to the issuance of the Bonds and closing papers in the

usual form showing no litigation questioning the validity of the Bonds, will be furnished to the Purchaser at the expense of the Library. The Bonds are being issued under the provisions of I.C. §36 12-3-9. The Bonds are being issued for the purpose of procuring funds to be used to finance the acquisition, construction, extension, alteration, improvement, remodeling, and equipping of an addition to and renovation of the Library and the related incidental expenses to be incurred in connection therewith and on account of the issuance of the Bonds. The Bonds will be direct obligations of the Library payable out of ad valorem taxes to be collected on the taxable property within the district of the Library; however, the Library's collection of the levy may be limited by operation of I.C. §6-1.1-20.6, which provides taxpayers with tax credits for property taxes attributable to different classes of property in an amount that exceeds certain percentages of gross assessed value of that property. The Library is required by law to fully fund the payment of debt service on the Bonds in an amount sufficient to pay the debt service, regardless of any reduction in property tax collections due to the application of such tax credits. The Library may not be able to levy or collect additional property taxes to make up this short fall. In the opinion of bond counsel, under the federal statutes, decisions, regulations and rulings existing on this date, the interest on the Bonds is excludable from gross income for purposes of federal income taxation. The Bonds constitute an indebtedness only of the Library. The Bonds are subject to the Internal Revenue Code of 1986 as in effect on the date of their issuance (“Code”) which imposes limitations on the issuance of obligations like the Bonds under federal tax law. RAILROADER INTERCEPTION Boys Soccer

GARRETT — The Garrett boys soccer team defeated ACAC rival South Adams Tuesday, 3-1. The win improved the Railroaders to 3-0 in Cooper league play, 4-1-1 overall, and set up a conference title game with Leo on Sept. 16 at Garrett. Blake Pugh Western scored off a cross from Karsten Cooper to start Tuesday’s scoring. Riley Pugh scored off an Western assist from Western early in the second half to make it 2-0, and Cooper later scored on a penalty kick to make it 3-0. South Adams scored with 25 minutes left to play, but the Railroader defense only allowed two more shots on goal the rest of the way.

Southwood (87), Garrett (89), Angola (91), Whitko (144), Lewis Cass (169) and Heritage (195). Freshman Maranda Malcolm finished third with a time of 20:55. Other Garrett runners were junior Malcolm Raistlyn Lehman (23rd, 23:18), senior Rachel Hood (24th, 23:21), freshman Danielle Stump (33rd, Foster 24:30), freshman Sally Carroll (51st, 26:20) and junior Ashley Morris (58th, 27:14). Oak Hill won the boys competition with 38 team points, followed by Angola (53), Northfield (54), Southwood (151), Whitko (161), North Miami (186), Tippecanoe Valley (187), Garrett (190), Lewis Cass (223) and Heritage (246). Senior Conner Foster led the Big Train with a 12th-place finish. Freshman Dawson Furnish was 33rd, followed by junior Drake Stafford (57th), freshman Evan Weaver (58th), sophomore Sam Boger (66th) and sophomore Matt Mix (75th).

Disguished Hall of Honor set Sept. 13 GARRETT —Three Garrett High School alumni from the 1950s will be inducted into the school’s Distinguished Alumni Hall of Honor during homecoming festivities Friday, Sept. 13. Each will be recognized for his or her accomplishments in the academic and business world during events at the school on Sept. 13. Nominees are Dr. Shirley (Dickison) Phillips and John W. Green, both from the Class of 1953; and Tom Leech from the Class of 1954. The inductees and/or family representatives will speak with students during a school-wide assembly from

8:30-9:30 a.m. that day, then visit high school classrooms in the afternoon. A tailgate party hosted by Miller’s Merry Manor will be from 5:30-6:30 p.m. where Garrett High School students will be serving cake. Presentation of Hall of Honor inductees will be during halftime of the football game on Memorial Field. Garrett hosts volleyball tourney GARRETT — Garrett will host a seven-team volleyball tournament Saturday in the high school and middle school gymnasiums. Garrett will play Hamilton at 9 a.m. in the

“blue” pool in the high school gym, and Tippecanoe Valley at approximately 10:15 a.m. A match between Tippecanoe Valley and Hamilton will follow. Central Noble, New Haven, Eastside and Whitko will compete in the “maroon” pool in the middle school gym. The top two seeds in each pool will advance to the winners bracket, with matches beginning at 2:30 p.m. in the high school gym. Those teams will battle for first-, second-, third- and fourth-places. The remaining three seeds will compete in the consolation round robin beginning at 2:30 p.m. in the middle school gym. Seeding ties will be broken by the following format: head-to-head, least games lost, least points allowed or coin toss. Doors will open at 8:30 a.m., with match play at 9 a.m. Admission is $5 for all day, and Big Train Tickets will be accepted at this tournament.
