Garrett plans first Caboose Festival GARRETT — Garrett’s first Caboose Festival is planned Sunday, Oct. 6 from 1-4 p.m. at Heritage Park, located at N. Randolph and West Railroad streets, just north of the Herb Kleeman Underpass. The free family event includes crafts, activities, food and games. Visit the Historical Society Museum from 2-4 p.m. where a collection of railroad and historical memorabilia are on display, including a mail and baggage car, watchman’s shanty, a C&O caboose, gift shop and model railroad layout on the lower level. The event is free and made possible through a grant from the Wyatt Foundation, Garrett Parks & Recreation Authority and the Garrett Historical Society and Model Railroad Club. Museum photo exhibit deadline is Monday GARRETT — The Garrett Museum of Art, a not-for-profit organization, is currently accepting submissions for “Beauty,” a photography exhibit that will run from Nov. 15 through Dec. 22. This exhibit is a juried competition that will accept any subject matter and style of photography or digital art. The museum’s not-for-profit status prohibits them from promoting work that is overtly sexual. Photograph must not have been previously shown at Garrett Museum of Art. Cash prizes will be awarded to the top three finalist. Cash prizes will be based upon participation. Ball State student wins Miss DeKalb Co. title By Octavia Lehman olehman@kpcmedia.com AUBURN — Being the oldest contestant in the Miss DeKalb County pageant made Samantha Hunt nervous, but her experience helped claim the title of Miss DeKalb County 2013 Monday night. Hunt, a sophomore at Ball State University, competed in the pageant two years ago as a DeKalb High School senior. She finished as second-runner up. “It was a learning experience,” Hunt said of her first pageant in 2011. “Going into this competition I felt so confident,” Hunt said. “I knew everything I wanted to work on, and I felt confident in myself.” Hunt said she wanted to convince judges that she was

“fully committed 100 percent” and that being at Ball State wouldn’t conflict with fair activities. “I’m very organized. My planner is my best friend,” Hunt said. While classes are ongoing at Ball State, she made preparations in advance with her professors. “I plan to be at the fair all week,” she said. “I worked so hard for this. It’s a childhood dream come true.” One of her favorite parts of the DeKalb County Free Fall Fair is walking down its junk food alley. “You see 10 different people you know,” Hunt said. “You feel love that the whole county is coming together.” A double major in apparel design and fashion merchandising, Hunt made her own professional

By Sue Carpenter scarpenter@kpcnews.net ALTONA — More than a dozen residents attended Monday’s public hearing at Altona Town Hall to offer comment on an unsafe structure at 1405 W. Quincy St. Property owner Jerome Grams of Garrett was notified of the meeting but did not attend the session where neighbors complained of racoons and rats living in the home and creeping onto their on properties, and expressed concern about dangerous mold and other health hazards from the home’s disrepair. Grams did not respond to four attempts to notify him of the meeting Monday, but he removed abandoned vehicles on the property a few months ago when notified by officials earlier this year. Monday’s discussion centered around the cost for demolition of the structure, any unpaid city taxes and if the town would be responsible for back taxes should it become an issue. Town board member Chris Seely said consideration has been given to donating the property to Habitat for Humanity once the site has been cleared. “That’s one idea,” Seely said, noting a new house on the lot would help property values in the neighborhood. Town manager Terry Whan said the two story house that has Altona, Page 5

Marching band contests have new class structure INDIANAPOLIS — The 41st annual ISSMA Marching Band season begins Oct. 5 with a new classification structure. A total of 176 Indiana high school marching bands will be participating this season in three classes — Festival, Scholastic and Open. Festival Class is a noncompetitive classification that places a greater emphasis on musical aspects of the performance. Scholastic Class has been created to take into consideration band size as well as school enrollment. Open Class is for bands competing to perform at the state finals in Lucas Oil Stadium, Indianapolis, by qualifying through regional and semi-state events. Scholastic and Open class bands will receive educational assessments in the performance and effectiveness of the music and visual aspects of their

shows. All bands, regardless of classification, will receive a gold, silver, bronze or participation ratings based on their levels of achievement. Festival Class events will be held at Columbus East High School and Jackson Field in South Bend on Oct. 5. No bands from the local area are participating in Festival Class. Scholastic Class Prelims, followed by the new Open Class Invitationals, will be held Oct. 12 at Homestead High School in Fort Wayne, Plainfield and Jasper high schools. Scholastic Class bands receiving gold ratings at the Scholastic Prelims will perform at the Scholastic Finals, Oct. 26 at Lawrence Central High School in Indianapolis. No local bands are participating in Scholastic Class. Four local bands are performing in the Open Class Invitational at Homestead Oct. 12: Eastside in Class

D at 5:30 p.m., Angola in Class C at 6:35 p.m., Garrett in Class C at 6:48 p.m. and DeKalb in Class B at 7:27 p.m. The Oct. 12 invitational does not affect advancement to the regional round one week later Open Class regionals will be held Oct. 19 at Chesterton, Lafayette Jefferson, Center Grove and Evansville Central high schools. In the Open D regional at Lafayette Jefferson High School, Eastside will perform at 11:13 a.m. In the Open C regional at Chesterton, Garrett will perform at 12:31 p.m., and Angola will march at 2:28 p.m. In the Open B regional, also at Lafayette Jefferson, East Noble will compete at 6:35 p.m., and DeKalb will perform at 7:01 p.m. The top 10 Open Class bands at each regional site will participate in the Open Class Semi-states on Oct.

Mother and daughter team Michelle Weldon and Melia Seely always wanted to own a business of their own, and now that dream has come true. Weldon said she was inspired by a movie she and her husband were watching on a date night — Richard Gere and Jennifer Lopez in “Shall We Dance?” “In the movie Gere’s character was really unhappy with his job and wanted to do something different with his life,” Weldon said. ” (Gere’s) wife asked him, ‘What do you want to do with the rest of your life?’ and that just caught (Gere) — and me — off guard.” Weldon had been working as

a nurse for several years, but the strain of lifting patients was causing increased back pain. She recognized lifting as an integral part of the nursing job and began searching for other options. Her daughter was a senior in high school at the time. Weldon asked her what she wanted to do after graduation. “We got to talking and talking about what we liked to do” and as the conversation progressed, animal grooming became the answer, Weldon said. In 2005, Weldon and Seely moved to Carmel for three months to attend the Animal Arts Academy for certification as pet groomers They attended classes four days a week, then returned to Garrett for the weekends. Classmates dubbed the pair “M&M” and the name of the business was born. After completing classes, Pet grooming, Page 5

State police accepting academy applications INDIANAPOLIS — The Indiana State Police is now accepting applications for its 74th Recruit Academy. Basic eligibility requirements and consideration factors for an Indiana state trooper are: • Must be a U.S. citizen. • Must be at least 21 and less than 40 years of age when appointed as a police employee on Jan. 9, 2015. • Must meet a minimum vision standard (corrected or uncorrected) of 20/50 acuity in each eye and 20/50 distant binocular acuity in both eyes. • Must possess a valid driver’s license to operate an automobile. • Must be willing, if appointed, to reside and serve

anywhere within the state of Indiana as designated by the superintendent. • Must be a high school graduate as evidenced by a diploma or general equivalency diploma. By Rachel Hood Garrett High School GARRETT — Garrett High School hosted a pep session to kick off College Go Week Monday morning. Guest speaker, Trine University Head Football Coach and Athletic Director, Matt Land, talked to students about the importance of college and how to get involved on the campus. Coach Land offered advice to all grades relating to finding out who you are, what you want to be, and how attending the right college can help make those dreams come true. He stated how important it is to find a college that suits you and to start your search early. Coach Land’s last piece of advice was “Listen to advice, take it to heart, and use it!” Indiana Army National Guard sergeant Isaac Aby, who spoke to the students about College Go Week, presented another post high school opportunity. Aby’s goal was to inform students that while attending college, you could serve in the military, and earn money to help fund your education. The National Guard pays 100 percent tuition and supplies health and life insurance, which is a great benefit for college students. Both Land and Aby were very involved with the student body. The pep session closed with a push-up competition between classmates while Trine University cheerleaders passed out National Guard T-shirts and lanyards. Garrett High School also encourages staff to dress in their favorite college apparel throughout the week and students to participate in theme days such as Dress for Success and Dress as a College Fan days. The guidance office and business department work together to provide opportunities for students to consider their post-high school plans and have fun doing it. The week will conclude with raffle drawings for prizes from various colleges across the country as part of a business department student project. College Go Week is a statewide program

AUBURN — An open house and ribbon-cutting Thursday from 3:30-5:30 p.m. officially will mark the opening of the Auburn office of The Otis R. Bowen Center for Human Services. The office at 923 Cardinal Court began operations in March, providing a variety of mental health services to the DeKalb County area. With the opening of the Auburn office and the opening of the Steuben County office in Angola during the same month, The Bowen Center expanded to 11 offices in 10 Indiana counties, along with numerous smaller satellite facilities. The Auburn office is open Monday through Friday each week. Founded in 1961, the Otis R. Bowen Center for Human Services is a private, not-for-profit, comprehensive community mental health center licensed by the State of Indiana Division of Mental Health.

At 11 a.m., the commissioners attended a ribbon-cutting and dedication ceremony that officially reopened C.R. 11-A west of Interstate 69. The commissioners joined with former commissioners Don Kaufman and Chuck Ort, as well as Garrett Mayor Tonya Hoeffel and representatives from contractors A & Z Engineering and E & B Paving, to formally reopen the roadway, which was reconfigured for better traffic flow. The road has been opened to traffic since Aug. 23 following a $2.46 million rehabilitation project. Hoeffel said, “With the expansion of C.R. 11-A and the expansion of S.R. 8, it makes Garrett more accessible for growth, for visitors, business and industry, so we see it as a positive expansion.”

Three residents approached the DeKalb County commissioners Monday to discuss land on C.R. 59 where a resident is operating a semi repair business on land zoned A-2 agricultural. The residents — Kelley and Keith Likes and Doyle L. Marr — said semi tractors travel the county road at all hours and apply jake brakes as they pull into the business. The issue arose when the land owner, J.D. Yoder, applied for and was granted a permit to build a pole barn on the land. With the barn came numerous semis and an apparent business, the residents and county officials said. The county plan commission earlier this year filed the operation as a “truck freight terminal, ” said planning director Clint Knauer. After informing Yoder he could not operate such a business in the zone, the commission then filed a notice of violation against

In 2007, Seely’s enclosed front porch on West Quincy Street was renovated to house a pet grooming salon for the pair, but the space was cramped with two groomers, tables and other equipment. “We were having growing pains,” Weldon said, especially when Seely was pregnant with her daughter, Aydin, now 4. “We really had to use the space wisely.” Seely and her husband, Chris, purchased the current property a few blocks down the street at 1601 W. Quincy where a reception area, grooming areas, bathing space and offices have been added. “It took a lot of work,” Seely said of cleaning up the building. “We definitely have a lot more space.” And pet hair doesn’t work its way into their home anymore, she added. M & M Pet Grooming offers dog and cat grooming at reasonable prices, including nail trimming, They hope to add kenneling service later, and eventually hire a couple more groomers, possibly second shift options, Seely said. y p and the interests of the public from a safety standpoint would be enhanced by lowering the speed limit along that stretch of County Road 72 between Hull Road and County Road 27 from 55 m.p.h. to 40 m.p.h.; and WHEREAS, the DeKalb County Highway Superintendent has made a safety recommendation to the DeKalb County Commissioners that the speed limit on County Road 72 between Hull Road and County Road 27 should be lowered from 55 m.p.h. to 40 m.p.h., in accordance with IC 9-21-5. NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE DEKALB COUNTY COMMISSIONERS OF DEKALB COUNTY, INDIANA THAT: Section 1. 40 MPH SPEED LIMIT: There is hereby established a maximum speed limit over and along County Road 72 between Hull Road and County Road 27, for all motor vehicles traveling over and along said portion of County Road 72. Section 2. SPEED VIOLATIONS: Violators of the Ordinance may be charged with a traffic summons issued by any enforcement officer of any government jurisdiction on the roadway of County Road 72 between Hull Road and County Road 27, DeKalb County, Indiana. 2.1 The DeKalb County Prosecuting Attorney is authorized to prosecute any violation of this Ordinance. 2.2 Any Court of DeKalb County, Indiana, having general traffic jurisdiction shall be empowered to process such charges as violations of the law similar to other speeding violations of the Indiana Code. 2.3 Any existing penalties for such violations shall be applied to this Ordinance and be imposed for any such violations. Section 3. EFFECTIVE DATE: This Ordinance shall become effective after passage of the third reading as adopted by the DeKalb County Commissioners and the publication of this Ordinance thereafter as required by law. Section 4: Ordinance Codified. This DeKalb County Ordinance Number 2013-R is passed and adopted on all three readings and shall be codified in the DeKalb County Code as Section 9-1-1-31 and appropriately indexed in the Code. Boys youth league, God’s MVP team up By Sue Carpenter scarpenter@kpcmedia.com GARREETT — Two boys basketball leagues are teaming up in Garrett this fall for grades 3-6. Garrett High School head basketball coach John Bodey and Brother Bud Owen from the First Church of Christ announced the God’s MVP and the Garrett Youth League will offer this program for all boys in grades 3-6 as the only youth basketball program in town. The purpose of the program is to teach basketball in a way that each boy feels as though he is God’s Most Valuable Player on the court. The goal is to instill confidence and encouragement in a Christian environment through prayer and coaches who are positive role models for the youth. “This is a great opportu-

nity to expand a program that is already in place,” said Owen. The season begins Nov. 2 with eight games to be played Saturday mornings in the middle school gym, plus one practice night per week. The program continues through Dec. 21. Bodey is excited to have a scoreboard and referees for the program that were not offered in the past. “This will be more of a league,” he said, with teams competing on Saturdays rather than just running drills. Bodey added the number of volunteer coaches is also a blessing for the program. Teams will be recognized during halftime of JV basketball games, as well. Those interested in coaching must attend a coaches clinic on Sunday, Oct. 27 at 1 p.m. in the middle school gym to be part

of the program. Enter door 20. Potential coaches will hear expectations, behavior, drills and offensive and defensive drills during the session. The $30 registration fee includes T-shirt, jersey and shorts. Evaluation and uniform sizing will be from 1-2 p.m. on Sunday, Oct. 6 in the middle school gym. Those unable to attend on try-out day can sign up on the first day of the program. Information is being handed out at Garrett and St. Joseph schools this week, and will be available at the school offices. GARRETT — The Railroaders defeated Prairie Heights 4-1 Monday on the Garrett pitch. Garrett scored early in the game when they strung together several passes in a row and went across the field and straight into goal. Karsten Cooper scored on a double assist from Tristan Bigelow and Blake Western. The game got sluggish after that, leaving both teams trying to figure out where to produce offense. With little happening, the game went to half-time with Garrett leading 1-0. Action picked up for both teams about half-way through the second half as Garrett went up 2-0 with 22 minutes left to play on Dayton Sweet’s first goal of the game on Karsten Cooper’s assist. As soon as Garrett seemed to have the game in hand, the Panthers scored just one minute later. After both teams exchanged scoring chances, Prairie Heights had a shot that bounced off the crossbar. Garrett took the rebound and caught the Panthers in transition and Sweet scored his second goal off a long pass from Gavin Dallas. With about seven minutes to go in the game, Sweet scored his third goal on Cooper’s second assist for Garrett to hold on to the win. Reiley Pugh earned his first win in goal for Garrett making five saves, including two that seemed to be sure goals for Prairie Heights. The win makes Garrett 7-4-1 for the season. The boys JV soccer team played Prairie Heights in a JV half after the varsity game on Monday. The JV team won their first half of the season, defeating the Panthers 2-0. Jacob Kellen and Reiley Pugh scored for Garrett. The win puts Garrett at 1-1-2 for the JV season.

Volleyball

Garrett sweeps Lakeland LAGRANGE — The Garrett volleyball team swept Lakeland Monday, 25-20, 25-20 and 25-13.

Taylor Smith led the way for the Railroaders, recording team-highs in kills (14), blocks (6) and digs (12). Rachel DePew led Garrett with 15 assists and three aces.

JV Football

JV falls to Prairie Heights BRUSHY PRAIRIE – The Railroader JV came up just short in a comeback bid before falling to Prairie Heights, 16-12, on Monday. Garrett (2-3) had a solid defensive effort coupled with an offense that was able to move the ball effectively for most of the game. Leading the way for the Railroaders was quarterback Tanner Burns; running backs Zak Kashmer, Jaden Barker and Jordan Gunion; tight end Garrett Sutton; and receivers Kamron Yarian, Ethan Follett, Dylan VandeZande, Drake Lucarelli and Austin Johnson. Prairie Heights got on the board first with a touchdown and two-point conversion in the second quarter. Garrett answered back when Burns connected with VandeZande on a two-yard touchdown pass to make the score 8-6 heading into halftime. The Railroaders had a number of good offensive drives in the second half, but neither team would put any points on the board in the third quarter. Prairie Heights scored on a 70-yard touchdown run with 2:43 left in the fourth for a 16-6 lead before Garrett got the ball back on its own 30-yard line and put together its most impressive drive of the day. Burns finally connected with Lucarelli on a touchdown pass with two seconds remaining to make the final score 16-12. Garrett hosts ACAC rival Woodlan in a JV game Monday at Memorial Field. Kickoff is scheduled for 6:30 p.m.

Cross country

Girls improve to 4-1 in ACAC PONETO — The Garrett girls cross country team won a three-way meet Tuesday at Southern Wells High School. The Railroaders improved to 4-1 in the Allen County Athletic Conference with the wins. Garrett defeated Southern Wells 27-28 and Bluffton 17-38. Maranda Malcolm was the overall winner for Garrett, finishing in 20:43. Amanda Stump was third in 21:12. Danielle Stump was sixth, Rachel Hood eighth and Raistlyn Lehman 11th. The Garrett boys team split in its competi-

tion, defeating Southern Wells 24-31 and falling to Bluffton, 19-36. The Railroaders are now 3-2 against ACAC competition. Conner Foster finished in fourth overall to lead Garrett in 17:58. Dawson Furnish was eighth, followed by Dan Baker in 10th, Matt Mix in 11th and Evan Weaver in 14th.

JV Cross country

Runners compete at WN invite LIGONIER — The Garrett Locomotive cross country teams traveled to Ligonier Saturday for the West Noble Invitational. The boys were shorthanded, so they didn’t score as a team but still recorded some strong individual performances. Micah Malcolm was the top runner for the boys finishing 12th and matching his season best time of 11:02. Chance Hinkle, Owen Walter and Turk Taylor rounded out the finishers for Garrett, all running within 10 seconds of their personal best times. The girls finished 25th out of a field of 29 teams. Sydney Weaver paced the team finishing 16th with a time of 12:09. Madison Evans ran strong finishing 118th. Chloe Hinkle, Natalee Garrison, and Samantha Dewitt all ran well for Garrett in windy conditions.

GMS football

Locomotives shut out Central Noble GARRETT — The 8th grade Locomotives took their record to 3-1 with a 33-0 win over Central Noble Tuesday night. The local squad started the night with a recovery on the kickoff. Scoring for the Locomotives with more than 250 combined rushing yards on the night were quarterback Carter Back and running backs Cameron Smith and Clayton Sobieski. Leading the drives for the Locomotives were offensive players Beck Davis, Nathan Mauer, Colin Shafer, Jacob, Bevis, Noah Falig, Calvin Wilson, Cody DeLong and Cole Kelham. The Locomotive defense lead by Bevis, Smith, Shafer, Joel Mix, Brenden Gallinger, Jiah Harvest, Brayden Shearer, Sobieski and Davis, plus two interceptions from Back, helped preserve the shut-out and kept the goose-egg on the scoreboard at the end of the night. The Locomotives will play Woodlan Warriors Tuesday.
