Fremont Sesquicentennial The Town of Fremont is celebrating the 150 year Sesquicentennial of the incorporation of the Town in 2017.

Fremont was originally platted as Willow Prairie, then changed to Brockville in 1835, and ultimately to Fremont in 1851. The Town of Fremont was officially incorporated in 1867 thus making 2017 the 150th year of its existence. The Town was named after John C. Fremont, the Pathfinder (1813-1890). John C. Fremont was an American military officer, explorer, U.S. Senator, and politician, who in 1856, was a candidate for the office of President of the United States. In its early days, Fremont was a grain center along the Vistula Road, which ran from Fort Duquesne (Pittsburg, PA) to Green Bay, WI and once sported two hotels, six passenger trains and four daily freight trains. The first school was built in 1845 to serve the children of the community, electric lights and operation began in 1897, the Fremont Volunteer Fire Department received their first motorized fire equipment in 1914, the Fremont Public Library was organized in 1919, the first paved street was done in 1922. City water service was completed in 1937 followed by city sewer service in the mid 1950’s. Retail, commercial/industrial, and housing development during the middle to late decades of the 20th century has swelled the Town’s population to over 2,100 according to the 2010 census figures.

This community has seen many changes over the last 50 + years to accommodate the needs and wants of the expanding population. Property has been set aside for recreation/park amenities, the Public Library has been expanded to a new facility serving Fremont and surrounding townships, the Volunteer Fire Department has been assimilated into the Town with necessary equipment and training provided for the public safety needs of the Town and surrounding area. The Fremont Community Schools have grown with an updated High School, Middle School, and Elementary School serving close to 1,000 students each year. A Daycare/Preschool facility was constructed to serve the needs of the

employers and families in and around Fremont along with a new Town Hall at the site of the old High School in the early 2000’s. Fremont has long been a thriving community because of the great people who have lived, worked, raised families, and served the community through public service over the last 150 years. Fremont continues to evolve but we hope to never lose that small town feel where neighbors help neighbors and the community develops its spiritual, educational, and social interests. We are proud of our community as it provides a great place to live, work, and raise a family. Thank you to all who had a hand in making Fremont worthy of such a celebration.

Fremont Chamber President Welcome to the wonderful town of Fremont! We are very proud of our community. Fremont has a lot to offer, and we hope that this guide will give you some great examples of the many activities available in our area.

We have a unique variety of retail, industrial, and service businesses available to Doug Targgart our community. The recreational activities available are abundant as well thanks to the many natural resources. Fremont is home to many amazing area lakes, a state park, campgrounds, golf courses, wineries, and a buffalo farm.

Our purpose as a chamber is to help businesses and professionals in our community to grow stronger. We are here to serve our members, hoping to help their businesses prosper. This will be our 23rd year in hosting Music Fest in Fremont.

Fremont Town Council President As president of the Fremont Town Council, I have the privilege of welcoming you to the Fremont community. Over the last year, our Town has continued to grow with expansion projects at Cold Heading Company and Cardinal IG in the Crossroads Industrial Park finishing up.

Jag Mobile Solutions has purchased the old Tokheim facility and has begun operations with an expected work force numbering 20 in the next few years – Steve Brown welcome to Fremont.

These companies will create new jobs in our community and added investment in our tax base.

We are actively working to rebuild our local economy making it stronger than before with a more diverse commercial and industrial base along with retail businesses with the necessities our year round residents need and want and our summer visitors look for so they can enjoy their time here. We attempt to maintain the small town atmosphere that has for so long attracted business, industry, tourists, and families to Fremont. Thank you for your continued support and welcome to the Fremont community this 2017 summer season.

We are also happy to announce the Town of Fremont continues to add improvements to make our community a better place to live and work. New improvements in 2017 include a new basketball goal and court on South Broad Street in the Broad Street Park, continued road and drainage improvements on North Wayne Street, South Coffin Street, and South Broad Street. New additions to the Rocket Ship Park include a new volleyball net and pole system and improvements to the baseball/softball diamond. A new road salt storage building on East Swager Drive has been built to replace a rapidly deteriorating previous facility. The Fremont Community Schools have embarked on a solar energy project located off of West Street, near the Middle School to supply energy to the 3 school buildings and sell the excess onto the power grid thus saving them utility costs in the future.

These improvements are made with the support of the community and we strive each year to make more improvements in all areas of the Town. We ask for your continued support of our local businesses as they continue to support the local

economy and community. Please support our local businesses and school system as they are the backbone of any community, and it is so true in Fremont. Fremont Community Schools was awarded a 4 Star Rating Award again this year as the students continue to score well in school ratings producing many quality young people poised to do great things in their life along with many great athletes who accomplish impressive things against competition from all over the state.

Fremont is a great place to live, work, and raise a family and we welcome all to our community.

I would also like to extend to all, an invitation to attend the 23rd annual Fremont Music Fest XXIII on July 7th and 8th, 2017. Perhaps nothing better illustrates our ongoing theme of working together to achieve great things than our presentation of Music Fest each year.

You will hear great music from different bands and performers, enjoy a great parade, and you will be able to enjoy

many different types of festival food, plus have the chance to look over the classic cars at the Music Fest Cruise-In. From law enforcement to fire and emergency response, from our Town employees to merchants to our youth, many people volunteer their time and skills to present Music Fest. Plans are well underway for Music Fest XXIII in Downtown Fremont on Friday and Saturday, July 7th-8th, 2017. Music Fest is a summer tradition in Fremont and is sponsored by the Fremont Area Chamber of Commerce with the aid of all of its members and many other business and civic groups dedicated to the betterment of the Fremont community. 2017 is also the celebration of the Fremont Sesquicentennial, 150 years from the founding of the Town of Fremont in 1867. The parade theme is celebrating this 150 year birthday of the Town of Fremont These additional Main Stage sponsors include Musson Builders, The Steuben County Community Foundation, Cold

Heading Company, Cardinal IG, and The Steuben County Tourism Bureau. The Fremont Hardware, Bradley Overhead Door, Beams Funeral Home, Wenzel Metal Spinning, and Fremont Village Foods are also supporting Music Fest as Friends of Music Fest sponsors. Steuben County REMC Operation Round Up, Higbee Welding Service, and Farmers State Bank are also Champion Sponsors this year. Friday night activities will include a Hog Roast by the Fremont Boy Scouts #186, a Bake Sale and Quilt Raffle at Brockville Commons, a Spaghetti Dinner at the Fremont United Methodist Church and a Classic Car Cruise-In in the downtown area. The Car Show typically brings in many awesome classic cars.

Music will begin at 7 pm with music by the Bulldogs from 7 pm to 10 pm. An adult beverage tent will also be available for your enjoyment. Additional carnival food and craft vendors will be available for patrons to enjoy. Food will include tenderloins by the Fremont American Legion Riders, sliders by the Boy Scouts on Saturday, BBQ chicken by the Fremont Moose Lodge on Friday and Saturday, and curly fries, elephant ears, snow cones, caramel corn, candy apples, walking tacos and other carnival food by food vendors.

Saturday’s activities begin with the Fremont Fire Department/Fremont Area Chamber of Commerce Pancake and Sausage breakfast beginning at 6:30 am till 10 am at the Fremont Fire Station.

going on all week long and downtown Fremont merchants will be conducting sidewalk sales and additional sidewalk sales will be held at the Outlet Shoppes of Fremont. The Fremont Moose Lodge will be cooking their famous BBQ Chicken, and various food and craft vendors will be selling their wares throughout downtown Fremont.

The Parade will kick off at 11 am on Saturday morning following the same route as previous years with line up behind the Elementary School and running west to east along Toledo Street, from Bell Street, to Tillotson Street.

Flag Program The Fremont American Legion Post #257 and the Fremont Area Chamber of Commerce began the Fremont Community U.S. Flag program in 1998. This program allows us to show pride in our country, town, and community. The flags are displayed, retrieved, and stored with the assistance of Cassel Post #257, Sons of the American Legion, Fremont Town employees, and Chamber members at various times during the year showing our respect for patriotic holidays such as Memorial Day, 4th of July, and Veteran’s Day. The flags are flown three blocks east of, three blocks west of, and one block north and south of the four corners in downtown Fremont.

Fremont Moose Lodge & Family Center Since 1994, the Fremont Moose Lodge has been an active member of the Fremont community. With over 1,200 members, it provides support to a wide variety of local activities and organizations, such as Dollars for Scholars, the Fremont Fire Department, local Boy and Girl Scout troops and the WLKI Food Drive. Through the summer months they hold chicken barbecues every two weeks in downtown Fremont, with the proceeds going to a local organization. The only thing the receiving organization has to provide is the labor to sell the chicken.

One of the most prominent activities the Moose provides to the Fremont community is the annual fireworks display in conjunction with Music Fest. The Lodge is the main financial source for the fireworks, but donations are welcome.

This year marks the 9th year for the fireworks display, and each year the display has expanded. The fireworks will be held this year on July 8 at dusk at the Moose Lodge on S.R. 120.

Fremont History Starting as a pioneer settlement, Fremont’s rich history was rooted in early business enterprises and rail transportation.

One visit to the central business district provides a wealth of visual history of this small, Midwestern community, dating back to the 1830s.

Typical of many Midwest communities, its growth also was driven by the arrival of early settlers, merchants, religious and civic concerns. Some milestones in Fremont’s early development: • The first land purchases were three 80-acre tracts in 1834.

• The first frame home was constructed in 1836-37 in the village of Brockville.

• The first merchant established his enterprise in a log structure at about the same time.

• The first hotel was constructed by a “Mr. Parker,” shortly thereafter.

• The village was placed on a mail route between Blissfield, MI and Lima (now Howe) in 1838.

• The second merchant, Mr. R.A. Gaines, arrived in 1839, constructed a large store and hotel, the American House which stood until 1909.

• The First Methodist Church was built between 1844 and 1851.

• The village name of Brockville was

military officer and explorer.

• The first frame schoolhouse, constructed in 1845, served until 1856 when a new school was built. That school was lost to fire in 1877 and replaced by a new brick structure costing $6,000.

Other merchants and tradesmen continued to join the fledging community, including the first baker with outdoor brick and earthen ovens in the 1850s.

The installation of the first electric lights by a city-owned electrical utility was begun in 1895 and completed in 1897.­ Paved roads first arrived in Fremont in 1922 to traverse north and south, east and west through the town.

The first water tower to serve the community’s distribution system was erected in 1936, providing fire protection and greater convenience­­for town residents.

Through 1834 and 1943, the Town of Fremont grew to include two hotels, six passenger trains and two freight trains per day. The last passenger train through Fremont was in 1943. Freight rail service continues to be available through a short-line, Northern Indiana Railroad.

The latter half of the 20th century brought the nation’s Interstate Highway System to Fremont’s front door, with major east-west (I-80/90) and major north-south (Interstate 69) corridor interchanges just three miles from the quaint and historic central business district.

Demographics The Town of Fremont is a small community in the extreme northeast corner of Indiana, just one mile south of the Michigan state line and just over five miles west of the Ohio state line.

With 2,137 residents (according to the 2010 Decennial Census), Fremont is the second-largest community in Steuben County, which covers 309 square miles. Corporate boundaries encompass approximately six square miles, while the land-use zoning and planning jurisdiction covers approximately 42 square miles.

Steuben County and the Town of Fremont in particular enjoy the natural conservation and recreational amenities in a vast system of natural, glacial lakes, which have attracted many seasonal residents over the past century. Through the winterization and expansion of what had been summer cottages, this seasonal population is gradually moving towards full-time residency. However, the location and presence of these amenities has attracted residential growth of 20.5 percent from 1990-2000, on par with 21 percent growth of Steuben County, but well above the 9.7 percent average growth for the State of Indiana.

Proximity to major midwest cities and primary interstate highways has also influenced growth in Fremont: • I-69 and I-80/90 are within 2 miles • Fort Wayne is 51 miles south • South Bend is 73 miles west • Toledo, Ohio is 76 miles east • Detroit, Mich. is 112 miles northeast • Chicago, Ill. is 156 miles west • Indianapolis is 168 miles southwest • Cleveland, Ohio is 188 miles west

In addition to its proximity to the Interstate highway system, the Town of Fremont enjoys a good system of local roads and state highways. S.R. 120 is the primary east-west route and provides the community with an excellent connection to I-69 and I-80/90. S.R. 827 provides a direct route to the county seat of Angola, seven miles southwest.

Benefits & Fundraisers September 2016 The Fremont Area Chamber of Commerce provided sponsorship funds for the Steuben County United Way Cardboard Regatta boat race. Proceeds of this event help many in the community with basic needs.

The Chamber also provided funds to the Fremont Elementary School to supply school supplies and items for children in need in our community.

October 2016 The Fremont Public Library held a Pumpkin Walk during Halloween 2016 at the Library and Vistula Park providing a safe environment for trick or treating.

Games, activities, and special treats were provided for the trick-or-treaters provided courtesy of local businesses and sponsors, including the Fremont Area Chamber of Commerce.

December 2016 The Fremont Area Chamber of Commerce and the Town of Fremont sponsored a Holiday Food Drive to benefit the Fremont Food Pantry at the

Fremont Community Church. Food donations were collected at various locations in Fremont and distributed through the Food Pantry to local families during the holiday season.

Santa Claus’s visit to Fremont was held on Saturday, December 2, 2016 at the Fremont American Legion. Santa Claus greeted over 125 local children and refreshments were served by the Legion Auxiliary and music was presented by the Fremont High School Choir. A Parade preceded Santa’s visit with horse drawn carriages and Santa and Mrs. Claus arriving on his sleigh.

The Fremont Chamber conducted a Holiday Lighting contest for residences in Fremont. The first place winners was Valerie Schmidt of Fremont, second place went to Bill and Teri Turner of Follett Lane in Fremont, and third place was won by Kelly Burkholder. The winners were presented with checks for their winning efforts.

The Annual Meeting of the Fremont Area Chamber of Commerce was held in December 2016 at the Bullpen Restaurant in Fremont. Nearly 50 members and guests attended and learned of the

workings of the Chamber and to enjoy the fellowship.

Spring and Summer 2017 The Fremont Area Chamber of Commerce made donations to the Boomerang Backpack program at the Fremont Community Schools, the Steuben County United Way to support the Day of Caring, the Fremont PTO for the support of the Elementary Spring Carnival and a donation to the Post Prom Committee to help fund the activities of Post Prom 2017. A donation was also given to the Fremont Student Council students for organizing a Fremont Community Easter Egg Hunt for the children of Fremont which was held at Vistula Park in Fremont. Donations were also made to the Luke 3:11 Coat Bank and Steuben County Literacy Coalition to help support their community efforts.

Monthly Chamber of Commerce meetings are held on the 3rd Friday of each month at the Fremont Town Hall beginning at 7 am. All are invited to attend and participate.

Fremont is governed by a five-member town council, with the president elected from its membership. Members of the town council are elected to four-year terms, on a two year staggered schedule with no limit to the number of consecutive terms they may serve. A clerk-treasurer is also elected to a four-year term with no limit to the number of terms. The town judge is also an elected position within the Town of Fremont.

Dollars for Scholars What is the Fremont Dollars for Scholars Scholarship Foundation?

The Scholarship Foundation is a community based, volunteer-operated nonprofit scholarship program which increases the amount of money available to local students to further their education once they have graduated from Fremont High School. The foundation demonstrates this community’s commitment to its young people.

The Fremont Dollars for Scholars Scholarship Foundation is an affiliate of the national Citizen’s Scholarship Foundation of America. All contributions are tax-deductible.

Currently, the Foundation has assets of over $250,000 with expected annual cash awards from $12,000 to $28,000.

Need for scholarships Rising costs are closing doors to higher education for students in the community. There just isn’t enough funding available for students who wish to continue their education upon graduating from Fremont High School.

The number of students applying for State and Federal student aid has increased substantially in the past few years. Unfortunately, the amount of student aid dollars has not increased while tuition costs continue to rise. The number of students seeking aid simply exceeds the amount of funds available.

Who may apply?

Any graduating senior of Fremont High School is eligible for a financial award. Students need not be in the top

ten percent of their class to qualify. All students are eligible. The Foundation believes any determined student has a right to continue his/her education after graduation. Scholarship awards may be used for vocational, technical, or two or four year college programs. You are eligible for a cash award simply by graduating from Fremont High School and continuing your education at a post-secondary institution.

How are scholarships awarded?

While attending Fremont High School, each student has the opportunity to accumulate cash amounts that are awarded to the student once he/she enrolls in a post-secondary institution to further their education or training.

The student must enroll in another institution in the summer or fall immediately following their graduation. Once a payment has been made to this institution, the Foundation will reimburse the student up to the amount the student has earned.

Awards are not based on subjective comparisons; the student earns money based on his/her own merit and efforts while in attendance at Fremont High School. Students begin to accumulate money from their first day of enrollment at Fremont High School through their graduation. Each year of not more than one absence is worth $100. Four years of meeting this attendance requirement can earn a student $400.

each semester grade receives $5. (A student who takes four classes each quarter, obtaining all A’s, can earn $640.) An Academic Honors Diploma can earn a student an additional $100.

A student’s maximum award can equal $1,140. Awards are one-time awards and are currently not renewable due to our limited resources. As our assets increase, our goal is to increase the amount awarded for each item described previously.

How are funds provided?

Funds are raised through donations by individuals, clubs, organizations, other foundations, families, estate bequeaths and businesses/companies. All contributions, regardless of size, are important.

We have received contributions ranging in size from $100 to $50,000.

Please remember: ALL CONTRIBUTIONS ARE TAX DEDUCTIBLE.

How are contributors recognized?

A separate display case has been established in the high school to recognize contributors to this program.

Donations of $100 have their name engraved on a large plaque as do those who donate $500 (on a separate plaque).

Amounts of $1,000 or more receive separate, individual plaques acknowledging the donation. The size of the plaque varies with the amount of the donation. The larger the amount, the larger the plaque.

These plaques will be on permanent display in the building for all to see and will remain as a memorial for posterity.

How much has been awarded?

In the 13 years of this group’s existence, more than $260,000 has been awarded to more than 615 students.

Historical Society Cemetery Walk July 8th at 1 PM

In 2006, a small group gathered in the home of Ron and Leta Sullins to discuss the importance of organizing a historical group to preserve, promote, and display many significant facts, stories, events, and architecture honoring the forefathers and mothers of Fremont and the surrounding area. One of the most popular events organized by this group has been a yearly “Cemetery Walk”, usually held in the fall to honor the ancestors buried in surrounding cemeteries. In July 2017 as part of the Music Fest XXIII, the Cemetery Walk is returning to the Old Fremont Cemetery and will be held on the weekend of July 7 and 8, 2017. A horse drawn wagon will be available for all those who would like to ride to the cemetery for the event on Saturday, July 8, 2017.

This year, former sextons or keepers of the cemetery, will be honored among others. Generally, a sexton is an officer of a church, congregation, or synagogue charged with the maintenance of its buildings and or surrounding graveyard. Historically, in North America and the United

Kingdom, the sexton was sometimes a minor municipal official responsible for overseeing the Town graveyard.

In the United Kingdom, the position still exists today, related to management of the community’s graveyard and the sexton is employed by the Town or Community Council. Among the traditional duties of the sexton in small parishes was the digging of the graves – the gravedigger in Hamlet refers to himself as a sexton, for example. In modern times, the grave digging duties is usually done by an outside contractor.

Four of the past “keepers” or sextons of the Old Fremont Cemetery to be honored this year include Janet Foster Hankes, Roy Crandall, Leonard Monn and Leonard’s father, William (Bill) Monn. A great deal of work goes into this service to the community and a great deal of it is also voluntary. One individual mentioned here particularly gave of her time and energy above and beyond the management of the position. Did you know that before the Fremont American Legion erected a light for

the American flag that flies proudly at the Old Fremont Cemetery that Janet Foster Hankes would go down each morning and raise the flag? At night, she would return and take it down and if inclement weather occurred during the day, she would go back and take the flag down. She picked up trash and debris that was found, bits of plastic, paper, artificial flowers, and leaves. If there had been a particularly bad storm and some of the decorations had blown off specific graves, Janet would find it and replace it in the original urn or site. Old decorations were discarded with time, graves were trimmed and the grass cut as needed.

Janet’s devotion to this position was one she held as a privilege, she honored the dead. One does not think much of what a sexton or keeper does, it is one of those jobs that goes unnoticed, never mentioned. Here, we like to remember and thank those who have gone before.

The Memory Tree

The Memory Tree is a program created to help provide funds to plant trees in the Fremont community in honor and memory of loved ones.

These trees will be planted annually in the Town of Fremont.

The program came about due to

the combined efforts of the Fremont Area Chamber of Commerce, the Fremont High School Environmental Club, the Fremont Kids League, the Fremont Public Library and the Town of Fremont, which combined efforts on a fundraiser in 2008 “Think

Fremont First” which featured the sale of reusable shopping bags made of recycled tires, a commemorative T-shirt, compact fluorescent light bulb, and community calendar. In 2009, the E-Club sold a community calendar, flowers, and stuffed animals to raise funds to offset the costs of the trees. Thirty-eight trees were planted in April 2009 and Town Park property was beautified as part of the Arbor Day 2009 event.
