Farm Days. This year’s event will run the weekend of August 17 and 18, 2019. Last year’s event continued to break records with

REEVE’S MESSAGE We weathered a cold winter, but I think it’s safe to say that spring has sprung. Fortunately, we seem to have made it through flood season with minimal damage to our road system. If you do spot any issues with our roads, please contact our Operations Department, 403-4435541. Kneehill County staff are gearing up for a busy summer. Shoulder pulls are nearly completed, with the Sharples Road re-build and Linden area micro-surfacing to follow. Ag Services staff will be mowing and spraying throughout the County, and conducting annual Clubroot inspections over the summer. Preparations for the Churchill WSA Rehabilitation Project are underway, with construction slated to begin in September of 2019. Council has been
the breathtaking views of Horseshoe Canyon. I can’t wait to see what they’re cooking up this year.
We’re looking forward to a summer of rainfall and a terrific growing season for our farmers. Not sure what a normal

Tax Bylaw 1787: Increase in Mill Rates In recent years, Kneehill County has seen an unprecedented amount of uncollectable linear and non-residential taxes. To ensure a balanced budget for 2019, and to minimize the impact of this loss of revenue on the level of service offered to our residents, Kneehill County Council approved a slight increase in Farmland and Residential Mill Rates. These rates have not been raised in over ten years. Tax Bylaw 1787 was passed at the April 23, 2019 Council Meeting, with the following increases to mill rate: New mill rate for farmland = 0.007524000 •� With these new rates, an average quartersection of farmland will see an approximate increase of $26 per year. New mill rate for residential = 0.002887879 •� Residential properties will see an approximate increase of (per year): $8.40, on an assessed value of $100,000 $21.00, on an assessed value of $250,000 $29.40, on an assessed value of $350,000 $42.00, on an assessed value of $500,000 $63.00, on an assessed value of $750,000
(including education and other taxes) 2018 average assessment $111,853 x .005561358 (old rate)= $622.05 2019 average assessment $113,120 x .005594523 (new rate)= $632.85
On average, a 2019 residential acreage will see a total tax bill increase of $87.00 per year: (including education and other taxes) 2018 average assessment $345,968 x .005781358 (old rate) = $2,000.16 2019 average assessment $358,975 x .005814523 (new rate) = $2,087.27 For a hamlet residence a total tax bill increase of $10.80 per year:
Education Property Tax Every year the province calculates, based on assessment value, the amount each municipality must contribute towards the public education system. Municipalities collect the education property tax from ratepayers, and then forward it to the Province for deposit into the Alberta School Foundation Fund. Your education property tax amount, or “school tax”, can be found on your Kneehill County Combined Tax and Assessment Notice. This amount is included in the total amount of taxes owed. Your taxes are due in full on or before October 31, 2019. If they are not paid, there will be a 2% penalty added to all outstanding amounts on November 1st and on the 1st of each month going forward (Tax Penalty Bylaw #1680). Tax rates are set by Council each year at the budget meeting. Council must approve a balanced budget and revenues are collected through taxes, user fees and grants. The County provides a Tax Installment Payment Program which allows for monthly balanced payments to be withdrawn directly from your account on the last day of each month. This program runs from January – December each year. AGRICULTURAL SERVICES At the May 14, 2019, Council meeting,

Roadside Spraying In order to prevent encroachment of grass and weed species on gravel, Agriculture Services will be performing a gravel recovery program from early May until project completion. Two spray trucks will spray a non-selective residual herbicide on a 2-ft surface-to-shoulder span
on all Kneehill County gravel roads. The annual roadside right-of-way spraying will commence upon completion of the gravel recovery program and will cover the northern third of the County, from Township 32-4 to 35-0. Two spray trucks will utilize a selective broadleaf residual
herbicide in order to control invasive weed species in County ditches. In compliance with policy, herbicide application will cease 30 metres before and resume 30 metres after all yard sites. A 1-meter buffer will also be left between the application area and private land or “headlands”.

recently completed his three-year term as an Agricultural Service Board Producer Member. The Kneehill County ASB was formed shortly after the ASB Act was passed into Provincial law in 1945. The ASB looks after enforcement
of the Weed Control Act, The Soil Conservation Act, The Agricultural Pests Act, and assists as requested with The Animal Health Act. The Board also reviews, develops, and recommends to Council on agricultural

Clubroot is a soil borne disease which affects all plants within the Mustard (Brassicae) family, whether within crop, forage mixes or gardens, and includes plants such as canola, broccoli, turnip, kale, stinkweed, and many others. With the growing season underway, here are some things to consider this year now that Clubroot has been confirmed in the County: • Clean and remove soil and debris prior to moving between fields, sanitizing equipment is highly recommended. • Enter and exit at different points of the field. • Use Clubroot resistant varieties.
• Develop and implement a 1 in 4 rotational strategy. • Under the Agricultural Pest Act, it is the landowner/occupants responsibility to protect their lands against the spread and establishment of pests such as Clubroot. • Look into where plants, soil, equipment and vehicles are from when coming to your lands and whether they pose a risk of spread and/or if they follow Clubroot protocols.

Clubroot The Kneehill County ASB will be completing its annual Clubroot inspections again over the summer, and will continue to follow the Provincial Clubroot Inspection Protocol. While mandated to enforce the Agricultural Pest Act, another role of the ASB is to help prevent the spread of Clubroot, and to work with those affected by the disease so they can continue to be profitable in their operations.
Kneehill County has a trained EFP Technician to aid in completing your Environmental Farm Plan. What is an Environmental Farm Plan (EFP)? An Environmental Farm Plan is a personal risk assessment tool which aids agriculture producers in identifying best management practices to improve the long term sustainability of their farm. Completing an Environmental Farm Plan can increase awareness of alternative management practices, qualify farms for funding opportunities via the Canadian Agriculture Partnership Program, and increase market access via improved social license and public perception. Who should complete an Environmental Farm Plan? Any agricultural producer interesting in improving their operation’s sustainability and the public perception of their farm and industry. Churchill Water System Rehabilitation Project
Current Residential Connections �• All residences currently connected to the Churchill Water system will be subject to some degree of alterations to their connection. �• All residence services will be retrofitted with a flow restrictor and a pressure regulator. �• Residences that are currently connected to a waterline that has been determined to be re-aligned or resized will result in their service being reconnected to the new line. �• The current source of water will not change. The current source of water is treated at the Town of Drumheller water treatment plant.
Reservoir & Pump House �• The reservoir and pump house will be located at SW 28-28-20 W4. �• The reservoir will have a capacity of 650 m3 . �• The pump house will incorporate multiple pumps to ensure consistent flow. An onsite natural gas generator will reduce disruption to your service during times of power outages. �• The pump house site will include a bulk water station to allow users 24 hour access to potable water. Potential New Connections �• Following the completion of the rehabilitation project, residents considered adjacent (within 100 meters) of an installed water line, may submit a water model application and relevant fee to the County. If the water model returns that the connection is viable for your property, you may continue the process by remitting the riser fee.

• The riser fee will include a connection to the waterline, the installation of a meter lift pit and curb stop at or close to the property line. The remainder of the installation from the meter lift pit and curb stop will be the responsibility of the landowner and cover all associated costs. Once the install is complete, a utility account would then be opened. Project Details �• This rehabilitation project is intended to pro-vide a consistent, reliable water service to all users in this area. In comparison to our other rural systems, our target potential is 4 imperial gallons per minute (igpm) at 40 psi. • The current system is unreliable for many, as it was designed for only 27residential users, including the use of personal cisterns and restricted flow of 1 igpm. This project includes a re-engineered system, increasing the number and size of some waterlines, re-aligning some of the waterlines, construction of a reservoir and pump house, including a bulk fill station. With time and use, the surface material of the road gets spread out onto the roadside (shoulders) until the crown of the road is essentially squished out from the center to the sides. The shoulder pull maintenance brings the material back onto the main road surface and returns the road to its proper state, reducing road rebuilds, repairs on trouble areas, regraveling costs, and grader passes.

Kneehill County has also implemented a Road Inspector to track these permits and agreements, and to inspect any damage to the roads made by industry.
