Your Draft Budget Budget 2021/22 Council has been working hard to develop a Draft 2021/22 Budget that continues to build an inclusive, connected Kingston community.

Community helps shape the future of Kingston Council is working closely with our community to develop a brand new Community Vision and key guiding plans. Over the past few months a representative panel of community members has been using feedback from the community, along with other data, to develop the new Community Vision and provide key advice on strategic guiding plans, including our Council Plan. When they are done, the Community Panel will present the new Community Vision to Councillors for adoption. While the Community Vision is being developed by the panel on behalf of the community, there will be an opportunity to have your say on the draft guiding plans before they are adopted. Be sure to join the mailing

Kingston’s new Aquatic Facility Plan moves forward A new aquatics and leisure centre is one step closer for the Kingston community, with Council adopting the Aquatic Facility Plan. The plan provides for a new ‘district level’ aquatic and leisure centre in Kingston with expanded facilities to meet community needs for activities such as warm water exercise and improved learn-toswim programming. Investigations into potential sites for the new aquatic centre are underway and Council is working with consultants to further review a range of sites narrowed down from 182 sites initially identified. The new Aquatic Facility Plan became a priority when the Don Tatnell Leisure Centre permanently closed in early 2020 due to major structural issues. Outdoor dining in Kingston
It has been incredible to see our streets and footpaths come alive with people enjoying the outdoor dining on offer in Kingston. Council’s outdoor dining options were established to support local hospitality businesses to create and expand outdoor dining options to allow for social distancing.
Outdoor dining options included: • Footpath trading • Expanded footpath trading • Parklets • Outdoor dining pop-ups • Expanded outdoor dining Permits for parklets, outdoor dining pop-ups and expanded outdoor dining are due to expire on 30 June.

International Women's Day Celebrations
Nominees and winners of the 2021 Kingston Woman of the Year Award.
Outstanding local women celebrated Local volunteer Simone Hardham was honoured to receive Kingston's 2021 annual Woman of the Year Award, at Council's International Women's Day event in March. Simone, who runs the not-forprofit organisation Mindful Makings, has dedicated much of her life to supporting the community, particularly in the area of mental health, through volunteering and campaigning. She does this while juggling being a mum, working fulltime and acting as the president of a local neighbourhood centre. The annual event, now in its third year, celebrates remarkable women across the City of Kingston. This year there were 24 outstanding nominees, making it hard for judges to select just one recipient.
In addition to the Kingston Woman of the Year Awards, Kingston's 2021 International Women's Day (IWD) event was a celebration of the Arts and culture: with performances from Indigenous Outreach Projects and Melbourne Djembe Group. It also included an inspirational address from Keynote Speaker Mariam Issa, co-founder of RAW (Resilient Aspiring Women) and Space 2b. The theme of the year's IWD was 'a challenged world is an alert world'. Audience members and the community were urged to challenge and call-out gender bias and inequality.
Councillors also presented three 'Honourable Mentions' to: • Megan King, a single mum who created a local group for the carers of children with special needs. • Vanessa Heredia, who established the Chelsea Community Christmas lunch, to bring hope and love to so many who are alone. • Arna O'Connell, who both manages and works as a volunteer at the Cheltenham Community Centre. Addressing homelessness a key priority for Council Escalating housing costs relative to incomes are resulting in increased levels of rental stress, mortgage stress, displacement and homelessness. This trend has prompted Council to explore ways to increase the supply of social and affordable housing within Kingston. Last year Councillors voted to adopt a Social and Affordable Housing Strategy to highlight Council’s commitments to
addressing the urgent housing and homelessness issue. The Strategy sets out a range of actions that Council will pursue to assist households in Kingston affected by lack of affordable accommodation, and facilitates an increase in the supply of social and affordable housing in Kingston. Kingston has also joined a collective of 13 Melbourne councils to adopt the Regional Local Government Homelessness & Social Housing Charter 2020. The charter prioritises three regional commitments that the alliance of councils will act on, including: • Work in partnership with federal and state government, public and private sector partners
in a coordinated approach to deliver meaningful outcomes to increase the provision of social housing and respond to homelessness in East and South East Melbourne • Scope land within each Local Government Area (LGA) that has the potential to be re-purposed for adaptable housing needs • Advocate together for inclusive housing growth including mandatory inclusionary zoning. As part of its focus on addressing homelessness, Council has recently supported planning permits for developments in Clarinda and Cheltenham that include social and affordable housing.
NAIDOC Week, 4–11 July NAIDOC Week is held annually to celebrate the history, culture and achievements of Aboriginal and Torres Strait Islander peoples. And this year there'll be no shortage of opportunities to get involved. The Derrimut Weelam Gathering Place will host the following events: • A flag-raising ceremony at 11am on Monday 5 July, to commence the week's local celebrations. This will be followed by morning tea. Everyone is welcome to attend.
During the week, Kingston Libraries' storytime sessions will celebrate NAIDOC Week by reading books written/illustrated by indigenous authors or artists. Visit kingston.vic.gov.au/library/ Home for more information. Kingston Arts will be hosting a special NAIDOC Week event with Isaiah Firebrace, who shot to
stardom in 2016, when he won the eighth season of X-Factor Australia and released his number one single 'It's Gotta By You'. Supporting connections in Kingston Die-hard Bulldogs fan, 91-year-old Nancy Stephenson is making the most of 2021. Although the year has brought some challenges, her beloved football team is doing well on the field and she is enjoying getting out and about again after months of COVID-19 lockdowns. Nancy loves using the City of Kingston’s free bus pick-up and drop-off service, which she says makes it possible for people who’d otherwise be housebound with a disability or frailty, to have a rewarding social life. Nancy rates trips to the Yarra Valley and Flemington Race Course among her favourite outings. The Cheltenham resident also uses technology to connect with others and regularly participates in AccessCare’s free Zoom workshops and sessions, which range from online armchair exercise classes, to wildlife documentary screenings… when they don’t conflict with lunch outings and coffee dates, that is. This lifestyle, which combines ‘real life’ social outings with online meetings, is becoming a new norm for Kingston’s seniors who are interested in tapping in to Council’s free aged care services, provided through its AccessCare program.
Libraries to further support bridging any gaps for those interested in using technology. The classes are designed to help our multicultural community and seniors feel comfortable using smart phones, iPads and other technology as well as accessing various digital platforms. Our first series of Digital Literacy classes earlier this year were quickly booked out and Council is planning more classes in the coming months. The program aims to give everyone the confidence and skills to join online events and activities whether it’s video calling friends and family, joining an online book club, listening to music or accessing government services. Participants also learn about cyber safety and how to check in with a QR code for COVID safety among other things. Helping locals get mobile again A new initiative is helping local residents with mobility issues get on the move again, thanks to a partnership between Kingston Council and the Rotary Club of Chelsea. Supported by local Chelsea businesses the Rotary Wheels 4 You project supplies mobility
Be part of our new pen pal project We’re looking for letter writers and letter-receivers to be a part of our Letterbox Project. Kingston is the first local Council to sign up for the innovative letter-writing project that links people together through handwritten letters and aims to reduce social isolation and loneliness. Residents can either nominate themselves as a letter-writer or a letter-receiver for another registered participant living in their community. The program Kingston is running in partnership with Connect AU, looks at fostering a sense of community connection, with local volunteers matched with residents.
Door-to-library service Did you know Council also runs Community Bus library visits? This wonderful doorto-library service is delivered by AccessCare and the Home Library Service. Kingston's Community Bus visits our three main branch libraries Parkdale (Mondays 9.30-10.30am), Chelsea (Wednesdays 1-2pm) and Cheltenham (Thursdays 9.30-10.30am). Major boost to local sports
Sport is growing in Kingston thanks to booming participation numbers and our growing population. Kingston Council is now in the middle of a construction blitz: fulfilling its long-term commitment to upgrade sporting facilities to meet increased demand and offer improved female-friendly facilities. Here’s what’s been happening: In April, works to construct a new pavilion, a junior AFL/Cricket Oval training field, playground and sports lighting, kicked off at Chadwick Reserve in Dingley Village. The site is used by two local sporting clubs, the Dingley Dingoes and the Dingley Cricket Club, which have experienced strong growth over recent years and now have more than 1,000 players.

Council has completed a new two-storey pavilion at Roy Dore Reserve in Carrum. It's part of a $9 million project to upgrade the sporting precinct which will be home to a host of sporting and community groups.

Mentone Life Saving Club
A major redevelopment of the Mentone Life Saving Club and Precinct is due to get underway in June thanks to a partnership between Kingston Council and the Victorian Government. The project will see the existing club transformed into a state-ofthe-art facility with a new roof top viewing deck, Changing Places facility and improved accessibility ensuring everyone can enjoy the Mentone foreshore.

Works on the $2.9 million rebuild of Parkdale Yacht Club have recently been completed. The building, funded by Kingston Council with a $100,000 contribution by the yacht club, was designed in consultation with the club and community groups and will also be used by the Kingston District Girl Guides and Beach Patrol Australia. The new building has been created with a modern design to maximise use of the space. It features improved accessibility and increased storage space.

Council will work closely with the Aspendale Life Saving Club to progress plans for the redevelopment of the Aspendale Life Saving Club, following the outcome of a hearing at the Victorian Civil and Administrative Tribunal (VCAT). The project received funding from the Victorian Government to redevelop the site.

Le Page Sports Pavilion Work is underway on the $625,000 upgrade to the sports pavilion at Le Page Park in Cheltenham. With the help of a State Government Grant of $125,000, local football and cricket clubs will soon have access to new female-friendly changing facilities. Included in the refurbishment will be new kitchen facilities as well as additional windows that will allow more natural light into the building. Council will improve accessibility at the site to ensure that all members of our community, including those with a disability, are able to participate, spectate and socialise at the popular sporting venue.
Council is continuing its investment at Aspendale Gardens sports ground. Stage One works to create the sporting fields and provide car parking are complete and Council is commencing works on Stage Two: the construction of a new pavilion and landscaping improvements.

What an amazing autumn we have had, so many spiritual and religious holidays to celebrate! To all who celebrated these festivals, Chag Sameach, Happy Easter, Happy Holi, Ramadan Kareem, and to Orthodox Christians such as myself who celebrated Easter in early May, Χριστός ἀνέστη - Christ is Risen! We are incredibly fortunate that life is slowly returning to "normal", although COVID-19 is a reality that we are living with, Australia is in a great place. We can safely enjoy our lives together with our friends and family. The great news is most, if not all, of Council’s services have resumed. Recognition of first Australians is an issue that is incredibly important to this Council. Whilst we are starting to work on our next Reconciliation Action Plan, collaboration and consultation with our local traditional owners, and all Aboriginal and Torres Strait islanders who call Kingston home, is paramount. Council has also consulted on our Climate and Ecological Emergency Response Plan, as we work towards zero emissions by 2030. This is an important part of responding to Council’s declaration of a climate emergency. Around 1,930 jurisdictions in 34 countries have declared a climate emergency, representing over 826 million people. Recently we also asked for community input on the 2021 Kingston Green Wedge Management Plan. This important plan focuses on the prioritisation of open rural landscapes, active and passive recreation, delivered through the realisation of the Sandbelt Open Space - Chain of Parks strategy, and the preservation and strengthening of the agricultural and horticultural industries in Kingston.

With Winter upon us community sports seasons are now well underway, and I have had the opportunity to go and watch our local hockey, netball, football and soccer teams across the city and celebrated the opening of new netball courts in Regents Park. Green Wedge Council recently asked for feedback on our updated Green Wedge Management Plan, in it we strongly reinforced our position that we need a new location for the Suburban Rail Loop train stabling yards that isn’t on earmarked core parkland in our Green Wedge. A lot has changed since our last plan, including construction of the Dingley Bypass and Mordialloc Freeway and significant progress on the Chain-of-Parks with the nearly ready Elder Street South Reserve. Transforming Moorabbin I met with our traders and facilitated our first Moorabbin Junctions Traders meeting. This area of Kingston has so much potential and is changing rapidly. If you haven’t been in a while, visit Moorabbin’s fabulous hairdressers, cafes and bars. To borrow one of our traders mottos; Moorabbin really is the Gateway into Kingston. I am excited to see its transformation. Southern Area Concert Band Finally, I’d like to say a huge congratulations to the Southern Area Concert Band which is celebrating its 50th anniversary this year. The wonderful community-based ensemble has been entertaining us all with fantastic music since 1971. Kingston Council is very proud to support the SACB and its many talented musicians. Keep up the great music!
Draft Green Wedge Management Plan We are so lucky in Chicquita Ward to have Kingston’s Green Wedge right on our doorstep. The transformation of former landfill sites into parklands and open space is something residents across Kingston value immensely. Council recently updated our Green Wedge Management Plan to better protect our Green Wedge from inappropriate uses and make recommendations for how the land should be used in the future. Thank you to everyone who provided feedback on our draft plan. Moorabbin Airport Draft 2021 Master Plan Another very important consultation that we are urging the community to share their feedback on is Moorabbin Airport’s Preliminary Draft 2021 Master Plan. It sets out the future planning for the airport for the next 20 years and it is crucial adjacent landowners and airport-based businesses take a look at the draft Master Plan proposed by Moorabbin Airport and have their say. You can download it for free at moorabbinairport.com.au/ about-us/planning. Public comment closes on Monday 12 July and then the draft masterplan will be submitted to the Commonwealth Minister for approval. I urge you to have a read and provide your feedback before it’s too late. It’s been a busy few months at Council but how lovely was it to be able to come together again and watch a movie with our families and friends at Council’s first outdoor cinema event. It is wonderful that we can start hosting events and exhibitions again. I hope to see you all out and about enjoying our fantastic city.

Welcome to our Interim CEO I’d like to welcome our new Interim CEO, Tim Tamlin. Tim recently joined me for a tour of Longbeach Ward to see all the works currently progressing in and around Chelsea, to visit our Council facilities, and to understand all the issues that are currently facing Longbeach Ward residents. I look forward to working with Tim to achieve our community’s vision for Kingston. Traffic and Parking around Chelsea I’ve heard a lot of feedback from residents about traffic issues through local streets in Chelsea as a result of the LXRP and Mordialloc Freeway works. This has been causing some huge safety issues for motorists and pedestrians, particularly school students. At our March Council meeting, Council voted to support my motion to receive a report into developing a local area traffic management plan for the area contained within Thames Promenade, Station Street, Glenola Road, and Scotch Parade. Council will look at traffic and safety measures such as roundabouts, speed reductions, pedestrian crossings, and traffic lights to ensure that the area is safer for road users and pedestrians. Congratulations to our outgoing Junior Mayor A huge congratulations to our outgoing Junior Mayor, Jack O’Connor. While Jack’s term was a little unusual due to COVID he has been a fantastic representative in our community. From opening community facilities to welcoming our newest citizens at citizenship ceremonies, Jack was always there with a huge smile. I’m sure we’ll be hearing great things about Jack in the future. Congratulations Jack!

The City of Kingston is deeply saddened by recent tragic events which saw the passing of a local resident who lost their life in a home fire-related incident. With winter upon us and many heaters being used overnight, this devastating event is a reminder to everyone to make sure you fire-proof your home. There are various safety precautions we can all take to fire-proof our home, from installing working fire alarms, to regularly changing the batteries, preparing a fire escape plan for your family, turning off and taking care of electrical equipment in the home. Kingston Council has teamed up with the City of Greater Dandenong, City of Frankston and Mornington Peninsula Shire to provide residents with fire prevention and planning tools. Aspendale Gardens Sports Ground As the Yammerbook Ward Councillor, I am delighted to see that Council is continuing its investment at Aspendale Gardens Sports Ground on Kerr Crescent. Council is now preparing for Stage Two works: the construction of a new pavilion and landscaping improvements.
Regents Park Netball Courts After more than 7 years in the making the Edithvale Aspendale Netball club finally played their first home game at Regents Park on their brand-new netball courts. It was fitting that Council was able to celebrate together and officially open the new courts after the opening was delayed due to COVID. A huge congratulations to Helen Hollis for her tireless advocacy in making these courts a reality for the woman at the Edithvale Aspendale Netball Club, they finally have a place to call home! 19 Tarella Road – New Park Coming Towards the end of 2021 Council will be opening our newest park in Tarella Road Chelsea. The site was saved from development after Council acquired the site in late 2020 and is filled with incredible native vegetation. Council recently submitted a rezoning proposal to rezone the land from residential zoning to a public park zone and will shortly commence works to make it suitable for public use. I look forward to sharing more details on the opening of this new park over the coming months. Dingley Village is in the centre of a major revamp, with building works underway at Chadwick Reserve and a review of a recent consultation for stage two works at Dingley Village, now underway. Dingley revamp In recent months, Council completed major improvement works at the Dingley Village Library and Harold Box Hall to deliver fantastic new community facilities. And we are now getting close to commencing works on Stage Two, to reconstruct the Neighbourhood Centre and build maternal and child health consultation suites, community meeting rooms, an outdoor play space with a basketball half-court, car park reconstruction and spaces suitable for sessional kindergarten, occasional care and playgroup. Thank you to everyone who took part in our community consultation, both online and those who attended the face-to-face information sessions in May. Your feedback is valuable and has helped to direct us in the delivery of this project. Chadwick Reserve sod turn Over the last few months, Council works have been underway to build a new pavilion, a junior AFL/Cricket Oval training field, playground and sports lighting at Chadwick Reserve in Dingley Village. The popular site is used for local cricket and football. Council’s works aim to meet future demand and make the site accessible for female players.

Recently I, and other Councillors, were fortunate enough to have the opportunity to represent the City of Kingston at this year’s ANZAC Day services at the Mentone RSL. Reflecting back on this great event, I couldn’t help but think about how much has changed since this time a year ago, when services were cancelled nation-wide and people instead took to their driveways to honour our veterans past and present. Both my Nan and Grandad served in the Second World War, my Nan in the Air Force and my Grandad in the Army in the Middle East. He was a Rat of Tobruk and would ultimately return to Australia to serve out the war on home soil. Every year for many decades my Grandad marched with his mates, he loved everything ANZAC Day stands for and I can therefore only imagine how shocked he would have been by last year’s COVID-19 restrictions, if he was still alive. ANZAC Day is always a timely reminder of the sacrifices made by our military personnel. Every year we reflect on how lucky we are here in Australia. And after such a challenging 2020, this perhaps has never been so true as this year, with services able to be held again. It was fantastic that people could come together and commemorate the men and women who served our nation and I was grateful to be joined by my Mum and Dad and have the opportunity to wear my Grandad's medals at the Mentone RSL service.
It has been a busy few months at Council but that has meant we have been able to give the green light to many new exciting and important projects across Kingston, and in Melaleuca Ward in particular. Improving accessibility - Very soon we’ll start work on the installation of a Changing Places accessible toilet facility at Peter Scullin Reserve. We have also approved the upgrade and replacement of the boating gangways and pontoons at the Mordialloc Boat Ramp at George Woods Reserve. The works will improve access for people with limited mobility to boating facilities in Mordialloc. New playground - We’re also building a new playground at Peter Scullin Reserve as part of major improvements planned for the popular foreshore area. Thanks to all of you who provided feedback about how you’d like to see the space enhanced. We’ll use your ideas to develop a plan for future improvements in this precinct. I'm also still continuing to advocate for upgrades to Parkdale Library to accommodate the growing number of families in our community. Update on new aquatic facility - I know many of you are keen to know Council’s plans for a new aquatic facility after the closure of the Don Tatnell Leisure Centre. I am pleased to say we are one step closer with Council adopting the Aquatic Facility Plan. The plan provides for a new ‘district’ level aquatic and leisure facility in Kingston and initial investigation into potential sites is now underway. Hello Highett and Cheltenham! What a busy couple of months and some highlights for me include: • Chairing the Cheltenham Community Centre Board election at their AGM. This is a truly wonderful organisation with hard-working staff and volunteers. • Our outdoor cinema event at Sir William Fry: a free, family-friendly event bringing our community together with lots of laughter and even dancing! • Highett RSL dawn service was deeply moving as was morning tea with residents at Vasey RSL. • The Artz Blitz awards held in March featured some truly outstanding pieces of art by our residents. • Celebrating Bendigo Bank Highett Community Branch’s 20th birthday. I was honoured to sit on the Heimann Memorial Award panel - congratulations to Yvonne Octigan! • Reopening Highett library with some lovely refurbishments - reading is so important. • Saying goodbye to Highett kindergarten: watch this space and we will need your input. I have been busy serving on a number of Committees: the Arts and Cultural Advisory Committee, the Association of Bayside Municipalities and the Access and Equity Committee. I have also been lobbying and advocating for your views to be heard with the Suburban Rail Loop Authority. Councillors have been meeting to discuss and agree to our Council Plan for the next three and half years and I look forward to sharing this with you. Hello Patterson Lakes, Carrum and Bonbeach residents, since election I’ve raised several motions in the chamber, 600+ vandalism/maintenance requests along with 100+ councillor requests. I voted against the draft budget and rate increase. #backtobasics. Summary: my seventh motion, seeks to engage organisations to fund the redevelopment of Carrum food-bank service, Pantry 5000 while their funding agreement subject to a vote is expected to increase to $15,148. The main Roy Dore Reserve (Carrum) pavilion is open, with two new netball courts expected to join this sporting precinct, as plans for new tennis synthetic and hard courts also progress. As an arts committee member, my discussion paper for a Patterson River sculpture trail has generated interest, and a state application for street art in Carrum mitigating vandalism awaits an outcome. Landscape architects are evaluating Kananook Creek, while a Beauty Spot park plan is anticipated for 2022, and improved river access in Carrum is being discussed with responsible state authorities. Workshops and meetings with commerce have progressed for Carrum/Bonbeach and Patterson Lakes (PL) to attract investment and establish associations. The PL beach maintenance agreement is under review while PL Community Centre programming is refined. Cornish College’s proposed 4-court stadium could house our local association, while requests of Greater Dandenong council for a regional Riverend Rd pedestrian path progress. National recognition Congratulations to Roxanne Caruana - who was selected as the Victoria/Tasmania Family Day Care Coordinator of the Year, at a national award for excellence. Roxanne, who has worked for Kingston for 34 years, has been recognised for her outstanding accomplishments in the field.

Kingston’s parks and open spaces are home to a beautiful array of wildlife. When we landscape a park or reserve, careful thought is put into the local ecosystem. Our birds, ducks and small animals have everything they need.
Residents are encouraged to keep up the good work and continue to recycle. Recently, several other councils reported spending nearly $3 million a year to remove illegally dumped rubbish.
Kingston's outdoor cinema series was held in April, and while the weather could have been a little warmer, almost 4,000 people attended across eight nights! All ticket holders were given the opportunity to provide feedback and there was overwhelming community support and appreciation of the event.
Please don’t feed the local wildlife when visiting, as it can disturb habits, make them unwell and spread disease. It can also encourage dependence on and aggressive behaviour towards humans. Investing in accessibility Changing Places facilities Council is always looking at ways to improve our local parks and the facilities we offer locals and visitors to Kingston who want to enjoy our stunning foreshore, facilities and other open spaces Council is preparing to start work on the installation of a Changing Places accessible toilet facility at Peter Scullin Reserve. Changing Places facilities are larger than standard accessible toilets and have extra features including an adult changing table, shower, wallmounted privacy screen and hoist. The Changing Places accessible toilet will be the third installed in the City of Kingston, with others available at: • Bicentennial Park, Chelsea • Riding for the Disabled in Moorabbin.
The new facility at Peter Scullin Reserve will cost just over $1 million and will feature an art-deco design in line with the existing structures in the reserve and reflecting the foreshore area. It will also incorporate environmentallysustainable design features. YourGround aims to gather perceptions of safety in public space from people who live, work and visit the area by allowing users to anonymously drop a pin to share an experience while out for leisure, sport, exercise or play. Kingston is working in partnership with Monash University’s XYX Lab, CrowdSpot and councils across Victoria to roll out the research which will run for three months. Results will be used to help councils better design public places by highlighting areas where investment is needed, and areas that are functioning well. Council rejects proposed stabling yard site Council has been working with the community to urge on the State Government to find an alternative site for the Suburban Rail Loop stabling yards. The Delta site in Heatherton which the Victorian Government, and Suburban Rail Loop, has earmarked for stabling yards is located in the heart of Kingston’s Green Wedge and was long identified as core parkland for Kingston’s decadeslong Chain of Parks Project. In February Councillors unanimously voted to ‘absolutely reject’ the stabling yards plan. Council has also written to key ministers and the Suburban Rail Loop Authority to express the city’s disappointment and request more formal engagement about planned projects which impact upon our community. Council is now calling on the Victorian Government to deliver its 2018 election promise, to invest in the delivery of Kingston’s Chain of Parks project – which will create linked open spaces for the
community to enjoy, all the way from Karkarook Park to Braeside Park.
