Mayoral elections Cr Steve Staikos has been re-elected Mayor of the City of Kingston for the next 12 months. Each year councillors vote to appoint a Mayor to represent our city. Cr Staikos was has served as a Kingston Councillor for 13 years and has been the Mayor on three previous occasions, in 2009-10, 2017-18 and 2020-2021. Wattle ward councillor Jenna Davey-Burns has been elected Deputy Mayor. 2022 will be a key time for Kingston Council as we support our community to recover from the impacts of COVID-19; and with a federal and state elections to be held.

Welcome Peter Bean Kingston recently welcomed new CEO Peter Bean, who served over a decade as a General Manager at the City of Melton. Peter has over 20 years’ experience in the public sector and is wellplaced to lead Kingston into the future. With an MBA, a Bachelor of Business (Local Government), and a Graduate Certificate in Local Government Management, Peter brings a wealth of learning and experience to the role.

Weed control Council will selectively use Glyphosate for weed control in low-risk, low traffic locations across Kingston. The World Health Organisation and research institutions have advised Glyphosate can continue

He brings expertise in major capital projects, finance, human resources, economic development, information technology and more. He has previously worked at several other Councils including the former City of Mordialloc. to be used safely in accordance with directions. Unfortunately, other weed management systems trialled in recent years have been ineffective, as reported by community members. However, we will continue to use hand-weeding and steam-weed control at playgrounds, childcare centres, preschools and maternal child health centres.

NEWS

Bold vision for Suburban Rail Loop sites Council has developed a bold new vision for two local sites impacted by the Victorian Government’s Suburban Rail Loop project. The Suburban Rail Loop has announced it will: • build a station and development sites at the Sir William Fry Reserve in Highett, opposite Southland, which could use around 40% of the park, and • use the Delta site in Heatherton for a train stabling yard.

We checked in with our community to find out your key priorities. This feedback has helped shape our vision. We’ve been meeting with the Suburban Rail Loop, Victorian Government and key industry figures to share our bold plan in an effort to influence the best possible outcome for our local community.

DELTA SITE HEATHERTON STABLING YARD Council opposes the Delta site being used for a train stabling yard. We want this space kept for the long-awaited Chain of Parks and dedicated to a regional sporting facility. However, if the project proceeds positive steps should be taken to minimise the negative impact on nearby homes and our Green Wedge. This could be achieved by the SRL building green roofs over the train line and maintenance yard to create attractive visual barriers - and making one of these (the maintenance yard roof) accessible public open space. We also want them to: • create a wetlands area in the north-east of the site for water management, and • retain Old Dandenong Road for traffic flow and pedestrian/cyclist access, and

Council wants to see the new project: • Integrate parkland with the station/development area to retain views and green space • Create better pedestrian connections with park, station, Southland precinct • Provide convenient pick-up and drop-off locations • Improve bus connections • Include additional station entries & underground connection from Southland precinct to the new SRL station • Create more open spaces including a market square and urban common • Provide additional on-street parking/loading

• Integrate our new concept plan for Sir William Fry featuring a new skate park, open space, reshaped lake, trees, paths, dog park and BBQs • Provide opportunities for community services such as a state-of-the-art library • Include a bus-friendly 'loop road' plus traffic lights at Nepean Highway/ Enright Street The new concept plan Council has created for Sir William Fry includes a bigger skate area, outdoor exercise equipment, green open spaces, a reshaped lake, more tree planting, a network of connected paths, dog parks and BBQs. Plus additional open space within the Highett Gasworks site and the potential for commercial, civic and mixed uses (i.e a regional library/ community facility) at the edge of Sir William Fry Reserve.

2022 ANNUAL COMMUNITY GRANTS We will be accepting submissions for Kingston's 2022 Community Grants from Monday 31 Jan 2022. Submissions close on midnight Thursday 31 March. kingston.vic.gov.au/communitygrants

Getting back to the Kingston we love Summer is here, and it’s wonderful that we can once again get out, enjoy our beautiful city and support local businesses. Get out with your dog If you want to take your pooch for a stroll, there are currently more than 30 off-leash areas around Kingston, six of which are fully fenced - and there are more in the works.

There are many open spaces in Kingston ideal for an outing with your pet.

Council has recently put the finishing touches on a joint-funded project to create a new fenced off-leash dog park with natureplay dog activity areas in Roy Dore Reserve, Carrum. This project is being supported by the Victorian Government, through the Local Parks Program. We have also recently consulted about a new 3000 sqm fenced dog off-leash park, with agility equipment, in Chadwick Reserve, Dingley Village. As part of the city's Urban Cooling Strategy this project will also include the planting of over 300 new trees in the area. It's important to always keep effective control of your dog. If they're having an 'off day' and aren't listening, it might be best to keep them on the lead.

Let’s keep Kingston beautiful Our beaches and reserves are a great place to spend the day, yet it’s up to all of us to keep them clean.

If you notice one of our bins getting full, you’re welcome to report it for collection. Keep an eye out for these friendly bin stickers with QR codes, as pictured below.

We are doing our bit by increasing bin collection across our parks, reserves and foreshore over summer.

A boost for local sports in Kingston This sports pavilion is one part of Carrum's $9.1 million Roy Dore Reserve precinct redevelopment. The next stage of works include construction of a new tennis pavilion, tennis court upgrades and two new netball courts.

Four exciting local sporting projects have successfully secured state funding from the Local Sports Infrastructure Fund to help upgrade facilities in Chelsea, Carrum and Bonbeach in the lead-up to Summer. The Victorian Government has awarded a total of $675,000 towards new outdoor netball facilities in Carrum, upgrades to Chelsea Bowls Club, safety fencing at Bonbeach Sports Reserve and further improvements to change facilities for women and girls playing sport. In addition to these projects Council is investing millions of dollars in upgrading ageing sports facilities to support local sports clubs as they work to promote active, healthy lifestyles in our community. In 2023, the $9.1 million redevelopment of Roy Dore Reserve in Carrum will be complete.

one step closer to boasting new multi-functional sporting pavilions. Council approved concept designs following extensive community consultations. Council also received funding through the Australian Government’s Infrastructure Investment Program for the construction of a second car park (to complement the main car park) at GR Bricker Reserve.

COMMUNITY

A healthy, well-planned Kingston This year we’ve worked closely with our community to set Council’s direction for the future.

Creating a strong, healthy and connected community is vital to achieving our new Community Vision. In the plan we’ve identified five key goals to create a holistic approach to incorporating the importance of health and wellbeing in everything that Council does. Goal 1. A healthy and well community Goal 2. A safe and secure community Goal 3. A kind and connected community Goal 4. A liveable community Goal 5. An informed and empowered community

Working in partnership with our community through the Your Kingston Your Future project, we have recently put the finishing touches on a suite of key strategic documents that will set a strong path for the future and help bring our new Community Vision to life. Council has recently finalised the: • 2021-2025 Council Plan • 2021 -2025 Public Health and Wellbeing Plan • Long Term Financial Plan We worked closely with an independently selected, representative Community Panel to develop our strategies for the future. The Community Panel dedicated many hours to develop the vision, a set of recommendations for the Council Plan, our Public Health and Wellbeing Plan and plans for how we manage Kingston’s finances and assets. Community Vision statement “Kingston is a resilient, inclusive and diverse community. We are building the most liveable and sustainable city in Victoria. We champion and nurture our green and open spaces creating a safe, healthy environment. Our shared legacy connects our community, embracing innovation, making Kingston the place to live.”

Council Plan The Council Plan 2021-25 is a roadmap for how we will work in partnership with our community to build a more liveable and sustainable Kingston. We will focus on a range of goals, priorities and capital investment over the next four years. We will work towards our six strategic objectives: • Our city will be a vibrant, enjoyable, and easy place to live. • We prioritise our environment and reduce our impact on the earth. • We will embrace the concept of a 20-minute neighbourhood, support the ongoing process of decentralisation and support people to live and work locally.

We also developed a Financial Plan, which provides a 10 year financially sustainable projection of how the actions of the Council Plan may be funded to achieve the Community Vision. We look forward to working with the community to deliver the priorities of these plans to build a more liveable and sustainable Kingston. Visit kingston.vic.gov.au/ your-future or scan the QR code to view the plans!

• We are progressive, inclusive and prioritise the wellbeing of all members of our community.

ENVIRONMENT

The transformation of Kingston's Green Wedge Kingston's Green Wedge is being transformed from former landfill sites into new parklands and open space for our community to enjoy.

At the last state election the Victorian Government committed $25 million to purchasing land in the area to create the longchampioned Chain of Parks project and we are eagerly waiting for action to achieve this.

It’s taken decades of action and lobbying by our community and Council, and now we have much to celebrate with all 30 landfills closed, rehabilitation completed or underway and plans to transform many sites into public parks.

By combining these new sites together with Council projects we hope to transform this area into connecting parklands linking Karkarook Park right through to Braeside Park.

New parklands are adding to the many activities already on offer in the Green Wedge including horse riding, golf, walking and cycling, fishing, canoeing, go karting, kite flying and much more.... Landfills are almost a relic of Kingston’s past and are being replaced with new parklands and sporting facilities for the community to enjoy.

future now in doubt

1 Spring Road Reserve

New park opened 2016. Landfill closed 1995 and rehabilitated. Public park opened by Kingston Council in 2016 after conducting park improvement works including pathways, seating and a dog off-lead area. The park has become popular not only with locals but also attracts kite flyers from across the region.

Spring Road Reserve

2 Elder Street South

New park opened 2021. Landfill closed 2004 and rehabilitated. Council was delighted to recently open our new 4-hectare open space, with a shared user path and native grassland areas. Further works are planned to transform this park in 2022 with a basketball court, picnic area and nature play area.

Elder Street South Reserve

3 Victory Road

New park coming soon. Landfill at the 31ha site closed March 2019. Site currently being rehabilitated and will soon become a significant regional parkland for the community featuring pathways, viewing platforms, native vegetation and fenced dog off-leash area. 4 Hawthorn Football Club

New sporting facility planned. Hawthorn Football Club purchased the 28ha rehabilitated landfill site in Dingley Village and is developing a new HQ featuring elite training centre, administration facility and community facilities. The joint project is funded by the Hawks, Federal Government, Victorian Government and the City of Kingston. Council has committed $5 million towards the AFLW and community oval and pavilion at the Kennedy Community Centre. Our funding comes in exchange for guaranteed hours of community use at the site.

5 Henry Street

9 Delta site

Landfill closed 2013.

Future now in doubt.

Council has called on the Victorian Government to acquire the privately owned site to include it in the Chain of Parks. This site has been identified as key to the Chain of Parks for many years.

Despite a $25 million commitment towards our Chain of Parks Project, the Victorian Government has announced the Delta Site is the preferred site for stabling yards for its Suburban Rail Loop Project.

6 Deals Road

An important area to provide linkages to create the chain of Parks Trail. Currently a mix of land ownership and uses including the, Oakleigh Kart Racing Club, Pistol Club and Motorcycle Club. 7 Clayton Regional Landfill

Landfill closed 2016. Rehabilitation works on the privately owned sites were completed in early 2019. 8 Enviromix waste site

Closed 2019 - 2020. This site was previously the cause of many odour complaints from nearby residents. Thankfully the site has been closed as it was located on land now used for the new Mordialloc Freeway.

This Delta site was long ago identified as a priority for the city’s Chain of Parks Project and Council had earmarked the site for a regional sporting facility. Council and the local community strongly oppose the proposal to build a stabling yard at the site and have called on the Victorian Government to find an alternative location for the stabling yard and secure the site for the Chain of Parks. The transformation doesn't end there Future rehabilitation plans also underway at other sites, including the former Oakleigh Tip on Carrol Road and the Lantrack site at the corner of Old Dandenong Road and Heatherton Roads.

NEWS

Update on Kingston’s proposed new housing and planning rules

Pool fence extension Pool and spa owners have been given an extension by the Victorian Government on deadlines to having your pool/spa fence inspected and approved. The Victorian Government’s new swimming pool/spa barrier laws aim to make backyard pools/spas safer for everyone through a 4-step process: 1. Register – all pool/spa owners must be registered with their local Council. More than 5200 pools/ spas have been registered in Kingston. If you have not done so yet, contact Council immediately on 1300 653 356.

In October, Council adopted a refined Housing Strategy & Neighbourhood Character Study, with some further changes. Our current planning zones are interim controls, and after three years were set to expire in March 2020. Council was given an extension by the Minister for Planning to progress the Housing Strategy in line with the directions and strategies provided in Plan Melbourne and the Planning Policy Framework. The Victorian Government and the independent planning consultant engaged by Council both gave strong advice that the proposal Council put forward in August 2020 – simply won’t be accepted. We’ve made some changes in an effort to meet the Victorian Government requirements while still speaking up for what our community wants. Council will submit the revised proposal to the Minister for Planning to consider the request to authorise the formal Planning

Scheme Amendment. The Planning Scheme Amendment will trigger the next stage of consultation. The Minister for Planning or his Department will make the final decision on what goes out for consultation. You will have a chance to provide further feedback on these changes and the updated proposal in early 2022. All Kingston residents and rate-payers will be notified by post when the consultation opens and we encourage our community to get involved and have their say. Visit the project page and sign up for updates! kingston.vic.gov.au/ housingstrategy

2. Inspect & Repair – have your pool/spa inspected and conduct any required repairs 3. Lodge your certificate of compliance with Council 4. Update every 4 years. The deadlines for lodging your certificate of compliance – which depend on the age of your pool/ spa- to have been extended in recognition that there was limited opportunity have an inspector visit during lockdown. Owners who were due to lodge certificates by 1 November 2021 now have until 1 June 2022. People with later deadlines have also been extended to June 2023 or June 2024 respectively. Registering your pool/spa and lodging your certificate of compliance is done via an easy online system at kingston.vic.gov.au/pools

HAVE YOUR SAY Want to have your say on what’s happening in Kingston? Join the conversation at yourkingstonyoursay.com.au - Council’s home for community consultations.

We pause most consultation over December and January while people are on holidays but make sure you check back next year for an exciting range of new projects to provide feedback on.

COMMUNITY

Moorabbin Airport

Speaking up on behalf of our

community

Kingston has been working hard on a range of issues to make sure our community’s voice is heard by other levels of government. Victorian Government budget submissions Kingston Council met with local Victorian MPs to pitch local projects for consideration in next year’s state budget. We presented a list of key priority projects we’re keen to see the Victorian Government support, including:

• Delivering regional transport improvements, i.e: final level crossings removals on the Frankston line (at Highett and Mordialloc) and extending Westall Road to link with the Monash Freeway.

• An investment in developing a regional arts centre at Kingston City Hall.

• Redeveloping Parkdale Library and helping fund Kingston’s planned new district-level Leisure and Aquatic Centre.

• Improved sporting and community facilities at Bonbeach Reserve, Namatjira Park, Kingston Heath Reserve, Le Page Park and Chelsea Life Saving Club.

• Investing in our environment through the Patterson River Recycled Water project, Patterson River Master Plan and Mordialloc Creek improvements.

We're raising our voices in solidarity against family violence and violence against women. Between 25 November and 10 December, we’ll be lighting up the Arts Centre tower to turn it orange every night, there’ll be relevant storytime sessions held at Kingston Libraries and several local ovals will be stencilled with ‘Respect Women, Call it Out’.

Their plan for the next 5+ years, includes significant new development on the site which would create safety issues. Scan here to watch the video on the campaign: Level crossing removals Kingston Council has expressed its significant concern over the lack of genuine community consultation on the proposed level crossing removals at Parkers Road, Parkdale and Warrigal Road, Mentone. Councillors voted unanimously to write to the Minister for Transport Infrastructure and the Level Crossing Removal Project (LXRP) to call for meaningful consultation and greater transparency. Council’s own community survey found the community was overwhelmingly against an elevated rail solution at Parkers Road and Warrigal Road, with more than 76% of respondents supporting a rail under road solution instead. Over 1150 people took part.

• Improved early years education facilities at the Dingley Village Community Centre (Phase 2) and new Highett Hub.

16 Days of Activism

Council has partnered with aviation businesses and local residents to call on the Australian Government to make urgent changes to Moorabbin Airport’s proposed Master Plan.

As 2021 draws to a close, I would like to thank my fellow Councillors, residents and Kingston staff for their support for me to serve our community as Mayor this year. It has been fantastic to see the huge take-up of vaccinations within Kingston and to be reopening the city after around 18 months’ of on and off lockdowns. Due to the uncertainty around events this year, we sadly had to put our Carols event on hold again for 2021. Whilst this was disappointing, Council is excited to be able to bring back Kingston’s successful Tinsel Trail. The Tinsel Trail is held across a number of venues in Kingston and encourages shopping locally. I look forward to a wonderful summer and hope that you’ll all join me in supporting Kingston’s local businesses over the festive season. Although lockdowns have put a halt on many activities this year, it hasn’t stopped us from working on some important strategies and documents that will pave the way forward for Kingston over the next few years. This includes the Council Plan 2021-25. This Plan is a roadmap for our city, which will help us to create an even more liveable, enjoyable and sustainable Kingston. I would also like to welcome Kingston’s new CEO Peter Bean, who commenced with us on 1 November. He brings a wealth of experience to the role having served over a decade as a General Manager at the City of Melton. I wish him well in his appointment.

The south eastern suburbs currently have indoor basketball facilities which are used for wheelchair football and basketball at the St Kilda Football Club site. These are fantastic resources, but we need to see greater access to all-abilities sport in this region. Le Page Park is going through the process of getting a Master Plan developed and there are opportunities to work towards creating a fully DDA-compliant pavilion/ clubhouse at the site, along with two allabilities-style tennis courts. I have been working with local sports clubs to help them to attract more funding for disability access. Let’s Support the Lan Family In September I wrote to the Hon Alex Hawke MP, Minister for Immigration, Citizenship, Migrant Services and Multicultural Affairs, requesting his intervention in a deportation matter. Alice and Eric Lan moved from Hong Kong to Australia to raise a family in 2001, they have run their own business since 2003 and have been an integral part of our community. Their daughter Jana has cerebral palsy and because of this, she does not meet Australia’s health requirements for permanent residency. If Jana and her parents are forced to return to Hong Kong, they will have nowhere to live, no job and no support. More than 28,000 people have signed a petition on Change.org to keep them in Australia. I trust that the Minister will use his discretionary power to grant the family the right to all remain here. Please read about their story and sign the petition here: tinyurl.com/LanFamily

It is fair to say there is change coming to the beautiful suburb of Highett. Sir William Fry Reserve in Highett has been earmarked as a significant location in the Victorian Government’s Suburban Rail Loop project. This project will bring exciting opportunities however I know residents are worried about the impact this will have on our neighbourhood. I passed a motion in the Chamber with Cr Saab at the September Council meeting to call on the Minister for Planning, Minister for Transport Infrastructure & Suburban Rail Loop and our MPs to ensure our community has a seat at the table and our voices are heard. Council’s Housing Strategy and Neighbourhood Character Study will be open for community consultation in early February - I urge you to share your feedback. I have been meeting with Council to advocate for residents, like those in Barker Street, Cheltenham to secure the best outcome possible. I called on the Council to hold community consultation on kindergarten education because it is important to us. With your feedback, Council is reviewing options for kindergarten services for Highett, Moorabbin and Cheltenham. Some exciting developments at Highett shops with outdoor dining space created after I asked Council staff to act on requests with residents and traders alike for more COVIDsafe spaces! Our environment is a key community priority - I have been sharing your views to ensure support for Council’s policy on nature strips, involvement in climate change work with neighbouring Councils and supporting our green bin service.

Getting a jump on the Suburban Rail Loop Kingston Council won't be sitting back and waiting to find out how our local area will be impacted by the new Suburban Rail Loop station at Sir William Fry Reserve.

new 90-kilometre multi-billion rail project, that will connect the Frankston line in the east to the Werribee Line in the west.

Check out more about these designs on page 3.

Council has gotten on the front foot and developed some exciting design options to make sure the lasting legacy for our area is a positive one. Councillors and Council Officers have presented the designs, which were based on community feedback, to the Suburban Rail Loop Authority. We hope this will help to shape their plans for their

Kingston's foreshores are for your furry friends to enjoy too! Councillors Chris Hill, Tracey Davies and Tim Cochrane enjoy an evening stroll with their dogs on the beach.

It's important to note foreshore regulations vary by location, with different access hours for dogs at Kingston's various beaches. You can take your dogs to the Mentone foreshore (Charman Rd to Plummer Rd) for 24hr off-leash play all year around, while dogs are not allowed on the Mordialloc foreshore (between Bay St and Mordialloc Creek). Other beaches offer varied access: dogs are allowed offleash between sunrise and 10am, are not permitted 10am-7.30pm, then allowed on-leash 7.30pmsunrise.

Read more at kingston.vic.gov. au/foreshoredogs Don't forget! Dogs must remain on-leash before reaching off-leash areas and must remain under effective control at all times.

Summer is nearly here, and there is no better time to celebrate our community and everything it has to offer. I know I will be getting out there to enjoy our parks, beaches & local businesses. And what better way to support local businesses, than to grab a bite from a local take-away shop and enjoy it at one of the 100 new picnic tables we’re rolling out. As part of the city’s efforts to support business and help the community to enjoy the city, we’ve been installing extra picnic tables across Kingston. Those in my ward can enjoy them at Hazel Pierce Reserve, George Woods Reserve, Parker’s Beach Cafe, Parkdale Library & Walter Galt reserve. I’ve also worked with our officers to increase rubbish pickup frequencies in these areas, especially in Mordialloc, as we know how busy it gets as the weather starts to warm up. You’ll start to see some new bins rolled out along Main Street that will be emptied twice per day. They’ll also have QR code stickers on them, so if you notice they’re full, you’re able to simply scan the code which will alert our contractors directly. For those of us with four-legged family members, remember to keep an eye out for signs about foreshore dog regulations. They change every year at the start of November, and they really help everyone to get the most out of our awesome beaches. Cheers to great summer catching up with friends and family in Kingston!

Please have your say on the Housing Strategy and Neighbourhood Character Study - a once-in-20-year project that will shape our neighbourhoods for decades to come. Prior to joining Council I established the group Kingston Save Our Streets and together we campaigned to reduce the impact of the proposed increased height limits throughout our suburbs. In part due to the work of the K-SOS volunteers, Council received more than 1600 submissions in the last round of community consultation. The sheer scale of this response resulted in significant changes to the maps for the new zones. Councils around Melbourne are under significant pressure from the State Government to absorb our share of the projected population growth and are given strict guidance where to place these new residents, with a particular focus on our Major Activity Centres, Neighbourhood Activity Centres and sites identified for urban renewal. It’s already taken many years to get us to where we are now, with even further changes in state planning looming. We anticipate a 6-week community consultation period will commence in February. All residents will receive a letter outlining their proposed zoning. To assist people in making impactful submissions, I’ve requested that our Planning department are available to help our residents where needed. This is probably the most impactful thing I’ll ever be part of at Council. I’m hopeful we can get the balance right to meet Victorian Government demands to absorb significant population growth, whilst protecting our neighbourhood character, which is why many of us choose to live in Kingston.

Hello to all Chicquita ward residents. I am sure like me you are glad to be out of lockdown and looking forward to summer. Kingston’s Tinsel Trail returns Whilst COVID-19 has seen us put a number of events on hold, we are delighted to be bringing back Kingston’s Tinsel Trail. The Tinsel Trail creates activities and incentives which encourage community members to shop locally, support Kingston’s businesses and brings about Christmas cheer. Visit our webpage for details at kingston.vic.gov.au/ tinseltrail We’re running a Tinsel Trail colouring competition in this edition. Please visit our Customer Service Centre in Cheltenham, or one of our libraries, to submit your entry. The future of Moorabbin Airport Opportunities to provide feedback on the Airport Master Plan recently closed. Council lodged a submission objecting to the plans, flagging strong concerns over non-aviation development proposed at the site. We have worked with nearby residents and aviation businesses at Moorabbin Airport to raise awareness and will continue to lobby to protect our residents and aviation tenants. Outdoor dining As part of its ongoing commitment to support local hospitality businesses, Kingston Council will continue to waive the costs for approved Outdoor Dining and Footpath Trading permits and Dining PopUp Licences. We have also been working to get the balance right for parklets (car parks transformed into outdoor dining locations). We know that in some cases parklets have been beneficial for businesses, but in other instances, loss of car spaces has impacted on trade. We’re working to find the balance.

Council invests $5m in community oval Kingston Council and the Hawks have partnered to boost local community AFL with plans for a new community oval at Hawthorn Football Club’s Dingley Village headquarters on Tootal Road.

south east. This is supported by Victorian Government funding. The new community oval will help transform a former landfill

The site will also be home to a new AFLW side. Council has given in-principle support to contribute $5m to the new oval which will have 20-30 dedicated hours set aside for community sport. This partnership and Council's investment aims to help meet the growing demand for sporting facilities in Melbourne's

site in the Green Wedge into much-needed community facilities to serve generations to come.

This is an exciting time for Dingley Village. Dingley boasts a community that gets involved, looks out for each other and speaks up to protect the village-feel of its unique neighbourhood. I am proud to represent Dingley Village as your Ward Councillor and to have been involved in many exciting projects. Council has been investing significantly in these projects and we are now seeing many of them coming to life. We recently opened the new Dingley Library with a Council contribution of more than $4 million and a $750,000 Living Libraries Grant. We have also undertaken consultation for Stage two of the Dingley Village Community Precinct for the new Community Hub that will be set up for kinder, playgroups and Maternal and Child Health. In autumn, Council consulted with local sports clubs and the community about plans for a new pavilion at Dingley Reserve, with female friendly changerooms, for the cricket and football teams which play and train at Souter and Corrigan Ovals. This year, work has been underway at Chadwick Reserve, to establish a new pavilion, a playground, a basketball half-court and BMX track upgrades. Recently, Council is also consulting with the community about a new dog off-leash area at the site. In addition, Council has committed $5 million towards the AFLW and community oval at the Kennedy Community Centre on Tootal Road under the condition that community members have between 20 and 30 hours of access to the community oval. That is a great outcome for everyone involved.

Wow, what a rollercoaster the last two years have been. In addition to being a councillor, I am a local teacher – and know that many of you have had a big juggling act on your hands, managing home-schooling along with your own work loads. I’m sure that we are all looking forward to a well-deserved summer holiday. And as you’re getting all your festivities underway, I encourage you to buy local and support Kingston’s businesses. Many hospitality, personal care and retail business operators have been forced to shut their doors for months due to lockdowns – and they could really use your support. When it’s time to do your Christmas shopping, get food ready festive season, or to catch up with friends for a bite, I do encourage you to think about keeping your dollar in Kingston. By buying from local businesses, you are helping to keep Kingston’s economy alive. Mordialloc Freeway works As this goes to print, we are expecting works to have reached completion on the Mordialloc Freeway. This project, which falls under the banner of the Victorian Government’s Big Build, will connect the Mornington Peninsula Freeway to the Dingley Bypass. Over the last year, there’s been various builds and disruptions as a part of this project, but thankfully we are seeing it reach its completion – and I look forward to it delivering upon its aim of reducing traffic on local roads.

Hello Patterson Lakes, Carrum and Bonbeach residents, my recent motions call for reports to revitalise the creek and Eel Race Road, plus exploring revenue streams and partnerships with private enterprise to deliver more infrastructure. My motion and the outcome of reviewing and improving planning policies is expected shortly. Construction is concluding for Bonbeach LSC and starting in 2022 for the Carrum SLSC extension, PL plaza boardwalk, Bonbeach ball-stop netting and a tennis clubhouse with tennis and netball courts in Roy Dore Reserve, opposite the new fenced dog park opening by Christmas. Investment in the state-owned Patterson River is a hot election issue as is Bonbeach Reserve, while MW are seeking funding for a replacement litter trap and a recycled water-supply is being pursued by KCC. In the long-term Green Wedge plan, I added PL’s Learmonth Reserve to investigate a botanical garden, while next year further PL town centre landscaping and a Beauty Spot park plan are expected to enhance the precinct. Previous commerce workshops, meetings and soon digital marketing put us in good steed to fire up our local economy, while ingenuity to revive Carrum’s Station Street commercial precinct is being considered. Patterson River sculpture trail plans are also developing in partnership with McClelland Gallery!

Carrum Sailing and Motor Boat Club’s new facility is an exciting summer addition, but don’t miss the Christmas decorations adorning PL canal properties, or the free Southern Waters Ski Team December 19 Christmas show, 2-5pm at the NWSC. Wishing you all a merry Christmas! FB (pages): Cameron Howe. IG: @camhowe.

I am proud to be involved in the establishment of a new park for Chelsea. During my last term, developers had bought the property at 19 Tarella Road and earmarked it for development. But Council didn’t want to waste an opportunity to transform this into public land and we put a stop to it.

Over the summer months, Kingston is an idyllic place to live and work, with 13-kilometres of stunning coastline.

The site is temporarily closed to the public, as we are preparing to get all the planning approvals in place, to undertake works to make it safe for use and protect the privacy of neighbours.

As the beaches fill up, we all need to work together to keep the environment clean. Bins along the foreshore, and in our major reserves, now have stickers with QR codes on them. If you notice a bin getting too full, you're welcome to report it for collection. Each bin should have a unique bin number listed, which will help Council’s collectors to locate it.

Once these works are complete, Chelsea residents will be able to enjoy a bushland trail at the new 3500-metre square parkland at Dents Reserve. I am delighted that Council was able to protect this natural habitat. By the end of December, Chelsea will be home to an electric vehicle (EV) charging station being rolled out with Arena Funding. Two chargers, with multi-plugs for different electric vehicle types, will be in the car park behind Woolworths, on Bath Street. Powered by renewable energy, the site has been chosen as it meets several criteria. The site has the right set-up and there’s a significant population in the surrounding area who own electric vehicles. Kingston Council is an active member of the South East Council’s Climate Change Alliance (SECCCA). We have declared a Climate Emergency and are committed to find zero emission and energy saving transport solutions. Council will continue looking at other sites that may fit the criteria for additional charging stations.

And Kingston residents can enjoy this at no cost, as our city’s foreshore parking permits allow you to park for free at any of our beaches.

More than 22,000 people visit Edithvale’s beach each summer, so it’s important to do our bit to stay safe. The Sandpiper Ward is lucky to be home to the Edithvale Life Saving Club, a volunteer-led organisation, which has served our community for more than 100 years. Council recently delivered them a new $5.75 million clubhouse, which was built thanks to a partnership between Kingston Council and the Victorian Government. This new state-of-the-art facility was designed to ensure the club can continue to provide the community with their vital services – long into the future. .

Parkland gem in the heart of Chelsea Chelsea residents will soon be able to enjoy a new park at 19 Tarella Road. We purchased the additional land to expand Dents Reserve by up to 3,500 square metres and create a magnificent nature trail. The green trail will extend all the way from Kangaroo Rd to Tarella Rd. We’re sure everyone’s going to love the natural habitat when work is completed. We’ll build brand new fences to complement the surrounding area and protect the privacy of our neighbours. We’ll also be establishing a ‘friend’s group’ to help our local

Since we introduced food waste recycling in June 2020, we've been kicking goals in Kingston.

Food scraps (including meat)

We've had almost 50,000 properties utilise our organic waste service and we've seriously reduced landfill. In fact, the City of Kingston's landfill bins were the only Melbourne Council serviced by our contractor that saw a decrease in average bin weights during the COVID-19 restrictions during 2020.
