Patterson Lakes Community Centre reopens after fire After a fire earlier this year caused major damage, the Patterson Lakes Community Centre and Library is now back in business and better than ever.

Council coordinated the clean-up and rebuilding efforts and funded the upgrades to the Community Centre.

The kitchen area of the Community Centre has been transformed with installation of new stainless steel bench tops and a commercial dishwasher.

Local gymnasts are also jumping for joy thanks to a new sprung floor installed in the centre.

The library clean-up was no small feat – each page of the 13,947 books was individually cleaned and then placed back in the correct position on the shelves. The IT room was also repainted, and the smoke and water-damaged carpet and tiles were replaced.

Community invited to help shape future of planning in Kingston

Residents are invited to help shape the future of planning in Kingston through a series of Councillor Ward Meetings this October.

The Councillor-initiated, professionally-facilitated group discussions will provide residents with the opportunity to contribute their views to Council’s housing and neighbourhood character study, which will address the housing needs of Kingston for the next 20 years and beyond.

Kingston is facing a test of how to accommodate more people without losing the amenity of its neighbourhoods, with Melbourne’s population set to grow to nearly 8 million people by 2051.

Council has long-campaigned to see population growth centred in key activity centres, close to public transport, shops and services, to protect the character and amenity

of our neighbourhoods and quiet residential streets. The housing study will help Council to understand the challenge at hand in detail.

It will set out the types of development preferred in different parts of Kingston, including areas where minimal, incremental or substantial change may be appropriate.

The Councillor Ward Meetings will provide an opportunity to discuss key planning issues, including: • lot sizes and site coverage • new infill development • loss of garden areas • overlooking and privacy issues • future housing needs • housing affordability • level of control councils have over planning.

Council provides new parkland

The house blocks will be transformed into open space in an area that Council’s Open Space strategy identified as a priority.

We will be working closely with the community in coming months to design the neighbourhood park.

The two properties will provide around 1100sqm of open space and cost $2.9 million – which was paid for using developer contributions from the area. The new park is expected to open in late 2019.

Cheltenham residents will be able to enjoy much-needed open space at a brand new park to be created by Council.

Stamping out illegal brothels Council is taking positive action in response to growing community concerns about illegal brothels operating in Kingston.

Council has purchased two neighbouring house blocks in Barker Street to provide local residents with a brand new park, close to the heart of the Cheltenham activity centre.

The area is home to a growing number of people, with approximately 350 new dwellings built since 2011 and several new developments underway.

While rising property prices make purchasing properties for new parkland difficult, Council has been investing in strategic sites to meet growing population in key areas.

Recent projects have included purchasing property to create the expanded Reg Marlow Reserve in Mentone, and increasing open space next to the Parkdale Library.

Council has also created new public parkland in Dingley Village with the opening of Spring Road Reserve last year, and plans to turn the former landfill sites at Elder Street South and Victory Road into open space in coming years as the sites are rehabilitated.

Council is able to invest in these small-scale projects, but requires assistance from the Victorian Government to provide a new regional sportsground and meet an urgent need for more sporting fields.

Council is taking action and now is the perfect time for the Victorian Government to purchase the 34ha Delta site at 91-185 Kingston Road to provide sporting fields for the entire region.

In recent months Council has successfully taken legal action against a number of illegal brothels in Mentone.

Along with plenty of books to read, the Westall Library features:

Community guides Council’s new Customer Service Charter Kingston residents and businesses are helping set a new standard for customer service at Kingston Council.

Council is updating its Customer Service Charter and has invited the community to have their say.

Local residents and businesses were invited to take part in an independent Community Panel which will meet several times this month to guide the new charter.

The Community Panel, which was randomly selected from a pool of 10,000 Kingston residents, was

recruited independently of Council by external consultants. The panel will be representative of Kingston’s demographic make up, including gender, age, geographic location, and so forth.

Council is always striving to deliver great customer service and it’s important that we find a balance that meets diverse community expectations and is within budget.

Council wants to hear a broad range of views and give the community greater decision-making control.

The 30-member Community Panel will consider a range of information,

including the results of a wider community survey that was open to all Kingston residents during August and September.

The Community Panel will meet on several occasions to understand the complex issues, share ideas, and make ecommendations on how we can reach Council’s goal of improved customer service. Keeping Kingston’s street trees growing strong and safe

Enhancing sports parks a key priority for Council

Our arborists conduct regular inspections of street trees across Kingston to ensure plants are growing safely.

The aim of the Council’s pruning program is to: • provide clear access along footpaths, nature strips and roadways • retain the shape and character of the trees and streetscape • maintain sight lines for pedestrians and motorists • maintain visibility of street signs, traffic signs, street lights, traffic lights and pedestrian crossings • remove dead, dying and dangerous/ safety hazardous trees • maintain a ‘clearance space’ around power lines and service lines. This is a statutory requirement specified in Electricity Safety (Electric Line Clearance) Regulations 2015 (Energy Safe Victoria).

Mentone is scheduled for tree pruning in December followed by Moorabbin in January through February.

Council plants the seed for extra trees on Nepean Council has called for new and improved tree planting along Nepean Highway in a bid to make the key transport corridor safer and more attractive.

Council is seeking VicRoads support for the plan to include additional native trees to beautify the busy road.

Working in partnership with VicRoads, Council is keen to plant more natives and build on existing plantings – such as the iconic Norfolk Island pine trees at Moorabbin and Canary Island palm trees in Mordialloc – to build pride in our city.

Increasing the numbers of native trees, and better maintenance of the existing greenery along the Nepean Highway, has the potential to make the strip a lot safer and more attractive for the community.

• Jack Grut Reserve pavilion and facilities will be upgraded following a $780,000 investment which will deliver new change room facilities that will be used by a number of local clubs.

Investing in sporting facilities is a key priority for Kingston.

Many millions of dollars have been allocated toward the improvement of community facilities.

• Gerry Green Reserve will receive a $2.8 million boost toward the Cliff Sambell pavilion, which will include new sporting amenities, change room upgrades, larger social area and fresh cool rooms. Council has just signed the contract with the builders and works will begin in coming months.

In recent years, there has been a surge in the number of women participating in local sport, as well as an increase in the number of residents who call Kingston home.

Council is investing heavily to ensure the sporting infrastructure in Kingston will be able to accommodate our growing population for years to come.

• GR Bricker Reserve and the Moorabbin Little Athletics Club Track. Works are now underway on a $1.2 million facelift that will provide a safer spot for training, which is partly funded by the Victorian Government.

To encourage a healthier and more connected community, Council has committed to a host of upgrades and redevelopments that will improve sporting parks and recreational areas.

• Moorabbin Reserve will benefit from a $1 million investment that will significantly improve the parkland with new walking paths, playgrounds, picnic and BBQ area, exercise stations, and more.

• Ben Kavanagh Reserve is under construction, and will soon feature a double-storey sports pavilion with social areas and umpire rooms, plus a home base for the St John’s Ambulance Service.

• Dales Park netball courts will receive a $1 million upgrade, which will see the construction of eight new netball courts, player shelters, perimeter fencing, sports lighting and new pathways. Works will commence in coming weeks.

• Roy Dore Reserve initial concepts have been completed, and Council is working closely with user groups and community members to ensure the plans for the upgrade of the pavilion meet the needs of all stakeholders.

Spring into Kingston

With the arrivial of spring, it is a great chance for you, your friends and family to enjoy the great facilities and places Kingston has to offer.

Did you know that all residents can park for free at our foreshore carparks?

Every resident needs to display a green foreshore parking permit on their car windscreen to avoid receiving an infringement notice. If you don’t have a permit, please contact customer service on 1300 653 356. Each ratepayer is entitled to two complimentary permits, with additional permits available for a fee.

Dog off-leash areas Winter foreshore restrictions – which allow more time for dogs to be exercised on Kingston’s beaches – are in place until 1 November when summer rules apply.

Owners are reminded that all dogs must be on leash until they reach the sand area and must remain under effective control at all times.

Please note that dogs are not permitted in the ‘no-dog zone’ designated between Bay Street and the Mordialloc Pier. The no-dog zone includes the sand, foreshore reserve and the Peter Scullin Reserve.

Council reminds dog owners that they must carry a device (e.g. a plastic or paper bag) to pick up after their pet at all times while they are out and about. People who fail to produce such a device if requested by an authorised officer, or who fail to pick up after their dog could face an on-the-spot penalty of $152.

We need Victorian Government support – through changes to the Planning Scheme and adoption of our Planning Zones – to make this happen.

Council hopes several key projects now underway will help strengthen our argument to the Victorian Government.

Housing & Neighbourhood Character We’ve launch a Housing Strategy and Neighbourhood Character Study, Parking Strategy and a Planning Scheme Review, and we need community input to make sure your voice is heard.

redevelopment to provide new housing.

The Victorian Government recommended a Neighbourhood Character Study be completed to help argue why quiet residential areas should have greater protection under Kingston’s planning zones.

It will look at key issues including: • lot sizes and site coverage • new infill development, which is often perceived to be out of scale with surrounding properties • loss of garden areas • overlooking and privacy issues – particularly due to doublestorey developments close to the back fence • future housing needs • housing affordability • the level of control local councils have over planning.

Car parking strategy

Planning Scheme review

Many Kingston residents are frustrated at the lack of adequate on-site car parking required in new housing developments and the effects on local neighbourhood character, amenity and traffic.

The Planning Scheme affects everyone who lives and works in Kingston as it sets out how and where people can develop and use land in the city.

Currently multi-unit developments must provide only one car park for every 1-2 bedroom dwelling.

All Victorian local governments are covered by a planning scheme which has been approved by the Victorian Minister for Planning.

Council strongly believes this is inadequate and that greater levels of on-site car parking are required.

Planning schemes must be reviewed every four years to ensure they are up-to-date and reflect the key issues facing the municipality.

Unfortunately Victorian Planning laws state these standards can not be increased ‘unless there is an overwhelming strategic reason’.

Kingston is currently reviewing its planning scheme and wants to hear from the community, developers and regular users of the planning scheme.

The Car Parking Strategy will include a detailed analysis of existing car parking conditions across Kingston – including a parking demand and supply study – in an effort to argue greater controls are needed in key areas.

It will look at key issues including: • traffic and congestion • neighbourhood character • housing affordability • permeability and vegetation requirements.

How will community infrastructure cope with growth?

Council recognises the urgent need to meet growing demand for vital community infrastructure.

Over the past decade Council has invested millions upon millions of dollars into building, expanding and improving key community services to meet the needs of our growing population.

A key focus for Council has been providing quality kindergarten facilities, sports grounds, creating new parklands and improving facilities in our existing reserves.

Council is committed to providing quality sporting facilities, but meeting evergrowing demand does create challenges in accommodating a growing number of teams in a limited amount of space.

Since 2010, Council has upgraded, extended or built more than 15 local kindergartens to ensure the local community has access to high-quality facilities with enough places to meet growing demand.

Council has invested millions of dollars to upgrade local sporting facilities to cater for greater numbers, and to make facilities more accessible for female athletes and people with disabilities.

Council has invested more than $25 million, and received an additional $12 million in grants from other levels of government, to make sure children are given a fantastic start to their formal learning and develop important social skills to prepare them for school.

Completed: • new pavilions at Edithvale and Bonbeach.

Underway: • new facilities at Ben Kavanagh and Moorabbin Reserves.

Coming soon: • Gerry Green, Jack Grut and Brown’s Reserve.

Investments in sports ground improvements, such as adopting hardier, drought-resistant grasses, have also allowed our sports grounds to be used more regularly to serve the growing number of sports teams in the area. Council is continually upgrading playing surfaces, for example new surfaces have been laid this year at Chadwick Reserve in Dingley Village and Mordialloc’s Walter Galt Reserve.

Playgrounds

Open spaces are vital in any community and meet a wide range of needs including clean air, exercise, connection with nature, enjoying the great outdoors, visual amenity, community gathering points, wildlife habitat and much more.

Council also invests significantly in playgrounds across our municipality to provide high-quality play and exercise spaces.

Council is working towards creating a range of new parklands in our municipality by transforming former landfill sites into public open spaces.

Just opened: • 38ha Spring Road Reserve in Dingley Village.

Coming soon: • Elder Street South and Victory Road - once landfill rehabilitation completed • new park in Cheltenham.

Improvements are also continually made to existing parklands. One current major project is the $1 million in parkland improvements underway at Moorabbin Reserve.

Over the past two years new playgrounds have been built at Gerry Green Reserve in Parkdale, George Woods Reserve in Mordialloc, LL Stephenson Reserve in Aspendale Gardens, Bricker Reserve (East) in Moorabbin and the new skate park at Bicentennial Park.

In 2017, Council will be adding a new playground at Lorna Street in Cheltenham and Kealy Park in Clayton South. We’ll also be upgrading a large number of existing playgrounds including 3rd Avenue Chelsea Heights, Luain Ave Oakleigh South, Derring Lane Cheltenham and the toddler play area at Peter Scullin Reserve.

Life saving clubs Council has worked closely with Life Saving Victoria to replace a number of local life saving clubs.

Projects included the new $1.8 million award-winning Carrum and the new $4 million Mordialloc facility.

Funding help Local councils will continue to require funding assistance from both the Victorian and Federal governments to ensure that local infrastructure is upgraded and maintained to meet the needs of our growing community.

The Victorian Government has acknowledged that major investments in infrastructure are required to manage predicted population growths across Melbourne.

‘In the long term, there is no doubt about the huge scale of the infrastructure needed to support and manage the projected growth identified in Plan Melbourne.’ (Plan Melbourne) Council is actively lobbying other levels of government on behalf of our community to ensure that much-needed major projects – such as road network improvements, public transport and car parking at train stations – are adequately funded.

Spring Road Reserve Draft Park Plan Consultation ends Friday 6 October

We’re seeking your feedback and thoughts on a draft park plan for Spring Road Reserve in Dingley Village.

In 2016, Council opened the former landfill site for public use.

The draft plan provides a blueprint for future works at the reserve, including carparking, paths and trails, future ovals and park furniture, as funding becomes available.

Christina Terrace Reserve

Consultation ends Thursday 12 October We’re looking at upgrading Christina Terrace Reserve in Dingley Village to provide a public place that can be enjoyed and loved by the whole community.

Earlier plans for the site had been put on hold after requests from residents to remove play elements from the plan, and to undertake investigations into the condition of the park’s pond and its ongoing sustainability.

Recently completed consultations Peter Scullin Reserve Draft Concept Plan

Consultation ended Friday 22 September As part of Council’s commitment to improving open spaces, a draft concept plan has been prepared for picnic and minor playground upgrades at Peter Scullin Reserve in Mordialloc. We’ve recently sought feedback on the plan that creates a new picnic, toddler and youth spaces for community use.

We received 10 comments on the draft plan.

Termites in Kingston

Consultation ended Thursday 28 September Council is currently considering whether the City of Kingston should be designated as a termite area. We recently sought feedback from property owners who have experienced a termite attack on their property.

Bringing the community together for change

October is Community Safety Month

Kingston Youth Services and Holmesglen TAFE have joined forces with Rosie Batty to invite the community to take part in the 2017 Run for Change.

Community Safety Month reminds us that we all have a role in making our community safer.

Choose from 10km fun run/walk, 5km fun run/walk or challenge yourself with the 5km schools challenge.

Strengthening and Raising Healthy Families

A new program for Kingston parents SCHOOL

Council will hold a free weekly program in positive parenting.

The Strengthening and Raising Healthy Families program starts in October and runs for two months.

Primary school children and their families are gearing up for Walk to School Month.

The October event is a great way to reap rewards in physical and emotional health while helping the environment and reducing traffic congestion around our schools.

The Walk to School initiative invites primary school kids across Victoria to walk, ride or scoot to and from school throughout October.

Kingston families benefit from Walk to School Month in more ways than one.

Through their own participation, parents and carers lead by example and instil in their children to maintain the healthy habit of an active lifestyle. Spending quality time with one another without the usual hustle and bustle of school drop off and pickup is just another added bonus.

Like many households in Kingston we were struck down with Influenza, all three children and my husband experienced the worst this season had to offer. I was surprised at how long it took to regain our health. It was a reminder for all of us how integral appropriate hands washing is to stop the spread of disease. The World Health Organisation (WHO) has some handy hints that are worth a read as part of their “Clean hands save lives” campaign.

I recently had the delight of attending a ladies afternoon fundraiser for Make a difference Dingley Village. I truly enjoyed being among all the many women in attendance, hearing their stories and learning about their journeys.

Particularly enlightening was meeting Jillian and Cathy of Braeside Automotive. I was humbled hearing about what they had achieved in the short time they had been in operation.

These were a couple of hardworking women determined to “make the roads safer, one car at a time.” Aiming to empower their customers and other women with knowledge about caring for their cars, the team are looking at providing training to lay people interested in understanding how to complete simple maintenance for themselves.

Additionally it was an honour to be invited to the National child protection week morning tea and bestowing of NAPCAN “Play your part” award to Family Mediation and Counselling (FMC) STAR program. Additionally FMC offer a range of support services families, such as dispute resolution and counselling.

Linton Street Reserve As many Moorabbin residents have seen, the development of the new AFL sporting complex at Linton Street - the home of Saint Kilda football club is coming along very nicely.

Council adopted the landscape master plan for the reserve, and is finalising plans to ensure full access to the ground for most of the year. During finals season in August/ September there will be limited access to the playing ground as removable fences will be installed on site to allow for local finals and grand finals games to be played.

Mordialloc Bypass At the September meeting of council I moved a notice of motion on measures that should be taken by VicRoads to constructively mitigate any community concerns about this new arterial road.

This includes screening, noise barriers, upgrades of Centre Dandenong Road, protection of Braeside Park, provisions for the chain of parks trail and adequate plantings.

On 26 October, Central Ward councillors will be hosting a ward meeting to discuss the details of what describes a particular Neighbourhood Character and how these features could be included in our Residential Zones as a matter for helping to determine on planning applications.

Many residents who attend our planning consultation are unaware of many of the other components used by council to decide on planning matters believing that ‘Neighbourhood Character’ is a key determinant. Please attend if you can.

Last weekend I had the pleasure of attending the annual Dawn Patrol breakfast conducted by the Royal Victorian Aero Club, one of the oldest of its type in the world, to commemorate the Battle of Britain, and in the afternoon it was the turn of the members and cadets of the Australian Air League who demonstrated their skills and techniques at their annual parade and presentations at Moorabbin Airport.

Chelsea Basketball held an evening in recognition and support of women in sport. It was a wonderful opportunity to recognise the contribution of women on and off the court. I was inspired by the stories about inspirational women and girls who have contributed to local basketball. I congratulate the association for their leadership and look forward to working with them to drive initiatives and projects that encourage more women to participate. Whilst I am disappointed that council recently voted down my proposal to update Bonbeach Reserve masterplan (home of Chelsea Basketball), I will continue to advocate for planning and investment in the Reserve to accommodate the growing demand for female basketball, netball and football.

Thank you Patterson River Fire Brigade It was a pleasure to attend the Patterson River Annual Brigade dinner to celebrate the achievements of their members over the past 12 month and especially the life and achievements of the late Gary Best - a member of the Patterson River Fire Brigade for many years who recently passed away.

A combined 500+ years of service was celebrated through Service awards up to 55 years of service, and honouring those with life memberships for their continued contribution.

Thank you to all of our volunteer and career fire-fighters and all of the Kingston Fire Brigades for all that you do for the Kingston Community and beyond to keep us safe.

I promptly moved for an officer report on a new NC study, but Councillors did not supported this until council’s RZSAC submission was refused on grounds including failure to justify our new residential zone proposal by reference to neighbourhood character. Hence, we have almost none of the Neighbourhood Residential Zone that protects up to 80% of other municipalities eg Boorondara, and it has taken until now to get the NC study started.

What we can lose Kingston’s housing and parking strategies will be reviewed as well. Hence we could lose local planning controls that currently protect the residential amenity of minimal change areas eg policy that discourages two storey dwellings in the backyard and allows only two dwelling on an average sized lot. Unless you speak up now. Please don’t wait for an overdevelopment application in your street – by then it may be too late.

Congratulations Chelsea Bonbeach Train Station Group The CBTS Group recently held their 2017 AGM to celebrate and recognise the achievements of the group over the past year. Many train commuters and those who pass by these stations may not realise who does all of the fantastic work, but a lot of time goes into Graffiti cleaning, rubbish removal and a huge amount of tree plantings to keep our train station’s looking so good! Many Carrum residents have raised their strong objections to this crossing being removed entirely forcing traffic onto local side streets. Carrum already suffers from constant congestion issues on its side streets, Station Street and McLeod Road. I will continue to advocate on behalf of local residents to stop the closure of the Eel Race Road crossing.

Preventing Domestic Violence is everyone’s responsibility At the August Council meeting, Councillors unanimously supported my motion calling for Kingston Council to develop our own Domestic Violence Prevention Action Plan.

Following in the footsteps of Council’s across Victoria, the Action Plan seeks to develop Council’s very important role in the prevention of Family and Domestic Violence in our city.

The motion also called for the establishment of a ‘working group’ for the development of this Action Plan. I would encourage all those who are interested in being part of this working group, or if you have ideas that you may want to contribute please get in touch with me over the coming weeks.

Disc Golf Course As a result of my motion Council is now investigating a suitable site for a permanent Disc Golf Course in Kingston.

Disc Golf is great for passive recreation and as a competition sport that almost anyone can play, if you haven’t already heard of it search for some videos online to learn more! Hopefully I will be seeing you on a brand new course in Kingston very soon!

Eisteddfod by the Bay Senior Vocal Gala Night Eisteddfod by the Bay Senior Vocal Gala Night is held annually at Kingston Arts Centre and displays the amazing talents of young trained singers performing in Lieder and Aria from Grand Opera.

Now in its 62nd year, the event features incredibly high standards of talent presenting excellent performances to an appreciative audience.

Eisteddfod by the Bay was established as the Mordialloc Eisteddfod in 1955 and has a long history in the local area which has always been run by volunteers.

Each edition of KYC we share a story from the Kingston Historical Website looking back at our rich history.

On 13 May 1913 the Mentone Railway Station was destroyed by fire.

A local reporter at the time commented on the ‘damaged appearance’ of the building. The above photograph shows the station master checking the damage to the signalling equipment with porters and other spectators looking on.

50 years of delivered meals

A Kingston legend is celebrating 50 years of volunteering for Meals on Wheels this year. Bev initially began volunteering at Meals on Wheels when she was 32 by going along with a friend who was already volunteering and she has been there ever since.

GR Bricker Reserve 60 incredible years

Moorabbin’s GR Bricker Reserve Little Athletics Track is set to get a $1.2 million facelift with Kingston Council appointing an expert sports surface company to redevelop the site.

On August 31 Sandy and Norma celebrated 60 years of marriage. With many great stories to tell on their life together in Kingston, the pair actually met each other in Launceston, Tasmania.

Work at the track will take place by the end of 2017 and include a modern rubber surface suitable for year-round use, along with redevelopment of the long jump and high jump areas.

OAM function Kingston, along with Glen Eira and Bayside councils hosted the Order of Australia reception at Council’s Cheltenham offices. The event was held to recognise those awarded an Order of Australia honour because of the exceptional contribution they have made to the lives of others in the community.
