Lost dogs in Kingston will be more easily reunited with their owners by Kingston Council officers thanks to a new approach.

Pets are treasured parts of the family and Council is keen to see any lost dogs returned safe and sound to their homes.

In the past, if an owner wasn’t home or couldn’t be contacted, their lost dog would be taken to the Lost Dogs Home in Cranbourne for later collection.

Dogs collected by Council’s rangers will now be returned to owner’s workplaces in Kingston or to a nominated emergency contact if they are available to take the dog within 30 minutes.

Summer foreshore dog regulations return

A new fenced dog off-lead park will be created underneath the elevated rail line at Clayton South.

With the warmer weather approaching, foreshore summer dog restrictions will be in force from 1 November until 31 March.

Kingston Council has approved the new fully fenced off-lead area as part of the new open space area created as part of the Level Crossing Removal Project at Centre Road.

Community consultation had shown there was strong support for a safe off-lead dog area to be included in the new open space.

Kingston has 30 different dog-off lead areas across the municipality to provide dog-owners in every neighbourhood with a space to exercise their pets.

Owners can also nominate two alternative contact people for Council to return your dog to if you are not available.

The new park on Haughton Road will be opened in coming months and the off-lead area available for use once signs have been put in place.

This change will save dog owners time and money as they are less likely to have to travel to Cranbourne and pay a release fee to the pound.

Dog owners are reminded that dogs must be kept on-leash in all other areas. Owners are required under Local Laws to carry litter removal devices to pick up after their pet.

Council will also introduce a first-time warning notice that will be issued to owners of registered dogs found wandering at large. Lost dog tags will also now be replaced by Council at no cost to the owners.

Owners are reminded that all dogs must be on leash until they reach the sand area and must remain under effective control at all times.

From November, dogs can be exercised off-lead on most beaches between sunrise and 10am.

They are then not allowed at all on the beach between 10am and 7.30pm.

They must then be on the lead between 7.30pm and sunrise.

This applies to beaches at: • Mentone, Parkdale and Mordialloc (Plummer Rd, Mentone to Bay St, Mordialloc) • Aspendale, Edithvale, Chelsea, Bonbeach and Carrum (Mordialloc Creek to McLeod Rd, Carrum).

The 24-hour dog off-leash beach is still available during summer at Mentone (northern end of beach from Charman Rd to Plummer Rd).

At Carrum (southern end of beach from Old Post Office Lane to Osprey Lane) dogs are not allowed between 10am and 7.30pm but are permitted to be exercised off-leash between 7.30pm and 10am the next day.

Dogs are not permitted at all, at any time of the year, in the ‘no-dog zone’ designated between Bay Street and the Mordialloc Pier. The no-dog zone includes the sand, foreshore reserve and the Peter Scullin Reserve.

Council reminds dog owners that they must carry devices (e.g. a plastic or paper bag) to pick up after their pet at all times while they are out and about. People who fail to produce such a device if requested by an authorised officer, or who fail to pick up after their dog could face an on-the-spot penalty of $148.

Planning for our future update

A community panel has had its say on the future Kingston and prepared a range of principles on housing and neighbourhood character to help guide future development in the area.

We want to preserve the things that make Kingston great while accommodating and allowing for the inevitable change that’s coming with Melbourne’s growing population. In order to achieve this, we think it’s important to collaboratively develop our Housing Strategy & Neighbourhood Character Study with the people it affects most – our residents.

The Panel was made up of 45 randomly selected, representative community members who dedicated five in-depth sessions to learn more about planning issues, hear from experts and provide their views.

They looked at the complex issue of how Kingston can accommodate its share of Melbourne’s growing population while keeping the things we love about where we live.

Kingston Council is keen to see population growth managed well, within guidelines set by the Victorian Government.

At the completion of the sessions, the Panel had prepared a set of principles on behalf of the community that they wanted to see guide future development in our community Over the coming months Council will consider these principles in developing the draft to finalise the draft Housing Strategy & Neighbourhood Character Study, before we consult with the whole community to seek their feedback on the drafts in early 2019.

Council awards $1.3M in grants to Kingston community groups Kingston’s community groups will share a $1.3million boost to continue their good work thanks to the City of Kingston’s annual community grants.

The grants will assist many not-forprofit groups and help them deliver a wide range services, programs and special events to the community.

The 2018-19 Community Grants funding includes: • $1.023million for three-year Partnership Grants to key organisations that provide important social and welfare services to Kingston residents, including community centres and neighbourhood houses, organisations which run community events, and more.

• $298,163 in Annual Grants of up to $10,000 for not-for-profit community groups for once-off activities which help develop a healthy, active and socially connected community.

The 2018-2019 Community Grants Program attracted 68 Partnership and 114 Annual Grants applications.

Successful grants included: • $523,819 to support local neighbourhood houses and community centres • $70,069 to support the Chelsea and Moorabbin SES units • $46,359 to support local multicultural and seniors groups • Funding for a range of community feeding programs including $10,000 for Community Care free breakfasts, $8000 for Matt’s Place Community Meals Program, $10,000 for Make a Difference Dingley and $9200 for Destiny Care food hampers • $3000 each to the Dingley Village Historical Society, Mordialloc Historical Society and Chelsea Historical Society • $7500 to the Australian National Aviation Museum for an exhibition of women in Australia’s aviation history • $5000 for bathroom renovations at the Australian Volunteer Coastguard Carrum Throughout the year Kingston Council also offers Irregular Grants, Individual Development Grants, Schools Development Grants, Arts Grants and Ethnic Meals Grants.

Record response during community consultation on Kingswood proposal

The proposed Planning Scheme Amendment seeks to:

Kingston Council has received a record response from the community during the public consultation period on the proposed rezoning of the Kingswood Golf Course.

• subdivide the land into 514 lots including 6 superlots and approval for buildings and works on lots less than 300 square metres

Approximately 8,000 submissions were received during the extended six-week consultation period, held in July and August.

Kingston had requested permission from the Minister for Planning to commence the Planning Scheme Amendment process to ensure the community was given the chance to make formal submissions on the proposed rezoning and development.

Council was aware of the strong community interest in what the new private owners of the site were proposing, and was keen to ensure that Dingley Village residents were kept fully informed and given the chance to make a submission.

Council wrote to all Dingley Village residents to alert them to the proposal and the public submission period.

Officers are now considering the (insert final number of submissions) before reporting back to Council.

Under the Planning Act, Council then has three options: • abandon the amendment • refer the amendment to an independent planning panel for review • make amendments to the proposal and refer it to an independent planning panel for review.

• rezone the site from part Special Use Zone (Golf Courses) and part General Residential Zone (Schedule 3) to a General Residential Zone (Schedule 2) to allow for redevelopment of the site for residential purposes

• apply a new Development Plan Overlay (Schedule 8) to the site to guide the future use and development of the land • apply a Vegetation Protection Overlay, Environmental Significance Overlay and Significant Landscape Overlay to protect significant vegetation on the site.

• apply Environmental Significance Overlays to address potential impact of ground water contamination and landfill gas migration.

Nominate now for Woman of the Year Award Kingston Council will celebrate International Women’s Day next year with the introduction of the inaugural Woman of the Year Award.

Proposed new sporting facilities in Aspendale Gardens Council is currently investigating how to provide extra sporting facilities in Aspendale Gardens in order to meet growing local demand.

In recent years local sporting club the Aspendale Stingrays Soccer Club has turned junior players away as there is no room to grow.

Council has been searching for a local home base for the club, yet there are limited sites available in Aspendale Gardens that can accommodate sporting activities.

Council is investigating upgrading the existing sporting infrastructure at Kerr Crescent Reserve to create a home base for the club. Council is considering: • upgrading existing playing fields to provide a multisport facilitiy with 4x soccer pitches/ 2x cricket ovals

• car parking to minimise any on-street car parking by reserve users.

A number of scenarios for the site have been drafted and Council is keen to hear community feedback on the possible options.

Council officers have met the sporting clubs, school representatives, the Aspendale Gardens Residents’ Association, have written to more than 700 surrounding residents and held community information sessions to seek feedback. Officers are now compiling all feedback received for it to be considered by Council in coming weeks.

We’re seeking nominations of women making an outstanding contribution to Kingston’s industry, community and society. The award will aim to showcase and celebrate the significant and diverse efforts women make in their professional, voluntary and personal lives.

The Kingston Woman of the Year Award will be awarded at Council’s International Women’s Day event to be held on 8 March 2019.

Celebrating women’s contributions in our community is one positive way to challenge gender stereotypes, promote women’s leadership and independence, advocate for gender equality and inspire girls to be leaders of the future.

Do you know a woman aged 16 years or over who lives, works or studies in Kingston who has made an outstanding contribution to our community and whose achievements positively influence the changing social, environmental or business landscape and make them leaders (or emerging leaders) in their field.

Giving our community a greater voice Kingston is working to advocate on behalf of our community and to provide opportunities for them to have a greater voice on issues that matter to them.

Metropolitan Transport Forum

Community Waste Forum

Council co-hosted the recent Kingston Metropolitan Transport Forum to give local residents the chance to raise transport issues with local state represenatatives and candidates in the upcoming state elections.

Council hosted the latest Community Waste Forum – which allows the community to raise issues regarding the waste industry in Kingston’s northern suburbs.

Representatives from the ALP, Liberal Party and the Greens took part – speaking on key themes and taking questions from the community.

Topics covered included: • How can we increase parking at local stations?

• How can we support earlier bus timetables in industrial estates to make it easier for shift workers to get to work?

• How can we use the Level Crossing Removal project to build something great for our future generations?

Representatives from the EPA, the waste operators and Council attended to update local residents and respond to questions.

The regular Community Waste Forums allow community members to speak directly with regulators and waste operators regvarding current activities and ongoing rehabilitation works across landfills and waste facilities in the local area.

Councillors Ron Brownlees OAM and Rosemary West OAM visited Parkdale Family and Children’s Centre and received a grand tour of the fun outdoor play area from two-yearold Isaac, four-year-old Cooper and their mum Leanne and gran Judy, who was a former teacher at the centre.

Operation Emergency Ready The City of Kingston has partnered with Greater Dandenong, Frankston and Mornington Peninsula to deliver a fun day out for families aimed at helping people of all ages become better prepared for an emergency or disaster.

The free, interactive, educational event will be held from 10am-3pm at Harmony Square, at the City of Greater Dandenong’s Council offices on Saturday 13 October.

Visitors will have the chance to meet search and rescue dogs and emergency service members, explore a CFA fire truck, learn about emergency recovery and CPR, and walk away with a bundle of freebies.

‘Emergency Prepare’ booklets will be handed out all day, so be sure to pick one up while you’re there!

Mentone Reserve plans underway Planning is well underway for the restoration of the historic grandstand and re-development of the pavilion at the site of Mentone Reserve.

Council has been working closely with sporting clubs on plans to restore and enhance the ageing GH Soppett Pavilion at the Mentone Reserve.

The plans include:

The community will also be able to make submissions when the planning permit application is formally advertised, under the normal planning process. Council is currently finalising the application with the advertising period expected to occur within coming months.

Kingston covers all transport bases with new taxi cards Kingston seniors can stay active and engaged in the local community thanks to a host of safe, affordable options to travel.

Council has added to its suite of transport services for residents aged 65 and over with the introduction of a taxi card service.

Complementing the existing Community Bus and Volunteer Transport services, the taxi cards are an affordable way to get out and about and attend social events, medical appointments or go about your everyday activities. For each one way trip you pay a contribution of $5, each way. So a $40 return trip will cost you just $10. If you have a half price taxi card, you are also able to use this with Kingston’s taxi card.

If you’re looking to meet people and socialise, you can also get on board Kingston’s Community Bus.

The bus has a busy schedule of activities you can join in with including music, social gatherings and interesting day trips.

If you’re looking to stay active, the bus can also transport you to Don Tatnell and Waves Leisure centres for over 55 water aerobics classes.

Hard waste collection underway Kingston Council’s free annual hard waste collection is now on - so now’s the perfect time for a good spring clean. Households can use the collection to safely dispose of a range of household items, electronics and metal, including: • timber • household furniture • mattresses • small car parts • tools • garden equipment, and • large electrical equipment (which should be stacked separately) The annual hard waste collection kicked off on 24 September in Kingston’s northern suburbs and will move progressively south each week until the end of October.

Keep an eye out for the letter Council is sending to every home to let you know when your hard rubbish collection is taking place, or check the website for details.

Residents can place up to four cubic metres of approved hard waste items out for the annual kerbside collection.

To avoid any confusion and to reduce unnecessary landfill, please take note of what you can and cannot put out with your hard waste.

Items must be ready by 6am on the day of your area’s collection and material placed out late will not be collected.

Did you know? Kingston residents can also book an additional hard rubbish collection throughout the year. The extra service is available for a $50 fee.

New waste collection service Kingston has welcomed JJ Richards, who this month began a new contract to collect the municipality’s waste.

The company has sent out their quieter new-look trucks, featuring striking new designs to promote recycling and waste minimisation.

While your waste collection day will remain the same, the time of your collection may change – so please remember to have your bins out by 6am.

These trucks are quieter than their predecessors, so if you use the early morning rumble as a prompt to race your bins to the kerb, you might need to rethink your strategy.

The new trucks also feature stateof-the-art on-board technology which will allow Council to better track service performance. New safety features also include a wider windshield and additional side mirrors for better visibility, forward collision warning and emergency braking – to help make our trucks safer for the community.

The new fleet also has fuel-saving technology and low Euro 6 emissions with a third of the materials used to build the trucks derived from recycled materials. On top of that, the trucks themselves are about 90 percent recyclable, once they come to the end of their lives.

Award-winning project helps protect Port Phillip Bay and reduce the risk of flooding An award-winning two-year trial project to better manage stormwater – helping to reduce flooding and protect the environment – will be adopted permanently by Kingston Council.

Kingston’s two-year pilot project has been an incredible success, winning awards and attracting interest from other levels of government.

In the past, developers acted independently to manage storm water on new development sites.

Under the two year-trial, instead of developers paying to install smallscale stormwater management onsite they could choose to contribute to large-scale stormwater projects that can have a much greater impact.

The pilot project has been hailed a success, winning the Stormwater Victoria Excellence in Policy or Education Category and named a finalist in the National Awards to be presented in October.

The project will now be permanently adopted by Kingston Council. Funds raised will be used on priority drainage and stormwater projects on public land and sporting reserves that aim to improve the quality of stormwater flowing into Port Phillip Bay and are used to irrigate local sportsgrounds.

Stormwater projects are vitally important to ensure that flooding is minimised and that polluted waters do not enter our fragile creeks and bay.

Our seniors Come and meet the makers Kingston Arts’ annual Makers Festival will showcase the work of independent artists and artisan producers from across Melbourne at the Kingston City Hall carpark from 2pm on Sunday 2 December.

A fresh, vibrant collection of art, craft, design, fashion and homewares is on sale every year.

All products are handmade or independently designed by carefully selected stallholders.

The day’s program also includes live performances, art exhibitions, gourmet food trucks and workshops for the whole family.

This year’s live performance, Escape from Trash Mountain — An Epic Tale of Trashy Proportions, begins at 2.30pm. It features 17 handmade puppets who must fight trash bats, navigate treacherous ravines and outwit trash monsters to save the planet.

The performance will be followed by a workshop where participants can make their own puppet from recycled material at 3.15pm

in the Mordialloc Florist workshop too. Suitable for all ages.

Finally, inspirational performer Guru Dudu will take the Silent Disco phenomenon to a whole new level with his Silent Disco Walking Tours as he roams throughout the event. Expect hilarious commentary, uplifting tunes from the 70s, 80s and 90s, crazy improvisations and interpretive dance.

Kingston is offering its celebrated seniors a fantastic range of free and low-cost events and activities during the Kingston Seniors Festival from 1 to 31 October.

Don Tatnell Leisure Centre in Mordialloc will host a free introductory session to its Plus 55 Gym session on Thursday 4 October, from 1-2pm.

Jane Edmanson will present her free, fun and informative session at Westall Library from 2-3pm on Tuesday 9 October.

The mystery bus tour departs Chelsea Library at 9.30am on Wednesday 10 October. Discover places you’ve never been. Tickets $20.

Clarinda Library will host a free tea discovery session on Friday 19 October, from 2-3.30pm.

Baulk Arts, the urban Aboriginal community arts centre based in Mornington will also host workshops, teaching participants how to make bush sculptures from natural and contemporary fibres.

Come along to the Kingston City Hall foyer from 3pm to join in.

Come along to the Chelsea Library on Friday 19 October and meet Heather Morris, author of The Tattooist of Auschwitz, and hear more about the inspiring true story of Lale Sokolov.

A sneak peek at Carols by Kingston Carols by Kingston is one of Council’s most popular events, with food and entertainment from 6.30pm offering family-friendly fun for all ages, all the way through to the fireworks finale at 9.30pm.

The event, which will be held at a new location at Bicentennial Park in Chelsea on Sunday 9 December, will feature a number of food vendors, community barbecue and Christmas gift market. The Kids Zone introduced in 2017 will also be back by popular demand.

Candles will be available onsite and the headline acts will be revealed on Council’s website and social media platforms in the coming weeks.

Kingston was chosen for the launch of the statewide Better Approvals Project by the Minister for Small Business, Philip Dalidakis, in July.

The project, which is sponsored by the Department of Economic Development, Jobs, Transport and Resources (DEDJTR) will be rolled out across all councils in Victoria by early 2019. Since the pilot launch in June, a number of businesses have already felt the benefit of the changes.

Festivals review minimises recycling charges Kingston Council has reviewed its annual Festivals program in an effort to reduce costs passed on to residents following rising recycling costs.

Due to instability in Australia’s recycling industry, caused by changes to the type of material China will accept for recycling, Council was facing a $31 per household increase in recycling costs next year.

Council did not want to pass on the full increase to ratepayers and has instead reviewed the Festivals program to make savings that will allow Council to cover $6 per household and only pass on a $25 increase in recycling fees.

As part of the Festival changes, the Carols by Kingston event will now be held at Bicentennial Park in Chelsea in 2018. Our annual Carols event is much-loved and council is anticipating it will be warmly embraced by our South Ward residents.

Building Kingston

The investment into community facilities in Kingston is rolling on, with a number of projects underway.

Acacia Avenue Kindergarten

Construction is well underway on the new Acacia Avenue Kindergarten at Southern Reserve in Mentone. The slab has been poured and dried, the steel frame is in place and works are full steam ahead.

Once the new building is completed, the old building will be demolished and a new playarea and landscaping installed.

Mentone public toilet Visitors to Mentone’s shops will have accessed to improved public toilet facilities. A new accessible toilet has been installed in the Florence Street car park to provide: • one accessible unisex cubicle • one ambulant unisex cubicle.

It features an attractive design featuring artwork promoting the Mentone Historical trail.

Two new accessible car parking spaces will also be created at the rear of the new facility.

Drainage improvements Each year the City of Kingston invests over $10 million in roads and drainage infrastructure to support the current and future needs of our community.

The improvement works include:

• construction of a new concrete laneway • installation of stormwater drainage pipes within Bank Lane • construction of a new pump pit that will discharge runoff into the existing drainage system.

Washington Drive Preschool upgrade The Washington Drive Preschool Upgrade will provide a much-needed face lift to the Washington Drive Pre-school, which has served the local community for many years.

Works are now underway to increase the capacity of early years services to reflect the increasing population of young children in the local area, ensuring that families have access to quality early childhood care and education services and facilities within their neighbourhood.

The project that is jointly funded between Council and State Government.

The upgraded Washington Drive Preschool will provide a more inclusive and accessible facility, which will see an increase in licenced spaces from 29 to 33.

Further to increasing the capacity of the service, the proposed works will include: • increased learning space area • undercover entrance area • renovated children’s bathroom upgrades • accessible toilet and office • refurbishment of the existing building, such as painting, floor finishes and lighting.

As part of Council’s flood mitigation program, drainage improvement works are about to commence in Bank Lane and Bank Road Edithvale.

Recent consultations have included: • More than 1500 people took part in a survey on a proposal to introduce a 24-hour off-lead dog area at Edithvale Beach. Officers and councillors will now assess all the feedback before a report on the issue is prepared and Council considers next steps.

• Draft Biodiversity Strategy to guide the future of our wetlands, heathland, woodlands, grasslands and the Port Phillip Bay coastline.

The Biodiversity Strategy has been updated to protect these wonderful assets and ensure they are preserved for future generations to enjoy. A community information was held recently to outline the new strategy and seek public input. Council officers will now consider all feedback and make any required changes to the draft before it is presented to Council for approval.

• Fencing Policy to set out clear responsibilities for the construction, maintenance or replacement of boundary fencing abutting Council owned land, which includes compliance with the Fencing Amendment Act 2014. This policy applies to land abutting Council owned or managed property who seek a Council contribution to the cost of construction, maintenance or repair of a boundary fence.

• The community was invited to take part in helping create an Action Plan to prevent and address family violence in our community. Council is well-placed to take a leading role in preventing family violence due to its strong partnerships and collaborative approach in working with the community, local organisations and other levels of government.

The Kingston Family Violence Working Group has been working on a draft Action Plan and invited community feedback in September.

Record response I would like to thank the residents of Dingley Village for your feedback on the Kingswood Dingley Village proposal. Council was keen to give the community a say on the proposed rezoning of the Kingswood Golf Course.

We offered an extended six-week consultation period and we wrote to all Dingley residents to alert them to the proposal and the public submission period. 8000 submissions is the largest response ever received by Council on a single issue. I thank you all for taking the time to contribute your views. Officers are now considering the submissions and will report back to Council soon.

Spring in our step Kingston continues to invest in community sporting facilities, particularly for women. But this year I’m particularly proud of the development of Dales Park in Oakleigh South. This spring, our netball community will enjoy eight re-sealed and realigned netball courts, complete with new floodlights.

There are five new spectator shelters on the grounds and Council has provided 140 paved vehicle spaces. Landscaping works now make this an enjoyable place for the whole community. But we are not stopping there.

Climate strategy I’m incredibly proud that Kingston is taking positive action to address climate change. Council’s plan to reduce greenhouse emissions, while also significantly cutting energy costs, changes the landscape of the future.

Our Climate Change Strategy will reduce council emissions by 30 per cent by 2020 and it encourages the community to take positive action, too. We are now upgrading 7000 public street lights and 1000 decorative lights with energy efficient LED globes, installing solar panels on key Council buildings and upgrading lighting in Council and community buildings including our children’s and family centres. The public response to our calls for feedback has been inspiring.

Kingston’s $2.12 million investment will include a new pavilion, an improved playground, public amenities and more.

The play areas will include equipment for all ages — a combination unit with slides, climbing wall, fireman’s pole, net bridge, accessible shop counter, basket swing, double rocker and carousel, nature play with a sandpit, pebbles and a timber teepee cubby house. Park furniture will include a drinking fountain, seats and a double shelter with picnic and tables and barbecue. This will be a place that offers something for everyone.

Council’s commitment to greening our city In October Council will celebrate the three-year anniversary of the C143 planning amendment which was introduced in 2015 to protect Kingston’s Green Wedge. It was a major win for Council to help bring about the end of the waste industry in Kingston’s northern suburbs. We are finally seeing old landfill sites across the city closed and rehabilitated, with plans to turn many of them into green open spaces. For too long Kingston’s northern residents and businesses have had to live with offensive odours, seagulls in plague proportions and dust in their neighbourhoods – all related to landfill in the area. But I’m pleased to report that the last few remaining landfills in Kingston’s Green Wedge are set to close soon and we are protected from any new facilities opening up.

This month will also mark the official launch of improvement works at Spring Road Reserve in Dingley. The former landfill site was opened to the public in 2017 and recent improvements have included pathways and a fantastic new dog off-lead area. Council is also working to transform the former Elder Street landfill site and we are on track to create a new public parkland in the next 18 months. We have also secured $300,000 from the State Government to create a vision for a new regional sporting facility in the Green Wedge at the Delta Site in Heatherton. This is an exciting time where the community can at last see the fruits of years and years of Council’s planning and lobbying for change in our Green Wedge.

Kingston’s sporting facilities Having recently visited Europe and Asia, one gets the opportunity to compare some of the wonderful things Kingston has to offer with other countries. Our sporting facilities are indeed some of the best I have seen, community clubs and groups are constantly seeking more facilities to cater for their growth. This is also occurring in our neighbouring municipalities.

Kingston has always given priority to its locally based clubs and residents.

The major problem we face is that there are no large tracts of land suitable and available for development of the types of facilities we need in the near future. We also need to consider competing environmental needs in our deliberations. In Europe I saw facilities

that were considered adequate for the needs of the community, and whilst not close to the centre of town, were multi-purpose and managed by flexible programming.

Councillors and officers are often lobbied for new facilities, and all levels of government are trying to cater for increased female participation, but this will take time. I ask all clubs to work with us by trying to manage their own local growth and ground allocation without extending themselves or their facility. I understand how frustrating it must be for clubs at a local level but our officers are constantly trying to juggle these demands, without compromising existing agreements and allocations.

Please understand this is not an isolated issue and we will need time to work through it, with your support and assistance.

Protecting the Pompei heritage Council has engaged an industrial heritage consultant to recommend heritage listing – either local or state – for the Pompei’s Boat Works in Mordialloc, where iconic boatbuilders Jack and Joe Pompei worked building and repairing boats, and Jack’s son Leon continues to run his boat maintenance and mooring business.

The Pompei Boat Works, the boats in various stages of repair and the fisherman’s cottages used by the Pompei family for their boat maintenance and mooring business give Mordialloc its fishing village atmosphere. I hope this will lead to some form of meaningful protection of this heritage, in conjunction with the residential development which is now likely following the sale of the property.

Uncertainty for the wetlands The Planning Minister has approved the trench construction for the Edithvale and

Bonbeach level crossing removals despite uncertainties identified by the Advisory Committee appointed to consider submissions to the Environmental Effects Statement. The uncertainties relate to the modelling on which the Government relies for its confidence that the work can be done without damaging the Edithvale Wetlands and Bonbeach Coastal Banksia Woodland and to the “unproven” groundwater mitigation measures proposed in the EES. The Committee recommended approval, provided these uncertainties could be resolved and on the condition of at least 10 years monitoring.

But can we rely on the Government to comply with these conditions?

The Planning Minister in his approval statement required only “several” years monitoring. The Federal Environment Minister’s approval is also needed before the project can go ahead.

The EES for the Mordialloc Freeway, which also involves risk to Edithvale Wetlands, is due for exhibition in October with hearings in the New Year.

Termite Report At our October council meeting, we will be deciding whether Kingston is declared a termite-prone zone. Over the past few years I have heard from residents who have made the unfortunate and costly discovery that termites have damaged their homes. Termites are native to many parts of Melbourne, including Kingston. It is important that homeowners are aware that Kingston is a termite-prone zone and take adequate precautions to protect their homes against termites.

Jain Festival of Forgiveness I was given a very warm welcome at the recent Jain Festival of Forgiveness. Jainism is an ancient religion that originated in India and practices non-violence and truth. Many of their members have called Kingston home for over 14 years.

I welcome the Jain community and look forward to them building a place of

worship here in Kingston.

The Better Approvals Project As a business owner in the City of Kingston I am thrilled that the Kingston Better Approvals Project team is implementing new and improved, streamlined process for businesses. For example, the Business section of the Kingston website is being redeveloped in November to help customers self-serve and find the information they need before, during and after the start-up of their business online.

Burnt out Mentone Baths viewed from the cliff top - 1962 Around Port Phillip Bay baths were a feature at several locations. Baths were built at Mentone at the end of what is now called Warrigal Road in 1884 with the hope that they would attract buyers to the newly created suburb. Within a short time, in 1891, they were replaced by new baths opposite St Bede’s College. Some years later, the new baths, subjected to violent storms, corroding metal and rotting woodwork, were considered an eyesore. In August 1962 they were destroyed by a fire believed to have been caused by a fallen power line and were not replaced.

Jane Edmanson returns to Kingston Libraries for another fun and informative session about gardening. Jane is wellknown and well-loved as one of the presenters for ABC’s Gardening Australia.

Be introduced to the various social media tools available and what they do.

Presented by Stay In Touch, the session will include a demonstration of some of the most popular such as Facebook, Instagram and WhatsApp.

In this special Remembrance Day event, historian and author Lucas Jordan talks about his book Stealth Raiders, a gripping true account of how a group of lowranking Australian soldiers infiltrated German lines on the Western front in 1918.

Culture that captures the imagination

Theatre, Music, Film, Visual Arts, Public Programs, Creative Development Parkdale Football Club - 1935 This photograph of a Parkdale Football Club team in 1935 was found discarded with several others in a bin at the Parkdale Reserve. Rescued, it was given to a Council Information Officer who arranged its inclusion in the Kingston Historical Collection, but unfortunately the names of the young men were not listed. Perhaps you can help? Was it a premiership team? If you can identify any individual please talk to an Information Officer at a Kingston Library or phone the City Historian on 1300 135 668. We would love to hear from you.

Hell Ship – Journey of the Ticonderoga Tuesday 2 October, 1pm & 8pm Shirley Burke Theatre, Parkdale Tickets: One price $30 | Seniors $25 Michael Veitch explores maritime history with family ties in 1852, the emigrant vessel Ticonderoga limped into Port Phillip Bay after a nightmare voyage from England during which a quarter of her nearly 800 passengers and crew died from typhus. Forbidden to come into port, Ticonderoga was instead forced to anchor near Portsea, where her remaining passengers were either nursed back to health or allowed to die. Michael Veitch brings to life the story of a young ship’s surgeon, who bravely nursed many passengers back to health. This man was also Michael Veitch’s great-greatgrandfather, James William Henry Veitch.

Agatha Christie stories brought to life (and death!) by Lux Radio Theatre Join us for some wildly entertaining tales of murder and mystery, brought to life before you in true, old-fashioned radio play style! Lux Radio Theatre will vividly create all the narrative twists and turns of the undisputed Queen of Crime, Agatha Christie. This very special event will also feature a performance by Scott Harrison on the mighty Wurlitzer organ.

Melba Quartet is one of Australia’s most lauded chamber ensembles, made up of the musicians who worked together as the Australian String Quartet until 1996, establishing it as an important national and international ensemble.

Mayor Steve Staikos and Councillors Ron Brownlees OAM, Geoff Gledhill, Rosemary West OAM and Tamsin Bearsley joined with local sporting clubs and St Johns Ambulance to officially open the new H.A. Droop Pavilion at Mordialloc’s Ben Kavanagh Reserve.

The fantastic new facility provides female-friendly and accessible change rooms, increased social space, umpires room and more.

Ben Kavanagh Reserve is home to a wide range of local sporting groups including the Mordialloc Sporting Club, Mordialloc Super Rules Football Club, Mordialloc Junior Football Club, Mordialloc Football/Netball Club, Mordialloc Cricket Club, Mordialloc Bowls Club and the Longbeach Petanque group.

The $1million redevelopment of the Chelsea Heights kindergarten was officially opened by Mayor Steve Staikos and Junior Mayor Alice Roberts.

The improved centre features fantastic new kindergarten rooms, while retaining the much-loved outdoor play area.

The project was jointly funded by Kingston Council and the Victorian Government.

Deputy Mayor Georgina Oxley joined with the Kingston Family Violence Taskforce to mark White Ribbon Day at the Kingston City Hall. The event raised awareness for White Ribbon Australia’s violence prevention programs in schools, workplaces and communities.

Guest speaker Jeanette Large, the CEO of Women’s Property Initiatives shared stories from the not-for-profit, community housing organisation that creates new beginnings for women facing homelessness by providing permanent and affordable homes, access to support networks and ongoing advocacy.

It was a case of Lights, Camera, Action when Victorian Minister for Sport John Eren and Kingston Mayor Steve Staikos announced co-funding for new lighting at Mordialloc’s Jack Grut Reserve. The new lights will provide increased training times especially in winter months. The Aspendale Stingrays soccer club came out to celebrate the news and showed off their skills on the field.

Mayor Steve Staikos was the bearer of good news when he presented key community groups with vital funding to continue their good work.

Kingston Council awarded $1.3million in community grants this year to support groups deliver a wide range of services, programs and special events for the community.

Mayor Staikos met with Yannis Mantas from the Hellenic Community City of Moorabbin, Eisteddfod by the Bay representatives Jill Page, Andrea Crawford and Beverley Harven and Kingston Chinese Seniors members President Ann Wang, Leng Quah and Man Mooe Chine.
