The Junior Council complements the successful Junior Mayor program and gives nine grade six students the opportunity to make decisions and learn about democracy.

Kingston Youth Services has teamed up with local student, Maddison Carroll to spread her message of positivity to schools in Kingston.

What started as a year 12 assignment for the Cheltenham Secondary College graduate, has now turned into something much bigger.

Maddison created her Zine, Molly - a guide to staying positive for young girls - as a final assessment for her Media class.

Junior

Molly covers a range of issues pertinent to young girls, including bullying, social media and self-care. It aims to enlighten them and provide a range of coping strategies to deal with some of the challenges they may face on their journey.

After receiving the highest score across her year level for Molly, Maddison’s grandmother and mother urged her to connect with Kingston Youth Services to do something further with it. With the help of the Youth Services team, Molly will be distributed to local year 6 and high school students in the municipality in the coming months. Kingston’s proposed new housing and planning rules The Victorian Government estimates Melbourne will grow to 7.9 million people by 2051.

Proposed housing change areas

Our city can’t keep sprawling outwards, so the Victorian Government’s Plan Melbourne sets out how all local Councils will have to take their fair share of the growth. Kingston Council has long-campaigned to see population growth centred around our key activity centres, close to public transport, shops and services.

This would allow us to protect the neighbourhood character and amenity of our quieter residential streets. Council is undertaking a Housing Strategy & Neighbourhood Character Study to tackle these issues.

Limited change - 53% of Kingston’s residential zones

The Housing Strategy is a long-term plan to manage housing growth and change across all residential areas.

The Neighbourhood Character Study involves a detailed assessment of neighbourhood character in Kingston’s residential areas and the creation of design guidelines to influence what new development should look like.

Council has been working collaboratively with our community to develop the first draft of both the Housing Strategy & Neighbourhood Character Study.

Proposed new residential zones The changes for Kingston involve the implementation of the three new residential zones.

Neighbourhood Residential Zone

In addition to the new residential zones, the draft Housing Strategy identifies areas for substantial, transitional, incremental and limited housing growth. These identified areas reflect the rate of housing change and growth proposed for each area within Kingston and help to inform the location of the new residential zones.

Located the furthest distance from public transport, activity centres, services and infrastructure.

These areas are anticipated to accommodate the slowest rate of housing change, in the form of dual occupancies and some townhouse development. It is acknowledged that larger lots in these areas will be able to accommodate more houses.

Neighbourhood Residential Zones will be found within limited change areas.

Incremental change - 33% of Kingston’s residential zones Generally located between 400 and 800 metres of activity centres and the public transport network. Modest housing growth is contemplated in these areas with a mix of medium density housing types, such as townhouses, up to three storeys and some apartment buildings. General Residential Zones will be found within transitional and incremental change areas.

Transitional change - 9% of Kingston’s residential zones Located near public transport and other services where change is anticipated in the form of medium density development, such as apartments, up to three storeys.

General Residential Zones will be found within transitional and incremental change areas.

Substantial change - 3% of Kingston’s residential zones

% Up to three storeys

Located around the busiest activity centres and near public transport.

Proximity to transport, services and infrastructure make them suitable for higher densities of up to four storeys. Residential Growth Zones will be found within substancial change areas.

Other land within the study area accounts for 2% including Mixed Use Zone, Comprehensive Development Zone and the Chelsea Activity Centre, which is subject to a seperate project - Developing a Plan for Chelsea.

variations have been identified that warrant sub-precincts. In total there are twelve-character sub-precincts that have been applied across residential areas.

Character types include: • Garden Suburban • Garden Court • Coastal Suburban • Urban Contemporary • Urban Waterways • Mixed Use Intensive A preferred character statement and design guidelines has been drafted for each precinct which outlines the expectations for how future development should look.

The draft Neighbourhood Character Study identifies six-character types in Kingston that have been defined by assessing the main characteristics of each area. This includes things such as front gardens and landscaping styles, spaces between houses, street trees, footpaths and road design as well as height and style of dwellings.

home Supporting our community Free library service AccessCare is a not-for-profit provider of home care and support managed

by Kingston City Council. AccessCare support people who are older, homeless, have disabilities or are carers.

Through AccessCare, Kingston offer a range of support services that empower the community to stay active and enjoy life. Support services include housework, help with meals and shopping right through to providing a comprehensive home support service with a Home Care Package.

Hop aboard the Community Bus The Community Bus is a great option for those that need support to get out and about. Whether it’s a trip to the library, Waves or Don Tatnell Leisure Centres or connecting with friends

socially, the Community Bus can get you there. We also now have Kingston taxi cards to assist residents to get to medical, appointments, shopping trips, social outings or visiting friends.

Delivered Meals Delivered Meals are available to people who have difficulty accessing nutritious meals regularly at home and who may benefit from regular contact with Council personnel.

Kingston Council has a dedicated kitchen located in Bonbeach which delivers healthy, delicious meals to support residents remain independent in their home.

Community Nursing

Our new Community Nursing service offers short-term or episodic specialised nursing support to people in the City of Kingston who are keen to remain living at home. Community nursing can assist with a range of issues including managing chronic disease, advocacy, continence, mobility, reduced motivation, cognitive decline, mental wellbeing, pain management, carer support and health literacy.

National Tree Day Sunday 28 July Be part of enhancing Kingston’s natural environment and plant a tree on Sunday 28 July for National Tree Day 2019.

Parents can also get involved through local events that may be organised through their child’s primary school.

National Tree Day is Australia’s biggest community tree-planting event. Starting in 1996, National Tree Day has seen more than three million people plant 23 million seedlings across the nation.

Bonbeach Foreshore

Kingston City Council is hosting activities on National Tree Day at five different locations, to regenerate the area, increase biodiversity and provide habitats for local fauna.

Community Connection Program

The Community Connection Program supports people in Kingston who are homeless or at risk of homelessness.

Many of the people who access the program live in low cost housing, public housing, rooming houses, caravan parks or supported residential services. The Community Connection Program also offers support to people who are ‘sleeping rough’ and may be living on the beach, in parks or on the street. The program supports people who have complex needs related to physical or mental health, drugs or alcohol, as well as people who are socially isolated. The program is free of charge and aims to link disadvantaged residents with community services, housing organisations, and other services that might be able to help.

If you or someone you know is unable to visit the nearest library branch due to frailty, disability, or illness, we can provide free deliveries through our Home Library Service.

This personalised service offers individual items to suit your reading, listening and viewing interests, with friendly Home Library Service volunteers delivering the items to you each month. Our Community Bus also provides transport to Chelsea Library, Cheltenham Library and Parkdale Library on set days each fortnight.

Kingston launches Family Violence Action Plan Family Violence is widespread, serious and preventable. Kingston is committed to working towards the vision of creating safe, equal and respectful relationships in Kingston where family violence and gender inequality are not tolerated.

In late March, local police, Council and a range of community services including Family Life, Whise, Emerge and Central Bayside Community Health joined together for the official launch of the Kingston Prevention of Family Violence Action Plan 2019-2021.

Parkdale Beach Renourishment The Department of Environment, Land, Water and Planning (DELWP) is undertaking a beach renourishment project at Parkdale, as part of the successful Protection of Port Phillip Bay, Beaches and Foreshores Program.

The beach renourishment will protect the foreshore from erosion, and create a wider beach for recreational use. The beach renourishment involves introducing sand from Mordialloc Beach to Parkdale Beach where sand has been depleted due to coastal processes (wind, waves and tidal flow) and storm events. The beach will be renourished with approximately 8000 cubic metres of sand, spread over a distance of 200 metres.

Paint Australia REaD Book Relay 2019 The City of Kingston was proud to support the Paint Australia REaD Book Relay earlier this month. Based on the concept of the Olympic Torch Relay, events are held across Australia with the aim of engaging families and creating a community awareness of the importance of early literacy. The Clayton South leg was run by Our Place and involved 450 children and their parents from Westall Primary School, Clayton South Primary School, Westall Kindergarten, and local playgroups. 20 students from Westall Secondary College assisted and their Pasifika Dance group, along with the Victoria Police Pipe Band entertained spectators.

As part of the consultation we convened a Community Panel, made up of a representative sample of the wider community, to co-design a series of principles to help guide decision making in the future.

We will be using the valuable work they have done, as well as the feedback received from the wider community to help inform our Library Strategy. The new strategy will ensure we can deliver a service where our community can be connected to information, knowledge, resources, creativity and each other.

We are currently incorporating the feedback received from the wider community and Community Panel into a draft Library Strategy. We will then seek your feedback on this draft document before finalising it.

Constance on the Edge – Refugee Week 2019 In celebration of Refugee Week, Kingston Council will host a screening of the movie Constance on the Edge at Shirley Burke Theatre. The Inter Council Aboriginal Consultative Committee (ICACC) Kingston was proud to host the first ICACC meeting of 2019 earlier this year at Kingston Derrimut Weelam Gathering Place. The ICACC was established in 1997 and currently includes four Councils – the City of Casey, City of Kingston, City of Greater Dandenong, and Mornington Peninsula Shire. The Committee was created to support members to achieve and enhance respect, recognition, reconciliation, equity, health and wellbeing for Aboriginal and Torres Strait Island people in our community.

Over the next 12 months Council will be working collaboratively with the community to develop a plan for the Chelsea Activity Centre that builds on the best of Chelsea and sets out an exciting vision for its future.

The project, Developing a Plan for Chelsea, will involve extensive community engagement to ensure residents, businesses and visitors can all have their say on the future of Chelsea.

Why is a Structure Plan?

A Structure Plan defines the desired future growth within an Activity Centre, provides for changing community needs and outlines how the plan will be rolled-out. It can include recommendations on infrastructure and funding, as well as policies to guide private development and public investment.

Why are we doing this?

Vibrant Activity Centres need long term plans, and while Chelsea is one of Kingston’s six Major Activity Centres it does not currently have a Structure Plan.

Developing a Chelsea Structure Plan will provide a longterm vision for the centre.

With the State Government’s planned level crossing removals in Chelsea, the Structure Plan also presents an opportunity for Council, traders and the community to ensure that this major infrastructure project preserves Chelsea’s unique coastal character while ensuring the success of the area for years to come.

Your 2019-20 Draft Budget Council has released its 2019-20 Draft Budget, featuring a host of fantastic new community facilities and quality services. We’re investing $221m in services and $81.6m in new projects in our 2019-20 Draft Budget to benefit Kingston’s 163,400 residents.

operating the City’s libraries, manning school crossings across Kingston, providing more than 15,000 immunisations, more than 100,000 community care hours; and the maintenance of 90,000 trees, 367 parks, 60 sports grounds and 114 playgrounds.

Budget highlights:

Improving Kingston’s Green Wedge with a new park to be developed at the Elder Street South former landfill site ($1.1m), remediation works at former landfill sites ($1.2m) and construting the Sandbelt Chain of Parks shared user path which is linking Karkarook Park to Clayton Road ($700,000).

The 2019-20 Draft Council Budget also includes funding for a new North Ward Festival ($125,000), waives fees for overdue library books for students, to encourage greater visitation and literacy and increases the Pensioner Rate Rebate to $110.

Maintaining vital community infrastructure including road repairs ($6.4m) and footpath repairs ($700,000), drainage works ($3m) and investing in a new depot to more effectively roll-out all of Council’s parks, home maintenance and depot services and to cease renting multiple facilities($3.7m).

The community was invited to a public information session on the Draft Budget on Wednesday 15 May at Council’s Cheltenham offices.

Investing in high-quality sport and community facilities with a range of projects including the redevelopment of Soppet Pavilion at Mentone Reserve ($5.2m), the construction of the missing link of the Bay Trail shared user path ($4.4m), construction of a pavilion at Roy Dore ($4.4m) a multiuse sports field at Kerr Crescent ($3.5m), the Dingley Village Neighbourhood House Precinct ($3.7m) and the Dales Park Pavilion ($2.5m).

Improving foreshore facilities by rebuilding Life Saving Clubs in Edithvale ($3.1m), Aspendale ($1.3m), and Mentone ($230,000); the Parkdale Yacht Club redevelopment ($2m) and foreshore maintenance ($700,000).

Caring for our environment by implementing our Open Space Strategy ($5m), the introduction of food and organic waste disposal ($1.5m) and planting an additional 1,000 trees across Kingston ($230,000).

Continuing to provide high quality services The City of Kingston is committed to continue providing outstanding services for the entire community, whilst meeting the Victorian Government’s rate-cap of 2.5 per cent.

These services include (but are not limited to): weekly waste collection,

Property revaluation and ratecapping explained Your Council rates fund over 100 services across Kingston, including libraries, leisure centres, immunisations, bin collections and meals on wheels deliveries – to name just a few.

Your share of the total rate amount is set by the value of your property. People with higher valued properties pay a greater share than others.

Revaluation The Victorian Government’s Valuer-General values your property each year. Previously this occurred every two years, but under new Victorian Government legislation, all Victorian councils are required to revalue properties every year.

Rate cap The rates we collect are capped each year by the Minister for Local Government.

Under the Victorian Government’s rate capping laws, this year local Councils can only increase the average amount of rates collected by 2.5%.

It is important to note that the rate cap does not mean that rates for each individual property will increase by 2.5%, the cap applies to the average rates bill - not individual properties.

Your property value determines your share of the total rates bill.

Higher valued properties pay a greater share, while lower valued properties pay a smaller share.

The key issue in determining your share is how your property value has moved in comparison to the average movement of properties in Kingston.

Free tree voucher to help “green-Kingston” Each year Council maintains 80,000 trees, and plants an additional 3,000 trees.

This year we invite you to join us, by planting a tree in your own backyard!

Council is keen to expand tree planting throughout our community to improve our environment and help reduce the impacts of climate change. As such, Kingston is trialling a free tree giveaway with this year’s rates notice.

Keep your eye out for your rates pack, which will include the free tree voucher, redeemable at one of four nurseries. Tree numbers are limited so be sure to get in quick!

Council is committed to providing Kingston residents with modern and innovative facilities. Your rates fund a diverse range of projects right across our community. Below is a snapshot of some of the most recently completed capital-works projects, as well as some of the exciting new projects we have on the cards.

Regents Park Netball Courts Works have commenced on two new, purpose-built, floodlit netball courts to meet growing demand in the increasingly popular sport. The playground facilities will also be upgraded and the Jack Cuthbertson Memorial Garden will be relocated within the reserve.

Dales Park Pavilion Council is working closely with Kingston and District Netball Association to upgrade Dales Park to boost the facilities for thousands of local netballers and residents. The next stage of works includes the construction of an additional netball court, new accessible pathways throughout the park and a new state-ofthe-art Pavilion. Plans for the enhanced pavilion include: • increased space and number of change rooms • accessible toilet facilities • increased social room space • viewing deck • increased lobby and foyer areas • tournament office.

Ben Kavanagh Reserve Improvement works South Ward Councillor Tamsin Bearsley at the site for the new Aspendale Life Saving Club.

Kingston is continuing to roll-out works at Ben Kavanagh Reserve. A new, double story pavilion has already been completed and Council is now looking to provide two netball courts plus an improved playground and active recreation area for the community.

Mentone Pavilion

Completed projects The new Cliff Sembell Pavilion, Gerry Green Reserve The Cliff Sembell Pavilion was transformed as part of a $2.8 million upgrade to Gerry Green Reserve in Parkdale. The works included: • new sporting amenities • 4 unisex change rooms

Works are underway to transform G.H. Soppet Pavilion in Mentone Reserve.

These works will be completed in two stages with works commencing in early 2019 and expected to be completed by late 2020.

Works include: • Increased space and number of change rooms to support female participation • Additional public toilets • Increased social room space

• new compliant public toilets

• Larger undercover spectator area and first floor viewing deck

• a new 170m2 social/training room for use by the club and the local community.

• Increased lobby and foyer areas • Video room

Bonbeach Recreation Reserve Netball Courts

Chadwick Reserve

Two new, floodlit purpose-built netball courts at Bonbeach Reserve have been officially opened.

Council has approved works for improved sporting facilities at Chadwick Reserve to meet growing demand for junior AFL facilities. This major upgrade will provide:

Redeveloped Acacia Avenue Kindergarten The redeveloped preschool provides a best practice purpose built early childhood education facility that is engaging, promotes creativity, and nurtures development to inspire learning. It includes: • two contemporary indoor learning spaces • multipurpose space and sibling playground • large natural outdoor learning environment

• a new, larger pavilion replacing the current aged building featuring femalefriendly change rooms, disability access, umpire’s facilities and a community room • improved playing surface on the junior AFL/cricket oval and training area • lighting for the playing areas • new playground and shared paths.

Washington Drive Preschool Washington Drive Preschool has undergone an upgrade and major face-lift that will serve the local community for many years to come. Upcoming projects Bonbeach and Aspendale Life Saving Clubs Brand new Life Saving Clubs will be built in Bonbeach and Aspendale thanks to a partnership between Kingston Council ($2.5million for each club) and the Victorian Government ($2million for each club).

The new state-of-the-art facilities will be built to ensure the clubs can continue to provide this vital community service to the tens of thousands of visitors who visit each beach every summer. Council will work closely with the Life Saving Clubs on the redevelopments. The initial concept plans have been developed to align with the Life Saving Facility of the Future Development Guidelines.

KINGSTON’S WAR ON WASTE Every year, Australians generate millions of tonnes of waste in food, fashion, packaging and more.

The amount of waste we produce is growing.

In the past 20 years Australia’s population has grown 28 per cent – yet the amount of waste we produce has increased by a staggering 170 per cent.

The average Australian produces many hundreds of kilograms of waste each year, with most of this sent to landfill which is costly, takes up valuable land space and has significant negative impacts on our environment.

Tackling our waste problem will take a major combined effort from federal, state and local governments; from businesses and from every single community member.

In an ongoing series in KYC throughout 2019, we’ll look at Kingston’s waste challenges including rubbish, recycling, garden waste, e-waste, dumped rubbish and more.

We’ll outline what action Kingston Council will be taking and provide practical tips on how we can all play a part to reduce, re-use and recycle.

RECYCLING In 2016, 15,053 tonnes of recyclable material was collected from kerbside recycling bins in Kingston.

This is equivalent to collecting roughly 251 kg of recycling per household in 2016. Recycling not only reduces our reliance on landfill but it also saves natural resources such as energy and water.

It’s important that we also close the loop and, as consumers, buy materials made from our recycling such as packaging, clothing, carpet, glass tiles, cement, cutlery, worm farms, fridges and furniture. This helps to ensure there’s a sustainable market for our recyclable packaging waste.

By recycling this amount of waste Kingston residents saved: • 8,481 tonnes of CO2 emissions the equivalent of 2,484 cars permanently removed from the road • 109,808 gigajoules of energy the equivalent of 30,417,771 days of watching a large TV • 158 megalitres of water the equivalent of 63 olympic sized swimming pools The best way to preserve natural resources, reduce air pollution, save energy and cut greenhouse gases is to avoid creating waste.

The choices we make not just in the home, but at the shops and in the office make a collective impact on the amount of waste we generate and the future of our planet.

Recycling is an excellent way to help reduce the: • volume of waste sent to landfill • amount of raw materials extracted from the environment, saving water, energy, and greenhouse gases • costs associated with waste disposal and the manufacture of new products.

ABOUT YOUR RECYCLING BIN & COLLECTION

WHAT HAPPENS TO MY RECYCLING?

The bin with the yellow lid is for household recycling and is collected fortnightly, on the same day each fortnight.

The City of Kingston provides a fortnightly household recycling collection service. This is available to all residential properties within the municipality. The standard bin is 240 litres (1100mm high x 600mm wide). You can choose to purchase an additional 240 litres recycling bin or increase the size of your bin to 360 litres. If you choose the option of a 360 litre bin you will incur an additional one-off cost of $94.60.

Your bin with the yellow lid (recycling items) is picked up by the recycling collection contractors, who transport the materials to the SMK Recycling Materials Recovery Facility in Hallam. Materials are first sorted by hand to remove the nonrecyclables (these are called contamination) which are sent to landfill.

The facility then mechanically sorts and separates the recyclables into different streams of paper, cardboard, glass, aluminium, steel and plastic containers. The separated materials are then compacted into blocks, and taken by trucks to reprocessing facilities, and used in making new products.

WHY RECYCLE? We know everyone recycles but every week, thousands of wheelie bins full of items that could have been put in the recycling bin end up in landfill.

One of the key reasons why recyclable items end up in landfill is because people are confused about what can and can’t be recycled. Recycling processes and systems have evolved and now there are many more items that can be recycled than ever before.

E-Waste will be banned from landfills (red-lid rubbish bins) from July 2019. Any item with a plug, battery or cord can no longer be put in your red-lid rubbish bin.

The Victorian Government is banning e-waste in landfills because they contain hazardous material and should instead be processed to re-use valuable materials.

To dispose of any unwanted E-Waste products, you can instead use: • Kingston Council’s annual free hard rubbish collection held September/October each year.

• Council will introduce an e-waste drop off day at the Mills Rd, Braeside depot in March 2020 to provide an opportunity for residents to recycle e-waste items.

HELPING BUSINESSES RECYCLE Kingston Council is a member of the CSIRO’s ASPIRE program which helps businesses recycle waste products. It runs on the theory that one man’s trash is another man’s treasure. ASPIRE is an online marketplace which intelligently matches businesses who have a waste product with potential purchasers or recyclers of your waste by-products. It saves on disposal costs and cuts the amount of waste going to landfill.

One local example saw a local glass manufacturer – who was paying to send plastic waste to landfill – instead have that waste collected by a local polymer company who recycles the plastic into high-quality plastic resin pellets for re-use.

It saves the company up to $20,000 annually and diverts around 600kg of waste from landfill.

Housing & Neighbourhood Character Strategy Council recently released the draft Housing and Neighbourhood Character Strategy for community consultation.

If you are interested in changes that are occurring in your neighbourhood, please take the time to have a read of the document or participate in the discussion so that you will be able to understand the rationale behind the proposed changes.

Your views are important to us, so please let us know your opinion. Some of the changes in the strategy are government initiatives and comes as result of the growing needs and expectations of different parts of our community.

Anzac Day Last month I attended several of our local Anzac Day activities conducted by local branches to honour and recognise those Australians who fought to ensure that we are able to live in the society we do today.

To all those who gave their lives or were wounded in those conflicts, lest we forget.

Level crossing removals Final designs for Mentone and Cheltenham have been presented to Council and some suggested modifications are being considered. Works have begun around the perimeter of the stations with major works to commence later this year. One of those components that will have a major impact on our local residents is loss of parking and the need for those commuters who drive to stations to consider alternative arrangements once these works commence. Other options have been considered by the LXRP and Council but these will not satisfy all of the need.

Mentone Reserve Pavilion Works have begun on rebuilding the GH Soppet Pavilion and sporting change rooms at Mentone Reserve in Brindisi Street. It should not have any significant impact on the local residents but will provide a long overdue improvement to the facilities, including female friendly change rooms.

There are many important projects underway throughout our city at the moment. There are sports facility developments underway in Mordialloc, Mentone, Parkdale, Aspendale Gardens, Carrum and Dingley, with some exciting regional opportunities also on the drawing board.

Plans are also well underway for the rebuilding of the Mentone, Aspendale and Bonbeach Lifesaving Clubs. These are all projects that respond to a growing and engaged community and there is no doubt that the frenetic pace required to keep up with the growing number of residents across Kingston will continue for some time yet.

The Mentone and Cheltenham rail crossings are about to be removed and replaced with an underground crossing.

This provides an opportunity to revisit the public space around the stations and shopping precincts, which is a project

Council is currently considering along with the Level Crossing Removal Project. It is important that we get these projects right both in design and the level of investment, as they will be with us for many years to come. Council’s civic works throughout the Mentone retail precinct are thankfully nearing completion and whilst I believe the end result will be well received by shoppers, commuters and traders alike, I have to acknowledge the difficulties that have been experienced throughout the construction period. I thank everyone for their patience and am working with officers to improve the traffic management in and out of Mentone, I hope to be able to bring more news on that in the next edition. Council’s plans to make significant changes to Beach Road from Mordialloc to Mentone are still facing strong community opposition, so I envisage we will be discussing this for some time to come. The proposal to plant trees that can grow up to 25-metre-high on both sides of Beach Road is yet to receive approval from VicRoads, who review such things from both a safety and asset management perspective.

Over 600 residents attended ward meetings in 2017 to have a say. Most wanted a village atmosphere, low density, large lots, older buildings, natural environment, open spaces, large trees, peace and quiet.

The draft Housing Strategy and Neighbourhood Character Study now out for consultation indicates that most residents will instead get more development and more density, unless they raise enough concerns in written submissions. Yet even they will have to put up with more intensive development as there is no sign of the current Council policies to discourage developments with two storeys in the backyards nor of the de facto density policy that allows two units on an average sized lot, and proportionally more on larger lots. Kingston’s South Ward has been a hive activity in recent months with some great new facilities opening and some exciting new projects on the cards.

Aspendale and Bonbeach Life Saving Clubs Brand new state-of-the-art Life Saving Clubs will be built in Bonbeach and Aspendale, to ensure the clubs can continue to provide this vital community service to the tens of thousands of beachgoers visiting our shores every summer.

New netball facilities Earlier this month I was extremely pleased to be involved in the opening of two new, floodlit purpose-built netball courts at Bonbeach Reserve. Kingston Charitable Fund 2019 grants Eleven Kingston community groups will receive over $59,000 at the Kingston Charitable Fund Grant Giving Ceremony in late June.

The Kingston Charitable Fund is a partnership between Council and the Lord Mayor’s Charitable Foundation. Each year, annual grants are distributed to local not-for-profit organisations that deliver important services to the Kingston community.

The 2019 Kingston Charitable Fund recipients are: • Melbourne Anglican Benevolent Society Inc $5,000 to support the cost of food distributed to emergency relief guests and the provision of Christmas hampers.

• Christian Resource Care Limited - $3,000 for a food distribution program that allows those with verified financial hardship access to fresh food and groceries which they may otherwise be unable to provide for themselves.

• Make A Difference Dingley Village Inc - $10,000 for a program to assist people with the cost of utility bills.

Social and affordable Housing in Kingston Escalating housing costs relative to incomes are resulting in increased levels of rental stress, mortgage stress, displacement and homelessness. This trend has led to the City of Kingston, along with many other councils, exploring ways to facilitate an increase in the supply of social and affordable housing within their municipalities.

The City of Kingston has committed to address the need for social and affordable housing by developing a Social and Affordable Housing Policy.

Kingston is taking an active approach to understanding housing affordability issues and is committed to facilitating affordable housing outcomes within the municipality, through its Social and Affordable Housing Project.

Stage 1 of the project involves the release of a Discussion Paper which aims to measure the number of households living in housing stress and explore different ways Council can facilitate the delivery of more social and affordable housing dwellings within the municipality.

The Discussion Paper provides some preliminary directions for Stage 2, which will involve the development of a Social and Affordable Housing Policy.

Curated by artist, craftivist and researcher Tal Fitzpatrick, this exhibition showcases the diverse collection of textile protest banners and video documentation created by local participants and community organisations during Six Moments in Kingston. Taking inspiration from the story of Julie Cooper, the first woman elected to local council in 1976 and first female mayor of Moorabbin in 1982, the banners commemorate the legacy of women’s suffrage and struggles for equal rights endured to this day.
