Tireless volunteer Beverly Fitzharris who has dedicated more than 40 years of service to the community, has been named Citizen of the Year at the 2019 Kingston Australia Day Awards.

Presenting the Citizen of the Year Award, Kingston Mayor Cr Georgina Oxley paid tribute to Ms Fitzharris’ long-term commitment to her community and local health services.

“Beverly has spent decades volunteering with passion and selfless commitment to make Kingston and Melbourne’s south-east a stronger community,” Cr Oxley said.

“This award offers our grateful thanks for her efforts for the positive impact she has made over many years to our community.”

Ms Fitzharris was a founding member of the Moorabbin Hospital Ladies Auxiliary 43 years ago and served for many years as auxiliary secretary. She was also a powerhouse fundraiser for the group, serving in the kiosk each month, making flower arrangements, pickles and jams to sell and helping organising the annual fete for many years.

In honour of her efforts she was enrolled as a Life Governor of the Monash Medical Centre.

Beverly also volunteered at the Caulfield Hospital for four years feeding patients, mending clothes and volunteering in the kiosk.

She was also a member of Heartbeat Cabrini Hospital Ladies Auxiliary and has volunteered at local schools and kindergartens.

An award for the Community Group of the Year was also presented at the event to the Save Kingswood Group, which brought together thousands of people in the Dingley Village community to make sure the community’s voice was heard regarding a proposed development of the Kingwood Golf Course.

Kingston and Sustainability Victoria are teaming up to offer a free ‘Detox your Home’ event in March.

You can reduce the risk of poisoning, environmental pollution and bushfire hazards, as well as improve recycling rates, by dropping off unwanted household chemicals at Kingston’s Detox your Home event in Braeside on Saturday 16 March.

Detox your Home is a safe, free and easy-to-use service to dispose of common, highly toxic household chemicals without harming your health or the environment.

The collected items are recovered and diverted from landfill.

Household items collected include herbicides, pool chemicals, aerosol cans, fuels and coolants plus many others.

How do I take part?

Simply register online, then turn up on the day with your unwanted items, and the trained Detox your Home team will do the rest.

Level crossing removal updates The Level Crossing Removal Authority (LXRA) will be ramping up works across Kingston in the coming months. Please visit levelcrossings.vic.gov.au to stay up to date about any disruptions in the following locations: Carrum Major works to remove the Carrum level crossing and build a new station will start in early 2019. Carrum will also undergo a $50 million revitalisation, which will create four new spaces: a new park at the Carrum foreshore, a village green at the shops, new town square at Carrum Station and a station garden at Walkers Road.

Edithvale and Bonbeach Following the release of Environmental Effects Statements, works on both the

Edithvale and Bonbeach level crossings have been declared safe to proceed and are expected to be completed before 2022.

Cheltenham and Mentone Works to remove level crossings in Cheltenham and Mentone will ramp up in 2019. Both projects will see rail lines lowered into a trench and roads will be rebuilt at their current level.

New train stations in Cheltenham and Mentone will be built as part of the project.

More to come The Victorian Government recently announced plans to remove 25 more level crossings by 2025. The crossings at Chelsea Road, Argyle Avenue and Swanpool Avenue in Chelsea were all identified as priority sites for future removal.

Rollout works are just being completed in Chelsea, Braeside, and Mordialloc, with construction currently underway in Edithvale, Braeside, Moorabbin, Aspendale Gardens, Clarinda and Oakleigh South. These areas are expected to be live by mid-year.

Construction in Aspendale, Mordialloc, and Parkdale is expected to commence mid-year, to be live by mid next year.

Kingston NEWS Kingston Council teams up with local schools each year to keep local children safe as they travel to school.

With thousands of local school students returning for the new school year, extra care is needed to make sure our streets are safe for young people. Each year Council sends out a dedicated team of around 100 crossing supervisors to make sure students can safely cross the road on their way to school. Extra supervisors have also been added near the Level Crossing Removal works to ensure students are safe near the busy construction zones.

Staying safe on the school journey

Council also works closely with a range of local schools to promote student safety as they walk and ride to school. Local projects include: Safe routes to school: Co-funded

by VicRoads, this project works with school communites to improve safety near schools, particularly at peak drop-off and pick-up times.

New parking arrangements are often adopted and parents are encouraged to park safely and legally, park a short distance from the school and walk the remaining way, or encourage children to walk/ride/scooter to school.

WOW ‘Walk or Wheel Once a Week’: Primary school program which aims

South ward councillors Tamsin Bearsley, Mayor Georgina Oxley and David Eden visited Aspendale Primary School to thank school crossing supervisor and former Mayor Lesley McGurgan for her good work. to reduce congestion around schools by encouraging families to walk/ ride to school and boost student’s road safety awareness. The 10-week program sees the ‘Golden Boot’ awarded to the class who has walked or cycled the most. Eleven local primary schools took part in 2018 and schools are encouraged to apply for the 2019 program.

Kingston’s Bay Trail to celebrate local heritage and greenery Works on the longawaited next leg of the Bay Trail will soon commence, with a contractor appointed to begin works between the Mentone Life Saving Club and Rennison Street in Parkdale.

Kingston Council has approved a total budget of $3.4 million to complete the next section of the Bay Trail which will provide a safe off-road cycling and walking path next to the foreshore.

After 25 years of talk, Kingston is committed to complete a missing section of the Bay Trail between Port Melbourne and Seaford.

Council’s plan meets all VicRoads and Australian safety standards, is supported by Bicycle Network Victoria as safe for cyclists and provides plenty of parking while protecting the most environmentally significant areas of vegetation. At the December Council Meeting, Council also voted to transform Beach Road into a welcoming destination with boulevard of honour tree plantings.

Ecological experts will advise on the most suitable tree species for the boulevard from a range of native species such as Coastal Banksias, Drooping Sheoak, Bottle Brush or Coastal Manna Gums.

The Boulevard of honour will also feature a social and cultural path which will celebrate the contributions of our local indigenous community, Kingston’s Citizens of the Year and local artists. The plan was approved by Council and a report is expected to be presented to Council in early 2019.

Council will also continue discussions with VicRoads around the costs of building the Bay Trail. Council will not use ratepayer funds to cover $1.5 million in unnecessary resurfacing works requested by VicRoads. Instead, Kingston Council wants to look at alternative road treatments, such as the one used on Beach Road in neighbouring Bayside.

Active Youth Road Safety Program: Program for high school students, particularly year seven students who may be travelling to school by themselves for the first time, run

by Council and VicRoads. It boosts awareness of safety risks including the dangers of using headphones and phones while travelling.

Local sporting clubs play an important role in the community – helping to promote an active lifestyle and build strong community networks.

From junior players taking to the field for the first time right through to elite athletes, Kingston is home to a wide range of sporting clubs and codes that boast thousands upon thousands of players, coaches and volunteers.

Council has done a detailed study of the current and future needs of our most popular sports to make sure we are planning for the future and prioritising new projects where they are most needed. Over the past decade Council has invested many millions of dollars – together with funding from the Victorian Government – on a host of projects to improve local sporting facilities.

We recognise that many local sports facilities, built around 50 years ago when sport was a male-dominated area, weren’t accessible for women or people with disabilities and need replacing and/or upgrading.

Gerry Green Reserve, Parkdale: The finishing touches have just been completed on the new pavilion to serve the Parkdale Cricket Club and the Parkdale Vultures Amateur Football Club.

Dales Park, Oakleigh South: Detailed design work is now underway on a new two-storey pavilion for the Kingston District Netball Association.

Regents Park, Aspendale: Construction of two new netball courts is about to commence to meet growing demand in Kingston’s south.

Disc Golf: Council will install a disc golf course at Clarinda’s Bald Hill park in 2019.

Kerr Cres Reserve: Council is preparing proposed plans for new sporting facilities in Aspendale that take into account recent feedback received during community consultation on the project.

Mentone Reserve Pavilion: Designs have been developed for the new state-of-the-art pavilion, which is now in tender stage. The pavilion will provide a fantastic new home for the St Bedes/Mentone Tigers Amateur Football Club, Mentone Mustangs Basketball Club and Mentone Clovers Netball Club. The Mentone Cricket Club will also use the reserve.

KINGSTON’S WAR ON WASTE Every year, Australians generate millions of tonnes of waste in food, fashion, packaging and more.

The amount of waste we produce is growing.

In the past 20 years Australia’s population has grown 28 per cent – yet the amount of waste we produce has increased by a staggering 170 per cent.

The average Australian produces many hundreds of kilograms of waste each year, with most of this sent to landfill which is costly, takes up valuable land space and has significant negative impacts on our environment.

Tackling our waste problem will take a major combined effort from federal, state and local governments; from businesses and from every single community member.

In an ongoing series in KYC throughout 2019, we’ll look at Kingston’s waste challenges including rubbish, recycling, garden waste, e-waste, dumped rubbish and more.

We’ll outline what action Kingston Council will be taking and provide practical tips on how we can all play a part to reduce, re-use and recycle.

A LOAD OF RUBBISH Local Councils play a key role in managing waste and are responsible for weekly collections of rubbish, recycling and garden waste.

Across Victoria, local Councils collect around 2.2million tonnes of waste – equal to around 352kg per person every year. And that figure is on the rise, with the amount of waste produced by Victorians jumping 4 per cent in just one year.

Many Councils, including Kingston, also offer a hard waste collection service. Across Victoria, local councils collect around 103,000 tonnes of hard waste each year, an average of 54kg per household.

Around 20 per cent of hard waste collected is sorted for recycling and diverted away from landfill. In Kingston, around 3,100 tonnes of hard waste is collected each year.

WHY IS SENDING WHAT GOES IN OUR WASTE TO LANDFILL RUBBISH BINS? A PROBLEM? Once our waste bin is collected by a garbage truck each week many of us think little more of it. But the more than one million tonnes of rubbish collected each year in Victoria has to end up somewhere.

It is trucked through suburban streets to landfill sites, usually located on the edges of Melbourne.

Many of Melbourne’s historic landfill sites are now full and finding a suitable location for new sites is problematic as landfills: • take up large amounts of land • contaminate ground water • release greenhouse gases • leak chemical waste Kingston itself was the home of a number of landfills in the past – most of which

are thankfully now closed – however our community is well-aware of the negative impacts of living near a landfill site, having put up with odour, dust and pest issues for decades.

Diverting waste away from landfill – and instead ensuring it is recycled or sent for garden waste processing – has many environmental and community benefits. By taking part in recycling and garden waste collections, Victorians helped save: • 477,884 tonnes of greenhouse gases = equal to taking 125,759 cars off the road for an entire year • 8,726 megalitres of water = equal to 3,491 Olympicsized swimming pools • enough power to run almost a million Victorian households for a month.

HOW MUCH DOES COLLECTING WASTE COST? Collecting the community’s waste is one of the major costs facing Councils each year.

To discourage waste from being sent to landfill, extra costs are applied to every tonne of waste sent for dumping.

In 2016-17 it cost Victorian local councils $405 million to provide bin collection services, this was a jump of $19 million from the previous year.

This is money that could instead be spent on local projects including sporting fields, kindergartens, meals on wheels programs, parks and much more.

More than half of these costs were spent on sending garbage to landfill.

Most Kingston residents have three bins – so they can correctly dispose of garbage, recycling and garden waste.

Items placed in the red-lid rubbish bins are sent to landfill. In order for us to minimise the amount of waste sent to landfill, it’s important that recyclable materials and garden waste are put in the

correct bins.

Unfortunately regular testing of bins across Victoria has found that up to half of our rubbish bins are filled with items that could instead be recycled, processed as garden waste or composted.

That’s a lot of waste sent needlessly to landfill each year.

Welcome to 2019, may it be a year of success, achievement and good times as we head into the second half of our council term. 2018 saw the occurrence of some terrible events and incidents , which unfortunately overshadowed some of the fantastic and memorable occasions.

Let’s look forward to a year where adversity, anger, hate and wrong can be a thing of the past.

Thanks to the many residents who called or emailed in response to the nonpublication of my ward column last issue.

I appreciated your comments and it was obvious that many of you understood and were aware of the circumstances.

Australia Day this year was again a highlight of January with our 2019 Citizen of the Year, Beverly Fitzharris formally announced together with the Community Group of the Year - Save Kingswood Group.

Beverly has been a volunteer in the community since her early days in the former City of Moorabbin and has continued her work with local hospitals since the formation of Kingston, and has given her time selflessly for the betterment of others for over 40 years.

Congratulations to both recipients.

The new format of the morning saw the confirmation of Citizenship on 80 new citizens, in the presence of their friends and relatives.

Bay Trail It’s great news that construction on the long-awaited next leg of the Bay Trail will soon commence between Mentone Life Saving Club and Rennison Street in Parkdale.

Council has approved a total budget of $3.4 million to complete the next section of the Bay Trail which will provide a safe off-road cycling and walking path next to the foreshore.

Our community has been waiting for decades for this project to finally complete the missing link and create a continuous path from Seaford to Port Melbourne and across the river to Wyndham.

There has been a lot of misinformation about the project, but rest assured that Council’s plan meets all VicRoads and Australian safety standards, is supported by Bicycle Network Victoria

as safe for cyclists and provides plenty of parking while protecting the most environmentally significant areas of vegetation. The Bay Trail will also feature a social and cultural path to celebrate our city’s history and could highlight the contributions of our local indigenous community, Kingston’s Citizens of the Year and local artists.

Beach Road Boulevard Council will also beautify Beach Road by creating a boulevard of native trees on both sides of the road and on the foreshore close to where trees have been removed. This will replace some of the 0.571 ha of foreshore vegetation to be removed to make way for the Bay Trail, though formal offsets must be provided elsewhere in the Gippsland Plain bioregion. The most frequent call from the 600-plus residents who attended Council’s ward meetings on Neighbourhood Character last year was for more trees and Council is responding.

Keep our beaches and reserves beautiful There’s nothing better in warmer months than enjoying Kingston’s gorgeous beaches. We love taking the kids and the dog for a walk along the foreshore or heading down for a swim on a hot day.

Council works hard to keep our foreshore clean – emptying bins at least once a day and regularly raking the sand. Local community groups, including the Beach Patrol Australia groups, also do a fantastic job holding regular rubbish collection sessions.

And while most people do the right thing, it’s disappointing that there continues to be a small number of people that can ruin the experience for others.

Sadly over Christmas and Boxing Day alone, a whopping 11 tonnes of rubbish was collected from Kingston’s 13-kilometres of foreshore. This is more than three times the normal daily amount collected from our beaches at

this time of year. Please enjoy our parks and beaches this summer and remember to keep them beautiful, by disposing of rubbish and taking home what you don’t use.

Dog owners are also reminded that Kingston has dedicated locations and times were dogs can enjoy cooling off at the beach. In most areas during the warmer months dogs are not permitted on the beach between 10am and 7.30pm.

After 7.30pm they can be exercised onlead and from sunrise to 10am they can be exercised off-lead.

Dogs on beaches Mentone also has a 24-hour dog off-leash area all year and in summer at Carrum dogs can be exercised off-lead in the evenings.

This time of year is often when we make resolutions to live a healthier lifestyle for the year ahead.

Kingston Council invests significantly in local facilities to encourage residents to live a healthy, active lifestyle. Whether you’re looking for a casual walk, a team sport or a gym membership – Kingston has you covered.

I encourage everyone to get moving and enjoy the great outdoors taking a walk, run or cycle along our gorgeous 13km of foreshore or in one of Kingston’s many parks. One of my local favourites is Braeside Park where you can enjoy a walk that feels like you’re in the countryside – just minutes from home.

You can also head to Kingston’s Leisure Centres – at Waves or Don Tatnell – to enjoy a swim, take a fitness class or visit the gym. I hope everyone had a great Christmas and New Year and enjoyed a break.

We are fortunate to live in such a great part of Melbourne, especially with our wonderful beaches and we all know that we must take extra care around the water, particularly looking after the little ones and always act within our limitations around water.

We now eagerly await the start of work on a fabulous new facility at the home of the Mentone St Bedes Amateur Football Club and Mentone Cricket Club. I appreciate the consistent and long standing support of Cr Ron Brownlees in walking this project through the tough initial stages.

Unfortunately we recently witnessed a spate of trouble makers at some of our most popular beach locations. Please, if you witness anti-social behaviour or feel threatened, don’t take matters into your own hands, call 000. Our local police are committed to our care and safety and they do a fabulous job.

Local challenges exist, with residents concerned about Council’s decision to plant hundreds of trees along Beach Road from Mentone to Mordialloc. The questions over safety and the impact on the underground services along Beach Road remain unanswered as unfortunately the majority of Councillors chose to dismiss the need for community consultation.

Council projects in Centre Ward are progressing with the new facility at Gerry Green Reserve, Parkdale completed. Now it’s time to visit, it’s a great facility and a

March also marks International Women’s Day, where we’ll be gathering together with some of our leading community figures to announce Kingston’s annual

Woman of the Year Award. This award is a great chance to honour women who are making a significant contribution to our community and make sure their stories are shared.

I’m also looking forward to Kingston’s Pet Expo event, to be held on 30 March, 2019 from 10am - 3pm, at Kingston Heath Reserve in Cheltenham, just across the road from DFO. This annual free event is a great chance to promote and celebrate responsible pet ownership and features demonstrations, pony rides, petting zoo and much more.

It’s a lovely day out for people of all ages to enjoy.

Ward committees to represent community voice Council is set to launch its new-look ward committees to seek high-level advice, feedback and discussion on the delivery of Council plans from the community.

The Committees are specially designed to reflect Kingston’s diverse population with a mix of ages, genders, cultures and socio-economic backgrounds from across different suburbs.

They have been independently and randomly selected by an external contractor with 30,000 invitations sent randomly to community members and then interested participants selected to reflect the demographic

makeup of Kingston. Council has had no influence over the selection process.

The ward committees will give community feedback on a range of Council projects, policy initiatives and issues impacting the local community and are an important link in Council’s consultation process.

The Ward Committees will work alongside our existing Advisory Committees where experts provide key advice on issues including sport, arts and the environment.

More information regarding the committee will be shared over the coming months.

Kingston Arts’ favourite community visual arts and creative writing competition, returns this March, with over $4,000 worth of prizes to be won.

When a humpback whale is discovered stranded in a park by a small child, the mission led by the oversized ‘Dr Walrus’ begins to help the whale to head back to sea.

With large scale inflatables, puppets and performers, this outdoor large-scale spectacle is something for the whole family to enjoy. Performing twice daily at Mordi Fest 2019.

From Powderfinger to solo artist and creator of film scores, Darren Middleton has certainly made his mark on the Australian music scene. Always enjoying a jam, Darren brings his versatility and love of music to Kingston’s stage this Mordi Fest.

TONES & I TONES AND I is Toni “Tones” Watson, an independent Australian solo artist from the Mornington Peninsula, Victoria.

Tones began her musical journey in 2016 with a broken keyboard and a cheap loop pedal. She ventured up to Byron Bay in late 2017 in her old van to try her hand at busking. In just two nights, she’d made more money than she’d been making in a week of her day job and was shut down by police, because her crowds were spilling onto the road.

JAMES KENYON James Kenyon’s music is the soundtrack to the great Australian road movie. Think a road trip with Paul Kelly and Don Walker up front with Bruce Springsteen (circa Nebraska) and Iron & Wine in the back seat. Emotive, harsh, dry, beautiful and poetic- these are striking, finely crafted songs that will haunt and captivate.

MOULETTES UK Moulettes are an English eclectic Art Rock band that combines elements of Rock, Prog, Folk and Pop. The band was formed in 2002 in Glastonbury, England and this is their first tour in Australia.

BEC SANDRIDGE Indie, pop, rock artist Bec Sandridge was the winner of Triple J Unearthed’s Yours and Owls competition in 2015. With a sound somewhere between Blondie and Kate Bush, Bec has gone on to release the single I’ll Never want a Boyfriend and has performed to sold out shows in Sydney.

MIA DYSON Mia Dyson may have found her true voice. The Australian artist’s new album ‘If I Said Only So Far I Take It Back’ is stuffed with bluesy-rock numbers and has been described as her magnum opus.

19 TWENTY 19-Twenty have been whipping up a frenzy on the festival scene.
