Giving back to the community Now in its 10th year, Kingston Charitable Fund supports charitable organisations that compliment Council’s activities in the municipality, strengthen Kingston and foster connections within the community.

The Kingston Charitable Fund is a joint partnership between Council and The Lord Mayor’s Charitable Foundation that raises money from businesses and philanthropic communities within the City of Kingston.

All money donated to the Fund goes into a perpetual account, managed by the Lord Mayor’s Charitable Foundation, which generates a lifetime income. This interest is dispersed each year to Kingston Community Charities via the

Kingston Charitable Fund Grants Program.

Since its inception, the Kingston Charitable Fund has raised more than $1.2 million and assisted over 50 local organisations with $475,000 worth of grants to vital community projects.

In late 2017, the Mordialloc Community Nursing Home Committee of Management presented Council with a generous

donation of $200,000, bringing the Kingston Charitable Fund corpus to just under $1.5m.

In 2017 the Fund distributed $47,750 to 10 organisations.

These organisations – and countless more – have made a significant positive impact in Kingston.

Additionally, many of these services and programs would not have happened without generous philanthropic donations.

ACKNOWLEDGEMENT Council acknowledges the Kulin Nation as the Traditional Owners of the land on which the municipality is a part and pays its respects to the Elders past and present. Council is a member of the Inter Council Aboriginal Consultative Committee (ICACC).

We’re raising money so that the Kingston Charitable Fund can keep supporting our community through the Annual Grants Program.

All charities that help local Kingston residents and have Deductible Gift Recipient Item 1(DGR) and Tax Concession Charity status are invited to apply for this year’s round of grants.

The program will be offering grants in two categories: • Annual Grants Program • Innovation Grant Program.

Historically, grants made by the Annual Grants Program have been of up to $5,000, however applicants are encouraged to apply for an amount appropriate to their activity.

Applicants wishing to apply for larger sums should consider the Kington Charitable Fund Innovation Grant.

The Kingston Charitable Fund Innovation Grant is for one-off

funding for an innovative project or program. The 2018 Innovation Grant will be for a sum of up to $25,000 a year, with consideration given to projects with a timeframe of up to two years.

Please note that the Kingston Charitable Fund Grants program is completely separate to Kingston Council’s annual Community Grants Program.

Australia Day Awards

celebrate Kingston’s leaders Two retired school teachers, a local SES volunteer and environmental advocates were among Kingston’s leading community members honoured at the Australia Day 2018 Awards.

The awards were announced as part of Council’s annual Australia Day Breakfast on Friday 26 January at Kingston City Hall.

Three awards were announced on Australia Day, including Citizen of the Year, Outstanding Citizen Award and Community Group of the Year.

This year the Citizen of the Year was awarded to Carrum couple Ken and Sue Gooding, who have pioneered Pantry 5000 which operates out of St Aiden’s Church Hall.

Ron Fitch has contributed to the Chelsea SES for over 25 years, and is recognised for his role in coordinating training, fundraising and recruitment at the unit.

The awards were presented by Mayor Cr Steve Staikos at the annual Australia Day breakfast and Citizenship Ceremony. Winners were selected from a fantastic group of nominees, all of whom have made Kingston a stronger community.

Ken and Sue provide food and emotional support to vulnerable members of the Kingston community.

Each week they provide food and support to over 600 people in need, and help maintain the church hall’s community garden.

Ron became a volunteer member in 1992, and aside from a two-year absence in 2006, has been Unit Controller since 1994, a role that he undertakes with great pride and passion.

Their work is done without any profit, requiring hours of selfless contributions to coordinate resources, volunteers and other fundraising events to keep Pantry 5000 afloat.

He works closely with Council on flood awareness in flood-prone Chelsea and has received many awards over the years, including the Kingston Community Group of the Year Award, Divisional Commendations from Victoria Police, and more.

Friends of Edithvale-Seaford Wetlands Incorporated

The Friends of Edithvale-Seaford Wetlands Incorporated was established over 25 years ago with the aim of encouraging community interest in Kingston’s local environment.

The group coordinates a local bird hide, education centres at Edithvale, wetland walks and tours, a website jam-packed with information and social media groups.

They have worked closely with Council and Melbourne Water since the 1980s on a range of important environmental matters relevant to the region.

Dingley Library and Neighbourhood House set for improvements The Dingley Village Library and neighbourhood house precinct is set for an overhaul following the Victorian Government’s recent funding announcement towards the project.

The Minister for Local Government Marlene Kairouz announced $750,000 towards improving the library and community centre, to be funded through the Victorian Government’s Living Libraries Infrastructure Program (LLIP).

The Living Libraries Infrastructure Program supports councils and

regional libraries to deliver high quality and accessible public library infrastructure and services.

The $3.25 million project will redevelop the old, tired library, provide new meeting and interactive spaces and provide better connections to the neighbourhood house.

The redeveloped precinct will support innovation, flexibility and creativity, and better meet the needs of our current and future Dingley community.

Lighting the way to energy savings

More than 600 community members took part in a series of ward meetings held late last year to discuss planning issues affecting Kingston.

How do we keep what we love, while making positive change for the future?

In 2018 Council is undertaking several key projects and we want to hear from our community to help shape the future of planning in Kingston.

We’re replacing over 7,500 of Kingston’s street lights with energy-efficient LED globes.

The City of Kingston is leading the way in reducing greenhouse emissions and reducing the burden of increasing energy costs on ratepayers.

This initiative will replace the majority of Kingston’s street lights with energy-efficient alternatives that will save energy and drastically reduce our impact on the environment.

The new lights will: • save 55,000 tonnes of greenhouse gas emissions over 20 years – this is equivalent to removing over 600 cars from the road each year!

• save ratepayers and Council $8 million over 20 years • improve safety and light levels in our local streets • reduce light pollution and glare.

The rollout of energy-efficient LEDs in Kingston will begin in early 2018 and continue to June 2018.

By reducing the money spent on energy bills for lighting the city, Council will be able to redirect savings to other important projects to improve services and amenities for our residents.

With storm season upon us, Council is planning to protect residents in Edithvale from flash flooding by upgrading the drainage network beside Edithvale Common at the rear of Kinross Avenue.

During times of heavy rain, frequent flooding occurs in the area between Station Street and Kinross Avenue.

These major works will help minimise the impact of severe weather events in the area.

Council’s engineers are currently preparing detailed design plans, with construction scheduled to commence in 2018.

We have already installed a large stormwater pipe through the former RSL site, and the next stage of this significant investment will connect the pipe into Melbourne Water’s drainage system.

The $2 million project will involve: • installation of large pipes and a pumping station beside the Edithvale Common sports oval • new larger pits and pipes along Kinross Avenue between Rae Avenue and Keith Avenue.

Construction is planned to commence in early 2018. Due to the

Council has long-campaigned to see required population growth centred around our key activity centres close to public transport, shops and services.

This would allow us to protect the neighbourhood character and amenity of our quieter residential streets.

We need Victorian Government support – through changes to the Planning Scheme and adoption of our Planning Zones – to make this happen.

Council hopes our argument to the Victorian Government will be strengthened by several key projects now underway: • Neighbourhood Character & Housing Strategy • Car parking Strategy • Planning Scheme Review

Improving drainage in Edithvale size and complexity of the project, construction will be undertaken in stages over a 12-month period.

New pipes will also be gradually extended into the surrounding streets in later stages of the project.

These works will be planned to coincide with planned road upgrades, similar to recent works that have occurred along Randall Avenue, Bayside Avenue and Fraser Avenue in the southern part of Edithvale. This will minimise disruptions and ensure maximum benefit of ratepayer funds.

Council is keen to ensure that people of all socio-economic backgrounds are able to make a home in Kingston.

As part of our Housing Strategy work, Council will be looking at ways to proactively contribute to the supply of social and affordable housing in Kingston.

We will be preparing a Social and Affordable Housing Policy in 2018 to help guide this work which could include: • requiring a small portion of large private developments to be set aside for affordable housing • fast-tracking assessment of planning applications for social housing

The three ward meetings were just the first step, with a range of other community consultations to be held this year to ensure the community helps shape the future of their neighbourhoods.

Council will be seeking your view through: • online surveys • neighbourhood walking tours • written submissions • drop-in sessions Some of the consultation sessions will be about specific projects – such as the Neighbourhood Character Study – while others will cover all three topics.

The Rene Anderson early years and education complex in Carrum is set for an overhaul so it can continue providing important services to the local community.

The decision to refurbish the Rene Anderson Complex has been a culmination of extensive planning and is stage two of the newly developed Carrum Family and Children’s Centre, which opened in January 2017.

Patterson Lakes Community Centre’s great new outdoor space Council and the Patterson Lakes Community Centre are joining forces to create a fantastic new outdoor space for the community to enjoy.

Council will contribute $29,000 to the project to help Patterson Lakes Community Centre return to full strength following a fire in 2017.

When fire damage caused the centre to close it was a great loss to the Patterson Lakes community.

Shaping the future of Cheltenham and Mentone Council has adopted new plans to protect Cheltenham and Mentone’s history while ensuring the success of the precincts in the years to come after the Victorian Government’s Level Crossing Removal Project.

The level crossing removals are coming soon, so we’ve been working to revise the Cheltenham Structure Plan and Mentone Station Urban Design Framework to achieve the best possible outcome for the Kingston community during this once-in-a-generation project.

Council considered community submissions and adopted the final Structure Plan and Urban Design Framework at a meeting on Monday 11 December 2017.

These documents will guide future planning and development in the two precincts, including infrastructure, land use, new development, public spaces and more.

Pop-up information sharing sessions and a community meeting were held in the second half of 2017 to seek feedback from locals on the plans.

The plans Cheltenham The Precinct Concept Plan for Cheltenham provides: • a new mixed use development within the rail precinct with buildings up to 6-8 storeys • re-visioning the multideck precinct to include a consolidated development opportunity • opening up Cheltenham Park and the railway precinct to Charman Road (wider entrance enabled through land assembly) • creating significant new open spaces in the Cheltenham Activity Centre and creating enhanced connection to Cheltenham Park • retaining the heritage station buildings • providing new opportunities for housing and employment • retaining and showcasing the existing palm trees at the station • creating new opportunities for local traders • providing additional carparking.

Mentone The Precinct Concept Plan for Mentone provides: • retaining the State-significant heritage station buildings • expanding and enhancing the Mentone Station Gardens • improving pedestrian and cycling links • providing extra open space • maintaining important commuter parking and relocation of the commuter parking to the south of the station precinct within a 5-storey mixed use building • an improved transport interchange • maintaining views to Kilbreda Tower • enhancing Mentone’s historic feel.

Now adopted, the plans will form the basis of Council’s submission to the Level Crossing Removal Authority, with the view to be incorporated into the Kingston Planning Scheme.

Parkdale Gift returns The Parkdale Gift sporting carnival is returning to Kingston on Saturday 24 March after 54 long years.

The Parkdale Gift will be held at the Gerry Green Reserve and will involve the local community, sporting clubs, schools and businesses and four internationally recognised sports to provide a smorgasbord of sport on the day-long carnival.

The event will present a unique experience for both spectators, athletes and participants and will showcase professional running, darts, tennis and boxing, all prior to the running of the world renown Stawell Gift held one week later. The events have been declared non-penalty by the Victorian Athletic League.

The Parkdale Gift was originally held for two years between 1963 and 1964 at Gerry Green Reserve (Parkdale Oval).

Our brand new Bay Trail will provide a safe off-road path for pedestrians and cyclists to walk, ride and run along Kingston’s beautiful foreshore.

Kingston opened new section of Bay Trail in 2015.

When the missing link between Mentone and Mordialloc is complete, you’ll be able to ride or walk from Seaford all the way to Port Melbourne – or even Williamstown if you take the famous Punt commuter ferry.

Council adopted plans for completing the Bay Trail in June 2017 following community consultation that saw a number of changes made in response to feedback.

The final plan balances the needs of motorists, road cyclists, path users and the environment. The project meets VicRoads standards, is supported by Bicycle Network Victoria, provides plenty of carparking and protects the most environmentally significant vegetation along Kingston’s foreshore.

At a glance Walking The Bay Trail will be accessible for walkers, joggers, prams, wheelchairs and mobility scooters.

It will improve safety for walkers by taking off-road cyclists away from the existing gravel walking paths and the Promenade and redirecting them onto the new Bay Trail.

Protecting significant vegetation Beauty is in the eye of the beholder: while some people love the natural foreshore bush scrub others prefer something different. But whether you like how it looks or not, all of the foreshore vegetation to be protected is environmentally significant and requires a planning permit to be removed.

Driving Beach Road to remain two lanes each way.

Between Mordialloc and Rennison Street, Beach Road will not be changed.

In the remaining 2.2km, all sections of the road will meet VicRoads standards. At all times the resulting road width will meet VicRoads requirements and will be similar to what already exists on Beach Road in Bayside.

Parking An estimated 887 car parks will be available in a mix of foreshore car parks, indented and improved on-road parking.

This is a loss of just 17 spaces overall across the length of the project.

Improved safety We’re keen to improve community safety in the busy Beach Road precinct.

By completing the missing link of the Bay Trail safety will be improved for: • Cyclists who want to avoid busy Beach Road, particularly inexperienced riders, youth, seniors and family groups

The foreshore vegetation includes some remnant Sand Heathland, 33 different indigenous species, with many of bioregional significant or protected by state law.

• On-road cyclists who will benefit from the introduction of a weekend clearway on the foreshore side of Beach Road, to match the existing residential side clearway

Protecting existing vegetation has been a key priority of the project, particularly around Mentone where vegetation is most significant.

• With most cyclists using the new Bay Trail, there will be less sharing of the existing gravel paths and the beach-side promenade which will be freed up for pedestrians & joggers

While some people in the community would prefer we removed more vegetation and didn’t take up any of the road, an environmental expert found that this level of vegetation loss would be significant as little native vegetation exists within the municipality.

So it is important to keep as much as possible of what we have left.

To accommodate the shared path, we will remove approximately 8270sqm of native vegetation.

But we are minimising the amount by using small amounts of the road lanes and replacing the gravel verge with on-road parking from Naples Road to Rennison Street.

This has helped save 40% of what would otherwise have been lost.

The City of Kingston is committed to maintaining our natural environment and will replace the vegetation to be removed as close as possible to where it is now.

• Beach visitors parking close to the trees on the gravel verge on parts of Beach Road currently walk close to cars in the traffic lane in order to access the Beach. In future they will be able to exit their cars and walk safely along the Bay Trail to the beach.

An independent safety audit of the Bay Trail plans was undertaken by Bicycle Network Victoria.

It found the proposed Bay Trail will meet all standards and will be a major enhancement to safety by taking less confident and experienced riders off the road.

For on-road cyclists, the conditions will match other similar sections of Beach Road which have no safety issues.

Cycling Young or inexperienced cyclists will move off the road onto the new path - making cycling much safer. For on-road cyclists, the current ‘No Stopping’ zone from 6am-10am on weekends will be extended to foreshore side of Beach Road, ensuring a lane is free from parking during peak cycling times.

Bicycle Network Victoria conducted an independent safety audit of the proposal and has supported the plans.

Cycling and walking are great ways to enjoy the great outdoors, stay fit and active, and explore Kingston.

Leaving the car at home and opting to walk or cycle (where practical) also helps reduce our impact on the environment.

In addition to the Bay Trail project, there are a number of new local cycling/ walking paths that have recently opened or are in the planning stages.

The recently opened 6.4km Dingley Bypass included a shared cycle and pedestrian path running alongside the new road, which links to other local paths.

Further works are also planned this year on the East West Cycleway in Clarinda to link Bourke Road - Springs Road – Clayton Road through the powerline reserves.

New cycling/pedestrian paths are also expected as part of the Level Crossing Removal Projects (in Clayton South, Carrum, Mentone and Cheltenham) and the Mordialloc Bypass.

Construction of the missing link of the Bay Trail has been debated for the past three decades. I have supported the realisation of a back-of-curb Bay Trail alignment while minimising vegetation loss since I was elected to Council in 2008. The prior leg of the Bay Trail between Charman Road and the Mentone Life Saving Club was built in such away (curbing, indented parking and no narrowing of the 14m wide bitumen) that maximised vegetation removal to an unnecessary and unacceptable extent. Offset plantings cost ratepayers $1,200 along with $80,000 to build a retaining wall and fence to make the clifftop wide enough to accommodate 2.1m of indented parking as well as the 4.5m Bay trail and buffers. I didn’t support that model then and I don’t support it now.

Kingston resolved on alignment of the missing section of the Bay Trail in the first half of 2017. The final adopted plans took into account community feedback. This is the only alignment that has been adopted by Council for the Naples Road to Scullen Reserve section, and has progressed to a point where we have Coastal Management Consent from DELWP and consent from VicRoads to proceed to detailed design. The previous Council had four years to resolve and adopt the Bay Trail alignment, but they failed to do so.

The myth that any previous plan was ‘agreed upon’ is a fallacy. At its last meeting on 19 September 2016, the former Council resolved to wait for a response from VicRoads and to assess the impact of the Bay Trail on parking “prior to final endorsement of a preferred Bay Trail alignment.”

Australia Day provides us with the opportunity to recognise and celebrate the wonderful achievements of some of the fantastic volunteers and groups we have in Kingston. May I congratulate all of this 2018 winners and award recipients.

Planning for this year’s Fine Food, Wine, and Music Festival at Peter Scullin Reserve in Mordialloc is well under way and should be another wonderful event.

Construction of the new pavilion and change rooms at Ben Kavanagh Reserve, Mordialloc, is nearing completion and work on similar new facilities has commenced at Gerry Green Reserve Parkdale.

Both of these venues were outdated and run down, and were long overdue for upgrade/replacement and will provide local senior and junior sports clubs with excellent facilities for many years to come.

Several residents have contacted me about changes to the old ‘Gas Works’ site in Highett, and many are not aware that the State Government has taken over planning process for the site on Nepean Highway and a panel has been appointed to hear submissions on a proposal to double the previous discretionary height control set by the council from 13.5 meters to 26 metres, and remove the approved building and development overlay schedule. Many of the residents are already concerned about parking problems in the area and the future provision of public open space.

As many children return to school in coming weeks. Please be vigilant whilst driving, particularly around local schools.

Prevent number plate theft Don’t forget to pick up your free one way numberplate screws from Bendigo Bank in Aspendale Gardens. The screws are courtesy of Vic Police. Just tell the friendly staff at Bendigo bank the make and model of your car and they will supply you with the correct screws. The screws are easy to install and once fitted can’t be removed.

Carrum Sustainable Festival Carrum’s first Sustainable festival will be held on the Carrum foreshore on the 25th of February. The festival celebrates sustainability with a huge variety of stalls, entertainment and food vans. It is also an opportunity to meet local groups who are already making a difference to our environment.

Underpass Project At December’s ordinary meeting my notice of motion to kick start the underpass project by inviting all the government stakeholders to a meeting passed with unanimous support. We are in desperate need of a cycle/walk path under the Mornington Peninsula Freeway at Patterson river. Once this connection is in place it will link over 42km of walk /cycle path together.

I hope everyone had a great Christmas and New Year period with the opportunity for time with family and friends. The period following New Year is when many people can wind down and relax as before we know it school is starting and the year is in full swing.

Summer means more time around water, particularly the beach, so a special thanks to our volunteer lifesavers for the hours spent watching over the visitors to our wonderful beaches, help them by playing it safe around the water.

This time of year signals the start of Kingston festival season with a successful Globe to Globe in January and Mordialloc Food Wine & Music Festival just around the corner. We have also seen a number of privately operated events such as the Mordialloc

A year for progress Happy New Year! I hope you all had an enjoyable and safe holiday season with your friends and family. I’m eager to see what 2018 has in store for our community.

Charitable Fund annual grants For over 10 years the Kingston Charitable Fund has helped to bring positive change to the lives of thousands of people in our community. Thanks to generous support from local people and businesses, each year Council provides grants to worthy groups – with over $475,000 delivered so far to help make Kingston a stronger, fairer and more connected community.

What are we saving? Council’s adopted plan will save about 40% of the coastal bushland that would be removed by the DNNBR proposal to use indented parking instead of narrowing the road to the VicRoads standard: ie our plan will remove 0.57 ha instead of 0.95 ha of bushland.

How wide is the road beside the Sand Heathland on Mentone Hill? At an onsite visit last year, an officer measured the bitumen at one patch as 13.4m wide, at the other, 14.09m.

Will narrowing the road make it more dangerous? No. If it did, three Roads Ministers and VicRoads would not have written to Council in 2010, 2011 and 2017 authorising the standard measurements we are using. The Bay Trail will provide a safe off-road route for cyclists, and will also be safer for road cyclists and motorists.

As Bicycle Network has said: “Some people believe that very wide lanes are safer than standard lanes ... Research has shown … this is not the case. Throughout Melbourne and … across the world many roads are being trimmed of their excessive width to make them safer, forcing drivers to slow and take care in the moret constrained environment.”

Stay safe around the water We’ve had a bumper summer on Kingston’s great beaches. With a few months left of the season, it’s never too late to remind everyone to stay safe and swim between the flags. Our lifesaving clubs are an incredible asset to our city and exist for a very good reason. It’s just not worth the risk to swim outside of the flags.

Harry Hawker was a major contributor to aviation history. He led an interesting life both here in Melbourne and overseas. He caught the attention of Australians and people around the world with his long distance flights.

The Kingston Arts annual community competition for visual art and creative writing is now open for registration.

From Reg Cribb, the award-winning writer of Last Cab to Darwin, comes an unforgettable night of Australian theatre about friendship, family and the land. This stunning and deeply moving production, brought to you by the creative team behind Stones in his Pockets, is showing only on Tuesday 13 March. Don’t miss out!

Our annual competition for artwork in the categories of 2D art, 3D art and creative writing is fast approaching, with prizes of up to $1000 up for grabs! Register by 19 March to receive the Artz Blitz 2018 secret theme, after which you will have 24 hours to create your work and deliver it to Kingston Arts in Moorabbin for the exhibition.

The Smoke Pit serves authentic low and slow BBQ using only local and organic ingredients, all cooked for over 12 hours in their handcrafted Kansas City-built smokers .

Geoff Achison is an award winning blues-roots artist known for his energetic live performances and unique guitar mastery.

Geoff’s music has been compared favourably to major artists such as Eric Clapton, JJ Cale and the Allman Brothers Band, with a solid foundation in the blues but also embracing a variety of music styles.

Hat Fitz & Cara’s musical style is a unique combination of folk, roots and gospel blues with old time flavourings reminiscent of a time once forgotten.

Sebastian Keighley is an 18-year-old guitarist/vocalist/singersongwriter. He was born in Hobart, Tasmania and now resides in Melbourne, Victoria, where he plays regular gigs in Melbourne’s south eastern suburbs. Sebastian’s musical genre is contemporary/pop-indie with influences from the likes of Bob Dylan, Ed Sheeran and Vance Joy.

Photography exhibition Now in its ninth year, one of Victoria’s most popular photographic awards returns to Mordialloc Food, Wine and Music Festival in 2018.

The top 20 images from the Lens Mist photographic competition will be exhibited on both days of the Festival, giving you the opportunity to vote for your favourite entry.

Lens Mist is just one of the many ways Council supports the development of local artists and is an excellent opportunity for emerging and established local artist to showcase their work to the community and the thousands of people who attend Mordi Fest.

FourPlay is an indie rock band that just happen to be a string quartet. They began their professional lives entering a UNSW Band Competition, then surprised themselves by winning. Their trajectory from there was fast and decisive – the band rapidly being booked for major festivals while selling out club gigs across Australia.
