The Delta Riggs have channelled a new sound recently, drawing from their experiences abroad. Still full of swagger, fuelled with Elliott Hammond’s whiskey soaked vocals, with an undercurrent of experimentation, urban groove and vocal melodies clearly definable in each track. A sprinkle of influence can be heard from touring alongside fellow genre-benders Primal Scream & Divine Fits but it’s the production and rhythmic values of The Roots, Jurassic Five and Outkast that really stand out. The awards were announced as part of Council’s annual Australia Day Breakfast on Thursday 26 January at Kingston City Hall. Four awards were announced on Australia Day, including Citizen of the Year, Outstanding Citizen Award, Community Group of the Year and Young Community Group of the Year. The awards were presented by Mayor Cr David Eden at the annual Australia Day breakfast and Citizenship Ceremony. Winners were selected from a fantastic group of nominees, all of whom have made Kingston a stronger community.

A life-long Cheltenham resident, Colin Anderson has made an enormous contribution to a number of local sporting clubs over almost half a century.

He has served as a coach, committee member, president, club manager and spent countless hours rolling up his sleeves as a volunteer at the Cheltenham Cricket Club, the Cheltenham Baseball Club, the Cheltenham Football Netball Club and the Cheltenham Football Club.
In 1995, she received an OAM for her services to conservation and the environment, and in 2001 was included in the Victorian Woman’s Trust publication Ordinary Woman Extraordinary Lives.
His years of dedicated service have earnt him life membership at four different clubs and seen him make a positive difference in the lives of thousands of junior sports players in the area.

Dingley Village Community Association The Dingley Village Community Association is a group of keen locals that have worked over many years to preserve, protect and improve Dingley Village. Their dedicated team has tackled a broad range of local issues including planning, lobbying for upgraded streetscapes, reducing the noise impacts of Moorabbin Airport on nearby residents and improving public parklands.

The Dingley Village Association plays as active role on the Moorabbin Airport Aviation Consultative Committee and makes regular submissions to all levels of government to ensure the character and environment of Dingley Village is enhanced.

Headspace Youth Advisory Committee
The Headspace Youth Advisory Committee offers a strong youth perspective on mental health issues of young people in the south eastern region. Volunteer members aged from 18 to 25 are helping raise awareness of the need for greater mental health support for young people in our community and are working to remove any stigma for young people seeking assistance. The Committee has played an active role in Kingston, including visiting local schools to raise awareness and share personal stories with young people. They have also partnered with the Kingston Youth Services FReeZA Committee to promote Headspace services at local youth events.

Council applies for funding for Inner Harbour Jetty

Council has applied for further funding from the Victorian Government to ensure the Inner Harbour Jetty project proceeds.
Stage 1 will include eight boating berths, with space for a shared Victoria Police/Volunteer Space Guard berth. It also will feature a jetty with shelf pontoons, a ramp, lighting and mooring poles.
The jetty is located on waterways managed by the Victorian Government and connects to the privately owned Harbour Plaza Shopping Centre.
Council has already applied for $139,000 funding from the Victorian Government for Stage 1 works, with Melbourne water contributing $35,000 and Council contributing $30,000 in in-kind contract management and engineering services.
The project would provide much needed short-term jetty spaces for boats used by the general public, boost the local economy, help promote Patterson Lakes as a visitor destination and offer space for the Victorian Water Police and Australian Volunteer Coastguard. Council has proposed to build the $700,000 project in two stages.
In December, Council also resolved to apply for Stage 2 funding for the project to provide an additional four berths and mooring poles, extended fencing, extra gangway and improved walkways. The Stage 2 works are estimated at a cost of $360,000.

Improvement works to boost cyclist safety on Station Street Safety for pedestrians, cyclists and motorists on Station Street will be improved with an almost $1 million partnership between VicRoads and Kingston Council. Council has successfully applied for $979,000 in National Black Spot Programme funding to make much needed improvements on Station Street between Aspendale and Bonbeach. These improvement works will take place in mid-2017 and aim to make it safer for all road users, working to reduce the number of crashes and injuries in the area.
Between 2010 and 2014, 73 injury crashes were recorded on this section of Station Street – approximately 16 per cent of all injury crashes on minor local roads in Kingston. The works will include a wide range of traffic improvements including painted cycling lanes, traffic islands, new line markings and the introduction of traffic light signals at the Laura Street intersection in Aspendale. Facilities that promote cycling will also be installed in the area, such as bicycle storage boxes.

Empowering Kingston’s women to shine in sport Council continues its ongoing investment in improving infrastructure across the City to make it easier for women of all ages to participate in sport. Over the past decade, Council has upgraded facilities all over Kingston, including installing unisex change rooms, to help promote female participation in a wide range of sports, such as football, netball, cricket and soccer.
Many of Kingston’s sporting pavilions were constructed over a half a century ago when sport was traditionally dominated by men. In 2017, more women are playing sport than ever, and Council has recognised the need to foster inclusion and promote active and healthy lifestyles in Kingston’s female sporting community.

The upgrades will be rolled out over coming years and will boost facilities for thousands of local netballers. The project includes upgraded netball facilities, a new pavilion, formalised car parking, retention of the offlead dog area, upgraded playground and new park infrastructure such as paths, exercise stations and a barbecue area.

The Dales Park Development Plan was adopted by Council in 2013 following significant community consultation with local residents, the Kingston Netball Association, member clubs and other park users.
Melbourne’s home of soccer and golf
Kingston is helping to drive the growth of soccer and develop our next soccer superstars, with top tier National Premier League (NPL) clubs sharpening their skills in facilities across the municipality. Kingston Heath Regional Soccer Facility is the main training centre for Bentleigh Greens, Bayside United Women’s and Kingston City NPL clubs, and last year it also hosted nationally broadcasted FFA Cup matches against A League opposition including Melbourne Victory.
In the golfing world, Kingston continues to be home to many of Melbourne’s world-famous sand belt golf clubs. Our City offers key tourism and event potential, including hosting PGA tournament events, the recently held World Cup of Golf at Kingston Heath Golf Club, and the potential relocation of the Home of Golf to the Commonwealth Golf Club in Oakleigh South. New pavilion announced for Gerry Green Reserve In December 2016, Council and the Victorian Government announced a joint commitment to fund the redevelopment of the Gerry Green Reserve pavilion in Parkdale. Kingston Council has committed $2.38 million towards rebuilding the old pavilion. At an official announcement in Parkdale on Thursday 1 December 2016, The Hon John Eren MP, Minister for Sport, joined Deputy Mayor Cr Rosemary West OAM, Cr Ron Brownlees OAM, Cr Geoff Gledhill and local Member for Mordialloc, Tim Richardson MP to confirm the Victorian Government’s commitment of $595,000 towards the new facility.
The Victorian Government’s contribution to the project will be funded through the Sport and Recreation Victoria Community Sports Infrastructure Fund. The Parkdale Cricket Club and Parkdale Vultures Amateur Football club are also contributing a combined $100,000 towards the project. Council will be working with the community in the near future to develop a design that reflects the community’s admirations for the site. Kingston’s sport and recreation facilities are an important and valuable asset, and play a leading role in keeping our community happy, healthy and active. Works set to begin on new Ben Kavanagh Reserve pavilion An upgraded Ben Kavanagh Reserve is coming to Mordialloc soon. Council recently appointed a local builder to undertake the construction of a new sports pavilion, carpark and stormwater drain.
Anyone for tennis? Were you inspired by the Australian Open? With the New Year in full swing, there is no better time to get your racquet out and take advantage of the upgraded tennis facilities Kingston has to offer. Four of Kingston’s twelve tennis facilities have recently undergone upgrades. Long Beach Tennis Club in Carrum has been recently upgraded by Council, with new fencing and state of the art LED lighting being installed on four courts. Chelsea Heights Tennis Club has also recently been upgraded with state of the art LED Lighting installed on four courts. The new lighting at both Long Beach and Chelsea Heights is replacing existing lighting infrastructure that was removed due to safety concerns. Improvements at Parkdale Tennis Club are progressing well and are due to be finished in mid-March. Upgrades at the club will include major drainage works
plus the replacement of three existing red porous courts with sand-filled artificial grass courts. The new courts will provide a better playing surface and improve drainage at the site. Aspendale Tennis Club has also received new lights for two of their courts, with funding from the Victorian Government, Tennis Victoria, Tennis Australia, Council and the club’s own fundraising efforts. Once works are complete all mentioned clubs will have the new ‘Book a Court’ system in place with new automated gate system, allowing players to simply book and pay for a court hire online, key in a code to get gate entry and play instantly, subject to availability. This will allow all players to play at a club without being a member of the club. All works for Aspendale, Long Beach, Chelsea Heights and Parkdale clubs were completed with over $1 million in funding provided by Council and the Victorian Government. These works form the first stage of the implementation of the Ben Kavanagh Masterplan, with works anticipated to commence in early 2017 and be completed over an 18 month period. The total cost of the project is $4.36 million for all three components (pavilion, car park and drainage). The Mordialloc Sports Club is contributing $232,000 towards the works, with Council providing $4.13 million of funding.
This new facility will feature quality accessible facilities that are suitable for both male and female athletes to enjoy. It will also provide expanded social areas, rooms for umpires and medical staff, storage and a home base for the St Johns Ambulance service. Future upgrades of the reserve also include improved walking paths, exercise stations, landscaping, playground improvements and installation of a netball court. Council has committed to providing quality parks and sporting facilities for the community and these upgrades will breathe new life into this much-loved local reserve.
Hawthorn Football Club joins Kingston’s growing sporting hub Kingston is growing as the sporting hub of Melbourne’s south, with two AFL clubs set to call the area home. The Hawthorn Football Club has decided to proceed with its plans to purchase new headquarters in Dingley Village. The new centre will be a major investment in the suburb, and a positive development in the Green Wedge area. The club’s decision follows the recently approved $29 million
redevelopment of Moorabbin Reserve, which will provide a new home for the St Kilda Football Club. The new Moorabbin Reserve will also provide new headquarters for community leagues representing over 14,000 players from the Southern Football Netball League (SFNL), South Metro Junior Football League (SMJFL) and TAC club Sandringham Dragons. The project is supported by $4 million Council contribution plus $1 million from Council to upgrade the surrounding parkland.

Rolling out the blue carpet for accessibility at Mordialloc Beach It’s now easier for people who are older, use a wheelchair or have mobility issues to enjoy the best of Kingston’s beaches, with the recent arrival accessible matting at Mordialloc Beach. The blue coloured matting is made of recycled rubber that provides a firm platform across the soft sand to the water’s edge, making Kingston’s foreshore more accessible than ever.

The entry point for the beach matting will be in a temporary location for summer just outside the Mordialloc Life Saving Club. Everyone is welcome to use the matting. Mordialloc Life Saving club is also equipped with a range of accessible features, including a beach wheelchair, accessible parking and accessible toilets. The matting will be trialled at Mordialloc Beach over summer with the support of Mordialloc Life Saving Club. It will be rolled out by volunteer lifeguards during patrolled hours. To access the foreshore, people who use a wheelchair or have mobility difficulties are encouraged to use the Peter Scullin Reserve carpark and make their way to the Life Saving Club via the foreshore path.

Mordialloc’s new Life Saving Club officially opens On Monday 19 December, Kingston Mayor Cr David Eden and fellow Councillors joined The Hon James Merlino, Minister for Emergency Services, for the official opening of the brand new Mordialloc Life Saving Club. The Mordialloc Life Saving Club is one of Kingston’s oldest, serving the community for over 90 years since its inception in 1921.

during summer beach patrols, and an adjoining Aboriginal Gathering Place. The old club building, which was over 60 years old, had seen better days, so Council, with the help of the Mordialloc Life Saving Club, Victorian Government and Life Saving Victoria, committed to rebuilding the facility to help the club continue its fantastic and hard work into the future. Proposed dog off-lead area at Spring Road Reserve In late 2016, Council sought feedback from the community on a proposed dog off-lead area at Spring Road Reserve in Dingley. We received 346 responses from local Kingston and surrounding residents. Overall feedback reflects support for an off-lead area within the reserve, with a need for considerations for the safety of park users and potential fencing. A full report with recommendations moving forward will be put to Council in early 2017.
Beat the heat! Happy New Year to all Kingston residents, we have an exciting year ahead and I’m looking forward to improving our already fantastic part of Melbourne for all Kingston families and residents. With that being said, applications for the 2017/18 round of Community Grants open on Wednesday 1 February. Community Grants offer thousands of dollars to help local community groups as they work to build a stronger, healthier and more socially connected Kingston. Council is also preparing to invest $1 million to upgrade the open space areas at Moorabbin Reserve and is seeking community input and comments on the Draft Park Plan.

For the past few months I’ve had the opportunity to visit with many people to better understand what the priorities are in our area. I will keep fighting for you to make sure the tip operators clean up their act, and the transition of our Green Wedge is smooth, and results in a cleaner, greener area particularly for Dingley Village, Heatherton, Clayton South, Clarinda and Oakleigh South.

Council will progress the Chain of Parks in the Green Wedge to replace the tips and recycling facilities with parks, reserves sporting fields and open spaces, I will also lobby the state government to help us fund this vision. I understand the community is not against development in our area, people just want to make sure any development is done properly so we can preserve neighbourhood character. People also understand that we need to provide housing options for young people. Although it will be hard, I will work to ensure we keep rates rises to an absolute minimum, and increase the pensioner rates discount. This means abiding by the State Government rate capping policy to take pressure off residents. I will prioritise the delivery of better traffic and parking management especially for Highett, Moorabbin and Cheltenham.

Parkrun If your New Year’s resolution was to do a little more exercise then come and join us at one of our two local park runs (Chelsea Bicentennial and now at Karkarook Park). Parkrun is a free five kilometre walk/run every Saturday morning at 8am. It’s a great way to start off your weekend and make a few new friends. Big Band Sunset Festival Don’t forget that our wonderful Mordialloc Jazz Orchestra has their Big Band Sunset festival every Saturday in February at Hazel Pierce reserve in Mordialloc. It’s a fabulous free community event that your whole

This Council supports the Green Wedge in line with the overwhelming majority of Kingston citizens who, according to the representative survey by Kingston’s Green Wedge plan consultants, want it used for traditional ‘green’ uses: agriculture, environmental conservation, recreation and landscape values. Already, Council has resolved to develop new and better neighbourhood character guidelines and to minimise the removal of foreshore vegetation when completing the Bay Trail. We will soon face decisions about how best to protect heritage buildings like the Mordialloc Masonic Hall and Mentone Hotel (and the two-storey height limit) We will also no doubt have to deal with countless overdevelopment applications and we need to provide more parkland where it is in short supply. I hope the community will be patient, as this could be a bit like turning a battleship and will take time.

Better and fairer planning Planning for our City is one of our biggest challenges, not only in the next term of Council but moving well beyond then. It is important that we manage change in a manner that is respectful of the local community and aligns with our community expectations. The vast majority of local residents, builders and developers all want the very best for Kingston and to see change that
is respectful of our neighbourhood character. However, we need to ensure that we don’t allow 1 per cent of developments to undo the great work of local residents, builders and Council. We also need to ensure that our planning processes are transparent and consistent for everyone, ensuring that all applicants are responded to in the same time and are considered according to a consistent set of guidelines. Jobs and opportunities I am pleased to report my 2016 motion to develop a job portal allowing Kingston businesses and job seekers to connect online was supported and is now being progressed. Mordialloc Pier beach and dive clean On Sunday 27 November 2016 community group Sea Shepherd Marine Debris conducted a beach and dive clean of Mordialloc Pier, with over 80kg of rubbish collected in the space of just an hour. The most common items included cigarette butts, plastic packaging, plastic film and wrap, foam packaging, and fishing items such as weights and lures. Over 50 volunteers helped contribute to the cleanup.

The top 20 images from the Lens Mist photographic competition will be exhibited on both days of the Festival, giving you the opportunity to vote for your favourite entry. Lens Mist is just one of the many ways Council supports the development of local artists and is an excellent opportunity for emerging and established local artist to showcase their work to the community and the thousands of people who attend the Mordialloc Food and Wine Festival.
