Mentone locals will soon be able to enjoy a new community piazza at the historical Triangle building.

during the works to ensure continued service.

The piazza will become a space for community activities, a meeting place, and a place to celebrate or to unwind and relax at the end of the day.

Completion of works on the historical triangle building are also expected to be completed in 2019. The triangle site is a privately-operated project. As part of the Mentone Renaissance project, we have already delivered many smaller projects aimed at improving traffic flow and ensuring the safety of residents. Early building works on the piazza and streetscape of Mentone Parade began in November, with construction expected to be completed by mid2019.

Hours of construction will be timed between 7am–6pm Monday to Friday, with occasional works outside of these hours and on the weekend required to minimise road closures and/or inconvenience to the community.

Pedestrian access is to be maintained to businesses adjacent to Mentone Parade during construction. Bus services will continue to operate during the works, a lane along Mentone Parade will remain open

Council will work to ensure any disruption to residents and local businesses, including noise disturbances and traffic changes, are kept to a minimum during this period.

Harold Box Hall and Dingley Village Library set for overhaul Council is breathing new life into Harold Box Hall and the Dingley Village library in 2019. The project will redevelop the old library, providing new meeting and interactive spaces and better connections to the neighbourhood house.

by Council in partnership with the Victorian Government Living Libraries Fund will support innovation, flexibility and creativity, and better meet the needs of current and future Dingley community members.

The relocation of the Maternal and Child Health room commenced in November and is expected to be complete prior to Christmas.

Works are expected to commence on site in March 2019 and will take approximately 12 months to complete.

The City welcomes new Mayor, Cr Georgina Oxley Cr Oxley was sworn in as Mayor at the Special (Statutory) Meeting on Wednesday 14 November.

Cr Oxley spoke about what she looks forward to in her first term as Mayor, including: • implementing Council’s first Prevention of Domestic and Family Violence Action Plan • ensuring local clubs and organisations get their fair share of Council’s support • planting more trees along our foreshore and nature strips

• working towards the completion of the Bay Trail shared use path along the Kingston foreshore • commencement of works on the Chelsea Structure Plan, to rejuvenate local shopping strips • opportunities brought with the Level Crossing Removal works • overseeing more female-friendly fitouts in local sports clubs.

Cr Rosemary West OAM – 15 years’ service Cr West OAM, a resident of Kingston for over 30 years, has served on Council since March 2003. Prior to joining Council, Cr West was a noted journalist, working for The Age for 15 years, and has received the Order of Australia Medal for services to disadvantaged groups in the community and to journalism. She was elected by Councillors as Deputy Mayor in November 2016.

Cr Staikos was elected to Council in 2008 and has served as Mayor twice during that time. During his recent term as Mayor, Cr Steve Staikos is proud of achieving a number of milestones for Kingston, including the one-year anniversary at Westall Hub and the opening of Spring Road Reserve. Cr Staikos is passionate about social participation, multiculturalism, the environment and the arts.

Cr Oxley thanked outgoing Mayor Steve Staikos for his amazing dedication to the community and hard work over the past 12 months. Cr Staikos has assumed the position of Deputy Mayor.

And the winner is… roads, parks and sport The 2018 state election results are in and the re-elected Victorian Government has committed to spend hundreds of millions of dollars in the City of Kingston.

These commitments include the delivery of a 355-hectare Chain of Parks from Warrigal Road in Moorabbin to Braeside Park in Dingley Village. This is part of a $150 million investment to create more than 6,500 hectares of parkland and new walking and bike trails across Melbourne.

The Victorian Government has also committed to spend $375 million on the Mordialloc Freeway, after the release of the Environmental Effects Statement revealed that it will take thousands of trucks off the road in the south east. This will commence in 2018/2019, with a budget commitment of $75 million. A shared user path will be built along the entire length of the 9-kilometre freeway, offering a safer route for cyclists and pedestrians.

Other election commitments made by the Victorian Government focus on improvements to a number of Kingston’s sport and community facilities. These include: • $4.5 million towards a new home ground for the Aspendale Stingrays, at Kerr Crescent

• $4.5 million to deliver new facilities for Souter and Corrigan Ovals at Dingley Reserve

• $3.2 million to redevelop Roy Dore Reserve. (In addition to alreadybudgeted commitments).

• $3 million to deliver a new pavilion at Bricker Reserve • $1.5 million towards the expansion of the Carrum Life Saving Clubhouse, and • a $345,750 commitment to upgrade the Farm Road Preschool Labor also committed to cover up to five hours a week of three-year-old kindergarten. The City of Kingston is committed to work with the new Victorian Government to deliver upon their election commitments, for the entire community.

In addition to these commitments made in the lead up to the state election, the City of Kingston can look forward to receiving a number of other funding commitments that have already been approved in the state budget, including: • $50 million towards the revitalisation of the Carrum Beach Promenade, in connection to the level crossing removal works being undertaken across Victoria.

• $2 million towards the redevelopment of Bonbeach Life Saving Club • $2 million towards works at the Mentone Life Saving Club • $800,000 committed to construct a female-friendly pavilion at Roy Dore Reserve • $500,000 towards a new pavilion at Dales Park Netball Centre • $500,000 to construct two new netball courts at Ben Kavanagh Reserve • $125,000 for facility upgrades at Le Page Park, and • $125,000 for the construction of a new green at Moorabbin Bowls Club.

The Kingston Farmers’ Market is here to help you with those last minute gifts! This Christmas twilight market is on Sunday 23 December 2018 from 8am – 12.30pm at Sir William Fry Reserve in Highett. Don’t forget to BYO bag!

During the 2018/19 holiday season, Kingston Libraries will operate on reduced hours. The summer timetable will commence from Monday 17 December 2018. Christmas tree collection service We offer a free Christmas tree collection service for residents in January. Simply call us to book in the service and place your unwanted Christmas tree on your nature strip for collection. To book a collection, please call Customer Service on 1300 653 356.

Bookings for each week close at 5.30pm Mondays, with collection arranged for the same week.

Holiday hours Kingston’s customer service centres will be closed on Christmas Day, Boxing Day and Tuesday 1 January.

Celebrating amazing local women The inaugural Kingston Woman of the Year Award aims to celebrate the outstanding contribution women make to our community.

Meet some of the women who are making a positive difference in our city

Veronica Hahn

CEO, Southern Metro Junior Football League (SMFJL)

Sarah and her family migrated to Australia from Malaysia at the age of six. She quickly learnt the importance of sport in Australian. “Without sport, I would have struggled to get through my childhood,” she said.

Sarah loves footy and has been a die-hard St Kilda fan most of her life.

When she was younger girls weren’t allowed to play football, as it was considered too dangerous. Over the years, she has seen significant changes to how the community views women both on and off the field. Sarah has worked in sports management for 30 years and was appointed to the position of CEO of the SMJFL in 2016 and is the first female CEO to run an AFL league. She’s seen many young women inspired by their role models in the AFLW. In just two years the number of female teams in the SMJFL has tripled. With 25 member clubs and 11 thousand+ registered players, Sarah runs the largest football league in Australia. Sarah believes playing football makes a positive impact.

“Football builds resilience, courage and relationships that only men have traditionally had access to.”

Mordialloc & District Historical Society

Veronica first joined the ‘Mordi Historical Society’ when she was at Monash University, and used the resources at the society to help with her studies.

Based in the old Mentone Bakery, the Historical Society is home to thousands of photographs, and a vast collection of stories.

“Wealthy people from Melbourne would come down and build grand holiday houses. They wanted to make it like the French Riviera. Between the fisheries in Mordialloc and the racecourses, this area was so rich. A lot of people don’t know it.”

Veronica has been volunteering at the Mordialloc Historical Society for 22 years. She said that organisations being run by volunteers are being affected by longer working hours and older retirement ages. “We’re now down to six volunteers. It’s getting harder and harder for organisations like the Historical Society to survive.”

Chief Operations Officer, PMG Engineering Local family business PMG Engineering moulds recycled plastic into reusable items such as compost bins and dog bowls. The Braeside-based company is currently partnering with McDonalds on a project that transforms McDonalds’ plastic waste, such as straws and milkshake containers, into dog bowls to raise funds for Ronald McDonald House. This is one of various projects PMG Engineering is involved in that could potentially increase the use of recycled material on a very large scale. “We have the expertise, facilities and passion to make plastic products that will create a change to the amount of materials going into landfill.”

Jacqui believes that young women should consider roles that combine engineering with green waste solution. “In the industry I am in, I am in a position to help the massive environmental issues we now face in this country.”

Millie Belleville

long-distance runner & Year 10 Student at Mentone Girls, Secondary College At 16 years of age, Year 10 student Millie Belleville is on the right track towards a successful career as an athlete. At the recent State Schools Victoria Championships she came second in the 1500m 16 year age group and she recently represented her school at the State Cross Country Running event. Thanks to the school driving a successful campaign for funding, she and her fellow athletes at Mentone Girls Secondary College will soon have new athletics track to train on. The Victorian Government has agreed to pay for it to be built, after the community voted it as one of their three favourite local projects in the recent ‘Pick My Project’ campaign.

According to all-rounder Millie, who is a high achiever on and off the field, “the new athletics track will allow the girls at Mentone to pursue their athletic ambitions, with a track that will allow both students and the wider community to train out of hours.”

“I love speaking to people in person or over the phone and can talk under wet cement,” said Veronica.

Nominations close on 15 December 2018 and the winner will be announced on International Women’s Day on 8 March 2019.

Parkdale Gift presents smorgasbord of sports The Bendigo Community Bank Parkdale Gift for men and women returns to Parkdale on Saturday 2 February.

Three local projects chosen for Pick My Project funding Three lucky Kingston locals have received funding for their projects, as part of the Victorian Government’s $30 million community grants initiative. The funding helps empower Victorians to deliver ideas that will help the area they live in, with community members selecting the successful recipients. This year’s funding helped the following local projects: The Pet Food Bank A local project aiming at feeding the pets of the homeless and disadvantaged. The project managers will collect and stockpile pet food, which will be distributed to anyone with pets who may be struggling to afford their food. This Carrum-based project was awarded funding after receiving 306 votes from community members.

impactFUL This Cheltenham-based project aims to provide a holistic approach to empowering women who have experienced family violence. Their free well-being program will offer a 20week free personal training program for women who have experienced domestic violence, which offers free childminding services at the centre.

Participants will not only be given an opportunity to improve their fitness, a female police officer and social worker will be available for one-onone consultations after each class. Two hundred and fifty-seven votes were received for this project Getting girls on track A campaign to improve the allweather running track and long jump pit at the Mentone Girls’ Secondary College at an estimated cost of almost $200,000. This project received 260 votes from the community to establish an all-weather accessible sports facility will improve the opportunity for female students, and the wider community, to get active and improve their skills.

Kingston Council is planning a major capital investment to upgrade Dingley Village sporting facilities to serve the community for years to come.

The local sporting clubs have seen strong growing demand over recent years – and Council is keen to support them by providing improved facilities. Together the local football and cricket clubs boast more than 1000 players, along with the many family members who are strongly connected to the clubs.

Both sites would include femalefriendly change rooms, disability access and far improved umpire’s facilities, first aid areas and storage.

Council is conducting community consultation on the proposed facilities improvements at both sites to help ensure a top-quality outcome for the community.

Council is looking to upgrade the existing facilities at Chadwick Reserve to deliver a new pavilion, a junior AFL/ Cricket oval, a training field, playground and sports lighting at Chadwick Reserve that would meet the needs of the growing number of junior players.

At the Dingley Recreations Reserve, Council is proposing to significantly enhance the pavilion to serve senior players, which will add to recent improvements at the site, including new flood lighting and public toilet facilities.

Combining three depots into one at our new site

Council’s three depots will be combined into one site in a move that will provide improved facilities at a more efficient cost.

City of Kingston is celebrating Australia Day 2019 with a breakfast event honouring our newest citizens.

Kingston’s depot staff are currently spread across three different sites with a combined annual rent bill of $370,000.

The three current sites are also small, outdated and not fit-for-purpose which has resulted in duplication of equipment and resources. Staff are also divided across sites in Bonbeach and two Braeside locations and spend time travelling between sites.

A range of vital community services delivered by Council are operated out of the depots including: • the care of local parks • sports ground maintenance • community bus services • playground safety inspectors • signage

• home maintenance crews • foreshore crew • and much, much more.

By bringing the three sites together Council can make significant savings and provide a modern, central site that can accommodate all our depot staff and operations.

Council has recently purchased a new depot site in Garden Boulevard, Dingley Village to serve as Council’s new consolidated depot for many years to come. The site features ample office space, a large warehouse suitable for storage of equipment, workshop space and on-site parking.

Planning is now underway to move into the new site in 2019.

The event will be bigger and better than ever; honouring an amazing 80 Kingston residents who have recently become Australian citizens. Each new citizen brings their own gift of language, culture and tradition to enrich the already diverse Australian society and way of life and we are proud to welcome them to the Kingston community.

Winners of the Australia Day Awards will also be announced at the event, under the categories Citizen of the Year and Community Group of the Year. The awards are a celebration of people who make outstanding contributions to the community.

Reducing our energy footprint

One of her highlights is teaching students who, due to physical disabilities, love being in the water where they are weightless and can move more freely.

The City of Kingston has replaced over 7,500 street lights with energy-efficient LED globes, to cut greenhouse gas and reduce the burden of rising electricity bills.

Council’s $2.9 million project, Project Managed by Balparra, will drastically reduce our impact on the environment.

By reducing the money spent on energy bills for lighting the city, Council will be able to redirect savings to other important projects to improve services for our residents.

The new lights will: • save 55,000 tonnes of greenhouse gas emissions over 20 years – equivalent to removing over 600 cars from the road each year • pay for themselves in the next six years, after which savings can be directed into services • improve safety and light levels in our local streets • reduce light pollution and glare.

The end of landfill in Kingston’s Green Wedge Kingston is finally seeing the end of the waste industry in our community, with former landfills in Kingston’s Green Wedge now being transformed into parklands and open space.

It’s taken years of lobbying by Kingston Council, but residents in our northern suburbs will soon celebrate the end of odour, dust and trucks in their neighbourhoods.

It’s been three years since Kingston Council and the Victorian Planning Minister introduced special planning protection (the Green Wedge A Zone C143 Amendment).

An amazing transformation is now underway. Ugly landfills are now being rehabilitated and converted into parkland, open spaces and sporting facilities for the community to enjoy.

The change outlawed any new landfills opening in our area and gave Kingston’s Green Wedge a bright future.

In the past the area was home to over 30 active landfill sites.

Thankfully the old landfill sites are now approaching the end of their life and are being replaced by green spaces.

New parklands will add to the many activities already on offer in the Green Wedge including horse riding, golf, walking and cycling, fishing, go karting, kite flying and much more.

Council is getting on with the job of delivering the Chain of Parks as set out in the Sandbelt Open Space Strategy and Kingston’s Green Wedge Management Plan.

Heatherton Park maintenance works

Planning for Kingston’s future Protecting neighbourhood character while accommodating new growth is a key challenge facing Kingston. How do we keep what we love, while making positive change for the future?

To help us answer these questions, Council is developing a Housing Strategy & Neighbourhood Character Study. The Housing Strategy will provide a long-term plan to manage housing growth within our city. The Neighbourhood Character Study will involve a detailed assessment of design and development and an analysis of neighbourhood character in our residential areas.

We are working collaboratively with our community to help us address these issues. In early 2018, we consulted with the broader community through online and hard copy surveys, listening posts at Westall, Chelsea

and Mordialloc, guided and selfguided walking tours.

In October we established a Community Panel who represented a wide cross section of Kingston residents presented their work to our Councillors on 17 October. The presentation was an overview of the outcomes of the Panel, which included key messages from the Panel to Council, 14 Community Principles and a communique. The Community Principles were developed to guide Council’s decision making for the development and implementation of the Housing Strategy and Neighbourhood Character Study. Improvement works will soon commence at Heatherton Park to ensure the beautiful public parkland can continued to be enjoyed by the community for years to come.

Kingston City Council will be undertaking soil cover improvement works at the Heatherton Park closed landfill site in Clayton South, with preparation works commencing midNovember 2018 and soil spreading commencing from January 2019.

Works will continue until mid 2019.

The Environment Protection Authority (EPA) is maintaining a state-wide focus on the management of closed landfill sites and these works are to ensure Council maintains a healthy and safe space for residents to continue to enjoy this beautiful local park for years to come.

We have completed an extensive investigation program across the park, to map the existing soil cover over the former landfill area; as such we have found some areas that require additional soil cover to satisfy EPA requirements. These works are aimed at ensuring compliance with EPA requirements and the park’s ongoing availability to residents.

During the summer months, there may be some issues with soil creating a dust hazard; every effort will be made to minimise this by the contractor.

Council is eager to seek feedback on the issues that matter most to you, from planning decisions through to major projects such as new or upgraded parks, facilities and city infrastructure and vital community services.

Recent consultations have included: • Proposed sporting upgrades at Kerr Crescent Reserve Council is currently investigating how to provide extra sporting facilities in Aspendale Gardens to meet growing local demand, this includes: upgrading existing playing fields to provide a multisport facility. To date, Council officers have met with the sporting clubs, the local school principal

and school council president, presented to the Aspendale Gardens Resident’s Association and written to residents. Council also held two well-attended community information sessions in September and a Council decision is expected in late 2018.

• Kingswood Planning Scheme Amendment Council has voted to abandon the Planning Scheme Amendment process to rezone Kingswood Golf Course in October. The decision comes following a six-week public consultation period, which attracted 8,000 public submissions (more than 7,000 individual), the largest number ever received by Council for a Planning proposal.

• Edithvale 24 hour dog off-lead In October, Councillors agreed that Edithvale Beach will not become a 24-hour dog off-leash zone. Council received nearly 1,000 submissions from community members opposing the plan and several issues were raised through the consultation process. Based on the community feedback received, Councillors also agreed to investigate alternative options for fenced off-leash areas in the South Ward in non-foreshore reserves; undertake a report into the feasibility of introducing disposable dog bags and increase patrols during the summer on Kingston’s foreshores.

• Kingston declared a ‘termite-prone’ area Kingston has been declared a ‘termite-prone’ area, with extra protection now required on new homes. The decision, which comes into effect on 1 January 2019, aims to increase community awareness about the risks of termites at properties and to increase measures to prevent them. The decision follows consultation with the community, the Real Estate Institute of Victoria and the local construction industry.

• Parking in Kingston Council is asking Kingston residents for feedback on the availability of parking in their area. Council has also engaged an independent traffic specialist to investigate the current levels of parking in Kingston and explore the issue.

• Bald Hill Park Clarinda – Disc golf facilities Kingston Council is continually investing in our local parks to ensure they continue to provide a broad mix of passive and recreation opportunities for our community. Council has identified an opportunity to install disc golf equipment for community use at Bald Hill Park in Clarinda and we invite you to ‘have your say’ about the proposal.

• Dales Park pavilion and playground upgrades Following consultation with the netball association and clubs, Council is proposing to build a twostorey pavilion in a central location (slightly north of the existing pavilion) to overlook the courts.

Funding has also been allocated to undertake playground and park refurbishment works at Dales Park, Oakleigh South. Playground construction should commence in March 2019.

Works begin on new Edithvale Life Saving Club…and more to come Works are now underway on the new $4.9 million Edithvale Life Saving Club facility.

The club has served the community for 100 years and replacing the current aged building will ensure its future for decades to come.

A new state-of-the-art facility has been designed to ensure the club can continue to provide this vital community service to the more than 22,000 visitors who visit Edithvale beach each summer.

The new club has been funded in partnership by Kingston Council ($3.4m) and the Victorian Government ($1.5m).

Summer peak period at Kingston’s beaches Warm weather is here at last and Kingston Council dedicates a huge effort and investment each year to keep our 13 kilometres of foreshore in top shape. Beach efforts include: Mechanical beach raking From November to April the foreshore is raked weekly to keep the beach clean, while in the peak period (8 December–31 January) an extra service is provided twice weekly around lifesaving clubs.

Rubbish collection From November to April all foreshore bins are emptied daily, with extra services scheduled as needed in peak times at popular locations. Local community groups, including the Beach Patrol Australia groups, also do a fantastic job holding regular rubbish collection sessions on several local Kingston beaches. Please help keep our beaches clean and tidy by collecting all your rubbish and making sure it is placed securely inside bins or taken home with you.

Dog off-leash beaches Kingston has dedicated locations and times were dogs can enjoy cooling off at the beach.

Owners are reminded that dogs must be under effective control at all times and are not allowed off leash until they reach the sand (in off-leash areas). Council’s Local Laws team has a dedicated Foreshore Enforcement Officer and a beach buggy to ensure beachgoers, including dog owners, are doing the right thing. Over summer months extra patrols are also scheduled on weekends

The northern end of the Mentone beach is a 24-hour dog off-leash area throughout the year.

In Summer months at Carrum’s dog beach, dogs are allowed off-leash from 7.30pm-10am but prohibited on the beach between 10am and 7.30pm.

In other areas of Kingston’s beaches, from November 1 to March 31: • dogs are not permitted on the beach at all from 10am-7.30pm • dogs can be on-lead on the foreshore only from 7.30pm-sunrise • dogs can be off-lead on the foreshore from sunrise to 10am.

Horse beach Horses are permitted to swim at the Bay Street car park beach in Mordialloc all year-round, prior to 10am each day.

Horses must be led to the water and then can be mounted by the rider for a swim.

Foreshore planting Council and the Friends of the Foreshore have been hard at work beautifying the foreshore area and helping prevent erosion by planting more than 13,000 indigenous plants along the Foreshore Reserve.

Butt out Under Victorian laws, smoking is banned at all of Kingston’s patrolled beaches within a 50-metre radius of the red and yellow flags. Council encourages all smokers, whether they are at the beach or elsewhere, to dispose of cigarette butts properly to ensure our beaches remain litter free.

Smokers can face fines of $311 for littering cigarette butts or up to $622 if the discarded cigarette butt is still lit.

Parking Kingston residents are entitled to a beach foreshore parking permit that exempts them from paying foreshore parking fees. The permits are valid for 3 years and have been sent out with your rates notice.

When visiting your local beach this summer, please take care to park safely and legally in our local streets and make sure not to park over driveways as this can impact on residents’ ability to safely enter and exit their properties.

Edithvale Life Saving Club will continue to patrol the beach as usual during the construction works, with temporary storage facilities for the club set up in the nearby Gnotuk Avenue car park.

Beach access via The Esplanade will be prohibited during the construction works, with pedestrians able to access the beach from neighbouring side streets instead.

Future projects: Council and Life Saving Victoria has already delivered fantastic new Life Saving facilities at Carrum and Mordialloc and planning is now underway on a further three redevelopments. Bonbeach, Aspendale and Mentone Life Saving Clubs will all be improved thanks to funding provided by the Victorian Government and Kingston Council.

Much to celebrate in the lead-up to the festive season There is much to celebrate in Kingston in the lead-up to the festive season. In December the Maker’s Festival returns to the Kingston Arts Centre and City Hall.

This year’s event will be even bigger than previous years, showcasing over 80 highquality artisan stalls, just in time for your Christmas shopping. The festival will also feature gourmet food trucks, live music, roaming performers, gallery exhibitions, artists’ talks and demonstrations and creative workshops. A little later in the month Carols by Kingston will offer more festive fun and shopping opportunities, and it will be well worth a visit too. The location of the event will shift from Highett to Chelsea this year, so be sure to plan your journey.

Heatherton Park I’m also very pleased that improvement works recently commenced at Heatherton Park, to ensure the beautiful public parkland can continued to be enjoyed by the community for years to come. As a former landfill site the works are needed to make sure the parkland remains safe and meets Environmental Protection Authority (EPA) standards for former landfill sites.

Public parking policy A key issue facing our growing population is parking. Councillors often hear from residents that they feel that parking levels in their neighbourhoods have increased due to lack of adequate on-site car parking required in new housing developments. Council’s consultations with the community throughout November will feed into a new strategy for managing parking in Kingston moving forward. Looking back on a wonderful year It was with a sense of joy, and pride that I handed over the chains as Mayor to Cr Georgina Oxley, at the Mayoral Election on Wednesday 14 November.

We officially opened the new St Kilda Football Club headquarters, an honour I shared with my cousin Nick Staikos representing the Minister for Sport, Hon. John Eren.

When I look back on my 10 years as a Councillor and second term as Mayor, I feel extremely proud of everything that Kingston Council has achieved.

We have also asked for, and listened to, community feedback about issues including the proposed planning scheme amendment of Kingswood Golf Course, the neighbourhood character study, housing strategy and parking study.

After 10 years of working hard to address the issue, the end of landfill is in sight. In October we opened Spring Road Reserve and look forward to seeing the completion and reopening of Elder Street South Reserve in the next 12 months. Council is also making great progress on our long-standing promise to deliver the Chain of Parks.

Projects on track Construction works are progressing on a number of local projects including improvement works at Washington Drive Kindergarten to provide a great start to learning for local children.

Council was also proud to recently complete a new Changing Places toilet and ramp at the Moorabbin Riding for the Disabled facility to help this incredible group of volunteers continue their great work in our community.

Best wishes for a safe, peaceful, happy summer festive season As we enjoy our beaches, please consider others, especially children, and respect – and encourage visitors to respect – Kingston’s off- and on-leash dog hours as well as our sometimes dangerous channels between the sandbars.

Residents were glad to see the South Ward Councillors accept the community’s wishes and drop their proposal for a 24-hour off-leash dog beach at Edithvale.

Their resolution included better enforcement of existing rules about hours and picking up after dogs Central and South Ward beaches.

Best wishes also to our new Mayor Cr Georgina Oxley and to our newly elected or re-elected MPs. And thanks to the retiring Mayor, Cr Staikos, who has skilfully and wisely steered Council through some difficult challenges.

Electoral promises and threats State Government has announced it will introduce more stringent controls to protect the Green Wedges from inappropriate developments and has promised $155 million to fund new parks, with Kingston’s Chain of Parks near the top of the list. The Opposition has committed $10m for sports grounds in Kingston’s Green Wedge along lines similar to what Council is already discussing with government. Let’s hope all these promises proceed regardless of who wins the election.

Meanwhile, environmentalists and residents impacted by the Mordialloc Freeway are bracing themselves to respond to the draft Environmental Effects Statement now on exhibition.

Others wonder whether a new EES will be needed for the cumulative effect of the newly announced Chelsea grade separation proposal.

Full steam ahead Construction works are progressing on a number of key project across Kingston’s central ward. The finishing touches are being put on the new Cliff Sambell Pavilion at Gerry Green Reserve in Parkdale to serve the Parkdale Cricket Club and the Parkdale Vultures Amateur Football Club.

I look forward to celebrating the opening of the great new facility with the clubs and the local community in the new year.

I was also proud to attend the recent official opening of the new pavilion at Ben Kavanagh Reserve in Mordialloc.

The expanded pavilion is home to the Mordialloc Sporting Club, Mordialloc Super Rules Football Club, Mordialloc Junior Football Club, Mordialloc Football/ Netball Club, Mordialloc Cricket Club, and other community groups.

Supporting our local life savers Planning is now underway to design a new Mentone Surf Life Saving Club facility. Club representatives, Life Saving Victoria and Council are working closely to design an improved club building that will serve the thousands of beachgoers each year.

Kingston is lucky to be home to seven surf life saving clubs who have dedicated teams of volunteers that give up their time to keep beach visitors safe in the water. They’ll be hard at work this summer and Council is proud to support them in their good work. We’ve already upgraded the buildings at Carrum and Mordialloc, and we’re now turning our attention to the Mentone, Bonbeach and Aspendale Clubs. This is a significant investment from Council to support this vital community service.

Kingston’s Australia Day event open to the public for the first time An Australia Day event honouring Kingston’s newest citizens and Australia Day Award nominees will be open to the public for the first time in 2019, with a limited number of tickets available via Council’s website.

The Australia Day Awards categories include Citizen of the Year and Community Group of the Year, and recognise people who make outstanding contributions to the community. Australia Day is a great opportunity to reflect on what it means to be Australian, to celebrate contemporary Australia and to acknowledge our history. Holmesglen Run for Change The Holmesglen Run for Change was held at Bicentennial Park in October, with hundreds of participants running or walking the five or 10 kilometre distance to raise awareness about family violence and bullying. The event supported local organisations like Kingston Charitable Grant recipient and partner Emerge - the only independent specialist domestic violence service located in Melbourne’s Southern suburbs. Kingston’s end-of-year celebration, Carols by Kingston Excitement is building for Council’s much-loved end of year celebration, Carols by Kingston, which will be held in a new location this year, Bicentennial Park in Chelsea, on Sunday 9 December. This free, Council-run event, is a great chance to get together with friends and family before the holidays and relax in the park to the sounds of Christmas cheer. I hope to see many of you there.

Australia’s leading lady of musical theatre, Marina Prior, will feature alongside other celebrity favourites, and an artisan Christmas gift market will give visitors the chance to shop for lastminute gift ideas. There will also be a ‘Kids Zone’, offering a range of activities for children. Feel free to bring a picnic – but there will also be some great food vendors and a community barbecue onsite. A spectacular fireworks display will finish off the night at 9.30pm.

Kingston Arts’ favourite community visual arts and creative writing competition, returns this March, with over $4,000 worth of prizes to be won.

Artists and writers of all ages and abilities are encouraged to get involved. The competition begins when the secret theme is announced on Friday 15 March, from which artists and writers will have 24-hours to create an artwork or piece of creative writing and deliver it to Kingston Arts Centre for exhibition.

Mordialloc Jazz Orchestra (MOJO) is a community band specialising in classic swing and big band tunes.

Wenday Stapleton Trained as a youngster in Classical Ballet, Tap, Acting and Singing, Wendy made her first professional appearance at the age of nine at Her Majesty’s Theatre in Noel Coward’s “Sail Away”.

Chelsea Plumley combines subtlety, sophistication, strength, volatility, vulnerability, humour and delicious physical comedy with a voice to thrill.

Ross Irwin Ross James Irwin is a trumpet player, singer/songwriter, multi-instrumentalist, arranger, composer, producer and educator from Melbourne. He has played festivals all over the world and worked on albums for some of Australia’s most loved bands.

Bernard Curry Bernard is an accomplished musician, having performed as a singer/guitarist in bands in Australia and USA for over 25 years. Bernard has also appeared in many local and US film and television productions.

Patrick Harvey is known for his role as Connor O’Neill in Neighbours and was honoured with a Logie for Most Popular New Male Talent in 2003. Recently in 2013, Patrick has returned to the theatre in his role as Carter in Lab Kelpie’s production of Fat Pig. Nina Ferro began her career as a Jazz singer and her music has become influenced more and more by her own passions and musical loves, those being soul, old school rhythm & blues, blue grass and country.
