Ramping up accessibility Our accessible beaches program is underway as we begin building ramps along the foreshore between Mentone and Mordialloc. The new accessible pathway from Beach Road to the beach is already in use at the recently renovated Mentone Life Saving Club, and work on a new ramp will soon start following the sailing season at Parkdale Yacht Club. Access improvements are also in the early planning stages at activity precincts and car parks along the Mentone/Parkdale foreshore, including at the Dixon Street car park, Antibes Street car park and the Rennison Street car park. For access to the water, there is beach matting at Mordialloc Beach and Carrum Beach and life saving clubs can put them out on weekends and public holidays during patrol season. If you need to use the matting, please bring a support person to help with the aquatic wheelchairs. We continue to work with life saving clubs to improve accessibility and participation for the community, including people living with a disability.

The ramp work comes as we finalise our All Abilities Action Plan. The draft was codesigned by a team of people, including those with a disability, carers and disability service providers, and community consultation helped shape it. Ensuring everyone can enjoy a healthy and active lifestyle in Kingston is one of the key priorities of the draft plan. Combating social isolation AccessCare’s new Social Links service is helping older people build stronger social connections. Social Links matches AccessCare clients with volunteers who support them to go out for a walk or a cuppa or attend a class at the local community centre. For example, the activity depends only on the older person’s interests and mobility. Kingston is the largest provider of aged care services of any council in Victoria and, despite many councils deciding to pull out, we remain dedicated to providing home care services for our community.
AccessCare supports more than 6,000 people with home and community care services. In addition to wellbeing services like Social Links, it also offers personal care and domestic care, delivered meals, respite care, assisted shopping, home maintenance, transport on our community bus and more. Framing community needs Your local knowledge and passion for your neighbourhoods are at the centre of our discussions with the Victorian Government on the Mordialloc and Aspendale level crossing removals. Developed through two rounds of consultation (asking what locals value in their area, then seeking their feedback on the key design ideas) our Urban Design Framework has been adopted by Council. It is critical the community impacts of the projects are considered in the initial planning stage and the framework - supported by our community - is the basis of our ongoing advocacy to the Victorian Government. We aren’t responsible for level crossing removals. Our role is to advocate on behalf of our community for designs that enhance the locations and benefit locals. Previously, this has delivered improved outcomes such as expanded open spaces in Mentone and Cheltenham, active recreation facilities in Clayton South and a new pedestrian bridge connection in Chelsea.

We will continue to engage with the Suburban Rail Loop Authority on its planning for Cheltenham, Highett and Clayton South to seek the best outcomes for our communities from this major infrastructure project. We are currently drawing up a submission to the first stage of SRLA’s precinct planning around the SRL Cheltenham and Clayton Stations. Tribute to former Mayor A former Mayor of the City of Moorabbin, Neil W Hamilton OAM has passed away.
Home in Bentleigh, now a City of Glen Eira facility.
Mayor, Jenna Davey-Burns, Councillors and staff of the City of Kingston send their condolences to his family.
The City of Kingston merged with the former cities of Moorabbin, Chelsea, Springvale and Oakleigh in 1994.
Mr Hamilton is remembered as a family man and a Councillor who gave his time generously .
Mr Hamilton, who was a councillor from 1984-1994 and served as Mayor in 1991-92, was passionate about local employment and skills training for young people.

Welcome back to our 220-member Representative Community Panel (RCP) and Collaborative Engagement Group (CEG) for 2024! We achieved so much together last year, including recommendations for the Play Your Way Strategy and on principles for a Carbon Offset Policy. The RCP took part in quick polls on play, our new aquatic and leisure centre, our waste app Binston, soft-plastics recycling and participated in workshops. A big thanks to everyone!

Welcoming, inclusive play Our Play Your Way Strategy has been endorsed and we’re excited to be moving ahead with our plans to upgrade even more play and recreation spaces across Kingston! Aspendale Gardens residents are enjoying the fabulous new playground at Kearney Drive Reserve and the new Elder Street South Reserve playground in Clarinda is proving popular. There are more revamped active and play spaces for a range of age groups to come. Fun for all ages As part of our commitment to providing active recreation spaces and activities in our reserves, we’ve added a permanent Disc Golf course at Bicentennial Park, Chelsea. The course, officially launched at the end of last year, was designed in consultation with the Melbourne Disc Golf Club and our Disc Golf community and includes 18 target baskets, 9 tee areas, practice basket and directional signs. Give it a go! Discs can be borrowed from Clarinda and Chelsea libraries.
Remembering a spirited advocate Tireless community campaigner Mavis Hutter passed away in November. Her forthright advocacy on behalf of people whose lives were impacted by landfill sites in Clayton South, Clarinda and Oakleigh South will be long remembered and celebrated. Ms Hutter was the leading figure in the group Residents Against Putrescible Tip Sites which
fought hard for the closure of rubbish tips in residential areas. A former landfill in Oakleigh South – now rehabilitated and turned into a beautiful park – was named after her, Mavis Hutter Reserve. She also advocated for a new playground for the reserve, which was built last year. We offer our condolences to Mavis’ husband Konrad, her children Christopher and Lisa and extended family.

Lowering our We’ve begun replacing 737 decorative streetlights with eco-friendly LED globes. The new LED lights have several benefits, such as fewer carbon emissions than the old Mercury Vapour Lights. The switch is part of our commitment to achieve Net Zero carbon emissions across Council’s operations by 2025. And we planted trees in every suburb in Kingston last year! More than 4,500. The highest numbers were planted in areas in need of more shade and greenery including Cheltenham, Moorabbin, Braeside,

Dingley Village, Clarinda, Parkdale and Patterson Lakes. We will start again in April. The new lights will also improve safety with better lighting, less depreciation of light output over time, less glare and lower maintenance costs. We’re also converting our vehicle fleet from petrol to electric and transitioning our facilities away from gas. We’ve reduced Council’s annual emissions from 2600 kilotons in 2016 to 2000 and we’re supporting our community and local businesses to reduce theirs. Our climate action also includes: • including recycled materials in new roads – (recently more than 800 waste tyres from landfill were used to create a permeable pavement, at Old Dandenong Road)
• rolling out EV chargers • installing 1 megawatt of solar panels across our buildings • integrating eco-friendly design principles in new buildings.
Reducing flooding together Every year we invest millions of dollars in drainage upgrades to reduce the impact of flooding after severe weather. Kingston has a mix of drainage systems to clear water from street drains, pits, and easement drains during general rainfall. When there’s heavier than usual rain, the roads may hold water for a while and in very heavy falls, it can take up to four hours for the drains to clear. While our important upgrade work continues, we’ll be sharing useful tips to help you reduce your flooding risk.
Avoid sweeping or blowing garden refuse, soil, and other debris into your drains where they can cause obstructions and inspect gutters regularly to ensure they’re clear. Tree roots can sometimes infiltrate pipes causing damage or blockage. If you have a lot of trees or if your drainage system is old, consider inspection by a plumber to address issues before they escalate. If your flooded road doesn’t clear within a few hours, there may be a blockage. Designing for climate Councillors, Council Officers and local MPs recently visited a two-dwelling Sanctum Homes project in Mentone. Using Passive Design principles, the need for added heating or cooling is reduced. The build is an example of how sustainable contemporary, low-scale medium-density housing can be.

Australian punk band Teen Jesus and the Jean Teasers have recently released their first album I Love You. The four women have been a band for 8 years and friends since they were young teens. High-energy twins Pierce Brothers are bringing their folk-rock sound to our stage. The boys have been performing across Victoria in January and we’re thrilled to welcome them to Mordi.

New aquatic and leisure centre We know you’re excited about this project and we are too. Draft concept plans were released for your feedback late last year and we will appoint a contractor to build the new centre this year. Opening is scheduled for 2026.
Moorabbin Airport
Housing plan
More than two years of discussions with the Victorian Government and collaboration with local traders has resulted in significant changes to a proposed Moorabbin Airport Master Plan.
Collaborating with our community, we’ve developed a positive plan for helping combat the housing crisis, while preserving the unique character of our neighbourhoods.
Minister King listened to the concerns of aviation businesses and Council, resulting in a Master Plan that guarantees no decrease in land dedicated to aviation purposes and that prohibits commercial warehouses in these areas. We’re now calling for changes to federal laws to make sure aviation businesses have a greater say in planning at Australia’s airports.
The Australian Government is partnering with us on this exciting project, committing $20m and we’ll be seeking further funding from the Victorian Government to support the long-term health and well being of our community.

The C203 amendment introduces new housing zones to guide future development across Kingston. Throughout its development, we engaged with the Victorian Government to ensure their decision-making aligns with our community’s long-term vision. Dialogue continues as we await Ministerial adoption of the amendment into the Planning Scheme.
Positive partnerships We’re always in discussion with the State and Federal Governments to secure funding for key community programs and infrastructure. Here are just some: • Kingston Fields: Up to $1 million pledged by the Victorian Government for the Regional Sporting Hub Planning. • Patterson River Precinct: Victorian Government $3.5 million for Phase 1. Gambling reform
Local transport
Our Enough is Enough campaign called for major reforms to gambling legislation to reduce the harm caused to families by gambling. The Victorian Government has responded with measures including pre-commitment and carded play, a $100 cap on ‘load-up’ limit, closure of gaming areas from 4am to 10am and a slower spin rate on gaming machines. We are now pushing for a limit on the number of Electronic Gaming Machines in Kingston.
Proposed changes to bus routes in Oakleigh South would have stripped locals of crucial public transport access. We engaged with the community and their voices contributed to shaping our advocacy efforts with the Department of Transport Planning. This resulted in retention of the bus routes on both Clarinda and Bunney Roads, Oakleigh South.

I hope you have all had a wonderful summer with friends, family and some rejuvenation. Staying safe in extreme weather events is important – please look out for your neighbours. Our commitment to climate action is not just fancy words – we are walking the talk. We’ve begun replacing streetlights with eco-friendly LEDs. We’re about to kick start our annual tree-planting program, having planted an incredible 4,500 trees last year. Every suburb in Kingston got new trees last year! I recently visited a house in Kingston being built using Passive Design principles, using sustainable materials and designed to drastically reduce the need for added heating or cooling. This project is leading the way on sustainable building and setting a new standard for Kingston. I have said before and I’ll say again because it’s important – the homes we build also need to be affordable. More social, affordable and public housing is something I have been advocating to the Victorian Government for. Another thing you will hear me say more than once, is how proud I am of Kingston’s volunteers. Over 22,000 volunteers – seniors, retirees, professionals, students and young people - give time and expertise to supporting our community. Their knowledge, experience, ideas and energy help improve the lives of others. I applaud them all and I heartily encourage anyone who is thinking of volunteering to put your hand up – you won’t regret it. Happy New Year. I hope you had a chance for a break and spent time with family and friends. A quick update on some of the things Council has been focused on recently. As many of you know we’re working to protect the long-term future of aviation at Moorabbin Airport by pushing for changes to federal laws. I have been working closely with airport businesses and I’m glad to say Council will lodge a submission to the Australian Government’s current review of aviation policies calling for change. I hope the Minister’s review results in strengthening the rights of aviation businesses, neighbouring homes and critical safety issues. We want stronger requirements for consultation with airport businesses and local communities during the airport Master Plan processes; greater investment in airport facilities; more protection for neighbouring homes to stop tall buildings being built close to the fence lines and stronger regulation over privately-run airports. If you’ve noticed some work on streetlights recently, it’s because we’re replacing 737 decorative lights with eco-friendly LED globes which have lower carbon emissions. This is part of our commitment to achieve Net Zero carbon emissions across Council’s operations by 2025. Replacements have already taken place on Kingston Heath and the new globes increase safety with better lighting levels, have less depreciation of light over time and produce less glare. Relaxing retreat A beautiful little pocket park is proving a popular oasis in the heart of Highett. Just off Station Street, the park has mature trees, a lawn, picnic table and benches and a small nature play space. The wall of the neighbouring RSL now has a poppy-themed mural painted by multi-disciplinary artist Simon Beuve. Artwork from the former kindergarten on the site is also on display. This park is a lovely green space for everyone to enjoy. It’s been great seeing so many of you enjoying your local neighbourhood over summer. You’ve been helping us bring local areas to life, turning out for our Chelsea Summer series of events – particularly the live music – that we’ve been running. Thanks for your support and a big thanks to the musicians and entertainers who’ve enlivened the warmer months for us. These types of events not only offer locals a chance to love where they live but also give a boost to businesses. I have also loved seeing you enjoy the new disc golf course at Bicentennial Park! There’ve been seasoned players honing their skills and plenty of newbies giving it a go.

Happy 2024 to you all. We are a couple of months in now and already hard at work. We delivered over $1.8 million in community grants last year – and we’re taking applications again now. Following your feedback, our new streamlined grants model makes it easier for applicants. Visit our website for all the details and keep an eye out for upcoming information sessions. Our Community Awards are now open for nominations. I’m sure you know a person or a group that is making a wonderful contribution to your community. If you do, nominate them! We’re searching for Citizen of the Year and Community group of the Year.
If you haven’t tried it yet, please do. It’s a lot of fun. The Chelsea Library has discs and scorecards for community loan.
This year, too, we continue our push towards net zero emissions from Council operations by 2025 and net zero for the community by 2030.
We held an official opening at the end of last year. Thank you to the Melbourne Disc Golf Club who happily provided a how-to-play demo for us.

Many thanks to those of you who got involved to help us make Edithvale shine. In 2022, we committed $2.3 million in LXRP funding to upgrade the Edithvale shopping strip. We’ve supported that with an extra $1 million for flood mitigation.
And staying on the outdoors fun theme – thankyou to all who gave us feedback on the draft concept plan for the new Bicentennial Park outdoor gym. Your earlier input helped us draw up the concept and your reviews of that will help shape the final design. Construction is due this year.
Late last year we asked for your feedback on the early draft plans and we are now reviewing those comments. They will help shape the final plan. I will keep you posted.

Hello Carrum, Patterson Lakes and Bonbeach residents, I hope you are enjoying the very best of our beaches, lakes, canals, wetlands and parks in our picturesque part of the world. Based on advice at print, below is our indicative schedule of works for 2024. Summer - Autumn: Beauty Spot upgrade (including the first Patterson River sculpture trail installation), Kananook Creek (Carrum) viewing platform, and Wells Road (Patterson Lakes) service road sealing. Tentative but likely inclusions are the Patterson Lakes Plaza boardwalk and the Bonbeach Highway strip stage 2 upgrade. Winter: Carrum beach boardwalk extension, Bonbeach Reserve drainage pipeline and the Bonbeach Reserve stadium solar/battery system. Following the fire, we have new eateries and operators joining Patterson Lakes, as the restaurant scene begins to rebuild and Bonbeach, too, is seeing an injection of new tenancies. Bonbeach Farmers Market is on each second Sunday, beginning on February 11 and for those of you searching for a challenge, our Carrum Coast Guard Fun Run around the river is on February 18. If you want to succeed in 2024, don’t tell yourself negative thoughts or repeat them to yourself, allowing them to become feelings that consume you. Create distance from, or educate, people that are a source of repeated negative energy. Stop waiting. Act by progressing your goals to a plan. What’s the Nike slogan? Just do it! Reaching new heights We’re planning improvements in Chelsea Heights and want your input. The busy shopping strip at Thames Promenade is due a face lift and traffic signal work is also planned. Across the road, Heights Park will also undergo rejuvenation. A new shelter, picnic facilities, seating, playground upgrade, fencing, footpath upgrades and improved lighting all being considered. Boosting healthy play Kearney Drive Reserve in Aspendale Gardens is home to a wonderful new playground. Opened in time for summer, the exciting new space has plenty of fun play equipment and beautiful garden beds and trees. A large climbable rope pyramid, swings (including a basket swing), track glide, steppers, a half basketball court and a junior play unit are keeping parkgoers of all ages active and happy. Connecting paths, shelter, seating and picnic tables complete the space.

Living with a disability shouldn’t be a barrier to accessing our community, our services, our facilities, and our outdoor spaces. That’s why we’ve developed our draft All Abilities Action Plan - a guide for improving the lives of those living with disability. Thank you to everyone who contributed feedback on the draft plan, we are now considering your comments and suggestions. Developed with a team of 16 local people, who either have a disability or care for someone with a disability, the four-year draft plan focuses on four key priority areas - changing attitudes and caring communication, healthy and active lifestyle, getting around Kingston and participating in the workforce. Our accessible beaches program is underway as we begin building ramps along the foreshore between Mentone and Mordialloc. The new accessible pathway from Beach Road to the beach is already in use at the recently opened Mentone Lifesaving Club and work on a new ramp will soon start following the sailing season at Parkdale Yacht Club. As many of you will know, I am an advocate for more off-leash dog parks. How we use these spaces is important, which is why we’re proposing to limit the number of dogs under a person’s control in a designated off-leash area to four. We’d love your thoughts on this issue and you can also tell us what you think about removing the mandatory requirement for desexing dogs. Happy New Year everyone. 2024 is likely to be a busy one at Council. Welcome back to our Representative Community Panel and Collaborative Engagement Group. I know you achieved a lot last year, with input on an array of topics from playgrounds to soft plastics and so much in between. Having that direct community lens on discussions of projects and issues is wonderful. And, of course, whether you are on our panel or not, there are so many ways to have your voice heard by Council. As you can see from the picture above, I’m delighted to see the new Kearney Drive Reserve playground opened in time for summer. It’s a wonderful space with plenty of opportunity for play, connection and relaxation. I hope you’ve been able to get some time with the family to enjoy it. If you haven’t been yet, go try it out. Following two rounds of consultation with you, we have drafted and adopted our Design Framework which is now the basis for our ongoing advocacy to the Victorian Government on the Mordialloc and Aspendale level crossing removal projects. The government simply must take the community on the journey and make sure you are treated fairly in the planning process. This project is important to our residents and businesses in Aspendale and Mordi and the State’s planning, communication and consultation needs to reflect that.

Speaking up for Mordi Mordialloc is an iconic Melbourne suburb which is why comprehensive planning is essential to ensure what is left after the level crossing removals genuinely enhances this special place. We want to make sure local knowledge and love from our community leads planning for the crossing removal. This is a project that will change Mordi forever and we will continue to work tirelessly to ensure the Victorian Government’s final plans meet the community’s needs now and for many decades to come. It’s more than keeping trains moving! We need to ensure the public realm meets a standard that supports Mordialloc’s high level of visitation through the year. Thanks to two rounds of consultation, we have heard what you want and have adopted our Urban Design Framework with that at its heart. That framework is now the basis for our ongoing advocacy on this issue. Keep supporting Parkdale traders A huge thanks to everyone who made the decision to shop local at Christmas, giving a boost to Parkdale traders. Please keep shopping locally when you can. We want to keep this beautiful precinct alive as level crossing removals continue. A big shout out to the recently re-opened Parki Grocer (under new management) They have some great daily food specials that tick the healthy box without breaking the bank! Save the date! We welcomed the return of Mordi Fest last year and now it’s almost time to show your love for this great festival again. Fabulous location and as always, incredible live music and sensational food. Put Saturday 2 and Sunday 3 March in your diaries. I’d love to see you there!

Future-proofing our water supplies The Victorian Government’s Dingley Recycled Water Scheme is on its way. Following our successful advocacy, $72 million has been allocated to the ‘purple pipeline’ and early scoping work has now started. The project will deliver recycled water to irrigate large areas of open space, including reserves, golf courses, market gardens and nurseries. Chadwick, Heatherton Recreation, Kingston Heath, Victory Road, Elder Street South and Rowan Road reserves are expected to benefit.

Vale Mavis Hutter I would like pay tribute to a tireless community campaigner, Mavis Hutter who died recently. Many of you will have known or come across Mavis due to her incredible advocacy on behalf of people who lived close to landfill sites, especially in the Clarinda and South Oakleigh area. Mavis was the leading figure in the group Residents Against Putrescible Tip Sites which was instrumental in turning the tide on the issue of rubbish tips in residential areas. For that reason, we rightly and proudly named a beautiful new park, that was constructed on a former landfill in South Oakleigh Mavis Hutter Reserve. My condolences to Konrad, Christopher and Lisa. Westall traffic plan I’m happy to report work to rectify the safety issues at Rosebank Avenue close to Westall Secondary College are expected to get underway midyear. We’re adding two flat top speed humps close to the school, converting the Zebra Crossing at the shops to a raised Wombat Crossing and converting the school crossing to a Zebra Crossing. A speed reduction to 40km/hr at all times, including at the shops and to 50km/hr (from 60) along the rest of Rosebank Avenue, will also improve safety. Open space We are committed to providing accessible and sustainable open spaces and working with our community to protect and enhance them. Our recently adopted Open Space Strategy encourages the design of quality spaces which support diversity of use, aims to improve existing open spaces and advocate for, and invest in, additional open space for suburbs with high-density housing.

As you know, I am a strong advocate for a diverse and harmonious Kingston. In Karkarook Ward we have a wonderful array of cultures and faiths, making our community a vibrant, eclectic one. I hope you’ll all join in our free events and activities during Cultural Diversity Week, Monday 18 to Sunday 24 March, including multilingual story times at Clarinda and Westall Libraries and activities in our Hubs. Some of you will recall former Mayor of the City of Moorabbin, Neil W Hamilton. Neil, who was a councillor from 1984-1994 and served as Mayor in 1991-92, passed away recently. He was a family man and a passionate, energetic Councillor who gave his time generously. He cared - among many other things - about local employment, local businesses and skilling our young people. My condolences to Neil’s family.
Early scoping work has been done on the Victorian Government’s Dingley Recycled Water Scheme. The ‘Purple Pipeline’ will bring recycled water to our market gardens, golf and other sports clubs. It is great to see this project started, with an extra 1.8 gigalitres of recycled water saved for reuse. Part of the 42 km scheme will run through the rear of Chadwick Reserve. I recently joined South East Water and Meng Heang Tak MP to launch the works and look forward to our community reaping the benefits of this sustainable scheme. This is an important sustainability initiative as we respond to climate change, helping secure long-term water supplies for our growing communities and keeping our open spaces green. You may have seen Council’s new vans and Utes driving to and from the depot in Dingley with our Net Zero 2030 messaging on the sides. These vehicles are fully electric use charging stations at the depot, powered by rooftop solar. As well as their eco-friendly design, the vehicles are kitted out with an important job in mind – reducing graffiti and litter at our shopping strips. Finally, as the transformation of the Dingley Village Community Precinct continues, we’ve sought Expressions of Interest for community use of the three new meeting rooms. I am looking forward to seeing these buildings come to life soon.
