We’re introducing a new name, new theme and new categories to celebrate 10 years of local participation, creativity and excellence in photography.

Formerly known as Lens Mist, OptiKA encourages bold and diverse participation through new award categories and a dynamic theme. In celebration of its ten-year anniversary, the award is evolving to better reflect the current, contemporary City of Kingston and the diverse perspectives of its participants and audiences.

After receiving valuable input from members of the local community, Kingston Arts has re-launched the Kingston Photographic Award, now featuring two new awards in portraiture and video.

For OptiKA 2018, photography and video artists are invited to respond to the multi-layered theme Architecture, space and home, with imagery set in Kingston.

Action needed to address recycling crisis Council is calling on the Victorian Government to intervene in the ongoing crisis and mitigate the effects of China’s recent decision to improve environmental outcomes by raising the standards of recycling products it accepts for processing.

China’s announcement means that councils across Australia are facing soaring recycling costs, with Kingston facing costs of approximately $31 per household to ensure our recycling services continue.

The Victorian Government recently released its Recycling Industry Strategic Plan, which announces $37 million in funding and identifies four goals to deal with the immediate issues facing the sector: 1. Stabilise the recycling sector 2. Increase the quality of recycled material 3. Improve the productivity of the recycling sector 4. Develop markets for recycled materials.

However, the plan needs more detail on where, how or when the funding will be allocated.

This funding needs to support local governments to meet these additional recycling costs.

Council has put forward a motion to the Municipal Association of Victoria calling for a state inquiry into the Victorian Government’s Metropolitan Waste Resource and Recovery Group’s (MWRRG) recycling activities.

China gave advance notice that it would implement its new environmental standards for recycling, but there has been no evidence of a proactive response by the MMRG or Sustainability Victoria.

Kingston is committed to a future where our residents can be confident that their waste and recycling is being processed appropriately. We can’t do this on our own and we need the Victorian Government to take the lead and find a sustainable solution to where and how our recycling is processed, incentives for local processing, and innovative uses for processed recycling materials.

You can help by reducing waste, reusing materials where possible and by sorting your bins properly. You can also call on your state MP to take action and help us create a cleaner, brighter Kingston.

Council endorses 2018/19 Budget A number of key initiatives are set to strengthen our city following the endorsement of the Budget at a Council Meeting on Monday 25 June 2018.

The City of Kingston is a diverse community, with 162,000 residents spanning all ages, household types, cultures, religions and languages.

Our community is also quickly growing - by 2036 our population is expected to reach 185,000. In light of this, it’s important that we continue to invest in the infrastructure and services that make Kingston a great place to live, work and play.

We recently adopted our 2018/19 Budget, which features around $208m in services and projects to improve and maintain our fantastic city, including $58 million of capital works.

Our Budget is responsible, balanced and fair, complies with Victorian Government rate capping legislation and continues to fund Kingston’s high quality services. The rate increase will be 2.25 per cent (as per the State Government cap).

The 2018/19 Budget involves: Investing in high-quality community facilities including Dingley Village Neighbourhood House + Library improvements ($3m), creation of a new public piazza in Mentone ($3.4m), building a new Acacia Avenue Preschool ($1.5m), new books for our libraries ($1m) and renovating the Washington Drive Kindergarten ($460,000).

Caring for our environment through park and open space improvements ($2.5m) maintaining 90,000 trees ($1.8m), planting 2500 new trees ($900,000), helping maintain Patterson Lakes ($300,000).

Improving Kingston’s Green Wedge with a new park at Elder Street South ($1m), new walking and cycling paths ($1m), landscape maintenance ($200,000).

Promoting an active and healthy community through major investments in local parks and sporting facilities to strengthen local clubs and encourage participation.

Projects include stage one funding for the Mentone Pavilion redevelopment ($3.4m), finalising the new Cliff Sambell Pavilion ($1.3m), completing the Bay Trail shared walking/cycling path ($2.7m), netball courts at Regent’s Park ($600,000), upgrades to existing sportsgrounds and lighting ($1.3m).

Protecting and enhancing the foreshore with projects including the Edithvale Life Saving Club redevelopment ($2m), the Mentone Coastal Precinct Plan ($200,000) and foreshore drainage works ($200,000).

Maintaining vital community infrastructure including road ($6.6m) and footpath repairs ($700,000), drainage works ($2.8m) and investing in a new depot to more effectively roll out all of Council’s parks, home maintenance and depot services and to cease renting multiple facilities ($5.6m).

Kingston wins top awards for community projects The City of Kingston has received awards for two high profile community projects.

The cutting edge stone, glass and timber Mordialloc Life Saving Club and Aboriginal Gathering Place was awarded a 2018 Victorian Coastal Council Award for ‘improving the physical environment’.

The facility is a life saving club, recreational space and an Aboriginal gathering place that connects the community. Here, leaders will able to pass on skills, share heritage and encourage groups to learn about Kingston’s cultural community.

Peninsula Kingswood Golf Course proposal now open for public consultation The community is invited to have its say on the proposed rezoning of Peninsula Kingswood Golf Course in Dingley Village during a sixweek public consultation period.

Submissions on the proposal must be lodged with Council by Thursday 30 August.

Council has been granted permission from the Minister for Planning to commence the Planning Scheme Amendment process, which will ensure the community is given the chance to make formal submissions on the proposed rezoning and development.

There has been a lot of community interest in what the new private owners of the site are proposing, and we are keen to ensure that Dingley Village residents are kept fully informed. We’ve written to all Dingley

Village residents to let them know that now is the time to have their say.

At the end of the six-week public consultation period, Council will then review all submissions received and determine whether or not to refer the submissions to an independent planning panel for further review.

The proposed Planning Scheme Amendment seeks to: • rezone the site from part Special Use Zone (Golf Courses) and part General Residential Zone (Schedule 3) to a General Residential Zone (Schedule 2) to allow for redevelopment of the site for residential purposes • subdivide the land into 514 lots including 6 superlots and approval for buildings and works on lots less than 300 square metres • apply a new Development Plan Overlay (Schedule 8) to the site to guide the future use and development of the land

Award of Excellence at the Institute of Public Works Engineering Australia Awards, successfully winning the Environmental Sustainability award for the Edithvale Integrated Stormwater System.

This large scale project captures and stores more than one million litres of stormwater, diverting it from the flood-prone residential area of Edithvale and repurposing it to water local recreation reserves and sporting facilities.

• apply a Vegetation Protection Overlay, Environmental Significance Overlay and Significant Landscape Overlay to protect significant vegetation on the site.

• apply Environmental Significance Overlays to address potential impact of ground water contamination and landfill gas migration.

Making business easier in Kingston Council is making it quicker and easier to gain approvals to launch your business.

We recognise the important role small businesses play in shaping dynamic and vibrant places for people to live, work and play. We know this may require us to prioritise our customers’ needs.

Kingston is among one of the first municipalities in Victoria to participate in the Better Approvals Project, sponsored by the Department of Economic Development, Jobs, Transport and Resources (DEDJTR), aimed at reducing the time it takes for new businesses to obtain Council approvals.

We have heard directly from small business operators about their experience in obtaining approvals to open their business and have designed a number of solutions with the customer in mind. Some of these exciting initiatives being implemented in the coming months include:

• An online Business Approvals Application that will allow customers to submit their business application for planning approval, food and health, and footpath trading all at one time • The introduction of a Business Approvals Advisory Service to provide customers with one-onone support throughout their interaction with Council as part of the approvals process.

• Footpath Trading Deemed Standards that will allow customers to receive an automatic footpath trading permit where certain requirements are met.

Smooth sailing ahead for new Parkdale Yacht Club Planning will continue on redeveloping the ageing Parkdale Yacht Club following interest from a number of community groups to share the new $2.35m facility.

To make the most of this fantastic new building it will be shared by a number of other community groups.

The building is in need of replacement and the rebuilt facility will meet the needs of the yacht club plus other community groups for years to come.

The Parkdale Yacht Club will be joined by the Mentone Girl Guides and Beach Patrol Australia, with each group making a positive contribution to our community.

Council has been investing significantly in sporting facilities, kindergartens and life-saving clubs right across the municipality, and the Parkdale Yacht Club is next in line for much-needed improvements.

• A revised Events Application Form to provide more clarity around expectations for the event organiser.

Earlier this year Council invited interested community groups to apply to share the site and was pleased with the outcome.

Officers will report back to Council once they have prepared detailed designs for the site, called for community feedback on the plans and sought tenders from builders to deliver the project.

St Kilda FC lodges new plans for Moorabbin Reserve redevelopment Plans for Stage 2 of the Moorabbin Reserve redevelopment have been lodged with Council for consideration.

St Kilda Football Club is seeking planning permission to proceed with Stage 2 of their new headquarters and community football hub.

The proposed Stage 2 includes: • New AFLW change rooms, a treatment room, and the expansion of the existing administration facilities, at the first level, to accommodate the integrated administration activities of the AFLW home team. This element of the proposal will facilitate the women’s football league at Moorabbin Reserve, which will begin in January 2020.

• An eastern building extension for a second indoor sport court, integrated with the existing sports court facility.

• A western building extension along Linton Street for a new aquatic facility, including a 25-metre lap pool and a hydrotherapy pool. The facilities will support player training and recovery but when not used by the club will be made available to the community and school groups

• The oval will be retained in its current configuration with the addition of a new 1,000-seat grandstand on its western side, adjacent to Linton Street. At its southern extreme an enclosed space would provide additional storage.

• The existing car parking facilities will increased by 36 spaces plus an additional 48 spaces located between the proposed grandstand and Linton Street while 12 existing spaces next to the dog park would be removed to accommodate the additional indoor sports court.

Signs were erected at the park and residents in the surrounding area were notified during the two-week advertising period in July.

Submissions on the proposal can still be lodged and will be accepted up until Council makes a decision on the application.

Kingston households, schools and community groups will join 150 municipalities and more than 350,000 Australians in the nation’s biggest garage sale on Saturday 20 and Sunday 21 October.

The world’s largest Garage Sale Trail is a chance for residents and local organisations to get their pre-loved stuff re-loved, live more sustainably and connect with other community members.

More than two million treasures are expected to be up for sale in the driveways, garages and community halls of Australia. It’s our national day of haggling and raises around $1 million for charity each year while helping to protect the environment.

The annual Garage Sale Trail offers Kingston residents a chance to think innovatively about how they can reuse items that might otherwise go to landfill.

Creating a bright future for sport in Kingston

With local sporting clubs steadily growing in size, we are working to make sure Kingston has top facilities on offer to encourage an active, healthy community.

Council has developed a draft Sport and Recreation Strategy to help guide the future of sport in Kingston.

It provides an evidence-based approach for how we should prioritise our funding and investment in local sport.

Proposed 24-hour dog offlead area at Edithvale beach

By 2036 it is expected that Kingston will need: • 16 extra netball courts • 8 extra ovals for cricket and AFL • 7 extra soccer pitches

South Ward councillors were keen to hear from the community about a proposal to introduce a 24-hour offlead dog area at Edithvale Beach.

Over 1,000 people participated by contributing their views to the online survey, sending in a submission or leaving a comment on Council’s Facebook page.

From the results it is evident that this is a polarising proposal, with many people in support and many against.

All feedback will now be assessed before a public report on the issue is prepared and Council considers next steps.

• 7 extra indoor courts for basketball and other ball sports • 1 extra hockey pitch • 1 new gymnastics centre • improved park infrastructure for informal recreation.

In recent weeks we have been consulting with local sporting clubs and the broader community about sporting needs for the area looking ahead to 2036.

This project will assess the effectiveness of five education interventions to decrease illegal dumping of materials in and around the Green Wedge, particularly in Clayton South, Clarinda and Heatherton.

Illegal dumping of household and commercial waste within the City of Kingston’s Green Wedge and surrounding borders has been steadily increasing since the closure of the Clayton Regional Landfill. The areas which suffer from the highest quantity and frequency of illegal dumping are also somewhat isolated.

Quieter streets mean it’s easier for people to dump rubbish illegally, and increased landfill disposal costs are driving opportunistic behaviour by commercial operators.

• We sought community views on commercial activities on beaches, parks and other Council-owned or controlled land for a review of Council’s Commercial Use of Council Land Policy • Council’s Budget was exhibited for comment and a number of groups made formal submissions and successfully gained funding • The Kingston Family Violence Working Group – which includes representatives from the community, community organisations and Council – conducted a confidential survey on community opinions on the issue of family violence • Ideas were invited on ways to improve the Parkdale shopping area • Feedback was sought on Council’s new Arts and Cultural Strategy Creative Kingston

Your feedback will now be considered and any required changes made to the draft Strategy before it is adopted by Council.

Planning for our future date

Putting a stop to illegal dumping Kingston’s Don’t Waste Our Green Wedge project combines new technology, enforcement, community engagement and education in order to reduce illegal dumping in our Green Wedge.

Other recent consultations:

As a result of the increased illegal dumping, Council, and ultimately our ratepayers, is bearing the increasing cost to collect and dispose of the dumped rubbish in the Green Wedge. According to illegal dumping collection and disposal data, from July 2016 - March 2017 Council collected 842 piles of dumped hard waste costing a huge $150,000.

To help reduce illegal dumping, new cameras have been installed across the municipality that can detect and identify perpetrators’ vehicle’s registration plates. So if you dump rubbish in Kingston, you’ll be caught.

And the penalties can be huge - it’s just not worth it.

Council and the community are working collaboratively to develop a Housing Strategy & Neighbourhood Character Study for the municipality.

The process so far has included both broad and deliberative engagement.

The broad engagement phase has included wide range of perspectives by speaking to people in Kingston from all walks of life, and every Kingston resident has had the opportunity to get involved and have their say.

The current deliberative engagement phase of the project is involves collaborating with a representative sample of the wider community – a Community Panel – to co-design a series of principles on housing and neighbourhood character that speaks to and reflects the views of the community.

Why a Community Panel?

We want to preserve the things that make Kingston great while accommodating and allowing for the inevitable change that’s coming with Melbourne’s growing population.

In order to achieve this, we think it’s important to collaboratively develop our Housing Strategy & Neighbourhood Character Study

up

with the people it affects most – our residents.

The Community Panel offers an opportunity for 45 randomly selected, representative community members to be provided with enough time and information to dive deeper into the issues and matters that affect housing and neighbourhood character the most. The panel, in conjunction with a wider engagement process, forms part of a co-design approach to the development of the Housing Strategy & Neighbourhood Character Study – an approach that will result in a more genuine and implementable document that has been created in partnership with both our community and Council.

Building Kingston Every year we invest millions into improving existing community infrastructure and building new facilities.

With the help of your rates, we: • upgrade kindergartens to give our children a great start to learning

• make sure sports facilities are accessible to all – including female athletes and people with a disability

Work is progressing well on the new pavilion.

The steel structure is up, the finishing touches are being added to the roof and installation of external cladding is underway.

• build quality meeting places to help strengthen and connect our community.

Completion: late 2018

In just a few months the project will be complete and ready to welcome local clubs.

Kindergarten upgrades The finishing touches are underway on works at Chelsea Heights Preschool. The centre is getting a makeover to improve facilities, while retaining its outdoor play area.

Works are also underway on an $880,000 refurbishment of the Rene Anderson Complex in Carrum. Once completed, the centre will have an upgraded foyer, new children’s bathroom, improved accessibility and increased capacity at the kindergarten.

New public toilets We are investing in improved public toilet facilities at a number of locations across Kingston.

New toilets have been completed at Dingley Reserve and Bald Hill Park in Clayton.

We have also constructed a new Changing Places all-abilities toilet to serve Moorabbin’s popular Riding for the Disabled group. Changing Places facilities are larger than standard accessible toilets and have extra features and more space to meet the needs of people with a disability and their carers. Each facility has a height adjustable, adult sized changing bench, a tracking hoist system, space for two people and a safer and cleaner environment.

Riding for the Disabled Victoria, established more than 40 years ago, is run by volunteers and helps over 1,200 people of various ages and abilities.

Sports lighting projects Demand for local sports facilities is growing rapidly in Kingston, so it’s important that we are making the most effective use of our existing sportsgrounds.

Council is investing in a range of lighting projects at local sports fields to allow local clubs to accommodate more training and playing sessions. Works are underway at several sites to replace existing lights and add additional light poles. New modern lights are designed to minimise light spillage and reduce any impact on nearby properties.

Projects are scheduled for Cheltenham Baseball Field, Corrigan Oval and Souter Reserve in Dingley, Chelsea Recreation Reserve and Regents Park.

Lobbying for a better Kingston Kingston has a long and proud tradition of working successfully with other levels of government to deliver quality services, facilities and infrastructure for our community.

Take a look around any neighbourhood in Kingston and you’ll see the results: • sporting facilities designed to meet the needs of men, women, seniors and juniors, plus people of all abilities • quality early childhood centres including kindergartens and Kingston’s Family and Children’s Centres, which bring together a suite of services in one convenient place • vibrant neighbourhood houses, libraries and community centres to create vital community connections and education opportunities • award-winning lifesaving clubs to help keep our community safe at the beach.

Speaking up on behalf of our community In addition to the many services Council provides, we also take an active role speaking up on behalf of our community with other levels of government.

Last month, Kingston hosted an annual MPs forum to present to local state and federal MPs on key local issues.

With November’s Victorian Election in mind, we briefed local MPs and candidates with a range of local projects that need funding support from the Victorian Government in order to proceed.

These projects included: Delta site regional sportsgrounds The Green Wedge provides a unique opportunity to provide additional playing fields for thousands of junior and senior sportspeople in Kingston. We have identified the decommissioned Delta landfill site at 91-185 Kingston Road, Heatherton, as a potential location for a new regional sporting complex.

The Victorian Government provided $300,000 in this year’s State Budget to develop a masterplan for the site, which is now underway. We’re also calling on the Victorian Government to enact a Public Acquisition Order to purchase the site and secure funding to develop sporting facilities, which Council would then be responsible for maintaining.

Chain of Parks For more than 30 years, successive councils, state governments and the community have supported the concept of a Chain of Parks that would transform former landfill sites into open space and provide a link between Karkarook Park and Braeside Park.

Council has made significant investments in the area and is keen to see the Victorian Government assist in acquiring land to realise the Chain of Parks vision.

Recycled water ‘purple’ pipeline Kingston’s Green Wedge is home to market gardens, nurseries, golf courses and parkland, all which require water to thrive. The Eastern Treatment Plant produces highquality recycled water suitable for agricultural use. Recycled water could be delivered to the Green Wedge by laying a recycled ‘purple’ pipeline during works for the upcoming Mordialloc Freeway or by connecting to the existing Keysborough recycled water project.

Westall Road Extension and South Road Completion of the Dingley Bypass has significantly increased traffic on South Road, further exacerbating existing congested caused by population growth and the intersection of Jasper Road/South Road/Taylor Street. This will increase with construction of the Mordialloc Freeway.

Council wants the Victorian Government to address the issue by extending Westall Road to the Monash Freeway, fixing the Jasper Road/South Road/Taylor Street intersection and installing new traffic lights at the South Rd/Linton Street intersection.

Aspendale to Carrum shared pathway Council is keen to investigate if a safe pedestrian/cycling path can be installed along Station Street for recreation, commuters and local students travelling to nearby schools.

Short sections of paths will be included near stations as part of the upcoming Level Crossing Removals projects at Carrum, Bonbeach and Edithvale. By linking these projects we can provide a fully linked path from Aspendale to Carrum.

Parkdale Station car park upgrades Demand for car parking at train stations is growing all along the Frankston line. Council has been working with PTV to create extra car parking at Parkdale Station by formalising spaces alongside the rail line.

Plans have been developed to protect the trees in the area, and Council is now seeking approval and funding from the Victorian Government to proceed.

Governor Road duplication Governor Road is a vital route for local businesses and nearby residential areas, yet the single lane road is congested due to growing traffic. Land is available to duplicate Governor Road to better meet growing demand in the area and ensure the road can continue to cater for the surrounding industrial estates.

Mentone and Cheltenham level crossing removals Council wants to ensure that the upcoming level crossing removals at Cheltenham and Mentone are delivered with the best possible outcome for the community.

In Cheltenham, Council wants improved pedestrian links between the activity centre and Cheltenham Park and for commuter parking to be increased by building over the rail trench.

In Mentone, the community wants to protect sightlines to the historic Kilbreda Tower by locating development to the south of the station and building over the trench at the crossing to expand the Mentone Station Gardens, which will provide more much needed open space in the busy activity centre. We’re also keen to see local traders supported by the LXRA to minimise any negative impacts during the construction works.

Home base for Aspendale soccer Limited facilities has seen the 400 member Aspendale Stringrays Club spread across seven venues throughout Kingston, rather than in their local area. This has also placed pressure facilities in other locations – notably Dingley Village. Council is looking for a local base for the club, with initial assessments underway and community consultation to take place in coming months.

Much needed space would also be freed up in Dingley, which is facing unprecedented demand, with plans to create a dedicated junior AFL/cricket facility with new pavilion at Chadwick Reserve and dedicated senior facility with new pavilion at Dingley Reserve.

Since the early 1990’s, the Sandbelt Chain of Parks Open Space project has underpinned an expectation in our community that if we put up with the tips, landfills, dust, smell and noise we will end up with masses of accessible public open space in our area. Council is working hard to see this vision achieved and I am pleased to report on the following developments: Chain of Parks Trail - Council has allocated $1 million in our 2018/19 budget to link the open spaces from Karkarook Park to Braeside Park, this pedestrian, cyclist and equestrian path will also link to the existing path network improving connectivity in our region.

Delta Site, Kingston Road, Heatherton - Council has been allocated $300,000 from the state government to fund a feasibility study to plan the delivery of a regional sporting facility that will

Henry Street, Heatherton - this landfill has been completed and since council’s strict planning rules have been adopted (C143) the best use available is for the state government to act one the public acquisition overlay to add this land to the area’s core parkland.

Elder Street South, Clarinda - Council is planning to open this site to the public in the next 12 months and has funded $1 million to achieve this.

Victory Road, Clarinda - Cleanaway will be completing the filling and rehabilitation for this site in the coming 18-24 months, this will be handed back to council as a large park.

Spring Road, Dingley Village - Council’s largest and newest park is now open to the public, with the pathway network being installed and dog off lead areas available.

Our meeting in May saw the official inauguration of our new Junior Mayor, Alice Roberts. Alice, from Parktone Primary School will be another excellent representative of her school and Council during the coming twelve months. I wish her well.

In June Council adopted its advertised Budget which attracted a record number of submissions, with only one major alteration due to the significant extra financial impact resulting from the well documented waste recycling problems.

The State government and local councils need to work together to find a permanent local solution to this problem It has been a pleasure to attend several of our primary schools to present the ‘Walk and Wheel’ awards aimed at encouraging students to walk or ride to school rather than travel by car. The

enthusiasm and participation rate was excellent, and demonstrated to the participants the value of a safe and healthy alternative way to travel to school. Well done to all the students, and thanks to the teachers and staff for their support of the program.

Congratulations to the Mordialloc Football Club for hosting the Southern Football League ‘Pride Luncheon’ and game at Ben Kavanagh Reserve, supported by St Kilda Football Club. It was interesting to hear the views of the three panellists and how the changes to our ‘inclusion’ policies still have room for improvement and how some members of our community still experience difficulty in participating in sport. ‘ This year’s distribution of Kingston Charitable Trust Grants at Shirley Burke Theatre saw grants totalling $32,000 go to many deserving and worthwhile community groups and charities. Freccia Azzurra Children’s Day The first ever children’s day was magnificently organised by the Seniors

Citizens of Freccia Azzurra at their clubrooms in Springvale Road Braeside on Tuesday 3 July. Attended by hundreds of grandparents, parents and children, it was an amazing day of yummy food, magic, face painting, jumping castles and lots of dancing and laughing together.

Talking termites Expert, Dr Don Ewart believes that Kingston should be declared termite prone. Residents continue to report infestations that could have been mitigated with measures during construction. I am pursuing a policy to introduce these measures and create more public awareness.

Parkdale Yacht Club I’m extremely pleased to see progress made on the Parkdale Yacht Club redevelopment, following interest from Mentone Girl Guides and Beach Patrol Australia to share the future new facility.

The existing building is just not meeting the needs of our yachting community, so it’s important that we invest in this great service so our residents can enjoy it for years to come.

Kingston’s Council Officers are now preparing the detailed designs for the facility and we will be seeking your feedback on these once they are ready for exhibition.

How to make the planning scheme work Council planning consultations are the pointy end of the population debate: Most residents who attend do not oppose development but object to overdevelopment that adversely affects their residential amenity and the environment. Yet Council is the lowest rung on the planning ladder. If you want to reduce population pressure on our streets and suburbs, talk to your federal MPs about immigration policy.

State Government last year increased the height and density limits to accommodate population growth (from eight to nine metres for Neighbourhood Residential Zone (NRZ), from nine to 11 for General Residential Zone (GRZ); density limits of two to a lot in the NRZ have been removed). If you are concerned, talk to your State MPs and candidates before the coming election.

Council’s current Neighbourhood Character (NC) and Housing Strategy work will determine which of our residential areas achieve the relative protection of the NRZ, for minimal change, and which will be zoned GRZ for increased density, especially around activity centres. The NC study will provide guidelines and overlays to protect areas of consistent character.

Please watch out for the draft NC strategy, due on exhibition soon, and make a submission as you see fit.

Many people reserve their best efforts for opposing overdevelopment in their street, which is often too late.

Particularly as Council has reduced the number of planning consultations by requiring six instead of three objectors before a Planning Consultation (PC) is offered. But NB, a PC will be provided if even one objector can requests it. But if you want Council to listen, it would be wise to encourage your neighbours to make their views known.

New jetty a win for Patterson Lakes The Patterson Lakes Inner Harbour Jetty is officially open for business! The new jetty is a huge improvement to the Inner Harbour area and will be accessible by recreational boaters, boost the local economy and provide a home for the Victoria Police and Coast Guard.

I’m excited to see the positive change this new facility brings to the local community.

No ifs, no butts Did you know that Council recently installed cigarette butt bins at several train stations in Kingston’s south?

Dumped butts are not only ugly to look at, but take around 15 years to breakdown, leeching harmful toxins into our environment and entering our

marine food chain.

I urge all smokers, whether you are at the beach or elsewhere, to dispose of cigarette butts properly so that our beaches are litter free.

Thank you for your feedback It was encouraging to hear from so many you regarding the proposed 24-hour dog off-lead area at Edithvale Beach. A massive 1,000+ people contributed their views via an online survey, leaving a Facebook comment or by contacting Council directly.

Officers will now assess all feedback received before a report on the issue is prepared and Council considers the next steps to take.

The sign and clock was erected by Nylex in 1967 and placed at the entrance to its factory on Nepean Highway, Mentone. Now it is located at the front of Bunnings and is showing its age. The clock has been a focus of attention by Council and historical societies, who would like to see it restored to its former glory.
