Council endorses 2017/18 Budget A number of key initiatives are set to strengthen our city following the endorsement of the budget.

The approved investment of $58.4 million into capital works will continue to fund and support high quality services and infrastructure maintenance across the community.

Council is working continuously to find innovative ways to reduce and contain costs, without compromising on the standard of services we currently provide.

Continuing Kingston’s history of sound financial management, we have ensured the 2017/18 Budget is responsible, balanced, and complies with newly-introduced rate capping legislation – without the need for a rate limit extension application.

The 2017/18 budget was developed after comprehensive consultation with community members, and careful consideration of written submissions.

Solidifying the commitment to support Kingston’s senior citizens, Council will continue its pensioner rates rebate of $100, in addition to the Victorian Government rebate.

The 2017/18 Budget means Kingston residents will see: • Maintenance of vital community infrastructure including road and footpath repairs ($6.7 million), drainage works ($3.4 million) and streetlight replacements ($2.9 million). These works are crucial, and part of Council’s ongoing and significant investment in community asset renewal.

• Major redevelopment of Mordialloc’s Ben Kavanagh Reserve with $3 million allocated this year to continue work on a new double-storey pavilion and upgrades around the park.

• A shared walking/bike path from Mentone to Mordialloc, through the continuation of the Bay Trail project.

Council has allocated a contribution of $1.6 million in this year’s budget for the initiative.

• A $1 million book stock purchase for our libraries, to enable communities that are more connected, and encourage learning and development in our city.

• A new depot development, our city is planning for the future through Council’s $3 million allocation for the depot project.

• A more active and healthy community through major investments in local parks and sporting facilities, to strengthen local sporting clubs and encourage greater participation. Projects include: -- G.R. Bricker athletics track upgrade ($1.1 million) -- Edithvale Life Saving Club redevelopment ($1.6 million) -- Cliff Sambell pavilion development at the Gerry Green Reserve ($1.4 million) -- Dales Park Masterplan implementation ($1.6 million).

• The transition away from landfill use in Kingston’s Green Wedge through support of a $2 million investment to remediate and landscape former landfill sites.

Council issues annual rate and valuation notices over July and August. There are plenty of payment

options, including lump sum, quarterly instalments, or direct debit.

Ratepayers are reminded that 10 monthly direct debit payments can be arranged by completing an application form. This arrangement enables deductions from your nominated cheque or savings account on the first business day of each month.

Council also offers the option of delivery of your rates notice direct to a nominated email address.

Community helps shape Bay Trail plans Council has approved plans for Kingston’s Bay Trail, following a number of changes thanks to community feedback on the project.

The consultation saw strong support in the community for the path to be built, but differing views on how it should be implemented.

In response, we’ve listened and made changes to provide a practical solution that strikes a balance between motorists, road cyclists, path users and the environment.

The new plan endorsed at the Council Meeting on Monday 26 June: • preserves carparking in the area – the current plan is a reduction of just four

spaces overall (from 904 to 900 spaces), compared with an earlier plan that would have resulted in an overall loss of up to 105 spaces • increases carparking near Parkdale Yacht Club (9 extra indented spaces) • removes an extra 175sqm of vegetation to increase on-road parking by 75 spaces to the south of Mentone Life Saving Club

In addition to the changes from community consultation, the project will see no change in the existing number of traffic lanes on Beach Road.

The plan is a balanced compromise supported by Bicycle Network Victoria, meets or exceeds VicRoads standards, provides plenty of carparking and protects the most environmentally significant areas of vegetation.

• narrows the Bay Trail by 10cm in a small 50m section to protect the most significant vegetation on this section of the Kingston foreshore

Before proceeding with the project, Council will seek final approval from VicRoads and Coastal Management Act consent and apply for a planning permit for the removal of native vegetation.

• proposes no change to lane width/ carparking in the southern section from Mordialloc Creek to Rennison St – near the Mordialloc Life Saving Club.

Kingston shines in community satisfaction survey Kingston residents have given strong support to Council in the Victorian Government’s Council Community Satisfaction Survey, with significant improvements in results across a range of service areas.

Council received an overall performance score of 66, well above the state-wide council average of 59, and higher than the metropolitan average of 64.

Four hundred Kingston households took part in the independent survey, which was coordinated by the Department of Environment, Land, Water and Planning (DELWP) and conducted by JWSS Research earlier this year.

Kingston scored strongly in key areas of waste management (76), recreational facilities (76), and the appearance of public places (75) – all considerably higher than the state average.

The survey results highlighted Kingston’s significant improvements across a broad range of service areas including consultation and engagement, lobbying, recreational

facilities, community and cultural activities, planning for population growth, building and planning permits, emergency and disaster management, and town planning policy.

When asked what Council most needs to do to improve its performance over the next year, the community nominated the areas of inappropriate development, parking availability and traffic management, which all reflect the consequences of Melbourne’s increasing population.

Council is committed to working closely on these issues, and will continue the hard work toward providing quality, cost efficient services.

Join the fight against graffiti

Playgrounds transformed and ready for fun In time for the warmer weather, four of Kingston’s playgrounds have been upgraded and are ready for play.

Lorna Street Reserve, Talab Court, and Third Avenue Playgrounds are set to reopen for play in July, with Luain Avenue Reserve scheduled to follow suit in the coming months.

Along with some fresh play equipment, a new shelter and a drinking fountain, the updated Lorna Street Reserve playground in Cheltenham will bring users closer to the surrounding environment. It includes a nature-based play area, improved plantings in garden beds, and a new fence across the site.

Children and parents of all ages will be filled with dizzy delight using the senior play area at the Talab Court Reserve playground in Chelsea Heights, which now boasts an activity net, basket swing, a sandpit, as well as spinning equipment and rockers. This upgrade also includes new seating, a path

allowing access for all, a large picnic shelter and extra plants.

Down the road the revamped Third Avenue Playground is the perfect place to run and kick a foot, with the grassy open space retained for informal play.

New playground equipment will bring hours of joy, and parents or carers will appreciate increased seating, better paths, and a sheltered picnic area.

When finalised, the updated circuit path at Oakleigh South’s Luain Avenue Reserve playground will be perfect place to test out training wheels. New play equipment has also been added and new drinking fountains, additional seats facing the playground and a picnic area will please parents and carers.

Council invests millions of dollars each year to ensure the city’s parks, playgrounds, sports fields and open spaces are improved and to encourage a healthy, active lifestyle.

So get outside and spend some time relaxing, playing, exercising, socialising or connecting with nature in one of Kingston’s 300 open spaces this spring!

Take pride in your community and help keep Kingston graffiti-free.

Graffiti can have a strong negative impact on our community by making people feel unsafe, and it is costly for property owners and Council to remove.

Kingston has recently received a graffiti removal trailer courtesy of the Victorian Government’s Community Crime Prevention Program. This trailer can assist not-for-profit community groups remove graffiti from public places around Kingston.

Kingston is also providing free graffiti removal kits, wipes and paint vouchers to Kingston residents and businesses.

Graffiti Removal Kits are available from our customer service centres at Cheltenham and Chelsea.

Council also employs CPTED (crime

prevention through environmental design) principles when designing our public places. A vibrant anti-graffiti mural was recently created at the new Bicentennial Skate Park in Chelsea to deter people from vandalising the site.

Our Roadmap: Council Plan 2017-21 Kingston’s four-year Council Plan was adopted on Tuesday 13 June, paving a way for a better, more liveable city.

Kingston is a fantastic place to live and work, thanks to our beautiful natural spaces, welcoming neighbourhoods and thriving local economy.

Every four years, the City of Kingston creates a new Council Plan – a roadmap to set our course for the future, provide accountability to the community, and help guide decision making. It also helps us track our performance and meet legislative requirements in the Local Government Act 1989.

The Council Plan 2017-21 complements the Living Kingston 2035 vision to create a growing and thriving community connected by a network of healthy natural assets and open spaces, and strong community networks supported by quality services and facilities.

The Council Plan sets out how we will strive to deliver just that by: • putting our customers first in all we do • making sure we seek the community’s input before we act • speaking up on behalf of our community on issues that matter to you.

Investing in Kingston Kingston, along with the rest of Melbourne, is experiencing unprecedented population growth.

Council is responding to the challenges of an increasing population by making significant investments in our infrastructure, sports and recreation facilities, open spaces and more – to futureproof Kingston for what lies ahead.

This feature presents a number of current and recent Council projects that are helping to make Kingston a better place to live, work and play.

Westall Hub opening soon The $8.9 million Westall Community Hub in Clayton South is almost complete.

The new digitally-focused community library is set to open to the public in the first week of August, closely followed by the Maternal and Child Health centre in September this year.

Now that construction works have finished, the exterior of the

community hub is beginning to take shape.

Greenery surrounding the building is beginning to spring up, with landscaping and installation of an outdoor art feature due to be completed in August. When installed, the 4.2m sculpture will be a new community landmark which will pay tribute to Kingston’s history.

Council has been focusing efforts

toward boosting participation in early childhood programs in Westall. A total of 99 additional licenced childcare places will become available once the kindergarten and childcare centre opens at the hub, currently scheduled for completion in early 2018.

When completed, the Westall Hub will provide a range of much-needed services to meet the demands of the growing community in Kingston’s

north. The hub will also include a number of multi-use consulting rooms, group rooms, a community kitchen, as well as offices and reception areas.

The project has been funded by Council ($6.55m) and the Victorian Government ($2.35m).

Helping to keep Kingston flood-free Council is committed to improving and maintaining our infrastructure to reduce the risk of flooding across the municipality.

Kingston lies on land naturally subject to inundation events, and flooding has always been a fact of life for many residents. Council is committed to reducing this risk and the impact of flooding when it occurs.

In 2017/18 we have allocated $3.4 million to our Flood Mitigation Drainage Program, which will see

vast improvements to drainage across Kingston.

Pavilion and Edithvale Family and Children’s Centre.

In recent years, Council has poured millions of dollars into a number of flooding mitigation and recycling stormwater projects, including $4 million of major improvements at Edithvale Recreation Reserve.

Melbourne Water is the responsible authority for managing Kingston’s main drainage system servicing catchments larger than 60 hectares, while Council is responsible for managing the local drainage system.

We’re always working closely with Melbourne Water to maximise the efficiency of our drainage network.

This project has seen the installation of a water treatment system and 1.4 megalitre storage and irrigation distribution system that pumps stormwater from Council drains to irrigate the sporting fields and flush toilets at the HD (Bert) Thomas

Council has a strong track record in the field of innovative stormwater design and strategy, winning a number of national awards over the years.

Moorabbin Little Athletics Track set to get a $1.2 million facelift

Planning for Kingston’s future By 2031, Kingston’s population is estimated to grow by 24,000 people, and meeting the demands of this increasing density and congestion is going to be a challenge for us all. With this increasing population comes the need for more places for people to live.

Bold plan for new regional sporting facility in Green Wedge

Young athletes from Moorabbin’s Little Athletics Club will be getting ready to run at a brand new track.

Council has appointed an expert sports surface company to carry out a $1.2 million redevelopment of the GR Bricker Reserve Little Athletics Track in Moorabbin.

Council will invest $900,000 alongside a $300,000 contribution from the Victorian Government to upgrade the running track and improve conditions for the 250 junior athletes at the Moorabbin Little Athletics Club.

The redevelopment is part of Council’s ongoing investment of many millions of dollars to create and maintain quality community

facilities.

The upgrades will provide a safer spot for training and competition and allow the Moorabbin Little Athletics Club to expand its current members from 250 to over 400 participants in the next three years.

Works at the track are currently underway and include a modern rubber surface suitable for year-round use, along with redevelopment of the long jump and high jump areas.

Bicentennial Skate Park is open for ollies Skaters, bikers, rollers and helmeted-park users of all ages alike are flocking to the newly-opened Bicentennial Skate Park in droves, following the site’s $1.4 million makeover.

Locals are kick-pushing their way down to the new Bicentennial Skate Park and youth precinct to enjoy the fresh facilities, including a new multi-court arena, timber climbing pole and more!

The new park has a particular focus on providing fun and safe activities for Kingston’s youth. New lights have been added, and improvements to the accessibility of pathways will increase the safety of park users.

To provide ample viewing space for carers of budding skaters and spectators, Council added additional park seating, shelters, shade sails and has retained the existing Rotary stage areas.

Construction of the skate park was completed in mid-2017 with major funding from Council, the Victorian Government’s Department of Justice and Department of Human Services.

Council has called on the Victorian Government and local Members of Parliament to support the creation of new community playing fields in Kingston.

The innovative proposal identifies a potential site the size of almost 17 MCGs that could provide a muchneeded sporting facility for the Kingston community.

The sizeable 34 hectare Delta site in the Green Wedge at 91-185 Kingston Road has not previously been used for landfill and is likely to be suitable for construction.

Mayor Cr David Eden recently wrote to Premier Daniel Andrews seeking support for the plan, which requires the Victorian Government to acquire the site.

In a bid to foster additional backing for the solution, Council also presented

the plan to local Members of Parliament at a briefing in early June.

Council’s solution is a unique opportunity to ease the burden on ratepayers in the community. It proposes cutting costs associated with transportation and purchasing of soil by using earth removed throughout the upcoming Level Crossing Removal and Metro Tunnel projects to create the regional sports facility.

Investing in sporting facilities has been a key priority for Council in recent years, and many millions of dollars have been invested to improve existing facilities.

With Victorian Government support, this opportunity should alleviate the growing demand for increased capacity of sporting facilities across the region.

PLANNING FOR A GROWING KINGSTON The Victorian Government estimates Melbourne will grow to 7.7 million people by 2051. Our city can’t keep sprawling everoutwards, so local Councils are faced with the challenge of how to accommodate more people without losing the amenity of our neighbourhoods.

In this ongoing series, Council hopes to respond to some of the common questions raised by the community regarding development and population growth in Kingston. Why are we growing? Why can’t we refuse all new developments? What is being done to manage the growth? How will community infrastructure cope with growth? What are common misconceptions about planning? How can I be kept informed?

What is being done to manage the growth?

Kingston Council understands our area must take its fair share of Melbourne’s population growth – but wants to see this occur in a wellplanned and strategic way.

Council has long-campaigned to see population growth centred around our key activity centres close to public transport, shops and services.

We have a positive plan to see more than half of our required new housing growth built in activity centres or on key strategic sites.

This would allow us to protect the neighbourhood character and amenity of our quieter residential streets.

Council action Council is currently preparing a Neighbourhood Character Study to help strengthen this strategy.

The Neighbourhood Character Study will identify key areas across Kingston that have unique neighbourhood characters that deserve special protection.

Council will be seeking community input on both the Neighbourhood Character Study and the Car Parking Strategy in coming months via the yourkingstonyoursay.com.au website.

We also strongly believe that current car parking requirements in the Planning Scheme are inadequate with one/two bedroom dwellings needing to provide just one car space.

In an attempt to force developers to provide more parking and ensure residents don’t park on the street, Kingston Council doesn’t offer resident parking permits to developments of 3+ dwellings.

Council is also working on a Car Parking Strategy which we hope will help us convince the Victorian Government to allow stricter requirements for car parking on new developments.

Council believes the best place for appropriate, well-planned medium-density developments is in key sites or in activity centres close to public transport, shops and services.

Kingston Council aims to bring developers and neighbouring residents together to discuss concerns about proposed developments while they are still in the planning stages.

With these vital services right on their doorsteps, new residents are less likely to rely on their cars for local trips and more likely to use public transport when needed – which all helps to reduce traffic congestion on our streets.

Council can also accommodate a large proportion of its required population growth through development of key sites such as the new Jackson Green housing development on Clayton Road.

Major activity centres – such as Cheltenham and Moorabbin – have had new developments approved and built with strong support from local traders and no (or very few) objections there are few surrounding residents.

For example the 10-storey building opposite Moorabbin Train Station and the recently completed 10-storey Ilixir development in Railway Road, Cheltenham both received zero objections.

The new developments also help strengthen the local shopping precincts by attracting new businesses to the area.

The owners of Moorabbin café 8 Seeds said they were attracted to the area thanks to the promise of new customers in the apartment building above them.

What are some common misconceptions about planning?

How can I be kept informed about planning issues?

The ‘Planning Conferences’, often attended by the local ward councillors, aim to make real and practical changes to help reduce impacts on neighbours.

Successful outcomes have included developers agreeing to increase privacy screening and altering designs to avoid overlooking.

This approach helps reduce the number of costly Victorian Civil and Administrative Tribunal (VCAT) appeals. For example in 2015/16 there were 49 appeals to VCAT in Kingston – compared with 214 in Glen Eira and 144 in Bayside. Of Kingston’s 49 appeals, 10 were from objecting residents – with the majority (24) from developers appealing against a Council refusal of their plans.

As part of the Melbourne Fringe Festival in September local artist and ceramicist, Vipoo Srivilasa, will host a series of community workshops culminating in a group show at Kingston Arts based on the theme of ‘superheroes’.

Artz Blitz is back for 2017 with new creative writing categories!

With heaps of great prizes up for grabs, Ink About It is back for 2017 and is open to anyone between the ages of 5-25.

Kingston Arts is home to three great contemporary visual arts galleries: G1 + G2 at Kingston Arts Centre in Moorabbin and G3 at Shirley Burke Theatre in Parkdale.

Up to 12 adults will have the opportunity to work with Vipoo at his ClayLAB studio in Cheltenham to bring their superhero designs to life as ceramic sculptures.

Vipoo’s work is known for its playful blend of historical, figurative and decorative art with a healthy dose of contemporary culture. Collaboration is an important part of Vipoo’s practice and he has been using clay to engage communities with his creative processes for over 10 years.

The Melbourne Fringe Festival, held in September each year, is known as a platform for experimentation and inclusivity and in this spirit, applications are encouraged from people of diverse backgrounds, abilities and experience. Participants do not have to be an artist, skilled drawer, master storyteller or have a background in ceramics.

To apply, applicants should describe in 200 words or less their own personal superhero and how this character would improve their life.

Artz Blitz, Kingston Arts’ annual community art competition, returns this year with an increased prize pool for creative writing winners and two new categories for young writers.

Running for 13 years, Artz Blitz challenges artists and writers to create a piece of work in 24 hours in response to a secret theme.

Do your part for Kingston’s residents in need We’re searching for volunteers for our Delivered Meals and Volunteer Transport services.

Kingston Council’s Aged and Disability Services volunteers provide help to help the elderly, and people with disabilities remain in their own homes as long as possible.

Volunteers from three kitchens in the Kingston area deliver daily meals for residents through the Delivered Meals service.

Council volunteers also provide transport to assist residents to get to medical, hospital, dental or other health appointments during business hours.

There are driving and non-driving opportunities in the Delivered Meals program. Friends and family members are welcome to apply to volunteer as a team.

Books we love: what we’re reading this spring Kingston Libraries has revealed the most popular books borrowed

by Kingston residents, just in time for spring.

A fiction novel The Dry by Jane Harper and Magda Szubanski’s non-fiction biography Reckoning: A Memoir were the most borrowed adult books this year.

In addition to providing books, magazines and other digital items for loan, Kingston’s libraries are key community hubs.

Kingston’s younger readers have been devouring The 78-storey Treehouse, written by Andy Griffiths and illustrated

by Terry Denton. The junior fiction novel was the most borrowed book of all categories.

Regular events such including Storytime, children’s reading clubs, school holiday activities, family history research groups, and technology workshops are hosted at public libraries across Kingston.

Last year alone, Kingston’s eight library branches loaned over one million items and had almost three million interactions with members of the community.

I recently had the opportunity to participate in a women’s think tank exercise where women from a range of backgrounds gathered together to put forward what we believed were the most pressing issues for women in our community in a bid to help shape and inform federal policy.

While a holistic conversation was had, we kept returning to the concept of financial literacy and its fundamental importance for a person to achieve.

Change is happening around Kingston’s Green Wedge The Delta site on Kingston Rd is contained within a Public Acquisition Overlay and approximately 1/3 of the site has been filled.

Council believes the works undertaken in the nearby level crossing removals and Metro Tunnel may present an opportunity to provide a regional sporting facility with the Victorian Government’s support.

The Victory Rd landfill is being filled with clean fill, and Council has agreed to let the operator, Cleanaway, to alter the site levels beyond the permit approved in 2008. In exchange, the site will be converted into a large green open space as part of the core parkland for the Sandbelt open space Chain of Parks. The decision has been appealed at VCAT by objectors and a hearing will take place in September.

The Carroll Rd landfill is closed and no longer accepting waste. The operators have commenced the final stages of capping and a planning application is with Council to consider the final levels prior to the site being handed over to the owner Commonwealth Golf Course.

The Clayton Regional Landfill is closed. The site is owned by a group of councils and is currently being remediated. This land is zoned Green Wedge A, which means only green wedge sensitive uses are permitted.

The northern part of the site is in a Public Acquisition Overlay for the Chain of Parks.

The Henry St/Old Dandenong Rd landfill has finished filling works, with the land being prepared for remediation. The site is owned by Cleanaway, and there is a Public Acquisition Overlay on it. When the

Council has determined on a new alignment for the Bay Trail, one that differs from the previously adopted plan that was supported by 82% of the community respondents from previous consultation. Their response will be a matter for them to determine.

There are many infrastructure programs going on around the city from pavilion and playground refurbishments, to traffic management and drainage improvement projects. Many of these will cause some inconvenience to users and residents, please take care and understand if there is any delay to your daily activities. All these projects are part of the ongoing change to our community as we strive to meet the demands of an increasingly mobile population.

I have recently been asked why the Council is either reviewing, changing,

or abandoning many of the previously adopted Council decisions? I have explained that whilst change can be a good thing, it should be based on community need and consultation, transparency, budget implications, have a strategic focus, and be part of the adopted Council Plan.

Recently I had the pleasure to share in the celebration of 100 years of Maternal and Child Health Services in Victoria.

From a very small beginning by a group of concerned and devoted young women who door knocked homes to offer assistance to young mothers in need, we now have the fantastic service we enjoy today that provides valuable support and advice to mothers of all ages and their families. Well done and thankyou to all those nurses who have served Kingston and our predecessor councils.

More BBQs Residents have asked for more BBQ facilities in their local parks. While some suburbs are well catered for, other suburbs such as Aspendale Gardens, Chelsea Heights and Aspendale have no BBQ facilities. What’s on in the Central Ward from Council’s Communications Department There’s a lot happening in Kingston’s Central Ward this winter, with Council seeking the community’s input on the future of Cheltenham and Mentone in regards to the Victorian Government’s planned level crossing removals.

In coming years these two suburbs will experience a number of significant of changes, and this project provides a unique opportunity for Council to work closely with the community to discuss and help shape the future and preserve the rich identity and history of Cheltenham and Mentone.

We’ve recently held two pop-up consultations in the two activity centres and are currently seeking your

feedback through an online survey at yourkingstonyoursay.com.au For those interested in the arts, Canteen – The Joy of Cutlery is showing from Friday 18 August to Saturday 16 September at Shirley Burke Theatre in Parkdale. The exhibition by Chris Aspland explores a collection of old-fashioned silver and bone cutlery and the associated shapes, shadows and movement made unique by every day wear and tear. Admission is free.

Environmental compromise The good thing about Council’s June compromise on the Bay Trail is that we can still save over 1,700 sqm of environmentally significant foreshore vegetation by narrowing the road lanes to the VicRoads standard (13.4m where there is parking on both sides, 12.7m where there is no parking). Beach Road now varies randomly from 13.5m to 14.3m in width. We can also protect the significant remnant Sand Heathland.

After letters from Beach Road residents and their supporters, including local MPs, the Roads Minister and VicRoads told Council to “consider community views regarding loss of parking versus vegetation retention prior to providing final approval to Council.” Hence the officer recommendation that was adopted by council restores almost all parking (900 of 904 current spaces), but still loses an additional 800 sqm of coastal bushland (my calculation).

Patterson Lakes Inner Harbour Jetty Along with the State Member for Carrum, Sonya Kilkenny and the Minister for Ports, Luke Donnellan I was pleased to join the local Patterson Lakes Community to announce the funding for the brand new Inner Harbour Jetty at Patterson Lakes.

When built the Jetty will be a fantastic addition to Patterson Lakes and will help attract new visitors to the area to enjoy the stunning waterways. I thank and congratulate the local residents and businesses who have initiated the campaign for this fantastic new community facility for all to enjoy.

Alternative Weed Killer Trial I am very pleased to see the support for the trialling of a new week-killer alternative to Glyphosate at our Kingston

Community Meetings It was a great privilege to attend the Edithvale Probus Club to discuss the tens of services that Kingston Council offer and what the Probus Club members value within our community. I thank them for all of their suggestions on how Kingston can improve our service offering within our local community to encompass all walks of life. Earlier on I also met with our local Police Inspector to discuss partnerships between Kingston Council and Victoria Police to improve and maintain community safety within Kingston.

More environmental challenges The Kingston Green Wedge faces a fresh challenge from the recent decision to construct the Mornington Peninsula Freeway Extension past the backyards of Aspendale Gardens, Richfield, Waterways and Dingley Village and along the boundary of Braeside Park. A VicRoads presentation to the Friends of Braeside Park heard concerns that the road will destroy the peace and quiet of the park and could discourage up to 30 per cent of its half million visitors each year.

The Ramsar-listed Edithvale Wetland may be put at risk from railway trenches to be built for grade separation at Edithvale and Bonbeach. Government reports warn of serious risk to the hydrology of the wetlands as the trenches will act as dam walls across the groundwater flow and could lead to a 10cm rise in water levels on the wetland side of the railway line. Council has resolved to ask for reports on the impact on the environment and on the amenity of nearby residents of these projects.

Chelsea Bicentennial Skate Park It is fantastic to see so many local young people using our brand new, state of the art Skate Park at Chelsea Bicentennial Park over the recent school holidays. It was, however, disappointing to see the vandalism of the park and theft of the DJ Station. Council is looking at increased safety measures including CCTV and increased lighting in the area. I would encourage anyone who sees anything to report it to the local police to ensure that we can keep everyone safe whilst using these marvellous community assets.

Celebrating 100 Years of Maternal Child Health in Victoria On Wednesday 28 June, the City of Kingston joined together to acknowledge and celebrate the incredible contribution of Maternal Child Health nurses in our community over the past century.

In 1918, the Victorian Minister for Health granted a pound for pound subsidy up to £125 to induce councils to establish baby health centres. By June that year, nine centres had opened in Melbourne’s CBD, Richmond, North Melbourne, Collingwood, Fitzroy, Port Melbourne, South Melbourne, Brunswick and Geelong.

The Victorian Baby Health Centres Association (VBHCA) was created in 1918 to organise the burgeoning baby health centre movement.

A consultation involved an infant welfare nurse examining, weighing and measuring the baby. The nurse would also advise on breastfeeding and demonstrate the hygienic preparation of bottle feeds.

The association also produced educational leaflets on subjects such as pregnancy and diet for the expectant mother, and artificial feeding including preparation and storage.

NAIDOC17 Our Languages Matter Kingston Arts celebrated NAIDOC Week 2017 with a Welcome to Country and gallery opening at Shirley Burke Theatre on Friday 7 July for ‘Tarnuk Biik – Earth Bowls’, an exhibition of over 30 hand-built ceramic works by more than 15 Indigenous artists associated with Baluk Arts. Ceramics workshops for local kids were also held with Baluk Arts.
