Pet Expo a purr-fect day out for families Animal enthusiasts, pet owners and their four-legged friends enjoyed all that was on offer at Kingston’s annual Pet Expo.

The much-loved event was held on Saturday 25 March from 10am–3pm at Corrigan Oval and the Harold Box Community Centre in Marcus Road, Dingley.

Kingston’s Pet Expo is a terrific way to promote responsible pet ownership and to celebrate our love for animals and pets within the community.

The Pet Expo offered a range of fun activities, including: • pony rides, a live reptile display, face painting and giant animal farm • demonstrations from the Flippin Disc Dogz, Moorabbin Dog Obedience Club, Frankston Fly Ball Competition, ferret races, herding, sniffer dogs and more • best-dressed dog, happiest dog, dog/ owner lookalike, best dressed cat (photograph) competitions • sausage sizzle, ice cream and market stalls

• a cat show in the community hall.

Pet owners were provided with the opportunity to register their pets in a fun and relaxed environment.

Registration is compulsory and crucial for reuniting with your animal in the event they are lost.

Boats ahoy thanks to Inner Harbour Jetty funding Cr Tamsin Bearsley, Mayor Cr David Eden and Cr Georgina Oxley at Inner Harbour, Patterson Lakes

A new public jetty will be built at Patterson Lakes’ Inner Harbour after Victorian Government funding was recently confirmed for the project.

The Victorian Government advised in February that it would contribute $499,000 towards bringing the vision to life.

The jetty will provide much-needed short-term jetty spaces for boats used by the general public, boost the local economy, help promote Patterson Lakes as a visitor destination and offer space for the Victorian Water Police and Australian Volunteer Coastguard.

The jetty is located on waterways managed by the Victorian Government and connects to the Harbour Plaza Shopping Centre.

Melbourne Water is also contributing $35,000 to the project, while Council will manage the design and construction of the project and oversee ongoing maintenance at the site.

Once complete, the jetty will include: • 11 public boating berths • a dedicated berth for shared use by Victoria Police/Volunteer Coast Guard • jetty with shelf pontoons • a ramp, extra gangway and mooring poles.

Dangerous level crossings in Kingston to go Kingston Council has been advised by the Victorian Government regarding the removal of three level crossings in our City.

The project will lower the Frankston line under Charman Road and Park Road in Cheltenham, and Balcombe Road in Mentone to remove these dangerous level crossings.

Council will continue to work closely with the Level Crossing Removal Authority (LXRA) to ensure that the best outcome is reached for the community. It is keen to see extra car parking provided at the two stations, high-quality public spaces and improved pedestrian access, the protection of heritage and support for businesses during and after the construction phase.

Construction is expected to begin by the end of 2018 following a tender process by the Victorian Government.

In late March, the Victorian Government also announced its preferred solutions for the Edithvale, Bonbeach and Carrum level crossing removals. At Edithvale and Bonbeach, sections of the track will be lowered under the road. An Environment Effects Statement (EES) is also required to ensure that flood risks and other environmental concerns are mitigated. At Carrum, the level crossing will be removed with a rail bridge over an extended McLeod Road and Patterson River.

Victoria’s smoking laws are changing Smoking will be banned in all outdoor areas across Victoria wherever food is being served, or available for consumption, from 1 August 2017.

The Victorian Government passed the Tobacco Amendment Act 2016 in October 2016, which will involve the following changes: • Smoking will be banned in all outdoor areas at hospitality businesses across Victoria, as well as at food fairs and within 10 metres of a food stalls, and vans, at organised outdoor events (other than food fairs).

• The sale, advertising and use of e-cigarettes will be regulated in the same way as other tobacco products.

• The regulation of shisha tobacco will be extended, so that sale, advertising and use of shisha tobacco that contains any amount of tobacco will be regulated in the same way as other tobacco products.

As well as outdoor areas of hospitality businesses, the ban includes smoking at food fairs, such as the Night Noodle Market, and smoking at organised outdoor events, such as Moomba, will be banned within 10 metres of a food stall or van.

Outdoor drinking areas will continue to allow smoking as long as they are separated from outdoor dining areas, including neighbouring premises, by either a 4-metre buffer zone or a 2.1-metre wall, such as a plastic café blind.

A media and advertising campaign will inform the public about smokefree outdoor dining across Victoria.

Four playgrounds get a new lease of life Kingston has over 300 beautiful open spaces that help our community relax, exercise, play, socialise and connect with nature.

Council invests millions of dollars each year to ensure our parks, playgrounds, sports fields and open spaces are kept in top shape.

Plans are currently underway to upgrade four neighbourhood playgrounds to provide high-quality, safe and fun play equipment for local families.

Cheltenham’s Lorna Street Reserve playground will have an upgrade of existing equipment and be expanded to add a nature-based play area, new shelter and drinking fountain, improved plantings in garden beds and new fence across the site.

Oakleigh South’s Luain Avenue Reserve playground will also be extended to add new play equipment and replace some of the existing ageing pieces. New circuit path, shelter, drinking fountain, fence and extra plantings will also be added.

In Chelsea Heights, the Talab Court Reserve upgrade will focus on expanding the playground to including a senior play area, a new sand play area, extra seating, new pathway, a large picnic shelter and extra plants.

Just around the corner, the Third Avenue Playground will also be improved with some new play equipment to be added along with increased seating and new paths.

Kingston seeks greater developer contribution to help boost open space

It is proposed that developments at key strategic sites and in the Moorabbin, Cheltenham, Highett, Mordialloc and Mentone activity centres would incur an 8 per cent land value public open space contribution fee while all other areas would incur a 5 per cent contribution.

Council is seeking permission from the Victorian Planning Minister to prepare an amendment to add these new open space contribution rates into the Kingston Planning Scheme.

The proposed change would mean that developers help support the creation and improvement of public open spaces that will serve the needs of the people that will live in these new homes, such as Reg Marlow Reserve Cheltenham (pictured above).

With larger developments – there comes a need to create new open space areas across our community.

Council undertakes a range of open space projects including:

• upgrades of public open space infrastructure, such as new communal outdoor tables, seating and landscaping at Tuck Street Plaza in Moorabbin • new public spaces, such as the public piazza that will be developed next to the ‘triangle building’ as part of the Mentone Renaissance project.

In the past, developers had at times successfully appealed at the Victorian Civil and Administration Tribunal against the open space contribution amounts.

By having the rates set in stone and added to the Kingston Planning Scheme, we can ensure that developers pay their fair share.

If the Minister agrees, the proposal will then be advertised for public comment.

Protecting our beaches from erosion The City of Kingston is home to 13km of beautiful foreshore that Council, through a number of initiatives, works to preserve and maintain for the community’s enjoyment.

Port Phillip Bay is continually changing a result of sand migration. In Kingston, wind, waves and the tide all contribute to the natural movement of sand – erosion – along our beaches.

Council undertakes a number of measures to assist with reducing the effect of erosion on the foreshore: • planting over 13,000 plants on the foreshore with schools and community groups during 2016/17

• depositing dredged sand from the Patterson River and Mordialloc Creek on beaches to offset the impact of sand loss • regular beach cleaning to remove litter and level sand • engagement and education programs with community groups and schools.

Stormwater contributions Council and Melbourne Water have launched a two-year pilot project offering flexible options for developers to meet stormwater management obligations.

Developers can now apply to continue to provide stormwater treatment measures on-site, business as usual or pay a fixed contribution towards Council-managed off-site stormwater projects.

Benefits will include: • cost effective and efficient stormwater management.

• simplifying the approval process • flexible options for developers • better environmental outcomes.

Beat the bite!

Recent wet weather across Victoria has seen a substantial increase in mosquito breeding. This has been accompanied by the greatest incidence of Ross River Virus in Victoria in the last 10 years.

Ross River Virus (RRV) can cause joint inflammation and pain, fatigue and muscle aches. Many infected people also develop a rash of variable appearance.

Everyone recovers, although some people have intermittent symptoms for a year or more.

• try to limit outdoor activity if lots of mosquitoes are about (usually dusk and dawn).

There are simple things you can do to beat the bite!

• on holidays make sure your accommodation is properly fitted with mosquito netting or screens.

Protect yourself and your family from mosquito-borne disease: • wear loose-fitting clothing when outdoors.

• use mosquito repellents containing DEET or picaridin on exposed skin.

• make sure there is no stagnant water where mosquitoes can breed around your home.

• don’t forget the kids – it’s safer to spray or rub insect repellents on their clothes rather than directly onto their skin.

Introduction to Permaculture

Join us on a local tour of Kingston’s amazing biodiversity with a look at native vegetation at our foreshores and parklands with a local ranger.

This interactive workshop will educate participates on indigenous gardening as well as demonstrating correct planting procedures.

Immerse yourself in the sustainable gardening methods of permaculture and learn how to develop a beautiful edible ecosystem at home.

Meeting at Mentone, a bus will escort participants to the Grange Reserve, Clayton South, with a short walk identifying indigenous plant species and discussing the local natural history, before returning by bus to Mentone, with a short planting demonstration at the Rocky Headland.

The workshop will effectively demonstrate to participants how to incorporate indigenous species into their garden. All participants will receive some tubestock at the end of the session.

Permaculture is about putting a bit of observation and thought into redesigning your garden, so you can produce more with fewer inputs, less effort and with maximum benefits for the planet.

New kindergarten on its way Council has successfully applied for Victorian Government funding to relocate the Acacia Avenue Preschool to a new, improved facility.

The much-loved local kindergarten will move to a new building colocated on the grounds of the nearby Mentone Park Primary School.

The new $2 million facility will be funded by Kingston Council ($1.35m) and the Victorian Government ($650,000).

The current kindergarten building is ageing and no longer able to meet future needs or growing demand.

Council, the kindergarten and the school have been working closely on the planning stages for the new facility. Construction is expected to be complete by the end of 2018.

The project is part of a $25 million investment that has taken place over the past decade to ensure local children have access to high-quality kindergarten services.

Westall Hub to deliver fantastic new facility to the community Construction of the new Westall Hub is well underway to deliver a fantastic new facility to the community.

Drive past the new Westall Hub – located on the Westall Primary and Westall Secondary College site – and you’ll see the impressive new building emerging.

Construction on the new centre is progressing well, with the framing and roof built, external cladding installed and internal fitout including plastering and cabling now underway. Excavation works for the new carpark are also complete and a new surface will be laid in coming weeks.

The $8.9 million project will deliver a wide range of vital community services in a one-stop shop, including: • a new public library with a focus on digital technology • maternal and child health services

• consulting rooms for other community services • several community rooms.

The project has been funded by Kingston Council ($6.55m) and the Victorian Government ($2.35m).

Encouraging active travel to school Council is inviting local schools to participate in the pilot WOW Kingston (Walk/Wheel Once a Week) program.

WOW Kingston is a 10-week program encouraging primary school students to travel to school by more active and sustainable modes. It also encourages an improved awareness of road safety behaviour and aims to improve traffic conditions around the school.

Through the pilot program, Council will assist primary schools in Kingston with resources and support to participate in WOW Kingston.

Each school will nominate a day of the week on which to promote active travel and students will

record their participation on a special class wall calendar throughout Term 2. At the conclusion of week 10, one class at each school will receive a Golden Boot Award to recognise their outstanding participation.

Council will also work closely with local schools and the community to identify current barriers to active travel and develop an Active Travel Plan for schools of need.

PLANNING FOR A GROWING KINGSTON The Victorian Government estimates Melbourne will grow to 7.7 million people by 2051. Our city can’t keep sprawling everoutwards, so local Councils are faced with the challenge of how to accommodate more people without losing the amenity of our neighbourhoods.

In this ongoing series, Council hopes to respond to some of the common questions raised by the community regarding development and population growth in Kingston. Why are we growing? Why can’t we refuse all new developments? What is being done to manage the growth? How will community infrastructure cope with growth? What are common misconceptions about planning? How can I be kept informed?

Why are we growing?

Melbourne’s population is growing rapidly and is expected to reach as much as 7.7 million by 2051.

The Victorian Government estimates we will need around 1.6 million new homes across Melbourne to cater for our increasing population.

The fastest levels of population growth are being experienced in Melbourne’s new fringe suburbs, which will account for almost half of the city’s new housing requirements over the next decade.

More than 50 new outer suburbs have been added to Melbourne since 2006. It is estimated that Melbourne is three times the geographical size of London yet has just a third of its population.

But Melbourne’s boundaries cannot continue to sprawl further outwards – therefore a significant amount of population growth will need to be accommodated within existing suburbs.

Avoiding urban sprawl As the city grows, newer areas on the suburban fringe often develop before infrastructure and services are provided. Their distance from the central city and the more-developed middle suburbs means that residents can have less access to employment, services and recreation opportunities than those who live closer in.

With limited public transport services, new suburbs quickly develop a car-dependent culture.

As a result residents spend more hours in the car getting to and from work and vital community services.

Commuters who drive one hour per day spend the equivalent of nine working weeks in the car every year.

Given Melbourne’s low population density on international comparisons, the Victorian Government believes Melbourne’s boundary should be fixed, with future growth managed within the boundary. In its Plan Melbourne Refresh document, the Victorian Government has flagged it will introduce legislation to permanently fix the current boundary to halt the sprawl of Melbourne.

Kingston has a plan to take our fair share of growth in key activity centres while protecting quieter residential streets.

Kingston Council understands our area must take its fair share of Melbourne’s population growth, but wants to see this occur in a well-planned and strategic way.

How many new homes are needed?

Council has long campaigned to see population growth centred around our key activity centres close to public transport, shops and services. Council estimates that more than half of the new homes needed in Kingston can be accommodated in high density housing, which will largely be located in the key activity centres of Moorabbin, Highett, Cheltenham, Mentone and Mordialloc.

Well, I think we can all agree 2017 is going very quickly. We have already reached April and there is still so much more to happen this year.

We had Pet Expo just the other weekend and what a fantastic day it was. It is great to see so many members of the community come together and enjoy their similar interests and meet the four-legged residents of the area. I hope everyone who attended enjoyed themselves and maybe even found themselves a new furry friend.

While it is very exciting welcoming in a new pet to the family it is also important to ensure they are registered with the council. We had a great turnout of people registering their

On the note of our smaller residents, the Spring Rd Reserve off-lead section is now open. We will be engaging with the community on draft park plan later this year.

Moorabbin Reserve demolition Over in Moorabbin, the demolition of the old Moorabbin Reserve Pavilion commenced in late-March. Construction of the brand new pavilion will be conducted in two stages, beginning with the north wing in March finishing in early 2018. The south wing will begin construction shortly after, and will be complete around September/October 2018. The pavilion along with the new park will provide our community with a fantastic new facility to keep healthy, fit and happy!

At the same time, we are cracking down on illegal/non-compliant uses, working with tip owners to transition them out, and working to increase street tree plantings to green the Green Wedge.

Neighbourhood character to be protected Kingston is working to protect our neighbourhood character. We have commissioned consultants to look at what makes our suburbs special and what needs to be protected. This will also involve consultation with the community.

This work will assist us in being able to implement residential zones that reflect the aspirations of the community, and at the same time allow development in the activity centres that can sustain greater density.

Now that summer has almost gone (although one would not think so with recent hot weather) our fantastic Season of Festivals draws to a close.

The wonderful Carols at Sir William Fry Reserve, the exciting Australia Day and Globe to Globe celebration, and the recent Mordialloc Food, Wine, and Music Festival has seen the community attend in their thousands to join in the fun and festivities. Congratulations to all involved and the fantastic group of volunteers for their work behind the scenes to make it happen.

The recent announcement by the government concerning Plan Melbourne and many of the new planning initiatives will be welcomed by many of our residents, particularly those of us who have campaigned to ensure that new

developments will have to provide greater space for larger backyards in their proposals. Implementation and understanding of these new rules will take some time.

I recently had the privilege to present certificates to members of Basava S Dayamithi together with members of the 7th Cheltenham Scout Group who spent a Sunday morning as part of Clean Up Australia Day, gathering litter and rubbish at Kingston Heath Reserve. The message must be getting through as there was a considerable reduction in the amount of rubbish collected this year. Thank you and well done to all the wonderful volunteers for your community spirit.

The new year has certainly got off to a busy start with a number of significant issues being determined, not the least of which is the uncertainty surrounding the level crossing removals in Mentone and Cheltenham being answered – the rail will go under.

The people who deserve the credit for this outcome are you the residents.

Such emotion, determination and evidenced based argument was always going to carry great influence with those making the final decision. I was delighted to work with the community and offer them support, which after all is exactly what elected representatives at every level of government are supposed to do, represent and advocate on behalf the community and their

point of view. Our task is now to work with the LXRA and Victorian Government to ensure the changes at both crossings are undertaken in a timely manner and opportunities that arise, for say parking and civic space, are taken advantage of.

We have also seen the release of the Victorian Governments Planning Strategic Review which is a comprehensive document requiring much of the detail to be fleshed out. It is fortunate that Council is at the same time undertaking a Neighbourhood Character Review, I intend to seek detailed engagement with the community and undertake realistic and informed conversations with as many residents as possible. The decisions that together we make will determine the future we create for our children and their children to enjoy. We owe it to them to get it right.

A better, greener Bay Trail Extensive consultation has found that our community wants to extend the back-ofkerb Bay Trail to Mordialloc while minimising the removal of our foreshore bushland and retaining a separate sandy walking path.

With a few amendments, the plan before Council will do just that. Parking will simply shift from the gravel verge to the left-hand traffic lane and there will be more indented parking where it does not encroach into foreshore vegetation or the sandy walking path. This will close the missing link in the Altona to Frankston Round the Bay Trail that has been halted by controversy in Kingston for more than a decade.

to the State Government’s new refreshed Plan Melbourne blueprint, which may be a challenge. Kingston has been left with virtually none of the Neighbourhood Residential Zone that protects most of the eastern suburbs, including Glen Eira.

Plan Melbourne will now allow increased height limits, up from nine to 11 metres, in the General Residential Zones which cover virtually all of Kingston. It is not yet clear whether new garden space requirements will be more or less ample than current restrictions. Thankfully the Green Wedge remains protected by a locked-down urban growth boundary supported by all parliamentary parties. And Council’s phasing out the tips and illegal waste processing operations in the Green Wedge is underway.

But VicSmart provisions allow developments worth up to $250,000 to be fast-tracked without a planning permit. This conflicts with Council’s directions to officers to bring Green Wedge applications worth more than $20,000 to Council.

After successful negotiations with the developer of the Waterways, the traffic lights at Burdekin and Governor Road will begin construction before June this year.

The traffic lights and pathways will make this intersection safer and provide better connection for cyclists and walkers wishing to access the southern end of Braeside Park.

Our playground design team has been very busy. Our much anticipated skate park at Bicentennial Park in Chelsea is nearing completion and we expect it to be ready at the start of May. The newly constructed playground at George Woods Reserve in Mordialloc (on Governor Road/Park Street) is a hit with the kids and families. This year we are also planning exciting upgrades to two Chelsea Heights playgrounds (Third Ave and Talab Court). Enjoy a picnic with the family and explore one of our many wonderful playgrounds!

I welcome the recent announcements to remove the level crossings at Cheltenham, Mentone, Edithvale and Bonbeach with rail under road solutions. Unfortunately the State Government has selected an elevated rail design for Carrum. I believe a rail under road design is both achievable and much more appropriate for Carrum Village. I will be advocating for the State Government to reconsider this decision.

Thank you to all the residents who have contacted me regarding termite issues. At the Ordinary Council meeting in early February, I raised a motion for council to investigate implementing a termite policy. We are expecting the report back by the end of April.

Harvest Festival In light of The Victorian Government passing the Tobacco Amendment Act 2016 in October 2016, Harvest Festival will be a strictly non-smoking event.

We believe this will complement the atmosphere and will create a comfortable environment for families and those attending the festival. From 1 August, smoking will be banned in all outdoor areas across Victoria wherever food is being served, or available for consumption.

Edithvale Lifesaving Club We are hoping the new $3 million Edithvale Life Saving Club facility will be underway by late 2017 and the facility open for 2018/19, thanks to a partnership between Council and the

Victorian Government. We’re looking forward to working closely with the club over the coming months to finalise a design that will be a great facility for the club and the local community, especially with the milestone of their centenary in 2019.

News in brief Sailing in Kingston

Keeping you informed of important news, information and events

Kingston is home to a range of sailing clubs that are welcoming and encouraging other community members to get involved.

Take a trip into Kingston’s rail past Are you interested in the history of our local railways? The Kingston Historical Societies Network is hosting an exhibition titled Local Railway Memories that celebrates over 130 years of rail in Kingston.

The photography exhibition will be open from 12 – 4pm each Saturday and Sunday, from 22 April to 13 May at the Laura and Charles Ferguson Museum in Old Bakery Lane, Mentone.

Mordialloc Sailing Club (MSC) meets on Saturdays from October through to early May, as well as a Winter Series running through August and September. MSC is also running a Sailability Program, providing the opportunity of sailing to people who might not otherwise have the chance.

Chelsea Yacht Club meets on Saturdays from October through to April with a junior and adult sail training program in the mornings and club racing in the afternoon.

Parkdale Yacht Club meets on Sundays from October to April with a junior training program in the morning and club racing in the afternoon.

It will also feature a range of artefacts from the CaulfieldFrankston line, which was first established in 1881.

Crowds of over 40,000 people enjoyed an action-packed weekend, with a massive line-up of musicians including the Delta Riggs and Aussie music legend Richard Clapton.

The beginning of works to redevelop Moorabbin Reserve pavilion were signalled with an event on Friday 24 March.

Councillors joined local MPs and the St Kilda Football Club to celebrate the beginning of demolition works on the old pavilion.

Congratulations to all those who entered their photographs to our annual Lens Mist competition. The winners were announced at our Mordialloc Food Wine & Music Festival, and the top 20 photographs were exhibited at Moorabbin DFO during March.

Interfaith dinner On Tuesday 21 March the Kingston Interfaith Network Committee hosted a dinner to bring cultures and people from all walks of life together. The night included great food, live music, audio visual pieces and readings from various faiths and philosophers, authors, leaders and indigenous cultures from across the world.
