Don't Forget!
A big shout out to the Kingston businesses who have now diverted more than 330 tonnes of waste from landfill through ASPIRE, an online match-making marketplace that allows them to trade their trash as a resource. Local businesses can upload their waste items and, with the click of a button, find another business wanting to exchange or purchase items that may have otherwise been sent to landfill. Kingston Council has called on Consumer Affairs Victoria to acquire the former Berkeley Living complex in Patterson Lakes, to ensure the site does not remain abandoned. The privately-owned site, which was shut down in 2017, has attracted ongoing graffiti, vandalism and other safety issues.

This year Council has committed to planting and establishing more than 4200 street and park trees to help increase canopy coverage across Kingston. Trees play an important role in our environment. They provide shade, reduce daytime temperatures, improve air and water quality, mitigate storm water run-off, absorb pollutants and help conserve energy. From October we'll be taking care of a whopping 7000 recently-planted trees, which are all aged two years, or under.
The title refers to the two naturalelements required to form a rainbow, with raindrops representing the struggles and sadness experienced through the pandemic and sunbeams representing the light and hope at the end of the tunnel. The wording on each post refers to seven shining values - which you can read which you can read about below.

We asked if you wanted us to keep dogs out of Tarella Road Reserve in Chelsea and you told us that we need to protect the significant native vegetation there. Council agreed and adopted a policy at the July Ordinary Meeting and the reserve opened in August.
We sought community feedback on plans for improved car parking, completion of shared path and an accessible pedestrian ramp to the foreshore at Parkdale Yacht Club. Thanks to your feedback, we’ve also added more seating, bike racks, additional greenery, a drinking fountain and picnic tables. We anticipate work to begin in autumn 2023, after the yachting season.
Over several months this year, Council staff met with students, parents, teachers and carers to find out what they wanted in the next Youth Services strategy. With almost 1000 responses, work continues on this important document that will shape how we best work with young community members.

As part of our ongoing commitment to improve open spaces and meet growing demand for sport and recreation upgrades in the area, we are just winding up a community consultation on a concept plan for Kingston Heath Reserve. This followed a sporting needs analysis (which identified an additional hockey field is required within Kingston) and a subsequent site feasibility assessment, which identified Kingston Heath Reserve as the preferred location. Stage One of the concept plans includes the construction of the new synthetic hockey field and supporting infrastructure (including lighting) on the existing cricket field; the construction of new cricket nets; the relocation of the cricket oval to coexist with the existing baseball field; and new emergency access.
All feedback we have received from the community will inform the final plans. And in other hockey-related news: Congratulations to the local hockey players who represented Victoria in the under 12’s SSV team in Canberra recently. This was the first junior interstate hockey championship since 2019, and a great opportunity for our youngsters to test their skills and get experience representing our state on the national stage.

Lighting up our sports grounds
Kingston Heath Reserve continues to glow as the sun sets, thanks to the rollout of sports lighting at this and nine other locations across the city.

After many years and numerous drafts, considering direction from the Victorian Government and feedback from residents, Kingston’s proposed new Housing zones are currently being exhibited for six weeks, with consultation closing on 29 September.
In recent months we submitted a report to the Government’s Golf Course Redevelopment Standing Advisory Committee Hearing, which reinforced our firm position that it remain undeveloped –but also but also advocated for community facilities and consideration of local needs in the event, in the event that it is allowed to be rezoned and developed for housing.
Council remains committed to securing a positive and sustainable future for the Moorabbin Airport. Early this year, we welcomed the Australian Government’s refusal of the draft masterplan, having argued it posed safety risks and further threatened to squeeze out aviation businesses. The airport now has until March to refresh the masterplan. We expect that process will allow for meaningful stakeholder and community consultation.

As the Councillor for the Caruana Ward, I am waiting to see what the Minister for Planning decides is the outcome for the site of the former Kingswood Golf Course. The proposed redevelopment is a major issue of concern for the local community and would have a significant impact on the area if it proceeds. In 2018, Council refused an early proposal for the site after we received a record 8000+ community submissions rejecting the proposal.
I am excited about our decision to support two important events here in the Como Ward: the Beachside Gift and the Sand Classic. The Beachside Gift (formerly Parkdale Gift), is one of the country’s premier athletic meets and a ‘must-visit’ on the athletics calendar. We provided a community grant of $10,000 and have sponsored ‘the Gift’ since its inception. Council will also partner on the creation of the Sand Classic, which will invite the community to walk, jog or run of 4 or 8km, between Mentone and Mordialloc.

It’s been a busy time in the lead-up to the Victorian election, with Council playing an active role to advocate for our community. We welcomed funding announcements for some key local projects - including a recycled water pipeline, additional funding for Patterson River, and commitments towards local sporting upgrades. Council also achieved some important changes on key projects taking place in Kingston, with significant time dedicated to advocate for improvements to the Victorian Government’s Suburban Rail Loop project, which will impact the Delta site in Heatherton and the Sir William Fry Reserve in Highett. While we did not achieve all we would have liked, with the train stabling yard proceeding in Heatherton, we did secure a broad range of improvements to improve the visual appearance, traffic management and open space impacts at the two sites.

We have called for an alternative sporting site to be urgently secured in Kingston’s Green Wedge so we can provide muchneeded, female-friendly and regional sporting facilities to meet growing demand.

Key successes include a commitment to replace lost open space, consideration of a green roof at the train stabling site and improved accessibility at the Highett site. Council has been working to identify alternative sites for a regional sporting facility, which had been earmarked for the Heatherton site. We also secured a strong role for Council with membership of the Public Open Space Expert Panel (an unprecedented outcome in Victoria) and the urban Design Advisory Panel. We will use these positions to continue to advocate for improved outcomes for our community as the project designs continue. Ward councillors for the Heatherton site (Cr Hadi Saab) and the Highett site (Cr Davey-Burns) have been strong voices for their local communities and will cover further details in their ward columns.
My recent motion for debate creates a philanthropist outreach program providing funding for community projects. Meanwhile, the new Patterson Lakes beach maintenance agreement with Melbourne Water, will now include the performance objective of less than 10% weed growth and a clear schedule. Our 2022 infrastructure delivery schedule includes the Patterson Lakes Primary School car park plus Roy Dore Reserve tennis and netball courts, while the Carrum SLSC extension will start prior to Christmas. Joining the 2023 schedule, thanks to state support, is an extra Bonbeach Reserve cricket net.
The festival kicks off on October 1 –International Day of Older Persons - and is sure to include something you’ll love.
Council has added $1.5 million to the State Government’s $3 million for a multifunctional sporting pavilion at GR Bricker Reserve to be shared by the Dog Obedience Club, Moorabbin Little Athletics Club, Omega Cricket Club and the Racing Rugby Club. It has been a privilege to negotiate on the Environmental Effects Statement for the Suburban Rail Loop, achieving great community outcomes including a Victorian Government commitment to replacement open space, consideration of a green roof at the Heatherton Stabling yards and other environmental wins. I am continuing to have productive meetings with Transition Kingston about our Climate and Ecological Emergency Response Plan and engaging with other Victorian Councils as a member of Kingston’s Gender Equality Advisory ICommittee.havehanded the Mayoral reigns back to Cr Staikos but as Deputy Mayor and representative of Wattle Ward, I continue to work hard for our communities.

Following two years of cancellations, I am thrilled to say the Kingston Seniors Festival is back for 2022. It’s a great opportunity for our 55+ year-olds to reconnect, learn new things, or even rediscover old hobbies. We have a month of free and low-cost activities, workshops and classes in venues right across Kingston, including our libraries and Arts Centre.
The Ageing Well in Victoria 2022 report says older people who are socially engaged are happier and healthier.

I have loved stepping up to act as Mayor while Cr Steve Staikos was away. It has been an honour representing Council at so many Kingston events. I was delighted to open the revamped Hendon, Sherbrooke Avenue and Harbour Town playgrounds. Play areas are important spaces for children’s development and great places for families to enjoy time together. We spent $30,000 on the new playgrounds and received $645,000 from the federal Local Roads and Community Infrastructure Program. I recently joined Moorabbin Obedience Dog Club for their 50th anniversary celebration where we also looked forward to the new purpose-built building they will soon move into.

Keeping Kingston clean is critical to ensuring our beautiful open spaces are enjoyable places. That can be easier said than done with more than one thousand bins across our foreshore, reserves and shopping villages. Kingston has continued to advocate for improved outcomes on the proposed Parkdale/Mentone Level Crossing Removal Project (LXRP). We know many community members would prefer a rail-under-road option, while the Victorian Government has announced that a rail-over-road solution will be used.
