Financial relief during COVID-19
Kingston Council is continuing to look for ways to support the community as we respond to the ongoing COVID-19 crisis. The 2020-21 Budget will bring more financial relief for Kingston families, individuals and businesses bringing Council’s total community economic assistance package during the pandemic to around $12 million.

Rates notices are expected to be sent out in late August, with each property’s share of the overall rates bill determined by its valuation. Higher valued properties pay a greater share of rates than lower valued properties. Council is also working hard to continue to provide essential services and deliver important major projects to improve community facilities despite these uncertain times.

BUILDING KINGSTON Council has been working hard to limit the impact of COVID-19 on its commitment to providing Kingston residents with modern and innovative facilities – with a range of major projects recently completed. We will also be pressing on with a host of projects which will help create jobs and support the construction industry.

In June electronic counters recorded approx. 42,000 people enjoying the recently completed stage 2 Bay Trail (between Mentone and Rennsion Street). Council is now looking forward to completing the final 1.1km section of this longawaited off-road path (between Rennison Street, Parkdale and Nepean Highway, Mordialloc) for pedestrians and recreational cyclists to walk, ride and run along Port Phillip Bay’s stunning foreshore. Works are expected to be completed by end-2020.

Parkdale Yacht Club Works are on track to build a new facility that will serve the yacht club for years to come and open it up for use to additional community groups. The $3 million project will see the new facility being used by the club, Kingston District Girl Guides and Beach Patrol Australia.

Regents Park upgrades Recent improvements have seen a new modern playground facility off Lochiel Ave and the completion of two new netball courts. We are now in early planning stages for the upgraded sports pavilion and tennis courts. A new maintenance/storage shed will be constructed in October/November. Regent Park's new playground is ready to welcome little residents after restrictions are lifted.

GH Soppet Pavilion Works to restore the historic GH Soppet Pavilion at Mentone Reserve are progressing well and are expected to be completed later this year. The new state-of-the-art Corboy Pavilion was finished earlier this year.

Supporting our older residents Many in our community are feeling isolated and lonely during this time. For older residents particularly those who may not have family close by, Council’s aged care services have proven more important than ever. Throughout COVID-19, our AccessCare teams have continued to provide essential services the community relies on. Since March, more than 13,000 meals have been delivered to residents across the municipality, while other everyday supplies like bread, milk, toilet
paper and now masks are also being brought to people’s homes for those who can’t get to the shops. AccessCare teams have also continued providing over 2,600 hours of personal care, shopping and domestic assistance with over 1,800 visits to homes to help out with urgent home modifications and maintenance services, and with safety issues, gardening and emergency repairs. Since restrictions were introduced in March, the AccessCare team has also been making welfare calls and social calls to check in on those who are feeling isolated with almost 4,200 welfare calls made.

COMMUNITY SUPPORT HOTLINE In May Kingston launched a Community Support Hotline to care for our community during the COVID-19 crisis. Working in partnership with a range of local service providers, the support hotline is there if you require emergency food aid, financial assistance, counselling, home support services, family violence support or mental health support service. So far the hotline has received over 200 calls for advice or assistance during the pandemic. If you, or anyone else you know, needs support call the hotline on 1300 653 356.

According to the Ageing is Everyone’s Business: A Report on Isolation and Loneliness Among Senior Victorians 2016, there is strong evidence in the literature that older people who are socially engaged are happier and healthier than those who are socially isolated, and that the socially engaged have better levels of health and wellbeing.

Council awards $1.6 million in grants to Kingston community groups Social welfare groups, schools, theatres and sporting clubs across Kingston will share in just over $1.62 million to continue their great work thanks to our Annual Community Grants.
Kingston’s Community Grants program is all about supporting our local not-for-profit groups and organisations to enable them to continue to provide services, opportunities and activities for all residents in Kingston.

Destiny Care Every fortnight Destiny Care gives out food hampers to a stream of residents in need from their base in Dingley Village. They also deliver to local schools to distribute to families. They've provided hundreds of hampers throughout the pandemic and a very welcome chat for many.

Pets of the Homeless Pets of the Homeless runs a welfare service as well but for our fur friends! The charity provides a food bank to help the disadvantaged in the community care for their pets. In July alone, the charity provided around 20,000 meals for pets but relies on donations and grants like these to keep operating.

Kingston’s sporting community will also receive a big boost in the 2020-21 grants with 22 sporting clubs receiving grants this round, including life saving clubs. The Parkdale Gift, now recognised as one of the country’s premier professional athletic events, will receive a grant to help run next year’s Gift. The event attracts top athletes from all over Australia. Organisers say without the support of Council the event's future would be uncertain.
Arts grants funding boost to support local artists during COVID-19 An extra $15,000 in Arts grants funding has been approved by Council to help stimulate Kingston’s creative economy and assist local artists. The additional funds will take the total grants given out to just over $38,000. Council hopes the increase in funding will help local artists and creatives reboot, rebound and recover from the impact of the pandemic. Local musician AKOSIA said all the live gigs dried up as a result of COVID-19 but she still wants to get the music she is writing out there. The singer/songwriter

said the Kingston Arts’ Grant will enable her to continue going to studio sessions and working with producers, so she can put together her first EP. Her single Don't Say can be streamed on Spotify.

Kingston dives into early planning for a new aquatic and leisure centre Kingston Council is excited to be planning a new, high-quality aquatic and leisure centre to meet the current and future needs of our growing community. Due to the closure of our Don Tatnell leisure centre, we’re in the early stages of planning a new centre, and so far we have been: • Benchmarking other facilities in Victoria and across Australia • Interviewing other facilities that have been recently redeveloped to determine key learnings from other projects • Reviewing demographic forecasts for Kingston to determine future community needs • Researching current industry trends in the provision of aquatic and leisure services and facilities • Developing a Kingston Aquatics Facility Plan to guide the strategic direction of service provision in Kingston.
Your health and wellbeing
As part of setting a strong foundation for the planning of the new centre, we are currently undertaking consultation on the Kingston Aquatics Facility Plan. The Kingston Aquatics Facility Plan proposes that Council retains a two-facility model incorporating: • A ‘Regional’ level facility to the north that provides for the greater population needs of Kingston • A ‘District’ level facility to the central/south that extends the provision of aquatic and leisure facilities to a broader population.
Kingston will join forces with a number of other Councils to offer a series of online health and wellbeing sessions during September and October.

Coming soon! Council has been working closely with Scouts Victoria on plans to extend and refurbish the 5th Mordialloc Scout Hall to improve the facilities and make them accessible for all. Council also plans on piloting a green façade as part of the refurbishment. The green façade is a win for the environment by filtering pollutants and carbon dioxide out of the air, as well as helping to cool the surrounding area. The green façade will also help reduce the chance of graffiti.

Seeking MP support on key local issues Kingston Council met with local State and Federal MPs recently to seek their support on a number of key local issues.
A new vision for Kingston City Hall.
Council held an online advocacy event to lobby for funding and support to improve the local area. Topics covered included: Redevelopment of Kingston City Hall Council has a $15 million blueprint to upgrade City Hall in Moorabbin to create a regional creative arts space. The project is ready to launch and would help stimulate the local economy following COVID by creating construction job, demand for local supplies and ongoing arts & hospitality opportunities. Council is seeking funding support from the state and federal governments to launch the works. Kingston’s Green Wedge There are a number of emerging issues in our sensitive Green Wedge that Council is seeking support on. These include delivery of the longawaited Chain of Parks project, a new regional sporting facility at the Delta site, the future of the Alex Fraser Clarinda recycling facility, a proposed recycled water ‘purple’ pipeline, and the future of local golf courses in the region. New Aquatic & Leisure Centre Kingston has begun planning for a new aquatic & leisure centre to replace the old Don Tatnell Leisure Centre which had major structural issues. Council briefed MPs on the project and flagged that funding support requests would be made in the future to support this vital community project.

KINGSTON’S GREEN, OPEN SPACES GIVEN A BOOST A new pocket park is to be created in Moorabbin thanks to a funding boost from the Victorian Government. Funding has also been received to help expand the off-leash dog park at Roy Dore Reserve in Carrum. Council has been awarded close to $1M to help fund the two projects as part of Victoria’s Local Parks Program giving families much-needed green space for recreation and relaxation.
Social isolation has reminded us all how important open green space is for our health and wellbeing and this funding means we can push ahead with the development of a two important local assets for the Kingston community. Council will receive $275,000 to go towards installing new fencing at the off-leash dog park at Roy Dore as well as new seating, paths and planting. Another $700,000 will go towards creating the pocket park in Moorabbin.

Powering our city with green energy We are thrilled to announce that from next year all Kingston’s street lighting and Council’s large buildings across the city will be powered by 100% renewable energy.
The City of Kingston has recently signed a new power purchase agreement that will see our city powered largely by Victorian wind farms for the next ten years. From January 2021 street lighting will be switched over to 100% renewable power, with large building sites rolled over on 1 July – covering at least 80% of Council's electricity needs. The 10-year agreement will also provide Council with price and supply certainty in what has been a volatile energy market.
Sourcing Kingston’s energy requirements from 100% renewable electricity is an important part of our commitment to reduce corporate emissions by a minimum of 30% by 2020 and achieve zero emissions by 2050. The power purchase agreement complements other action Council has already taken to minimise its greenhouse gas emissions including replacing street lights with LED and investing $500,000 to install solar panels on buildings.

Council 2020 elections Victoria is holding local Council elections in October 2020. The City of Kingston elections will be conducted via postal vote – with a voting pack to be sent to all enrolled voters in early October. The voting pack will include information on all candidates in your ward and instructions on how to fill out the voting form. Enrolled voters must complete the voting pack and put it in the mail by 6pm Friday 23 October. The election is run by the Victorian Electoral Commission with further information available at vec.vic.gov.au
Who votes in Council elections: Voting in Council elections is compulsory for all residents who are listed on the voters' roll. Residents on the voters' roll who do not vote may be fined if they do not have an acceptable reason. Please note, changes to state laws mean that this includes residents aged over 70 (who in the past could choose not to vote). You are already enrolled to vote in our next election if you at 18+, live in Kingston and are on the state electoral roll for your current address.
Election results: Due to COVID-19 restrictions, counting of votes is expected to require greater time at this year’s elections. For that reason, the VEC expects that final declarations for all councils may not be completed until 13 November 2020. Results will be posted on the VEC website and on Council’s website at kingston.vic.gov.au/elections
New wards for Kingston The Victorian Government has introduced new wards for the City of Kingston. Previously, Kingston has been split into three wards (North, Central and South wards) with three councillors elected to represent each ward. At this election, Kingston has been split into 11 wards, with one councillor to be elected to represent each ward. The 11 wards in Kingston are: • Bunjil Ward • Karkarook Ward • Caruana Ward • Wattle Ward • Chicquita Ward • Como Ward • Melaleuca Ward • Yammerbook Ward • Sandpiper Ward • Longeach Ward • Banksia Ward
Tackling graffiti Free graffiti removal kits, education for young people, the fast removal of undesirable graffiti and supporting public and street art are some of the ways Council is hoping to better manage graffiti in Kingston under its new Graffiti Action Plan 2020-2025. With the help of the community, Council has developed an updated plan that seeks to find better, more effective ways to manage graffiti across the municipality. Graffiti writers in Kingston also helped shape the Action Plan thanks to funding from the Victorian Government's Community Crime prevention Program. Part of the plan is finding
appropriate locations to facilitate murals by street artists and expanding Public Art projects across the city. Council will also work closely with police to support the investigation and prosecution of graffiti offenders. Chelsea Mural This striking mural which has just been completed in Chelsea by artist Tom Civil is an example of the kind of public art the Graffiti Action plan seeks to support. An opportunity was identified to create a meaningful piece of public artwork in The Strand on the wall of the Salvation Army building as part of Council and the community's long-term vision to “Develop a Plan for Chelsea”. kingston.vic.gov.au | Page 15
