Kingston ready

for COVID-safe dining out

Council is helping local traders embrace alfresco dining in readiness for the easing of COVID-19 restrictions.

We are focusing on practical ways to assist local businesses to expand their outdoor dining options and welcome customers back to cafes and restaurants, while still ensuring they are COVID-safe.

To make the move to outdoor dining easier for traders in these challenging times we are: % waiving Footpath Activities Permit fees for new applications and renewals until 31 July 2021 % waiving licence fees for outdoor dining pop-ups until 30 June 2021 % considering the need for bonds on a case-by-case basis for outdoor dining pop-up licences until 30 June 2021 (on application).

We have a range of options to assist businesses with the shift to predominantly outdoor dining, with local businesses providing many of their own proactive ideas.

Our outdoor dining options in Kingston will include: • helping existing footpath trading permit holders to expand their permits into adjacent footpath areas where appropriate • a streamlined process for businesses to temporarily occupy Council land at appropriate locations including parks and car parking spaces • identifying opportunities for Council-led activation of places to offer whole-of-centre support to be rolled out.

Supporting businesses to recover and rebuild post COVID-19 We know COVID-19 restrictions have had a huge impact on many of our small and large local retailers and other businesses. Council has provided around $12 million in economic support to businesses and the community during this crisis, including commercial rent relief and refunds on health, food and childcare business registrations and footpath trading fees.

We are continuing to look for ways to help our businesses weather this crisis and recover once restrictions ease. If you are struggling, we want to remind you that your business can still apply to defer your rates payments under Council’s Hardship Policy. Businesses on JobKeeper can also apply for a $112.20 rate rebate, check your rate notice for more information.

Butt out before heading out Did you know Kingston’s foreshores, reserves and major shopping strips are now smoke-free zones?

Kingston Council recently approved changes to the local law to ban smoking in parts of the city to reduce the risk of passive smoking and keep our streets, reserves, beaches and bay free of butts.

The changes mean you can be fined if you light-up a tobacco product or smoke an e-cigarette on any local beaches, foreshores areas, reserves and in our major shopping precincts across Kingston. The major activity centres of Cheltenham, Mentone, Mordialloc, Chelsea and Moorabbin will be designated ‘smoke-free areas’ while smaller shopping precincts will be exempt from the ban.

The maximum an individual can be fined is $500 but Council will be taking a proactive, educational approach to the implementation of the new law. Visit kingston. vic.gov.au/smokefree for more information about Kingston’s smoke-free areas.

Council has also extended its commercial rent waiver for commercial tenants in Council buildings until 31 December 2020.

Have you applied for a Business Support Grant?

In September, the Victorian State Government announced a $3 billion commitment to help businesses impacted by ongoing COVID-19 restrictions and to help them prepare for COVID Normal business.

Businesses with a payroll of up to $10 million can receive grants of up to $20,000. Applications will remain open until funds are exhausted or until 11.59pm on 23 November 2020, whichever is earlier.

coming soon The Kingston community has had its say about who they’d like as their Councillors for the next four years.

Kingston now has 11 singlemember wards, which means the new-look Council will have one councillor representing each ward. The Victorian Electoral Commission (VEC) is expected to announce the results of the vote by mid-November and we look forward to introducing you to your new Council shortly after.

Kingston’s foreshore areas are now all smoke-free zones.

Kingston Council has partnered with independent research agency Place Score to conduct a neighbourhood liveability study.

We want to understand what matters most to you and if your neighbourhood is performing well.

The quick survey will help plan Kingston’s future by identifying priority areas for Council investment based on what our community values most in an ideal neighbourhood.

We’re keen to hear what matters most to you, and how you rate your neighbourhood on areas such as: • parks and public spaces • vibrant shopping precincts • community safety • local facilities.

Your feedback will help shape Kingston’s next Council Plan which sets out a 4-year vision for our community.

For example, if the survey shows people in your neighbourhood highly value playgrounds but rate local playgrounds poorly – then Council could look at directing more investment towards improving local playgrounds.

Survey trial success Earlier this year we held a mini-trial of the liveability survey in Clayton South and Highett. More than 200 people took part to share what they love the most about their neighbourhood and what they want Council to prioritise.

Lots of great feedback across a wide range of topics was provided, with some key themes emerging. It was clear the Highett and Clayton South community cares about the quality of their neighbourhoods including: • condition and quality of public open spaces such as street trees, footpaths and parks • natural environment around their home such as greenery and views • having access to locally owned and operated businesses that meet daily needs One of Rod and Maggie’s favourite locations for a stroll is along the Mordialloc Creek.

We’re now keen to hear from the rest of the community to gain a full picture right across Kingston.

Embracing food recycling Congratulations Kingston residents – you are doing a great job recycling your food waste. While it is still early days, our waste processors have let us know we have reduced the amount of waste sent to landfill and green waste has increased by around 15%. These are excellent results, especially with waste in other municipalities increasing with more people at home. We are watching the numbers closely and will keep you posted on the results. Keep up the good work!

Woman of the Year Award Do you know a woman who has made a significant contribution to community, industry or society? We’re seeking nominations for the 2021 Kingston Woman of the Year Award. The annual Award celebrates women who are making a positive difference in our community.
