We’re excited to launch a fresh, new-look KYC for 2020. The changes have been carefully designed to create a more engaging publication, that’s clearer and easier to read – and looks great! We have introduced a larger typeface size for stories and increased the spacing to make the words easier to read. We are using larger imagery to showcase some of the great things that are happening in the community, created new content sections, handy feature fact boxes and have switched to a modern A4 format.

KYC will be distributed seasonally (four times per year), and will be complemented with a new monthly newsletter - so you can get the information you want sent direct to your inbox. Food waste recycling is coming Kingston will introduce a food recycling collection service this year. This means that you will be able to put food scraps into your green-lid garden waste bin – so it can be transformed into compost for re-use. Currently most Melbourne rubbish bins have around 40% food waste. The new Food Waste Recycling Service will ensure tonnes of food waste that would usually be sent to landfill, is instead turned into quality compost.

Swimming Pool Laws Register your pool or spa by 1 June!

The Victorian Government has introduced new laws to make swimming pools and spas safer for everyone. The new laws impact anyone who owns a property with a pool or spa. Kingston has put together some easy-to-follow information to help pool/spa owners understand and follow the new laws. To make sure your swimming pool/ spa meets the new laws follow this

simple process: 1. Register with your local Council by 1 June 2020 2. Have your pool/spa inspected by a licensed inspector & undertake repairs if needed. 3. Lodge your certificate of

Swimming and water safety - vital skills for life With 13km of beautiful beach in Kingston, learning to swim and understanding water safety is essential. Knowing what to do in case of an emergency and having the confidence to stay calm in these situations could one day prove vital. It can be tempting to skip swimming lessons as it starts to get colder, but practice and consistency will continue to build strong swimming skills and help ensure you and your loved ones are safe around water. Swimming is also great for your overall health, and lessons are a great way to

connect with others in your local community. Kingston’s Leisure Centres offer competition-length lap pools as well as dedicated learning pools, and swimming lessons are available for all abilities, aged 6 months – adult, seven days a week. A STRONGER COMMUNITY Council is working hand-in-hand with local groups to grow a more supportive community.

Kingston is home to more than 600 groups making a positive difference in our community Council is proud to partner with them to help build a stronger and more connected Kingston. This vital work by local community groups was given a $1.5 million boost last year thanks to Kingston Council’s annual community grants program. Apply now for: Annual Grants Up to $10,000 available to community groups and organisations for activities that contribute to the social, economic and health and wellbeing of the residents of Kingston. Children’s Week Grants Not-for-profit community groups and organisations that plan to deliver events and one-off activities that celebrate Children’s Week in October are eligible to apply for up to $1,000 to help create opportunities for families and children to participate in activities in their local community. Last year Council was proud to support a range of fantastic local projects including: • Transition Kingston & 3000 acres to develop a new community garden in Mordialloc. (Transition Kingston members pictured left) • Moorabbin Area Toy Library to support children with disabilities

• Beach Patrol Australia’s volunteers to clean up our beaches Arts Grants Funding of up to $5,000 available for individual artists, not-for-profit art groups and organisations across three categories: arts projects, community arts projects and mentorships & residencies.

Applications are now open for groups seeking financial support in the 2020 Community Grants There were also craft activities for seniors groups, social and recreation activities for multicultural groups, equipment for kindergartens, emergency support for those in need … and the list goes on and on! Over 200 local groups were given a well-deserved boost thanks to Council’s annual grants program. It’s just a small way Council says ‘thank-you’ to the many groups rolling up their sleeves to make a positive difference in our local community. Kingston honoured some of its unsung heroes on Australia Day with the announcement of the Kingston Citizen of the Year and Kingston Community Group of the Year Awards. The Awards celebrate the many people and groups in our community that give tireless of their time and talents to help make Kingston a better place. A pillar of local sport A love of netball transformed Helen Hollis from an elite athlete to a key community sport advocate that has earnt her the 2020 Kingston Citizen of the Year Award.

in the region winning 24 premierships over the past 10 years. Helen has also been a strong advocate for local netball, successfully lobbying for extra facilities that have seen new courts built recently in Aspendale, Bonbeach and Chelsea.

Following a celebrated netball playing career, Helen has dedicated the past 20 years to growing the game in our local community and ensuring women and girls have access to top-quality facilities.

A warm Christmas for all While many of us enjoy time with family and friends at Christmas, for some it can be a lonely time of year. But the Chelsea Community Christmas Lunch provided a warm welcome and delicious lunch to share for those in need.

Helen founded the Edi-Asp Eagles Junior Netball Club in 2003 followed by the Edithvale Aspendale Netball Club 2009 – which has become a powerhouse

Thanks to the group’s efforts, around 140 people enjoyed good food and good company at Christmas this year. They also received a gift hamper with a host

of food and essential toiletries to enjoy. The community event was sparked by local children who wanted to do something to help those less fortunate in the community. Their parents took up the challenge and the Chelsea Community Christmas Lunch group was born with volunteers offering to serve, decorate, wrap gifts, transport guests and even perform musical items on the day. Changing Places Facility Peter Scullin Reserve As part of both Council’s toilet strategy and regular improvements to local parks, a new, accessible toilet facility will be installed at Peter Scullin Reserve. public toilets while using the popular Peter Scullin Reserve and Mordialloc foreshore.

Parking Management Policy Our city is growing and a key issue facing a growing population is parking. The City of Kingston is proud to present our premier event, the Mordialloc Food Wine and Music Festival. Held over two days, Mordi Fest features non-stop music across four live stages, showcasing local and international artists. A huge line-up of acts – including headliners Youth Group and Dragon – is set to draw thousands to the seaside hotspot for two days of fabulous entertainment. Mordi Fest’s lineup also includes crowd favorites Geoff Achison, Hobsons Bay Coast Guard, Jaguar Jonze, Press Club and Feelds. Festival goers can enjoy the sights and sounds of the main Pier Stage, the Beach Stage, Jam Café and the Freeza Chill-out Zone, an alcohol-free area for those who need a quick breather from festival chaos. This Girl Can This Girl Can Week is a state government initiative dedicated to encouraging more women to get active, give new sports or activities a go, or return to activity after a break. This Girl Can Week is taking place from 23-29 March and we’ll be running a range of free activities, classes and seminars for women for the entire month of March. Research shows that women worry about being judged when they exercise, and often are too embarrassed or intimidated to exercise in public. This Girl Can is about just getting involved – no skills needed! You could go for a walk along the foreshore, try a new class or gather some friends for a hit of tennis. It doesn’t matter how you look, or how sweaty you get – it’s just about getting involved. Bushfire relief Like so many in our community I am devastated to see the effects and destruction caused by the bushfires. I would like to thank all emergency and welfare services professionals and volunteers who have dedicated their time and efforts to protect and support those who have been impacted. Council has been working very closely with other local councils to establish a database of council staff able to support the relief and recovery efforts. We have deployed staff to assist with emergency communications in Towong Shire Council and have additional staff and other resources on standby to assist when and where necessary. A number of our staff are volunteers with emergency service organisations such as VICSES, CFA, Red Cross and the ADF and are doing incredible work. I thank them all for their efforts. I am proud to witness how we Victorians pull together to support bushfire relief efforts and am pleased to let you know that Kingston will be waiving the Council facility hire fees for bushfire fundraising efforts by community groups. We will also be donating the entry proceeds of Mordi Fest and the proceeds of all wine sales from our Moorabbin Pop Up Bar to be shared equally between Wildlife Victoria and Zoos Victoria. In addition, we will be allocating $50,000 to a recovery project, such as a new playground or community facility, to be determined in consultation with Towong Shire Council that will be a lasting legacy in that community.

Elder Street South Reserve Consultation Elder Street South Reserve is a very large (over 4 hectares) former landfill site in Clarinda that has been rehabilitated and is now ready to be turned into a park for the benefit of the community. What an awful start to summer with the tragic fires in eastern Victoria and southern NSW. Our thoughts and practical support must remain with those directly impacted beyond the initial outpouring of help. It will be over the coming months and years that these individuals and communities will require physical, financial and emotional support. I’m pleased to see work has finally started on rebuilding the Parkdale Yacht Club. This project was progressed by the previous Council however for a number of reasons the project has faced a series of delays. However as they say, better late than never. Please don’t forget to take extra care when using Beach Road between Mentone and Mordialloc, as I am concerned the temporary road markings combined with the ongoing works on the path could combine to create a potentially dangerous situation. It’s Kingston’s traditional festival time with the Mordi Fest and others coming up, however there’s a couple of events not run by Council that have gained great local support. The Mordialloc Carnival held over the Christmas New Year period and early February sees the Parkdale Gift held at Gerry Green Reserve. I’m delighted to be working with the organisers of both events to help deliver a great experience for residents. Finally, our draft Housing Strategy is nearly ready for review. Councillors are yet to provide their input prior to the final draft going back to you for further comment. I am also going to be running community discussions on my Facebook page, check that out if you would like to be involved.

Welcome to 2020 and I hope everyone had a fun and enjoyable festive season. Christmas Day last year saw the Christian celebration and the Lighting of the Menorah to celebrate Chanukah coincide and it was great to see the hundreds of members of our local Jewish community, led by Rabbi Elisha Greenbaum, who gathered at Hazel Pierce Reserve in Mordialloc participate in this annual event. The hot weather is now with us and while I ask everyone to remember the elderly and more frail members of our community I want to also stress the importance of the needs of our young children particularly if they are in motor vehicles. Of course many young ones will be starting school or kindergarten and this brings the hazard of school ’drop offs’ and the need for all motorists to be vigilant and take more care around school zones. The horror start to 2020 and the effects of recent bushfires will be with us for many years, and like all my colleagues we are reaching out to provide support to some of the areas in need, particularly Towong. Our communities and service clubs and aid agencies have responded magnificently. People respond in a variety of ways and whilst the physical and material components can be replaced or repaired the emotional impact and loss of life cannot. Council will soon begin the first stage of our new ‘food organic waste’ and rubbish recycling program. The long-term benefits are important so please support it.

What are we doing about climate change? Disastrous bushfires have cast a pall over the New Year. Council will give $50,000 to assist a burnt-out shire to whom we have seconded a staff-member to help with media. As well, we will contribute to efforts to save endangered species now threatened with extinction by habitat loss. The fires have highlighted the need to address the cause of the climate change scientists have been warning for decades are exacerbating these natural disasters and have prompted international criticism that Australia is not doing enough. Following similar motions from other Councils in the South East Climate Change Alliance, Council has resolved to declare a Climate and Ecological Emergency - on my motion. Council will develop an action plan to ensure that we do our share, along with State and National Governments, to curb the emission of greenhouse gases that is fuelling climate change. I hope this means we consider the climate impacts of the various development and infrastructure projects that are approved in Kingston. The motion sets out to ensure a Net Gain of trees, by replacing every tree removed with three trees, and for a twofold increase in native vegetation. Yet State Government is beginning work on the Mordialloc Freeway, which is designed to attract another 48% of traffic onto Kingston’s roads and has already removed 12 ha of native vegetation, including up to 1000 trees in its path. A lot more greenhouse gases, a lot less of the trees that naturally sequester CO2. I don’t think enough consideration was given to the climate change impacts of the freeway, despite some residents citing the rise in carbon emissions in their objections.

Mentone Reserve Pavilion Works on the new state-of-the-art Mentone Reserve Pavilion are complete, with sporting clubs now using the new facility. The pavilion incorporates an innovative solar chimney which will also assist with fire safety. It has been designed in conjunction with RMIT and thought to be a world-first. The chimney harnesses natural ventilation to regulate the temperature of the building and also radically increases the amount of time people have to escape in the unlikely event of a fire. Conservation works to

restore the historic grandstand have commenced and are expected to take six months to complete. The new pavilion includes top-quality facilities for both male and female athletes that will serve our community for years to come. The project also includes: • increased space and number of change rooms and amenities to support female participation • increased social room space • larger undercover spectator area and first floor viewing deck.

Welcome to the new Edithvale Lifesaving Club Kingston Council and the Victorian Government have partnered together to deliver a new $4.9 million Edithvale Lifesaving Club. Level Crossing Removals The crossing removals in South Ward are underway and while this will cause major disruption throughout year, the end result will be really positive for our local area. This year, plan your trips ahead and give yourself plenty of extra time. Privacy Screens for Carrum Since September 2016 Carrum residents were assured that the elevated station would include privacy screens to protect their residential privacy. This was clearly advertised in brochures and repeatedly stated by LXRP representatives right up until August 2019. In August a brochure without privacy screens was released to the public. Privacy screens are required since the station has been elevated and relocated 250m into a residential area, impacting on privacy, security and safety. There are minimum standard guidelines for screens, set by LXRA, which have not been followed. Other rail corridors structures are abiding by, and exceeding, these guidelines. Our Carrum residents do not deserve to have their privacy infringed. A petition from twenty-two affected properties has been submitted to Sonya Kilkenny and LXRP calling for the privacy screens to be reinstated. We have also submitted to the Public Transport Ombudsman. We are simply asking for privacy screens and hope common sense and fairness will prevail.

Chelsea Twilights Chelsea Twilights is a special event series offering free and low-cost evening activities in Chelsea during the months of February and March. Events will be held in a variety of locations around Chelsea and with movies, food, games, music, trivia, book club and fitness activities on offer, there’s something for everyone. Chelsea Library will be open until 9pm every Tuesday during Chelsea Twilights, hosting a number of events including music, trivia, movie and games nights! Edithvale Life Saving Club We were incredibly pleased to hand over the keys of the new Edithvale Life Saving Club last month.

Australia Day Awards I had the honour of celebrating Australia Day with over 500 of our community members including 100 new Australian citizens, Australia Day Award nominees and winners, and their very proud family and friends. The Australia Day Awards recognise remarkable people making a significant contribution to our community. I extend my congratulations to our Citizen of the Year, Helen Hollis for her important work as a key community sports advocate. The Kingston Community Group of the Year Award was presented to the Chelsea Community Christmas Lunch who brightened what can be a lonely time of year for 140 people in need. You can read more about our winners and nominees on page 6.

International Woman’s Day I invite you to join us at our International Women’s Day Celebration on Friday 6 March to recognise and celebrate leading women in our community. A bright future for our youngest community members Kingston is committed to reducing its impact on the environment. As part of this focus, Council is installing solar panels on key Council buildings in an effort to help achieve a 30% reduction in corporate emissions by the end of 2020 – a target of Kingston’s Climate Change Strategy 20182025. The new 60Kw system recently installed at the Edithvale Family & Children’s Centre is estimated to save Council almost $15,000 a year in energy costs. The high usage of the site during the day means that almost 100% of the solar power produced will be consumed onsite, reducing the need for the centre to buy electricity from the grid. Kingston is also generating around 25% of its own energy annually at the Carrum Family and

Children’s Centre, Patterson Lakes Community Centre, Cheltenham Library & Community Centre and Aspendale Senior Citizens Club as a result of new solar systems. Building Kingston Council is committed to providing Kingston residents with modern and innovative facilities. Here’s just a taste of some of the many projects currently underway across Kingston. Jack Grut Pavilion – Stage 2 Council is using modular design and building to provide a new, upgraded sporting pavilion with minimal impact on the clubs and surrounding residents during construction. Parkdale Yacht Club Redevelopment Works to help meet the needs of the yacht club for years to come and open it up for use to additional community groups have begun. The $3 million project will see the new facility being used by the club, Kingston District Girl Guides and Beach Patrol Australia.

New youth services space at former Masonic Hall Works are underway to restore the former Mordialloc Masonic Hall to create a new home for Kingston Youth Services.

Dales Park Pavilion A new state-of the art pavilion and warm-up court is currently being constructed to complement the recently upgraded facilities at Dales Park.

Applications for 2021 kindergarten places opening soon Applications for four-year-old kindergarten places in Kingston in 2021 will open soon. Council offers a central enrolment scheme, which covers 27 local kindergartens and ensures a fair allocation process based on a series of set criteria, including residential proximity and prior connection to the service. Parents can nominate their three preferred kindergartens. Last year, 97 per cent of families received a place at their first choice of kindergarten. Applications for the 2021 first-round allocation will be accepted from 1 May to 30 June. All applications that meet this deadline will be included regardless of the date they are received. To be eligible for funded four-year-old kindergarten, children must turn four by 30 April in the year they start kindergarten. PET EXPO Join us for a fun filled day out for both two and four-legged family members at Kingston’s Pet Expo. This FREE event is held on Saturday 4 April from 10am 2pm at Kingston Heath Reserve, Cheltenham (across the road from DFO). Pet registrations April is pet registration time. All cat and dog owners are reminded to renew their pet registration by Friday 10 April, to ensure they are reunited with their furry friends if they are lost or run away. Each year our Local Laws Officers collect hundreds of lost animals and we were able to reunite 100 per cent of those animals that were properly registered last year. Pet registration fees also fund: • off-leash dog parks and dog exercise equipment • services to remove wandering and aggressive dogs from the streets, so you and your pet can walk in safety • services to deal with nuisance problems like barking dogs, cat trespass and abandoned animals • control of dangerous, menacing and restricted breed dogs so they do not pose a threat to the community • monitoring of animal welfare standards in pet shops, kennels, catteries, breeding and training businesses.

Just a reminder that foreshore winter dog restrictions will be in force from 1 April until 31 October – allowing more time for dogs to be exercised on Kingston’s beaches.

• Mentone, Parkdale and Mordialloc (Plummer Rd, Mentone to Bay St, Mordialloc) • Aspendale, Edithvale, Chelsea, Bonbeach and Carrum (Mordialloc Creek to McLeod Rd, Carrum).

Owners are reminded that all dogs must be on leash until they reach the sand area and must remain under effective control at all times. Dogs are not permitted at any time in the ‘no-dog zone’ designated between Bay Street and the Mordialloc Pier. The no-dog zone includes the sand, foreshore reserve and the Peter Scullin Reserve.

Council reminds dog owners that they must carry a device (e.g. a plastic or paper bag) to pick up after their pet at all times while they are out and about. People who fail to produce such a device if requested by an authorised officer, or who fail to pick up after their dog could face an on-the-spot penalty of $148.
