New Councillor declared for Melaleuca Ward In August the Victorian Electoral Commission (VEC) declared the results of the Kingston Melaleuca Ward by-election, however also announced it had referred the results to the Victorian Civil and Administrative Tribunal (VCAT) due to concerns over potential voting irregularities. The VEC declared Nikki Kaur as the winner, with Cr Kaur immediately taking the oath of office to serve as Councillor. The VEC will refer matters to VCAT to ensure the integrity and validity of the election. Cr Kaur, who has lived in Kingston for almost two decades, volunteered extensively in the community and brought skills from her professional background in both IT and OHS. Council has worked closely with the VEC to ensure all correct procedures are followed. At the time of printing there had been no further VEC advice regarding the VCAT hearing timing or outcomes. Any future updates will be published via vec.vic.gov.au New Melaleuca Ward Councillor Nikki Kaur with Mayor Cr Georgina Oxley.

I always love the arrival of spring in Kingston. There’s something special about seeing our parks, beaches and local shopping strips come to life again as the days get longer and people head outdoors to catch up with friends, enjoy time with family and make the most of where we live. One of the things I’m most proud of is seeing our neighbourhood spaces become even more welcoming places for people to connect. Across Kingston, we’re delivering projects that provide lasting value while making our city an even better place to live. If you’ve been to Heights Park, Chelsea Heights recently, you’ll have seen its exciting transformation. With a new playground, picnic facilities, seating and shelter, it’s becoming a wonderful place for local families to play, relax and spend time together. At The Strand in Chelsea we’ve added creative lighting through the trees and, along with the existing mural, and colourful projections have created a welcoming atmosphere after dark,
LONGBEACH
AND CARUANA encouraging people to stay WARDS a little longer and support local businesses. We’re also making it easier for more people to enjoy one of the things people love most about living here. New beach access mats at Chelsea, Mentone, Aspendale and Mordialloc are helping more people reach the water’s edge and enjoy our beautiful coastline. I’m also excited to announce that Chelsea will host a mural festival in 2028, adding even more colour, creativity and vibrancy to our community. Whether it’s Spring Fair, other community events, Australia Day celebrations or simply sharing local stories, it’s these moments that bring us together and make Kingston such a wonderful place to live, work and play. I hope to see you out and about enjoying everything Kingston has to offer this spring.

Everyone should be able to enjoy a day at the beach — including getting right to the water’s edge. For many people, however, soft sand can make that last stretch a challenge. Our new accessible beach paths are helping to change that! I was delighted recently to help launch the paths which were trialled in Aspendale. The success of that trial has allowed for a further rollout, and the durable pathways are now at Mentone, Chelsea, Mordialloc and Aspendale. With summer not far off, it’s a great time to make it easier for more people to reach the water and enjoy our beautiful beaches. Following community consultation, which heard from more than 600 residents, we’re planning to strengthen how we recognise Australia Day. At the heart of it will be celebration of community connection, local pride and togetherness. Across Kingston, and certainly here in Yammerbook Ward, there is a lot to be proud of and plenty of ways to connect with each other. Our beaches, parks, sporting venues and, of course our community centres and groups contribute to connected, healthy neighbourhoods. Aspendale Gardens Residents Association, for example, is an important local hub. I’m looking forward to their dog show and community day on 28 November. Save the date and I’ll see you there. We are replacing the two existing shelters at Lake King Circle Playground in Waterways. Existing trees, BBQs and picnic tables will be retained. It’s great to see work being done in time for the milder weather.
Many stories. One community. We’ve been chatting with community members about the people, places and traditions that make them feel connected to their community and proud to call Kingston and Australia home. The places and activities where people interact and the beautiful open spaces where they can spend time to enjoy nature are top of the list so far. The renewed focus on community connection, local pride and celebrating what brings us together comes as we celebrate Australia Day. Following extensive community consultation which attracted feedback from more than 600 of you, we’ve endorsed a range of initiatives reflecting the community’s desire to celebrate Australia Day in a way that brings people together and highlights the best of Kingston.
I feel proud when we celebrate our diverse land and people and I’m proud of the volunteer spirit that represents the best of the Australian identity.
Throughout this edition of Kingston Your City you’ll hear from locals about what makes them feel connected to and proud of, where they live. And we’d love to hear from you! Jump onto yourkingstonyour say.com.au/many-stories and let us know.

We’re saying no to a glass-only bin Earlier this year, we joined a growing number of councils raising serious concerns about the State Government’s plan to introduce a separate glass recycling bin for households. A recent survey has shown almost 25,000 people across Victoria are
opposed to a fourth, glass-only bin. The survey data has been taken to the Victorian Government and the opposition, and we are calling for an extension on the glass-only bin deadline, expansion of the Container Deposit Scheme (with a review of its effectiveness) and a release
of the business case for kerbside glass recycling. The planned purple bin would cost nearly $3m to implement, with the evidence so far showing it doesn’t work to improve recycling outcomes. kingston.vic.gov.au | Page 3

Great news on the land next to the Mentone Heritage Station Gardens! Council has unanimously voted to formally lodge an in-principle offer to the State Government to purchase the land or pursue a long-term lease for community use and public open space. Importantly, this doesn’t commit Council to purchasing the land. Any future acquisition would come back to Council for a separate decision, including consideration of costs and funding. Given the site’s heritage significance and prominent location, I think it’s important Council has made its interest clear and secured a seat at the table before any future disposal decisions. I also want to acknowledge the Friends of Mentone Station & Gardens, Stop The Tower – Save Mentone, and the residents who have worked so hard to advocate for this site.

WARD I’m very excited that Balcombes has now opened at the Mentone Heritage Station – a fantastic collaboration between Applehead Deli and Mates Bar. I’m sure it will bring more people into Mentone and benefit surrounding businesses. On this note, the impacts of last year’s devastating fire continues, so please keep supporting our shops, cafes and restaurants. It makes a real difference to business owners and their staff. I’ve previously mentioned the trial to improve traffic flow on Balcombe Road. The first stage, the 12-month trial closure of vehicle access to the Woolworths car park from Balcombe Road, has now been in place for a couple of months. Thanks for your patience adjusting to the changes. Council will monitor the impacts prior to deciding next steps.
Volunteering connects me to other volunteers and my community, and allows me to help homeless members. It also lets me see how great this community is. People always respond to our calls for help.

HEALTHY COMMUNITY
Just look at it now! The 50m pool tiled and almost ready to be filled.
If you’ve been following the construction journey, you’ll know just how much has changed. More than 40,755 tiles have now been laid in the 50m pool transforming it into one of the most recognisable features of the new centre. Excitement is huge! To celebrate this milestone, we challenged the community to guess how many tiles had been used. Many of you joined in the mathematical fun. Thanks to everyone who took part!
Construction is progressing well across the entire facility. Over the coming weeks, crews will finish flooring in pool halls. Installation of the IT network and smart building technology is also underway. Work will continue on the reception, café and foyer, equipment installation and landscaping and car park. Towards the end of the year, all four pools will be gradually filled and heated in preparation for opening in early 2027.

Expert help to age well at home For many older community members, remaining independent in their own homes is central to wellbeing. Familiar surroundings, neighbours, and the freedom to set their own daily routines all contribute to quality of life. Our in-home support allows older people to lead full and vibrant lives, with help – from cleaning, right through to complex nursing and respite care – when needed.
There’s plenty to enjoy. I catch the train from Mordialloc to the library and I walk 5 kilometres by the creek often.

Social connection matters too. Isolation, linked to poorer overall physical and mental health, can creep up quietly, especially for those who no longer drive, or who live further away from loved ones. We run a community bus service for clients with regular outings such as bowling, lunches, movies, and day trips – an easy way to connect with old friends and make new ones! Our Social Links program offers an alternative way to build connection, matching clients with a dedicated volunteer to enjoy an activity and a chat.
We are here to help! Whether you are considering support for yourself or helping a parent weigh up options, know that maintaining independence doesn’t have to mean going without support. Check out AccessCare’s in-home flexible, responsive support, designed for the individual. For more information:

BANKSIA WARD
The celebration of community connections and being Australian is woven into the fabric of who we are and one of the best representations of this in our patch are the local volunteers of the Carrum Coastguard, SES, Bonbeach and Carrum Lifesaving Clubs. Another matter to celebrate and which has finally progressed is on the derelict Berkeley Living nursing home site in Patterson Lakes, long advocated and campaigned on by former councillor Cameron Howe, which has now reached the Supreme Court. The Supreme Court has made the decision the land should now be sold and is an excellent result. Council will now continue to advocate for the building’s demolition to better position for safety and future redevelopment. With the November election approaching, Council is advocating to State Government candidates for funding across key local priorities. Current advocacy priorities include: Bonbeach • YCW development to revitalise the sporting facilities • Shared user path from Royal Road to Parkway • Crown Road reconstruction Carrum • MacLeod Road congestion near Station Street and Aldi • Kananook Creek pedestrian bridge upgrade • Patterson River Masterplan to create a better and safer amenity • Patterson River Sculpture Trail Patterson Lakes • Thompson Road congestion around the freeway Together, these projects represent more than $20 million in community opportunities. And while Council speaks to State Government candidates the community at all times has a voice and Your voice will have help shape what happens. One of the ways to be heard and be effective is visiting Your Kingston Your Say on the Kingston Council website.

We’re working to improve access and safety across Kingston’s shared path network, so it’s great to see the first stage of the Edithvale Road upgrade now complete. As many of you may have seen, the new works have connected the shared paths on either side of the Edithvale-Seaford Wetlands Education Centre car park entrance, with accessible crossings, drainage improvements and solar lighting. And there’s more to come. I’m delighted that plans are underway to tender
for the second stage of the project, with construction of the wetlands boardwalk planned for next year. The boardwalk will run on the south side of Edithvale Road, between the Wetlands Education Centre car park at one end and the bird-viewing pavilion car park at the other, with handrails and path connections at both ends. It will link to the existing shared path network and provide a safer pedestrian and bicycle route, which is currently prone to flooding in wet weather.
SANDPIPER
WARD I’m looking forward to seeing the boardwalk take shape next year. It will be a lovely addition to the path and a great way to experience the wetlands. If you haven’t visited The Hide, run by the fantastic volunteers at the Friends of the Edithvale-Seaford Wetlands, it’s a wonderful way to discover more of what’s in our beautiful community. It’s open Saturdays and Sundays from 1pm to 5pm.

explained THE VICTORIAN GOVERNMENT HAS INTRODUCED MAJOR CHANGES TO THE STATE’S PLANNING SYSTEM WHICH IMPACTS THE WAY NEW HOUSING DEVELOPMENTS ARE ADVERTISED, CONSIDERED AND APPROVED. The changes include removing public advertising, community objections and local Council approvals. Many changes impact all of Kingston for any new single homes, two-dwelling developments, townhouses and apartment buildings up to six storeys. There are also additional changes in Victorian Government Activity Centres (Moorabbin, Mentone) plus in Suburban Rail Loop precincts.
The State Government introduced the Better Decisions Made Faster Act 2026 to streamline planning approvals and support increased housing density in areas close to public transport, jobs and services. Read more at

Reduced standards for landscaping, car parking and privacy in some developments Poorer sustainability outcomes
We worked with our local community over many years to develop local policies that can address the housing crisis and take a fair share of growth while also protecting our local character and environment. We are worried these changes have gone too far.

The transformation of Namatjira Park is underway! With the outdoor gym already completed, preparatory works for the next stages have started. Nothing says progress quite like arriving with an excavator. Later this year, upgrading of the multisports fields, construction of the new skate/scooter/BMX facility and the new pavilion will begin. Next year, the active play zone and landscaping are scheduled, with the whole project due to be completed by mid-2027, weather permitting – in Melbourne that’s Council-speak for “fingers crossed”.
It will be fantastic to finally see the longawaited revamp of this important community space taking shape. I have mentioned our Put Kingston First campaign, where we’re advocating to candidates in the upcoming Victorian State election for funding assistance for important community projects. I’ll be playing my part in talking to candidates about Namatjira’s improvement needs. But don’t leave all the pestering to me. With an election approaching, candidates will develop a fascination with local parks, sporting clubs and train stations — so make sure you tell them which projects matter to you.

WARD Pick up a festival program at your local library or community hub, or visit kingston.vic.gov.au/ seniors-festival Our leisure centres, community hubs, libraries, theatres and our beautiful parks and open spaces offer countless opportunities to recharge and connect with others, making Kingston such a great place to live and work. I was away for Highett’s special Neon lights event and hope that it was enjoyed by all. Look out for Highett’s Tunes and Tastes event on Saturday 24 October. It was an incredible event last year. I’d love to see you there. Our thriving shopping strips with their mix of shops, eateries and bars add to the energy and liveability of our community. Whether it’s during Seniors Fest, or just an average weekend, I urge you to get out and enjoy your neighbourhood.
FAMILIES
Promoting safer streets around schools We have launched a toolkit to help other local councils and schools across Australia create safer, more welcoming streets around schools.
Fun at the local Family Day Care.
Top quality education and care
Developed from five years of experience delivering School Open Streets programs, the toolkit shares how small changes could have a big impact on local communities.
From play-based kinder at our Families and Children’s Centres to small-group, home-based Family Day Care, we offer exceptional early education and care to suit every family. Our three centres at Carrum, Edithvale and Parkdale offer flexible Extended Day Kindergarten, delivered by high-quality educators in engaging play-based environments. We also offer Long Day Care for babies, toddlers and young children. Family Day Care is a trusted alternative to the larger childcare centres and is ideal for families seeking smaller settings and a bit more flexibility. Delivered by qualified educators, who are supported by the City of Kingston, Family Day Care offers high‑quality education and care in nurturing home environments for children from infancy to school age. Whatever type of early education and care your child needs, we are here to help and the good news is there are currently vacancies. Find out more at kingston. vic.gov.au/childcare-andkindergarten
Inspiring day of professional development

Our sector-leading Grow Together Early Years Conference 2026 was another great success. Held at Kingston City Hall, 267 early childhood professionals attended this full‑day event, hearing from experienced practitioners on everything from safeguarding and inclusion to educator wellbeing, neurodiversity and reconciliation in action. Thanks to everyone who took part.

As a Kingston resident for almost two decades, I am incredibly proud to have been elected to represent Melaleuca Ward. Community has always been important to me. Over the years, I have volunteered with a range of community groups, Monash Children’s Hospital and school councils. These experiences have given me a strong connection to the people, places and organisations that make Kingston such a wonderful place to live. I am enjoying learning more about the opportunities and challenges facing our community and am looking forward to the work ahead. Having been a keen observer of Council, I am excited to now play my part in planning and delivering projects and services that will make a genuine difference. My priorities will be practical and community-focused — working collaboratively, listening to residents and ensuring Council delivers value for money, with your rates spent responsibly

MELALEUCA
WARD and where they can have the greatest impact. Melaleuca Ward has such beautiful open spaces and coastline, fantastic community groups, volunteers, local businesses, sporting clubs and so much more. I feel fortunate to have the opportunity to help protect, grow and strengthen what makes our community special. I have also enjoyed watching the Mordi Aquatic Centre construction in Mordialloc. It has been fantastic to see such an important project take shape to become a valuable community asset. I look forward to meeting more community members, hearing what matters to you and getting on with the work ahead. I’d love to hear your thoughts, concerns, or simply what you love about your neighbourhood.
You can stream movies or even borrow unique items like a thermal camera or bird watching kit from our Library of Things. Celebrating what makes Kingston home I’ve always believed the best local decisions start with listening to the people who actually live here. And when it comes to Australia Day, I think there’s plenty worth celebrating. Kingston is home to families who have been here for generations, new Australians building their lives, hardworking business owners, sporting clubs, volunteers and community groups. We may all have different stories, but we share this place – and that’s something worth being proud of.
Following community consultation, Council has endorsed Australia Day initiatives including providing Australian flags to residents and community groups and grants for local organisations hosting celebrations. I particularly like the idea of getting people out from behind their screens and around the barbecue, at the park, at a local club or simply with the neighbours. Community spirit doesn’t need a committee meeting – sometimes it just needs a sausage, a flag and a few good people! We also want to hear your Kingston stories – the people, places and traditions that make your neighbourhood special – through the

WARD Many Stories project on Your Kingston Your Say. Australia Day is a chance to appreciate what we have and celebrate the people who make this country – and our little corner of it – home. And speaking of our corner of Kingston, the upgraded Snowdon Reserve is another lovely example of community feedback helping make our neighbourhoods better.
For me, the Men’s Shed is a great community, a place to learn or share a skill. Our herb garden is a great link to surrounding residents, who snip the herbs that grow through the fence. I don’t prune those ones back too hard.
