Council has chosen to abandon the planning scheme amendment process for the Mentone Hotel site.

The proposed development required a site-specific amendment to the planning scheme to allow construction of a four-storey building at the site.

Council conducted a public exhibition of the proposed amendment late last year and received over 830 submissions.

The consultation period took place after Victorian Planning Minister Richard Wynne gave authorisation for a planning scheme amendment for the site to be prepared.

Council was keen to hear feedback on the proposal and has now responded to the overwhelming call from our community to reject the amendment.

Kingston’s new Junior Mayor for 2017/18 is Tess Ashley, a Grade 6 Student from Parkdale Primary School who was elected to the very special role by her peers.

Tess, with the assistance of her class members, presented her winning speech in front of 300 peers, teachers, parents and friends.

This year’s topic was based on trends uncovered by the Kingston Resilience Survey that show decreasing rates of students being involved in community volunteering.

Today students presented their ideas on what they believe are the benefits of young people volunteering in the community.

Tess described volunteering as being surrounded by GEMs, not the ones most want or buy such as diamonds, rubies or sapphires but gems that are much more precious and are available every day. She defined this wisdom as being Gratitude, Empathy and Mindfulness. She further stated that the benefits for young people volunteering would be to create a better future for everyone.

Young Citizen of the Year

A VCE student leader has been named Kingston’s Young Citizen of the Year as part of National Youth Week celebrations.

Mayor Cr David Eden announced the 2017 Young Citizen of the Year winner is Finn McHenry, a Year 12 student from Mordialloc Secondary College.

Finn is an active ambassador for his school and has been working hard to: • raise awareness in accepting diversity and multiculturalism by taking a leading role in his school’s RESPECT project KINGSTON’S LANGUAGE LINE People of all languages can now contact Kingston’s Language Line on one number 131 450

• run a peer support group at his school for students to feel safe and accepted • be an active volunteer and a school leader.

Finn’s connection to the local community was so strong he chose to stay right here in Kingston when his family moved interstate, and now lives independently while finishing his final year of studies.

Plans on track for new Edithvale Life Saving Club Edithvale’s proposed new Life Saving Club is one step closer after concept plans were recently approved for the vital community facility.

Council has been working closely with the Edithvale Life Saving Club and Life Saving Victoria over the past few months to develop initial designs for a brand new club building on the Edithvale foreshore. Council is keen to finalise a design that will replace the ageing building, meet the club’s needs for years to come and provide increased views of the foreshore to the community.

A community information night was recently held at the club to present the concept plans and answer any community questions on the project.

The current building is aged and nearing the end of its life, so to ensure the club continues to deliver its important service to the Kingston community, Council, the Victorian Government and Life Saving Victoria jointly committed funding to a new facility on the site of the existing building.

The Edithvale Life Saving club, thanks to its more than 160 members, provides an outstanding service to the community helping keep thousands upon thousands of beach visitors safe each year.

Subject to obtaining the necessary statutory approvals, demolition of the existing building is expected to take place in October/ November 2017, with construction commencing shortly afterwards.

The new facility is anticipated to be complete in time for the club’s centenary celebrations in 2019.

The building will be jointly funded by the Victorian Government ($1.5 million) and Council ($1.95 million). Council has invested significantly in upgrading and replacing local lifesaving clubs in recent years, including the new Carrum Life Saving Club and recently completed Mordialloc Life Saving Club.

Bay Trail update Council has committed to completing the remaining section of the Bay Trail between Mentone Life Saving Club and the northern end of the foreshore at Mordialloc.

In February this year, Council endorsed a plan to build a trail that: • provides the back of kerb option next to the road • minimises vegetation loss • provides 861 car parking spaces which is an overall loss of 43 car parking spaces • sees most sections of Beach Road narrowed by 30cm (to an average of 13.4m), with some small areas narrower to safely accommodate bus stops, indented car parks and car park entrances.

• retains two lanes in both directions between Mentone and Mordialloc as at present

From 27 April – 26 May Council sought community feedback on the plan, and held two information drop-in sessions on Tuesday 9 May and Thursday 18 May 2017 to provide the community with an opportunity to ask any questions.

Council is currently considering all community feedback received. This feedback will inform Council’s decision regarding its plans for the Bay Trail.

Council has released its Draft Budget for 2017/18, allowing us to continue delivering a broad range of services, infrastructure maintenance and new projects that will strengthen our City.

A $58.4 million investment in capital works features a wide range of projects and initiatives to support the Kingston community.

Council has again worked hard to deliver a financially responsible and balanced Draft Budget that complies with rate capping legislation and continues to fund our high quality services and the maintenance of community infrastructure.

We will continue to find innovative ways to contain and reduce costs through efficiencies, new technology and strategic resourcing, without negatively impacting on the services we provide to you.

To help reduce the impact on pensioners, Council will also continue its pensioner rates rebate of $100, which is in addition to the Victorian Government rebate, which is a 50 per cent deduction on council rates up to a yearly maximum of $218.30.

Budget highlights Maintaining vital community infrastructure including road and footpath repairs ($6.7 million), drainage works ($3.4 million) and streetlight replacements ($2.9 million). These vital works are part of Council’s ongoing and significant investment in community asset renewal.

Council’s Draft Budget consultation A community information session was held on Wednesday 10 May to provide further information on the Draft Budget.

The Draft Budget was also exhibited at Council’s Customer Service Centres, local libraries and online from to 28 April to 29 May. A Special Council Meeting will be held on Monday 5 June to consider written submissions. Residents are invited to speak to their submissions at this meeting.

The Draft Budget will be considered for formal adoption at a Special Council Meeting on Tuesday 13 June.

Draft Council Plan sets our roadmap for the next four years Draft Council Plan 2017–21 The City of Kingston’s Draft Council Plan 2017-21 sets Council’s direction for the next four years.

Kingston is a fantastic place to live and work thanks to our beautiful natural spaces, welcoming neighbourhoods and thriving local economy.

The Living Kingston 2035 project in which Council heard from over 12,000 people in 2013, gave a clear picture of how our community wants Kingston to look in coming years: thriving neighbourhoods connected by a network of healthy natural assets and open spaces; strong community networks supported by quality services and facilities, and many opportunities to learn and contribute.

The Draft Council Plan 2017-21 sets out how we will strive to deliver that by: • putting our customers first in all we do • making sure we seek the community’s input before we act • speaking up on behalf of our community on issues that matter to you.

By working together we’re confident we can find innovative ways to balance the different needs in our community while safeguarding our long-term financial future so that your children and grandchildren can live in the Kingston that you know and love.

We commit to working hand in hand with our local community to make Kingston an even better place to live and work. We’ll do this by listening to our community’s many voices, celebrating our strengths and honestly acknowledging our challenges.

Melbourne is changing rapidly and Kingston is facing a growing population with increasing demands for open space, sports grounds, community facilities and transport services to tackle growing congestion.

A key challenge for Council is how to build upon the rich character of our neighbourhoods that we know and love – while accommodating our reasonable share of growth with Melbourne predicted to grow from 4.5 million to 7 million by 2050.

We’re also facing financial pressures while trying to meet growing community expectations. Just like any household trying to balance the whole family’s needs and wants on a budget, Council can’t always fund every project right away.

Instead we have worked hard to put together a priority list of projects and improvements that are spread fairly throughout the different locations, age groups and interests of our very diverse community.

We trust the Draft Council Plan gives our community a great sense of clarity and confidence that your Council has a clear roadmap for the next four years, and beyond, that will serve our community well.

New netball courts for Kingston’S south Four new netball courts will be built in Kingston’s southern suburbs to help meet the growing demand for the popular sport.

Council has been working closely with local clubs that want to co-locate netball courts alongside football grounds to help build stronger community links.

Council recently approved: • two new floodlit netball courts at Bonbeach Recreation Reserve • one new floodlit netball court at Chelsea Recreation Reserve

• one new floodlit netball court at Regent’s Park. Council will also undertake further planning to investigate whether a second court and/or warm-up area can be accommodated at Regents Park.

Netball is booming in Kingston and the new courts are urgently needed.

It’s fantastic to see so many women and girls getting involved in netball and these new courts will go a long way towards meeting that growing demand.

Council has also dedicated $1.6 million in the 2017/18 Budget to implement the first stage of masterplan improvement works at the Dales Park netball centre in Oakleigh South.

Securing open space for Kingston’S future A recent Council decision will see a much loved park in Mentone protected for public enjoyment for years to come.

The Doris Stockton Park at 2-8 Balcombe Road, Mentone, which is on land that currently belongs to VicRoads, will be purchased by Council and rezoned to Public Park and Recreation Zone.

With the Mentone area currently experiencing a shortage of public open space, the decision to acquire the land will ensure that it cannot be sold on the open market to a private buyer who might develop the site.

Although the park is currently maintained by Council, it will now be protected for public use into the future.

The $360,000 purchase will be funded from Council’s Public Open Space Fund.

New loo for Chelsea community New public toilet facilities opened in Chelsea recent to serve visitors to the busy shopping strip.

The new public toilet facility is located directly outside Chelsea Station.

It will open between 6am and 9pm during summer months, and between 6am and 6pm in winter, in line with other public toilets across Kingston.

The facility will be cleaned daily.

A new state-of-the-art Changing Places all-abilities toilet has also been approved to serve Moorabbin’s popular Riding for the Disabled group.

The current outdated facilities will be replaced with a high-quality service with safety equipment, a heightadjustable adult-sized changing bench, tracking hoist system, space for two people and a safer and cleaner environment.

Kingston Council invests $450,000 annually on upgrading/replacing public toilet facilities in addition to the significant costs on cleaning and regular maintenance.

Kingston Council adopted a 10-year action plan in 2016 to ensure public toilets across Kingston are strategically located, provided free-of-charge and improved or replaced where necessary.

Priority public toilets for major works over the next 10 years include: • Bald Hill Park, Clarinda • Dingley Village Recreation Reserve • Edithvale Life Saving Club

Patterson Lakes Library and Community Centre reopen after fire The fire-damaged Patterson Lakes Library and parts of the Patterson Lakes Community Centre are back up and running following repairs.

A closure and major clean up followed a fire that started in the ceiling and damaged the vital community facility in March.

The library, which sustained only minor damage, was repainted and each of the 13,947 books individually cleaned before it re-opened just two weeks later.

In mid-April the Community Centre’s main hall, office and multi-purpose rooms re-opened after a new floor was installed over the Easter break. The section of the centre most damaged by fire is still being repaired with extensive works that could take several months.

Groups impacted by the community centre closure have been temporarily relocated, with most running business-as-usual.

Inner Harbour Jetty one step closer to reality A project to build a new jetty at Patterson Lakes’ Inner Harbour is underway, with Council recently receiving full funding from the Victorian Government.

Funding for Stages 1 and 2 of the project has been received through the Victorian Government’s Boating Safety and Facilities Program.

Council has commenced planning for works, with the new jetty anticipated to be complete by the end of 2017.

The Victorian Government advised in February that it would contribute $499,000 towards bringing the jetty to life.

The jetty will provide much-needed short-term spaces for boats used by

the general public, boost the local economy, help promote Patterson Lakes as a visitor destination and offer space for the Victorian Water Police and Australian Volunteer Coastguard.

The jetty will be located on waterways managed by the Victorian Government and connects to the Harbour Plaza Shopping Centre.

Once complete, the jetty will include: • 11 public boating berths • a dedicated berth for shared use by Victoria Police/Volunteer Coast Guard • jetty with shelf pontoons • a ramp, extra gangway and mooring poles.

Melbourne Water is also contributing $35,000 to the project.

PLANNING FOR A GROWING KINGSTON The Victorian Government estimates Melbourne will grow to 7.7 million people by 2051. Our city can’t keep sprawling everoutwards, so local Councils are faced with the challenge of how to accommodate more people without losing the amenity of our neighbourhoods.

In this ongoing series, Council hopes to respond to some of the common questions raised by the community regarding development and population growth in Kingston. Why are we growing? Why can’t we refuse all new developments? What is being done to manage the growth? How will community infrastructure cope with growth? What are common misconceptions about planning? How can I be kept informed?

Why can’t we just say no to all new development?

Under Victorian planning laws, local councils must consider all properly lodged applications.

Applications must be assessed against the Kingston Planning Scheme, which sets out a wide range of objectives and standards.

Applications for multi-unit developments are assessed against more than 30 objectives including setbacks, site coverage, permeability of the site, open space and many more.

For example:

under car parking requirements multi-unit developments must provide one car park for every 1-2 bedrooms or 2 car parks for 3 or more bedrooms

In the most protected (GRZ3) zone, building heights must generally not exceed 9 metres, approximately two storeys.

It is the planning officers’ role to assess whether an application meets these objectives.

Different housing needs Due to a range of factors – elderly people living longer in their homes, divorce, people marrying later in life, families having less children – we need a wide mix of different sorts of housing both big and small.

In addition to larger family homes, a range of smaller housing options are needed by many people in our community.

Older people may need smaller, single-level easier-tomaintain homes as they age yet want to stay located in their community where they have social networks and connections.

People are marrying later in life, or experiencing divorce, resulting in greater numbers of adults living alone.

The average number of children per family is decreasing and the number of couples without children is increasing.

All these factors have seen the average number of people living in each Kingston home decrease from an average of 2.53 people in 2011 to a forecast 2.44 people in 2036.

Every community needs a mix of housing types to meet the needs of community members who are in different ages and life stages.

Peter and Toula

Chandra* is a single woman in her late 30s with a successful career. She grew up in Clarinda and currently lives with her parents yet is looking to find a home for herself close to the area to stay near her family.

Peter and Toula* spent the past 30 years raising their family in their large home in Dingley Village.

As she will be living alone, Chandra doesn’t need a large family home and does not have time to maintain a garden as she regularly travels for work.

Chandra has recently bought an off-the-plan apartment close to Southland and is looking forward to living close to shops, restaurants and the new Southland train station.

They have been active members of the community with their children attending local schools and participating in local sports clubs.

With their children now grown and moved out, the couple no longer need such a large home to maintain as they plan ahead for their retirement years.

Wanting to stay within the Kingston area they have loved for many years, the couple have recently moved into a newly built townhouse close to Chelsea beach.

Chris and Sarah* were in their early 20s when they began looking for their first home to buy.

Despite having saved a substantial deposit, rising property prices in the area limited their choices.

Mary* had lived in Parkdale for many years following her divorce. Yet at aged 70, Mary no longer wanted the cost and effort associated with maintaining a large home.

They purchased a unit that had been built in the backyard of an existing Moorabbin house which included a small courtyard garden.

She greatly enjoyed her regular walks along the beach and had built up a strong social network in the community and did not want to lose that by moving far away. Mary moved into a two-bedroom ground-floor apartment that is small enough for her to manage, but large enough to host visits from her grandchildren.

The property was the perfect size for a first home and the couple lived there for nine years before moving onto a larger family home just around the corner when they were expecting their second child.

NAIDOC Week

2017 celebrates the contributions of all Indigenous Australians NAIDOC Week 2017 runs from 2 – 9 July, celebrating Aboriginal and Torres Strait Islander history, culture and achievements with the theme Our Languages Matter.

NAIDOC stands for National Aborigines and Islanders Day Observance Committee, which can be traced to the emergence of Aboriginal groups in the 1920s that sought to increase awareness in the wider community of the status and treatment of Indigenous Australians.

The 2017 theme of Our Languages Matter aims to emphasise and celebrate the unique and essential role that Indigenous languages play in cultural identity, linking people to their land and water, and in the transmission of history, spirituality and rites through story and song.

This year, the City of Kingston celebrates NAIDOC Week through a partnership with Kingston Arts and Baluk Arts to present Tarnuk Biik – Earth Bowls, which translated from the Boonwurrung language means ‘Coolamon Earth’.

Tarnuks or coolamons are based on Indigenous carrying bowls traditionally carved of wood. The Indigenous artists in the Baluk Arts program have experimented with ceramics as a new material for building coolamons.

The exhibition will showcase over 30 hand-built ceramic coolamons with ochre designs produced by more than 15 Indigenous artists.

Council encourages all residents to participate in the celebrations and activities that take place across Melbourne during NAIDOC Week.

Tarnuk Biik – Earth Bowls opens on Friday 7 July from 6-8pm at G3 Artspace, Shirley Burke Theatre, 64 Parkers Road, Parkdale.

The exhibition runs from Saturday 8 July to Saturday 12 August.

A few case studies: Bayside Aged Care and the Community Visitor Scheme (CVS) The Community Visitor Scheme (CVS) is a government-funded scheme that matches a friendly visitor to a lonely or socially-isolated resident in an aged care facility. Bayside Aged Care, a 40-bed aged care home in Mordialloc that provides care for people living with dementia, has strong ties with the CVS. The home currently has 13 visitors matched with 13 of its residents, providing support, company and connection to the wider community. Visitors are considered part of the Bayside Aged Care family, and often join their resident for their daily activities and meals.

The benefits of developing a bond between the volunteer and resident are most definitely mutual. Dementia can be an isolating condition by its very nature, so maintaining connection to friends and the community is even more important for these people.

Many of Bayside Aged Care’s residents have limited visitors other than their volunteer due to geographical or time constraints of family or friends.

They are currently on the hunt for volunteers who can speak Italian, Russian and Greek, so if you would like to get involved, contact Deirdre Martinz on 8587 0296.

Moorabbin Lions Club The Moorabbin Lions Club runs a number of projects to benefit the surrounding community, including sponsoring Parkrun at Karkarook Park, an annual Youth Of the Year Contest, Peace Poster Competition, fundraising days, working bees, regular book sales at the Kingston Centre, marshalling at sporting events, supporting their twin club in Cambodia, participation in community events such as Clean Up Australia Day and tree planting, and other projects to support people in need.

The club meets on the 1st and 3rd Wednesday nights of every month at the Sandbelt Club Hotel, and welcomes enquiries from anyone interested in becoming a member.

Kingston City Church Kingston Council recently facilitated a new partnership between the Kingston City Church and Parkdale Secondary College to provide students with opportunities to participate in a range of volunteer programs.

The students have gained firsthand experience helping clients in need, including packing and giving out food and hampers, performing administrative tasks and chatting with clients. Students showed a great deal of compassion and understanding towards clients, with both parties benefiting from the experience.

The Kingston City Church will continue to work with local schools to foster the spirt of giving back.

Chelsea Heights Community Centre Chelsea Heights Community Centre is actively looking for volunteers to join their committee.

Volunteer Maddie Race began her journey with the centre five years ago when she ran weekly cooking classes for kids. After noticing the spirit of community was quite apparent, she joined the Centre Committee to actively help shape the services the centre offers and make a difference to the Chelsea Heights community.

From the first meeting, Maddie had an instant sense of community connectedness and the satisfaction of knowing that she would be part of a committee of like-minded members who are all passionate about the Centre and local community.

Victoria’s smoking laws are changing Remember that smoking will be banned in all outdoor areas across Victoria wherever food is being served, or available for consumption, from 1 August 2017.

The Victorian Government passed the Tobacco Amendment Act 2016 in October 2016, which will involve the following changes:

• Smoking will be banned in all outdoor areas at hospitality businesses across Victoria, as well as at food fairs and within 10 metres of a food stalls, and vans, at organised outdoor events (other than food fairs).

• The regulation of shisha tobacco will be extended, so that sale, advertising and use of shisha tobacco that contains any amount of tobacco will be regulated in the same way as other tobacco products.

A media and advertising campaign will inform the public about smoke-free outdoor dining across Victoria.

Kingston Charitable Fund 2017 grants Ten Kingston community groups received over $47,000 at the Kingston Charitable Fund Grant Giving Ceremony on Wednesday 31 May. The Kingston Charitable Fund is a partnership between Council and the Lord Mayor’s Chartiable Foundation. Each year, annual grants are distributed to local not-for-profit organisations that deliver important services to the Kingston community.

The 2017 Kingston Chartiable Fund grant recipients are: • Lighthouse Foundation - $4,500 to develop a local community committee for the Bonbeach home, providing accommodation for young people in need.

• Special Olympics Australia - $1,000 to provide training and competition for children and adults with intellectual disabilities for various sports.

• Melbourne Anglican Benevolent Society Inc. - $2,500 to assist with the cost of providing food and Christmas hampers.

• Jobco Employment Services Inc. $800 to continue operating six social isolation support groups.

• Australian Aircraft Restoration Group - $2,000 to expand its community training and engagement program to include metalwork and manufacturing skills.

• Bayside Community Care Inc. - $5,000 to purchase and install a replacement stove for the community meals kitchen.

• St Augustine’s Outreach Services Inc. - $1,200 to enhance and expand its current programs.

• Pets of The Homeless Ltd. - $750 to expand its website to better engage with stakeholders and provide improved resources and information.

The new fence at Bonbeach Recreation Reserve

New fence for Bonbeach Recreation Reserve Bonbeach Senior Football Club and Bonbeach Cricket Club will benefit from a new relocatable fence that has been installed at Bonbeach Reserve.

The fence, a collective effort by Council and the Bonbeach Football Club, was a necessary addition to provide a safe environment for the playing of cricket and football at Bonbeach.

A temporary fence was previously used, but this relocatable fence has the ability to be moved at the end of the football season to be in the appropriate location for the cricket season.

Bonbeach Reserve’s ovals are uniquely configured adjacent to each other. This long green space becomes three football ovals in winter and four cricket ovals in summer due to ground dimensions and playing requirements for each sport.

The relocatable fence was designed and installed with consultation with the sporting clubs at the reserve who use oval one. Full installation was completed in early April.

Local railway memories of the Caulfield/ Frankston line The Kingston Historical Societies Network recently hosted a fantastic exhibition that showcased Kingston’s rich rail history.

The photography exhibition featured a range of artefacts from the CaulfieldFrankston line, which was first established in 1881.

The collection was drawn from a number of different collections courtesy of the Chelsea and District Historical Society, Mordialloc and District Historical Society and the Leader.

Thank you for all the well wishes I received on the birth of my third child, Lulubelle, our life as a family of five is settling into a manageable routine. I would like to share with you a recent personal experience, namely I how I was singled out for a campaign of public humiliation. More specifically unflattering photographs of me were manipulated and posted to the internet with viewers encouraged to deride me and criticize my performance as a Councillor. I tried to tackle the issue directly, attempting to meet those responsible, to no avail. While comfortable to participate in my online character assassination they had no desire to meet in person and discuss.

The experience reminded me how important understanding cyber safety is for our young people and the role I need to play as a parent in monitoring the use of technology for my children.

In March we ran a parent information night with cyber safety expert Susan McLean and taught approx. 100 parents how to keep children safe online and I am sure more will be offered later in the year. A recent trip to the maternal child and healthcare nurses highlighted my need to be diligent in limiting my children’s screen time. Being such a new phenomenon there are many longerterm implications early use of tablets can have on children’s development that are still unknown.

With the weather cooling down, winter has definitely arrived. Carbon monoxide poisoning can happen in any home or building with gas heating appliances and is not just exclusive to older appliances.

I would also like to encourage drivers to be extra cautious on the road, slow down and pay attention when driving.

Council has finally decided to complete the missing link of Melbourne’s Bay Trail.

In order to fit the 3m wide path next to the roadside we’re proposing to remove some vegetation and slightly narrow the road.

Four lanes will be retained on Beach Road.

Consultants Biosis were commissioned to undertake a report which highlights the Ecological Vegetation Class (EVC) along the foreshore. At the Mentone end, the vegetation consists of Sand Heathland and Coastal Headland Scrub. The Sand Headland vegetation is important, as was more widespread at time of European Settlement and the now more widespread Coastal Headland Scrub has two quality classes.

Heathland is located away from the road verge and near the existing informal walking path. The slightly lower (or subordinate) quality vegetation occurs along the road verge. Importantly the high quality vegetation would be protected in the March 2017 Council proposed back-of-kerb alignment.

To further reduce the impact on vegetation, the current proposal includes 66 indented parking bays which have been located in open lawn areas and around the Parkdale yacht club and kiosk where some vegetation removal is required to maintain existing business.

After 10am on Saturdays and Sundays and during the balance of the week there is little impact on kerbside parking along Beach Road compared to the current kerb and gravel verge parking arrangements.

Council is working to achieve a balance between parking and vegetation loss to deliver a project of regional importance.

New Home for the Chelsea SES Great news! The State Government has announced funding for the Chelsea SES to build a new facility. It can’t come soon enough as the Chelsea SES has outgrown their current headquarters in Bonbeach. Thank you to all the SES volunteers who work tirelessly to keep our community safe. As I write this article the community remains in limbo as to what form the Bay Trail will finally take. In 2016 the community supported a back of kerb option but were never consulted on a detailed design which now includes reduced parking and road narrowing options which have gained little if any community support. VicRoads has also yet to support these detailed plans and have made it clear that their decision will be guided by community opinion.

Better news coming out of the state budget with funding for the Mordialloc Bypass finally confirmed. This long overdue piece of infrastructure will certainly relieve some of the congestion difficulties faced by residents and commuters alike, every single day.

Council’s planned neighbourhood character study is progressing with the firm to undertake the work to be appointed shortly. Together with a housing strategy, our aim is to ensure a greater level of local control over planning outcomes, I also want to ensure that as the review progresses Council explains each step to the community and provides a much clearer picture of how Victoria’s complex planning scheme actually works.

Lack of sports grounds is also a critical issue for Council. If we do not act now to ensure we secure appropriate space for active recreation it will be too late and we will find ourselves in the same situation as some of our neighboring councils.

Bay Trail under attack Unfortunately, misinformation circulated has generated opposition to Council’s plan to complete the backof-kerb Bay Trail to Mordialloc while minimising the removal of foreshore bushland and retaining a separate sandy walking path. Council has provided information sessions and has invited a new round of submissions to understand the concerns expressed.

It is important to understand that narrowing the road lanes to the VicRoads standard – the same as through most of Bayside and Mordialloc - will not in any way compromise road safety. Obviously VicRoads would not authorise Council to use road width standards that are dangerous, nor would Bicycle Network be supporting

our plan if it posed any risk to cyclists.

Some submissions do not value the environmentally significant foreshore vegetation and would like to clear more of it to make way for indented parking.

Some think that providing offsets in Gippsland is good enough.

Council needs to observe our Coastal Management Plan, which requires us “To retain and enhance biodiversity through creating and maintaining strategic habitat.” Council also needs to comply with the Victorian Planning Scheme: for an application considered under the moderate risk-based pathway (such as this) Clause 52.17 requires us to consider “Whether reasonable steps have been taken to minimise the impacts of the removal of native vegetation on biodiversity.”

Council has considered and adopted such reasonable steps in our plan for the Bay Trail.

Bay-Watch Committee

It was great to receive unanimous support for my motion at the recent Council meeting to establish a BayWatch Committee to combat bay pollution. As was seen last summer, a number of Kingston’s beaches were closed due to record bacteria levels in the bay and this is simply not good enough.

In a further endeavour to assist local businesses to grow and employ locally, Kingston will be holding a seminar on ‘Exporting to other Countries’ in the coming months – please stay tuned!

Chelsea Heights Kinder’s 50th birthday Domestic violence in Kingston I was incredibly heartened that Council unanimously passed my motion looking to combat Domestic and Family Violence in Kingston. The motion sought to find areas where Council is falling short in dealing with this issue and looks at ways that Council can improve to ensure that we are providing the best possible support and outcomes for those in Domestic Violence situations.

To celebrate the 150th anniversary of Henry Lawson’s birth, Splash Theatre Company and Chris John present a storytelling performance of Henry Lawson’s most popular comic story The Loaded Dog, an explosive tale about three gold miners and their dog Tommy.

Singer/songwriter Taasha Coates is well known as the voice of multi ARIA Award winning folk-rock darlings The Audreys.

With The Audreys on temporary hiatus, Taasha released her first solo album Taasha Coates & the Melancholy Sweethearts in late 2016. Recorded with fellow singer-songwriter and producer Shane Nicholson, Taasha has found a new voice through her solo material.
