State’s Budget Crisis is tied to CalPERS

ne of the most serious problems facing governments and citizens in the State of California is how to fund the commitments made to employee retirement

Her involvement went deep into many of the tentacles of the Chamber’s organization, from Women’s Leadership Conference, Legislative Summits and CORONA 2020. Yolanda was recognized by the CAL Chamber with the Small Business Advocate of the Year. With Yolanda accepting the appointment, which takes effect immediately, through December 2020; the Chamber met with its officers known as the Executive Committee. Realizing the importance and honor bestowed upon Yolanda, the Chamber accepted her resignation. Mike Ryan who was slated to serve in 2020 has graciously stepped up to take the reins in January 2019. Perhaps a perfect storm when having Mike to step forward, he is poised, organized and ready to Make A Difference in the CORONA Chamber and its sphere of influence!

ationally, homelessness has become an epidemic. The ‘blame game’ can keep many sides busy arguing on the best way to help these fellow human beings. Some homelessness is health related, some are mentally ill individuals, some are on drugs, while others are homeless from financial struggles, and some merely choose to live this way. You do not have to look at San Francisco or Seattle to see how horribly things are developing. Corona shares the problem; homelessness is rampant. As the CORONA Chamber conducted surveys of businesses, we received many concerns from business owners, managers and property management companies concerning this issue. The top 3 worries mentioned in our surveys were concerns for customer safety, the homeless occupying their building’s entry ways, and health concerns caused by public urination, defecation and trash. Each of these problems are common in Corona. Fortunately, CORONA’s City government is very proactive. Under the direction of the Corona Police Department, the H.O.P.E. Team was created 2015 to address the growing needs of the homeless population. The teams’ role is to be the
first responders to calls regarding the homeless and mentally ill. They also regularly seek out and connect with people who are homeless to provide them with options and available services. Additionally, the H.O.P.E. Team assists businesses that are negatively impacted by the issue of homelessness. Businesses and property managers can file a ‘Trespass Arrest Authorization Form’ with the Corona Police Department, providing the officers permission to enter private property and arrest those individuals who are trespassing. The form needs to be re-filed every 6 months, and ‘No Trespassing’ signs must be posted on the affected building/property. The CORONA Chamber and Corona Police Chief George Johnstone are coordinating a seminar to learn about the laws, their property rights, and how to develop plans to preserve their storefronts. It will be held on December XX beginning at XX at the CORONA Chamber office (904 E. 6th St, Corona 92879). This location has been tentatively discussed as an ideal possible location for such an invaluable educational and scientific hub. Encouraged by the leadership of the new RCCD Chancellor, Dr. Wolde-Ab Isaac, the CORONA Chamber hosted a community forum in September where nearly 70 residents, stakeholders, Business leaders/employers, colleges/universities, and concerned citizens spoke out in favor of the Center with the RCCD Board of Trustees. Subsequently, the CORONA Chamber asked all members and stakeholders to contact the RCCD Board members to express our thoughts and strong support. At the RCCD Board of Trustee’s October meeting, the locally-elected Board discussed the concept of building a new academic S.T.E.M. (Science, Technology,
Engineering, and Math) building at Norco College which could potentially house the National Photonics Laboratory. The RCCD Board agreed to continue the dialog and establish parameters for a feasibility study. The CORONA Chamber is proud to be a partner in this endeavor and looks forward to working with the entire consortium, the Naval Surface Warfare Center - Corona Division, the City of Corona, Norco College, UCR, Congressman Calvert’s office, and the RCCD Board of Trustees as this exciting initiatives moves forward. Prado Dam
T
he once beautiful Prado Dam mural of America’s bicentennial which showcased CORONA’s patriotism remains visible from the hundreds of thousands vehicles who travel SR-91 and SR-71. Scorned by weather, it needs to be refurbished— sooner than later! Initially designed and painted by 20 girls and 10 boys from CORONA High School in 1976, the mural has established itself as a Gateway Element to the Inland Empire and
become a part of the cultural significance for Inland Southern CA. Currently, various teams are working to obtain authorization, from the Army Corps of Engineers which controls the dam, for repainting the dam to its 1976 look. A 501-C(3), not-forprofit organization, has been formed to restore the mural. The CORONA Chamber during its recent Washington DC Summit engaged conversation with the US Chamber specific to the desire to restore the mural. Chuck Chaitvovitz, Vice President, Environmental Affairs and Sustainability for the U.S. Chamber is inquiring with the Army Corps regarding the rationale behind precluding painting of the Prado Dam and identifying whether there is an approach to address. The CORONA Chamber is a

Building a Bridge Over the Retirement Gap I
f you’re already eyeing the perfect recliner for your retirement, hold that thought. And you might want to sit down. And start rifling through the ol’ couch cushions for a little extra change… Because here’s a doozy: US women are 80% more likely than US men to experience poverty during their retirement. While Canadian women experience retirement poverty at a much lower 30%, the facts are these: That number is not 0% – for either Canadian or American women. D.C. Summit Recap

he CORONA Chamber hosted its most successful Washington DC Summit yet! For 2018, by the numbers we had conferences and meetings with: Hillsdale College and their Director of Capitol Operations, Matthew Spaulding: Mr. Spaulding is an imminently recognized author and speaker on government policy nationally. Hillsdale College has hosted over 200 members of Congress this year alone at their Kirby Center, which also has a radio studio used by programs that reach over 8 million listeners weekly. We spoke with Mr. Spaulding
about the direction of the economy, emerging concerns for regulation and taxation and ongoing issues on Capitol Hill. Senator Kamala Harris staff liaison Drew Spence provided insight and detailed meeting with him centered around CORONA 2020, additional SR 91 freeway infrastructure funding and related projects on the I-15 corridor including the Cajaclo interchange expansion project, and support for the photonics project at Norco College. As a result of our meeting, Norco College representatives attending our Summit had follow up meetings with other Staff from Senator Harris’s office. Senator Dianne Feinstein staff policy lead Lucy Xiao: we had a detailed and extended meeting with Lucy Xiao and her staff about the success of CORONA 2020 and the Senator’s support of those efforts almost identical to those discussions with Senator Harris’ team. Specific to the Photonic project, Ms. Xiao seemed extremely interested in supporting. Additional discussion was the completion of the Santa Ana River watershed program.
As a result of the meeting, the Chamber staff had a follow up meeting with Senator Feinstein’s senior staff on the Santa Ana River watershed completion which is important to the completion of the Prado Dam project, the 71/91 interchange completion and a number of other projects. The United States Navy and Missile Defense Agency: Led by Captain Eric VerHage, we received an overview of the ongoing operative
partnership between the Naval Surface Warfare Center, Corona Division (NAVSEA) and the operation of the Missile Defense Agency globally. This informative presentation laid out clearly how important the Chamber’s support of the base is in maintaining this key facility in our national defense structure. The United States Chamber of Commerce hosted our Chamber’s Summit for a full morning of meetings, some speakers highlighted earlier, as well: Pepperdine Dean of Public Policy, Pete Peterson gave us a detailed overview of many of the challenges facing the public pension system nationally, in California and in many local
cases. The funding of this system is a critical factor in the financial health of each government agency and the overall economy. Caroline Harris, Vice President, Tax Policy and Economic Development, Economic Policy; Sean P. Redmond, Executive Director, Labor Policy; Chuck Chaitovitz, Vice President, Environmental Affairs and Sustainability. Overall economy, tax policy, emerging labor regulations, and water and environmental policy. The US Chamber is forming a working group on the environment and water policy and the CORONA Chamber will be participating as a key member in that national group. The aim of that effort is to blunt future economic impact from proposals like Waters of the United State which was defeated in the courts after being proposed by the last Administration in 2016. Representative Ken Calvert gave us a strong overview of the last two weeks of the Congressional session and the move to solidify and make permanent the tax cuts passed last year (Tax Cuts 2.0). We had lunch with Congressman Calvert, en-
abling extended opportunities to speak with him, as well Representative Mark Takano stopped by our tables to visit with us.
In addition to these business sessions, we arranged for our travelers: two tours of the White House, a tour of the Pentagon and a tour of the Capitol. A highlight of this trip occurred the prior to our official summit beginning. The CORONA Chamber gifted to our 2017 Chairman of the Board, Don Garling the opportunity to present the wreath at the Tomb of the Unknown Soldier. Don asked Chamber CEO Bobby Spiegel to join him to present this wreath. Both men considered a truly humbling, moving and breathtaking experience. Bobby added “I will forever be grateful to the Garling’s for allowing me to share in this honor, as well continue to respect and thank all our soldiers who protect our freedoms, realizing that some of them do give the ultimate sacrifice.”

nnually, the CORONA Chamber hosts an Executive Leadership Roundtable (ELR) class—which is compiled of leaders and decision-makers in business, service, government and education. Unlike any general skills development program, ELR enrollees have attained skills and positions of leadership and equips them with the knowledge and awareness of those forces and issues that shape our community’s future. Upon graduation and beyond the class project, each class member is expected to utilize the skills and information gained in this program to work and advocate for the betterment of the region. Through facilitated sessions and conversations with policymakers, industry experts, and visionary leaders, each class will get a unique opportunity to dissect and distill the critical challenges facing our city and region, while experiencing a civic leadership framework to enhance personal and professional development. This intensive series of classes and workshops provide the breadth and depth of knowledge and relationships to be effective as an advocate, policy influencer, and policymaker. COMMUNITY SERVICE AWARD CORONA FIRE Justin Ligtenberg
Justin Ligtenberg is an extremely active member of the Corona Fire Department. He is involved in many department programs that benefit the community. Justin Ligtenberg has been a Community CPR instructor for five years and managed the Public Automatic Defibrillation Program for four years. Justin provided recommendations for the purchase, training and installation of AED’s in all the Corona/ Norco High Schools which he hopes to expand into the elementary and middle schools. As the Paramedic Preceptor Program Manager, Justin has developed the program and coordinated Corona firefighter/paramedic preceptors with students from the various college paramedic training programs to provide an optimal experience. Justin is also on the committee that implemented the “Pulse Point” smartphone application in Corona which will allow anyone in the community to respond when there is a need for CPR and provide the location of the closest AED. Through his diligent career planning, Justin was promoted to the rank of Fire Captain in January 2018.
CORONA POLICE Sergeant Adam Roulston Dispatcher Erin Lennox, K9 Raider Sergeant Adam Roulston and Dispatcher Erin Lennox tirelessly worked for over a year to obtain final approval for our department to have its first Facility Dog, K9 Raider. On November 3, 2017, Sergeant Roulston and Dispatcher Lennox graduated from the Canine Companions for Independence with K9 Raider. Shortly after graduation, Adam and Erin started the Facility Dog Program where within one years’ time has had a tremendous impact upon our department and community. Year to date, the team has attended 131 public events, served 31 victim/witness, and has had interactions with over 6,000 children within our community. K9 Raider had an immediate calming effect on a child who was a victim of a parental abduction, and the handling team has provided positive interactions at local schools, hospitals, and with other governmental entities. Through their tireless work and attention to detail, the Facility Dog program not only meet but far exceeded any of our expectations. The program, a first of its kind within Riverside County, has become the focal point for other entities to follow. The positive comments and contacts heard about this special program, county wide, will only continue to grow and forever remain a positive image for our department and community. Adam and Erin have a clear understanding and exemplifies our Mission, Vision, and Values by remaining proactive in our partnerships with the community, and commitment to excel as an organization. Sergeant Roulston and Dispatcher Lennox are both applauded for their commitment to our department and service to our community.
the past 2 decades, the Chamber has had different keynote speakers. This year the Chamber will welcome CORONA’s new Police and Fire Chiefs to share their inspirational messages. With the recent fires, and the quick work with all departments, CORONA is fortunate that no lives were lost, and that minor structural damage occurred. It is due to the quality work from CORONA Fire, CORONA Police and ALL Departments in CORONA. The Chamber also recognizes the importance of other agencies for their contribution and coordination in these fires. The
Chamber will honor all departments from the City specific to the fires. Since its inception, Honoring Our Local Heroes has been focused on Police and Fire. In addition to the recent fires, we understand the dedication and commitment public safety / first responders make to ensure CORONA remains one of the safest cities in America. PEER RECOGNITION CORONA FIRE Steve Wells Firefighter Paramedic Steve Wells has made an enormous impact on the Corona Fire Department over the last thirteen years as a committed member of our organization.
Steve was the Corona Fire Explorer Advisor for eleven years and developed the program into the success it is today. Many of our explorers have moved on to professional jobs in the fire service due to Steve’s dedication to the program and the youth in our community. Steve is also extremely involved in the organization from a technical stand point. Steve launched our original version of the Fireweb and most recently transitioned the department to its newest version. The Fireweb is an on-line internal website the department uses every day and its success is because of Steve’s attention to detail. Steve is also very skilled in formatting. Nearly every form we utilize, Steve has played a role in creating and developing. If a document needs to be created from scratch, or revised, Steve is the person the department goes to. Steve has recently assumed the position of Emergency Medical Services Continuous Quality Improvement Manager and is already making improvements to the program with our integration with the Image Trend reporting software. Steve is also a member of the Training Committee and took on the project of transitioning the training record system to Target Solutions, a robust data system, starting in 2018. Steve has done an outstanding job with this project which will ultimately improve the training delivery and record keeping.
CORONA POLICE Sergeant Skip Shatford The members of the Corona Police Officers’ Association would like to honor Sergeant Skip Shatford with the Peer Recognition award. As the supervisor of Vice Narcotics Intelligence/Gangs and Detectives assigned to several task force positions, Sergeant Shatford consistently goes above and beyond, exemplifying our departments mission of “Excellence in Policing.” Sergeant Shatford has applied his knowledge and experience in developing several of our officers and detectives. These officers are constantly conducting, and accurately documenting, complex investigations that result in significant arrests. In addition, Sergeant Shatford always follows up on leads he receives from our members. Several of these leads have resulted in dangerous criminals being taken off our streets. Sergeant Shatford’s service to our community and association members is much appreciated.

On December 4, 2017, the crew of Engine 7 responded to a structure fire in El Cerrito. While responding, they were notified by Perris Dispatch that a person on a cell phone called and stated he was trapped in his room by the fire. When Engine 7 arrived on scene, they reported heavy smoke and fire on the side of the structure. Captain Chris Douglas led his crew to secure a water supply, pull an attack hose line, and complete a primary search for the trapped victim. He remained calm and in command of the incident, directing his crew to search and rescue the trapped victim. Engineer David Corbett worked with a sense of urgency and purpose understanding that securing a water supply would be important to contribute to the rescue of a trapped victim. Firefighter Connor Drake pulled an attack line and quickly began to extinguish the fire. He worked with efficiency and courage making access to the main body of fire on the side of the structure. The fire
was blocking access and extending into the room where the victim was trapped. Firefighter Matthew Vansant conducted a primary search of the residence for the reported trapped victim. The initial search was unsuccessful at locating the victim. He continued to evaluate the situation, conditions, and the structure. During his continued search, Firefighter Vansant identified a room addition. The room addition had a separate entrance, connected to the main body of the house. He determined this was where the victim was trapped. Access to the room addition was blocked by debris and the other side was blocked by fire. The debris was removed by firefighters on scene, at this point Firefighter Vansant quickly and aggressively made his way to the entry door of the room addition. He entered and searched the room, finding an adult male occupant who could walk with the assistance of Firefighter Vansant and subsequently rescued.
CORONA POLICE Steve Sears Sergeant Steve Sears was hired by the Corona Police Department in July 1990. He quickly became an outstanding officer at the department due to his high level of productivity, activity, and superior wit. Sergeant Sears developed many street level informants while working the streets of Corona as an officer, which led to a vast amount of quality arrests. These arrests and productivity earned him a position on the Special Response Team in 1993. A team on which he served our community until 2011. Sergeant Sears dedication and work ethic also led to his selection as a Field Training Officer in 1995, then as a FLEX Team Officer in 1998. He briefly returned to patrol in 2000, where he worked until his promotion to detective in May 2003.As a detective, Sergeant Sears worked a variety of cases within the Crimes Against Property and Crimes Against Person Units. During his tenure as a detective, he worked several high profile fraud investigations, some of which lasted years for a final resolution. He was assigned the Stolen Vehicle caseload for some time, then finished his time in the detective bureau as a Robbery/Homicide Detective. In June 2015, Sergeant Sears was promoted to sergeant. He returned to patrol as a valued mentor and leader,
and worked in this capacity until he was selected to supervise the Family Services Division. As the Family Services Sergeant, Sergeant Sears oversees the school resource officers, the Youth Diversion Team, and evaluates all special use permits issued by the police department. Throughout his career, Sergeant Sears proactively participated in the continual progress of our officers. He volunteered countless hours of his service as a board member on the Corona Police Officers Association (CPOA), he served as an Executive Board member on the Combine Law Enforcement Associations of Riverside (CLEAR), and served as the CPOA Liaison with the Peace Officers Research Association of California (PORAC). In December 2018, Sergeant Sears looks to retire from our department after over 28 years of service.

has a unique personality that is as pure as they come. He is genuine, and when he asks ‘How are you?’, he REALLY wants to know. As a God-fearing man, John is a huge teddy bear who shares his love of the Lord willingly and without pushing his beliefs (more of sharing what he has, and wants you to enjoy the same). “John Weyhgandt has been such a special mentor and friend to me personally. Although extremely busy, he is always there with that big smile, to encourage and help, as a true ‘Servant Leader’,” shared Buzz Brown, Executive Director of Corona Life Services. Each year, our Board leadership rotates, taking 4-5 years of an individual “climbing the ladder” in preparation of taking the helm as Chairman of the Board. When John shared his plans, matched by his theme of “At Your Service,” little did our Chamber realize the impact those 3 words would or could make on a community.
Fresh into 2018, and 10 days prior to John being officially installed, our largest and most global exposure began to develop. Working hand in hand with the Corona Chamber Foundation, we became aware of thirteen children in our county who had been horribly abused by their parents. Lovingly dubbed the “Magnificent 13”, efforts were immediately focused
on collecting clothing, cards, gifts and money to support these young persons as they received emergency medical care and trauma intervention services. The community and world responded in a way we could never have imagined, with involvement from throughout the state, nation, followed by international participation from at least 4 countries, all to help these children in the most breathtaking fashion. In addition, we were able to host 2 Dine Out events, with local restaurants donating portions of sales back to the cause. In the 3rd week of February, an email came through from the Kennedy Center, bringing a team together rapidly to help launch Arts Across America, with CORONA being the inaugural event. We hosted world-re-
nowned cellist Yo-Yo Ma with 7 events across the city, and our Cultural Conversation enabled us to include over 400 community members in just 15 hours. The next three months brought our 2nd Annual Southern California Economic Summit, where 4 experts shared current and future economic trends and industry with the business community. We honored 40 amazing entrepreneurs as the 40 Under 40 event entered its 3rd annual recognition. We traveled to Sacramento for our annual Legislative Summit with the largest delegation from any chamber, meeting with leaders and decision makers on behalf of Corona and the region. We also held a Candidates’ Forum in conjunction with the Norco, Eastvale, and Jurupa Valley Chambers prior to the primary election, assisting voters in getting to know the 5 County Supervisor hopefuls in District 2. Summer was no exception to the busy efforts of our Chamber, with Good Morning Coronas, Coffees
with Entrepreneurs, seminars, workshops, and more. Much of our legislative efforts focused on continuing with our CORONA 2020 program, a public-private partnership with the City of Corona, to track job growth and improve existing infrastructure and access to high quality healthcare. We have also been diligently at work on a Regional Photonics Consortium, which would bring an economic boon to Corona and surrounding cities. We distributed literature to every business and household that would be affected by the McKinley Grade Separation to ensure they were informed and could have their voices heard. In August, we held a Candidates’ Forum for City Council, bringing all 11 candidates from 3 districts together
to share their vision for Corona’s future. In September, the Corona Chamber hosted the 7th Annual Riverside County Women’s Leadership Conference, bringing together over 600 men, women, and students from across the county. This was followed by the annual Washington, D.C. Summit, where job creation, photonics, workforce development, transportation, energy were all part of our mission for our twenty person delegation. October saw the creation of The HUB, an opportunity for attorneys across Riverside and San Bernardino counties to meet, mingle and form a cross-referral
network to everyone’s benefit. In addition, over 240 (to date, with Nov/Dec still to count) new members became a part of our Chamber family during John’s year of leadership. As we’ve honed our message of being ‘At Your Service,’ so has the strength of our organization and the ability to serve our members. This snapshot of 2018 leaves out many other notable achievements and programs, and with two months remaining, we are simply in awe of all that has been accomplished and remains to come. We will sadly have to say goodbye to John as our Chairman of the Board, but even though he is leaving his post, we know he is always nearby and ready to assist in any way he can. Thank you John for all you have done and will continue to do.

n 2015, the Corona Chamber of Commerce Foundation supported the Bill and Kelly Stacy Family in a fundraiser aimed at purchasing a van for the Stacy Family. Prior to the family receiving their new van, Bill and

Now the family travels to school and community events with ease in new van equipped with a power-lift and retrofitted for three wheel chairs in addition to the regular seating for family. The organizers of the van fundraiser were sensitive to the feelings of the boys and the publicity that our fundraising efforts might have on the family. Elijah Stacy, currently a junior at Centennial High School, was diagnosed with Duchenne Muscular Dystrophy in elementary school, and for mobility purposes, he has been in a power wheelchair since 5th grade. As the oldest of the three boys stricken with Duchenne Muscular Dystrophy, Elijah was thrust in the limelight more

They have been working with community members to raise funds to help Elijah and other young men diagnosed with this disease, and to educate everyone on the devastating effects of this disease. The 1st Annual Bowling Battle was held on October 14, 2018 at Brunswick Lanes in Norco, and 240+ people of all ages came out to “End Suffering” through a FUN community event. Researching the historical data, proved that CalPERS Board’s investments were much lower than their budgets anticipated. The CORONA Chamber Board of Directors found this troubling, and drafted a two page letter of dissatisfaction, outlining its concerns and direction for the CalPERS consideration; outlining what the CalPERS Board purpose and mission expectations are to be.

CalPERS is considered underfunded because its assets are worth about 71 percent of what it owes in promised benefits to retirees and public employees. The CORONA Chamber and cities throughout California have complained that rising pension costs are inhibiting their ability to fund other services. The election was comprised of ONLY members of CalPERS. Perez will take office January 16, 2019 to begin his four-year term.
