“H
ealth is the greatest of human blessings,” said Hippocrates, the ancient Greek physician, considered the father of Western medicine. He also said, “Wherever the art of medicine is loved, there is also a love of humanity.” Dubai Healthcare City (DHCC) has demonstrated the veracity of
these statements and much more in the last 10 years with its remarkable achievements in healthcare. DHCC, the first healthcare free zone in the world, was launched in 2002 by His Highness Shaikh Mohammed bin Rashid Al Maktoum, VicePresident and Prime Minister of the UAE and Ruler of Dubai, to provide high-quality healthcare that focuses on comprehensive patient care and safety. And it set about doing that in 2004 by establishing the Center for Healthcare Planning and Quality (CPQ), an independent governance structure, which is now a part of the Dubai Healthcare City
Regulator (DHCR) and aims to sustain and improve healthcare excellence by implementing rigorous quality clinical standards within DHCC. With a high-quality infrastructure in place, the first clinic started operations within DHCC in 2005 followed by more clinics, diagnostic centres, rehabilitation centres, hospitals, pharmaceutical and equipment suppliers as well as education and research facilities. To date, more than 100 medical centres and over 3,500 licensed professionals have chosen DHCC as their home. Some of the leading brands of the world including Dr Sulaiman Al Habib Medical Center,

Dubai Bone and Joint Center (DBAJ), Dubai Gynaecology and Fertility Centre, German Heart Center, London Centre for Aesthetic Surgery, Magrabi Eye Hospital and Moorfields Eye Hospital are partnering with the DHCC in providing high-quality care to patients from all over the region. Over the years, DHCC has experienced remarkable growth and achievement not only in the number of organisations established in its healthcare hub but also with its noteworthy recognitions and awards. In addition to achieving several quality management certifications regularly during the past decade, in 2008, DHCC received the Dubai Quality Award (DQA) for business excellence from His Highness Shaikh Mohammed — a proud achievement indeed as DQA recognises only deserving role model organisations. The award is deemed to be “a process for providing organisations with a ‘roadmap’ to achieve excellence through the adoption of good practices and approaches that are deployed systematically and are continuously measured and reviewed.” CPQ conducts periodic assessment surveys of all outpatient clinics in DHCC using internationally recognised standards. The International Society for Quality in Healthcare (ISQua), a world-leading body that accredits healthcare accrediting organisations around the world, has accredited CPQ Outpatient Clinic Quality Standards. CPQ is the only licensing body in the region to receive ISQua accreditation of its clinic standards. In turn, CPQ is able to provide certification that outpatient facilities operating within DHCC are in compliance to these same standards. Certification provides a visible commitment by an organisation to improve the quality of patient care, ensure a safe environment, and continually work to reduce risks to patients and staff. isfaction Index (PSI) has been steadily improving and was 92 in 2011. DHCC being home to 12 complementary and alternative medicine (CAM) medical centres, more than 50 CAMlicensed professionals and offering treatment in 14 areas including homeopathy, Ayurveda, traditional Chinese medicine, Unani medicine, osteopathy, therapeutic massage, naturopathy, guided imagery, Thai Chi, pilates, chiropractic, and yoga, rightly prompted CPQ to pioneer in establishing a CAM governance structure to regulate it. This type of governance structure is unique to the region and to the world, and CPQ has proudly held two successful CAM conferences to date bringing together many international experts in integrative, complementary and alternative medicine, as well as representatives of regulatory authorities. The second CAM confer-
ence held in May 2012 was titled ‘Advances in Evidence Based Integrated Medicine Conference’, aimed to bridge the gap between conventional, complementary and alternative medicine through providing case studies on evidence based integrative medicine. Chaired by Dr Andrew Weil, world-renowned leader and pioneer in integrative medicine and Director of Programme in Integrative Medicine at the College of Medicine, University of Arizona, the conference succeeded brilliantly in providing conventional and CAM providers a perfect opportunity for networking as well as help increase understanding of evidence-based integrative medicine to enhance patient care and offer a higher level of healthcare delivery. The number of healthcare operators within DHCC showed an impressive 38 percent annual increase in 2011. In addition to an array of providers of conventional medicine as well as CAM, worldleading pharmaceutical companies such as AstraZeneca, Johnson & Johnson, Merck Sharpe & Dohme, Modern Pharmaceutical Company Novartis, Novo Nordisk , Sanofi Aventis and Siemens have become firm partners and opened their facilities in DHCC. The presence and functioning of teaching colleges within DHCC demonstrates its commitment to facilitate academic and tertiary healthcare, education, research and community service of the highest quality. European University College offering a full range of dental services in a modern facility equipped with the latest technologies, including digital radiographs and cone beam computed tomography (CBCT) imaging, is also a provider of advanced dental training programmes in Orthodontics and Oral implantology. This has attracted a worldclass faculty and high quality dentists typically with EuroWestern education and training experience. The Institute of Leadership — Royal College of Surgeons in Ireland, Dubai offers postgraduate education, training and consultancy in leadership, management and patient safety and quality. It will particularly harness the latest in robotic surgery technology into operating room quarters that will be 'designed by surgeons for surgeons’. The continuous and flourishing growth of DHCC and its components gave rise to the need of establishing a public authority to oversee them; Dubai Healthcare City Authority (DHCA) was established by His Highness Shaikh Mohammed by decree in May 2011. Princess Haya bint Al Hussein, wife of His Highness Sheikh Mohammed, was appointed the Chairperson of the authority. DHCA, under the leadership of Princess Haya and highly qualified and dedicated board members, is successfully fulfilling His Highness Shaikh Mohammed’s vision to be a centre of medical excellence that will improve healthcare in the UAE and establish Dubai as an international medical and healthcare hub. DHCC is fast emerging as a beacon of hope for medical tourists from around the gulf region and is fully ready and equipped to attract more professionals and patients to its portals in the years to come. At the German-Arab Health Forum in April, Chairperson of Dubai Healthcare City Authority HRH Princess Haya Bint Al Hussein, wife of His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, said, “The UAE is only 40-years old, and despite it being so young, the healthcare system has evolved tremendously. Never has there been a more exciting time for the industry than the present. Together, (with our partners) we are committed to changing the landscape of healthcare across the Emirates.” Explaining how Dubai is eager to grow medical tourism by implementing new health initiatives, HE Engineer Essa Al Haj Al Maidour, Director-General of the Dubai Health Authority, said: “The global revenues from Medical Tourism are estimated at $30 billion and Dubai is well positioned to take a share of this market as world’s leading destination for tourism and leisure. to investigate organ function and structure. Led by Dr Mazin Al-Janabi, who has joined the hospital from his position as the Head of Nuclear Medicine at Queen Elizabeth Hospital in London, the department offers unique insights into the human body at a molecular and cellular level. The hospital has invested in the latest Siemens SPECT/CT Gamma Camera that creates detailed three-dimensional images of the area being studied and is capable of performing the most sophisticated procedures. Nuclear imaging is used to diagnose and manage the treatment of conditions such as cancer, heart disease, Alzheimer’s and Parkinson’s disease, as well as a whole range of conditions relating to the lungs, bones, kidneys, thyroid and intestines among others. Nuclear imaging is a painless procedure with no long-term side effects, and a groundbreaking development in the diagnostic services available to patients.
Upgraded Neonatal Intensive Care Unit In 2012, the City Hospital has also upgraded and expanded its Neonatal Intensive Care Unit (NICU) from 12 to 27 beds, making it one of the largest level three NICU facilities in the UAE. Comprising 17 neonatal intensive care beds, two isolation rooms and 10 neonatal high dependency beds, the new NICU is a considerable step forward, both for the hospital and the country, in the provision of neonatal critical care. The City Hospital employs the latest medical techniques and technology to give the best possible care to every baby. It provides developmental care to minimise the stress of the NICU environment and enhance their physiological stability, protect their sleep rhythms and promote growth and maturation.
