IS ‘SAFE’ STILL INSURABLE? Citizens, Keys condo owners talk nonrenewals at town hall JIM McCARTHY jim@keysweekly.com

ocal officials, property owners and condominium associations had the rare chance to hear from and speak with Citizens Property Insurance leadership regarding coverage issues on Aug. 25.

Organized by Fair Insurance Rates for Monroe, or FIRM, the townhall-style meeting at the Marathon Government Center was broken down into two gatherings – a morning session for local government officials and an afternoon session for the public to air their concerns.

In both sessions, Citizens leadership gave a lengthy presentation about nonrenewals condominium associations were receiving from the company due to the state of their roofs, and specifically the difference between structural compliance and insurability. Jay Adams, Citizens Property Insurance chief insurance officer, said the idea for the town hall originated from a conversation he had with Mel Montagne, FIRM president, on policy nonrenewals. Adams said one local condominium association recently saw coverage for five of their eight buildings non-renewed by Citizens due to roof conditions.

“The real takeaway here is: ‘legally compliant’ does not automatically mean that a building is insurable,” Adams said.

The 2021 Surfside condo collapse led the Florida Legislature to create stricter statewide requirements, and that meant condominium associations would face new regulatory compliance with a milestone inspection and a structural integrity reserve study (SIRS). Adams said the milestone inspection is focused more on safety and structural condition, but does not determine the remaining useful life of a roof. That’s addressed in the SIRS report, which specifically mandates inspectors to produce a remaining useful life of the components they review.

“It really requires the inspector to evaluate the roof, state its estimated remaining useful life, determine the replacement cost and then provide a funding formula to save for that roof replacement,” Adams said. “This is a long-term financial planning tool.”

From an underwriting perspective, Adams said they’re not only looking at the roof’s age, but also how resistant the roof is to losses. He said Citizens Property Insurance has some of the most lenient lifespans for roof coverings of any carrier in the state.

“When we talk about a flat roof, you could have a built-up, three-ply, tar-and-gravel modified bitumen membrane type roof. The eligibility standard for that is 15 years. If you’re in year 15, we need to be thinking about replacing the roof because now we’re at the end of our standards,” Adams said.

Adams also pointed out that a roof treated with new coatings won’t change the underlying age of the roof system.

“You can’t take a 15-year roof, put some coating on it and make it a oneyear roof,” he said. “It doesn’t require a permit and it doesn’t resolve issues that we may or may not even know exist. There could be wet insulation, deteriorated fasteners.”

Montagne said some companies tout their roof coatings as “acceptable to Citizens.” Montagne wondered if Citizens leadership was going after

those companies to end the false advertising. Steven Mostella, Citizens vice president of underwriting, said they’re aware of South Florida companies engaging in this practice, and that Citizens’ legal team is working on the matter.

Adams ended by urging condominium associations facing nonrenewals to work with Citizens to get into compliance.

Heightened frustrations spilled over in the afternoon session open to the public, in which condo association leaders and building owners confronted staff over inspections and roof life timelines they said were inconsistent, punitive and in some cases, fabricated.

Citizens leaders again worked to clarify the differences between statemandated inspections and reserve studies and insurers’ own underwriting standards and evaluations of expected roof life. But attendees said the discrepancies became little more than a costly guessing game at times, slapping associations with massive bills on short timelines based on inspection results they heavily disputed.

One board member said his association waited “many months” for an inspection report – only to learn that his building would need a roof replacement in less than two months during hurricane season to preserve coverage.

“If you have a good reserve study with an engineering professional who knows the property, and they’re giving 10 years for a community to plan financially, those two (the engineer and the insurer’s timeline) should be very close,” said another speaker. “Now you’re saying ‘We’ll give you one year for what the community has only assessed over 10 years.’ Those are huge different ball games to play and act like they don’t matter.”

“If you’re doing financial planning to replace the roof, it’s got to be based on what’s going to count,” added Key Colony Beach condo owner Fred Swanson. “If (Citizens) has a tighter plan, that’s what we need to know.

Don’t keep it to yourself – tell me now, 15 years ahead. Anything else is just dumb.”

slamorada residents can expect their wastewater bills to increase in the coming years amid rising operational costs and future expensive upgrades to the collection system.

At a recent village council meeting, the firm in charge of providing the wastewater rate study, Raftelis, recommended annual increases of 6% from 2027 to 2031. Operating costs for fiscal year 2026 are expected to reach $7.2 million, but revenue from ratepayers is projected at $6.9 million.

Raftelis’ Trevor McCarthy said costs to operate and maintain the village’s wastewater system are expected to rise annually by 3%.

He said the village should also have adequate cash reserves, a minimum of 120 days of operating and maintenance costs plus 2% of gross depreciable assets.

For the typical household, the increase would equate to $55.32 per year. Following the presentation, the village council recommended proceeding with a rate increase to help fund a shortfall in wastewater operating expenses. The village council is expected to consider approval of a resolution for the rate increase at a September meeting.

McCarthy told council members the last rate increase was implemented in 2021. He said a rate study was done in 2022, which at the time rec-

ommended a 1% increase per year to account for rising costs and system upgrades. No changes to rates were enacted by the village. Since that time, McCarthy said, utilities have experienced rising costs to operate wastewater systems and capital projects to keep systems efficiently running.

“This is something we’re seeing all across the state,” he said. “This is driven by inflation that persisted for a longer period of time than anyone would have thought back in 2022.”

Neighboring communities have also seen their rates increase. The city of Marathon will see a 7% increase in the city sewer’s base facility, customer and flow charges. The increase was approved by resolution, which allowed for a 7% increase in fiscal years 2025-27 and a 1% increase in fiscal year 2028.

In addition to operation and maintenance, the village will need to come up with millions of dollars to fund future upgrades to the wastewater system, which sends effluent from homes in Islamorada to the Key Largo Wastewater Treatment Plant.

Village staff have come up with $38.4 million in future upgrades; half of the total amount is funded through grants. McCarthy said the village could take out a loan or line of credit to come up with the other half. In either case, ratepayer revenue would be used to pay back the debt for capital improvements.

Florida Keys fishing guide, who was the victim of a lightning strike on Aug. 20 while piloting his light-tackle boat in Florida Bay, was discharged on Aug. 24 from a Miami hospital.

Quick action by his charter customers, which included administering CPR, helped keep Rick Stanczyk, 44, alive until Islamorada Fire/Rescue paramedics arrived to treat and transport the Islamorada captain to shore. He was airlifted to HCA Kendall Florida Hospital via the Monroe County Sheriff’s Office Trauma Star helicopter. Florida Fish & Wildlife Conservation officers also provided support at the scene.

Stanczyk passed physical and neurological tests and is expected to make a full recovery following mandatory rest, medical officials said.

“I want to express my thanks and gratitude to the hospital,” Stanczyk said. “I received exceptional care from dozens of doctors, nurses and other staff.

“I am obviously indebted to my clients for their quick thinking,” he said. “And, of course, to the professionals at Islamorada Fire/Rescue and the Monroe County Sheriff’s Office, as well as my family, friends and everyone who helped and prayed for me.”

The eldest son of fishing captain Richard Stanczyk, Rick Stanczyk grew up at Bud N’ Mary’s Fishing Marina after his father acquired it in 1978.

A graduate of Coral Shores High School and the University of Central Florida, he has been a professional backcountry guide since 2007.

ifty-four bar and restaurant employees competed in the fourth annual Bartenders Dolphin Tournament. The event started with a kickoff party and food at the Whistle Stop Bar and Grill in Islamorada on Aug. 16, followed by 12 boats heading out Aug. 17 under light winds and sunny skies. The combined weight of three dolphinfish would decide the winning bar.

Lazy Days anglers Jasmine Torres, Javier and Maricela Sandoval and Chelsea Salatowski, fishing aboard the Kalex out of Bud N’ Mary’s Marina, weighed fish of 6.2, 9.8 and 15 pounds for a total of 31 pounds.

When the scales closed, Lazy Days was crowned the winner.

The team took home the King Sailfish Mounts custom-made trophy, a $1,000 check and the first-place bar plaque, all sponsored by Key Largo Watersports in Islamorada. Salatowski’s 15-pound mahi earned her the top angler award, a $250 check, a trophy and a pink fishing rod sponsored by the Greeen House.

The Outstanding Captain award went to Alex Adler, along with a $500 check sponsored by Doug Lewis in memory of Foxy Lewis. The Top Mate award went to Mason Smith and Hunter Proctor, along with a fishing rod sponsored by Live Action Charters.

Anglers Dominica Bevevino and Stephanie Benseman, fishing for Wahoo’s Bar and Grill aboard the Whis-

key Bent, took second place. The team weighed three fish at 12.9, 6.7 and 6.8 pounds for a total of 26.4 pounds, earning the Alina Davis Realtor-sponsored second-place trophy and a $500 check.

Third place went to Snappers Waterfront Saloon anglers Skyler McGarry, Kirk Weatherly, Stephanie Bryant and Megan Pearce, who were sponsored by Bill’s Liquors. The team fished aboard the Contagious with captain Justin Matson and weighed three fish at 7, 8.2 and 9.4 pounds for a total of 24.6 pounds. They received a $250 check and the third-place trophy, sponsored by the Islander Resort.

evino for her 12.9-pound mahi. Thirdplace angler was Hayden Gotsch, fishing with captain Matt Davis on the Tan Man for Dillon’s Pub and Grill, with a 10-pound fish. The Hard Luck award, a basket of alcohol from the Whistle Stop, went to team Lorelei II aboard the Poon Toon. One of the anglers went for an unexpected swim, but they were able to get back in the boat safely. They did find some mahi, but the fish were small, so they did not come to the weigh-in.

The fifth annual Bartenders Dolphin Tournament will be held at the Whistle Stop on Aug. 15-16, 2027.

Unclaimed Capital Credits As a not-for-profit, member-owned utility, Florida Keys Electric Cooperative members receive member capital credits—your piece of the co-op pie. Member capital credits are our annual margins (total revenue minus operating costs) allocated to each member who received power from us for that year on a per-use basis.

FKEC retains these allocated margins for a number of years to invest in improvements, maintain the electric system and offset the amount of money the co-op has to borrow from banks, which in turn keeps your electric rates lower. Eventually, these allocated margins are returned to members and are called capital credits.

FKEC attempts to locate members and former members who have not yet claimed their capital credit refunds for a period of

five years. A final notification attempt is made in the fifth year by publishing a list of members with unclaimed funds.

et’s start with the pie. Even if Mrs. Mac’s Kitchen was just known for its award-winning Key lime pie — rather than also being an iconic restaurant celebrating its 50th anniversary — that would have been legendary enough.

The silky smooth Key lime filling has just the right amount of tang, while the graham crust’s crunchy sweetness balances out the citrus.

And the whipped cream – don’t get us started. The fresh and creamy homemade concoction is piped from a bag, rather than sprayed on with a can.

If you don’t do cartwheels out in the parking lot after eating it, we can’t help you. Admittedly, we’re a little biased. Mrs. Mac’s won Best Key Lime Pie title in the 2023 and 2024 Best of Upper Keys.

Commenters on Mrs. Mac’s Facebook page also regularly rave about that pie. “We’ve tasted A LOT of Key lime pie up and down the Keys and Mrs. Mac’s Kitchen is still the very best!” said one recent post. “We’ve been trying to come close to your recipe but there is always something missing.”

“Every week, I get emails asking, ‘Can you ship us a pie?’” said owner Stephanie Figueroa, with a laugh.

“I’m trying to figure it out.” She said she wants to pick the right shipping service that can mail around the country without the pie ending up a melted mess.

It’s Figueroa’s attention to details, as well as her loyalty to the original recipes and the cozy-kitsch tropical vibe and stellar hospitality, that have guaranteed continued popularity with long-time locals and tourists alike.

“I never wanted to come in here and change it,” said Figueroa. “This is what the locals love. You need to honor its history.”

She is the third owner in Mrs. Mac’s 50 years. Jeff MacFarland established the restaurant in 1976 and named it after his mother, whose recipes were and still are the stars of the menu. MacFarland hired a cook named Angie Wittke in 1987, and soon after, her sister Paula joined the staff.

Within a few months, Angie had bought the restaurant and, along with Paula, made it into the Key Largo icon it is today, with its large distinctive bubble-lettered signs by the highway, classic homestyle dishes, and retroFlorida interiors. Tourists still love to hang their (hopefully-expired) license plates and signed dollar bills inside the original dive-y location.

In 2011, Wittke opened Mrs. Mac’s II in a former Pizza Hut that is just a hop, skip and a jump up the road.

MacFarland, who is still alive and kicking, runs Mrs. Mac’s Fillin’ Station up in Vero Beach. Sadly, Angie died during the height of the COVID epidemic, and a grieving Paula sold Mrs. Mac’s to Figueroa in 2023.

Figueroa feels so strongly about shepherding Mrs. Mac’s legacy that she keeps in touch with the previous owners.

“I still reach out to Paula,” said Figueroa. “She still comes by. I’m also in touch with Jeff — we just emailed this week.”

Paula Wittke told Keys Weekly Mrs. Mac’s Kitchen will always hold a special place in her heart.

“The 35 years that my family, friends and myself spent there are priceless,” she said. “I will continue to cherish the memories deeply and hope others do as well.”

Commenters on the Facebook page also wax sentimental about how much Mrs. Mac’s has meant to their family through the years.

“I have fed 4 generators of my family here,” wrote one recent fan.

“Can’t wait to come back with number 5.”

“Few businesses become woven into the fabric of a community the way Mrs. Mac’s has,” said Suzi Youngberg, president and CEO of Key Largo Chamber of Commerce. “It isn’t just one of Key Largo’s longestrunning businesses. For generations, it’s where both locals and visitors have celebrated milestones and gathered with friends and family to experience the true flavor and hospitality of Key Largo. Everyone knows that a piece of Mrs. Mac’s Key lime pie is the traditional way to end a perfect Florida Keys day.”

At one point, Angela Wittke, according to her interview on the Humans of the Keys Facebook page, had an ambition to make Mrs. Mac’s a larger chain.

“I wish I had expanded much earlier in my career, when I had more energy!” Angie said. “There may have been Mrs. Mac’s kitchens all the way down to Key West!”

Figueroa said expanding Mrs. Mac’s is just not in the cards due to lack of time.

Mrs. Mac’s Kitchen has stayed true to the recipes that built its reputation — a blend of fresh Florida Keys seafood, classic American comfort foods, and the kind of honest, from‑scratch cooking that never goes out of style.

“I am blessed with busy restaurants,” she said, noting that she wants to keep focusing on preserving its traditions and making the restaurant the best it can be. For example, she created 50th-anniversary cocktails and added a line of iced coffees to the menu.

“Mrs. Mac’s was put in my path for a reason,” she said. “And I think I was the right person.”

onroe County and Friends of John Pennekamp Coral Reef State Park will celebrate America’s 250th birthday at the America 250 Florida Keys Pennekamp Paddle Day on Saturday, Sept. 12, from 11 a.m. to 4 p.m. at the park in Key Largo.

Park admission will be free. The park is open from 8 a.m. to sunset.

From 11 a.m. to 4 p.m., the event will feature: • A Progressive Red, White, & Blue Paddleboard and Kayak Parade through the mangrove trail – kayaks and paddleboards provided.

• Glass-bottom boat experiences at 12:15 p.m. and 3:15 p.m. (first come, first served).

• Snorkeling experiences (fins and mask included; must buy or bring your own snorkel) at noon and 1: 30 p.m. (first come, first served).

• Hot dogs, chips, and a soda plus chocolate-dipped Key Lime pie.

• Live entertainment from local musicians.

• Interactive activities from community partners.

“America’s 250th birthday gives us a unique opportunity to celebrate our nation and our state’s history throughout 2026, including the places, people, and experiences that make the Florida Keys so special,” said Monroe County Mayor

Michelle Lincoln. “This event brings our celebration to an incredible park and gives our community members a chance to see our natural history up close and personal.”

Pennekamp is known as the nation’s first undersea park and is home to mangrove forests, tropical hammocks, seagrass beds, and coral reefs.

“We are proud to welcome the community to John Pennekamp Coral Reef State Park for this special celebration,” said Ann Helmers, president of the Friends group. “Pennekamp is an important part of our local history and identity, and there is no better place to celebrate than Pennekamp, a world-renowned destination and one of the Florida Keys’ most cherished treasures.”

The event is part of America 250 Florida Keys, which is Monroe County and the Tourist Development Council’s celebration of the 250th anniversary of the Declaration of Independence. Several free events are being planned to highlight the islands’ history, culture, natural resources, and community spirit. On Oct. 10, a sunset celebration will be held at the Old Seven Mile Bridge in Marathon, and events in Big Pine Key and Islamorada are being planned for November.

In an effort to shine a spotlight on more of the incredible individuals who live and work in these islands, Keys Weekly is proud to spotlight our Neighbor of the Week feature, dedicated to celebrating a community member with each issue.

Our neighbor of the week is Cathy Brewer, a dog lover and Key Largo resident. She is an executive board member with MarrVelous Pet Rescues, a foster-based animal rescue and adoption not-for-profit organization serving the Florida Keys, as well as the main animal transporter and frequent foster mom to their rescues.

She is a member of Key Largo Chamber and Upper Keys Business & Professional Organization. She is married to Fred and has one son, Christopher, who lives in Tennessee. He has a daughter named Navy James and a son on the way who will be named Atlas.

How long have you lived in the Keys? My first visit to the Keys was in 1979, but we bought our first property in 2011. In 2015, we moved permanently from Broward County into our current home that we had built in Twin Lakes.

What drew you to the Keys?

My first husband spent a lot of time in the Keys in the 1960s and ’70s. He introduced me and I loved the climate that was not a Chicago winter, where I grew up.

What was your occupation before you retired? I followed in

my father’s footsteps into the direct mail business, which used to be a big deal. I worked with him and later opened my own agency. While I later sold it, I stayed in sales until the pandemic when I retired.

How did you become involved with MarrVelous? Fred and I attended a “Yappy Hour” when we first moved permanently. I think it was at Key Largo Fisheries. We brought our two labs. After that I started volunteering.

Weirdest experience you’ve had in the Keys? Finding a real square grouper one day while we were out fishing. We called the Coast Guard.

If you could have dinner with anyone, who would it be? My mom. I lost her when I was 35 and she was only 61.

If you had a superpower, what would it be? The ability to find every dog a good home.

Favorite Food? Chicago pizza, thin crust from Fox’s Restaurant & Pub on the South Side.

What are your hobbies? Dog. Dog transporting. Offshore fishing.

Is there a skill/talent you want to master? Being fluent in Spanish.

My business was located in Hialeah.

I have a decent understanding of hearing it but I am not a fluent speaker.

What are you most proud of as you look back on your life this far?

My son.

Do you have any regrets? Not really. Of course, I’ve made a lot of mistakes but I learn from them and put them behind me.

What is the biggest daily challenge you face? Trying to find the time to do everything I agreed to do. I overcommit.

pper Keys Business and Professional Women (BPW) is accepting applications for its fall adult women’s scholarship program. The program awards up to $1,500 per recipient to local women seeking career advancement through job training, professional certification or college degrees.

Applications are being accepted through Sept. 15, and recipients will be announced at the organization’s annual “Celebration of Working Women” on Oct. 21.

“Our scholarships are for local women who are at least three years out of high school and need a financial boost to pursue their career goals,” said Rose Littlejohn, vice president of membership and scholarship chair. “No woman’s career should stall because she can’t afford the education required to take the next step. We invest in Upper Keys working women because it strengthens our entire community.”

To be eligible, applicants must: • Hold a high school diploma or GED. • Have lived in the Upper Florida Keys for the past three years.

• Have at least three years of posthigh school work experience.

• Be currently accepted or enrolled in an education or training program.

• Have not received an Upper Keys BPW scholarship in the past year.

The program awards scholarships twice a year. This past spring, a total of $4,500 was awarded to five recipients: • Sophia Costa to pursue a doctorate in Earth system science.

• Alanna Dixon to recertify as an international board-certified lactation consultant.

• Emma Haydocy to complete lactation education and birth assistant credentials.

• Airiana Lindback to advance toward a master’s degree in curriculum and instruction.

• Kristen Szpak to complete coursework toward a doctorate in marine science education.

“It’s inspiring to see the range of paths these women are pursuing,” Littlejohn said. “Each one represents the kind of determination and drive we look for in selecting scholarship recipients.”

“For nearly 70 years, Upper Keys BPW has supported and empowered working women in this community,” said Bonnie Barnes, Upper Keys BPW president. “Our scholarship program turns that mission into something real and lasting. The report emphasizes that healthy coral reefs function as natural breakwaters, absorbing wave energy before it reaches shore. This protects homes and businesses.

During hurricanes and tropical storms, coral reefs reduce coastal flooding and erosion, protecting homes, businesses, roads and other infrastructure from costly damage.

According to NOAA, Florida’s coral reef generates an estimated $1.7 billion annually in tourism value while supporting some 71,000 jobs. Those benefits extend well beyond dive operators and fishing charters, supporting hotels, restaurants, marinas, retail businesses and transportation companies throughout the region.

Healthy reefs also provide essential habitat for hundreds of marine species, including economically important snapper, grouper, lobster and numerous baitfish that sustain recreational and commercial fisheries.

The report underscores that these benefits depend on healthy reefs.

South Florida’s coral ecosystems face threats from marine heat waves, coral bleaching, disease outbreaks and coastal development. Scientists have documented significant declines in reef-building capacity throughout the Florida Keys over the past three decades. Repeated coral bleaching events — including the unprecedented marine heat wave of 2023 — have reduced the reefs’ ability to grow and maintain the structures that provide habitat and shoreline protection.

Federal researchers say investing in coral restoration and conservation should be viewed as both an environmental and economic priorities. By quantifying the dollar value of reef services, policymakers can better compare investments in reef restoration with traditional infrastructure projects such as seawalls or beach renourishment. The report argues that conserving coral reefs can reduce disaster recovery costs, sustain tourism, support fisheries and preserve the natural resources that define South Florida.

The nonprofit organization will select 12 cats to appear in the 2027 calendar, with one featured for each month. Whether a cat is playful, photogenic, full of “cattitude” or has an inspiring rescue story, every feline has a chance to become a “Catlendar” star.

Participants may post their favorite cat photo on the Casting for Cats Facebook page or tag @ castingforcats on Instagram and use #cfcatlendar2027, including the cat’s name, age and a little about their “purr-sonality” or story. Friends and family are encouraged to like, comment and share submissions to show their support.

THE GREAT HURRICANE OF 1846

P

eople say the Florida Keys have no seasons. It simply is not true. Seasons here aren’t limited to the traditional ones found in other parts of the country.

A prime example is hurricane season. It starts on June 1 and ends November 30. HistoriFLORIDA cally, while hurricane history is KEYS generally concentrated between HISTORY those two dates, the odd storm WITH has stirred to life both before BRAD and after.

Steered by wind and the highs and lows of pressure systems, they go where they go and march forward until the forces that bound them together weaken, and they fall apart.

A September 1835 hurricane is generally regarded as the first recorded hurricane to strike Key West and the Keys. Key West, Indian Key and vessels north of the New River community that is now Fort Lauderdale suffered damage. The Key West Enquirer recorded the storm in its Sept. 26, 1835, edition: “RE gale of 15, 16, 17th – $500 in damage at least has been sustained it is said at Indian Key in the destruction of fruit trees etc.”

Since 1835, hundreds of storms have struck the island chain. The Great Hurricane of 1846 is considered the first documented Category 5 hurricane to hit here. It is sometimes called the Great Havana Hurricane. For a long time, it was considered a Category 4 storm. However, in recent years, experts revisited the historical records and upgraded it to a Category 5.

and resulted in the deaths of at least 250 people.

It passed over Key West on Sunday, Oct. 11. Lt. William C. Pease of the U.S. Revenue cutter Morris wrote a firsthand account of the storm. He and his crew rode the storm out at anchor in Key West’s harbor.

His observations first appeared in the New Orleans Daily Delta on Oct. 23, 1846. “At 4 p.m. the air was full of water, and no man could look windward for a second. Houses, lumber, and vessels drifting by us – some large sticks of lumber turned end over end by the force of the current, and the sea running so high and breaking over us brought lumber, casks, &c. on board of us and across our decks.”

Pease described the conditions on the island as well: “At Key West the tide was five feet high and running six miles an hour through the center of town. The citizens fled to the back part of the town, which is rather higher than the rest, into the bushes – laid down and held on, expecting every moment that waves would reach them. Parents were separated from their children, husbands from their wives, and all was confusion, terror and dismay. … There were not more than six out of 600 houses but are unroofed or blown down!”

Fort Zachary Taylor suffered tremendous damage. The Custom House and Marine Hospital both lost their roofs. Stephen R. Mallory, customs agent at Key West, wrote a letter about the storm to the United States Secretary of Treasury: “At this time, slates from roofs, boards and even heavy pieces of timber were driven through the air like straws, and one piece of plank, nine feet by fourteen inches wide, came from a distance like an Indian arrow and penetrated through the weatherboards and ceiling into one of the Customs House rooms.”

The hurricane destroyed both the Sand Key and Key West lighthouses. Pease wrote, “A white sand beach covers the spot where Key West LightHouse stood, and waves roll over the spot where Sand Key was.”

At Sand Key, not only were the lighthouse and lightkeeper’s home destroyed, the little spit

of land that is the island was washed away. Joshua Appleby was the keeper at the light when the hurricane struck. Unfortunately, Appleby had family and friends visiting. Appleby, his daughter Eliza, her husband, and their 3-year-old son, along with a family friend and her daughter, were never seen again.

At Key West, 14 people climbed the steps of the conical masonry lighthouse but died in the storm when the tower collapsed. When the tower was rebuilt and again lit in 1848, it stood 50 feet taller.

One unnerving aspect of the hurricane was that it unearthed the city cemetery. Before the hurricane, people were buried near what is now Higgs Beach. In Jay Barnes’ book, “Florida’s Hurricane History,” the following observation was shared: “The graveyard which was on the southern shore, was wholly uncovered, and bones, skeletons, and coffins, dashed about and scattered far and wide. After the storm subsided, one coffin was found standing upright against the bole of a tree, the lid open, and the ghastly tenant looking upon the scene of desolation around, as if in mingled wonder and anger that its rest has been so rudely disturbed.”

As the island was cleaned up, put back together, and in cases rebuilt, a decision had to be made about the cemetery’s location. It was decided to move it away from the island’s edge, where it was vulnerable to storm effects, to a place on the outskirts of town known as The Woods. It was here that many of the island’s people sought refuge from the rising waters brought in by the hurricane.

One spot in The Woods marked Key West’s highest elevation, one of three places in the Keys boasting an elevation of 18 feet. The other two locations are in the Upper Keys, at Windley Key and Lignumvitae Key. The highest point in Key West is now known as Solares Hill; if you want to visit it, walk, ride your bicycle or drive to the corner of Elizabeth Street and Windsor Lane. Windsor Lane leads to what became – and still is – the new location of the cemetery.

oughly 80 athletes from 11 Florida counties jumped on their paddleboards, setting out on the bayside waters of Islamorada for the Florida Special Olympics Stand-Up Paddle Invitational on Aug. 22.

Ideal conditions and crystal-clear water made it a paddle to remember for the competitors, who came from the state’s west coast, Marion County in central Florida and Broward and Miami-Dade counties.

“One athlete came across the finish line so excited to see fish. The water was so clear, you could see coral heads off the swim zone,” said Ruth Coleman, Special Olympics Florida sports and training manager for Monroe. “The local athletes loved competing in their backyard. This is the first time we hosted a state paddle event. It normally occurs in Nathan Benderson Park.”

The day before, opening ceremonies at Founders Park saw the “Flame of Hope” carried by athletes and members of the Monroe County Sheriff’s Office. Athletes and their families were served food thanks to the Upper Keys Rotary Club and Centennial Bank. Coleman said the event was a true community effort. The Florida Keys Aqueduct Authority provided water, while Vineyard Church dished out ice cream.

Deven Carrier, owner of Paddle the Florida Keys, and fellow employees spent their day helping the paddlers.

“I’m just so proud of this community,” Coleman said.

THE PRICE I OF PLAY

Uniforms, equipment, officials and travel add up quickly for Keys athletic programs t may seem like every time you open your email or scroll through social media, you are bombarded with another fundraiser for a local team, and even the most diehard fan might wonder where all that money goes. Inflation hasn’t just hit individuals and families; it’s costing schools and sports teams more.

An obvious expenditure is outfitting student-athletes.

While some sports can get away with a single uniform for each participant, others require home and away sets. Football uniforms alone can easily cost well over $100 per athlete, and extra sets are needed to account for damage, loss and late additions to the roster. Less expensive materials tend to require more frequent replacement, and even the best-made uniforms eventually wear out.

Multiply those costs by an entire roster and the numbers climb quickly.

At Key West, Monroe County’s largest high school, athletic director Andrew Freeman said the Conchs spent about $27,000 this year to outfit the football team with two jerseys and one pair of pants per player.

“And that was our cheaper brand option,” Freeman said.

The uniform is only the beginning.

A single football player’s helmet, shoulder pads, practice pants, girdle and assorted pads and accessories can easily represent another $600 or more in equipment. Helmets, among the most important pieces of protective equipment in football and lacrosse, are unsurprisingly among the most expensive. And the expense does not end with the initial purchase. Helmets must be regularly inspected, reconditioned and recertified when required, with replacements purchased as needed.

Baseball and softball batting helmets may be considerably less expensive, but a standard set of catcher’s gear can run $500 to $600, according to Marathon baseball coach Joey Gonzalez.

Yet it wasn’t the catcher’s gear that Gonzalez identified as one of his team’s sneakiest budget-busters. It was something far more mundane.

“Game balls are literally $12 a ball,” he said.

Those baseballs have a short life expectancy. Between games and practices, Gonzalez said the program goes through $3,000 to $4,000 worth of balls each year.

Also eating into athletic budgets are the people tasked with keeping those games fair.

“A three-man crew is near $500 for the evening,” Gonzalez said.

That equates to a whole lot of hot dogs and hamburgers sold at the concession stand to help alleviate the sting.

The FHSAA establishes the number of officials required for varsity contests as well as their game fees. A wrestling dual meet may require a

single mat official, while tournaments need more. Other sports require anywhere from two to six officials for a contest, with individual fees varying by sport and additional compensation for travel.

For some sports, hosting a game can actually cost more than going on the road.

“Referees are our biggest expense at the end of the year,” Marathon basketball coach Jim Murphy said. “It’s cheaper to hop in a van, drive six hours to a game, spend the night and drive home or play again the next day than to host a JV, girls and boys varsity game at home.”

Cross country spends very little on protective equipment, with athletes doing their best to pare down the weight they carry. A case of tape, prewrap and a few muscle rollers can last the team for a season, but even the local harriers are not without significant expenses.

“It’s actually getting a lot more expensive these days,” Key West cross country coach Keara McGraw said. “Meet entries for large meets run about $300 a team now when they used to be half that.”

Then there is the unavoidable reality of competing from a string of islands at the southernmost end of the state; you have to get there. Travel costs are a major budget item, McGraw said.

Success can make the bill even larger. When a Keys athlete qualifies for the big show, the entire island chain tends to know about it. What fans might not realize is that flying a single athlete to the state cross country meet in Tallahassee can take a $1,200 bite out of a team's budget, even before hotels and meals are added.

Schools pick up the tab for facility maintenance, administrative costs and some travel expenses, and they often partner with other county agencies to provide physicals and other health-related services. Countless volunteers take tickets, grill burgers and freely give their time in other ways to make local athletics possible.

Still, individual programs must find creative ways to pay for many of the expenses that aren't obvious from the bleachers.

And the modern athletic budget contains expenses that barely existed a decade ago.

Technology has advanced rapidly, and teams hoping to remain competitive increasingly find themselves needing to keep pace. Ten years ago, filming a game on an iPad might have seemed cutting edge. Today, many programs record their contests and upload the footage to video analysis platforms such as Hudl, where software and professional analysis services can break down game film, compile statistics and create team and individual highlight reels.

What may sound a little Orwellian to some has rapidly become commonplace in high school athletics, and like nearly everything else associated with playing the game, it comes with a price.

lorida’s student-athletes may be focused on wins, times and personal bests, but behind every practice and competition is another priority: getting them home safely.

Long before the first whistle blows, student-athletes and their families are introduced to that priority via an extensive packet of paperwork. Each year, parents are faced with a substantial stack of forms that must be completed before their child can participate in school athletics.

Though the process can seem cumbersome, much of that paperwork and the training accompanying it exists for a reason everyone can agree on, which is keeping athletes safe.

Before participating, student-athletes must complete an annual physical evaluation and satisfy other eligibility and safety requirements. Incoming ninth-graders this year were also required to be screened for heart health via an ECG. Local health agencies partnered with Keys schools to provide these free of charge to athletes whose parents did not opt them out of the test, with the aim being to catch any heart-related issues that are often missed with a routine physical. A stethoscope listens for sounds the heart makes such as valve movement or murmurs, while the ECG goes one step further to detect the heart’s electrical signals.

Athletes and coaches also complete required educational courses covering potentially serious situations they could encounter on the field or court. The free courses, available through NFHS Learn, cover topics including concussion

recognition, sudden cardiac arrest, heat illness prevention and sportsmanship. Some athletes may find themselves watching familiar material year after year, but the repetition ensures that each season begins with athletes and coaches being reminded how to recognize warning signs, respond appropriately and protect themselves and others.

Coaches also maintain CPR and AED training, with many having additional firstaid preparation. At public high schools throughout the Keys, certified athletic trainers provide another important layer of protection at many practices and competitions.

In the Keys, perhaps no safety concern is more obvious than the heat.

Florida law and FHSAA policy require schools to monitor environmental conditions during outdoor athletics and modify activities when conditions become dangerous. Rather than relying simply on the temperature displayed on a weather app, schools use Wet Bulb Globe Temperature, or WBGT, which accounts for factors including temperature, humidity, wind and solar radiation to provide a better measurement of the heat stress being placed on an athlete.

As WBGT readings rise, so do the precautions.

At readings below 82 degrees, athletes must receive at least three separate rest breaks per hour. From 82.1 to 87 degrees, those breaks increase to at least four minutes each and chilled hydration must be accessible. Between 87.1 and 90 degrees, activity is limited to two hours, with four separate four-minute breaks

each hour; football players are restricted to helmets, shoulder pads and shorts.

Once the WBGT reaches 90.1 to 92 degrees, activity is limited to one hour, protective equipment and conditioning are prohibited and athletes receive five separate fourminute rest breaks. At 92.1 degrees or higher, outdoor athletic activity stops.

The Keys’ longest tenured athletic trainer, Luis Leal, says that the teams he works with go beyond the mandated measures to ensure athlete safety. Last week, as Marathon boarded the bus to their 4 p.m. game on turf in Miami, he handed each athlete a 16-ounce water bottle with electrolyte powder. The Dolphins only had one player go down with a muscle cramp, and that was in the final minutes of the game, despite the heat reflecting off the artificial turf. Their opponents, Leal said, were “gassed by the second quarter, and a lot of them went down more than once.”

The safeguards don’t end with preventing heat illness.

Schools must also be prepared to respond immediately should an athlete experience a heat emergency. Cold-water immersion tubs or other approved rapid-cooling methods must be immediately accessible when required, and per-

sonnel must know how to use them. The guiding principle in a suspected exertional heatstroke emergency is to begin rapid cooling immediately before transportation.

The 150-gallon cooling tubs required at athletic sites aren't reserved solely for emergencies. Leal said many football players and cross country runners also take advantage of them for postpractice cooling and recovery.

Florida's heat safety requirements are particularly relevant during August, when fall athletes begin practicing and competing in some of the most demanding weather conditions of the year.

Other emergencies require similar preparation.

AEDs are kept readily accessible for athletic activities, and coaches and other trained personnel are prepared to use them in the event of sudden cardiac arrest. Emergency action plans help schools establish ahead of time who will respond, where emergency equipment is located and what steps will be taken when seconds matter.

And let’s not forget the bane of last season’s football contests: lightning. Each school must monitor lightning strikes to assure no one is left outdoors when lightning is close by.

“We had to stop for lightning proximity last week multiple times, and during the second week of practices, we had 102 lightning strikes within eight miles in a 30-minute span,” said Leal. “I think that’s a record.”

Equipment provides yet

another layer of protection.

Football helmets, for example, are routinely inspected and reconditioned according to established safety standards and removed from service or replaced when necessary. Other protective equipment is likewise inspected and replaced as needed. A helmet or piece of protective gear may look like just another part of a uniform to the athlete wearing it, but maintaining that equipment is part of the larger system intended to reduce preventable injuries.

Perhaps one of the most important pieces of that system is education.

Concussions are not always obvious. Sudden cardiac arrest can occur in athletes who appear healthy. Heat illness can progress rapidly.

Teaching athletes themselves to recognize warning signs means safety is not solely the responsibility of the adults standing on the sideline. A teammate who recognizes that something is wrong and alerts a coach or athletic trainer can become an important part of the response.

For athletes, many of these precautions eventually become such a routine part of playing sports that they may barely notice them. But the safeguards are there, waiting for the moments coaches, athletes and parents hope never actually occur. And should the unthinkable happen, Florida Keys coaches and athletes are prepared to recognize the danger, respond appropriately and act when every second counts.

Weather wins at Conquistador Kickoff

oral Shores and Key West decided their runners could use a little more preparation before toeing the line for the first time this season, but a contingent of Dolphins was ready to race. Marathon traveled to Larry & Penny Thompson Park in Miami on Aug. 21 for the Conquistador Kickoff, only to meet an all-too-familiar opponent in late-August South Florida sports: the weather.

Meet officials initially delayed the races rather than send runners out ahead of approaching storms, then extended the delay as the rain came down. By the time the skies finally cleared around 7 p.m., officials pulled the plug on the meet, sending the Dolphins and their competition home without logging a single official mile.

Though Marathon coaches Helena Bursa and Shannon Wiley were disappointed, Bursa wasn't particularly surprised.

“Last year it happened twice,” she said.

Weather permitting, all three Keys teams will get another shot soon. Coral Shores is scheduled to open its season Aug. 27 at Palmer Trinity School, with Marathon racing at Pine Crest the following day. Key West will take its first mark Sept. 3 at the FNU Invitational – back at Larry & Penny Thompson Park.

ey West football opened the regular season in convincing fashion, returning from Boca Raton with a 30-7 win over the 6A Bobcats.

Reef Guyet got things started with a 3-yard touchdown run, followed by a 19-yard Jayson Michel touchdown pass to Kaine Dickerson.

Conchs head coach Johnny Hughes was pleased with his team’s performance against the larger-classification opponent, particularly the play of Chace Gaertner.

“Chace Gaertner was all over the place,” Hughes said.

Gaertner broke free for a pair of long touchdown runs, scoring from 40 and 68 yards out, then picked off a Bobcat pass on defense to showcase his two-way abilities.

The 3A Conchs face another larger opponent this week when they host the 5A Tigers of Palmetto. Hughes described Palmetto’s roster as “loaded,” pointing specifically to its sizable offensive and defensive fronts. Given that Key West’s own strength lies in the size and talent of its line, the matchup could be decided up front.

“It’ll come down to who wins it in the trenches,” Hughes said.

The Conchs will have some added motivation Friday night, when the game will honor Key West football legend George Mira, who recently passed away.

MARATHON Marathon, also on the road last week, did not fare as well.

The Dolphins made what was likely their longest road trip in 15 years, falling 50-7 to Wildwood.

Despite the lopsided score, head coach Sean McDonald saw something in the Wildcats he hopes his own team took home with them.

“Wildwood really showed us what we need to do better.

They sprinted to the ball; everything was done (at) a hundred miles an hour,” McDonald said. “That’s something we need to do, and seeing it firsthand I think woke us up. We need to be the ones who out-hustle, and that’s something we are capable of doing. We’re going to put in the work and get it done.”

Marathon’s lone score came on a Jesus Gonzalez pass to Jeremy Thiboutot, who secured the ball in the end zone. The Dolphins immediately recovered an onside kick and were driving with an opportunity to tie the game when a Wildwood interception halted the momentum. From there, the Wildcats quickly pulled away.

Thiboutot led Marathon’s receivers with 33 yards, while seven Dolphins combined for 124 yards on the ground. Defensively, Gabe Harper led the way with five tackles, with Elliott Greenmaki and Garrett Ruddy adding four apiece.

Marathon was scheduled to play BridgePrep Village Green this week, but the Bulldogs requested the game be postponed until week nine. The unexpected break gives the Dolphins extra time to prepare for a familiar opponent and an opportunity for some payback.

Marathon hosts Oxbridge Academy Sept. 4, looking to avenge a one-point loss to the ThunderWolves in their spring jamboree.

“This is a great opportunity to show how far we’ve come,” McDonald said.

CORAL SHORES In Tavernier, the Hi-Tides of Miami Beach rolled in and washed away Coral Shores’ hopes of an undefeated start, handing the Hurricanes a 42-0 loss.

“Our kids played hard,” Coral Shores head coach Ed Holly said. “At times, we played well and at times we made mistakes, and those cost us. Our team never gave up and we’re going to grow from this game.”

David Beltran delivered a strong offensive performance, rushing for 58 yards on five carries and catching two passes for another 34. Charles Royal added 60 yards on the ground and turned in another strong performance on defense.

Holly credited Marco Gudino for stepping in at kicker on short notice. Starter William Judson tweaked his knee during pregame warmups, and Holly elected not to risk worsening the injury. The junior, who spent the offseason honing his kicking skills at camps, is expected to return soon.

“It’s just not worth it to risk him getting hurt further,” Holly said.

Defensively, Luke Gookins led the Hurricanes with five solo tackles and two assists.

“I’m really, really proud of that young man,” Holly said of his free safety.

In the end, the Hi-Tides overwhelmed Coral Shores with what Holly described simply as “Dade County speed.”

The Hurricanes are likely to see plenty more speed this week, though this time it will arrive from a little farther north.

Fort Lauderdale’s Westminster Academy visits Tavernier for a conference matchup, bringing another talented and athletic roster. The Lions recently added a UCLA commit to an already formidable lineup, giving Coral Shores another early-season test.

“We look forward to the challenge,” Holly said. “After these two games, we are going to be battle-tested, that’s for sure.”

SET TO CLASH Keys volleyball teams get season underway

T

he Lady Fins volleyball squad opened their season in the win column.

Marathon hosted Somerset Silver Palms on Aug. 18, battling through five sets to defeat the Stallions 3-2 and claim the first regularseason victory by a Keys team this year.

Two nights later, Marathon traveled to Keys Gate, where things got a little more complicated. The Knights edged the Dolphins 27-25 in the opening set, but a malfunctioning air conditioning

system contributed to an increasingly slippery playing surface inside the gym. With conditions becoming unsafe, coaches agreed to halt the match and finish it later this season.

When the two teams meet again, Marathon will resume the match trailing one set to none rather than starting from scratch.

In their final contest of the week, the Dolphins fell 3-0 to Westminster Christian and will now turn their attention to some much more familiar competition.

Key West got off to a bumpy start, dropping three matches last week as the young but talented Lady Conchs continue to find their footing.

Key West opened Aug. 21 against St. John Paul II Academy and Boca Raton, falling 2-0 in both matches. The following day, the Lady Conchs lost 3-0 to True North Classical Academy, leaving Key West still searching for its first win of the young season.

This week brings another slate of tough opponents, but

more importantly, the first head-to-head Keys action of the regular season. Coral Shores made its season debut at home against Marathon on Aug. 25 (results not available at press time), followed one night later by Key West making the short trip up U.S. 1 to take on the Dolphins (results not available at press time).

With all three teams finally in action, bragging rights are officially on the line.
