The 2026 Florida Python Challenge recently ended with 907 participants removing 280 Burmese pythons from South Florida. The event by the Florida Fish & Wildlife Conservation Commission raises awareness about invasive species while engaging the public in Everglades conservation through removal of invasive pythons. LEADERS SENTENCED IN FLORIDA KEYS COCAINE RING Strama, Lugo and Ruiz earn years behind bars

T

hree members of a large-scale cocaine trafficking organization operating in the Florida Keys have been sentenced to federal prison for their roles in a yearslong conspiracy to distribute cocaine throughout Monroe County.

U.S. District Judge Rodolfo A. Ruiz II sentenced John Robert Strama Jr., 44, Pedro Luis Lugo Jr., 38, and Elvis Lazaro Ruiz, 34, all of Marathon, to 120 months, 85 months and 65 months in prison, respectively.

Strama and Ruiz previously pleaded guilty to conspiracy to distribute 5 kilograms or more of cocaine. Lugo pleaded guilty to conspiracy to distribute 500 grams or more of cocaine.

“Fishing for ‘square groupers’ in the waters off the Florida Keys is not a harmless pastime; it is drug trafficking and it carries serious consequences,” said U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida. “These defendants recovered kilogram quantities of cocaine from the sea and distributed them throughout the Florida Keys for years.

Their sentences send a clear message: Whether drugs arrive by land, air or sea, we will work with our law enforcement partners to find the traffickers, dismantle their networks and bring them to justice.”

The three were among 27 defendants charged in a federal indictment stemming from a cocaine distribution network that operated from at least 2020 through 2023.

According to court records, Strama, identified as a leader of the organization, obtained much of the cocaine he distributed by finding and recovering “floaters” — waterproof wrapped kilogram packages of cocaine — at sea. A professional boat operator, Strama used his knowledge of local waterways, tides and currents to recover dozens of kilograms of cocaine

over the course of the conspiracy. He then distributed the cocaine to co-conspirators and other buyers throughout the Keys.

Strama, Ruiz and Lugo were held responsible for distributing between 15 and 50 kilograms of cocaine during the conspiracy.

So far, 25 defendants have been sentenced. Kizmet Yatz Qualls and Daniel Fernando Ramirez are scheduled to be sentenced later.

U.S. Attorney Reding Quiñones and special agent in charge Brett Skiles of the FBI, Miami Field Office, made the announcement.

FBI Miami is investigating the case.

Assistant U.S. Attorneys Sean McLaughlin and Frank Tamen prosecuted the case.

Serving the village more than a year, Richards told Keys Weekly she wants to continue making “balanced” decisions that benefit the community, from the residents and businesses to the environment.

A resident since 1989, Wischmeier is a boat captain who recently retired from the Florida Sea Base.

Wischmeier has spent years attending village council meetings and chiming in on the issues. He believes Islamorada is becoming overdeveloped and wants to preserve remaining green space. He said he wants to get more involved in the village comprehensive plan while establishing controls for transferable development rights, or TDRs. “The fact you can take a 300to 400-foot space and turn it into a ‘McMansion’ vacation rental … I remember when the village used to be the village. Now it’s just getting so built up. I’m concerned about the runaway development happening in this village,” he said.

Current council members Steve Friedman and Deb Gillis will square off in the seat 2 race. A backcountry guide, Friedman filed his paperwork for village council seat 2 on May 18.

He ran for and won the seat in the November 2024 election, having secured 53.43% of the village votes.

Friedman told Keys Weekly in a previous interview that he’s learned quite a bit in his first term as a councilman. He’s proud of the fact that he was put to the test in his first meeting, when a majority voted to overturn a previous council decision and requested more building permit allocations from the state. Friedman voted “no.”

Gillis originally filed for seat 3 on April 15, but decided to switch to seat 2 before the noon deadline and avoided what would have been a three-person race. Gillis owns and runs Key Lantern Inn and Blue Fin Inn at MM 82.1, bayside. She served on the village council for eight years until she termed out in 2018. She served as mayor and vice mayor during her stint. She returned to the council following her victory during the 2024 election.

A race for seat 3 will see lifelong resident Corie McGraw-Abel squaring off against longtime Lower Matecumbe resident Sue Miller. McGraw-Abel filed for office on Aug. 3. The legislative aide to County Commissioner Holly Ras-

chein, McGraw-Abel said she felt it was the right time to seek office.

She said she’s fit to serve the village given all the years she’s lived in the village and her experience working on local, county and state issues as an aide. She’s the wife of Islamorada Fire Chief Terry Abel.

Miller moved to Islamorada in 1980 with husband Jay and two young boys. She’s stayed involved in village government issues going back to the days of the village’s incorporation. She filed for office on Aug. 10.

“I think that the knowledge I have acquired over years, attending meeting after meeting and studying agendas … I’m well prepared with what lies ahead,” she said. “I’d do everything possible to make residents understand we are there to serve them and make life better for them, and get involved in the decision making.”

Miller believes the village can improve the current budget, which proposes a 10% property tax increase. She said the increase is unnecessary, especially at a time when the state encourages all agencies to reduce taxes.

Current Mayor Don Horton and former DEA chief of operations Tom Raffanello will square off for seat 4. Horton was the first to file for re-election on Jan. 29. A former building services director for Monroe County and building official for Islamorada, Horton secured seat 4 in the 2024 election, winning 60.9% of the vote. In a previous interview, Horton said the current council has brought a level of professionalism that was previously missing.

“I don’t feel like I stand up alone,” he said. “If we can have a professional council that can work together and get things done … the council isn’t just one person, it’s a team working for the betterment of the village.”

In his time with the DEA, Raffanello assumed responsibility for 10,000 employees in 110 domestic offices and 71 countries with a budget of more than $200 million.

Raffanello said he has a different approach compared to the ones who’ve served on the village council.

“We haven’t run anyone through there in an executive management position that has executive management experience,” he said.

Raffanello said taxes in the village have increased 58% in the past five years, issues keep getting kicked down the road and a strategic plan update is long overdue. He said he’s looking to bring transparency, common sense while seeking more input from residents.

wo days were all it took for the Islamorada Village Council to work through a tentative spending plan, with $23.7 million for day-to-day operations and $25.1 million for enterprise functions, and propose a 2.7231 millage rate.

On the average Islamorada home valued at $1.2 million that receives a $50,000 homestead exemption, the homeowner would pay $3,251.80 in property taxes the coming fiscal year. That’s an increase of $87.27 from last year.

Nonhomesteaded property owners, like secondary homes and businesses, would pay $90.96 more than they did last year.

Property tax dollars levied by the village would pay the day-to-day expenses of the village, everything from public safety to public works, parks and recreation, IT and other departments. Fire rescue expenses for the 2026-27 fiscal year are projected to be $8.5 million, while local law enforcement costs to the village would total $3.6 million. Together, costs for public safety in Islamorada totals a little more than $12.1 million for the upcoming fiscal year.

As part of the spending plan, village council members agreed to provide all employees but local unionized firefighters with a 3% cost of living adjustment and a raise up to 3% for exceptional performance.

Firefighters receive their raises through a collective bargaining agreement.

“I think I heard it said several times that if we compare Islamorada salaries to other municipalities and the county, as a whole, our salaries are lower,” Mayor Don Horton said during the Aug. 4 budget workshop.

“And let’s face it, in some way we compete for that employee pool with other municipalities, the (Florida Keys Electric) Co-op and aqueduct and large municipal functions.”

Council members also kept the percentage the village kicks in for the benefits package of current employees. The village’s benefits plan includes health, dental, vision and

life insurance. In the past, the village paid up to 97.3% for an employee’s benefits package; that was done by a previous village manager without council consent.

Last year, the village council agreed to foot 80%, with employees the other 20%. The council agreed during budget discussions to leave the village and employee benefits contributions at the current 80-20, but any new hires after Oct. 1 would foot 40%. The village would pay the other 60%.

Village personnel will decrease from the previous year with elimination of a benefits and payroll position and an administrative assistant position in public safety moved to part-time. Village parks and recreation is seeking to hire an additional full-time lifeguard instead of parttime in order to adequately staff the pool. Recently, the parks and recreation department announced temporary changes to pool hours on Mondays, Wednesday and Fridays due to an ongoing lifeguard shortage. The pool lost lifeguards who returned to college, said Maria Bagiotti, parks and recreation director.

“Part-time help is great but they’re not available when we need them,” she said. “By hiring a fulltime employee, it allows us to use that employee at different hours of the day.”

With a proposed budget set, the council will hold public hearings on Sept. 10 and Sept. 17 at 5:30 p.m. at the Founders Park Community Center.

onroe County School District was recognized on Aug. 8 as the first NOAA Ocean Guardian school district on the East Coast during a community celebration hosted by United Way of Collier and the Keys, NOAA’s Office of National Marine Sanctuaries and the district at the Eco-Discovery Center in Key West.

The day of recognition started with a free family-friendly community event at the NOAA Eco-Discovery Center in Key West, where local kids participated in hands-on activities designed to foster ocean appreciation. An evening event included the proclamation of the district as an Ocean Guardian.

The designation recognizes the district’s commitment to environ-

mental stewardship through handson student projects that promote watershed protection, marine conservation and community engagement throughout the Keys.

Through the NOAA Ocean Guardian School initiative, students across Monroe County have participated in projects that connect classroom learning with real-world environmental action, helping protect the ecosystems that define the Keys and foster a culture of conservation among future generations.

“NOAA Ocean Guardian Schools empower the next generation to respect and care for our ocean through programs that protect and improve the health of the local watershed, our ocean, and special areas like national marine sanctuaries,” said John Armor, director of NOAA’s Office of National Marine Sanctuaries. “This collaboration demonstrates the power of public and private partnership and has engaged the Florida Keys community in projects that build a culture

of marine conservation of the Florida Keys National Marine Sanctuary.”

The designation reflects the efforts of students, educators, community organizations and local leaders.

FLORIDA LIEUTENANT GOVERNOR VISITS KEYS EMERGENCY OPERATIONS CENTER

F

lorida Lt. Governor Jay Collins visited the Monroe County Emergency Operations Center (EOC) in Marathon on Aug. 5, meeting with officials and public safety leadership to discuss emergency preparedness, response capabilities and the challenges of protecting community members and visitors throughout the Keys.

Collins met with Monroe County Mayor Michelle Lincoln, commissioner Jim Scholl, Emergency Management Director Cory Schwisow and Fire Rescue Deputy Chief Mark Hemeyer. The group discussed the county’s emergency operations, Trauma Star and the coordination among local, state and federal agencies before, during and after emergencies.

The EOC is the coordination point during activations, bringing together emergency management, fire rescue, law enforcement, municipalities, utilities, healthcare providers, nonprofit organizations and state and federal agencies.

“We appreciate Lt. Gov. Collins taking the time to visit our EOC and meet directly with the people responsible for protecting our community,” said Lincoln. “In the Florida Keys, strong partnerships with the state of Florida are critical to our ability to prepare for, respond to, and recover from emergencies. Having our state leadership see firsthand how we operate and understand the challenges we face is extremely valuable.”

NEW PRINCIPAL TAKES CHARGE OF PKS PANTHERS Maida Court served school for nine years as assistant principal JILL MIRANDA BAKER www.keysweekly.com

M

aida Court originally applied to Plantation Key School to teach English and was instead recruited to be the assistant principal. Now, nine years later, Court is the new principal, taking on the job held by Lisa Taylor for 13 years before she retired at the end of the 2025-26 school year.

“This is my dream job,” Court said two days before school resumed for the 2026-27 school year. “I am excited and can’t stop squealing in delight.”

A career educator, Court relocated from Miami-Dade in 2017 with her husband Kevin and four children – Tyler, Stella, Trevor and Tristan. All have since graduated from Coral Shores High School.

She was with the Miami-Dade School District as an assistant principal for seven years and before that, an English teacher for 10 years, teaching sixth through 11th grade students. A second-generation Miami native, she earned a bachelor’s degree in education from Florida State University and a master’s degree in educational leadership from Barry University.

Keys Weekly sat down with Court to learn more about the new principal and the year ahead. The conversation has been edited and condensed for clarity.

Did you apply for the open position or were you appointed? I applied for the position and didn’t hear anything for nearly six weeks; then I had an interview one day, a second interview the next day and the following day, I got the job.

When did you know you wanted to be a teacher? Actually, I really wanted to be a principal. I remember in high school writing a letter to myself about wanting it. I wrote about pushing through when times were tough and I would make it. I remember all my principals as a student and a teacher.

What makes you most excited about being the principal? I have always been a people person who loves children and adults. I feel that at PKS I have the ability to help so many people connect and act as the conduit.

I am most looking forward to sharing the generosity of our parents and community for our students’ benefit.

How would you describe your teaching style? Making lessons as applicable to life as possible, teaching real world, nitty-gritty life skills.

And your leadership style? I think I am best described as a coach type of leader. I like building teams and empowering them. I act as the hype person in the background. My job is to make sure everyone is in the right seat on the bus.

You are following in the footsteps of a local legend…Lisa Taylor. In my interview with her before she retired, she offered words of wisdom to you: ‘Don’t forget to have fun. Keep looking for the high spots throughout the day. There are so many great things happening; don’t get bogged down in the hard stuff.’ How will you take this to heart? I will take action to physically stand up, leave my office and get into the classrooms. Nothing better than to visit the kids. They always make you smile and snap out of whatever is bogging you down. I learned from Lisa two philosophies. First, always do what is best for the children. Second, make sure everyone is in the right seat on the bus.

Anything you are changing in the new school year? I haven’t really changed anything. Our school earned an A-rating again. We more than met the requirements. Why change anything?

Special skill or gift which you possess? I hope it’s my energy, love and excitement for life, and ability of being present.

What are you looking forward to most in your first year as principal?

That’s a tough one. All of it. Everything.

How have you prepared for this transition? I worked all summer getting ready. All the details are done and we can hit the ground running.

Is the school fully staffed? Yes. We have nine new staff members, five of which are teachers.

Monica Hornsley is also new as

assistant vice president. Was that the first decision you made? There was an interview process that me and the deputy superintendent (Amber Acevedo) did together. Monica was our top choice. A longtime teacher, she was most recently PKS’ literacy coach. She has extensive knowledge and is brilliant. She is one of the hardest working people in the building.

Tell me about how you two work together. While we each have our list of duties, we can work fluidly, assisting one another when needed. We both love data, numbers and statistics. It’s awesome to have someone of a similar mindset.

How many students are you expecting on the first day? Around 540 students.

What terrifies you about being principal? Nothing. I’ve been through so much in education and at PKS. I say, bring it. I can do it.

You mentioned parental and community support. Can you expand on that? I’ve worked at seven schools over my career and I’ve never experienced the high level of generosity and support that I do at PKS. Parents on the PTA (Parent Teacher Association) are enthusiastic with not only ideas but with execution. They are helpful, problem-solvers and resourceful.

Is there a group of staff set up similar to the PTA? Yes, internally we have the Sunshine Committee, which we started last year. The staff find ways to celebrate each other and share their positive energy, whether it is breakfast carts, monthly themes or special T-shirts.

When you are not at PKS, where can you be found? What do you do in your downtime? I love being with my kids, my family. Cooking and being on the water, then hopefully cooking our catch.

nd just like that, summer break is over. Aug. 12 marked the return of students to the classroom and the beginning for new teachers and staff at Upper Keys schools. Amid the hustle and bustle before the first bell rang, teachers took a moment from the classroom prep and instructional plans to speak with the Upper Keys Weekly about their teaching styles, hobbies and more.

Coral Shores High School RACHAEL CLARK Grade/subject: AVID. Where did you get your degree? I earned both my bachelor’s and master’s degrees from Arizona State University.

How long have you lived in the Keys? I was born and raised on these beautiful islands! I’m a proud graduate of both KLS and CSHS. How would you describe your teaching style?

Student-centered. I believe students learn best when they are actively involved in the learning process and have opportunities to build independence and take ownership of their learning.

What is your special talent that no one knows about? I would say finding the good in everyone. I’m naturally enthusiastic and love encouraging others and bringing positive energy to the people around me.

Laughing! I laugh easily and love finding humor in everyday moments.

What are your hobbies? Snowboarding, traveling, learning new things and spending time with family and friends.

Key Largo School AMY GIARDINIERE Grade/subject: First grade.

Where did you get your degree? State of Florida.

How long have you lived in the Keys? I’ve been coming to the Keys since 1980 … moved here fulltime December 2025.

How would you describe your teaching style? My teaching style is calm and structured. In daily practices, I like to use hands-on activities, guided practice, independent work time and collaborative learning structures. It’s important for students to receive frequent movement breaks, visual supports and differentiated instruction.

My goals are to nurture a love for reading, independence and build a strong classroom community.

What is your special talent that no one knows about? Baking.

What are your hobbies? Boating and traveling.

BOBBI BURSON Grade/subject: Fifth grade sciences.

Where did you get your degree? University of Southern Maine at Portland/Gorham/Auburn.

How long have you lived in the Keys? 24 years.

How would you describe your teaching style? I value inquiry-based learning that encourages students to explore concepts through questioning, critical thinking and discovery. I enjoy incorporating purposeful, hands-on learning opportunities through science labs, allowing students to actively investigate scientific concepts, apply their knowledge and develop problem-solving skills in an engaging and meaningful way.

What is your special talent that no one knows about? One thing that surprises people about me is that I spent several years working in a research laboratory studying the effects of fish farming on the local ecology. That ex-

perience strengthened my scientific background and deepened my appreciation for environmental science and research.

Outside of science, I have a passion for sports — especially basketball. I played basketball in college and have been coaching the sport for more than 10 years. Coaching has helped me develop leadership, teamwork and mentoring skills that I bring into the classroom every day.

What are your hobbies? In my free time, I enjoy playing basketball with my husband and children, making it a fun way to stay active and spend quality time together. I also have a passion for gardening, with a particular interest in hydroponics and exploring innovative ways to grow plants. Another favorite hobby is hiking and rock hounding in Maine, where I enjoy searching for gemstones such as tourmaline and amethyst.

LORENA SALGUEIRO GONZALEZ Grade/subject: Fourth and fifth ESE. Where did you get your degree? University of Florida.

How long have you lived in the Keys? 6 years.

How would you describe your teaching style?

Encouraging and energetic.

What is your special talent that no one knows about? Scuba diving.

What are your hobbies? Paddle boarding and pickleball.

MATTHEW CARVER Grade/subject: Seventh and eight grade math, algebra and geometry.

Where did you get your degree? I have a bachelor’s in biology from Hampden-Sydney College and a master’s in molecular physiology and biological physics from the University of Virginia.

How long have you lived in the Keys? Since 2023.

How would you describe your teaching style? I do, we do, you do.

What is your special talent that no one knows about? I can roll my eyes independently.

What are your hobbies? Coaching tackle football.

Ocean Studies Charter School DIANA HUTCHENS Grade/subject: Fourth and fifth grade in the Sharks room.

Where did you get your degree? Indiana University. (Go Hoosiers!)

How long have you lived in the Keys? One month.

How would you describe your teaching style?

Student-centered, hands-on and relationship-driven.

I want school to be engaging, relevant and memorable.

What is your special talent that no one knows about? I recently began performing in local theater. I am excited to see what kinds of opportunities the Keys have to offer.

What are your hobbies? Reading, I love snorkeling and can’t wait to get dive certified, and traveling.

HILLARY CASSEL Grade/subject: Kindergarten and first grade.

Where did you get your degree? I received my undergrad degree in psychology from the University of Florida and my master’s in special education from the University of West Florida.

How long have you lived in the Keys? I lived in the Keys from 2012-2021 and moved back in 2025.

How would you describe your teaching style?

I believe students learn best through hands-on exploration and by being fully immersed in meaningful learning experiences. Above all, I strive to make learning engaging, exciting and fun so that students develop a genuine love of learning.

What is your special talent that no one knows about? I create handcut stained glass mosaics inspired by Florida Keys wildlife.

What are your hobbies? Making mosaics and rescuing manatees (and all other creatures).

NICOLE SNELGROVE Grade/subject: K-8 art and creative design.

Where did you get your degree? I received my bachelor’s of science in molecular biology and chemistry at the Metropolitan State University of Denver, Colorado and my master’s in education at Regis University in Denver, Colorado. I was a mermaid living in the wrong state for a very long time.

How long have you lived in the Keys?

65 days! Moved here from Guanacaste, Costa Rica where I was running an ocean conservation school for the past six years. I am so excited to be part of the Ocean Studies Charter School community.

How would you describe your teaching style?

My teaching style is heart-centered, contemplative, creative, whimsical, silly and promotes deep thinking about nature, ourselves and our interconnectedness to all the beauty around us.

What is your special talent that no one knows about? I can sing a mean Bolero.

What are your hobbies? Salsa dancing, snorkeling, diving, mermaiding, painting and poetry.

TAYLOR NYMAN Grade/subject: First and second grade.

Where did you get your degree? North American Montessori Center.

How long have you lived in the Keys? 28 years.

How would you describe your teaching style?

Fun, hands-on, and Montessori-inspired. I strive to create a classroom where students can explore, be independent and get excited about learning.

What is your special talent that no one knows about? I have a talent for turning a messy space into an organized one.

What are your hobbies? Gardening and baking.

Treasure Village Montessori CHELSEA KELLY Grade/subject: VPK paraprofessional.

Where did you get your degree? I am currently working on getting my exceptional student education degree with the College of the Florida Keys.

Where do you live? I live in Homestead.

How would you describe your teaching style? TVM gave me the opportunity to begin my

teaching career at their amazing school, so I can begin to understand and discover my teaching style.

What is your special talent that no one knows about? A special talent of mine is I can find humor in everything. I truly believe that laughter is the best medicine. Life is serious enough, so why not have fun with it?

What are your hobbies? Hobbies of mine include baking (I enjoy making sweets and breads) and also enjoy doing crafts with friends.

Where did you get your degree? Palm Beach Atlantic University.

How long have you lived in the Keys? Pretty much my whole life. I moved down here when I was 2 years old.

How would you describe your teaching style?

I always try to make my lessons both fun and engaging. It’s never a dull moment in my classroom.

What is your special talent that no one knows about? I’m not a competitive person … except on the pickleball court.

What are your hobbies? All things playing pickleball and going to Disney.

What are your hobbies? Snow skiing, boating, hiking (essentially doing anything outdoors) and rooting on those good ol’ Baylor Bears (my alma mater) and the Oklahoma Sooners (where my youngest daughter is a cheerleader).

How would you describe your teaching style?

I would describe my teaching style as motivational, encouraging, positive and compassionate, with structure and high expectations. I believe students thrive when they feel supported and cared for while also knowing exactly what is expected of them. I encourage my students to work hard, believe in themselves and always strive to do their best. I hold them accountable while leading with patience, understanding and compassion. And above all, my number one rule is to smile — because a positive attitude can make all the difference in learning and in life.

Event brings big water slides and family fun

W

esley House Family Services is holding the Big Splash, a family-friendly event on Saturday, Aug. 22, from 10 a.m. to 2 p.m. at the Wesley House Key Largo office, located at 5 Homestead Ave. The Big Splash promises an unforgettable day of fun featuring five giant waterslides, a foam pit and a variety of bounce attractions, as well as opportunities to cool off and make memories.

Each event wristband includes a complimentary lunch consisting of hot dogs or hamburgers provided by Centennial Bank, plus a same-day voucher for entry to the nearby Jacobs Aquatic Center pool, so families can continue the fun into

the afternoon.

The lab was made possible with a $25,220 grant from the Ocean Reef Community Foundation. This program, based at CFK’s Upper Keys Center, is intended to help aspiring entrepreneurs, students and local business owners transform ideas into viable ventures. The grant covers inaugural costs to allow the first participants to attend free of charge.

Participants will compete for $7,500 in awards during the program’s culminating “Pitch Night Showcase.”

“CFK’s Entrepreneurship Incubator Lab is a rare opportunity to accelerate growing your business and network,” said Jesus Vazquez, faculty, supervision and management at

CFK who will lead the program for the college.

The lab will be an eight-week entrepreneurial program that guides participants through idea development and planning, marketing, sales, financials and operations. The program model encourages accountability, collaboration and peer networking while guiding participants on how to build and refine their ventures alongside fellow entrepreneurs.

The program workshop begins Oct. 5.

ounds of student chatter filled the halls of the Upper Keys schools, as teachers awaited their pupils for the first day on Aug. 12. The day before, students were able to say “hi” to teachers and staff, while finding their classrooms and sorting out other needs during meet-the-teacher events. At Coral Shores High School, seniors and their families celebrated what would be their final first day of class.

Parents holding signs savored the moment as the seniors gathered for a group photo before walking into the school. On the road, Monroe County Sheriff’s Office deputies ensured that motorists were maintaining the school-zone speed limit of 20 mph. Islamorada firefighters posted just outside the school zone to remind drivers to go slow.

And with that, another school year is underway.

‘UNSPOKEN BOND’ SEES SOLD-OUT CROWD AT TAVERNIER THEATER Documentary explores connections between humans and animals

“U

nspoken Bond,” a feature documentary exploring the connection between humans and animals, screened at a packed crowd in Key West on July 31, and then to a soldout audience at Tavernier Towne Cinema on Aug. 1.

The screening brought together members of the Florida Keys community for an evening centered on stories of healing, resilience and the ways animals can affect human lives.

“The response in Key West and Key Largo was everything we could have asked for,” said “Unspoken Bond” creator and executive producer Jackie Ducci. “A sold-out theater is always wonderful, but what meant even more was seeing people connect with the film — and with others in the room — through their shared experiences with the human-animal bond.”

The documentary features several personal stories illustrating the many forms the human-animal bond can take, including that of Pawsitive Beginnings founder Nicole Navarro and the rescued foxes that have become part of her own journey.

For Navarro, sharing such a personal story with the community

she calls home made the Tavernier screening particularly meaningful.

“I was humbled to be surrounded by the community that I care so deeply about, and to receive such support was truly amazing,” Navarro said.

The Tavernier event followed the film’s Florida Keys premiere on July 31, when “Unspoken Bond” filled the Key West Theater for its first local screening. The back-to-back audiences offered a homecoming for a film with strong connections to the Keys and several people whose work with animals has touched the local community.

Directed by Don Hardy and produced by KTF Films, “Unspoken Bond” examines the science, emotion and real-world effect behind relationships between people and animals. Through personal stories and expert perspectives, the documentary explores how animals can provide connection, purpose, comfort and healing during some of life’s most difficult moments.

“Unspoken Bond” will continue its journey through additional screenings and film festivals across the country.

t is with profound sadness that we announce the passing of Bradley H. Martin, a devoted husband, loving father, loyal friend and a man whose kindness touched everyone fortunate enough to know him.

Brad was born on June 24, 1953.

As the son of a military family, he spent his childhood living in many places around the world before eventually settling in Florida. Those early experiences gave him an appreciation for people from every walk of life, a quality that remained with him throughout his life.

Brad is survived by his beloved wife, Joy Martin; his son, Justin Martin; and his brothers, Gregory Martin and Jeffrey Martin. He was preceded in death by his parents, Walter and Lois Martin.

Brad first met Joy in Daytona Beach, and in his own words, it was “love at first sight.” Together they built a life centered on love, laughter, friendship and an unwavering commitment to helping others. Their partnership inspired everyone who knew them.

To know Brad was to know genuine kindness. He simply did not have a mean bone in his body.

Whether someone had known him for decades or had just met him, they were greeted with the same warmth, respect and generosity. Brad never hesitated to lend a helping hand, no matter the situation. If someone needed him, he was there.

Brad loved to cook, and the kitchen was often the heart of his home. Holidays were especially meaningful to him and Joy, who welcomed not only family but also friends — and anyone who happened to be in town or had nowhere else to celebrate. Around Brad’s table, no one was ever a stranger.

Meals became memories, conversations turned into lasting friendships, and everyone left feeling like family.

One of Brad’s greatest passions was his love for animals. Together, Brad and Joy shared a deep love for their horses and the many rescue dogs that became part of their family over the years. Their compassion extended far beyond their own animals. For more than 20 years, they opened their hearts as foster caregivers through MarrVelous Pet Rescues, helping foster more than 200 dogs and giving each one a second chance to find a loving home through

patience, kindness and unwavering dedication. Caring for animals was not simply something Brad did — it was part of who he was.

Brad also loved music and was known for creating playlists that reflected every mood and occasion, always eager to share a favorite song with family and friends. He delighted in making his homemade salsa, a gift many looked forward to receiving, and found genuine happiness in helping others in both the big moments and the everyday ones.

Brad lived with quiet strength, a generous heart and a genuine compassion that left a lasting impression on everyone he encountered. In just under six months, he faced his cancer diagnosis with remarkable positivity, courage, dignity and the same grace that defined the way he lived his life.

A sunset celebration honoring Bradley H. Martin will be held from 6 to 8 p.m. at Bayside Grille, Key Largo, on Sunday, Aug. 23. Family and friends are invited to gather, share memories, enjoy music, raise a glass at sunset and celebrate a life that was truly well lived.

In lieu of flowers, the family kindly requests that memorial donations be made to MarrVelous Pet Rescues in Brad’s honor, continuing his lifelong legacy of compassion for animals. Capone and the cronies’ ties to the Florida Keys

I

t was the late 1920s when an open-air roadster rambled away from Miami, through Homestead and over the Card Sound Bridge.

Two men occupied the vehicle.

After the bridge, the car rolled over State Road 4A, the original path of the Overseas Highway, and down Key Largo. While still traveling across North Key Largo, the roadster came to a stop at a roadside motel and restaurant called the Key Inn. In those days, traffic was light and the establishment’s proprietors, Ed and Fern Butters, heard the car before it pulled into their place. Fern watched her husband approach the roadster as the driver stepped out and stood up.

He said to her husband, “This is Al Capone. We are going to pull into your dock with our loads, and we will give you $25 a load.”

Ed declined the offer.

The associate replied, “But this is Al Capone, and he is pulling into your dock.”

“I don’t care if he is the Lord himself,” Ed said. “No one is pulling into my dock, and that’s final.”

Ed turned and walked away. Fern watched, thinking she was about to watch her husband be shot in the back. Instead, Mr. Capone’s associate sat down in the car, closed the door and continued driving down the dusty, bumpy road.

The Key Largo excursion was not Capone’s only Monroe County dalliance. It is rumored that he maintained a mansion on the mainland, in an Everglades outpost community called Pinecrest, that was used as a brothel.

Once found on the old Loop Road, Pinecrest was home to about 200 people who lived without electricity, running water or telephone lines. Hurricanes and the Great Depression took their toll on Pinecrest.

Capone’s move to South Florida seems to be the beginning of his end.

For all his bad deeds, it was tax evasion that put Capone in jail. He was incarcerated, for the last time, for seven years, six months and 15 days. Al was not in good shape and was suffering from diminished control of his volun-

tary motor skills as a result of contracting syphilis. His mental faculties deteriorated during his imprisonment, too. His state of mind was likened to that of a 12-year-old boy.

1947. Organized crime in South Florida did not pass with his death.

People, including members of his former group combined with a new guard, became recognized as the New Capone Gang.

Angelo Labriola was regarded as the head of the new guard, though Capone’s people were still involved and might have disagreed. The New Capone Gang was linked to the Florida Keys, if not before, then for certain on or about Feb. 20, 1948, when the attempted robbery of a café in South Miami went bad. Police shot one of the gang members, Bruno Tassione, in the stomach several times.

What happened next brought the crime to the Keys. The following events were recorded in several newspapers, including the Miami Herald on Feb. 21, 1948. At about 3 a.m., Sigmund Stocki, manager of Key Largo’s

Caribbean Club, received a phone call informing him that “a good friend had a beef with the fuzz.” Stocki told the caller to find a doctor in Key West who would “forget reporting the wounded man.”

Stocki and an unidentified associate proceeded to steal a blue 1947 Lincoln four-door sedan and drive it to 3090 N.W. 77th St., where they found Tassione bleeding from his wounds on a couch in the property’s guest house.

They helped him into the sedan and drove him to Key West, where they were unable to find a doctor to treat Tassione. Frustrated and fearing for Tassione’s life, they decided to leave him on a section of the old Overseas Highway on Stock Island. He was dressed only in shorts, but they covered him with a blanket, anonymously phoned the hospital and informed them of his whereabouts and condition. He arrived in critical condition.

After police investigated the shooting, three people connected to it were arrested. Among them was Stocki, 37, of 2226 Monroe Ave., Hollywood, Florida. He was identified as the driver of the stolen sedan. It was not his last run-in with the law. In 1951, he was charged with running a gaming house at 1749 Cleveland Ave., Hollywood, Florida. There were other arrests, but that is not why the man is remembered.

Stocki was born on Oct. 20, 1910, in Milwaukee, Wisconsin. It was there that he met Tom Hanley, who eventually brought him to the Florida Keys.

He worked for Hanley, managing the Caribbean Club and was there when John Huston and his writer, Richard Brooks, stayed at the club to work on

the script for the Humphrey Bogart and Lauren Bacall movie, “Key Largo.” The Ziggie in the film is said to have been named after Stocki.

Ziggie is the name people in the Florida Keys remember, still. When Hanley moved to Marathon, Ziggie went with him and managed Hanley’s Place and the Sombrero Beach Club. Both establishments were known for gaming. Stocki parted ways with Hanley, moved to Islamorada, and opened a small restaurant at the Olney Inn. When Hurricane Donna struck in 1960, the Category 4 storm left a wake of damage behind, including the Olney Inn. The property has since become home to Cheeca Lodge.

After the storm, he left his biggest footprint. In 1962, Stocki bought a small restaurant on Upper Matecumbe Key and opened Ziggie’s Conch. The building is still there, his name is still attached to the restaurant and the old neon sign that used to hang in the original Ziggie’s is still glowing. Did gambling once occur on the property? Maybe. Ziggie was certainly affiliated with the New Capone Gang and was practiced in running gaming operations.

or coral, sex is a numbers game.

Every summer, days after the July full moon, elkhorn and staghorn corals release eggs and sperm into the water in a carefully timed event called mass spawning.

When enough mature colonies spawn together, their gametes can meet and mix in the waves, fertilize each other and hopefully settle back onto reefs to grow into new colonies.

In the Keys, that ancient biological process has become surprisingly difficult.

Elkhorn and staghorn corals, species which used to dominate Florida and Caribbean reefs, have declined so dramatically that they are now considered “functionally extinct” across much of Florida’s coral reef. Remaining colonies which are large enough and healthy enough to spawn are often too few and far apart for their eggs and sperm to reliably find each other.

It’s a little like having all the eligible singles in neighboring towns hoping to meet – but nobody having a car, phone or internet to help them connect.

Rather than bet on poor odds for this summer’s spawn, Florida’s coral restoration community is coming together to play matchmaker.

“The temperature is rising so fast, and the population is functionally extinct — it’s basically gone — so there’s no chance it can recover naturally through natural selection,” said Reef Renewal USA’s technical director Ken Nedimyer, who will host the spawning event.

The timing couldn’t be more important.

The deadly 2023 marine heat wave devastated Florida reefs. Anticipating this summer’s ocean temperatures again running dangerously high, scientists are racing to beat the heat and preserve genetic material from some of Florida’s hardiest remaining corals. One way to do that is in living coral biobanks.

The other, which is what this year’s big spawning event focused on, endeavors to create new genetic mixes from remaining coral genotypes that will hopefully be more resilient to ocean conditions in the future. These offspring could, in best cases, be replanted on degraded reefs in a few years.

Reef Renewal’s offshore nursery in Tavernier is home to an unusually large collection of mature elkhorn and staghorn corals that were used for the spawning effort. These were not chosen at random.

During the 2023 heat wave, Reef Renewal left many of its mature corals in its Tavernier nursery rather than evacuating them all to land-based tanks. The heatwave effectively created a massive, uncontrolled experiment for those remaining corals. Some colonies bleached badly; others barely did.

“We scored every coral during that summer, and we took photo records,” Nedimyer said. “Now we know which ones bleach and which ones don’t, and we focus most effort on the ones that don’t.”

The scientific and restoration goal now is to see whether those traits can be passed to the next generation — and potentially strengthened through selective breeding. Scientists will use some of those 2023 survivors for this year’s spawning efforts, capitalizing on the valuable opportunity to identify and propagate corals that demonstrated unusual heat tolerance.

And so, the matchmaking began as researchers endeavored to help the corals “get it on.”

Before the big event, Nedimyer set aside 100 large elkhorn colonies representing 48 unique genotypes for spawning, including 22 genotypes identified as having exceptional or good heat resistance.

Another 200-plus large and extra-large elkhorns in the Reef Renewal nursery represent 68 additional unique genotypes that could potentially spawn, he said. Finally, hundreds of mature staghorn colonies representing 18 unique genotypes were also selected for the effort.

Nedimyer’s decades of experience paid off: “The corals are spawning like gangbusters,” he told the Weekly on Aug. 1. On Aug. 4, Nedimyer sent another update: “The corals went wild last night. Best night ever.”

Over nine nights of spawning, dive teams collected coral eggs and sperm from the Reef Renewal nursery and raced them back to a temporary laboratory at John Pennekamp Coral Reef State Park.

Scientists took over, working around the clock to separate the gametes, create genetic crosses and begin rearing the resulting larvae. Some sperm will also be cryopreserved to create a genetic bank for future restoration efforts.

The 2026 effort brings together 11 leading coral conservation and restoration organizations, funded through NOAA’s Re5 initiative. Reef Renewal has mature corals and nursery infrastructure, while partners including Mote Marine Laboratory, the Florida Aquarium, the University of Miami, SECORE International, the Reef Institute and others bring expertise in fertilization, larval development, cryopreservation and growing young corals.

“It’s the perfect storm.” Nedimyer said. “We’ve all come together at the right time. Best of the best working together.”

For Nedimyer and his colleagues, the summer matchmaking may be coming to a close, but the real work is just beginning. The baby corals produced through the effort will be distributed to partner facilities for growout and, hopefully, eventual restoration back on the reef. These tiny recruits represent something Florida’s reefs have been missing for years now: new genetic combinations, more corals and renewed hope.

he History of Diving Museum on Saturday, Aug. 15, will celebrate William Beebe and Otis Barton’s record-breaking dive in the Bathysphere on the same date in 1934.

The museum will portray what this milestone meant for diving history and understanding about creatures of the deep sea while seeing them for the very first time in their natural environment, a half-mile down in the ocean.

In addition, Julia Sokolow will host a special presentation at 12:30 p.m. on the research and development of the museum’s current “Prescribed Pressure” limited-time featured exhibit. Josh Thacker, museum curator and collections manager, and Solokow spent hundreds of hours researching the subject matter, gathering information and artifacts, writing narrative and designing what is on display through the end of the year.

Tours will take place at 11 a.m. and again at 2 p.m. (tours are about an hour each) with the presentation in-between at 12:30 p.m. Both are included with the price of admission, and are free for museum members.

No reservation is required, but attendees are asked to arrive 10 minutes before the start time. Attend the 11 a.m. tour and stay for the presentation or come to the presentation and stay for the 2 p.m. tour. Light refreshments will be served during the presentation.

On Wednesday, Aug. 19, the museum’s free “Immerse Yourself” presentation will feature Tom Potts, program director for science at Deep.

He is a member of the team helping to shape the future of sustained human presence beneath the sea.

With more than 30 years in marine science and undersea operations, he is advancing the Vanguard habitat system to expand scientific discovery, technology development and ocean stewardship. His presentation explores the first permanently deployed U.S. open-ocean subsea habitat in 40 years — and how it is transforming the way scientists live and work beneath the sea. Learn how this research platform will support coral reef conservation, climate science, technology development and longduration human exploration.

The museum’s exhibits will be open late on “Immerse Yourself” night, with the last admission at 6:45 p.m. The featured exhibit is “Prescribed Pressure,” which explores the history of diving medicine and how pressure can harm or heal the body.

Attendees may mingle with museum members and Dick Rutkowski, a pioneer of hyperbaric and diving medicine.

In the 1970s, he taught the first diving-emergency and accidentmanagement courses for divers. He brought the first hyperbaric chamber to South Florida in 1973. Before that, there were no chambers anywhere in South Florida to treat decompression sickness in divers.

In 1985, Rutkowski spearheaded the introduction of nitrox breathing gas to the recreational scuba diving community. Among his many accolades, he is a National Oceanic and Atmospheric Administration aquanaut and founder of Hyperbarics International Inc. Light refreshments will be served and the “Immerse Yourself” presentation will begin promptly at 7 p.m.

What: “Star Trek II: The Wrath of Khan” (1982) Why: There have been, so far, 13 movies in the Star Trek franchise and this is my favorite by several light years. It’s miraculous it was even made after the snore-fest of “Star Trek: The Motion Picture” – and what a relief it was at the time. In this installment, the old Enterprise crew is pulled back together and encounters one of the greatest villains from the original series, Khan Noonien Singh (Ricardo Montalban).

On the TV episode (“Space Seed”), the Enterprise crew left Khan and his shipmates on an uninhabited planet.

In the movie, Khan is out for revenge, specifically against Capt. Kirk.

Former Navy base commander oversaw MCSD operations for 13 years

T

he Monroe County School District on Aug. 10 announced the retirement of Patrick Lefere, whose 13 years as executive director of operations left a lasting effect on students, staff and schools throughout the Keys.

Following a Pat Lefere military career that included a stint as commander of Naval Air Station Key West, Lefere stayed in the Keys and brought his leadership, dedication and operational expertise to the school district. He oversaw a range of district services, including transportation, food services, maintenance, construction, technology and safety and security.

Under his leadership, the district completed numerous major projects, including the rebuilding of Plantation Key and Gerald Adams Elementary schools, as well as the development of the Backyard athletic facilities at Key West High School and the renewal of the Tommy Roberts Stadium football and baseball complex. He also guided advancements in safety and security, as well as in student services and technology, including the expansion of the district’s bus fleet with onboard Wi-Fi. “Mr. Lefere’s ability to successfully manage multiple departments while keeping students’ needs at the center of every decision is a testament to his dedication, professionalism and extraordinary work ethic,” Superintendent Ed Tierney said.

We’re excited about the knowledge and energy they’ll bring, but it’s difficult to let go of the good ones.

Jodi was one of the very best. She embodied what it means to serve. She didn’t just attend meetings, she participated. She offered thoughtful counsel, opened doors, made introductions and invested personally in our mission. If you’ve spent much time around nonprofits, you know how rare that combination is and how hard it is to let go of people like that.

But that’s exactly what good governance is all about. The truth is, organizations don’t grow because of any one person. They grow because good people build good systems that outlast them.

Sometimes governance asks us to follow the bylaws when our hearts would rather make an exception. Sometimes it means term limits for someone we’d happily keep forever. Sometimes it means slowing down to make sure decisions are made the right way instead of the easy way. That can be frustrating, but it’s what makes organizations healthy.

Transitions are a test. They tell us whether we’ve built something sustainable. If we’ve done our jobs well, the mission continues, new leaders step in and the organization keeps moving forward.

There’s another lesson in all of this: None of us is permanent. Regardless of our role, we are all simply stewards for a season, and our hope should be to leave them a little stronger than we found them.

Thankfully, strong and transparent governance has been, and will remain, one of the cornerstones of the Community Foundation of the Florida Keys.

NEWS OF THE WEIRD Facing the loss of federal grants for a program that studies marmots, a group of researchers from the Rocky Mountain Biological Laboratory has turned to an unusual source for financial support: an OnlyFans page called OnlyMarms, UPI reported on July 28. Professor Daniel Blumstein, the head of the program, says they will also continue to seek traditional funding sources. “[The OnlyMarms page is] going to be G-rated, and we’re not going to sexualize this,” Blumstein said. “We’re just going to have fun with sharing.” Masters student Emily Renkey runs the page. “Sometimes I’m just posting the videos I think will get the most ‘awws,’” she said. “But my favorite is when I find footage of a particular behavior and I can use that to educate people.” Fans of the page can leave tips to support the group’s research.

David Cifaldi, 32, was hiking Granite Mountain in Montana on July 20 when he tripped over a rock and impaled himself with one of his hiking poles -- and managed to hike the 10 miles back with the pole through his side, the New York Times reported. Cifaldi, an ER nurse, assessed his wounds and determined that because there was no blood and that he could take deep breaths, he was in good enough shape to get himself to safety. One friend radioed ahead for help and walked ahead to warn other hikers -- especially those with children -- about the “gnarly” sight. The other friend walked behind him to watch for further signs of injury. The trek took about six and a half hours, and Cifaldi was in good enough spirits to joke around with his friends. They “starated making shish kebab jokes,” Cifaldi said.

“By the end, they were calling me ‘Bob’ on the way out.” He was cared for in Billings, at the very hospital where he works. Doctors there successfully removed the pole, but additional surgery could still be in Cifaldi’s future. “I’m not an amateur hiker,” he said, adding that this was “just a freak accident.”

Mini Fact: Animal shelters take in many kinds of animals, including guinea pigs, lizards, ferrets and snakes.

What is a shelter?

Most shelters are places that care for animals for a short while. Few can care for animals for the rest of their natural lives.

Shelters care for the animals while workers search for good homes for them. They find homes for millions of animals every year.

Dogs and cats are the main animals in shelters. However, they also care for many other animals people have as pets. Sometimes wild animals end up in shelters, too.

What do shelters do?

Shelters take in abandoned or injured animals. Often they care for lost or stray dogs and cats until their owners claim them.

Animal control officers also rescue animals from situations where the animals are being treated cruelly. Animals that have been pets don’t do well on their own. Shelters look after these animals.

Shelters provide food, water, housing and medical care. Workers pet and play with the animals.

Animal shelters care for millions of abandoned or injured dogs and cats each year. There are about 5,000 animal shelters in the United States.

people can do to help their pets is to get them spayed or neutered. This means the animals get an operation to be sure they can’t have kittens or puppies. They are asleep during the operation, so they aren’t scared or in pain.

Spaying and neutering are important because there are so many animals needing care and not enough homes or shelters for them.

Its kittens or puppies can have many litters, too.

This can end up creating thousands of new cats and dogs.

Good homes needed!

Unfortunately, shelters cannot care for all the hurt or abandoned animals that come through their doors. Experts say that from 6 to 8 million dogs and cats are brought into shelters in America each year. About half of those are euthanized (YOU-thuh-NIZD), or painlessly killed.

How to help If you see an animal you think is being mistreated, tell an adult you trust. Never approach a strange animal. Do not go onto someone else’s property. Tell a parent, a teacher or a police officer. Animal cruelty is illegal everywhere in America.

You can volunteer at a local shelter.

You can volunteer in person or do other things to help out the shelter workers.

You could: • Stuff envelopes for the shelter’s mailings.

• Collect and deliver items shelters need*, such as:
