ven on a little island with fewer than 10,000 fulltime residents, a lot can happen in a year. From restaurant merry-go-rounds to city leadership shakeups, high-dollar construction projects and state law changes that hit home in the Keys, here’s our look back at the top headlines from 2025. From the entire staff of the Keys Weekly, we wish our readers a happy and healthy start to 2026. We’re honored to serve as your only locallyowned news source in the heart of the Florida Keys.

• JANUARY • Alleged mismanagement and delayed paychecks for employees led to the entire staff of Overseas Pub and Grill walking out on the local favorite, heading to a reimagined Marathon Grill and Ale House under new ownership. The shuttered Overseas would later be sold and reopen as El Siboney Overseas in November.

• Roadside bucket trucks working on power lines were a daily sight as FKEC worked to provide electrical infrastructure upgrades throughout Marathon and the Upper Keys, including storm-resistant utility poles and resilient power lines.

• A years-long debate over the fate of a homeless encampment on 20th Street came to a head as residents filed a lawsuit

against the city of Marathon, alleging violations of a new Florida state law governing public camping. The city refused responsibility for the property, which is technically owned by FDOT. The agency ordered the camp cleared by Jan. 31, leaving many of the street’s residents without another option in the absence of a local homeless shelter.

Convicted Jan. 6 Capitol rioter Bryan Bishop was among more than 1,500 pardoned by president Donald Trump, leaving prison after serving less than five months of a 45-month sentence.

FEBRUARY • As the city of Marathon weighed the threat of takings cases while watching its supply of building rights dwindle, a critical opinion

by Florida’s Third District Court of Appeals struck a blow in a landmark case spanning nearly 20 years over the small offshore island of Shands Key. Marathon would later ask the Florida Supreme Court to hear the case, but was denied in December, leaving an appeal to the U.S. Supreme Court as a final option to avoid a multimillion-dollar payout for the downzoned island.

• An advisory from the Florida Department of Health confirmed

MARCH • Federal turmoil over tariffs and international travel boycotts began to pose threats to Keys tourism, as funding cuts at the national level ignited uncertainty for local offices like NOAA and the National Weather Service.

• County judge James Morgan III was appointed to the 16th Judicial Circuit, succeeding Luis Garcia at the Plantation Key courthouse.

• It wasn’t a UFO that lit up the skies over the Keys on March 6 – it was SpaceX’s uncrewed 403-foot Starship rocket exploding on a test flight. Or, in the company’s words, a “rapid unscheduled disassembly.”

• After scrapping previous plans for a complete demolition and rebuild of City Hall, Key Colony Beach began to move forward with a new concept, hardening the existing post office and Marble Hall while expanding the building’s south side with a two-story office and lobby addition.

The Keys received a prime reminder of just how close to isolation we truly are when raging brush fires intermittently closed both the 18-Mile Stretch of U.S. 1 and Card Sound Road for multiple weeks.

APRIL • Despite another annual outcry from residents, the Marathon City Council voted 3-2 to continue a special taxing district supporting Fishermen’s Community Hospital.

While the tax collected roughly $2 million per year since its inception, the final year served to pay off the balance of $774,339 remaining in the maximum 10-year, $15 million pledge.

• A long-awaited road raising and drainage project on Sombrero Boulevard broke ground, following years of chronic flooding that left several motorists stranded and some locals wondering whether they’d be able to get home on stormy nights.

• Facing brutal headwinds for the second year in a row, 1,500 runners braved the Keys’ longest overwater span in the 7 Mile Bridge Run. Local distance phenom Vance Bursa finished second to Key West native Owen Allen, while Joanna Stephens of Dallas, Georgia broke the tape for her third consecutive women’s win.

A runaway skiff that broke free from a grounded trawler off Bahia Honda State Park was retrieved in 24 hours thanks to the watchful eyes of local charter captains, who spotted the boat five miles offshore from Key Largo. The trawler, an eyesore from the highway for months, was removed in late August.

On the diamond, the Marathon Dolphins’ sluggers claimed their second consecutive South Florida Baseball Conference championship. The squad would go on to win their first division title since 1979.

Up in Tallahassee, bills threatened to divert tourist development tax dollars to fund property tax relief.

Through more than 1,000 search warrants, Don Hiller’s time as a narcotics agent netted tens of millions in seized funds, along with thousands of kilos of cocaine and other drugs. Seized funds were later used to purchase MCSO buildings and equipment.

In the Southernmost City, Key West’s airport renovation was cleared for takeoff, eschewing the traditional hot-as-heck tarmac walk and instead sending passengers to Atlanta via a new terminal and glass jet bridges.

After 40 years of service to the Monroe County Sheriff’s Office, lieutenant colonel Don Hiller called it a career, regaling the Weekly with epic stories of his years seizing millions in illicit drugs and cash.

In a notable departure from previous reviews, the Marathon City Council shot down an addition to an already-greenlit 16-home development on 107th Street.

The decision would continue to resurface throughout the fall in the race for three open seats on the council. Meanwhile, a muchawaited and often-debated skate and wheel park got the go-ahead at the east end of Marathon Community Park. Construction is underway.

What began as a man throwing objects off the roof of an apartment building soon turned tragic when the man began firing shots at police cars with an AR-15. A midnight standoff lasting more than two hours ended in devastating fashion as the gunman took his own life – with no other injuries.

After a nationwide search, the Monroe County School Board selected Ed Tierney, former superintendent of Palm Beach County schools, to be its next superintendent, succeeding Theresa Axford after her retirement in July.

For the second straight year, Marathon’s Unified soccer team earned a state championship at the 2025 Special Olympics Summer Games in Orlando.

Four local teens were airlifted to Miami after a boat struck the Seven Mile Bridge, hurling all seven of its passengers into the water. Thankfully, there were no fatalities.

Florida’s new Boater Freedom Act redefined the criteria for stops on the water by local law enforcement, preventing sheriff’s offices from stopping vessels for the sole purpose of conducting safety checks.

In a move widely panned by dental health providers and public health organizations, Florida banned fluoride from drinking water supplies.

The Marathon community showered graduates with well over $2 million in scholarships at the 2025 Class Night before a recordbreaking class of 122 seniors bid Marathon High School farewell on May 29.

JUNE • As court cases continued to unfold from a highly-publicized cocaine ring bust in 2024, prosecutors claimed the Monroe County Sheriff’s Office was deliberately excluded from the investigation due to the possibility of an internal leak. Sheriff Rick Ramsay was quick to shoot down these allegations, pointing instead to brewing tensions between his office and a single FBI agent operating in a vacuum in the Keys.

• Following union negotiations, the nonprofit Florida Keys Electric Cooperative moved to a four-day work week – still preserving modest wage increases for employees.

• The Marathon City Council divvied up $149,000 in grant funding for local nonprofits, handing out awards from $200 to $12,700.

The subject of continued funding would resurface later in the year as DOGE cuts directed local governments to cease funding of non-essential services.

• Rising tensions between the city of Marathon and local contractors came to a head as contractors requested an open-format workshop to air their struggles. The request

was ultimately denied in favor of e-mail communication to create a record of issues and their resolution – a choice that reverberated throughout the fall election cycle.

Co-owner Cesar Sandoval gave the Keys Weekly a first look inside the completely revamped Hurricane Bar and Grill. Gutted from top to bottom, the restaurant opened in October.

JULY • County commissioner Michelle Lincoln took the reins as president of the Florida Association of Counties.

• Key Colony Inn was the next in line in a series of restaurant shakeups. Owners Ali and Andy Baker left town in the middle of the night, telling staff a day later via text message that the eatery was permanently closed. Shuttered for several months, the building sold, and the new Inn at Key Colony reopened in December.

• Also in Key Colony Beach, former Vice Mayor Joey Raspe tendered his resignation. The commission appointed Kirk Diehl to fill his place.

• After 30 years protecting the Keys’ waters and wildlife, former FWC Capt. David Dipre sailed off into retirement.

• In a showdown at the Elks Lodge, local boxer Noah Casillas earned a highlight-reel knockout win in the main event at Spar Wars: Island Wars Volume 2.

• Municipalities and utilities squabbled over how to split up $20 million in annual funding from the Florida Keys Stewardship Act. While smaller governments preferred an even split among municipalities, larger ones like Key West and unincorporated Monroe said funds should be split by relative populations. Today, governments still apply through a state-managed portal to fund individual projects.

• Plenty of folks got an illegal “head start” on lobster mini-season, ending up in MCSO’s crime log for undersized, out-of-season and over-the-limit bugs and fish.

The season saw two fatalities for snorkelers who lost consciousness, as well as one propeller injury to a child’s leg. After the season closed, an arrest on Aug. 3 in Indian Key Fill nabbed poachers with 53 outof-season lobster.

Embattled commercial lobster fishermen fought to stay afloat as ICE operations depleted their workforce. Meanwhile, changing international landscapes, tariffs and low-priced imports from Caribbean nations raised material costs while crippling the value of exported product and making local sales more difficult.

A field of seven candidates for three open positions on the Marathon City Council crystallized, including newcomers Debbie Struyf, Dave Perry, Greg Robinson and Gerrit Hale along with incumbents Lynn Landry, Robyn Still and Jeff Smith.

Already sentenced to 20 years behind bars for a federal conviction, former Marathon liveaboard Eric Cadogan was sentenced a combined 40 years in prison for his role in an incestuous child sex abuse case. Kia Lynn Cadogan, Eric’s wife, was sentenced earlier in the year to 13 years in Florida state prison.

Trailerama, one of Marathon’s largest mobile home parks – and most affordable housing options for year-round residents – sold for $17.5 million to EPH Trailerama LLC, a corporation backed by commercial real estate firm Moses Tucker Partners and real estate investment firm Equity Partnership Holdings. New ownership promised, and began to deliver, more resident services and a facelift for the property, which still currently operates as a mobile home park.

SEPTEMBER • Concerns over Sunshine Law violations sparked debate and criticism as Marathon City Council incumbents were unable to attend some local candidate forums.

• The Rotary Club of Marathon welcomed a new companion club, available to meet less frequently in the evenings while furthering Rotary’s motto of “Service Above Self.”

• Marathon elected to meet the rollback tax rate in its $144.6 million budget for the third consecutive year, electing to draw down a portion of the city’s more-thanhealthy reserves to fund the planned deficit.

• A new court ruling paved the way for open carry of firearms, prompting questions from both the public and local law enforcement about if, and how, certain properties, businesses, schools or government buildings could restrict weaponry.

•

High winds, heavy summer rains and frequent cancellations of aerial missions led to a notable surge in saltmarsh mosquitoes throughout the Keys, prompting the public to ask the Florida Keys Mosquito Control District for answers amid the itchy bites.

For the first time in school history, the Marathon Middle School Dolphins defended their home football field against Horace O’Bryant School, winning 32-20 over their Key West rivals.

OCTOBER • The seven-candidate field for Marathon City Council covered wide-ranging topics from the city’s budget to its basic command structure in the Keys Weekly and Greater Marathon Chamber of Commerce’s annual candidate forum.

• The seated council debated, and eventually approved, construction of a unique affordable housing project at the site of the old Monroe County Emergency Operations Center. The land and building rights for the project would come from the county, with construction costs covered by surplus TDC revenues approved for use in workforce housing projects.

• The state Supreme Court upheld the death sentence for Steven Wolf, convicted in 2023 of murder and sexual assault of a woman after her body was found near the Vaca Cut Bridge.

The Keys Weekly and Rotary Club of Marathon hosted our favorite night of the year: the 2025 Best of Marathon Awards, bringing more than 300 guests together at Hawks Cay to raise money for a great cause while celebrating the true standouts in our community.

After years sitting vacant, the former Kmart building came to life again as SurfStyle, stocked with apparel and supplies for a day on the water. Before the store opened, renowned artist Wyland returned to touch up his preserved Whaling Wall #87, adding a mother and baby manatee to the sub-sea scenery.

NOVEMBER • After a hotly-contested campaign, Debbie Struyf, Robyn Still and Lynn Landry emerged victorious in the Marathon City Council election on Nov. 4. Voter turnout for the offyear election with only one race on the ballot ended at just 21.18%.

After swearing in the new trio on Nov. 18, the council chose Lynny Del Gaizo as its mayor and Struyf as vice mayor for 2025-26.

Food pantries saw a surge in customers – and donations – as turmoil at the federal level led to the cancellation of SNAP benefits for low-income families.

The Upper and Middle Keys got some new flippered residents as animals from the shuttered Miami Seaquarium, owned by the bankrupt Dolphin Company, were transferred to Keys facilities.

On Grassy Key, Dolphin Research Center welcomed senior dolphins Samantha and JJ; harbor seals Ace, Cane and Baby; and California sea lions Raleigh and Clyde.

ICE enforcement activity throughout the Keys led to several highlypublicized cases of detained individuals, including a Cuban woman arrested hours after giving birth in Key West, a teen picked up on the way to school in the Upper Keys, and a Marathon woman whose husband was arrested weeks before she welcomed their newborn son.

While some local governments cut nonprofit funding, the Community Foundation of the Florida Keys showered service organizations with more than $900,000 in grants.

DECEMBER • Allegations of price-fixing among local fish houses spread when a class-action lawsuit accused several Keys buyers of conspiring with convicted wholesaler Dennis Dopico to suppress lobster and stone crab claw prices.

• Confusion over a new license plate law in Florida found some motorists defending their decorative frames to law enforcement – and even landed one Broward County man in jail when his frame blocked the “S” in “Sunshine State” on his plate. The unrest led to clarification from FLHSMV, which said the new law was trying to target those who cover their plates with tints or reflective coatings to escape tolls via automatic plate readers.

• The Marathon City Council received an update on its deep wastewater well project, now slated to cost $60 million. Construction begins in January, and the city must complete the project by 2028, according to the conditions of their federal settlement with Friends of the Lower Keys in a lawsuit over wastewater disposal.

• A groundbreaking ceremony in Key Colony Beach marked the official start of the $5.5 million City Hall renovation project, scheduled to complete in September 2026.

A BUSY YEAR FOR MONROE COUNTY AND TALLAHASSEE Governments ax funds for nonprofits, administration commission approves ROGOs

T

he year 2025 was busy in the southernmost county and at the state capital in Tallahassee. From budget cuts to development, county commissioners and state legislators had some big decisions to make throughout the year.

MONROE COUNTY GOVERNMENT Approvals garnered for Publix project County commissioners supported various measures to advance Blackstone Group Tavernier 925 LLC’s Publix and workforce housing project at MM 92.5 oceanside. In April, commissioners voted in favor of a development agreement, which spells out the details and commitment for the development. In June, a major conditional use permit was approved for developers to build a 47,240-squarefoot Publix supermarket and 2,100-square-foot liquor store at the front of the property. Toward the back, 86 units of workforce housing will be constructed.

U.S. 1 widening rejected At a Sept. 10 meeting, Monroe County commissioners unanimously rejected a draft proposal to give the Florida Department of Transportation authority to potentially enlarge segments of U.S. 1 to four lanes of traffic. The proposal strictly involved unincorporated areas of Monroe County.

County budget axes employees, nonprofit funds Monroe County Commissioners voted 4-1 for a tentative $674 million spending plan with funding cuts to Florida Keys nonprofits serving the most vulnerable populations. Agencies in social services and health saw funds through the county’s Human Services Advisory Board reduced by 50%, or $1.1 million in all. Additional county budget cuts included layoffs, eliminating 20 vacant positions and forgoing Freebee rideshare service.

County nixes downstairs enclosures Maximum size requirements and required inspections during home sales for downstairs enclosures in unincorporated Monroe County are no longer, following the county commission’s unanimous vote on Oct. 15. The changes come via an ordinance to amend the floodplain management chapter of Monroe County’s land development code as the county shakes off a 23-year stint on, in staff’s own words from 2023, “FEMA’s naughty list.”

STATE GOVERNMENT Florida assists ICE Earlier this year, Gov. Ron DeSantis and the state Legislature passed some of the strictest immigration laws in the country. One provision, known as the 287(g) Program, requires all local, county and state law enforcement agencies in Florida to sign agreements stating they will assist ICE with immigration enforcement. Any police chief or sheriff who refuses to do so can be removed from office by the governor.

The Monroe County Sheriff’s Office, Key West Police Department and Key Colony Beach Police Department signed the required 287(g) agreements with ICE, which expand a local department’s authority to: • Identify and process removable aliens with pending or active criminal charges.

• Enforce limited immigration authorities with ICE oversight during routine duties.

• “Serve and execute administrative warrants on removable aliens in your jail,” states the ICE website.

Governor vetoes nonprofit funds On June 30, Gov. Ron DeSantis vetoed more than $560 million from a legislatively-approved $115 billion budget. Nearly $1 million was tossed out of the budget by DeSantis for Keys AHEC, which provides comprehensive medical and dental care for local school-age children. Keys AHEC initially submitted a request to the state Legislature for $975,000 to continue its work providing dental services, including cleanings, sealings and X-rays, as well as health services, including physicals ahead of the school year for children in the Keys.

“He eliminated budget sections which were very interesting. … It’s the first time I had seen that,” Keys AHEC CEO Michael Cunningham said.

“I don’t know whether he really understood the project or gave it a fair shake.”

ROGO RODEO First, it was a squabble over how many to ask for. Next, it was whether or not the Legislature would allow them. And finally, it was a waiting game to learn how to accept them. The Keys Weekly lost count of how many times we wrote about the fate of new building rights (ROGOs) throughout the island chain in 2025. Worried governments faced the threat of takings cases – multimillion-dollar lawsuits from owners of otherwise buildable land that were denied the chance to do so – once they exhausted their dwindling supplies of allocations.

Bills with separate asks for new building rights – 500 from state Rep. Jim Mooney and 3,500 from Sen. Ana Maria Rodriguez – were eventually amended to reflect a unified request: a change to the hurricane evacuation clearance time for the Keys from 24 to 24.5 hours, paving the way for up to 825 new rights.

At one point in the 2025 legislative session, four separate bills provided a path for new building rights. Ultimately, a specific carve-out in Pinellas County-based Sen. Nick DiCeglie’s Senate Bill 180, a disaster preparedness bill, allowed for up to 900 new building rights with a 24.5-hour evacuation clearance. The rights are designed for one unit per vacant buildable lot, prioritizing owner-occupied affordable and workforce housing.

But for months, Keys governments remained in limbo with little guidance from state leadership over when and how these rights would actually be handed over for distribution. The uncertainty was finally answered in a Dec. 17 meeting of DeSantis and his Cabinet, during which the Administration Commission approved a recommendation for distributing the new rights by Florida Secretary of Commerce Alex Kelly. An initial batch of 300 will be available for distribution by Keys governments starting Jan. 1, split proportionally among jurisdictions based on their number of vacant buildable lots. Following the 10-year timeline in the bill, a new group of 150 units will then be released every two years, reaching the full quota by 2035.

The best feel-good stories of 2025

s the national news cycle continues its endless parade of turmoil and tragedy, it’s our honor and deepest pleasure to shine a light on the amazing accomplishments of locals and visitors alike here in the Keys. Our islands are home to some of the most incredible human beings on the planet, and it’s a privilege to tell these stories and celebrate them.

A local teacher felt the need for speed ahead of the Southernmost Air Spectacular as Marathon High School’s Rob Driscoll took a flight with the Blue Angels. Pulling more than seven Gs and speeding ahead to Mach 1.1, Driscoll may have lost his lunch – but gained a core memory for the rest of his life.

Although the Keys boast an active manatee rescue program, brush fires that closed the 18-mile stretch forced a first-ever emergency overnight stay at Dolphin Research Center for a 9-foot male manatee suffering from a collapsed lung after a presumed boat strike. The manatee survived the night and was transported to SeaWorld for further treatment the next morning.

Marathon-based FWC fisheries biologist Andrew Heise’s days in Boy Scouts came in handy in 2024 when he saved a man from a crocodile attack in the Everglades. Heise’s role in the rescue may not have made mainstream media reports, but the story made its way to Gov. Ron DeSantis, who in March

2025 honored Heise as one of 62 Florida Heroes – the first-ever recipient of the award from Monroe County.

A pooch on his evening walk turned into a lucky rescuer for a rare leatherback turtle hatchling in a sticky situation. Rick and Candice Lee’s dog Sailor alerted them to the struggling baby, stuck in a crack after hatching from a nest near Coco Plum Beach in Marathon. Brought to the Turtle Hospital for evaluation, the healthy hatchling was successfully released later that evening.

Upper Keys charter captain Joe Hall started 2025 with an act of heroism on New Year’s Day. Spotting a vessel in distress about seven miles off Key Largo, Hall’s day soon turned to a rescue mission as he and his 35 passengers rescued a man, woman and their 7-year-old son from their capsized boat.

A harrowing video showed the moment FWC officer Shawn Turner saved swamped kayaker Michael Krevat on July 19 off Big Pine Key. Too exhausted to reboard his kayak, Krevat said he’d treaded water for

around half an hour and was about to go under when Turner arrived on the scene, courtesy of a call from a shoreside Good Samaritan.

Veterans in the Keys got the trip of a lifetime in September courtesy of Honor Flight South Florida. The program conducts one-day trips, flying senior defenders of freedom to Washington, D.C. to visit the memorials in their honor. A sendoff at Dillon’s Pub and Grill in Tavernier brought locals together to honor 10 Monroe County veterans on their way to Fort Lauderdale.

Against all odds, MCSO deputy Julian Garcia, who lost his leg in 2024 after a suspected drunk driver plowed into his patrol car during a traffic stop, climbed back into the driver’s seat in late June for his first shift since the accident. “He’s continued to impress me and others, continuing to achieve goals and objectives and proving to him and others he could make a comeback,” said Sheriff Rick Ramsay. “And he did make a comeback.”

here’s the Florida Man, and then there’s the Florida Keys Man (ladies, don’t worry, we didn’t forget about you). Without fail, our Year in Review editions unearth golden nuggets of stories we almost forgot about over the last 52 weeks. You know – the kind that make you scratch your head and say “wait … what?”

Home on the (gun) range? The oddities started right away when a trio on Little Torch Key were arrested for firing an AR-15 rifle at homemade targets. Things were going swimmingly – until a stray bullet found its way through the wall of an unsuspecting neighbor’s home. There were no reported injuries.

Crikey! MCSO deputies deal with more than just speeders and the occasional cocaine brick – a LOT more.

Sergeant James Hager channeled his inner Steve Irwin during a call of a

Dance like it’s your birthday (suit). A 55-year-old Montgomery, New York man was arrested in March after MCSO received calls about a reckless driver on U.S. 1 in Key Largo.

When deputies arrived, they found Timothy Mahoney wearing a construction hard hat, but otherwise nude, dancing to music. He tried to continue smoking marijuana from a pipe while being detained, deputies said.

Timing is everything. A 40-yearold Marathon man and 27-year-old Marathon woman were arrested 15 minutes before the midnight opening of the commercial and regular lobster season on Aug. 6 for allegedly robbing lobster traps on the bayside of Grassy Key in the vicinity of the Quay boat ramp. According to deputies, Dorgis Rodriguez Lugones refused commands by dumping a lobster trap aboard his 17-foot boat back into the water in plain view, before also emptying a cooler full of poached lobster back into the water and putting his hands on his head. The court case is pending.

Getting freaky in public. A Middle Keys woman was arrested twice in five months for allegedly engaging in sex acts in public view – first in August at a Marathon gas station, and later in December with two men mid-day in the parking lot of the Marathon Winn Dixie.

He’s with me, man. An unlicensed contracting investigation in Islamorada turned into a chaotic car chase for MCSO in late September, as a Fort Lauderdale trio jumped in a truck and led deputies on a ride through the Upper Keys. A mother and son were eventually arrested after the truck’s tires were spiked and it came to a stop, but the father ran off, later changing his clothes and fishing near another man who told officers the pair had been together for hours. Deputies soon realized 46-year-old Butch Anthony Stevens was the runaway they’d been searching for – and also handed 69-year-old Felix Esquijarosa a notice to appear in court for his alleged role in the cover-up.

Oh, you wanted this back? A Florida City man was arrested in November after allegedly getting behind the wheel of a taxi in Marathon and driving it to the Upper Keys. Deputies said the report of a stolen taxi came in from Overseas Highway in Marathon.

The taxi’s keys were left inside with the doors unlocked, and that’s when 43-year-old Misael Asaria Bocio allegedly got inside the vehicle and went for a ride. The taxi was spotted by deputies in Islamorada driving erratically. Deputies stopped the vehicle and later identified the driver as Bocio. He was arrested and charged with grand theft auto and driving with a suspended license.

Strides and setbacks defined 2025 in Keys waters

T

he past 12 months brought some major wins for the precious Florida Keys ecosystem, from renewed ecotourism efforts to trash derbies and an all-out push to rid the islands of derelict vessels. These headlines came in sharp contrast to eye-opening acts of violence against wildlife, blatant poaching of protected species, and a veto of a protection plan for Keys waters that undid more than a decade of work by the Florida Keys National Marine Sanctuary and stakeholder partners.

County officials and FWC continued their full-court press on the Keys’ derelict vessel issue, reporting in July that nearly 250 of the destructive eyesores were hauled out over the last 12 months.

Coordinates are now available for the first project under Monroe County Artificial Reefs Director Hanna Koch: a site stacked with decommissioned power poles about 16 nautical miles northeast of Key West. Numbers are available at monroecountyfl.gov/reefs.

Fourteen years of work on a comprehensive new plan to protect the nearshore waters of the Florida Keys National Marine Sanctuary came crashing down for NOAA when Gov. Ron DeSantis took a “sledgehammer instead of a scalpel” to the proposed Restoration Blueprint, vetoing all components of the document in state waters. The result comes after tension between FWC and sanctuary officials over what FWC chair-

man Rodney Barreto said were 10 “essential” items of disagreement in the final Blueprint – headlined by perceived attempts to usurp FWC’s fisheries regulatory authority and lack of support for artificial reefs in state waters. While the rule took effect in federal waters, NOAA officials even weighed scrapping the plan entirely, questioning its efficacy if state waters were excluded from the new changes.

The annual I.CARE Trash Derby in May served as a big-time cleanup for Keys waters, yanking out 36,000 pounds of debris and smashing the previous record of 14,000 pounds from 2024.

A Key West charter captain’s brush with the “tax man” left him in hot water when video surfaced of Zane P. Garrett repeatedly stabbing a shark on a fishing line. Garrett was arrested by FWC officers on June 5 and charged with felony animal cruelty.

FWC investigators logged one of the most egregious marine resource violations in recent memory in July, finding 291 illegally harvested queen conch shells at a rental home in Key Haven.

In October, officers responded to reports of an injured American crocodile that had been shot in the head with a bullet and spear. Named “Britney,” the rescued croc was taken to Zoo Miami for treatment and recovery, but passed away in December from complications associated with the injury.

Following the retirement of former FWC captain David Dipre, lieutenant Adam Garrison was promoted to take his place in June. “I wanted to work on boats, and work in law enforcement, and this was the only place I felt that I could wind up,” the new captain and 12-year FWC veteran told the Weekly. “When I get a break, it’s either a paddleboard, boat, anything I can do to get on the water.”

In 1995, about 12% had cellphone service.

Today, we take it for granted that we can call across the country or around the world easily. But just 110 years ago, making a transcontinental phone call was the next big communications challenge.

On Jan. 25, 1915, two telephone calls between the East Coast and the West Coast of the United States were celebrated.

This week in The Mini Page, we find out more about how our phones work and the evolution of the device.

BEFORE PHONES Before the telephone was invented in 1876, people could speak to each other in person or write letters.

HOW DOES IT WORK? A landline telephone changes your voice into electrical signals. The signals are sent over a wire to another telephone, which changes the signals back into your voice for the person on the other end.

In cordless telephones, the handset sends radio waves to the base unit, which sends the signals over a wire.

Cellphone signals are sent by radio waves to a cell tower. The radio waves are transferred from tower to tower, then to the receiver’s phone.

A three-minute call between New York and San Francisco would have cost $20.70 at that time.

That would be $664 today!

In January 1927, calls between New York and London became possible.

In the second dream I was in my living room, which somehow had an A-frame ceiling. And a green heron flew across the room like an arcing dart and stabbed me in the forehead, leaving a perfectly round cut and giving me one of those what-you-going-to-do-about-it stares as it sat on the arm of our sofa.

And, oh yeah, there was a whole third one where I kept writing down numbers on the Christmas Bird Count tally sheet, and then they would change or disappear or move themselves to a different part of the sheet. Or maybe that was interspersed throughout the first two dreams.

The Christmas Bird Count is a (stops to look it up) 126-year-old tradition. The first one was held in 1900 with the intention of replacing the Christmas Bird Hunt, where hunters would shoot every bird out of the sky, and whoever had the biggest heap of dead birds at the end won. Oddly enough, it worked. That first year there were about 25 Christmas Bird Count circles. This year there are close to 2,700 count circles in North America, as well as a good number in Central America and parts of South America.

While it is a good substitute activity, the counts over the last 125 years have also created a massive data set – an annual census of what species are where in the days surrounding Christmas and the New Year.

The Key West CBC is the southernmost count in North America, as long as you define North America as stopping at the Mexican border, which most bird books do. There were 10 of us this year, which is more than we’ve had since the beginning of the pandemic. Ellen Westbrook and I, stalwarts of the Florida Keys Audubon Society, along with nomadic birding superstar power couple Luis Gles and Mariah Hryniewich, were the Old Town crew.

We traveled by bike, gear in baskets and backpacks.

It was pretty much a perfect day – low 70s, light winds. The sky was a big, glacial blue pool, empty of clouds and, so far, birds.

COUNTING EVERYTHING, HOPING FOR ANOMALIES

We had our first raptor of the day in the park across from Higgs Beach, a female American kestrel (no blue in the wings) sitting on top of an old utility pole. Riding by the Casa Marina we had our first turkey vulture of the day, flying low, the featherless red of its head complimenting the blue of the sky.

When we stopped, Ellen recorded both species, and several others we’d seen, on the data sheet.

The turkey vulture was most likely going to be statistically insignificant, but you never know.

The point of the Christmas Bird Count is to tally everything you see – shorebirds, gulls, terns, warblers, pigeons, pelicans, mockingbirds. We even count chickens. Every damn one.

But certain themes start to develop, affinities, through lines. Certain things rang the bell of enthusiasm more than others. In this case, it was raptors. When we spotted a red-shouldered hawk on a street light over JIATF, it seemed like it was going to be a good day for them. The merlin in a tree soon after bolstered that idea.

A while back, we’d all spent multiple hours looking for a golden eagle that had been spotted at Fort Zach. A month later we all still held on to the slight chance it could make a reappearance.

The only birds you could possibly mistake it for were turkey vultures or bald eagles. So we had to pay attention to each one.

We’d been seeing turkey vultures in dribs and drabs since that first one. Three here, five there, all of their number duly recorded.

At the far end of Truman Annex we watched as a Würdemann’s heron flew in and landed on some jet skis. Then we looked up and saw our first kettle of the day – 50 or so TVs swirling on the thermals, all ashy wings and dihedrals. As we rode our bikes towards the fort we spotted two Cooper’s hawks, then a second kettle of 50 or so TVs. Then the two kettles merged, and continued to grow in number as birds kept flying in from all directions, like some kind of reverse avian version of the Big Bang. Ultimately it grew to about 250 birds.

We stopped and gawked for a while at the spiraling mass, trying to clock every bird, trying to see if we could find anything different.

Eventually Mariah and Luis pulled a couple of broad-winged hawks out of the spiraling mass, then a light morph Swainson’s hawk, a dark morph Swainson’s hawk, and another light morph.

The broad-wing was expected. We had a little under 4,000 fly by the Florida Keys Hawkwatch site (staffed by Mariah) in Marathon this fall. And a good number of them usually overwinter in Key West.

The Swainson’s had longer, lankier wings than the broad-wings, marked by dark commas out toward the end. And they had a certain heft to them, a bulkiness. Like the blue jay in my dream, they were the anomaly. The hawkwatch has counted up to 341 in a season, though this year was just a little under the average, with 38 counted. Normally they were late October and early November migrants.

But I can’t recall one, let alone three, this late in the season.

We had other cool birds that day, like the pair of low Cooper’s hawks we saw when we started pedaling again, the former accipiters no doubt up to no good. At Fort Zach we watched an immature bald eagle work his way into the kettle and join the hurley burley for a while.

In the Key West Cemetery we made our traditional stop to say hi at the graves of Fran and Bill Ford. It took us a few minutes to notice all the mourning doves and white-winged doves snoozing on the branches of the nearby plumeria tree. And then the short-tailed hawk that came from the direction of the Harris School and drifted overhead.

We counted everything, and Ellen wrote it all down. At some point I’m going to have to type it all into an online form.

Later, though, when I closed my eyes, it wasn’t the numbers I remembered. It was that kettle, all those eddying birds watching the world from up there at the edge of our perception.

tracy mcdonald fled to the Keys from the frozen mountains of Pennsylvania hours after graduating from college and never looked back. She is a second-generation coach and educator, and has taught in the public school system for over 25 years. he Lady Fins weightlifters finished second in Florida for the traditional lifting category, outlifting over 100 other schools in the classification. In Olympic events, Marathon finished seventh. Coral Shores finished in a six-way tie for ninth place, making it two Keys schools in the top 10 for the entire Sunshine State.

Justice Lee Isom successfully defended her Olympic title, adding a third gold state medal to her expansive collection as she shattered school records again and again during the season. Lee Isom also brought home a silver medal in the traditional event. Ella Dunn picked up a pair of fifth-place finishes at the state meet, while Ayme Maradiaga won bronze in the traditional event in the same weight class as Dunn. Ella Evans also made two trips to the podium, one for a fourth-place traditional medal and another for a sixth-place medal in Olympic lifts.

The Lady ’Canes picked up some hardware of their own at states. Jennille Arias won one silver and one bronze in her weight category, and Sydney Eysenbach won fourth in Olympic and sixth in traditional lifts in her class. Coral Shores’ Vanessa Gabriel, in the same class as Eysenbach, finished 10th.

On the boys’ side, Marathon did the heavy lifting in 2025, sending four athletes to the boys FHSAA 1A State Championships, three of whom medaled at the event. Matthias Martinez-Velez brought home a fourth-place medal in the traditional event and Max Childress won fifth.

PINNING DOWN SUCCESS

T

he Key West Conchs earned their 16th consecutive wrestling district championship in 2025, while Coral Shores finished third in FHSAA’s 1A District 16. Key West’s entire team qualified for regionals by placing in the top four spots at the meet. In all, the Keys saw five district champs in Key West’s Lazaro Diaz, Kyle Condella, Abram Canet and Alfredo Corrales as well as Coral Shores’ Costa Tuttle.

At regionals, Corrales brought home gold, joining Canet, Jake Ferguson, James Searcy and Lady Conch Maria Halushka in qualifying for states. Also qualifying were Tuttle, David Beltran and Sebastian McCoy from the Hurricanes’ crew. Corrales went on to capture fourth place at states. He surpassed the school record in career wins with 150 and career pins with 94. 2025 also marked the inaugural season for Marathon’s wrestling team. The squad, a mix of middle school athletes and underclassmen, took to the mats at Coral Shores Dec. 18 to add a third Monroe County team to the district.

A

t the start of 2025, Key West was home to the only competitive cheer squad in Monroe County.

The team hit the mark at regionals and earned a bid to states, where they finished seventh in their division. By mid-year, Coral Shores joined in the fun, adding the sport to the school’s athletic offerings and competing against the Conchs at a head-to-head competition in the Southernmost City in preparation for regionals.

or the first time in history, all three of Monroe County’s public high school baseball teams were crowned district champions.

The Dolphins, competing for the first season in the 1A Rural classification, went 18-11 after winning their first district title in the new division. The Hurricanes finished 19-5-1 on their quest, which culminated with a 2A District 16 title. Key West made some room in the trophy case for district title number 34 when they won the 4A championship.

eys golf teams saw an increase in athletes and in their success in 2025. Coral Shores sent its first athlete to regionals with Scout Oliver’s fantastic performance at districts. Oliver punched his card to regionals with a third-place tie at districts and was joined by Marathon’s Emmett Merryman, who narrowly won a tiebreaker with teammate Roco Piscetello to become the Dolphins’ first regional qualifier.

Key West’s Claudia Steling became just the second female golfer to break 100 at districts, shooting a 94 and earning a spot of her own at regionals to give all three Keys schools regional representation.

wo Keys hoopsters matched school records in 2025. In early January, Marathon’s Jack Chapman, then a freshman, matched Stephen Hernandez’s 2018 three-point record, sinking 10 threes in a single game.

his year we watched one school record fall and a pair of athletes make the cut for the state meet in swimming and diving. Key West’s Santiago Gonzalez broke a sevenyear-old record in the 200 freestyle event by nearly a second.

While Gonzalez was making his mark for Key West, Coral Shores sent two athletes to states. Layne Smith, unquenched by her historic win in the 8-mile Swim to Alligator Lighthouse race through open water, dove in at states after qualifying in the 500-yard freestyle event. Teammate Aaron Lykins also qualified for the state meet in the 1-meter diving event. Lykins’ first foray into the event was in 2024, and despite his newcomer status, he qualified both seasons.

In girls basketball action, Marathon found success in the new Rural 1A classification, winning the district title and securing a 10-8 record.

ey West led the way on the football field in 2025, earning a 7-5 record and bringing home the runner-up trophy in FHSAA’s 3A District 16. The Conchs had an arsenal of weapons, with a pair of running backs who were a scoring threat every time they touched the ball.

Jeff Dejean rushed for 1,112 yards and scored 14 touchdowns in his senior season, finishing second on the leaderboards for the district.

Only teammate Walson Morin topped him. Morin rushed for 1,802 yards and 21 touchdowns to lead District 16 in both categories and rank him 11th in the state in all classifications.

Chase Gaertner tied the school’s record for longest punt with a 68-yarder – one of his two on the season to surpass the 60-yard mark. Noah Mercer, wooed by a multitude of college football teams, took his place in the Conch record books when he became the all-time leader in sacks in a single season as well as a career.

ey West’s boys soccer team captured the FHSAA 4A District 16 title in 2025, fueled by DJ Barrett’s game-winning goal. Barrett earned a nod from the FACA All-Star committee and a spot on the Roosevelt University team in Chicago.

Loubins Fleuridor scored 13 goals and Sonny Bowden netted 11 to make the season one of Key West’s best.

Coral Shores’ girls made their mark, beating Marathon twice and Key West once in 2025.

Sofia Jans led the team in scoring with 12 goals and four assists.

Key West’s Maddie Kilduff scored 13 goals last season and is already making net gains in the first half of play this season.

Kilduff had a collegiate offer early in her junior year, proving her prowess on the pitch goes well beyond the Southernmost City.

he Lady Conchs softball team finished 16-8 in 2025, winning a district championship and picking off opponents one contender at a time until the regional championship game. Pitcher Brianna Brenner, then a sophomore, topped the district with 127 strikeouts and a 2.26 ERA. Marathon also finished above the .500 mark, going 9-7 in their first season in 1A’s Rural classification.

Then-sophomore Madelyn Thornton was perfect in the field defensively and batted for a noteworthy .909 slugging percentage.

arathon’s Tony Bursa won the 1A District 8 cross country championship in 2025, while Coral Shores’ Ali Wheatley won silver. Both athletes are just sophomores. Marathon and Coral Shores qualified their entire boys and girls squads for regionals, while Key West’s boys finished strong to upset the odds for a place at the event.

For the 11th consecutive season, Marathon’s boys cross country team toed the line at the state championships. The Fins finished 16th in Florida’s 1A, but led the classification for public schools, a feat made even more noteworthy given Florida Keys teams do not have the opportunity to train on the type of hilly terrain that makes up the state course.

Wheatley earned an individual spot at the state championships after missing out by a single place in 2024 during her freshman campaign.
