Injunction blocks detailed financial disclosure law for municipal elected officials

Atemporary injunction granted by a federal judge means some mayors, elected officials and candidates in the November 2024 elections will avoid a public deep dive into their personal coffers – for now.

On June 11, Florida Southern District Court Judge Melissa Damian granted a temporary injunction to block enforcement of Senate Bill 774 due to its infringement on First Amendment rights of municipal leaders.

Signed in May 2023 by Gov. Ron DeSantis after passing through the Florida Legislature, and effective at the start of 2024, the bill required an expanded pool of elected city, town and village leaders to fill out the highlydetailed Form 6 financial disclosure document instead of the previouslyrequired – and far less detailed – Form 1, used for decades by those same officials.

Form 6, already the standard for certain higher-level county and state offices as a product of Florida’s 1976 “Sunshine Amendment” to its Constitution, requires disclosure of a bevy of financial information including officials’ net worth, assets and liabilities of more than $1,000, values of possessions and household goods, and all sources of income over $1,000.

Form 1, on the other hand, only requires disclosure of major income sources – but not the exact amounts –of more than $2,500, along with property valued over $10,000 and liabilities over $10,000.

Until Monday, seated officials were required to complete Form 6 by July 1, prompting multiple Keys municipalities to enlist the help of outside consultants to simply complete the complex form correctly.

Staff analysis reports from multiple Florida Senate and House committees, Damian wrote, failed to provide

justification for the change or consider less burdensome options to achieve the underlying goal of SB 774.

“Neither (report) includes empirical data nor evidence suggesting that either committee investigated, studied, or solicited reports on the need for municipal elected officials to comply with the more comprehensive requirement of Form 6,” she said, eventually agreeing that the bill violates First Amendment rights by “impermissibly compel(ling) contentbased, non-commercial speech.”

After concerns in the Legislature over its potential to discourage citizens from running for local offices, roughly 125 municipal elected officials resigned across the state between the bill’s passage and when it took effect, Damian’s ruling said.

On Feb. 15, 2024, a group that now totals more than 170 elected officials sued the Florida Commission on Ethics over the new requirements, arguing the bill was not narrowly tailored enough to achieve the “compelling government interests” of protecting against conflicts of interest and deterring corruption.

Though the state has seen a “steady, upward trend” in the number of ethics complaints filed against municipal leaders, Damian wrote, the Commission on Ethics’ annual report and more failed to establish that the more detailed Form 6 disclosures will address the trend, or that the information is “necessary or relevant to the issue of (the trend).”

“The State enacted SB 774 without giving serious consideration to whether the government interests at stake could be addressed through less burdensome alternative means,” Damian concluded. “It is not apparent … that a change from the Form 1 requirement to the Form 6 requirement was necessary, nor that SB 774 is substantially related to the State’s identified interests.”

Jamie A. Cole, the plaintiffs’ lead

attorney, lauded the injunction in a June 11 statement. “Most municipal elected officials receive little to no compensation for their public service, yet they are being asked to disclose their precise net worth, income and assets,” he said. “This legislative overreach has already resulted in the mass resignation of about 125 municipal elected officials and, if allowed, would discourage many others from serving their communities.”

As of Monday, all five council members in Marathon had yet to file what mayor Robyn Still called a “heavy burden” in Form 6.

“I understand the need for transparency, and I understand the reason behind (the disclosures),” she said. “But we’re not doing this for a salary. We have other jobs and other commitments. So to come and ask (us) to fill this out as if it was our full-time job, I think that was an overreach. I did this because I wanted to serve the community, but this doesn’t pay my bills.” Still said she believed Form 6 would “absolutely” discourage future candidates in local elections, adding that the detailed rundown of possessions could make officials an easier target for home burglaries along with ethics complaints stemming from honest mistakes in completing an onerous form.

The timing of Damian’s order comes at a critical juncture for Monroe County, which will close its qualifying period with a new landscape for candidates in municipal elections in the coming weeks. Required until Monday to file a Form 6 disclosure, candidates now need only a Form 1 instead.

A June 11 memo from the Florida Commission on Ethics confirmed that while current municipal leaders who have already filed Form 6 early may not “replace” the document with a Form 1, those who have yet to do so may now complete Form 1 by the July 1 deadline.

TOP OF THE CLASS

Senior Marquisha Abraham’s graduation speech, while reflecting upon the past four years at Marathon High School, also focused upon Abraham’s unique upbringing. She grew up as the daughter of Haitian immigrants who came to America in the hopes of a better life. Now college-bound, Marquisha has graduated with valedictorian honors after four years of hard work and perseverance.

“(My parents) always hoped that in leaving Haiti and coming to America, their kids would become something and do great things,” said Marquisha. “I guess they’re watching what my sister and I are doing and thinking that, ‘Dang, we came here for the right reasons and look at what’s happened to us.’”

After graduation, the Keys Weekly caught up with Marquisha to learn more about her future plans and reflect on her high school career.

Where will you be attending college and what will you study? I’m attending the University of Florida to study business administration on a pre-law track.

What will you miss most about high school? How would you describe your experience? Many people say they don’t like their high school experience or high school in general. I loved mine. I enjoyed all the sports. Weightlifting, volleyball, tennis – I will definitely miss all of those.

I was born and raised in Marathon, (and) I will definitely miss going to that little school. I knew everywhere, all the nooks and crannies, so it's definitely a familiar place for me, and I will 100% miss everything about that school.

What difficulties and challenges have you faced over the past four years? Getting my first B in A.P. biology was definitely a critical moment for me because up until then I had never had a B. So, for me to get a B in that class, knowing that I was in the running to be valedictorian or salutatorian, or just in the top percentage of my class, felt heart-wrenching. Balancing the day-to-day of being a high school student, whether it was academics, socially keeping up with my friends, or all of the many clubs and sports that I was in, was definitely a bit of a challenge.

How did you work through them? For the A.P. bio portion, that first B was a reality check, and I really had to just focus and find time in my busy schedule to study and put in time for that. To balance my social life

and academic life I just had to find the best way that I could organize my time.

Besides yourself, to whom do you attribute your success? 100% my parents, my family and my sister. They’re all very critical for my academics. Yes, it might be me mentally, but they’re there for me emotionally. They’re my rock. They’re people I rant to and talk to about anything, and they just make me feel better.

My weightlifting coaches, Ms. James and Mr. Schubert, were also very helpful for me throughout my high school journey. Not only were they my coaches and my teachers, but they felt like people who I could confide in. They just made the high school experience better for me.

How have you changed over the past few years? I feel like I’ve definitely matured. I’ve learned a lot within the last four years. From earning my first B to trying weightlifting as a new sport in ninth grade, I’ve learned how to talk to people and more about math, science, history and all of that. But I feel like I’ve learned more about myself as well. It’s been four years of me evolving, learning and growing.

What message would you want to give incoming students? Enjoy it and live it. There’s literally nothing to do but be involved. If you don’t make the most of your high school experience, then it really won’t be a high school experience. Join those clubs that you might not have wanted to join in the beginning, but find out you love. Join a new sport, do something to make you feel like you’re part of a community within the community.

GEORGE KOLER: WHAT I’VE LEARNED

Born in northeast Ohio and raised in a large extended family, my dad passed along so much more than his affinity for Cleveland sports, charcoal grills and an unrelenting work ethic. A tireless provider, Dad would either be working or available for his kids and family – rarely taking time for himself or any hobbies. Now a grandpa, his support, love and words continue to help me.

Picking up a skilled trade while in the military served me my whole life. I knew it would help me, but I thought it would just help me get a degree. I never did go back to school, but I learned how to make a living.

My first job was at a service station and I was told by the owner I would never be a mechanic. By the time I left there I was rebuilding generators and doing tune-ups. Never let anyone tell you what you can’t do.

I learned whatever you are paid, you have to earn it. My first job out of high school was a laborer for a plumbing company. And my work didn’t end at the shop. When his yard needed mowing, I grabbed the lawn mower. When his car was dirty, I washed it. They fired me at the end of the summer because they wanted me to attend college.

The one thing college taught me was that college was not for me.

You can learn by watching. I watched my dad and uncles build their own homes and learned by asking them to let me swing a hammer, put mortar on a brick and run electric.

Leaving home is like going into the unknown. You will make mistakes as you gain experience. This is part of life. Don’t cry about it. Learn from it, fix it and move on.

To quote someone else, “Growing old is a fact of life. Growing up is optional.”

Watching my kids grow up taught me to enjoy the small things, like playing catch and going fishing. You don’t have to take an expensive vacation to Hawaii. Just enjoy the moment.

Watching my mom die from cancer when I was 18 taught me life is just not fair for everyone. Meaning her, not me.

When you have a family you have a responsibility and you push yourself to give your family everything that you can.

I learned to never stop learning.

Helping my kids with their math made me worry about their future. I learned later there are a lot of ways to succeed at life without having to do calculus.

If you ever get a disoriented moose stuck in your garage (or carport) I know how you can safely remove him. Just ask Jason for my number.

PAUL RICKERT: WHAT I’VE LEARNED

My dad was born in the land of fast horses and smooth bourbon – no, really, my Nana’s maiden name is Beam. When people ask me to describe him, I always said he is the picture of relentless hard work for the good of his family, and the picture of humility in light of his enormous career accomplishments managing the finances of what is now a division of FujiFilm. I always knew about his love for theater, his kids, movies and cooking, but this hour-long sit-down may stand as the coolest conversation I’ve ever had with my dad.

Growing up in a household with six kids, I learned early on that we all had to pull together with our own responsibilities. Later on, our different backgrounds and skills helped us take care of our mom in different ways. I also learned that I was never alone – and that’s both a good and bad thing. I was a junior in high school before I even had my own room.

I learned that I should have had lunch with the Pope. In 1974, I traveled to the Vatican with a boys choir, and Father Medynski, our director, chose Franny Morales to represent North America at a lunch with the Pope, because he thought it was good that Franny knew Spanish. But ever since then, he says he should have picked me. It was the first thing he said when he met your mother 20 years later. Two years later, I got to conduct a boys choir on the stage at Royal Albert Hall in London –I think that was partly in compensation. Editor’s note: My dad to this day has an engraved mug from our family saying “I should have had lunch with the Pope.”

My mother was deeply rooted in her Catholic faith. She would discuss it with us, and a lot of my values came from that. Not because the Catholic church said so, but because she taught me the underlying reasons why. I go to church, not because I have to, but because I need something to fulfill my life and remind me about the right behavior, especially with how easy it can be to not be fair and respectful to people.

Growing up in a family that loved music and show tunes, I learned that music always made my life happier – even when your Nana made me perform in front of relatives like the Von Trapp kids. Your cousins are saying, “oh, you have lovely voices,” but you know they’re thinking “what a bunch of geeks.”

Starting work at the same company as my dad, Olin Corporation, people would tell me stories about him, and I learned that I wanted to be like him at work. He wasn’t boastful, he was calm, he was quiet, he was humble, and he’d listen to people fairly and come to a conclusion.

Staying at that company for 40 years, even as it’s been sold and changed names, I’ve learned that finding the right company is about always getting the opportunity to try something new. I’ve done accounting, budgeting, auditing, financial management, HR, IT and business acquisition. I tell people that I’m not that smart, but I worked that hard to figure things out.

Losing my father when I was 18 taught me to be self-sufficient. Your Nana provided us a place to live and did so many things to help us, but at the same time, all my brothers and sisters knew too that we had to help each other out.

When I proposed to your mother, she changed her mind and said “no” twice before we got married. I learned that some things you have to be patient and understanding for, and know that it’s worth the effort. But the third time, I told her SHE had to propose to ME.

In almost 35 years of marriage, I’ve learned that the keys are selective hearing and selective amnesia. Know when to say “Oh, I didn’t hear you say that.”

In all seriousness, I’ve learned that marriage is about love, but it’s also about working hard every day at it. And that’s true, but being with your mother hasn’t been all that hard work.

Having you and your sister, I learned that having kids felt like such a natural extension of your mother and I’s lives. I also learned how truly gross childbirth is.

As my kids grew up, I learned for the first time what the saying “my heart stopped” feels like, because there were three instances where I legitimately thought “I just killed my child.” I also learned the word “hereditary” doesn’t cover everything, because you guys could actually play sports without me passing on ANY genes.

Watching you makes me think about how you never meet anyone you don't want to talk to. I learned to think about that as I approach people, because I can be very standoffish. You also give me hope for learning new skills, because whatever it is, you go to YouTube and learn it.

Talking to your sister teaches me more about handling issues at work. We have a lot of the same problems, and they’re things that we learn together. And most importantly, she, and the whole family, keep me laughing.

Watching my kids as adults has shown me the best and worst about myself – both the lessons I’ve learned and the lessons I’ve missed. You’ve taken risks in your life to follow your dream career that I didn’t take, because I knew I wanted a family. Those made me anxious because you’re on a different timeline than I was, but I was also a little envious. And your sister works so, so hard. I can always justify it to myself, but I want both my kids to enjoy life.

COMMUNITY COMES TO A DEPUTY’S AID

Benefit set for Julian Garcia at Islander Resort

More than three weeks have passed since Monroe County Sheriff’s deputy Julian Garcia was discharged from the hospital — his life forever changed when, police say, a drunk driver slammed into the back of his patrol car as he conducted a traffic stop in Islamorada on the evening of April 9.

A swift response by fellow deputies and Islamorada Fire Rescue led Garcia to be airlifted to Miami’s Jackson Memorial Hospital. The young deputy underwent more than eight surgeries and many weeks in the hospital in hopes of saving his leg; it was severely injured when the drunk driver struck his patrol cruiser as he was walking between his car and another he had pulled over.

Despite the efforts by surgeons at Jackson Memorial Hospital, the decision was made that Garcia’s leg needed to be amputated.

Today, Garcia is slowly beginning the recovery journey with some rest and therapy. Eventually, he’ll begin to work with a prosthetic leg.

“The therapist gave me a paper of exercises to do at home. The first day doing it was pretty tough,” Garcia told the Keys Weekly in a recent phone interview. “For the most part I’ve just been waiting to be fully cleared and to start with the prosthetic.”

With everything Garcia experienced and endured, he continues to exude a chipperness many colleagues in the sheriff’s office have come to witness and admire about the 26-year-old.

“He’s always upbeat,” said Capt. Derek Paul, who oversees the Islamorada district where Garcia worked. “I really hope he can get back and work with us in some capacity.”

“Julian is phenomenal,” said Lt. Charlene Sprinkle. “He always has a good attitude and a smile on his face.”

Sheriff Rick Ramsay described Garcia as humble and one of the nicest people there is. Born in Miami, Garcia attended the law enforcement academy at the College of the Florida Keys and began with the sheriff’s office in February 2022.

“He worked really hard to become a law enforcement officer,” Ramsay said. “He’s remained positive and upbeat throughout the entire situation. It’s a testament to see how he’s handled this traumatic situation. He’s a fighter, and he’ll beat the odds and challenges.”

Garcia credits his support system, including his parents, girlfriend, three siblings and Sprinkle, in helping get through a life-changing experience.

“They’ve been there every step of the way,” he said.

And he’s especially overwhelmed by the support from his colleagues at the sheriff’s office, the Florida Keys community and other people outside the island chain who learned about the incident and either called to offer him best wishes or provide a donation.

“I don’t know how to explain it. I know the way our community is, but the way it happened, it opened my eyes even more as to how much they help. They really appreciate us,” Garcia said in relation to the community support, which has included

a blood drive and will feature a June 23 benefit at the Islander Resort in Islamorada. Organized by Islamorada Vice Mayor Sharon Mahoney, all proceeds will go to support Garcia’s recovery. Mahoney was traveling home from a council meeting the evening of the accident.

“I must have passed there minutes before he put his lights on and pulled over the car,” she said.

Mahoney, who runs the Casting for Cats and organizes the annual Poor Girls Sailfish Tournament, said securing donations and sponsorships has been rather easy for Garcia’s benefit.

“People have been phenomenal. They’re coming out of the woodwork and calling me,” Mahoney said as she retrieved two certificates donated by Hog Heaven. “It has been so simple. Everything right now is 100% donated.”

Those coming out to support Garcia during the benefit at Islander Resort between noon and 6 p.m. can enjoy an antique show, dunk tank and ax-throwing. There will also be a barbecue — the majority of the food items were donated by WinnDixie in Tavernier — and a drink tent. Attendees can also bid on items during a silent auction, and a live painting by Pasta Pantaleo will be auctioned off by emcee Capt. Skip Bradeen.

“It’s unbelievable how people just stepped up to the plate. I think we’ll have a big turnout,” Mahoney said.

Garcia is also receiving support from neighboring Miami-Dade County. Danny Morales is a law enforcement officer with Miami-Dade Police who founded Bleeding Blue Inc. in November 2022. Through his nonprofit, challenge coins are created by WarriorCoinCompany for people to purchase to support a law enforcement officer and family. Since its founding, Bleeding Blue Inc. has donated more than $168,000 to 31 law enforcement families.

Morales worked with Garcia’s sister, the Monroe County Sheriff’s Office and Ramsay to create a coin, which features a sailfish and nautical background on one side and the sheriff’s badge with palm trees and water in the background on the other side.

“The officer’s sister was super grateful. She explained there were a lot of bills that must be paid. I understand that officers make most of their money working overtime and doing extra duty,” Morales said.

The coin can be purchased for $30. All proceeds from the challenge coin sales will support Garcia.

Garcia couldn’t help but express his appreciation for the way the community has rallied behind him. He said he plans to be in attendance for the June 23 benefit.

“From what I hear it’s going to be a lot of people and it still just blows my mind of everything that’s going on and the way people are going to help. We’re grateful for everything, no matter what the help is,” he said.

When one thinks of a combat robotics competition, familiar TV shows may come to mind such as “BattleBots” or movies like “Big Hero 6.” But according to 11-year-old Tanner Snowden, who teaches kids both younger and older how to build bots from scratch, it’s just a lot of fun.

In robot combat, creativity meets engineering in a thrilling competition. Participants design and build their own small-scale robots, each armed with unique weapons and strategies. The remotecontrolled machines then face off in an arena, testing their builders' ingenuity in the ultimate showdown.

From a young age, both Tanner and his younger brother Jackson, 9, shared a deep fascination with robotics. Tanner, the inquisitive tinkerer, began dissecting broken toys to understand their inner workings. By the age of 5, he'd mastered soldering and used this skill to mend toys for his brother. This early aptitude blossomed further when Tanner built his first independent robot, and his passion for robotics truly ignited when his father, a childhood fan himself, introduced him to the "BattleBots" TV show, igniting a shared love for the world of combat machines.

“I’ve always been fascinated with how things work,” said Snowden. “I really love robots. It’s fun to create something from a paper-pencil design and then see it come alive in person. One of the first robots I built was an autonomous robot, so it would go around on its own, and when it got within a certain distance of an object, it would turn away so it wouldn’t have a collision. I built that robot when I was 7.”

Fueled by his own passion for combat robots, Tanner is on a mission to empower other kids. He recently launched Ruckus Robotics LLC, and is currently leading a multipart workshop called "RUCKUS ROBOTICS | Build-A-Battlebot" for nearly a dozen kids ages 8 to 14. The program, which started April 21, allows new members to join any time. In a collaborative environment, kids brainstorm robot concepts, learn 3D modeling and printing, and get hands-on

experience testing and battling their creations. The ultimate goal? To refine their designs to competition standards and prepare them to enter combat robotics showdowns across Florida, competing as “Team Ruckus.”

Team member Skylor Willis has taken what he learned from the Ruckus Robotics instruction and created his own robot named “Atomic Bludger.” Together with Tanner’s creation “Amethyst,” the bots made their debut at the Robot Renegades competition in Palm Beach on April 13 and 14. Although they didn’t win the competition, both boys said it was a great learning experience for themselves and their team.

“Me and Tanner are the only ones that actually have a robot on the team,” said Willis. “A lot of the others have already made their drawings, but we were a bit ahead of them, so we were the only ones from our team who competed. It’s not really something I want to do as a job, but more of like a hobby.”

Robot combat is a thrilling arena fueled by passionate hobbyists. The complexity and cost of their creations run the gamut from nimble contenders to heavyweight powerhouses. To ensure fair fights and arena integrity, competitions use weight classes, including the “beetleweight” class for Snowden’s 3-pound “Amethyst” or the 1-pound “antweight” bots like Willis’. This allows similarly-sized machines to clash, with heavier robots naturally packing a bigger punch – and price tag. Safety remains paramount for everyone involved, from builders and operators cheering on their creations to the spectators in the stands. This is why robot combat arenas are typically enclosed by bulletproof screens, allowing for an entertaining spectacle without compromising safety.

“Our team members make the robots ourselves,” said Snowden. “We design it, make each and every part, then put it together ourselves. Nothing comes from a pre-made kit like a lot of the other competitors use.

“I’m really lucky because my dad helped us with the 3D printing of each individual part. He’s an industrial designer so he’s pretty knowledgeable with how to make things. We are the only team from Monroe County, so it’s basically like we are representing the entire Florida Keys when we enter these competitions.”

“Because Tanner has gone through essentially all of the growing pains of what to do and what not to do regarding the robotics competition world, we started this team to make it easier for others to be involved,” said Tanner’s father Sean. “We are trying to see what kids are out there in our community that are interested in robotics. We're not just doing combat robotics. It's also a strategic competition for scholarships, so it’s a really great opportunity for kids to participate, since there are few opportunities like this in our small community.”

How did you end up in the Keys? I was born in Fisherman’s Hospital!

What is the best and worst part of the Keys? The best part of the Keys is it’s where I grew up. The worst is how many changes have happened since I was a child. There have been so many developmental changes.

What can people find you doing when you aren’t working? You can find me reading a book, hanging out with my friends, or spending time with my family.

What is the most embarrassing fashion trend you used to follow? I think the two pairs of socks. You would literally layer your socks in different colors. That was definitely a ’90s thing.

What song always gets you on the dance floor? It really doesn’t even have to be a certain song. I just like to dance!

If you could shop for free at any store, which would you pick? Well, I want to say something frivolous, but right now I feel like it has to be Publix. I want to say Tory Burch or Nordstrom, but then yesterday I went to Publix and my groceries were like $280!

What’s one thing most people don’t know about you? I’m actually an introvert. I would be perfectly happy at home all the time. I love being home and reading or hosting a girls’ night.

What’s one important lesson you’ve learned from your mom? Always keep your faith. I have a tattoo in her handwriting that says pray, trust, wait.

What is your favorite part of the Seafood Festival? Seeing people that I don’t always get to see. There are some people that I only ever see every single year at the Seafood Festival.

Rolling Stones still rocking 62 years on

Ihad the absolute pleasure of (again) seeing the Rolling Stones in concert on June 3 in Orlando.

More than six decades after Mick Jagger and Keith Richards got together in London, they are still at the top of their game. They have a new (and really good) album out in Hackney Diamonds, and they’re selling out stadiums across North America.

Country singer-songwriter Tyler Childers and his Food Stamps Band opened the show,and did an admirable job entertaining the Camping World Stadium crowd. Just because everyone had come to see the Stones didn’t seem to matter; everyone really enjoyed Tyler’s set. The band was amazing, and I’m going to give a further listen to his songs.

Mick down the long catwalk into the crowd. Haynes is new; Mick saw her portraying Tina Turner in a West End musical production, and she also handled Lady Gaga’s vocal spotlight in “Sweet Sounds of Heaven.” She was the perfect foil for Mick in their vocal duet turns, and easily captivated that audience.

On to the main act: Mick Jagger still struts/dances/skips along every part of the stage and catwalk nonstop throughout the two-hour show, save for Keith’s two songs. He must cover several miles during each show – not bad for an 80-year-old. The other octogenarian in the band, Keith Richards, is in amazing shape for someone who has seemingly cheated death more than a few times. The most junior Stone, Ron Wood, is a very spry 76. Like Mick and Keith, he moves like someone less than half his age.

The set list was a mix of the expected classics, some deeper cuts and four songs from the new album (which I was really glad to hear). The recorded announcer voice boomed from the speakers, “Ladies and gentlemen – the Rolling Stones!” The spotlights and big screens showed Keith Richards walking out and strumming the opening riff to “Start Me Up.” Mick came running out to the catwalk, his signature “moves like Jagger” on display for everyone in attendance. Older classics like “Get Off My Cloud” and “Paint it, Black” fell right in with, well, more older and even bigger classics like “Honky Tonk Women,” “Miss You,” “Tumblin’ Dice,” “Sympathy for the Devil” and “You Can’t Always Get What You Want.”

The Stones offered each tour stop a chance to vote for a song specific to that show. Orlando’s choice was the psychedelic classic “She’s a Rainbow,” beautifully highlighted by Chuck Leavell’s piano work. Childers joined the Stones and traded vocals with Mick on “Dead Flowers,” a deeper cut I really hoped they’d play.

“Gimme Shelter” featured the vocals of Chanel Haynes in a duet with

“Jumping Jack Flash” closed out the main set, and the encore was the aforementioned “Sweet Sounds” and “Satisfaction.” A little over two hours after they started, the Stones took their final bow. Since original drummer Charlie Watts passed away in 2021, Steve Jordan has capably sat on the throne. Charlie actually told Mick and Keith before he died that if something happened to him, they should carry on with Steve. Bassist Darryl Jones, formerly of Miles Davis and Sting, has been with the band since 1994. He took over for original bassist Bill Wyman upon his retirement.

Allman Brothers veteran Leavell holds down piano and keyboard duties, and has served as the band’s live musical director since 1982. Matt Clifford is the band’s other keyboard player; Tim Ries and Karl Denson make up the saxophone section.

Special mention is due the backup singers: Bernard Fowler and Haynes. Fowler has toured with the Stones since around 1990. And Haynes was simply magnificent and powerful.

Mick hasn’t lost much over the past 60 years, either vocally or physically. And Keith and Ronnie were grinning like idiots at each other and the other musicians as they played.

I think that after all they’ve been through, the fact that they can still go out, play rock and roll and sell out stadiums at their age is a gift – and they know it. Judging from what I saw, I don’t think that this will be the last we see of the Rolling Stones.

MEET THE 2024 ALL-KEYS GIRLS SOFTBALL TEAM

The Lady Fins’ lone senior was the go-to pitcher for Marathon, earning an impressive 11-4 record with a 2.07 ERA and 111 strikeouts this season. Offensively, the Fins’ captain averaged .432 at the plate with 10 doubles and 16 RBI for a stellar senior campaign.

Fins find their stride as ’Canes and Conchs battle injuries

The 2024 spring softball season featured just one team with a winning record, as the Marathon Lady Fins went 12-6 in FHSAA 2A action. Their wins included a district quarterfinal victory, and though they did not make it out of districts with a title, they earned an at-large bid to regionals. Marathon returns all but one athlete next season, but the spot left vacant on the bench will be that of their dominant starting pitcher, Allison Garcia.

Key West entered the season as the reigning FHSAA 4A Region 4 champs and returned with plenty of talent this season. However, critical injuries plagued the Conchs, and their hopes for a third trip to the final four in as many years would not come to fruition. Key West finished the season 6-15, but it was not without highlights and glimmers of greatness to come.

Coral Shores played just five games this season, losing them all via mercy rule or forfeits. The young team did its best to rebuild but scrambled for eligible players when midseason injuries wiped out the bench.

PLAYER OF THE YEAR

SENIOR, KEY WEST | CENTER FIELD

Key West’s Scarlet Niles embraced her leadership role this season, showing the way to the underclassmen with poise, positivity and, chiefly, her bat. The slugging senior amassed 21 hits for the Conchs, 6 of which were home runs. Batting .344, her on-base percentage was .488 and the home runs and a pair of doubles set her slugging percentage at .721. Once on base, she proved deadly to opposing defenses, stealing 7 bases and scoring 16 times. As if that were not enough, the Dartmouth University-bound athlete earned an impressive .965 fielding percentage.

With her impressive stats, one would never know Alexandra Rodriguez had stepped into a new role this season. Playing shortstop due to team injuries, she had a fielding percentage of .847. Offensively, Rodriguez batted .267, had a .345 on-base percentage and used her speed to steal 7 bases for the Conchs.

Key West’s Tavyn Gage made the switch from first to third base this season and did not miss a beat. The versatile junior had an impressive .904 fielding percentage, proving she was adept at any base. The hard-hitting junior had a .310 batting average, including four doubles this season. She also boasted a .355 on-base percentage, 5 RBIs and 2 stolen bases.

Junior Elena Eubank led the Lady Fins in multiple offensive categories. Eubank batted .451 this season and collected 23 hits, which included 7 doubles and a pair of triples. She stole 13 bases, crossed the plate 19 times, and batted another 19 runs in for Marathon this season.

As just a freshman, Breanna Breener shouldered the responsibility of pitching like a much older athlete. In her first year with the Lady Conchs, Breener brought home 3 wins and struck out 64 batters while compiling a 2.90 ERA for Key West. Her poise and athleticism give the Conchs’ future a lot of promise for the next three seasons.

Catcher

Marathon’s catcher proved to be a threat on both sides of the plate, batting .400 on the season with 11 RBIs, 3 doubles, a pair of triples and a home run. Defensively, Thornton was a wall of athleticism. Her accomplishments are even more impressive given Thornton was just a freshman.

With two more seasons of eligibility left, Shylo Sanchez has everything it takes to dominate for the Conchs in the coming years. At catcher, Sanchez had a .932 fielding percentage, amassing 96 putouts at the plate. Offensively, she batted .211, boasted a pair of doubles and batted in 5 runs for Key West.

Junior, Key West

In her junior season, Alexa Condella earned a .321 batting average for the Conchs. She amassed 3 doubles, a pair of triples and drove in 11 runs, and her hitting got stronger as the season went on, making for an exciting senior campaign for the seasoned outfielder.

Freshman, Marathon Infielder

Marathon’s Sara Robinson proved to be a versatile player this season, spending time all across the infield and even filling in at pitcher when the Fins found themselves in a jam. Robinson batted .415, stole 11 bases, drove in 12 runs and amassed 22 hits. Three of those hits were doubles and three more were triples, making it even more amazing that she is just a freshman.

In my last article, I spoke about how a sneeze brought me to my knees and sent an old lumbar injury from the past right back into the present. In this second part, I am going to concentrate on how many suffer from pelvic floor dysfunction and what can be done about it so a sneeze doesn’t cause you to have to pack a second pair of underwear.

Pelvic floor weakness can manifest in various ways, with urinary incontinence being one of the most common symptoms. Stress incontinence, characterized by leakage during activities such as sneezing, coughing or lifting, is particularly prevalent among individuals with weakened pelvic floor muscles. Additionally, pelvic floor dysfunction can contribute to fecal incontinence, pelvic organ prolapses and sexual dysfunction.

Strengthening the pelvic floor

Fortunately, pelvic floor weakness is not an inevitable consequence of aging or childbirth.

The pelvic floor refers to a group of muscles and tissues situated at the base of the pelvis. Think of it as a sling or hammock that supports the bladder, uterus and rectum. These muscles are essential for maintaining bladder and bowel control, as well as supporting the spine and pelvic organs.

Men do have a pelvic floor and can suffer from pelvic floor dysfunction. While pelvic floor issues are more commonly associated with women, men can also experience problems related to these muscles and tissues.

Several factors can contribute to pelvic floor weakness, including childbirth, hormonal changes, obesity, chronic constipation, aging and certain medical conditions such as pelvic organ prolapse. During childbirth, the pelvic floor muscles may stretch or tear, weakening their support structure. Similarly, hormonal changes during menopause can lead to decreased muscle tone and elasticity in the pelvic floor.

Regular pelvic floor exercises, also known as Kegel exercises, can help strengthen these muscles and improve bladder control. Here are five exercises recommended by healthcare professionals:

• Kegels: Contract the muscles around the anus and vagina as if trying to stop the flow of urine. Hold for 5-10 seconds, then relax. Repeat 10-15 times, several times a day.

• Bridge pose: Lie on your back with your knees bent and feet flat on the floor. Lift your hips toward the ceiling, engaging your pelvic floor muscles. Hold for a few seconds, then lower back down. Repeat 10-15 times.

• Squats: Stand with feet shoulderwidth apart and squat down as if sitting back into a chair. Keep your back straight and engage your pelvic floor muscles as you rise back up. Repeat 10-15 times.

• Pelvic tilts: Lie on your back with your knees bent and feet flat on the floor. Gently tilt your pelvis upward, engaging your abdominal and pelvic floor muscles. Hold for a few seconds, then release. Repeat 10-15 times.

In addition to exercises, modern medical procedures offer advanced options for managing pelvic floor dysfunction. These include pelvic floor physical therapy, biofeedback therapy, electrical stimulation and surgical interventions such as sling procedures or pelvic organ prolapse repair.

These treatments aim to improve muscle strength, coordination and overall pelvic floor function.

The targeted exercises and treatments mentioned here are aimed at strengthening the pelvic floor muscles and can be beneficial for men with pelvic floor dysfunction.

So what is next?

It’s essential for both women and men experiencing symptoms of pelvic floor dysfunction, such as urinary or fecal incontinence, pelvic pain, or sexual dysfunction, to consult with a health care provider for proper diagnosis and treatment. Prompt intervention can help improve symptoms and quality of life for anyone living with pelvic floor issues. You need not have to be afraid of sneezing or any other normal bodily function any more. Go get your pelvic floor in tip-top shape and those emergency undies can go bye-bye.

For men, common causes for pelvic floor dysfunction can include prostrate surgery, chronic prostatitis (chronic inflammation), chronic constipation and changes in hormone levels. Neurological disorders such as multiple sclerosis or Parkinson’s can affect the nerves that control the pelvic floor muscles.

• Deep breathing: Practice diaphragmatic breathing, focusing on expanding your abdomen as you inhale and contracting it as you exhale. This can help strengthen the pelvic floor muscles indirectly by engaging the core.

UF/IFAS Extension offers CPR & first aid certification

UF/IFAS Extension Monroe County is offering American Heart Association CPR (adult, child, and infant) and first aid certification courses throughout the Florida Keys. Vermont man arrested for gas station car theft

Andrew Scott Parizo, 38, of Grand Isle, Vermont was arrested on June 7 for allegedly stealing a car from a gas station in Marathon. The sheriff’s office responded to the Valero gas station on June 1 following reports of the theft of a Ford sedan. Detectives identified Parizo as the suspect in the incident. Parizo was stopped on U.S. 1 after a be-on-the-lookout order was issued. He was charged with DUI during the

A Marathon man was arrested on June 7 for battery on a gas station clerk and deputies. Phernando Torres Hill, 39, was charged with battery, battery on a law enforcement officer and resisting arrest. The sheriff’s office was called to the Race Trac gas station around 8:30 p.m. regarding a suspect, identified as Hill, who allegedly touched and spoke to a female employee inappropriately. Security video corroborated the employee’s statement, the sheriff's office said. Hill reportedly stiffened his body, pushed backward and refused to follow sheriff’s office commands. He then kicked one deputy in the stomach and fought deputies attempting to place him in a patrol car. Hill was shocked with a Taser and taken to jail.

A31-year-old Marathon man has been arrested and charged with a previouslyunsolved murder from 2008, the Monroe County Sheriff’s Office said in a press release on June 5.

Keith Devon White stands accused of killing 48-year-old Beth Neumeier when he was just 15 years old.

Following an extensive investigation in partnership with the Florida Department of Law Enforcement and the Office of the State Attorney, Sheriff Rick Ramsay told the Weekly the suspect’s DNA was found on both a used condom and the shovel they believe was used to beat Neumeier to death.

Neumeier was known to have worked as a prostitute in Marathon before her death, the sheriff’s office said. Her body was found on May 4, 2008 buried underneath a mulch pile in a vacant lot on 24th Street in Marathon. She was identifiable only by fingerprints due to damage to her face.

“I hope this brings some closure for the people who knew her and appreciated her as a person,” Ramsay told the Weekly. “(White) was someone we looked at as a person of interest way back then, and that never changed. In the last few years, we’ve closed three or four long-term cold cases that were solved either due to new technologies or constantly working on these cases.”

White has an extensive arrest record in Monroe County, including a 2011 armed robbery charge and felony charges filed in January 2024 for lewd and lascivious behavior with a corrections facility employee present while he was already serving time for driving without a license.

White is currently being held in the county jail without bond. His arraignment date and legal representation were not immediately available.

ROBERT ALAN EALES 1954-2024

Robert Alan Eales was born to David and Priscilla Eales on Sept. 24, 1954, and died at the age of 69 on May 6, 2024. He grew up in Tampa, where he attended Leto High School and the University of South Florida, graduating with a major in biology. He met Donna Jennings at USF and they were married in 1979.

Bob worked his way up over the years as an executive for multiple companies, including JCPenney. Later he became involved in PODS Moving & Storage, owning and operating franchises throughout Florida. Most recently, Bob established Formula Freediving in Marathon with his son Andrew. He was praised by his friends and colleagues for his business acumen.

Bob was the embodiment of a good man and was a role model for many. He demonstrated a lifelong commitment to his values –compassion, truth and "a desire to do the right thing" – and applied them to all aspects of his life. His philanthropic endeavors focused on science, the environment and the humanities. As a lifelong fisherman and diver, Bob shared his passion and knowledge with his sons, relatives and friends.

He is survived by his beloved wife, Donna; his in-laws, Anne and Clarence; his sons, Travis and Andrew, and their spouses, Charles and Andrea; his brothers, Malcom, William, David and Pete, and their spouses, Roxy, Lee, Carolyn, and Kristen; and his nieces and nephews.

On June 19, many Americans will celebrate Juneteenth. The holiday honors the end of slavery in the United States. This week, The Mini Page learns more about this special day and the historical events surrounding it.

DELAYED FREEDOM

President Abraham Lincoln’s Emancipation Proclamation, freeing all enslaved people, took effect on Jan. 1, 1863. But until the Civil War ended in April 1865, more than two years later, there weren’t enough Union, or northern, soldiers to enforce the order.

Juneteenth celebrates the day that Union soldiers arrived in Galveston, Texas, and announced that the 250,000 enslaved people in Texas were free.

As part of the announcement, Maj. Gen. Gordon Granger said:

“... all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves.” This meant that if enslaved people stayed to work, they would be employees and would have to be paid a wage.

Some former slaves remained in Texas, but others headed north or into neighboring states to find family members.

June 19 became a day to gather with family and celebrate freedom.

CELEBRATION

Most early Juneteenth holidays took place at parks or churches. Some white employers allowed their workers the day

off and even donated food and money. But during the Depression of the 1920s and ‘30s, many people were forced to move to cities to find work, and employers there were not as generous in recognizing Juneteenth.

As the civil rights movement grew stronger in the mid-20th century, the idea of freedom re-energized Juneteenth celebrations. Younger generations brought the holiday to cities that hadn’t observed it before.

In 1980, Texas made Juneteenth a state holiday. Today, most states recognize Juneteenth as a holiday, along with it being an official federal holiday.

Bird experts are asking residents across the United States and Canada to help prevent the up to 30 bird deaths per second that can occur during the spring migration from Feb. 15 to June 15 due to collisions with human-made objects. “Up to a billion birds die each year in the United States when they crash into windows and other structures made with reflective or transparent material,” said Andrew Farnsworth at the Cornell Lab of Ornithology. He recommends homeowners turn off nonessential lighting from 11 p.m. to 6 a.m., or draw curtains.

LINCOLN’S PROCLAMATION

President Lincoln’s Emancipation Proclamation was signed in Washington, D.C. In part, his order read:

“I do order and declare that all persons held as slaves within said designated States, and parts of States, are, and henceforward shall be free; and that the Executive government of the United States, including the military and naval authorities thereof, will recognize and maintain the freedom of said persons.

And I hereby enjoin upon the people so declared to be free to abstain from all violence, unless in necessary self-defence; and I recommend to them that, in all cases when allowed, they labor faithfully for reasonable wages. ...

And upon this act, sincerely believed to be an act of justice, warranted by the Constitution, upon military necessity, I invoke the considerate judgment of mankind, and the gracious favor of Almighty God.”
