n a move that seemed highly unlikely before that morning, the Key Colony Beach City Commission will avoid a special election to fill former Mayor Patti Trefry’s vacant seat, unanimously appointing retired engineer Thomas DiFransico at its Nov. 16 meeting.

Seating DiFransico – who will serve until the expiration of Trefry’s original term in November 2024, at which time he may seek re-election – took just a single 4-0 vote, following statements from candidates Joseph Schmidt, Fred Swanson, John Dalton, Patricia Conkling Benton, Douglas Colonell and Mario Di Gennaro.

With more than seven years of experience with the city’s utility board, code enforcement and planning and zoning, DiFransico said he looked to resolve “an impasse in our community, having to do with a root cause of ineffective communications that have fostered a lack of trust and possibly disbelief. … The first step of that is resolving the issue of City Hall.”

While most other candidates spoke of their qualifications and ability to aid the city, Schmidt used his ad-

dress to sharply criticize the commission, announcing he would withdraw his application.

“The ones who put you in your seat can get you out,” he said, adding his withdrawal was made in order to chair a committee to recall Mayor Pro Tem Beth Ramsay-Vickrey and Secretary/Treasurer Tom Harding. “We all truly hope that is not necessary. We ask that you please take this opportunity by stepping down to help heal the community.”

Following short comments from commissioners Freddie Foster and Joey Raspe encouraging all applicants to consider other positions on the city’s various committees and advisory boards, Ramsay-Vickrey delivered an extensive statement before immediately nominating DiFransico, who was seated with a 4-0 vote.

“It comes down to only one candidate, because only one candidate here is actively engaged and involved in our communities and is a community volunteer,” she said, adding that she “had no idea what (DiFransico)’s position is on City Hall, because that’s not what we’re voting on.”

“Both commissioners Foster and Raspe have said, rightfully so, the importance of our advisory boards and

their role in moving leaders into this position,” she continued. “Only one candidate has that experience.”

The moment of unity came as a surprise to many in attendance, with the commission divided 2-2 on a number of critical ongoing issues over the last year. In another statement following the vote, Ramsay-Vickrey said the appointment “has proven that (the commission) can, and will, continue to work as a whole.” Nonetheless, the accelerated process prompted visible reactions from Foster and Raspe, the other candidates, and residents in attendance, several of whom told the Weekly they were expecting further discussion and nominations for additional candidates.

City Hall divide flares as referendum case preps for trial The session opened with an address from Tony Rosabal, owner and principal of LIVS Associates, the firm contracted to design KCB’s new city hall. While Rosabal said he “(stood) nothing to gain from this point forward” as his firm’s services are already paid for, he spoke strongly in favor of the project as currently proposed.

Though the city has yet to seek current bids from contractors for renovations of the existing City Hall footprint, Rosabal said he estimated the cost of such repairs at roughly $2 million to continued on page 43

ALL THE LOCAL FLAVORS The redesigned Shady Palm Art Gallery and Frame Shop has unique pieces for all tastes

W

alking into the Shady Palm Art Gallery and Frame Shop for the first time is like walking into an adorable, vibrant museum. But to the curious spectator, it is a pleasant surprise to find out that all of the “museum pieces,” from paintings to sculptures, glass jewelry, coasters and more, are also for sale, ready to fit the bill as unique souvenirs, Christmas presents for loved ones or pieces of Keys culture.

The gallery isn’t new to the Marathon community, but its ownership is. Local artist Janice Nagel has taken the reins from former owners Lori and Barry Gaukel and has updated many aspects of the property, including a spacious outdoor event area available to rent, an indoor classroom where visitors can learn from local artists, and even a refreshed facade with a mural by local muralist Shannon Wiley.

“About a year and a half after opening my small gallery ‘Livin’ in Local Color’ in Islamorada, I received a call that the Shady Palm Art Gallery was for sale,” said Nagel. “I literally had five hours to make the decision. I thought about what my artist friends and mentors, BJ Royster and Pasta, would do. They always told me ‘don't stop,’ so I’m not. They gave me pointers and encouraged me. That’s what I want to do for other artists, and this is the perfect outlet for just that.”

The art gallery features 57 local Florida Keys artists and is always adding more. Up for sale are a slew of different styles of paintings and prints as well as stained glass, pottery, carved wood, shell art, photography and driftwood, to name a few.

True to its name, the shop also offers a plethora of inventory and various framing materials, as well as glass preservation options, to go with an extensive inventory of ready-made frames in standard sizes.

A brand new room specifically designed for art classes taught by Monroe County artists is also available. Classes and events with full descriptions and instructors are posted on the gallery’s website (shadypalmartgallery.com), and Nagel noted that pre-registration is important to reserve a space.

“I really want to fill up the calendar with all types of classes … (and) I’m open to anything,” she said. “There are plenty of opportunities for growth like artist meet-and-greets, fundraisers and community events. It’s important to me to have a sense of community and that’s what I’m aiming at.”

An updated outdoor seating area equipped with padded chairs, tables, a tiki

bar and space for catering is also available for private reservations, ranging from birthday parties to business functions.

Different creations are sure to stand out for each visitor. Take the “Sand and Soul Studio,” for example, a collection of functional ceramics and laser, lobster trap and seaglass art founded by artist Amanda Jorgensen. Every piece is handcrafted at her studio in Big Pine Key. “I’ve enjoyed making functional pottery for years. I’m constantly learning something new, so I guess it’s natural that I moved to a new medium and a new way of using new tools – that’s how I got into laser work,” Jorgensen said. Her artwork reflects a love for the area, from earrings featuring local wildlife and flowers to pottery items that combine aesthetics and practicality. “I love that I’m able to make an even wider range of affordable items for everyone.”

Another unique collection is Becky Lee Mesa’s “Recycled Art.” Mesa uses items like bottle caps, aluminum cans, corks and soda bottles in her artwork – even her business card is made of recycled diet coke cans. One can find a birdhouse made of wine corks and bottle caps – complete with frayed bottle cap edges used for roofing material. There is a crab made from bent Coors Light bottle caps, hula girls with skirts made of shells and even a purse made from sewn Capri Sun juice pouches.

“I wanted to make something I hadn't seen done before," said Mesa. “I didn't see anything at Shady Palm that involved recycling, so with my newly collected ‘trash,’ I made a few fish designs and some mermaids, turtles and the like. I presented them to Shady Palm, and they accepted me as one of their local artists.

“I so very much enjoy making art out of these things that would normally be tossed away. Even my backdrops are 90% pieces of wood I collect out of trash cans. My creative outlet is completely satisfied and my mind is always thinking of new and different ways to up-cycle what most would call trash.”

Two newer artists to the gallery who have formulated their own custom crafts are the “Shelling Sisters,” Mary Koester and Barb Johnson. Together, the duo has impressive creativity in making items from shells, beach glass and marbles.

“We love what we are doing. We’ve been collecting shells for over 25 years,” said Koester, admitting that she and Johnson are now “addicted to shelling.”

“Five years ago, our now 100-year-old mom told us we should start selling our pieces and that’s how ‘Shelling Sisters’ began,” she added. “We love meeting other shellers and ‘talking shells.’ … Any day is a great day to shell, high or low tide, doesn’t matter. We’ve collected all our shells from Florida beaches, NEVER taking a live shell.”

“There’s definitely something for everyone here,” said Nagel. “Come on in and check us out. My dog Daisy Dukes is here ready to give you a kiss.”

STORM WREAKS HAVOC ON MIDDLE, UPPER KEYS Key Largo receives 19 inches of rain, per weather service JIM McCARTHY

A

strong storm system pounded the Florida Keys on Nov. 15 as rains left many roads and streets under water.

Powerful winds cut power lines and snapped large limbs, leaving many residents surprised by the storm’s severity.

Damage from the storm, which wasn’t named since it didn’t reach tropical storm strength, led to the closure of Card Sound Road during the morning of Nov. 16. The road reopened just before 3 p.m.

Sheriff’s deputies responded to 20 to 30 calls for downed lines and limbs throughout the Upper Keys. Residents in Key Largo communities like Stillwright Point woke up to find North Blackwater Lane completely covered in water. Some ground-level homes experienced flooding, as did low-lying areas like Gilbert’s Resort.

County parks in the Upper Keys were also closed following the storm due to considerable debris. Crews cleaned up the limbs and made necessary repairs. Closures included Harry Harris Park and Old Settlers Park in Tavernier, Key Largo’s Friendship Park and Key Largo Park. In front of the Murray Nelson Government Center, “Holly” the 45-foot Christmas tree took a bit of a hit, but managed to keep all its limbs and glamor in time for the Nov. 18 Light Up Key Largo festivities.

The storm also inflicted its wrath on Islamorada with pounding rains, which flooded portions of the Old Highway. Wicked winds brought down limbs in neighborhoods and places like Bad Boy Burrito.

A tornado warning was issued for parts of the village from MM 72 to MM 90 just before 6 p.m. Nov. 15. Jon Rizzo, warning coordination meteorologist with the National Weather Service, said there were no confirmed touchdowns in the village, but there’s plausible evidence of a small tornado on Big Pine Key early on Nov. 15.

“It wasn’t very strong, thankfully,” Rizzo said, adding that some house siding was ripped off and trees were down in the Eden Pines neighborhood.

Severe weather knocked out power for many homes in the Upper and Middle Keys from Nov. 15 through the morning of Nov. 16. Service was fully restored by the afternoon.

According to the National Weather Service, Key Largo received the most rain with 19.07 inches. Tavernier received 15.58 inches, while parts of Islamorada had 15.30 inches of rain.

The highest wind gust of 66 mph was recorded at Ocean Reef airport. At sea, wind gusts were clocked at 86 mph at Key Largo’s Carysfort Lighthouse.

Localized flooding persisted throughout the Middle Keys as well, as the record-setting downpour made some already problematic roads nearly impassable for most vehicles. According to NWS, Marathon recorded a total rainfall of 9.32 inches from Nov. 15 to 16, with wind gusts up to 45 mph at the Marathon International Airport.

Already a subject of locals’ ire through years-long drainage issues, the majority of the east end of Marathon’s Sombrero Boulevard remained entirely submerged through Nov. 15 and early morning Nov. 16, prompting some condominium residents along the road to pull their cars onto curbs and lawns or abandon the area entirely for the night. Even with pumps from the city’s public works department running throughout much of Nov. 15 and Nov. 16 to drain the area, the road’s south lane remained submerged as of the afternoon of Nov. 17.

he Florida Keys’ tourism board on Nov. 16 addressed a damning, but preliminary, audit of its financial operations conducted by the county clerk’s office, and voted to suspend director Stacey Mitchell with pay pending the results of a followup forensic audit by an outside firm.

‘No double billing,’ says county attorney In one finding, the Oct. 31 audit report alleges that the TDC’s longtime contracted public relations firm, NewmanPR, appeared to engage in “double billing,” saying the company billed the county separately for services that were included in its overall agreement with the TDC. But a week before the Nov. 16 TDC meeting, during the Nov. Shillinger on Nov. 8 said that his office had conducted further research into NewmanPR’s contract with the TDC. “In my view, no double-billing exists for these services under the provisions of the contract,” Shillinger said at the county commission meeting and wrote in a Nov. 7 memo. “It is my opinion that the invoices for photography or videography services and production are not … included in the agreement’s scope of services,

and therefore are not included in the annual … agency fee.” In other words, Shillinger’s team learned that NewmanPR was not billing the TDC twice for the same services.

Andy Newman spoke at the Nov. 16 TDC board meeting, which was specially called to address the audit, and reminded the TDC board of Shillinger’s statement and memo from the week prior.

“This felt like a rusty dagger had been stabbed through my heart,” said Newman, who has handled PR for the Florida Keys for more than 30 years. “The audit did not include comments or explanations from NewmanPR, which is not typically the way audits are done. And at last Wednesday’s county commission meeting, the county attorney’s office presented a memo that concluded that NewmanPR was not double billing. I never knowingly would and I never knowingly will.”

Interim management TDC board chair Rita Irwin reported that the forensic audit of the TDC by an outside agency will begin Nov. 28 and could take up to 16 weeks, but might be completed much sooner.

Irwin said corrections to policies and additional staff training that were recommended by the county clerk’s auditors have already be-

gun, with help from assistant county attorney Christine Limbert-Barrows and county finance director Tina Boan.

In the meantime, the county and TDC have hired the firm of Cherry Bekaert to conduct a financial risk assessment of the TDC’s internal controls and policies, and to provide a “road map” to close any gaps that are discovered and correct any deficiencies.

The firm of Cherry Bekaert will oversee the TDC’s financial operations for the next few months. But several board members, including Irwin, emphasized the importance of continuing the TDC’s tourism marketing efforts while Mitchell, a marketing veteran, is on suspension.

The TDC collects four cents on every dollar spent in Keys lodging establishments — hotels, guesthouses, vacation rentals and RV parks.

The TDC uses that money, known as “bed tax” revenue, to advertise and market the Keys to visitors, promote special events that bring tourists to town, to pay for beach cleaning and renourishment and to support renovations and construction of projects that will draw tourists.

“We’re in a unique situation in that we’re having to fix this bike while we’re riding it,” Irwin said. “Sales and marketing are not part of the Cherry Bekaert firm’s expertise and I’m concerned about keeping those efforts moving forward.” continued on the next page

After a lengthy back-andforth, the TDC board ultimately voted to appoint two of its own to help oversee the agency’s ongoing marketing work.

Hotelier Diane Schmidt and George Fernandez, longtime owner of the Key West Butterfly & Nature Conservatory, both have extensive marketing and advertising experience, and agreed to step in and help with marketing efforts while the forensic audit takes place.

Key West Mayor Teri Johnston, one of the three elected officials on the TDC board, was the lone dissenting vote in approving Schmidt and Fernandez, saying, “We need a fresh pair of eyes, not coming in with any preconceived notions.”

Johnston said, “We’ve had a massive erosion of public trust and confidence,” and urged the board to work to repair that.

County Commissioner Craig Cates, another elected official on the TDC board, added, “We need to show the public that this is being handled and regain their trust.”

Similarly, the week prior, the county commissioners repeatedly emphasized the importance of transparency.

Plenty of blame TDC Director Stacey Mitchell voluntarily left the room during the Nov. 16 TDC meeting when it came time to decide on her paid suspension, which the county commission had recommended on Nov. 8 and which the TDC board unanimously approved on Thursday.

During the ensuing discussion, several people, including TDC board members and local business leaders, said there was plenty of blame to be shared by many for the audit’s revelations. Johnston pointed out that no audit had been conducted of the TDC for more than 20 years.

“Let’s remember, this entire board was in place when all

of this was allegedly occurring,” Johnston said. “Fingers are pointing to Stacey (Mitchell), but what about everyone else, since at least 2008 — people in the clerk’s office approving payments, the TDC’s own board treasurer reviewing financial statements. There was more than one hand in this and what fingers are being pointed?

Maybe the clerk’s office needs to be addressed. Maybe the county needs to be audited as well. There was apparently a lack of oversight long before Stacey Mitchell was appointed TDC director in 2017.”

Vicki Tashjian, a member of one of the TDC’s district advisory committees that directs tourism funding for projects in specific regions of the Keys, said, “What happened didn’t just start five years ago (which is the timeframe examined by the audit). Others deserve a smack for the lack of an audit for so long. And we all need to keep in mind the trustworthiness of Stacey Mitchell and Andy Newman.”

Jodi Weinhofer, president of the Lodging Association of the Florida Keys & Key West, which works closely with the TDC, whose revenue comes from lodging businesses, garnered several nods of support when she said, “Maybe we’ve all been naive in saying the TDC doesn’t need a CFO (chief financial officer). Guess what? I think the auditors will tell us we need a CFO. We don’t need to worry about blame. The bottom line is we’re not doing things to the best and highest standards and we need to fix that quickly.”

Richard Tallmadge, longtime Key West business owner, said that when the TDC was launched in the Keys in the late 1980s, “It had $2.9 million to work with. Today you’re over $64 million. Honestly, it’s about time this happened. Now fix it and get on with it.”

or soon-to-be paramedics across the Florida Keys, an educational experience last week afforded a chance for real-world application, without the pressure of a life on the line.

From Key Largo to Key West, current EMTs in training for the upgraded certification, normally restricted to practice on dummies and simulated training tools, had the opportunity to hone their skills with a cadaver lab on Nov. 15.

It’s a chance that instructor and current Marathon Fire Rescue Capt. Joe Forcine said is “almost unheard of” before trainees enter the field under the supervision of other paramedics. Nonetheless, it’s a practice he hopes can continue for future generations of paramedics, even with hundreds of trainees already under his belt.

Working under the guidance of Forcine and instructor Carlos Tavarez through Southeastern Medical Academy, trainees made their way through skills and demonstrations, from less invasive

procedures such as intubations all the way to chest tube placements, field amputations and even a surgical cricothyrotomy – that’s making an incision through a small membrane in the throat to place a tube and establish an emergency airway for a patient during lifethreatening situations.

It’s techniques like these, Forcine said, that make it so crucial to see skills applied on true human anatomy. The labs are also why the willingness of others to donate their bodies to these purposes can help save lives.

In the case of the cricothyrotomy, the target area of incision may be around the width of a pen.

“Cut too high, and the patient may never speak again,” he said. “Cut too low, and the hole may never heal.”

Following an initial session for trainees, current paramedics joined the classes later in the week for continuing education and practice opportunities.

aw enforcement in the Middle Keys will see a new face at the helm as Monroe County Sheriff’s Office Lt. Lissette Quintero assumes the post of Marathon station commander. Quintero will take the reins from Lt. Donny Barrios, who had served in the post since Feb. 6.

Among other responsibilities, Quintero has served as a road patrol sergeant, criminal investigations unit sergeant, major crimes unit detective, internal affairs investigator, crisis negotiations team leader and threat management team leader.

Marathon City Manager George Garrett and the Marathon City Council acknowledged both lieutenants at the council’s Nov. 14 meeting.

“For the time that he was here, Donny Barrios has been a huge asset to the city of Marathon,” Garrett said, noting Barrios’ attention to addressing the city’s concerns with the 20th Street homeless encampment before his transfer to MCSO’s Cudjoe Key substation. “This was really a privilege to have met (him). Regardless (of the transfer), when we need help, we can always come to him.”

“It was an honor to serve here for a short time,” said Barrios. “I made a lot of good connections up here, did a lot of good things, and I have the wholehearted confidence that Lissette will come in here and continue what I did. She’s an asset to the agency and has the knowledge to do the right things here.”

“Donny’s got a great heart, and I’m so, so fortunate to work alongside him,” Quintero added. “I hope that I can answer any questions anyone has, and if anyone needs anything, I’m available to you. I’m happy to serve.”

As a final gift to Barrios, Garrett presented him with a “unique” souvenir – a nameplate that formerly belonged to Major Don Hiller, temporarily papered over during Barrios’ tenure before adding Quintero’s name in recent weeks.

BOCC PREPARES FOR KEYS EVACUATION PLAN DECISION

onroe County leaders must make a pivotal recommendation to the state in the coming weeks on hurricane evacuation plans for the Florida Keys.

The task: Review an array of evacuation models, or scenarios, unveiled by the state last week, and request the Florida powers that be sign off on one.

And any evacuation timeline goes hand-in-hand with the number of new building permits that could materialize across the island chain. Factored in at the same time are the most critical concerns for everyone who lives and visits the Keys, county leaders said during an online meeting on Monday, Nov. 20.

“We need to find that sweet spot between public safety, quality of life and environmental conservation,” said County Administrator Roman Gastesi.

The current models, based on population data and a simulation of

The state Department of Commerce hosted two online meetings on proposed evacuation models for the Keys. But public participation was limited. Any questions had to be submitted in advance and there wasn’t a real-time question-and-answer session or a chance for people to ask follow-up questions.

State administrators haven’t given county leaders an exact deadline to make a decision. County attorney Shillinger said the BOCC has until early to mid-January, but he prefers the BOCC decides before the Legislature convenes on Jan. 8, 2024.

The Board of County Commissioners meets at 9 a.m. Wednesday, Dec. 13 at the Murray Government Center in Key Largo.

Gastesi, who called the Nov. 20 meeting a “community conversation,” and Shillinger fielded wide-ranging questions for about an hour about the possible consequences attached to the evacuation plan.

How it works The Florida Legislature sets the evacuation time period – currently 24 hours for the Florida Keys Area of Critical State Concern – by statute, Shillinger said. But the actual distribution and award of allocations based on this time frame comes from a Florida panel called the administrative commission, made up of the governor and his cabinet members.

Once the allocations are awarded to a municipality or the county, local governments can control the rate of distribution, Shillinger said, but they’ll always be under scrutiny.

The complete expiration of building allocations will soon open the floodgates for regulatory takings cases, a hot-button concern among Keys officials. Takings cases occur when governmental regulations limit the use of private property to such a degree that the landowner is essentially deprived of all economically reasonable use and value of their property.

Building allocations must allow for a complete evacuation of the Keys’ permanent residents in 24 hours or less. Modifications of this model – upping the evacuation to 30 or 36 hours, for instance – based on 2020 census data and updated simulations, could theoretically allow for thousands of additional allocations.

At present, there are an estimated 7,950 buildable lots left in the Keys, but nowhere near that number of building permits. That puts a massive price tag in front of either the state or the county.

“There is takings liability if there is no chance whatsoever to develop, so there’s a balance to be struck there,” Shillinger said. “If a jurisdiction were to take them and then hold them and not give them out, they might face some financial liability.”

Takings law is made by judges’ interpretations, Gastesi said.

“We have a much more friendly property rights bench at the U.S. Supreme Court and we have a much more property rights-friendly bench at the Florida Supreme Court,” Gastesi said. “We will be relying on existing case law, but we also have to be mindful that the parameters to which it’s applied will change. The trick is to not be anchored into the false sense of security that long-standing cases are always going to remain the same.”

Fear vs. reality on takings Robert Gold, of Key West, brought up the connection between developers and politicians.

“Once the jurisdictions have the ability to issue permits, it will be the result of a political process, essentially pressure from the community versus pressure from the developers that may result in how many allocations are issued,” Gold said.

Gold asked the county attorney and administrator for details about the Keys’ experience with takings cases, “before we start using the specter of takings to inform a political decision.”

“We need facts,” Gold said. “What is the reality of takings versus the mythology of takings?”

Gold is on the board of the environmental protection group Last Stand, but said he was speaking for himself on the call.

Just the mention of takings cases causes anxiety for property owners, said Gold.

“That word gets thrown around a lot, including by some of our elected officials who may be on this call,” Gold said. “ How many cases have been brought? How many have been argued successfully in Monroe County?

We need to know before a decision is made because of an anxiety about takings.”

n Nov. 17, Marathon teachers and students had a little fun to celebrate positive behavior during November. Teachers volunteered to don inflatable turkey costumes and students signed up to compete in a 400-meter dash around the track. Taking age and agility into consideration, the sage staff members were given a head start in the race. With the entire school watching, the students, clad in chef hats and aprons, took off in chase of their teachers.

Middle school student Alex Stuart was able to pass the entire flock of teachers, though Mary Coleman-Sayer gave him a run for his money. Coleman-Sayer, last year’s Best of Marathon Teacher of the Year, trotted in for the staff win, but was overtaken by Stuart in the final stretch. Stuart’s fantastic finish won a donut party for the class he represented in the race, making his accomplishment all the more exciting for the fans.

In the high school race, the teachers used their well-earned wisdom to their advantage, inching toward the finish prior to the race starting to expand their lead. The fowl tactic worked as Kelley Cruz was able to cruise to a first place win with Haley Townsend at her heels. Notable for the high school student competitors was Carlos Lezcano, who used his blazing speed to close the sizable gap and create a photo finish.

The event was part of Marathon’s PBIS initiative. PBIS, which stands for Positive Behavior Interventions and Supports, is used to support students’ behavioral, academic, social and emotional health. It is used to help create a positive and fun environment at school in which everyone feels safe and has a sense of belonging. The staff and students are already looking forward to Turkey Bowl 2024, and plans are in the works for more fun events to reward good behavior, including Twelve Days of PBIS for December and a “snowball” fight in January, which will pit classes against one another for the opportunity to take on the teachers in a friendly game of dodgeball.

Marathon High School band director Chuck Brooker is marching in the iconic Macy’s Thanksgiving Day Parade this week as a member of the Salute to America’s Band Directors marching band. Rehearsing in the ballroom of the Sheraton Hotel in Times Square, he told the Weekly he is “representing the southernmost region” as one of 30 trombonists in the 400-member band. Booker was selected due to a resume highlighted by stints in the Air Force Band and as a trombonist at Disney World. he Florida Restaurant and Lodging Association (FRLA) Educational Foundation announced a $50,000 kitchen remodel grant on Nov. 16 for the Marathon High School ProStart Program in Monroe County.

Marathon High School was selected from more than 200 ProStart participant high schools across Florida. Grant applicants highlighted their facility size, number of program participants, age of their facility and repairs needed. The foundation board reviewed the applications to determine where the grant would be most impactful.

“The FRLA Education Foundation has always been a great supporter of Florida’s high school ProStart and HTM (Hotel and Tourism Management) programs through annual mini-grants, but it is especially gratifying to make an even larger impact with this $50,000 kitchen makeover,” said Laura Rumer, director of the foundation. “These talented students and their peers in ProStart programs across Florida represent the future of our hospitality industry, and we are incredibly proud to support their education and amazing talent as they develop skills for future careers.”

“I am extremely grateful for

this grant,” said Carl “Chef” Stanton, Marathon High School (MHS) ProStart instructor. “This will give us the opportunity here at MHS for a muchneeded upgrade to our equipment.

My students will be able to create and prepare more items and increase their skills for competitions and jobs as well.”

“We are so delighted that at long last Carl Stanton and the Marathon High School ProStart program have been awarded these funds,” said Lynne Hernandez, FRLA regional director.

“The classroom suffered damage during Hurricane Irma, but the program persisted despite those challenges.

This award is so well-deserved, and we are grateful for Stanton’s leadership.

He is a consistent, committed educator and passionate champion for these kids and the future of our industry.

ahoo fishing in the Florida Keys is a pursuit defined by strategy, expertise and the thrill of the chase. These sleek, speedy fish, known for their vibrant colors and razor-sharp teeth, roam the depths of the Gulf Stream, often found in areas with steep drop-offs, reefs and underwater structures. They are often found in waters with temperatures ranging between 70 and 84 degrees, making the waters of the Keys an ideal habitat.

For anglers, catching wahoo is as much about the preparation as it is about the actual fishing. It starts with understanding their behavior, preferred habitat and feeding patterns. Wahoo are voracious hunters, feeding on smaller fish like bonita, ballyhoo and squid. This knowledge guides fishermen to select the right bait and lures. They often opt for either live-baiting fish such as bonita over targeted areas such as wrecks or high-speed trolling with flashy lures that mimic the fish wahoo prey upon.

My preferred setup while livebaiting for wahoo is a Talica 20 spooled up with 30-pound monofilament on a matching rod. The lightest you will want to go for your fishing line is a 50-pound fluorocarbon leader and number 9 wire.

Another preferred method for targeting this species is trolling Nomad deep-diving plugs. I prefer to use braid mainline while trolling so

Timing is crucial in wahoo fishing. Early mornings or late afternoons are prime times when these predators are more active, hunting closer to the surface. Anglers in the Keys often use trolling techniques such as planers to reach the desired depth where wahoo typically swim.

The fight to reel in a wahoo is legendary. Once hooked, these fish unleash their blistering speed, often taking line in rapid bursts, testing both the angler’s strength and the tackle’s durability. With bursts that can reach speeds of 60 mph, the wahoo is a formidable opponent. Its sudden acceleration and changes of direction make it a true challenge to bring alongside the boat.

While these fish are an epic fight, cooking wahoo, with its firm, white flesh and mild flavor, is a delight that will reward you with a delicious meal.

Wahoo is best enjoyed when fresh – ensure the fish is promptly iced after being caught for optimal taste.

My favorite way to prepare wahoo is to make a citrus ceviche.

I begin by dicing the wahoo into pieces about the size of a dime and marinating them in a mixture of lime and lemon juices. The citric acid from the fruit will cook the wahoo to perfection after just a few hours.

Adding diced tomatoes, red onions, cilantro, a pinch of salt and some jalapeños make this a yummy, refreshing treat. This ceviche recipe is not limited to wahoo; it is also great with fresh snapper, yellow jack and cero mackerel.

Wahoo is a rewarding fish, given the time and patience to capture one of these athletic creatures. So get out there and dial in your fishing skills so you can catch the fish of a lifetime in your own backyard.

By Anthony Ray Hinton Anthony Hinton loved his mama more than anything in the world. He loved church, his best friend Lester, southern food and Alabama. His life was simple. In 1985, at 29, Hinton was cutting his mama’s lawn and was confronted by two deputies. What began as a few questions led to Hinton being arrested for two counts of capital murder and one attempted murder. The jury gave him life, the judge overturned the sentence and sent him to Death Row. Hinton spent 28 years fighting for his life through appeals. THANKFUL FOR MUSIC Gifts from the British Invasion…

T KEYS HIGH SCHOOL STUDENTS INVITED TO APPLY FOR INTERNATIONAL PROGRAM

T

he Experiment in International Living invites Monroe County high school students to apply to its summer abroad programs across the globe in 2024. The open enrollment application deadline is Feb. 15, 2024.

Monroe County teens have participated in the programs for over 10 years, and the Florida Keys sends more participants than any other region in the U.S. outside of New York City.

In the summer of 2023, 17 Monroe County high school students participated in summer abroad programs, including 15 students who enrolled through Take Stock in Children and received full scholarships, with funding provided by the Monroe County Educational Foundation and the Experiment.

“Participating in an Experiment program has been a transformational experience for so many students in Monroe County, providing an opportunity for them to be immersed in another culture and learn what it means to be a young leader in today’s global world,” said Christina Thomas, divisional vice president of the Experiment in International Living and youth exchanges at World Learning.

“It also helps with college applications and many students even identify their future fields of study. Additionally, we have programs offering academic credit, so students can earn college credit before beginning college or university.”

In 2024, the Experiment offers a new, competitive program, the Leadership Institute: Climate Change in Costa Rica.

The Experiment in International Living has provided summer abroad programs for high school students for more than 90 years. During the three- to four-week immersive programs, students explore the world through hands-on experiences and homestays in local communities. Each year, hundreds of students come away with cultural, interpersonal, leadership, language and college-prep skills.

The Experiment is the flagship program of World Learning Inc, which also includes the School for International Training, and World Learning, a nonprofit committed to creating a more peaceful and just world through education, sustainable development and exchange.

hanksgiving 2023. 402 years have passed since the “official” first Thanksgiving in Plymouth, Massachusetts. Compared to the hard life of the Pilgrims and Native Americans back then, we have a lot for which to be thankful. Most of our modern issues are really either first-world problems, or the ongoing flaws of human nature. Hopefully someday we can overcome the worst of ourselves and do better for each other and the world in which we live.

That being said, I’m grateful for the Beatles and the Rolling Stones. Who would have thought, some 60 years after the (second) British Invasion, that a new Rolling Stones album and a new Beatles single would be the biggest music stories of the year?

I’ve got the new Rolling Stones album, “Hackney Diamonds,” playing in the background as I write this column.

It’s really good. It sounds like classic Rolling Stones, the work of a band still inspired by and in love with good rock and roll. Keith Richards and Ron Wood are firing their guitars on all cylinders, Steve Jordan drums with an amazing feel and Mick Jagger doesn’t sound like someone who turned 80 earlier this year. His voice sounds like he’s still in his 30s — maybe even better.

The album features some cool musical contributions. Charlie Watts, founding Stones drummer, shows up on two tracks recorded before his untimely passing. Founding bassist Bill Wyman also plays along with Charlie on the song “Live By The Sword.”

Speaking of famous bass players, Beatle Paul McCartney plays some hard-hitting fuzz bass on “Bite My Head Off.” (I guess they harbored no ill will about Paul’s comment about the Stones being a good blues cover band.)

Other famous guests include Elton John, Stevie Wonder, and (Heartbreaker) Benmont Tench III on piano and keys; and Lady Gaga does a fantastic duet with Mick on the gospel-tinged “Sweet Sounds of Heaven.” Sweet sounds, indeed!

“Hackney Diamonds” is a fantastic Rolling Stones album that holds its own with their vast catalog. According to the band of octogenarians, there is likely a world tour in the works as well.

I’d love to hear some of these songs live.

In case you have been under a rock and not heard all the hype about the “last Beatles song,” here’s a rundown of the story behind “Now and Then.” Back in the mid-1990s, Paul, George and Ringo got together to turn three John Lennon song demos into

Beatles songs for the “Anthology” project. “Free As A Bird” and “Real Love” started as John’s piano and vocal cassette recording, and with help from producer JOHN Jeff Lynne, became BARTUS official Beatles releases. They John Bartus is a singer-songwriter also started work on the third song, and the former but abandoned it mayor of Marathon. because of audio quality issues — not being able to separate the piano and voice on the original cassette recording. Paul never forgot the song, however, and always wanted to finish it.

Flash forward to 2022 when director Peter Jackson used AI-equipped software on the Beatles’ “Get Back” movie. The machine learning application enabled him to separate and restore different audio elements from the original film soundtrack. When Paul heard the results, he got hold of Ringo, as well as John’s and George’s estates, and started the ball rolling on finishing “Now and Then.”

Perhaps the most striking thing about the finished song is just how clear John’s voice is, especially considering the condition of the original demo. George’s guitar parts from the mid-’90s recording sessions were incorporated into new tracks from McCartney and Starr. Giles Martin, son of Beatles producer George Martin, coproduced and orchestrated the song.

It’s actually pretty wonderful, and is likely the last recording featuring all of the Fab Four.

Critics have weighed in with a plethora of opinions. Is it the best Beatles song ever? Hardly. But it’s pretty cool to have a new Beatles song at all in 2023. It’s a worthy postscript to an incredible legacy of music, and I’m thankful Paul got to finish it and share it with the world.

It’s truly the most wonderful time of the year – a time for reflection, giving, counting our blessings, and embracing the love and joy around us. For me this year, it is also a time for a difficult goodbye or change, if you will. I felt it in my heart to write this because it’s not just me and my family who will miss them. NOAA EXTENDS TEMPORARY SPECIAL USE AREA FOR CORAL NURSERIES

A

coral nursery in federal waters about five miles southeast of Tavernier will retain special use protections for an additional 60 days after NOAA exercised its emergency authority to extend a temporary rule, which prohibits all entry except for continuous transit without interruption. The emergency provision, which had not been used by Florida Keys National Marine Sanctuary (FKNMS) in 20 years, was established in September for a 0.07-square-mile area during a summer heat wave that caused restoration partner Reef Renewal to move corals to a temporary nursery in deeper, cooler water.

“It was a Herculean effort to move thousands of coral fragments to this temporary location for safe keeping,” said Sarah Fangman, FKNMS superintendent, “and this extension will provide our partner ample time to return them to their original, permitted location.”

The 60-day extension will end on Jan. 5, 2024. The GPS location for the Tavernier Temporary Special Use Area can be found in the free Marine Sanctuary Explorer mobile app by searching “Tavernier (Temporary) Special Use Area.”

onroe County Sheriff’s Office K9 Coral is safer in her new ballistic vest — a donation made by Key Largo veterinarian Dr. Robert Prosek.

Prosek is a longtime supporter of the sheriff’s office as well as the owner of Florida Veterinary Cardiology. He previously provided a ballistic vest to K9 Mako.

“Thank you to Dr. Prosek for these awesome K9 vests,” said Sheriff Rick Ramsay. “Partnerships with community leaders like Dr. Prosek are what makes this community such a great place to live, work and play.”

Prosek has donated ballistic vests to other K9 units in an effort to keep every law enforcement K9 in Monroe and Miami-Dade counties as safe as possible.

COMMUNITY FOUNDATION AWARDS $500K IN GRANTS 49 local nonprofits get support for projects & programs

T

he Community Foundation of the Florida Keys is awarding $500,800 in grants to 49 Keys nonprofits for projects in all areas of the Keys that will directly benefit residents, communities and the environment.

“The need is greater than ever as we received 113 applications this year, compared to 57 last year,” said Jennifer McComb, president and CEO of the foundation.

Ten community members — representing Key West, the Lower Keys, the Middle Keys and Upper Keys — reviewed and scored this year’s funding applications.

The foundation is giving out more than triple the $144,500 it granted to 27 organizations when McComb first oversaw the process in 2020, she said.

The dollars awarded this year are 63% higher than the $307,750 granted to 48 Keys nonprofits in 2022 and more than double the $215,266 granted to 35 organizations in 2021.

In total, the foundation grants over $2 million a year, but most of the funding is earmarked for specific nonprofits, per the wishes of individual donors.

Grants committee chair Marian Buccafurni said the reviewers scored programs for basic needs like food, housing, childcare and health care highest, as well as projects that would help a large number of residents or be one-time fixes for serious issues, like the lack of a computerized identification system for individuals staying at the homeless shelter.

McComb said trends in this year’s applications revealed a disquieting state of nonprofits in the Florida Keys.

“Volunteers and staff at organizations are having to pursue creative solutions to their challenges, but there was a sentiment of hope and pride for the Keys community threading throughout the proposals,” she said.

$5 million, depending on the extent of the area to be upgraded, but that the renovated space would “still be too small” to house all of the city’s staff, police department and post office.

“It doesn't make sense to spend $3 to $5 million to repair a building that will essentially be too small the day of the groundbreaking,” he concluded.

Foster and Raspe would continue to square off throughout the rest of the meeting with Ramsay-Vickrey, who maintained that the commission should refrain from discussing matters concerning the old hall, as it is the subject of active litigation.

Viewing the issue as a separate item, the pair repeated their requests to reopen the Marble Hall portion of the old building, which has seen use by the city since Hurricane Irma. Though the storm had caused voids under the floors of other portions of the old hall, which Rosabal said “could collapse at any moment,” the Marble Hall area avoided the bulk of the damage, prompting Foster to ask for a safety inspection prior to reopening of this portion of the building for commission meetings and community events.

Tensions boiled over during the commissioners’ closing comments, when Raspe made a strong push to reopen the hall, which he said was “probably one of the safest buildings in the city” and could provide a valuable community space while decreasing reliance on the Key Colony Inn. DiFransico joined Raspe, adding above all that greater communication was needed with residents regarding the features of the new hall and possibilities for use of at least a portion of the existing building.

Ramsay-Vickrey’s repeated attempts to end the conversation due to legal concerns led Foster to raise a point of order, asking attorney Roget Bryan, standing in for City Attorney Dirk Smits, to referee the discussion.

“That subject matter, which is your old city hall, is the underlying issue in litigation,” Bryan said.

“I would strongly urge you to tread very carefully or not wade into this topic.

“That does not mean that forward thinking, how you get to a place of resolution and community consensus and direction – those are all very valid questions and do need to be addressed. The procedural posture right now, and your litigation posture, this is not the right time for that discussion.”

Following an amended complaint from attorney Matthew Hutchinson on behalf of resident Laurie Swanson, as well as an amended motion to dismiss the case filed by the city, after a Sept.

21 hearing, the case that will decide the validity of residents’ petitions for a referendum vote on a new city hall is currently slated for trial.

Unless the two sides reach a settlement, the projected trial date, set in a scheduling order by Judge Mark Jones, is July 2024.

The crux of the case, as outlined

by Jones in September, will hinge on whether Key Colony’s decision to award the $8.375 million contract to Hands On Builders is viewed as a legislative action, subject to challenge via referendum per KCB’s code, or a discretionary administrative decision, which does not appear to be.

In Other News: • Officially announced via a proclamation presented to his wife Kitty, KCB will celebrate every Oct. 2 as Ron Sutton Day, in honor of the late commissioner who passed earlier this year.

• City Administrator Dave Turner announced that donations for the city’s redesigned and upgraded pickleball facilities already total more than $100,000. With dissent among the commission over the installation of a permanent sign to honor high-dollar donors, the issue will be revisited at a future commission meeting.

• Building assistant Karl Bursa provided an update on the city’s recent Community Rating System (CRS) verification visit, used to establish flood insurance discounts for residents. With lower scores equaling higher discounts via the program, which incentivizes community floodplain management practices, Bursa said he was hopeful the city’s rating would drop from a 7 to a 5 or 4, reflecting at a minimum an additional 10% in premium discounts that should total more than $417,000 in savings throughout the city.

BRIEFLY Orchestra and choir groups team up for Christmas concerts The Keys Chamber Orchestra and Lower Keys Community Choir will present a series of three concerts in early December. “A Christmas Celebration” includes a collection of music and lessons to celebrate the season. Concerts will be on Tuesday, Dec. 5 at the Big Pine Methodist Church, Big Pine Key; Wednesday, Dec. 6 at San Pablo Catholic Church in Marathon; and Thursday, Dec. 7 at Venture Out on Cudjoe Key. Big Pine woman arrested in notary fraud case A 56-year-old Big Pine Key woman was arrested by authorities in Atlanta Nov. 15 on a Sheriff’s Office warrant for financial fraud.

Karen Collins Leonard was charged with 12 counts of notary fraud. The investigation showed Leonard allegedly forged documents for a Big Pine Key heating and air conditioning business for her own financial interest dating to 2017.

Salvation Army seeks volunteers for kettle drive The Salvation Army Red Kettle annual fundraiser has been an American icon for 125 years around the world with collections running through the holidays. The organization is seeking volunteers to “ring the bell” during this holiday season. Volunteers are needed for locations in Marathon and Key West. Shifts are two hours beginning Friday, Nov. 24 through Dec. 23, and volunteers may sign up for one or more shifts. All funds collected stay in the Keys community and help to provide food, shelter, disaster relief and much more to individuals and families in crisis.

Care package donations sought for overseas troops The nonprofit Monroe Marauders are preparing to ship care packages to troops deployed overseas during the holiday season.
