The Key Largo Wastewater Treatment District’s Board of Commissioners is soliciting resumes to fill a vacancy on the Board of Commissioners. Individuals must be a registered voter, residing within the boundaries of the District consisting of Key Largo, extending from east of Tavernier Creek, up to and including Cross Key. The term of office expires in November 2024. The candidate will run for commissioner in the November 2024 general election. The Board presently meets twice monthly at 4:00PM. Attendance is required.

TVM STUDENTS WIN SAIGE RAICHE MEMORIAL JUNIOR JEWELRY DESIGN CONTEST

The entire student body from Treasure Village Montessori eagerly gathered for an awards ceremony on the playground ahead of Mother’s Day. Little did they know two students from the Islamorada charter school had won a countywide coveted Mother’s Day jewelry design competition.

Equally as surprised were two mothers, presented with pieces of jewelry meticulously designed by their children and then created by Blue Marlin Jewelry.

“I was thinking I wasn’t going to get any presents for Mother’s Day because I hadn’t taken her shopping,” joked TVM middle school teacher Luisa Johnson-Dailey. Her daughter Lili’s design of a cat pendant made out of white gold and titanium won in the fourth-to-seventh- grade category.

“I know my mom loves cats and I love cats,” said Lili of the inspiration behind the necklace.

Mother of three, Stacey Attales, thought she was going to the school for a meeting about the yearbook. She had no idea she was about to receive her new favorite piece of jewelry.

“Total surprise, total shock, tears of joy instantly,” said Attales after receiving a sunset pendant designed by her daughter Edelle. “She amazes me every day,” added Attales. Edelle is a third-grade student at TVM. Her design won the kindergartenthrough-third- grade category.

Edelle’s sunset pendant was made out of white and rose gold.

This was the 8th Annual Saige Raiche Memorial Junior Designer Mother’s Day Contest. The contest was named after a local fourth grader who died suddenly and unexpectedly in 2016, just shy of her 10th birthday.

“Her mom and dad were good friends

of mine,” said Armando Gonzalez, owner of Blue Marlin Jewelry. After Saige passed away, Gonzalez made the rose gold locket Saige had designed with the words “loving, caring, and family” engraved on it with a picture of her inside. Gonzalez decided to name the contest in her memory.

In its eighth year now, the Mother’s Day Jewelry competition is about more than just the design.

“Besides the jewelry that they draw, a story as to why your mom should get it is also a part of it,” said Gonzalez, who relies on a panel of judges to pick the winners.

“If they get chosen by the judges, I make it just like that,” added Gonzalez.

Treasure Village Montessori art teacher Diana McGuirk-Hille said students started working on their designs back in February.

“We make it part of our curriculum,” said McGuirk-Hille. “So it’s something that I teach for a week about jewelry design, gemstones, different kinds of metals, everything that they can use for their work,” she added.

Having two students from Treasure Village win in two categories is quite the achievement and a wonderful surprise for their unsuspecting mothers.

“Edelle loves to draw and do art but when she puts her heart into something it becomes even more special,” said mom Stacey Attales as she proudly displayed her sunset necklace.

“I just like honoring mothers,” said Gonzalez. “Mother’s are really special. Without mothers our lives couldn’t exist.”

VILLAGE RESIDENTS AGAINST DEVELOPMENT AT THE FILLS

If recent survey results are any indication, a thin stretch of islands connecting Upper and Lower Matecumbe Keys in Islamorada — the Fills — could maintain its natural state as nothing more than a road.

Last month, village residents and those who own property in Islamorada were able to fill out a three-question survey to help the village council determine the future of the Fills. The idea for a survey was led by Vice Mayor Sharon Mahoney, who was not pleased with the way the previous councils kept shutting down councilman Henry Rosenthal’s push to address problems at the Fills.

Survey questions targeted whether the property, which is owned by the state and leased to the village for maintenance and control, should be developed into something more than its current condition. A total of 1,178 entries were submitted to the village during a 30-day span in April, with 853 entries from village residents and property owners. Some 325 entries weren’t counted, as they were either double votes, had blank responses or were submitted by a person who wasn’t a resident of the village.

Currently, the Fills can accommodate a number of cars from Tea Table Relief to Indian Key Fill, allowing visitors and residents the chance to view the water, capture a sunset and watch a passing boat. Besides trash receptacles, the Fills have no amenities.

According to survey results, 86% of entries from village property owners and residents dissented from the idea of a launching ramp, picnic tables and parklike development on the Fills. And 54% of entries were against the idea of 15-minute,

limited parking spaces on both sides of U.S. 1 along the Fills to allow for people to view and snap pictures of the water.

An overwhelming majority, 88%, said they don’t support taxpayer money for improvements and maintenance at the Fills.

It’s not the first time the village conducted a survey to determine the future of the Fills. In February 2022, results from a survey led by consultant CPH Inc., found that 60% of some 344 responses were against any improvements to Indian Key Fill, Tea Table Relief and Lignumvitae Fills. Residents who filled out the survey in 2022 were split on the parking idea. But if parking was provided, 77% believed people should be charged a fee. Roughly 52% said they’re strongly opposed to restroom facilities on the Fills.

Mayhem at the Fills came to a breaking point in June 2019, just after the Memorial Day weekend, when scenes of overfilled Dumpsters and the litter of plastic bags and beer cans caused an uproar among residents and then council members. By 2020, measures were taken to reduce parking space and gain more control at the Fills.

Just in time for the May 19 Endangered Species Day, NOAA’s Office of Law Enforcement worked with federal and state partners to protect turtles in Florida Keys National Marine Sanctuary.

The sanctuary is home to five out of seven turtle species (hawksbill, green, loggerhead, leatherback and Kemp’s Ridley) protected under the U.S. Endangered Species Act, which turns 50 years old this year. From birth to adulthood, turtles face a daunting list of challenges, not the least of which is wide nets cast by commercial fishermen. There is a solution to this threat, and a federal agency is making sure it’s in working order.

NOAA’s Office of Law Enforcement recently conducted a joint operation aimed at protecting sea turtle species in and around the sanctuary — a key protected area in the Southeastern United States. The operation, TED TALK, brought together partners from NOAA’s Gear Monitoring Team and the Florida Fish and Wildlife Conservation Commission (FWC) to protect sea turtles by enhancing turtle excluder device (TED) inspections aboard fishing vessels.

To kick off the operation, officers participated in a TED-related training led by the gear monitoring team at the newly reopened Florida Keys Eco Discovery Center. After officers completed this training, they conducted a series of patrols and offshore boardings focused on inspecting TEDs and ensuring compliance with federal and state fishing regulations. The five-day operation targeted federal waters in the southern Gulf of Mexico, including the protected Tortugas Shrimp Sanctuary. Partners from the FWC and staff from the gear monitoring team assisted in the patrols and boardings.

During the operation, numerous vessels were boarded, with the majority found to be in compliance with TED requirements, or with minor infractions that were resolved through compliance assistance. In a few cases, TED and fishing violations were more severe and formal investigations were opened.

A TED is a grid of bars with an opening either at the top or the bottom of a trawl net. The grid is fitted into the neck of a shrimp trawl. Small animals such as shrimp pass through the bars and are caught in the bag end of the trawl. When larger

animals, such as sea turtles and sharks, are captured in the trawl, they strike the grid bars and are ejected through the opening.

Through the National Marine Sanctuaries Act, a system of 15 national marine sanctuaries and two marine national monuments has been developed that seeks to protect America’s most iconic natural and cultural marine resources. Protected within these are important habitats like breeding and feeding grounds, coral reefs, kelp forests, and important artifacts.

“It is our job to enforce the rules and regulations designed to conserve these marine protected areas and the species that inhabit them,” said Manny Antonaras, assistant director of NOAA’s Office of Law Enforcement, Southeast Division. “By working with partner enforcement agencies we promote responsible and sustainable ocean use that helps preserve these special places for future generations.”

NEW PROGRAM KICKS OFF WITH FLORIDA KEYS - CANCÚN SCHOOL AND SCIENCE EXCHANGE

That’s what Kylie Smith, co-founder of Islamorada coral restoration nonprofit I.CARE had to say about the cutting edge coral restoration science being done in the Keys. She, along with other marine conservation professionals and educators from throughout the Keys helped to host a contingent of Mexican officials, teachers, students and changemakers for a weekend of knowledge sharing and collaboration in late April. The fruits of that interchange will be borne over the next few months and years.

“This program is really important to us because we have the goals of teaching the next generation about ocean conservation, and also about global connections,” said Ocean Studies Charter School teacher Martha Loizeaux. “It’s great to have this exchange program where they can learn not only from scientists but also from scientists in other parts of the world different from where we live.”

Through the “Ocean Heroes” exchange program, leading scientists, teachers, students and conservation organizations from around the world will come to the Keys to learn about conservation education, techniques and knowledge. In turn, Keys schools will go abroad to learn from the sistercities’ experts. It’s a unique and ambitious opportunity for Keys kids to broaden their horizons and grow their ocean literacy in an interactive and educational exchange.

The groundbreaking endeavor is the work of the Celebration of the Sea Foundation. Founder and CEO Patxi Pastor said, “The purpose of this is to take a deep breath and consider all that’s possible. We have some of the top people in the world in conservation, education, science all in one room.”

The pilot program launched with Treasure Village Montessori School in Islamorada, Sugarloaf School in Summerland Key, Ocean Studies Charter School in Key Largo and the Academy at Ocean Reef Club. The first sister school is the Leonardo Da Vinci Schools in Cancún, Mexico, which is officially certified as a Cambridge International Bilingual educational institution. In total, 10 Mexican Ocean Heroes Ambassadors from Cancún traveled to the Keys. They included government officials, citizen-scientists, leading researchers and school officials.

During their jam-packed visit, they learned about I.CARE’s restoration methodology and participated in a coral restoration dive alongside several Monroe County

students. The visitors also learned about sea turtle rehabilitation from Marathon’s renowned Turtle Hospital and mammal rescue from Dolphins Plus Marine Mammal Rescue team – plus they helped rescue a manatee. The emphasis is on interactive learning and doing – facilitated by technology. “If we can get these kids engaged, they’re the ones that will change the world,” said Treasure Village Montessori’s science teacher Bobbi Burson. “That’s what I’m looking forward to.”

Over the next year, the Ocean Heroes program will live-stream interactive broadcasts between classrooms in Monroe County, the Leonardo Da Vinci Schools in Cancún and scientists and conservationists working in the field. Celebration of the Sea will complement the live exchange with pre-recorded video content, produced in house, in collaboration with leading U.S. and Mexican educational, conservation and research organizations.

Pastor also plans to deploy a Starlink on research vessels around the world so that students can watch live and interview scientists as they work. He said, “We can be anywhere, and bring the oceans to the frontline in the classrooms. This technology allows us to have students and teachers underwater with us, asking questions live on the reef.”

This complements the hands-on education typical in many Monroe County schools. “Our students don’t learn to protect the marine environment by reading it in a book,” said Sugarloaf Elementary School teacher Callie Harris. “They have to feel it with their fingers and under their toes. I’m looking forward to this partnership for my students for years to come.”

The goal is also to provide students with direct access to a broad range of international leaders and role models in key subject areas.

These include subjects critical to the future of the Florida Keys, such as marine plastics, marine animal rescue and protection, fish population studies, civic leadership, governance of marine protected areas, and more.

“The principal thing is to give kids skills and abilities for life,” said Leonardo da Vinci middle school principal Romina Mendiola. “And now, this project gives us the tools to make this possible.”

CORAL-PLANTING CAMPAIGN

TOM THUMB SUPPORTS CRF WITH FUNDS & ART CONTEST FOR STUDENTS

In a unique collaboration, local third graders and Tom Thumb Food Stores are joining forces to support Coral Restoration Foundation (CRF) to restore coral reefs in the Florida Keys National Marine Sanctuary. The month-long “Plant a Coral” campaign will raise money for this critical cause with the added involvement of some creative local students.

Throughout May, customers at Tom Thumb Food Stores from Fort Lauderdale to Key West can “plant a coral” to be displayed within the store for either $1 or $5. All money raised will be donated to CRF. This year, the campaign has taken a creative turn with local third graders entering a contest to have their coral drawings take center stage on the walls of the convenience store chain’s outlets.

Teachers from Key Largo School, Plantation Key School, Ocean Studies Charter School and Treasure Village Montessori School were given a package of educational content to inspire students to draw pictures of elkhorn or staghorn corals, two essential species found in the Florida Keys, both of which are critically endangered and now form the core of the large-scale CRF restoration program in the Keys.

Tom Thumb Food Stores and CRF donated prizes for the winning students and their teachers. The winners, honorable mentions and their teachers received a visit in their classrooms for a prize-giving ceremony and an afternoon of hands-on edutainment with local celebrity and CRF hero, Captain Coral.

This marks the fourth year that Tom Thumb has run the “Plant a Coral” campaign. Previous campaigns have raised thousands of dollars for local reef restoration efforts. Tom Thumb Food Stores has been a long-time supporter of Coral Restoration Foundation, making regular donations in addition to running this local fundraiser.

“It has been our pleasure teaming up with CRF to support their outstanding work restoring coral reefs while also supporting education,” said Richard Klyczek, chief strategy officer for Tom Thumb Food Stores Inc. “The artwork created by the students was so impressive and we are excited to display it in each of our locations during the month of May. The Lady Conchs softball team came out of the gate ready to play on May 10, scoring two runs in the first inning of their regional quarterfinal game against Riviera Beach Suncoast. The Chargers were not just going to roll over, though, as they chipped away at the lead, tying it up in the third. Key West was determined to secure its chance to advance in the playoff bracket and poured on seven runs in the fourth inning to pull ahead. Solid defense, plus three more runs in the sixth inning, gave the Conchs a 10-run advantage and the opportunity to retire an inning early in a mercy-rule win.

Scarlet Niles led the team offensively, going 3-4 and stealing a pair of bases.

Madelyn Perusse and Isabella Franco each had two hits and two RBIs. The remainder of the dozen Conch hits came off the bats of Dharma Murray, Alexandra Rodriguez, Skye Sterling, Tavyn Gage and Ty Cervanrtes.

Defensively, Key West was error-free, effectively shutting down the Chargers after the second inning. Chloe Gilday took the win in the circle, striking out five batters while pitching 5-2/3 innings. Key West is currently ranked No. 2 in its region and faced Somerset Academy Pembroke Pines in a regional semifinal game on May 16. It would take extra innings to finish the nail biter, as the Conchs secured a 7-6 win courtesy of a walkoff hit by Isabella Franco. The Conchs will now travel to American Heritage High School on Friday, May 19 with a regional crown on the line at 7 p.m.

This season, Barroso is 9-1 in games in which he started, with his only loss being to the top-ranked team in the nation. His stats this season include a save and a no-hitter. Barroso is near-perfect in fielding, with just one error in his four-year varsity career for the Conchs.

Barroso is unquestionably a lights-out pitcher, but his contributions to his team do not end with his arm.

“He’s an outstanding teammate who leads by example as an athlete, in the classroom, and in the community,” said Justin Martin, Key West athletic director. “He truly embodies Conch pride in every aspect.”

For his solid performance on the mound and exemplification of a team leader, Andris Barroso is the Keys Weekly Athlete of the Week.

“Lucky is a fierce competitor who never lets the moment seem too big. He’s been a part of multiple no-hitters in his Conch career and has pitched in some of Conch baseball’s biggest moments in recent memory.”

WEINSTOCK SIGNS WITH NORTH CAROLINA’S BARTON COLLEGE

Coral Shores’ record-setting goalkeeper Kaiden Weinstock recently signed an athletic scholarship to continue his soccer career at Barton College in Wilson, North Carolina.

Last season, Weinstock had 217 saves, setting a school record for most saves in a single season. On top of receiving the most valuable player award this year, he was named to the all-county team two consecutive years. He also earned the 2023 captains award, 2022 outstanding goalkeeper award and 2020 jayvee goalkeeper of the year.

Weinstock, who signed his scholarship alongside family and school officials, said he had an experience like no other at Coral Shores.

“My freshman year I was overweight and didn’t make the varsity team. During my sophomore year, I lost 30 pounds and was under two senior goalkeepers,” he said. “My junior year I grew and earned the starting position making the all-county team for the first time. My senior year, my best year, I was a captain and led our team to a district final.” Weinstock added that he always wanted to play college soccer since playing goalkeeper at 9 years old. He recalls his dad telling him about his time at Boston University and FIU, which served as inspiration to the young goalkeeper to follow the family footsteps.

“I am very excited to move up to North Carolina and play in one of the most competitive conferences in Division 2 soccer, Conference Carolinas,” he said.

Weinstock thanked coaches Joe Massi and Ron Garces for helping him develop goalkeeping skills over the past four years. He also commended coaches Jorge Bosque and Andres Herrera for giving him the captain title this season.

“I would like to thank my mom for being a true soccer mom and always helping out with everything for both the team and myself. Lastly, I would like to thank my dad for teaching me almost everything I know and always believing in me even when I doubted myself,” Weinstock said.

Parents Jeff and Laura Weinstock said their son did some soul-searching and told them that the soccer journey isn’t over.

“He wanted the accolade of playing at the next level and he pursued that goal until it became his reality,” the Weinstocks said. ”He is looking forward to reaching his full potential with Barton College.”

Bosque, Hurricanes boys varsity soccer coach, said Weinstock worked hard to elevate his game to the college level.

“We’re all tremendously proud of his accomplishments. Barton is getting an outstanding goalie and an excellent young man as well,” he said.

SHERIFF’S OFFICE OFFERS TIPS TO SECURE BOAT ELECTRONICS

Reports of marine thefts at marinas are rampant in the Upper and Middle Keys. GPS systems and boat electronics are among the items being targeted.

Per the Monroe County Sheriff’s Office, these incidents are similar to other property crimes — or what Sheriff Rick Ramsay refers to as crimes of opportunity. The sheriff’s office recently released a host of tips to prevent such snatchings, especially from boats stored at a marina:

Install lighting and surveillance

• Install motion sensors linked to lights. Make sure the property is well-lit.

• Marinas should be conducting daily security checks. Check fencing for openings or damage where burglars can enter the property.

• Ensure security cameras will capture the face of an intruder. Cameras are often installed too high and only capture the top of a suspect’s head or the brim of a hat.

• Link cameras and motion sensors to your Bluetooth devices.

• Cut back foliage burglars could use for cover. Remove natural hiding places.

• Whether on a trailer or in a canal, make sure your boat can be seen by neighbors and/or deputies patrolling the neighborhood.

Keep items secured

• Remove the keys from the boat; if it is on a lift, turn the breaker off in the house to disable it.

• Remove the steering wheel if the boat won’t be used for a long time.

• Install a GPS tracking device on your boat and/or engines.

• Install a boat alarm. Alarms are very effective at preventing equipment and boat thefts.

• Disconnect the batteries to disable the trim/tilt function. Keep the engine down, touching the ground so the lower unit can’t be removed.

If the boat’s on a trailer Chain the rims together or boot one • of the wheels to prevent the entire boat and trailer from being stolen.

• Keep a trailer hitch lock on at all times.

• Back the boat close to a house, wall, or other stationary objects

• Engrave your driver’s license number or make a distinctive marking on your valuable property for identification purposes.

• Take pictures of and record serial numbers.

If you see anything suspicious, call the sheriff’s office immediately. Call 911 if a crime is taking place.

is an author, speaker, Florida Keys historian and Honorary Conch. His latest book, “Florida Keys History with Brad Bertelli, Volume 1,” shares fascinating glimpses into the rich and sometimes surprising histories of the Florida Keys.

One thing I love about my Facebook group

“Florida Keys History with Brad Bertelli” is the comments. The group has attracted thousands of members, many of whom would be considered “old-timers” who were either born in the Keys or moved here as children.

The group allows me to share my knowledge of Monroe County and the Keys and an amazing array of images (thanks mostly to the Key West Library’s Florida Keys History Center).

I started the group in December 2021 as an outlet where I could share a taste of the local history every morning. The response has been overwhelming, and it has blossomed into a group that inspires the exchange of memories, insights and stories of the old days told by those who lived through them. I love it because everyone in the group learns new and fascinating tidbits of history about the Florida Keys — myself included.

Because of the group, and my role as a local historian, I receive many history questions through social media, emails, texts and phone calls, and I try to respond to all of them. Sometimes I have the answers at the tip of my fingers, and sometimes I need to phone a friend or dig into some research, and sometimes time gets away from me, and I forget to follow through, which is why I like to tell people that if they don’t hear back from me in a week or two to reach back out.

Every query affords me the opportunity to learn more about this island chain. While I have acquired a pretty solid foundation of knowledge and will continue to learn about the Keys, there is just way too much out there for anyone to know everything.

NAME GAME LIKE

THE ISLANDS, LOCAL THOROUGHFARES ALSO HAVE SOME HISTORY

While I consider my specialties to include Indian Key (once upon a time the most important island in the Keys not named Key West) and Black Caesar (the legendary pirate of the Keys), one of the areas of local history I like to play around with is how the islands, communities and their roads came upon their names.

Some of the names have more obvious origin stories than others. For instance, Bahia Honda is the Spanish phrase for deep bay, and the island does boast one of the island chain’s deepest bays. Because of the island’s bahia honda, its iconic bridge was the most challenging of Henry Flagler’s railroad bridges to build.

Key Largo is another obvious choice as the island’s early Spanish name was Cayo Largo, which is fitting as largo means long, and Key Largo is the longest and largest of all the Keys. On the other hand, Crawl Key, in the Middle Keys, was named for a less apparent reason. Back in the days when the local waters were still filled with turtles and people fishing commercially for them, the island was home to turtle crawls where their catch could be corralled before being brought to market.

For those driving up and down the Overseas Highway, one of Crawl Key’s significant features is a road sign identifying Banana Boulevard. Every time I drive between Grassy Key and Curry Hammock State Park and see the Banana Boulevard sign, I smile and don’t know why. I just do. There are scores of other unusually named roads on the islands. However, one of the wildest names and a personal favorite is a narrow road on Key Largo near MM 103 called Transylvania Avenue.

Recently, someone from my group asked if I knew how Transylvania Avenue got its name. The strikingly different identifier is found in an Oceanside community filled with obvious sub-tropical island names like Jewfish Avenue, Snapper Avenue, Kingfish Street and Blue Runner Street. Why the weird name? I will posit three theories addressing the more obvious connotations. Likely, all of them are wildly off base.

First, the person who decided on the name had a familial connection to Romania, Transylvania’s home. Second, they graduated from Transylvania University, which, interestingly enough, is located in Lexington, Kentucky. Transy, as the university is known, is home to the Pioneers. The symbol on their baseball caps is a flying bat, and the university’s podcast is “Flying with the Pioneers.” I’m not sure about the connection between pioneers and bats, but the connection between the little flying mammals and Transylvania is crystal clear.

Of course, there is always the possibility that the avenue was named by a fan of Bram Stoker’s 1897 novel “Dracula,” whose castle was located in Transylvania. The third reason is probably a reach, but is worth noting because there is a kernel of truth in it, whether it was intentional or not.

The rough translation of transylvania is “other side of the woods.” At MM 103, where the avenue is located, a hammock (or woods) separates two residential neighborhoods. The hammock is bordered on one side by Transylvania Avenue, so, technically, it is the first road on the other side of the woods.

Somewhere out there is also what is probably the real reason why that road was given that particular name, and I hope it turns out to be a story with a bit of flair because a choice like that deserves an origin story with a little razzle-dazzle.

THIRD ANNUAL MENTAL ILLNESS WALK AT LOAN DEPOT PARK

In honor of Mental Health Awareness month in May, the National Alliance on Mental Illness (NAMI) Miami is hosting A Walk for Mental Health Awareness, on May 20 from 8 to 11:30 a.m. at Loan Depot Park, home of the Miami Marlins.

The event raises awareness and funding for local mental health services and has sponsorship and walk team opportunities available for those interested in participating. The walk is designed to combat the stigma of mental health, address the high incidence of suicide due to untreated mental health disorders and raise funds for NAMI Miami’s free programs offered in Miami-Dade and Monroe counties.

NAMI offers support groups, peer mentoring programs, outreach and educational classes. Despite the many challenges seen over the last three years, NAMI Miami engaged more than 21,000 students, young adults, adults, families and local leaders with its prevention, education, mental wellness and support programs. These programs are always offered at no cost to participants, led by NAMI-trained peerleaders and remain confidential.

According to the CDC, in 2020, an estimated 12.2 million American adults seriously thought about suicide, 3.2 million planned a suicide attempt, and 1.2 million attempted suicide. NAMI’s free programs augment clinical and therapeutic care, according to evidenceinformed standards.

Tax Collector Sam C. Steele announced this week that his office recently received a perfect annual audit of its financial operations from Monroe County’s new independent auditor, RSM. It is the second consecutive perfect audit earned by the three-member finance department under Steele’s tenure since being sworn into office in January 2021.

“This is an outstanding accomplishment for our Finance Department,” Steele said. “Danny, Denise and Anita exemplify the very best in teamwork and diligence to ensure excellence in all aspects of financial operations. Our office collected and distributed a recordhigh $431 million throughout the year, and I couldn’t be prouder of these three for balancing to the

penny.”

Last year, the Monroe County Tax Collector’s Office earned the Excellence in Financial Operations Award, presented to a member of the Florida Tax Collectors Association. The award is determined by a five-person judging panel made up of government financial executives throughout Florida.

Road closures suspended for Memorial Day Weekend

The southbound rolling lane closure, just north of MM 80, that’s been in effect since May 1 to allow construction crews to install new water main in Islamorada will be suspended for Memorial Day Weekend (Saturday, May 27 through 12:01 a.m. on Tuesday, May 30). The southbound lane closure for the project along U.S. 1 is rolling, meaning the lane will be closed for 1,000 to 1,500 feet at a time as crews install the new transmission main. The lane closure will continue to shift northbound (from MM 80 to 84) in 1,000- to 1,500-foot increments for the duration of the project.

The project is estimated to be completed by February 2025; however, traffic impacts will lessen by March 2024. Work will halt for major holidays and events. One northbound and one southbound lane will remain open along U.S. 1 for the duration of the project and bike lanes will remain ac-

In a world where many times the modern and austere overtake nostalgia and tradition, the bucolic perseveres in areas of the Florida Keys. Long-standing local favorite Mrs. Mac’s Kitchen in Key Largo embodies the rustic old Keys.

The sun’s rays filter through the large windows and into the bright, tropicalthemed interior as Mrs. Mac’s new owner, Stephanie Figueroa, gazes around. There are palm trees and colorful walls, and lamps are wrapped with license plates contributed by visitors over the years. The atmosphere is pleasant and homey.

“I own several restaurants in southwest Florida which are local favorites; therefore I know the importance of emphasizing locals,” Figueroa said. Wearing a black top and black pants and her long blond hair flowing, Figueroa exudes business acumen and possesses the verve of a restaurateur. Figueroa has been a local in the Keys for close to a decade now.

“I had been visiting the Keys for many years before I bought a house eight years ago,” she muses. “Here in my little (Key Largo) neighborhood I have met some of the most amazing people. They’re just –(she pauses wistfully) – the best part of the second part of my life. I know that this was where I was meant to be from a personal perspective, too.”

Figueroa’s favorite activity in the Keys is boating. She owns a 25-foot dual console. “Just being on the water brings a level of peace and relaxation.”

Established in 1976 by Jeff Macfarland and named after his mother and featuring her fabulous recipes, Mrs. Mac’s Kitchen quickly became a local favorite. Macfarland hired a cook named Angie in 1987, and soon after, her sister Paula. By the next year, Angie had bought the restaurant and made it into the Key Largo icon it is today. In April 2023, Figueroa became the new owner of Mrs. Mac’s.

Figueroa said she doesn’t feel like she’s taking over Mrs. Mac’s Kitchen, but rather she’s been entrusted with maintaining a legacy. That is just what she intends to do. Leaving the menu virtually intact, she knows she has room — and time — for expansion.

The eatery’s extensive menu pleases a variety of palates, especially its pies, of which the Key lime pie reigns supreme.

“We’ve had customers say they tried every single Key lime pie from Key West to Key Largo and ours is the one they love the most and choose to take home to their family and friends,” Figueroa said. “It’s also my favorite.”

With two locations conveniently located right off the highway, Mrs. Mac’s is a quick and easy destination for those who work and live in the Upper Keys, as well as for tourists on their way to Marathon and Key West. With its ample parking lots, the main location at MM 99.3, Mrs. Mac’s tropical décor fits right in with locals and visitors alike. As much as Mrs. Mac’s Kitchen restaurant appeals to visitors, its focus is on the locals.

Figueroa also owns and operates Fernandez the Bull, a Cuban grill at Tradewinds Plaza in Key Largo, just a few spaces away from Publix Supermarket. Her intention was to build a Fernandez the Bull here while continuing to manage her other restaurants in Naples. She never imagined she would be purchasing an icon such as Mrs. Mac’s — let alone two restaurants.

What won her over was the staff. Figueroa doesn’t have enough superlatives to describe her staff. They are some of the most experienced, knowledgeable, efficient and quality customer-focused staff around, she said. Staff works steadily with a focused pace. Everyone seemed in sync, and as Figueroa and I chatted, a few questions came our way. The way the employees communicated with their employer showed the respect and trust between them already.

“You cannot ask for a more dedicated, committed staff as this group of people,” Figueroa gushes. In a time when staff shortages are common, it looks like Figueroa knows the value of her employees and even more importantly, knows how to communicate this to them. She asks for their input in anything she does. Even though she’s more than qualified to run a restaurant business, she leads by example. Figueroa is right there in the trenches, so to speak, and is learning all aspects of this particular restaurant so she can jump in whenever needed.

As this restaurant gets shepherded into the next season of its life with a new, caring owner, it will continue to exemplify its motto: “Eat well, laugh often, live long.”

NEW PROGRAM GETS YOUNG PUPILS INTO THE WATER, SOME FOR THE FIRST TIME

Key Largo School kindergartners traded crayons and paper for goggles and swim suits as they left the classroom en route to Jacobs Aquatic Center pool earlier in the month.

A new Keys Kids Swim program gave each young pupil vital swimming and water safety skills in a span of five days. Sessions were 45 minutes per day with American Red Cross-certified instructors. This free swimming instruction to KLS kindergartners was made possible by various community organizations.

Some young swimmers had no problem jumping into the deep end, where they floated around with confidence. But for others, it was the first time they ever dipped their toes into the pool. And that brought some feelings of uncertainty.

“We’re trying to meet them where they’re at,” said Tana Carson, swim instructor for Keys Kids Swim. “Some kids are getting comfortable putting their face and lips in the water, and some are still overcoming their fears.”

An evaluation of the 60-plus kindergartners before lessons found that only 16% could save their lives if they fell in the water. Following a series of lessons, a majority of the 64 kindergartners had improved their swimming skills by time the program concluded on May 12.

“They had to put their face in the water, kick and do big arms. It wasn’t just the doggy paddle,” said Darren Pais, KLS principal who helped transport kindergartners from the school to the pool. “You could see the difference from day one to day five. They were in the deep end, swimming and floating around.”

A program of this caliber was spearheaded by Florida Keys Kids, a consulting company focused on inclusive swimming and water safety programming. Since November, a group of dedicated community members convened with a mission to provide no-cost swimming lessons for students not only in kindergarten, but also through eighth grade. Keys Kids Swim is a collaboration among Jacobs Aquatic Center, Monroe County School District and Monroe County Parks and Beaches.

With the ocean, canals and pools surrounding young Keys kids, and statistics that show less than 50% of young kids know how to swim, the program equips young learners with the skills they need to feel comfortable in the water.

“This is vitally important because drowning is the leading cause of fatalities in our youth,” said Jim “Doc” Boilini, who represents the Upper Keys Community Pool and Jacobs Aquatic Center.

Carson said the kindergartners learned the full gamut in the pool — everything from face in the water to flip turns. Carson, a Keys kid herself, spent the majority of her time with beginners in the shallow end during day four of the program.

“The community support has been amazing,” she said, adding that the likes of Holly Merrill Raschein, a county commissioner, and Sue Woltanski, a school board member, visited to see the program in action.

John Allen, parks and beaches director, is a certified water instructor who spent time in the pool with the

young swimmers. He took a group of seasoned kids to the deep end to teach floating and swimming techniques during day four of the program.

“To get to this point and start a program like this is unbelievable,” Allen said. “Seeing how much they’ve advanced and grown with confidence, this program is making a huge impact.”

Keys Children’s Foundation, First Horizon Bank, Monroe County Board of County Commissioners, Quiescence Diving Services, Doc’s Diner, Regan Roth Insurance and Kenny and Stephanie Channels also provided vital support.

Merrill Raschein said she’s a proponent of a swim program like Keys Kids Swim.

“This is a culmination of the right people at the right time with a common goal to better our community and make our children safer,” she said.

Woltanski said it’s a program she’s been hoping and dreaming for ever since her two children were little.

“There are so many fantastic opportunities to explore the environment, but when they can’t swim, they’re limited on what they can do,” she said.

Supplying critical swim skills and techniques up and down the island chain is the program’s larger goal. Boilini said they’d like to put every kindergartner in the Keys, totaling more than 500, through the program.

“To the best of my knowledge, the number of free countywide ‘learn-to-swim’ programs for kids in kindergarten in any state is rare,” Boilini said.

Swim instructors included Carson, Allen, Kirrin Peart, John Frank, Kim Musumeci, and Sue Marcetti.

KLS students in grades 1 through 8 can obtain free swimming lessons by contacting the Monroe County Parks & Beaches department at 305-453-8808. Lessons will go from June 1 through Aug. 30.

AN INTERVIEW WITH RALPHIE THE ‘DEMON DOG’

Hi friends! Reef the fox here with your weekly “Reef’s Report.”

REEF THE FOX

Reef is a red fox that was saved from a fur farm. He now lives in Key Largo with his human, Nicole Navarro.

Boy oh boy, do I have a treat for your eyeballs today. If you were sifting through news stories online in the past six months, you may have seen a French bulldog named Ralphie who’s been making headlines.

The Niagara SPCA, located in New York, dubbed him a “fire breathing demon” dog after he kept getting returned to the shelter for “bad behavior,” specifically biting humans (by the way, I see nothing wrong with that). Either way, after his third return, the Niagara SPCA sent him to a board-and-train facility, and during that time more than 700 applications came in for Ralphie.

Here’s where it gets good. Mom’s friend, Jason (whose last name isn’t provided for privacy reasons), was one of those applicants. He’s a professional dog trainer and already had two dogs with a bite history, so even though the Niagara SPCA wanted Ralphie to stay close by, they approved Jason for adoption. Ralphie, who was recently featured in People Magazine, packed up his attitude and headed to Tennessee.

Ralphie is doing amazing, so I reached out to him for an interview:

Reef : Why did you get dubbed the “Demon Dog”?

Ralphie: I went through a heavy metal phase when I was at the shelter. Also, I may have attacked a few brooms, mops and vacuums and human ankles. You know, the

usual things.

Reef : How has your dad helped you overcome your demon-like behavior?

Ralphie: My dad started me on agility and skateboarding and also he takes me hiking a lot. So I’m pretty busy to be a demon nowadays. You can only fit so many things into your day, you know?

Reef : Oh boy do I know. Tell us about your new animal siblings.

Ralphie: I have two big brothers, Lery and Arthur, and two big sisters, Cookie and Tizzy. I also live with two cats but I don’t know how exactly we are related. Cousins maybe?

Reef : Have you been approached about a possible TV show or movie about your journey and, if so, can I be in it since I am also a demon canid?

Ralphie: Yes, but I’m waiting for Wes Anderson to free up his schedule so he can direct my bio-pic. And of course! You can have any role you want in my movie, friend. You know Wes Anderson made a movie about foxes before. I’m sure he will be happy to work with a fox again.

Reef : What advice do you have for other animals that are misunderstood?

Ralphie: Stay true to yourself, but don’t be a jerk about it. There are good people out there. Trust them to help you. Also, always recycle.

With a staff of two, one full time and one part time, Suzi Youngberg and Lisa Layne, led by a volunteer board and assisted by a team of volunteers, they handle all rescues, fosters and matches. Animals live in foster care until they are adopted. "This provides a nurturing environment and allows us to expose the animals socially as well as introduce them to home life," Suzi said. "Staff, volunteers and fosters get to know the animals which helps expedite a strong match with the adopting parties." Through MarrVelous's social media presence and our website connected to national databases, animals needing foster care and adoption are widely promoted. Oﬞen, adoptive parents share stories, photos and updates. More than 130 dogs were rehomed in 2022 with 58 of those being puppies under six month old.

Monthly activities include free community dog training with an animal trainer/behaviorist and Yappy Hours at various outdoor local establishments. At the Rescue House, fundraising and social events are held, and the annual gala is every November at Snook's Bayside.

PAYFAIR SUBS A LOCAL GEM A

ny time I bring up Payfair in Tavernier, someone will undoubtedly comment how they’ve been getting subs there since they were in high school.

lettuce and tomato — cut in half of course. I never even knew my favorite existed before Payfair. When I was customizing my sub many years ago, the Payfair sub master suggested I give it a try, based on other things I liked and that he’d seen me order. You don’t see that level of care in corporate grocery stores.

This quaint little grocery store is a quick hop from Coral Shores High School, at MM 90, the perfect distance to grab a speedy lunch. People from all graduating years have fond memories of this, especially since Payfair opened in 1961. You can’t help but feel the Keys history when you walk through the doors — this place is frozen in time. I always say I hope absolutely nothing ever changes about this local gem; it just has that simple small island charm.

They’re mainly known for their steak selection and fresh subs. You’ll find the deli in the back of the store and a Payfair employee all happy and waiting for you to order your hoagie. If you’re pressed for time, you can call ahead and have it ready to go for you when you arrive. Their meat is sliced per order and they use all Boar’s Head products.

Over the years, my go-to orders have changed, but my current favorite is Boar’s Head London port roast beef, Swiss, a hybrid mayo horseradish mix, deli mustard,

I’ve seen some crazy combinations that really surprised me with how good they tasted. My fiancé’s go-to is Boar’s Head BBQ chicken, provolone, lettuce, pickles, sweet peppers, black olives, mustard and tops it off with barbecue sauce. We each order our own sub and save half for lunch the next day.

You can easily fill up two tummies with one sandwich. They slice a half pound of meat for each full sub. They don’t skimp on the toppings either. All of it comes at a very reasonable price, which we know is rare nowadays. It’s $6.99 for a half a sub and $13.95 for a full sub. I love a good ole Publix sub more than anyone I know, but Payfair sandwiches just hit the spot differently. It has a little more love and care in it. There’s nothing better than getting some unexpected free time in the day, going to Payfair and grabbing a sub. Finding a little spot for myself in the sand at Founders Park Beach and having the world’s best lunch view. Go support our local hometown grocery store.

Florida Keys visitors and residents can commemorate the island chain’s bicentennial Saturday, June 10, during a gala sea-to-table dinner in Islamorada, famed as the Sportfishing Capital of the World.

The banquet salutes the 200th anniversary of the Florida Territorial Legislature’s founding of Monroe County, which contains the entire Florida Keys, on July 3, 1823. As well as recognizing the historic anniversary, the dinner spotlights Islamorada’s longstanding fishing industry and captains, a vital aspect of the Keys’ two-century history.

Chamber of Commerce, organizer of the gala evening.

The sea to table dinner will take place at Bud N’ Mary’s Marina at 79851 Overseas Highway in Islamorada. A rooftop sunset reception is set for 6:30 p.m., while the dinner is to begin at 7:30 p.m. in the property’s Boat Barn.

Attendees can discover Keys artists’ work, historic photos and the coral nursery at Bud N’ Mary’s. Local fishing captains will host each table.

PHOTOGRAPHER TIM RAHN CAPTURES THE FLORIDA KEYS’ GRANDEUR

For Tim Rahn, fishing called him to the island chain, and he has lived in Lower Matecumbe for over 25 years. While fishing was in his blood, the photography part came a little bit later — and by accident. As a lifelong fisherman, Rahn always had his camera ready to capture the fish he reeled in.Rahn, by his own admission, is an old-school kind of guy and not fond of technology. This is a boon for the collector because his photography uses an old-school technique called silver halide. The process of using silver halide started over 150 years ago and is the best way to capture high-quality photographic detail. Silver halide prints are exposed using light instead of ink, digital files instead of film negatives, and a printer instead of a darkroom. His limited edition finished silver halide artwork is then mounted to acrylic with a French cleat.

At the beginning, Rahn was a boat salesman. One day he walked into a bank and was presented with a calendar filled with images of dead fish. He showed the calendar to his boss. His boss knew Rahn always carried a camera when fishing and suggested that they make their own calendar. This started the Caribee calendar, which ran for 17 years. The calendar awakened something and gave him a quest to capture the sharp details in nature. These curious circumstances led him to a discovery that he was truly a photographer.

“Visitors to the Florida Keys always find themselves in awe of the stunning beauty of this incredible place — the quiet waters, the vibrant colors and the unique ecosystem make this part of the world unlike any other,” he said. “Many, like me, fell in love with the magic of these islands and never left.”

Rahn is the embodiment of the Florida Keys lifestyle; he loves to fish and he loves the Keys. His laid-back attitude feels like the old Keys and it is refreshing. When you ask Rahn about living in the Keys, his eyes light up.

“I have been fortunate to witness and capture some of its essence and beauty,” he said. “There are countless natural

Rahn loves capturing critical details of the natural world. He spends hours chasing baits and the fish that pursue them. The boat is moving, the fish are moving and the light is constantly changing; all of these things make a critically correct image close to impossible to achieve and keep him striving for perfection. These types of images are

the ultimate challenge for him.

“When I go out to shoot nature, it is not something you can just plan to go get something specific,” he said. “It requires being lucky in the right place at the right time with the right camera and lens in your hand and all the right settings in the camera, and when it all comes together it is magical to me.”

He doesn’t have a favorite photo. “I can’t say I have one favorite image as there are so many images in my portfolio. I have a few amazing sailfish images that I captured while driving the boat catching the fish and taking the photos. When people ask me what’s my favorite I say either the last one I sold or the one I haven’t taken yet.”

Rahn’s photography is stunning. He captures the vivid details of nature with every shot. His photography has been on television shows such as “Bloodline,” on cruise ships, resorts, businesses and fine homes. His work is also featured in countless fishing magazines and books. He wrote the book, “The Amazing Nature of the Florida Keys.” Rahn’s gallery is at Robbie’s in Islamorada, MM 77.5, and you can view his works on his website, timrahnphotography.com.
