For more than a week after being displaced from their apartments when a balcony collapsed on April 15, the tenants in the 16 workforce housing units at 1655 Overseas Highway waited for news on the status of their homes.

On April 24, they got their answer as an Existing Building Recertification (EBR) report prepared by engineer Rainer Feria of RAF Engineering LLC deemed the building “structurally unsafe for the specified use for continued occupancy.”

Among other deficiencies, the report cited cracked floor systems in “very poor condition” with heavy spalling damage and stated that “the main structural members (beams and columns) require immediate concrete repair.” It went on to note that even beams that were recently repaired already showed cracks.

“The collapse of the balcony … is undeniable evidence of the serious structural condition of these buildings,” it concluded.

“It is with a heavy heart that I report to you all … (that) this means no tenants may move back into the apartments,” property manager Josh Mothner wrote in an email to residents on April 24. “You are going to have to find new places to live. I know this is tremendously difficult for everyone.”

As outlined by an ordinance passed by the city in September 2021 and amended in January 2022, the EBR inspections are required for multistory buildings more than 17 years old. They require an owner to hire state-certified

engineers to inspect the building’s structure and electrical systems in an effort to prevent tragedies like Miami’s Surfside condominium collapse in June 2021 that resulted in 98 deaths.

The April 15 collapse underscores the importance of the ongoing inspections, as the workforce housing complex built in 1954 and currently owned by St. Columba Episcopal Church is the fourth closure in Marathon since the ordinance was adopted. Prior inspections have already caused the closure of Mariners Place, a 15-unit apartment building on Coco Plum Drive built in 1978, along with temporary closures

of popular eatery Panda House and a multi-unit commercial building on 53rd Street Ocean housing six small businesses, within the last 14 months.

Marathon had begun systematically working through the city’s list of eligible buildings starting from the east end of town. It had yet to reach St. Columba’s complex before the collapse, but accelerated its timeline with the obvious life safety risk.

“Our building department will redouble its efforts to complete the inspections of the older buildings in our community to ensure the well-being of all our residents and visitors,” said City Manager George Garrett in a press release on April 28.

Funded by donations from Keys Area Interdenominational Resources (KAIR) and the Coldwell Banker Schmitt Charitable Foundation, tenants without other available accommodations were provided with hotel rooms and food donations for nearly two weeks after the collapse. However, that support ended on April 28, leaving residents challenged to find immediate housing in a barely navigable workforce housing market. Tenants were instructed not to return to the building without the presence of Marathon Fire Rescue personnel, and were given limited windows in which to complete a supervised move-out.

The Weekly reached out to St. Columba’s Rev. Debra Maconaughey for an update on the church’s plans for the building and an update on tenants still searching for housing, but was unable to directly connect before press time.

Aproject to replace roughly 4 miles of worn water main in Islamorada is progressing ahead of schedule, according to Florida Keys Aqueduct Authority officials.

Motorists traversing the construction area aren’t only seeing crews, dug-up land and new pipe. They’re also dealing with a new traffic pattern along MM 80, which has the southbound lane closed to allow for installation of new water pipes. The closure began May 1.

According to Aimee Adler Cooke, project spokeswoman, the southbound lane closure near MM 80.3 will last through March 2024. By using the shoulder of the road, northbound and southbound lanes, as well as bike lane access, will remain open along U.S. 1 during the project. The bayside portion of the Heritage Trail will be closed, but a crosswalk to the oceanside of the trail will be maintained through March 2024.

Since April 28, around 1,300 feet of new 36-inch transmission main was installed at MM 80, and 900 feet of new 42-inch pipe was installed under the seabed at Tea Table Relief bridge. The $42-million project spans four miles from MM 79.5 to south of Whale Harbor Channel at MM 84.

“The Islamorada transmission main replacement project is just one project in FKAA’s project pipeline totaling more than $115 million in water infrastructure improve-

ments,” said Greg Veliz, FKAA executive director. “While each project is important because it strengthens our drinking water system, we will remain mindful of traffic mitigation and do our absolute best to accommodate residents, businesses and visitors.”

Crews will work around the clock Monday through Friday to replace the transmission main between MM 80 and MM 84. The work will pause for major holidays and events. The transmission line replacement is slated for completion in February 2025, but traffic impacts are expected to lessen after March 2024.

Jelly Roll sits down with Keys Weekly

Standing 6-foot-1 with multiple face tattoos, Jason DeFord, aka “Jelly Roll,” looks like a guy you wouldn’t want to pick a fight with in a bar. But as the Keys Weekly found out last week, he’s also a guy who’s happy to hop on the phone and talk about any topic completely unfiltered – even if he needs to pause the interview to try and buy a baby goat out of the back of someone’s truck.

The chart-topping artist, set to headline this year’s Key West Songwriters Festival on Friday, May 5, is a barriershattering star on a meteoric rise. With a career spanning 17 studio albums over the last 12 years, he’s staked his claim in every genre he touches – including taking home wins in all three categories for which he was nominated at the 2023 CMT Music Awards.

Ahead of his first-ever visit to the Southernmost City, Jelly Roll graciously took time with the Weekly to discuss his progression thus far, his notable collaborations – both real and perceived – and the misconceptions that have followed himself and his family. KW: With 17 studio albums dating back to 2011, you’re about as diverse as any musician in history. Do you think you could have made your progression between genres so successfully 15 or 20 years ago?

JR: My instinct would be to say no. But if we’re going to be honest, Kid Rock did it in ’98, so I always knew it was possible. I give all the credit to bands like Linkin Park, Limp Bizkit and all my predecessors in the ’90s that made me believe you could infuse multiple styles of music and still be successful.

KW: You have all these tattoos and look like a guy who you might not want to start a fight with in a bar. What’s one of the biggest misconceptions that people have about you today?

JR: I think one of my greatest gifts is that people don’t expect anything from me. I got to make a thank-you speech at the CMT awards, and the joke I made to my family is that the whole world probably thought I looked like a whole dumbass, but I got to get on the microphone to show them I’m just half a dumbass.

When you hear me, after the shock of, “OK, this is dope,” you immediately look at me and go, “Ohhh, I get it though.” It shocks you, but it doesn’t surprise you.

KW: In the early 2010s you were doing mostly rap and hip hop stuff, collaborating with guys like Tech N9ne. Fast forward to 2021, and you’re making your debut at the Grand Ole Opry. Can you take us through that progression and how it changed your songwriting process?

JR: You’re relying a lot more on the emotion when you’re singing, where there’s a lot more room to pander and tell a story when you’re rapping. It was cool, the concept of going from walking into a room and writing a song to a producer’s beat, to walking into a room and a guy pulls a guitar up and starts noodling until it’s something everybody likes. It’s made songwriting so fun for me; I don’t think I’ve even scratched the surface of figuring out what my voice can do.

KW: We were watching a mashup with you and Eminem on “Even Angels Cry.” How did all that come about? Did you call his people, or did he call you?

JR: Nobody has asked me this, and I’m glad I get to answer it on this platform. I actually didn’t do a song with Eminem! Apparently, the internet found a verse of Eminem to the same beats per minute as “Angels Cry,” put Eminem on “Angels Cry,” and it went viral. People will ask me about it, and I just don’t answer it, because it’s probably more in my favor if people think Eminem did a song with me. But you just gave me an idea; I’m gonna try to get my people to send that to Eminem.

KW: Not many artists get to hop on a track with their own kids. Can you talk about recording “Tears Could Talk” with your daughter Bailee Ann?

JR: She kept saying she wanted to do a song with me, and I knew she was writing stuff. She didn’t know enough about vocal control to sing at the time, so I was like, “Well, what about rap?” Now, this is a 10-year-old. I literally sat her in a room with a beat on loop, a set of headphones and a pen and paper. I walked in maybe an hour later and she had written a verse. I had nothing to do with it; the only thing I did was help her to understand a little bit of the rhythmic timing. Imagine the stuff she’s writing now that she’s almost 15.

KW: Your relationship with your wife is something that’s so cool to see from the sidelines, but it seems like it’s something people still misunderstand at times, because they don’t understand that she was with you from the very beginning. Can you talk about what it’s been like having her with you as your success has skyrocketed?

JR: The biggest misconception about Bunnie is that there is a gold-digger in this scenario … but it was ME! I was dead broke and living in a van when I met Bunnie. She had a two-bedroom high-rise condo in Vegas and a couple cars, and I was like, “Oh man, I gotta figure this out.” Technically, Bunnie used me for my body initially. She’s a sweet soul, and we’ve always known there were going to be misconceptions about us because of how we look next to each other. But she’s been with me a long time before we thought this was possible. Even back then when we were daydreaming, we didn’t have it ever going this way.

KW: What’s the last package you received from Amazon?

JR: I got super high one night, and somehow I went down a Garth Brooks kick. Because I was so high, I couldn’t figure out which box set of his had the songs I wanted. So, I apparently ordered like eight – every box set that Garth has ever come out with. And they all came in staggered, so once a week, somebody in the house would open a box and go, “Damn, Jelly, did you order another Garth Brooks thing?” By the seventh one, all I would hear from the kitchen is somebody going, “Are you s—ing me?”

SCHOOL’S OUT, CAMP’S IN The Middle Keys have options for kids this summer

Marathon may be a small island, but there’s plenty to do for kids this summer. Regardless of your children’s interests and your family’s budget, Marathon’s nonprofits and community organizations stand ready to welcome the town’s younglings to camps throughout the hottest months of the year – whether that means splashing in the water with a dolphin, cruising on its surface in a sailboat, adventuring throughout the islands or exploring a creative outlet on stage. Please note that as most organizations are finalizing their camps and openings fill quickly, details are subject to change. MIDDLE KEYS SAILING YOUTH CAMP

What is it? Local youth learn to sail and hone their skills on the clear water that surrounds our island home with Middle Keys Sailing and Science Camps. Where is it? 33rd Street Gulf, Marathon, at the point under the new yellow shade.

When is it? A new schedule for 2023. Beginners and intermediate sailors meet from 9 to 11:30 a.m. Mondays through Thursdays, while advanced sailors learn to race from 2 to 5:15 p.m. Mondays through Thursdays. All ages and skill levels have fun learning together on Fridays from 9 a.m. to 3 p.m. Class sessions run from June 5 through Aug. 4, with a regatta and end-of-season party TBD.

What’s the age requirement? Ages 7-16

Cost: Tuition is $170 per sailor per week. Sign up before May 20 to register a student for two consecutive weeks for $300. Financial assistance is available for those in need.

PIGEON KEY MARINE SCIENCE SUMMER CAMP

What is it? Campers will learn about different marine biology topics with a fun, hands-on approach. Activities include reef fish identification, invertebrate collection, snorkeling at Sombrero Reef and around Pigeon Key, participating in dissections, fishing, playing field games and relay races, and enjoying their own private island.

Where is it? Pigeon Key.

When is it? Day camps run Monday through Friday from 9 a.m. to 5 p.m. July 3-7, July 24-28, and July 31- Aug. 4. Overnight camps run from 9 a.m. Monday through 5 p.m. Friday on June 26-30 (this date is tentative based on how many campers sign up), July 10-14, and July 17-21.

What’s the age requirement? Day camps are for ages 8-16. Overnight camps are for ages 10-16.

DOLPHIN DAY CAMP

What is it? Dolphin Day Camp is a fun-filled, active five-day program that introduces children ages 8-10, who are full-time year-round Florida Keys residents, to the amazing world of dolphins. Campers meet DRC's resident dolphin family, getting to know and respect each dolphin as an individual. DRC puts them up close to observe the dolphins in action so they can learn more about each dolphin's unique behaviors and physical characteristics. With hands-on activities, group discussions, games, crafts and more, their days will prove that learning is fun.

CITY OF MARATHON PARKS & RECREATION SUMMER CAMP

What is it? CMPR Summer Camp strives to provide campers with a safe and clean environment to enjoy a variety of activities throughout the summer. It offers a quality camp experience which includes a balance of activities (songs, crafts, games and field trips), while emphasizing fun and enjoyment. Included is an opportunity for each camper to acquire new skills and abilities, as well as to improve existing skills. This camp offers an outlet for all children to socialize with each other and provides a constructive outlet for energy and self-expression.

Where is it? Marathon Community Park.

When is it? 9 a.m. to 5 p.m., Monday through Friday from June 5 to July 28.

What’s the age requirement? Ages 5-11.

THE HAMMOCK HOUSE-JUST FOR FUN SUMMER CAMP

What is it? Join the Hammock House at St. Columba Episcopal Church for a day camp featuring field trips, new adventures, learning exciting new skills, arts, crafts, games, and fun with friends. Snacks and lunch are included. We provide parents peace of mind knowing their kids are in a safe, loving place during the long hot days of summer. The kids leave with awesome memories, growing both emotionally and socially and developing new skills and interests that last for years.

When is it? July 5 through July 28 from 9 a.m. to 3 p.m., with aftercare available from 3 to 5 p.m.

MCT’S ANNUAL CHILDREN’S SUMMER THEATRE PROGRAM

What is it? MCT’s Children’s Summer Theatre Program activities touch on theater basics, including stage direction, terminology, auditioning, the production process and much more. Programming is designed for the beginner as well as the experienced student actor. All activities are designed to develop imagination, concentration, character, professionalism and technique and to strengthen the student’s command of his or her body and voice. All participants will be placed in the cast or crew of the 2023 Children’s Summer Theatre production. Where is it? Marathon Community Theatre.

CAMP CRANE

What is it? Crane Point Hammock’s Camp Crane, now in its fourth year, will include hiking, kayaking, swimming and fishing as well as fun activities like arts and crafts, kiting, treasure hunting, water balloons and more.

Where is it? Crane Point Hammock Museum & Nature Center in Marathon.

When is it? June 5 until school starts in August, Monday through Friday from 9 a.m. to 5 p.m. (early drop-off available).

What’s the age requirement? Ages 5-11 (special arrangements can be made, some activities will be separated by age groups).

When Key West found itself behind late in its final regular season game, the unwavering fortitude of Nevaeh Arnold helped keep the Lady Conchs calm, knowing that they had the odds in their favor. When handed the ball this season, Arnold has delivered wins in eight out of nine games, and the April 28 matchup was one of them. Arnold was credited with the win, giving up just three hits with zero earned runs and adding four strikeouts to her season count of 40 so far. For her positive attitude, leadership skills and pitching prowess, Nevaeh Arnold is this week’s Keys Weekly Athlete of the Week.

Coral Shores blanks Marathon in district semifinals

ey West completed regular season play with a pair of games against the 7A Stingarees of Miami. The Conchs won both games, bringing their record to 18-5 and securing the top seed and a bye heading into the district playoff brackets. The 4A Conchs are ranked first in region 4 and third in the state in 4A action. The team cleared its final hurdles to seal the ranking by defeating the Stingarees 12-1 on Apr. 28, then 11-1 the following night.

In game one, six Conchs combined for 13 total hits. Anthony Lariz led the hitting, going 3-4 on the night. Jack Haggard, Matt Greenberg, Anden Rady and Noah Burnham each had two hits and Sam Holland and Wyatt Kuhn added one each. Andris Barroso got the win on the mound, striking out eight batters over four innings. Marlin Takovich added one inning of relief to end the game. On Saturday night, the Stingarees endured a second night of heavy hitting. Kuhn and Greenberg had a pair of hits each while Caden Pichardo, Gabe Williams, Rady, Haggard and Holland each had one hit, with Holland’s being a home run. Three Conchs combined for the no-hit win on the mound. Felix Ong was credited with the win, pitching two innings of the abbreviated mercy-rule victory. Jacob Burnham pitched two innings and Hunter White made his varsity debut with an inning of relief. Key West will now turn its attention toward the playoffs and an elusive 12th state championship.

KCoral Shores finished their regular season play with a win against ABF Academy Homestead on April 25. The 6-13 Hurricanes are ranked third in their district and faced a familiar opponent in Marathon for their first playoff game on May 2. In a rematch of the two teams’ March contest that saw Coral Shores emerge victorious, 14-2, the Hurricanes blanked the Fins, 10-0. Up next for the Hurricanes was a secondround clash with Keys Gate on May 3, though the results of the game were not available as of press time.

Marathon earned a chance at a conference championship last week by defeating Ransom Everglades 6-3 on April 25. Dylan Ziels extended his nationally-ranked strikeout stats, fanning 16 batters in the big win. Offensively, Ryan Yablon hammered three of the Fins’ six hits. Dylan Globe, Gabe Leal and Jack Chapman had the other three. The win sent Marathon to Miami Country Day School on April 28 to take on Palmer Trinity for the conference final game. Yablon started on the mound for Marathon, lasting 3-2/3 innings while Gavin Leal closed it out. Bryan Broche had a pair of hits and Yablon and both Leals had one each, but it would not be enough to defeat Palmer. Marathon lost the game 6-0, placing all their hopes for postseason glory in their district brackets. Unfortunately, it was not meant to be this year as the Fins suffered the loss to Coral Shores to end their season.

KEY WEST SOFTBALL HEADS TO DISTRICT CHAMPIONSHIP

Two Keys teams still in the hunt for postseason hardware

Key West won a come-from-behind victory against the 7A Western Wildcats of Davie on April 28. The Lady Conchs trailed until the fifth inning, when their patience paid off and Ty Cervantes cracked a base hit to drive in two runs. The Conchs dug deep and held off Western for the remainder of the game. Nevaeh Arnold was credited with the win, going the full seven innings in the circle for Key West. Cervantes ended the game with two base hits, as did Isabella Franco, Caroline Smith, Alexandra Rodriguez and Scarlet Niles. Madelyn Perusse, Tavyn Gage and Dharma Murray each had one hit.

Ending with a 15-3 regular season record, the Lady Conchs mean business in the playoffs. In a small district to begin with, and after earning a bye in the first round, they advanced directly to the FHSAA 4A District 16 finals on May 4 against St. Brendan. The game will be at 7 p.m. at home in The Backyard.

Marathon lost its final regular season game on April 27, falling 9-1 against Ransom Everglades and putting the Fins at 8-5 on the season. The Garcia sisters shared pitching responsibilities in the game, with junior Allison going six innings and eighth grade Ryleigh giving her an inning of relief. Sage Brown, Madelyn Thornton, and A. Garcia each had base hits for the Lady Fins, but they couldn’t get something going against the Raiders. Marathon faced Palmer Trinity School on May 2 in their first round of district play. Results were not available as of press time.

MARATHON’S GLOBE AND DOLTON TO COMPETE AT NEXT LEVEL

Two Marathon athletes signed letters of intent to play collegiate sports on April 26. Dylan Globe will be attending Avila University in Kansas City, Missouri. Globe is a two-sport athlete, playing football and baseball for the Fins.

In baseball, he is a dependable outfielder with a perfect record in the field, committing no errors this season. On the gridiron, he played fullback and was the Dolphins’ kicker. Avila signed Globe for his kicking skills.

Globe never really considered taking his game to the next level until he attended a showcase last month, where he caught the eye of several collegiate scouts. As humble as he is talented, Globe said he “kinda thought it was out of reach, to be honest.”

Globe is the son of Christopher and Deborah Globe. His younger sister and brother, Caylie and Cameron, both attend Marathon and play multiple sports like their college-bound brother.

Aaron Dolton was a standout on Marathon’s football team as well, but he chose to focus his talents on the track rather than the gridiron after joining the track and field team as a junior.

“I started doing track just to get better at football, but I began liking the sport, and you know, here I am,” he said.

Dolton quickly made a name for himself in jumping events and hurdles, using his 6’3” frame to his advantage. He holds school records in the 110m high hurdles, 400m intermediate hurdles and will hold the school’s 300m intermediate hurdle record forever, now that the event has disappeared from competition.

Dolton inked his letter to run for Flagler College in St. Augustine. He is excited for the opportunity to travel and compete in new places, and he thanked his coaches, saying, “They just each stepped up along the way and helped me to get better and work harder.”

TROLLING 101

Some say fishing is a sport, and some say it’s an art. I think trolling is one of the fine arts of fishing.

…is a fifth-generation Floridian and second-generation fishing captain who owns and operates Ana Banana Fishing Company in Marathon. His passions include fishing, hunting and spending time with his family.

There are many forms of trolling. It’s important to know when to troll, where to troll and what to troll for and with. I’m going to go over several trolling techniques in this article.

General trolling tips: The first rule in effective trolling is to make sure whatever bait you’re trolling behind the boat doesn’t get weeds on it. It’s very rare for any game fish to hit a trolling bait with even a speck of weeds. I’ve always thought it was funny that game fish won’t hit a bait with a weed on it, since many times when we open up their stomachs as we clean them we find weeds. Another thing to remember is that if you’re not getting a strike, try to slow down a little bit, speed up a little bit, cut to the left or right, change lures and check your rig and bait. And be patient; many times you have to put in the time and look for frigates, sea birds and floating objects to change your luck.

Trolling for mahi: Most avid mahi anglers would agree that a 6-knot troll is the appropriate speed for mahi. Keep in mind that sometimes the current is in your face and sometimes the current is at your back, so it’s important to know the current speed in order to adjust your trolling speed – for example, if the current is going 3 knots from your back, then then your speed should be adjusted to 9 knots. When trolling a rigged ballyhoo, it’s impor-

tant for your ballyhoo to both slither and hop behind the boat. If your ballyhoo is only slithering, you’re going too slow, and if your ballyhoo is only hopping, you’re going too fast.

Trolling for wahoo: If you are high-speed trolling for a wahoo –using an in-line weight with a plastic skirted tormentor lure, for example – you should be going between 11 and 14 knots. If you’re low-speed trolling for wahoo – with a nomad lure, for example – your ideal speed is between 6 and 8 knots. Whether you’re high-speed trolling or lowspeed trolling for a wahoo, I like to have my long line at least 150 to 200 yards behind the boat. Remember, wahoo hit with such velocity that it’s important to keep your drag as

loose as possible during the troll. It’s easy to tighten your drag during the fight, but it’s almost impossible to loosen your drag in time to save the fish.

Trolling for grouper: Depending on the depth of water that you’re trolling, you could use a Stretch 20, Stretch 30 or Stretch 40 lure. Some people even troll for grouper using a planer. My favorite speed while trolling for grouper is 3 knots. I like to keep my trolling line as short as possible, but long enough to get near the bottom where grouper

dwell. I like to set my drag a little tighter when trolling for grouper so that when the grouper hits we can immediately pull it away from the rocks and reef after the strike. A grouper’s mouth is much stronger than a pelagic species’ mouth, so I’m not as worried about pulling the hook on a grouper.

Trolling for pelagic species like kingfish and billfish: I like to bump troll for pelagics using live ballyhoo or large live pilchards. Since you’re bump trolling and using live bait that are able to swim left or right, it’s important to have one line long (100 to 150 yards) and have another line short (50 to 75 yards). By having one line long and one line short, you’re able to make sharp turns without worrying about your baits swimming into each other and tangling up the lines. Also, if a pelagic hits your short line and misses the bait or misses the hook, you always have a long line past your short line to give the fish another shot.

Trolling for tuna: When we troll for tuna at the Marathon Humps, we like to troll long and slow, with the bait 200 yards back at 3 or 4 knots. Our favorite bait to troll for tuna at the Humps is black sand eels. When we see white tern birds in a big flock, we will chase the flock, slow down to 6 or 8 knots right as we catch up, and troll through the birds as best as possible.

TWO MANATEE RESCUES IN ONE WEEK FOR DRC, AQUARIUM ENCOUNTERS AND DOLPHINS PLUS

Animals suffered from entanglements and boat strikes

n April 24, Dolphin Research Center’s manatee rescue team, Dolphins Plus, and the Florida Fish & Wildlife Conservation Commission rescued an entangled adult manatee in a residential canal in Key Largo. The approximately 1,400-pound female was assessed as suffering injury due to a fishing line entanglement around her muzzle and face, both pectoral flippers and tail. This particular manatee is a wellknown animal in the area named Dually (pronounced Doo-Lee) that has been rescued more than a dozen times for previous entanglements. This entanglement and consequential injuries were treated by DRC veterinarian Dr. Scott Gearhart, and it was determined no further medical attention was needed. The manatee was released back into the canal.

Barely a week later, on May 1, the DRC crew again partnered with FWC and Florida Keys Aquarium Encounters to rescue a buoyant adult manatee and her calf near the Islamorada Bass Pro Shop boat ramp. The female animal was spotted swimming next to her calf with an injury from a boat strike that was so severe it was causing a pneumothorax – a condition in which air leaks into the space between the lungs and the wall of the chest. As a result, the manatee was experiencing uncontrollable buoyancy, making her more susceptible to another boat strike. The team began their attempt to rescue the manatee and her calf near a boat ramp at 80500 Overseas Hwy. After a few hours, the attempt was relocated to Bass Pro Shop, where the team was able to secure the duo. The manatee was assessed by Gearhart, and it was determined she needed further rehabilitation treatment. She and her calf were transported to SeaWorld Orlando to receive necessary care. — Contributed

THE BEST CLASS ‘FOREVER’ Leadership Monroe County honors Class XXX

pril 29 marked a day for celebration as Leadership Monroe County filled Marathon’s Oceanfront Park to commemorate the graduation of Class XXX – “Leaders Gone Wild.”

In a successful pivot from its traditional graduation format, the program enlisted the help of dozens of local nonprofits, government agencies, bands and vendors to turn the celebration of the program’s 30th class into a family-friendly festival. A short-andsweet graduation ceremony capped the evening to honor Class XXX’s achievements over the past seven months – including an ambitious class project that

saw a delegation travel to Washington, D.C. on a grassroots advocacy mission that drew high praise from local officials, U.S. Sen. Carlos Gimenez, FEMA and military officials in the Pentagon.

Established in 1992, Leadership Monroe County is an educational nonprofit community leadership organization developed to address the rapidly changing needs and concerns of the county, develop a group of well-educated leaders, help guide the community in a positive direction and foster countywide effective and nonpartisan alliances. Through a series of single or multi-day sessions over seven months, participants examine the fundamental public and private segments throughout the county. On April 25, AJAX celebrated the “topping off” of the new Monroe County Emergency Operations Center (EOC) in Marathon. The topping off is the completion of the highest point of the building.

Monroe County Mayor Pro Tem Holly Merrill Raschein and commissioners David Rice, Michelle Lincoln and Jim Scholl toured the building with County Administrator Roman Gastesi, County Attorney Bob Shillinger and other key staff who will call the new EOC home. Once finished, the category 5-rated EOC will house Monroe County Emergency Management, Monroe County Fire Rescue administration, and the Monroe County Sheriff’s Office 9-11 call center. The EOC is expected to be completed in spring 2024.

Highlights of the building include:

- 28,321 square feet (including areas at bottom of elevator and stair towers)

- A design based on a 500-year storm.

- Designed for 220-mph wind.

- Impact rating: windborne debris missile criteria for hurricane shelter safe room (FEMA P-361)

- A first-floor elevation of 20.2 feet (17 feet above ground) due to wave action (above code BFE+3)

- Self-sustaining for 72 hours for up to 150 people, including food, drinking water, electric power and wastewater storage.

- Emergency communications via satellite phone and internet service.

The Marathon High School band’s “Jazz in Marathon” concert brought the school’s finest musicians to the stage on April 27 for the band program’s final performance of the year. ‘Hurricane Hunter’ open for tours during awareness event

The 2023 NOAA Hurricane Awareness Tour will come to Marathon with a stop at Florida Keys Marathon International Airport on Friday, May 5. Media and the public can meet NOAA hurricane experts, scientists and crew members, and tour the U.S. Air Force Reserve WC130J “Hurricane Hunter” aircraft that help forecasters keep citizens safe.

Public tours of the aircraft will be conducted from 12:30 to 3:30 p.m. The event is free and open to the public.

MCSO deputy arrested for DUI

Deputy Jonathon Michael Lane, 27, was arrested for DUI after he was found asleep while off-duty behind the wheel of a private vehicle parked at a Ramrod Key gas station at approximately 2 a.m. on April 29, according to MCSO.

“We will investigate this fully and take appropriate action,” said Sheriff Rick Ramsay. “I was disappointed to hear of this incident, but I am committed to keeping this community informed of significant events that occur in this agency — good or bad.”

Lane was placed on administrative leave without pay pending an internal affairs investigation.

Habitat for Humanity to hold applicant info sessions

Habitat for Humanity of the Middle Keys will hold an informational meeting for residents of the Middle Keys interested in applying for their homeownership program. America’s Boating Club to offer NASBLA course

America's Boating Club is offering a National Association of State Boating Law Administrators (NASBLA) boating course necessary to obtain the required Florida State Boater ID Card. The course qualifies participants for rate reductions from many insurance companies.

America’s Boating Course teaches the basic skills of boat handling and seamanship, boating regulations, safety skills, aids to navigation,

charting, weather, radio operation and the Florida boating regulations. Students will also learn to use flares, tie some knots, and learn facts about local waters.

This 1-1/2 day course will be offered on Saturday, May 6 from 8 a.m. to 5 p.m. and Sunday, May 7 from 8 a.m. to noon. The cost is $70, or $85 for two students sharing materials. Class will be held at the America’s Boating Club building at 5205 College Road, Stock Island. Saturday will include a free lunch followed by a guest speaker from Florida Fish and Wildlife. MHS band seeks instrument repair sponsors

The Marathon High School band currently has many older wind instruments that are in need of repair to work properly for students. There are 65 instruments that are in need of repair. Most repairs are more than $100 each. The band is asking for sponsors to “adopt an instrument” for repair. Each sponsorship is for $75 and will include a brass engraved name plate on the instrument case with the sponsor's name, foundation name or business name in a prominent location. Each instrument repair sponsor will also be listed in the band concert programs for the remainder of the 2022-23 and 2023-24 school years. Community support will help keep participation in band and music classes free for every student. Sponsors may write checks payable to “Marathon Band” with “instrument repair sponsorship” in the memo line. They can be mailed to the high school, dropped off, or picked up if requested. SOMBRERO BEACH ANNIVERSARY 20 years since renovation project completed

Wanda Switlik Park. Many locals don’t even know that the park attached to Sombrero Beach is named Wanda Switlik Park. The story of how our amazing beach park came to be is a good one, and it stars some very generous people.

In 1952, an industrialist, philanthropist and parachute manufacturer named Stanley Switlik visited Marathon. He bought his first large tract of land then, and subsequently purchased a lot more. Part of this land is where Sombrero Beach sits today.

On Dec. 2, 1973, Monroe County dedicated Wanda Switlik Park at Sombrero Beach, to be forever a beach park that all could enjoy. Under Monroe County, the beach remained a relatively rustic beach park, with some concrete picnic pavilions and a restroom building.

The City of Marathon incorporated in 1999, and it took over all parks within the city limits. A lawsuit under the Americans with Disabilities Act against Monroe County over accessibility at Sombrero was put on hold so that the new city could assess and deal with the issue. The original restrooms and picnic pavilions were a bit past their prime as well. The renovation of Sombrero Beach became the city’s first large infrastructure project.

With accessibility fixes laid out, the new city council put forth new design features that were discussed and debated in two public workshops. As sometimes happens in local politics, assumptions were made that the new city council wanted to “change” our beach into Fort Lauderdale or some other big city beach. The first workshop was a bit of a disaster, and nothing was decided.

After a rocky start, the second workshop turned into a dialogue between council and residents about every proposed item for the renovation. Some items weren’t debatable, like the walkways needed for ADA compliance. But everything on the beach park was discussed and approved by all in attendance at that second workshop. The resulting design incorporated features and elements agreed to by the city and the residents.

New features included new restroom facilities, beach showers, a children’s playground, sand volleyball courts, a kayak dock, a large

events pavilion, and several new picnic pavilions with charcoal grills. Grassy areas and mature tropical landscaping were included, as was a dune area protected with sea oats. When Sombrero Beach Road was improved, crosswalks, a traffic circle at the end, and lots of parking were all put in place.

The result has been an unqualified success. Locals and visitors alike enjoy the beach every day. Hard to believe that the beach renovation was dedicated 20 years ago … but the work seems to have paid off.

Earlier this year, TripAdvisor released its Travelers Choice awards, the Best of the Best for 2023. In the Top 25 beaches in America, Sombrero Beach in Marathon was ranked 22nd. Let that set in for a moment — out of all the beaches in the United States, including Florida, the Gulf Coast, the Carolinas, California and Hawaii — our own Sombrero Beach beat out a whole lot of competition.

Online reviewers heap on words of praise as well. “This beach offers something for people of all ages, including a playground, volleyball, and picnic shelters that can be reserved online. There are 2 buildings with restrooms and outdoor rinsing showers… To add to the experience, dolphins playfully swam by.” And another simply states, “Absolutely beautiful beach!”

To get there, just turn south on Sombrero Beach Road at MM 50 between Publix and Winn Dixie, and follow it to the end. The beach is open from 7 a.m. until dusk.

A day at the beach is a great cure for almost anything that ails you. Gather up the family, grab some sunscreen, and have a beachin’ day!
