BOARD OF COUNTY COMMISSIONERS CONSIDERS EMPLOYEE HOUSING, POSTPONES TRAILER PARK ZONING VOTE

Ahighly controversial item slated for discussion at the Monroe County Board of County Commissioners’ first meeting of 2023 was almost immediately pushed to a May vote when the board convened, paving the way for positive updates from city staff in an otherwise quiet Jan. 18 agenda.

The board was initially scheduled to hear an ordinance creating a Stock Island Workforce Subarea for the development of around 240 deed-restricted affordable housing units at the site of the current Roy’s Trailer Park.

Park residents received a notice in May 2022 that the property would be developed into workforce housing apartments and that current Roy’s tenants would have first right of refusal for units at the nearby Wreckers Cay apartment complex – if they were willing to continue paying their rents until they moved and either remove their existing trailers or sign them over to park owners.

Citing years of litigation with the county over unauthorized additions to mobile homes and “serious fire and life safety conditions,” the notice read, “it has become evident that sustaining the property as a mobile home park is no longer possible.”

A large group of tenants in the park’s 108 trailers submitted a written objection to the proposed zoning amendment and redevelopment on Dec. 9, stating that their leases did not expire until the end of 2037. In a separate suit filed against the park owners in August, they also said the evictions violate the Florida Mobile Home Act, which states that removal or relocation of mobile home owners may only happen by “determining that adequate mobile home parks or other suitable facilities exist for the relocation of the mobile home owners.”

With numerous requests to read the item at a Key West county commission meeting, commissioner David Rice moved to push the hearing to the board’s May agenda. Seconding the motion, commissioner Michelle Lincoln added that the four-month delay would allow a clearer picture of the affordable housing landscape in the

county after the Florida legislature’s 2023 session.

In Other News:

• With the impending March retirement of longtime administrator and health officer Bob Eadie, the commission unanimously approved a resolution supporting the appointment of current assistant county health administrator Carla Fry to assume the vacated post.

“Thank you for your leadership and your steady hand through the most difficult and stressful times of everybody’s life here,” Mayor Craig Cates told Eadie.

“You were the voice of comfort for all the years through COVID,” added Lincoln. “Every time I heard your voice, I knew that we were in good hands.”

• Monroe County Land Authority executive director Christine Hurley delivered an update on the land authority’s purchases of conservation land and ongoing affordable housing projects. Since its inception, the program has spent around $47 million to dedicate nearly nearly 4,000 acres as conservation land within the county, and north of $50 million to assist the development of more than 1,300 affordable units. This includes four county-owned parcels to be developed as affordable county employee housing in the coming year, along with other scattered parcels throughout the county to be developed in partnership with organizations like Habitat for Humanity.

• Assistant county administrator Kevin Wilson provided an outline for

tenant guidelines in soon-to-be-developed properties in the Monroe County Employee Housing Rental Program, some of which are deed-restricted as affordable units.

At the direction of the commission, all employees may apply for unrestricted units, but deed-restricted affordable housing units will be rented to county employees making less than the area median income – defined in 2022 as $71,800 for a one-person household or a combined $109,333 for a married couple or domestic partners. Rents will be calculated based on 22.5% of the combined household income. Tenants may have roommates who are not county employees, but at least one person in the unit must be employed by the county at all times. Employees with ownership interests in other properties are ineligible for the program.

• A resolution by Cates calling on the federal government to provide resources to assist the Keys’ recent migrant influx was unanimously approved.

• County Attorney Bob Shillinger announced the Florida Supreme Court has denied the City of Marathon and Village of Islamorada’s petition to retain affordable housing allocations revoked in an Aug. 3 opinion by Miami’s Third District Court of Appeals. Both governments will now look to pursue a legislative fix to the statutes controlling the allocations. If successful, the same fix could allow the county to retain its own 300 units bestowed in 2018 at the request of then-Gov. Rick Scott.

Marathon City Council urges public input at second monthly meeting

In the 2022 Marathon City Council election, “transparency” became a buzzword, heard nearly as often as “vacation rentals” and “permits.”

The newly elected council hopes that Tuesday, Jan. 24 at 4:30 p.m. will be a stepping stone toward that goal as it launches a second scheduled monthly meeting for the first time since 2020.

Marathon offered the twomeeting model until about three years ago. Citing frequent cancellations of the second meeting and a lack of worthy topics, the previous city council – of which only current Mayor Luis Gonzalez was a member – voted 4-1 in February 2020 to dismiss the second meeting in favor of holding special call meetings and workshops as needed. Then-councilman Mark Senmartin was the lone nay vote.

But resident cries for transparency and increased dialogue on a number of hot-button issues and city government processes have multiplied in recent years, pushing these concepts to the top of the priority lists for several council candidates on the 2022 ballot.

Suggested by councilman Jeff Smith and enacted by Gonzalez at the new council’s December 2022 meeting, the additional sessions will be structured as less formal workshops and roundtable discussions on pressing community issues. The gatherings are designed to feature few action items and formal votes, if any, preferring instead to feature informative presentations and allow more time for focused resident input.

The first topic on the list? Vacation rentals, long acknowledged by residents and city officials alike as both a necessary economic engine and one of Marathon’s greatest challenges.

“It’s going to be a topic-driven meeting,” said Gonzalez. “I hope, first of all, that people show up and come with lots of input and work together with us to find solutions.”

A hallmark of the new meetings is the ability of staff and council members to respond directly to

resident concerns. While public commenters are limited to threeminute periods during standard council meetings, with no direct reply permitted by council members, the slightly less rigid format is designed to encourage a more open dialogue. Though residents’ comments may be limited by reasonable time constraints, the city had yet to settle on exact meeting rules as of press time.

Presentations confirmed by City Manager George Garrett will include an illustration of the tax impacts of vacation rentals – along with penalties for illegal rentals – by Monroe County Tax Collector Sam Steele; an overview from city Code Director Ted Lozier of software recently purchased by the city to detect illegal vacation rentals; and input from City Attorney Steve Williams on the nuances behind Marathon’s ability, or lack thereof, to pursue modifications to its existing rental ordinances.

Other invited stakeholders include Marathon planning director Brian Shea, members of the Monroe County Sheriff’s Office and vacation rental agents from around the city.

“I really want to see some transparency come out and show that these are the steps we’re taking,” Vice Mayor Robyn Still told the Weekly. “And when I say transparency, I mean, let’s let people know how your government is working. What happens when you file that complaint? What do you want to see from the city?

“Let’s take that mystery away. What I’m trying to push for is a good explanation of the process. We need to get on the same page of okay, here’s what we can do, here’s what we cannot do.”

Residents are urged to attend Tuesday’s meeting at 4:30 p.m. in the city council chambers. STATE RESOURCES BRING RELIEF

Migrant landings in Keys get national spotlight

Agrowing migrant crisis in the Florida Keys is garnering attention among federal and state leaders in 2023. More resources to the Keys, per recent action by Florida Gov. Ron DeSantis, are providing relief for local law enforcement and bringing added benefits of more road and water patrols.

Coast Guard crews and U.S. Customs & Border Protection agents, with help from local law enforcement, were inundated with migrant interceptions on the water and landings on Keys soil to start the new year. Since late December, more than 700 migrants from Cuba and Haiti have reached the Florida shores. And since the new fiscal year started last October, Coast Guard crews have intercepted and sent back close to 5,000 Cuban migrants on the water — on pace to smash the previous year’s record of 6,182.

While reports of landings along the island chain’s shore calmed in recent days — high winds and seas and a border policy change from President Joe Biden’s administration could be playing a role — added resources are ready to handle any incoming landings.

Gov. Ron DeSantis’ issuance of a 60-day state of emergency on Jan. 6 also brought the Florida National Guard’s activation to assist with increased landings as far south as Dry Tortugas and north to the Upper Keys. Two dozen officials with the Florida Department of Law Enforcement, roughly 20 Florida Highway Patrol troopers and 20 Florida Fish & WIldlife Conservation officers from various parts of the state were sent to the Keys. FWC also brought the 42-foot vessel “Fearless” with three crew members and the 85foot vessel “Gulf Sentry” with six crew members to assist agencies.

Additional resources are helping the Monroe County Sheriff’s Office, which has responded with deputies to landings up and down the Keys for many months. Sheriff Rick Ramsay said that’s allowing deputies to respond to calls in the community as Florida Highway Patrol troopers deal with the migrant landings.

“The boots on the ground are helping. The National Guard is doing a good job,” Ramsay said. “They have a Black Hawk flying offshore looking for and identifying and intercepting migrants before they make landfall. With a strong ground presence and air element, we’re going to send a mes-

sage to third world countries that now is not a good time to come. You will get intercepted and sent back.”

Extra troopers in the Keys mean more law enforcement on the road. Ramsay said troopers in cars, SUVs and on motorcycles are also staying busy dealing with speeders and other traffic infractions.

“The bad is we’re dealing with an increase in migration. The good thing is we have more resources here to help us with response and visibility.”

Ramsay credited the work of the Coast Guard and Customs & Border Protection with the resources they’ve had to deal with the crisis. He also commended DeSantis, U.S. Sen. Rick Scott and Coast Guard Rear Admiral Brendan McPherson for infusing more manpower to deal with the landings.

DeSantis, in a recent news conference, said the Coast Guard requested state assistance to handle the vast number of vessels coming to shore. DeSantis, a Republican, said he wanted to mitigate the damage from what he called Democrat Biden’s “disastrous border policies.” DeSantis also said the state will remove migrant vessels from Keys properties for free.

U.S. Sen. Marco Rubio recently visited the Keys to witness the recent surge in migrants arriving from Cuba and Haiti and the response among federal, state and local officials. He joined the Coast Guard’s air operations and sat down with leaders from the various agencies. He also voiced criticism of the Biden administration’s “lax border security measures.”

“When migrants arrive, state governments, local communities and other emergency personnel must spend valuable time, labor and resources to provide medical care, personnel processing and other critical space to look after hundreds of migrants that land unannounced and demand immediate attention. This diversion of resources hamstrings local and state efforts to assist Americans in need of help,” Rubio wrote in a letter to Alejandro Mayorkas, Department of Homeland Security secretary.

Daelani Holmes is an 11-year-old student at Marathon Middle School. After seeming to recover from a sinus infection, she began having headaches that could last over three weeks. At first she tried to continue living her normal life, but one day, Daelani told her parents that the headaches were getting more severe, and something wasn’t right.

Her father, Trae Holmes – or as you probably know him, “DJ Trae Dae” – knew if Daelani was reaching out like that, this was serious.

“I immediately had Lani picked up and taken to the ER,” he said. “After her visit, in less than 30 minutes, before we could even get home, the doctor called us and said it was way more serious than anyone had thought.”

Daelani’s CT scan showed a 6.5-centimeter cyst had developed on her brain as a complication from the sinus infection. For those trying to visualize: that’s about the size of a lemon.

Immediately the family headed up to Miami, and Daelani prepared for emergency brain surgery on Christmas Eve.

“By the grace of God, the surgery was a success,” said Trae. “She’s here, and she’s recovering.”

Daelani spent eight days in the hospital and is on an eight-week recovery plan. She is still on an intravenous line for antibiotics, but is healing well so far.

She continues to have weekly followups in Miami to ensure her continuing recovery.

When speaking with the Weekly about the experience, both Trae and his wife Sherry expressed the impact the Marathon community had on their family during the sudden emergency.

“When they say it takes a village, it really does,” said Sherry. “The community has been so incredible with the love and support, bringing dinners and just being there for us and making sure we’re okay. We had so many churches praying with us; we’re so thankful and grateful.”

“We have all the gratitude; it’s pouring over,” added Trae. “We try to do our best, and I believe in karma and being a good person. People have really supported us in this tough time, and we can’t thank them enough. We are so blessed by the prayers and well wishes, and we have seen countless acts of kindness.”

On Saturday, Jan. 28 from 1 to 5 p.m., there will be a fundraiser carnival event for Daelani and the Holmes family, hosted by Brutus Seafood at 6950 Overseas Hwy. There will be food, beverages, live music and bounce houses for kids, and donations raised will help support the family’s medical bills.

“We thrive as a community because we come together for our community,” owner Elise Mucha said in a Facebook post. “A family that is part of our Brutus family, our friends and neighbors, are in need of our support.”

HUMAN-MADE NOISE AFFECTS DOLPHINS WORKING TOGETHER, REVEALS NEW STUDY

Dolphin Research Center (DRC), a not-for-profit research and education facility in the Florida Keys, collaborated with Pernille Sørensen and Dr. Stephanie King from the University of Bristol’s School of Biological Sciences in a research study revealing information about how dolphins working collaboratively are less successful in the presence of sound generated by humans.

“We show that human-made noise directly affects the success of animals working together,” King said. “If noise makes groups of wild animals less efficient at performing cooperative actions, such as cooperative foraging, then this could have important negative consequences for individual health, and ultimately population health.”

The findings, published in the journal Current Biology, imply that dolphins cannot minimize the impact of human-made noise, even by adjusting their own vocal behavior.

In collaboration with international colleagues, the scientists equipped two trained and highly motivated bottlenose dolphins at DRC with suction cupattached tags, allowing them to record the dolphins’ vocalizations while the dolphins participated in a cooperative task. During the task, the dolphins had to work together to both press their own underwater buttons within one second of each other while exposed to increasing levels of noise.

The dolphins produced louder and longer whistles to compensate for the increasing noise levels but were still less successful as the noise got louder.

Lead author Sørensen, from Bristol’s School of Biological Sciences, said, “For years we have known that ani-

mals can attempt to compensate for increased noise in their environment by adjusting their vocal behavior. Our work shows that these adjustments are not necessarily sufficient to overcome the negative impacts of noise on communication between animals working together.”

Bristol’s Stephanie King, senior author, added, “It also shows us that dolphins can flexibly modify their vocalizations in an attempt to continue cooperating with their partner, revealing that this species is capable of actively coordinated collaboration.”

Cooperation is common in animal societies, and many species use sounds that may help coordinate cooperative actions, but using sound also makes them susceptible to disturbance from human-made noise pollution.

“Working with our colleagues at the Dolphin Research Center in Florida, we had a unique opportunity to study the negative effects of noise on cooperative behavior in a controlled setting, something that is almost impossible to do in the wild. Our findings clearly highlight the need to account for how noise affects group tasks in wild animals,” Sørensen noted.

This study was funded by the Branco Weiss Fellowship – Society in Science and a postgraduate grant from Bristol’s School of Biological Sciences. PALM WARBLERS, POETS, PROSE

Apalm warbler in breeding season tends to glow up. The streaks that line the breast and belly sharpen and get more distinct. The breast itself brightens to a yellow closer to that of a freshly painted school bus. The rufous cap on the crown of its head gets rufouser.

... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

You see them that way sometimes, but usually briefly, late in the spring, when they are about to head north to find a spruce-lined bog and hatch some eggs. But mostly in the Keys, where they live from September to late March, you see them in their non-breeding plumage, which is duller and far less distinct – the avian equivalent of a housecoat and curlers.

The thing about palm warblers is you don’t need to know anything about their plumage to identify them. They are given away by their telltale tail twitch. (Say it five times fast.) Sometimes their tails twitch in a constant meter, like they’re bouncing an invisible ball. Sometimes the twitch is arrhythmic and seemingly random. But it’s never more than five or so seconds between twitches.

No one knows why they twitch their tails like this. What is the point of a creature evolving with a compulsive, possibly autonomic, behavior that burns energy and, to the human eye at least, serves no purpose? There are other birds with similar seemingly autonomic bodily motions – Louisiana waterthrushes and spotted sandpipers, for instance. The one thing these birds have in common is they all breed, or spend most of their time, near water. Some have theorized that the tail bopping and the body rocking mimics the rhythm of moving water, and is possibly a form of camouflage. But it’s a theory that’s never felt right to me. If it’s a motion that draws my eye, how could it make things more difficult for a predator’s eye?

The whys of all this are something I’m pretty sure will never be answered. How do you ask a bird why it does what it does? How many of our own actions are a mystery to ourselves?

But the question flashes across my brain, pretty much every time I see a palm warbler, though that flash may not last much longer than a tail twitch.

I spent a lot of time watching palm warblers, and having little flashes, this weekend, not that I was seeking them out. (They’re probably the most common songbird in the Keys in winter. They are the opposite of hard to find.) But I was at the Key West Literary Seminar, which was held for the second year at the Coffee Butler Amphitheater, and there was a small group – never more than three birds – that kept flitting in and out of the audience. They’d land on the chair, then on the guy wires for the tent, then on the stage, the speaker stand, the microphone, and the chair again. Then they’d flit off, only to return a few minutes later to start jumping around on things again in a different order. They’d get close to people, but not so close they could get grabbed. (They know how fast they are.)

Meanwhile, on stage, great writers were saying great things. The theme this year was “Singing America: A Celebration of Black Literature.” (Full disclosure: My wife is president of the KWLS board.)

I was a little trepidatious about what might get said with a cast of black authors in front of a predominantly white audience, but the most awkward it got was when a women in the audience recalled reading “Little Black Sambo” when she was a child in the 1930s, and wanted to know if that book was considered racist. Everyone on stage, and about half the audience, gave a very fast, “Yes!” Someone, I believe the novelist Deesha Philyaw, added, “And

so was the restaurant!” And everyone moved on to more interesting things without missing a beat.

Mostly the weekend was a rolling cavalcade of great speakers and readers. I wasn’t taking notes, but I can remember a lot of great things. Tananarive Due, who landed a day late after a delayed West Coast red eye, got rushed to the stage, and gave a mind bogglingly warm and erudite 45-minute disquisition on Afrofuturism Tayari Jones, who talked about finding inspiration while eavesdropping at a mall food court, and who hilariously described being at a reading once and having an old woman threaten her with her cane because Jones’ last novel did not conform to certain expected narrative tropes.

S.A. Cosby, a writer I admire to no end – read “Blacktop Wasteland” if you haven’t – whose hard-driving thrillers can tell you more about race in America than any 10-foot stack of scholarly papers, conveyed a deep appreciation for the success he’s found in recent years, as well as a love for the broad array of other writers and artists who inspired him to get there.

Nadege Green brought her Miami cool as a light touch moderator. Rowan Ricardo Phillips, Kevin Young, Jericho Brown and Cornelius Eady – a murderer’s row of contemporary American poetry – reading their own work, but then riffing in conversation about all the other poets they admired. (A lot of these readings and conversations will eventually be posted to YouTube.)

For a while I was thinking these were two separate worlds – a Venn diagram that didn’t touch, with birds in one circle, and writers in another. Two things combined are not always synergistic.

The thing that counters that, though, is that nothing on this planet exists in a separate world. The circles always touch, cross, intersect.

One of the things I like most about birds is the way they force you out of your own head, the way they make you question the context – the ways and hows – of their lives, and therefore the context of your own life. It’s a constant compare and contrast.

Perhaps the greatest thing about reading is you get to live in someone else’s head for a while, share their experiences. Hopefully learn from them. There are few more powerful or incisive ways to make sense of each other’s lives than through stories. But it is also a constant compare and contrast.

So maybe that’s the overlap in the Venn. It’s the way to get out of your own head. That avenue of, you hope, greater understanding.

If you're looking for a big fight and a great meal, target yellow jacks. They fight like jack crevalle, which pound for pound is the hardest fighting fish in the ocean. They taste like a permit or an African pompano – sweet white meat. They are good fried, grilled, blackened or baked.

Some marine biologists claim that yellow jacks aren’t indigenous to the Florida Keys and showed up here about 20 years ago from Central America. We are just figuring out their spawning habits and habitats, but FWC and Florida's marine biologists know two things about yellow jacks for sure: They fight like a gamefish and taste like a delicacy.

Because of this, FWC had to put a limit on them. Presently there's no size limit and no closed season, but there is a bag limit, which equates to 100 pounds per person per day. The fish average about five pounds each, and it's not rare to limit out with 20 per person. The biggest one ever caught on my boat was about 15 pounds, and the biggest one I've ever seen caught was about 20 pounds. Twenty pounds is rumored to be a world record yellow jack.

I like to catch them around the Seven Mile Bridge and on shallow wrecks. My favorite bait is a yellow jig head tipped with a large live shrimp, but I have caught them on almost every type of live baitfish. They typically don't eat dead bait and they are very leery of wire leader and braided line. Only use a light mono fluorocarbon leader to target them.

Marathon, Coral Shores boys enjoy mid-season runs; Lady Conchs earn first win

Boys basketball saw some in-county play last week, too. Coral Shores beat Key West in Conch territory on Jan. 10, winning on the road 53-35. Isaac Holmes scored 18 points with 7 rebounds and 2 steals, and Matt St. Aubin scored 15 with 13 rebounds. Eddy Espinosa went two for three from the three-point line, scoring 13 in the process and adding 4 rebounds and 4 steals.

Girls basketball action is heating up in the Keys with just two weeks until postseason action begins. Two Monroe County teams faced one another on Jan. 10 when Key West earned its first win of the season against Coral Shores. The Lady Conchs beat the ’Canes 38-24 before losing to Mater Lakes on Jan. 14.

The Lady Fins added two wins and a loss to their record last week with a 55-20 defeat over Florida Christian on Jan. 10. Abrianna Marshall had the game high total of 13 points, inching closer to 200 on the season, and Aniyla Hawkins scored 10. Marathon lost to Horeb on the 12th, then turned their week back in the right direction with a 50-44 win over St. Brendan on Jan. 13.

Girls district playoffs begin on Tuesday, Jan. 31. Marathon and Coral Shores will battle within the 3A District 16 bracket while Key West will face 4A teams for a chance to move on to the state series.

Head coach Jarrod Mandozzi was pleased with the in-county win. “There’s definitely no better place to win than there in all of my experience,” he said. “The crowd is so into it, crazy things are always happening in games there with calls. … It’s just an amazing rivalry.”

The winning didn’t stop there for the ’Canes. On Jan. 12, they took down Palmer Trinity to seal a four-game winning streak. Holmes dropped 27 points, going 9 for 14 shooting with 13 rebounds and 2 steals as well. St. Aubin scored 10 points and 10 rebounds and Allen Perez was good for 14 while going 4 for 5 from the three-point line.

Mandozzi’s team looks to be coming together well right in time for districts. Though they have some things to work on, he praised their overall performance, saying, “I’m extremely pleased with the way we’re closing games out. We’ve really been taking it to teams in the second half of games, but I’d like to see us start better.”

Conch sophomore Kameron Roberts led the drive for Key West, scoring 16 points and grabbing 5 rebounds against the ’Canes. Key West played Hialeah Educational Academy on Jan. 13. Roberts had the team high again with 11 points and 7 rebounds, and Watson Chery pulled down 10 rebounds in the

Marathon’s boys enjoyed a resounding win against Redland Christian on Jan. 10. In the 61-12 victory, senior Oscar Garcia led the scoring with a career-high 17 points. Xavier Grant added 10 points, two rebounds and three steals. The lopsided win allowed coach Kevin Freeman to play his entire bench, all of whom took advantage of the play time and scored.

Two nights later, they beat Horeb Christian 50-37 for the second time this season. Marathon was without freshman Daeshawn Holmes, who is recovering from a concussion.

“Our two seniors, (Oscar) Garcia and Fisher Coleman-Sayer really stepped up and played an all-around good game,” said Freeman. “Our defense really stepped up in the fourth quarter and limited Horeb to only 3 points.”

Coleman-Sayer had 16 points, 8 rebounds and 3 blocks against Horeb, and Garcia had a double-double with 15 points and 13 rebounds. The Fins went on to defeat Colonial Christian on Jan. 13, 61-27, for a three-game win streak.

Coach Freeman told the Weekly that the home stretch looks promising for the Fins. “We are playing a little better than we did before the Christmas break,” he said. “Players are settling into their roles and we are just trying to get better every day.”

Following an impressive second-place showing at the 12th annual Somerset Scuffle on Jan. 6 and 7, the Key West boys wrestling team returned home to compete in their regional dual meet against Mater Lakes and Somerset at the KWHS gym on Jan. 12. LADY ’CANES SOCCER ON A ROLL

Strong defensive play and two crafty goals propelled the Lady ’Canes to a victory over Florida Christian, 2-0, on senior night on Jan. 13. Ali Beth Wilson put the ’Canes ahead with a header from a corner kick by Kai Redruello. Then, defender Noelle Engelmeyer made a long pass to Redruello for a picture perfect finishing goal. “The team plays like a team; they are great at moving the ball through the middle and distributing to the outside wings. The defense played smart, only allowing three shots on goal,” said coach Evie Engelmeyer. During halftime, eight seniors were recognized as their families joined them on the field: Katelyn Gilman, Kelly Ramos, Edy Kemmer, Melani Valdes, Isabella Dick, Joey Eysenbach, Ashley Jans and Emily Murphy. The Hurricanes, 8-3, will head to LaSalle on Jan. 19 for the final regular season game. The Lady ’Canes are third in the district behind Palmer Trinity and Somerset South Homestead. A win over LaSalle would catapult the Lady ’Canes to second place. The Lady ’Canes have scored 35 goals this season.

With just a week to go before the district competition in Miami on Wednesday, Jan. 25, Keys teams are putting the final touches on their seasons. On Jan. 11, Coral Shores traveled to Marathon for one of their final regular season meets. Marathon topped the ’Canes 100-53 in the traditional events and 91-58 in Olympic events. Top lifters, determined by an equation which takes an athlete’s weight class and total lifts into consideration, were Mikkel Ross of Marathon in first, Justice Lee Isom of Marathon in second and Rachel Rusch of Coral Shores in third. The teams faced one another once more prior to districts, this time in Tavernier on Jan. 18. Results were not yet available at press time.

New non-profit plays pivotal role in shrimp net removal

The Marine Preservation Society of the Florida Keys (MPS) is a new nonprofit organization working to steward our beautiful Florida Keys waters. In an island chain boasting many marine organizations, MPS is already proving itself different.

We may recognize the faces on MPS’ team and board; they’re all past leadership from the National Marine Sanctuary Foundation, Florida Keys Chapter. However, they’ve reorganized – into MPS, a new and autonomous nonprofit. They’ve also sharpened their mission and created organizational processes that give them a lot of freedom of action. All these changes, they believe, will be beneficial to the chapter, the Florida Keys National Marine Sanctuary (FKNMS) and the broader community.

A key organizing principle is to keep preservation efforts and fund use local. On New Year’s Day, this decision proved a great one when a 1,000-pound fishing net with an attached 1,000-pound buoy was discovered, snagged precariously near the Eastern Dry Rocks Sanctuary Preservation Area in the FKNMS.

The sanctuary team went into problem-solving mode, contacting potential salvors to obtain a quote for removal.

“The sanctuary contacted other resources prior to the Marine Protection Society of the Florida Keys, but lack of funding and/or protocols were prohibitive to the immediate removal needed,” said Sara Rankin, MPS volunteer director. “The request for assistance was passed to the Marine Preservation

Society board of directors and approved within the hour, demonstrating our new role of being local, nimble and responsive.”

The board considered the threat heightened because of the net’s proximity to a restoration area with roughly 30,000 outplanted baby corals. These are a part of the massive Mission: Iconic Reefs coral restoration effort underway to rescue and save the Florida Reef Tract. With a weather forecast of increasing winds over the weekend, MPS’ board determined that the net needed to be removed immediately; they secured funding and arranged logistics.

By the next morning, the salvor was on the water; it took a diver less than 10 minutes to free the large net.

“Had the net loosened with the incoming winds, its next stop was entanglement in the coral nurseries of Eastern Dry Rocks,” Rankin said. “All believe extensive damage would have occurred.”

Key West Harbor Services retrieved and hauled the net to its Stock Island facility, where it was estimated to weigh more than 1,000 pounds and measure more than 30 feet long.

“It’s a type of gill net used on commercial fishing boats, which are prohibited in state of Florida waters,” said Lisa Symons, sanctuary regional response coordinator. “Their use is regulated in federal waters. … We are working with NOAA oceanographers to try to determine where it may have been lost or cut loose.”

The unidentified boat from which the net came is subject to civil penalties, and anyone with information is encouraged to call NOAA’s law enforcement hotline at 800-853-1964.

“We live here and give here,” added MPS chairman Tom Davidson Jr. “Reacting quickly to this kind of need is at the heart of our mission.”

This type of rescue operation is precisely why MPS was created. While its mission remains consistent with the preservation and restoration of the Florida Keys marine ecosystem, using private and public engagement, what’s different is the local focus and efficiency in operations.

MPS also functions without administrative expenses. The board of directors are supporting the organization’s day-to-day needs, allowing 100% of financial support to go straight to the marine ecosystem. Rankin added, “The difference is most pronounced in that the organization currently acts as a conduit, getting dollars to sanctuary needs without reserving any funds for themselves or supporting efforts elsewhere. Currently, every penny goes to the mission.”

MPS remains a nonprofit partner with the FKNMS, funding its unfulfilled needs – like the shrimp net removal. Rankin added, “We also carefully crafted our priorities to be able to reach beyond the sanctuary in instances where factors outside of the sanctuary potentially cause issues or harm here as well.”

This new approach has proven very appealing to supporters, and MPS is currently welcoming others to become founding members. More information is available via email to Rankin at sararankin@marinesociety.org.

GETS A BOOST FROM ISLA BELLA

Save Our Key Deer Inc., a Key deer advocacy group, received an unanticipated holiday surprise when Marathon’s Isla Bella Resort managing director, Justin Nels, contacted SOKD with an $8,000 donation. On Dec. 30, SOKD president Valerie Preziosi met Nels and several other staff at the resort to pose for a group photo and receive the generous donation. This is not the first time Isla Bella Resort has helped SOKD and the deer. In the past, Nels and volunteers from the resort staff joined SOKD in beach cleanups, aimed to get rid of nets and ropes that get entangled in bucks’ antlers as well as plastic rings, pipe fittings and other trash that gets stuck on their hooves and legs. In addition to helping to finance SOKD’s continuing public outreach and education efforts, the donated funds will be used to start several new research projects. CONTRIBUTED

Renewed fundraiser walk supports Domestic Abuse Shelter

While most of Marathon was bundled up safely at home, the morning of Jan. 14 found around 50 walkers and 25 four-legged companions braving the arctic tundra of the Seven Mile Bridge for the Florida Keys Domestic Abuse Shelter (DAS)’s Paws for a Cause fundraiser. Accompanied by more than a dozen volunteer event helpers, the walkers brought a mix of their own companions and dogs available for adoption through the Florida Keys SPCA and Marr-Velous Pet Rescue on the two-mile journey to Pigeon Key to raise more than $7,500 for DAS’ upcoming Middle Keys shelter rebuild. The event marked the first time Paws for a Cause was renewed since 2008. Upon reaching the island, both dogs and humans alike enjoyed a brisk island morning with a cookout provided by Centennial Bank – we won’t say who enjoyed the hamburgers more.

DONALD DAHLFUES

1939-2022

Donald M. Dahlfues, 83, passed away Dec. 22, 2022, peacefully at home with his wife Judy by his side. Don was born on Oct. 21, 1939.

He is survived by his wife Judy Dahlfues, son John Dahlfues, daughter Sharon Gonzalez Dahlfues, daughterin-law Tricia Magarine Johnston, two grandchildren and eight great-grandchildren. He is predeceased by his son Michael Dahlfues, sister Dianna Dahlfues and loving parents John and Rosemary Dahlfues.

Don graduated with a degree in business administration from Hofstra University in 1965. He started his career as a CFO and assistant administrator at University Hospital of Jacksonville from 1972 to 1974. He then moved to Miami and became a Southeast Regional Partner at Leventhal and Horwath from 1977 to the 1990s.

Don retired and moved to Marathon and started his own company, Donald Dahlfues CPA until his passing.

Don and Judy liked gambling and going on cruises. In fact, they had one planned for Nov. 27, but Don had just gotten out of the hospital.

Don was a member of the Sons of the American Legion, Post 154, the Big Pine Moose Lodge and the Masons.

GENE WAMBOLD 1926-2023

Gene Wambold, 96, of Marathon, Florida, passed away on Jan. 17, 2023. He is survived by his wife, Georganna Huck Sage-Wambold; his daughter, Krysten Swan; grandson, Aubrey Swan; stepchildren, Caroline, James and Angela Gipson and their spouses, Seb Ettinger and Matthew Emrich; and grandchildren, Alice and Luc Ettinger and Huck and Georganna Emrich. He was predeceased by his former wife, Joyce Oetjens Wambold, who passed away in 2009.

Gene was born in Evanston, Illinois and grew up in Chicago and Grosse Pointe. He graduated from Ohio Wesleyan University and the University of Michigan business school. He served in the Navy in World War II and owned the Mineral Research Company of Detroit, Michigan.

Gene loved dancing, the local community theater, world traveling (especially in Africa) and telling stories about the “Nickel Mine” and his adventures in South America.

Gene was a member of Saint Columba Church, the Country Club of Detroit, the Harbour Club of Charleston and the Marathon Yacht Club.

The funeral and celebration of life will be at Saint Columba on Friday, Jan. 20 at 2 p.m., and a reception will follow in the parish hall at 451 52nd St. Gulf in Marathon.

In lieu of flowers, donations may be made to the Marathon Community Theater or to the American Cancer Society.

But is there really a free meal?

Ifirst became aware of the phenomenon that is Mike Puto sometime around 1985. I realize that is long after Mike and his family began making their incredible contributions to the development and evolution of Marathon as a community, but seeing as I didn’t get here until 1984, I have an excuse.

I recall casting a ballot for Mike in the 1986 election for Monroe County Commission. Mike was already a fixture in the Keys, and he gave us the chance to have Marathon represented on the commission (something that is still a good idea). Back then, Mike was a comparative youngster, sitting alongside his fellow commissioners like John Stormont, Gene Lytton, Doug Jones and the venerable Mayor Emeritus Wilhelmina Harvey. Mike did well on the commission, earning the respect of his fellow commissioners to be voted mayor of Monroe County. He was – and I believe still is – the youngest county mayor ever to serve in the Keys. And he still holds the record, with no one even a close second, for being the most photographed official in Florida Keys history. Henry Flagler is jealous to this day — and let’s not even mention Bum Farto!

I got my feet wet in local politics back then, and in those days, the county commission was Marathon’s government (the city didn’t incorporate until 1999). Also in those days, there were no restrictions on the hours local establishments could serve or sell alcohol. There would be five or six bars in Marathon that would stay open 24 hours a day. At times back then, there weren’t any convenience stores open 24 hours on a consistent basis. It really was a different time back in the 1980s.

Some puritanical streak in John Stormont caused him to go after Keys bars and nightclubs, citing their horrible evil influence on society in order to justify his proposed ordinance that would have closed all Keys bars at midnight. Midnight!!!

Just knowing the Keys of today, people can only imagine the hue and cry of bar patrons and all those people who made their livings in local watering holes. At the time, I was a full-time musician at the Brass Monkey, a club that has outlived nearly all of that commission, and I was on the verge of losing my job if the Monkey had to close at midnight. I became part of the opposi-

tion and ended up speaking in front of the commission at all three public hearings. While we didn’t keep the bars open 24 hours, we did manage to get a compromise closing time at 4 a.m. Oh well… After his four-year county commission career, Mike went on to do many things: fire chief, emergency manager, city manager, board member for just about everything that has a board, tireless volunteer and community booster. Currently, Mike serves as president of the Marathon Rotary Club, a club of which he’s been a member since Moses brought down the tablets from the mountain.

Just last week, Mike celebrated his 75th birthday. Ya gotta love it. It’s HUGE. Jeez-o-Pete! If there is a tape at 11, it will be about how long can you tread water. Seriously, Mike, happy birthday, and many, many more! You’ve been a friend and supporter of this community your whole life, and you’ve been a friend to me for decades. Three quarters of a century and still going strong!

The music world lost one of the best guitarists ever with the passing of Jeff Beck at 78. From the Yardbirds to the Jeff Beck Group to his solo works and collaborations and contributions with other artists, Beck covered an amazing amount of musical ground in a nearly 60year career. I was fortunate to have seen him perform a double-headliner concert with Brian Wilson back in 2013, and I knew I was in the presence of so much greatness that night. DONNA BABBE

1960-2022

Donna Babbe passed away on Dec. 23, 2022, at home with her loving family by her side.

Donna was born in Kankakee, Illinois, to Harold and Edna (Goodchild) Lowery on July 16, 1960.

She moved to Naples, Florida, and married the love of her life, John Babbe, on July 10, 1994. They had four beautiful children: Carma Mathy, Marc Mathy, Danielle Thie and Tiffany Nieslanik.

She was an office manager at Accurate Elevator for over 20 years before retiring in June 2021.

Donna was predeceased by her parents, Harold and Enda Lowery; her brothers, Larry and Bob Lowery; and her sisters, Linda Evans and Patty Denham.

Donna is survived by her husband, John Babbe; her children, Carma Mathy, Marc Mathy, Danielle Thie and Tiffany Nieslanik; her brothers Sonny Lowery and Jimmy Lowery; her sisters, Joann Wheeler and Nancy Lowery; and her grandchildren, Aidan Lochen, Brandan Lochen, Isabell Nieslanik, Errol Nieslanik and Ender Nieslanik.

Donna was a loving mother, wife and friend to so many. She will be forever missed.

A service was held on Jan. 14 at Allen-Beyer Funeral Home.

Health department appoints Mark Roby as director of nursing

The Florida Department of Health in Monroe County recently appointed Mark Roby as its new director of nursing.

“We are so excited to welcome Mark Roby to the Monroe County Department of Health,” said Carla Fry, assistant county health administrator. “Mark brings a wealth of experience in executive leadership and nursing to the position. He will be a terrific asset as we continue to enhance public health services throughout the county.”

Roby started his nursing career over 25 years ago as a cardiac telemetry nurse after graduating with a bachelor’s degree in nursing from George Mason University in Fairfax, Virginia. In addition, Roby holds a bachelor’s degree in psychology from Virginia Tech, an MBA in human resource management from the University of Phoenix, a master’s degree in nursing education from the University of South Florida, and a doctorate in nursing practice from Capella University.

Roby has served as a nurse manager and educator in a variety of settings, most recently serving as dean of sciences and nursing at the College of the Florida Keys.

Marathon Library to play host to master flutist Master flutist and lecturer Galen Abdur-Razzaq will give a performative talk called “Jazz and the Civil Rights Movement” at 2 p.m. on Thursday, Jan. 26 at the Marathon Public Library, 3490 Overseas Highway. Abdur-Razzaq studied at Berklee College of Music and holds a master’s degree in education and performing arts from Rutgers University. Seating is limited for this free event. City of Marathon to conduct road elevation survey

Later in the month of January, specialized vehicles bearing the Wood insignia will be driving Marathon streets collecting LiDAR data to evaluate the city’s road elevation. The effort is part of a larger strategy to strengthen and harden the city’s infrastructure and facilities in accordance with anticipated sea level rise and/or storm surge and flooding.

Woods Environmental and Infrastructure Solutions Inc. is performing the survey for all of Monroe County’s incorporated areas, starting in Islamorada. Crews will be setting up the control survey for Marathon in late January through early February.

Residents may spot the mobile LiDAR chevron targets either painted or taped onto city streets. These targets are used in conjunction with data control points to stitch together the scans and build a model. The actual LiDAR data collection is set to occur late February through mid-March.

LiDAR stands for Light Imaging Distance and Ranging. The scans will reveal the topography of the Keys and potential low-lying areas of concern. Staff is already preparing to use the data collected to further additional road elevation planning projects.

Marathon Garden Club to hold annual January Jamboree

On Saturday, Jan. 28, from 8:30 a.m. to 3 p.m., the Marathon Garden Club, located at 5270 Overseas Hwy., will hold its annual January Jamboree. Local plant experts will be on hand to answer questions. There will be plants and orchids for sale as well as local vendors, jewelry, pottery, a huge rummage sale, food and fun. The jamboree will offer a chance to buy plants grown in the Keys that are specifically geared to the climate and soil conditions found in the islands.

Monroe County students can apply for study-abroad scholarships

The Experiment in International Living invites Monroe County high school students to apply for an exclusive 50% off Monroe County Scholarship. Students who are accepted will receive a scholarship to study abroad this summer on one of the Experiment's programs around the globe. The application deadline is Friday, Jan. 20. This marks the sixth year the Experiment has offered an exclusive scholarship for Monroe County, offering a range of scholarships and financial aid to recipients. In 2022 three Monroe County students received the Monroe County Scholarship, plus eight students who enrolled through Take Stock in Children received full scholarships to participate with funding provided by the Monroe County Educational Foundation and the Experiment. Coconut Crawl set to return in Key Colony Beach

The Key Colony Beach Community Association will hold its annual Coconut Crawl on Saturday, Jan. 21. The crawl will start at the Key Colony Inn at 11 a.m. and move on to four other sponsors: the Island Fish Company, Sparky’s Landing, El Molcajete and Havana Jack’s. Mosquito Control District announces tire

collection and disposal event

Officials with the Florida Keys Mosquito Control District (FKMCD) have announced the agency will collect and dispose of used tires free of charge for Florida Keys residents only on Friday, Jan. 20 and Saturday, Jan. 21 from 8 a.m. to 4 p.m. Used tires are prone to becoming prolific mosquito breeding habitats for several species of concern. Collecting the tires and properly disposing of them at a recycling facility will benefit all residents of Monroe County by physically removing hundreds of these habitats from the environment. Residents who have used tires can drop them off for disposal at FKMCD facilities at 18 Aquamarine Drive, Big Coppitt; 503 107th Street Gulf, Marathon; or 100701 Overseas Hwy., Key Largo. For the first time in more than two decades, Grassy Key’s Dolphin Research Center will usher in a new era in media and marketing with the retirement of Mary Stella, the nonprofit’s guiding hands in the department since 2002.

Stella’s draw to the facility began long before it was even known as Dolphin Research Center. She recalled first visiting dolphins at the property in 1963, when original owner and training pioneer Milton Santini would allow his audiences to jump in the lagoons and swim with the pod after each of his public presentations.

“It inspired a lifelong fascination,” she said.

That fascination grew throughout the years as her family became repeat visitors to the Keys, eventually purchasing the home she lives in now in 1978. She eventually developed her own successful freelance journalism, marketing and public relations business in the northeast while serving as a full-time caregiver for her mother, but found herself struggling immensely after her mother’s passing in 1998.

“I was sort of foundering,” she said. “I was like, okay, well, where’s my purpose now?”

Following short stints as a DRC volunteer and volunteer assistant in 2000 and 2001 – the facility had by that time changed hands to its present iteration – Stella made the decision to move to her family’s Keys home full time.

“(Volunteering had) changed my life … because I was here actively every single day, hands on, being part of the work,” she said. “It deepened my understanding of the DRC mission. … So I called the woman who was the volunteer resources director at the time and I said, ‘I’ll be back again this year. If there’s a job I can do, great. If there isn’t, I’ll volunteer until there is one.’”

Her faith in the facility and its mission was soon rewarded, as the facility’s media relations coordinator position opened in 2002, a few months after her move.

With no extensive marketing plan – or even a true budget – in place at the time of her hire, Stella would help guide the organization’s media and marketing strategies through 20 years of arguably the largest global shift in information consumption and advertising. True story: her efforts even included setting up one of Keys Weekly publisher Jason Koler’s first major local interviews, along with the first-ever Marathon Weekly cover photo of an adorable dolphin “kiss.”

“It was just amazing being able to connect with places and people immediately,” she said. “I think particularly when you’re in the field that we’re in, and our mission is to teach, learn and care, when you can do that by immediately being accessible to your audience, that’s a game changer.”

Asking Stella to brag on her professional and community accomplishments over the past few decades is, as we found out, an incredibly tall task. She maintains that her proudest moments were tied to widespread coverage sharing DRC research breakthroughs or mission-based stories revolving around manatee rescues and the facility’s work with veterans.

We learned after the fact that she served as a former chair of the Alliance of Marine Mammal Parks and Aquariums, and though she won’t take credit, Stella was an integral component of the facility’s daily Facebook Live streams that began during the COVID-19 pandemic – broadcasts that to this day have raised tens of thousands of dollars for the facility while featuring everything from massive donation match challenges to live streams of collaborative painting projects with the dolphins and renowned artist Wyland.

“Mary has been such an innovator during her 20 years here,” said DRC CEO Rita Irwin. “Acting as our voice … she helped amplify DRC's profile in our industry. She expanded our reach in the digital world. Her can-do attitude set the bar high and she will be greatly missed.”

Stella’s reach in the Marathon community goes well beyond the Grassy Key dolphin lagoons. For the many Marathon residents who enjoy the city’s dog park next to Rotary Park, you can thank Stella and the vocal group of citizens who spearheaded the project from the beginning until its opening in January 2010 –raising the necessary $27,000 with 13 fundraisers in six months along the way.

Though she’s celebrating the start of retirement without an exact agenda, Stella told the Weekly she’s looking forward to “being able to say ‘yes’ to more things that interest me” and crossing destinations off her “promise list” – “I never call it a ‘bucket list,’ because bucket lists have a deadline,” she said.

“I’m grateful to have spent the last 20-plus years living a life of purpose that’s not just about a paycheck,” she said. “I don’t want to have an aimless retirement that only serves me; I want there to still be purpose in it.”

The staff at the Marathon Weekly joins the DRC crew in wishing Mary – and her four-legged 24/7 companion Mia – a happy, healthy and welldeserved retirement.
