GAS PRICES FUEL CONCERNS LOCAL CAPTAINS AND TOURISM EXPERTS WEIGH IN

R

emember when 20 bucks could fill your little car’s tank more than halfway? Remember when 10 bucks could get you from Key West to Marathon, at least?

Those days are long gone, and economic experts don’t know when the pain at the pump will subside.

In the Florida Keys island chain, summer tourism depends on the drive-down market of people vacationing from elsewhere in Florida, as well as Georgia and the Carolinas.

But their travel costs have skyrocketed, with Florida’s average gas prices hovering around $5 a gallon.

The spikes are also a huge concern for local boaters, charter captains, dive boats and watersports companies.

“As the pain threshold of $5/gallon as the national average for gas has just been reached, there is likely to be some impact; we are just not sure where it will be felt or how deep,” said Stacey Mitchell, director of the Monroe County Tourist Development Council. “I’m confident the summer tourism season will remain steady, but I believe consumer price point behaviors have already begun to change. They still want to travel and are still planning summer vacations, but they’re having to make adjustments to spending habits.”

Mitchell pointed out that in prior economic “headwinds,” vacation rentals and other properties with cooking capabilities “provided intrinsic value, as meals could be prepared; the guest could stock their own bar, and folks bringing down their own boats could go snorkeling or fishing without hiring a private captain.”

“While still popular for the summer visitor, this year those gas and marine fuel costs as well as grocery bills have leveled the savings playing field,” Mitchell said. “In addition, if you’re a mom on vacation, going to Publix to buy groceries, unloading them and then preparing meals in a rental unit doesn’t quite feel like a real vacation — at least it wouldn’t for me.”

She said fuel costs and lodging rates could prompt some visitors to shorten their stays, curtail some attractions and watersport activities and eat at less expensive restaurants.

“As we look forward toward the Independence Day holiday and the busiest month for summer vacations (July), the TDC office will be closely monitoring consumer behaviors to determine what impact the current economic situation is having on our local economy,” Mitchell said.

Meanwhile, at the dock Captain Bill Giliberti is the owner of Marathon-based Top Notch Sportfishing. Though he says he increased the price of his charters in early 2022 to cover rising costs of fuel, bait and tackle, among other expenses, and says that most of his clients have understood, he wonders how far the increases can go before his clientele dries out.

“I increased my price, and my profit margins didn’t go up,” he said. “The thing is, where is the realistic breaking point where someone’s going to say ‘No, I’m not going to go charter fishing out of principle because I’m not going to pay that much money’?”

Though he’s in business to make a living for himself, Giliberti is conscious of the fact that most of his clients don’t understand his industry and may be visiting the Keys for a once-in-a-lifetime vacation – something he doesn’t want to derail with fuel bills for a boat trip.

In his mind, charters have a responsibility to inform their clients as soon as they decide to raise prices to allow for potential changes in vacation plans. And on his boat, if a client books a charter and he raises his prices between the booking and the scheduled trip, he only has one option: “I eat it.”

“If I give someone a price for something, that’s what it is,” he said. “I come from a middle-class family. We save up all year to go on a one-week vacation. If a family budgets their vacation to come down here, that extra $200 could be the breaking point to where they’re like, ‘No, we can’t afford to go.’”

With multiple boats in his High Caliber Sportfishing armada, Marathon Capt. Jimmy Gagliardini said each boat feels the pinch of the fuel hikes differently based on its engine configuration. He, like others, has recently raised his charter prices across the board to cover a portion of his rising expenses, but he’s also wary of a tolerance threshold for his potential customers.

“I’m fishing a half-day right now for $900,” he said. “Am I supposed to raise that price? At what point will people say no? I feel like I’m at that point now where it’s sticker shock.”

When it comes to fuel surcharges, Gagliardini said his increases don’t pass all of the extra expenses on to the customer.

“Going up $100 to go offshore dolphin fishing on a 31-foot Contender really doesn’t cover all the fuel,” he said. “Basically, I’m almost splitting it with them. So far, 100% have understood. I’m just trying to keep it somewhat reasonable to where I’m not overwhelming the customer with the cost and I can still make money.

“We’re doing the best we can just to weather it out. It’ll eventually go back down, but I don’t know when that will be.”

COUNTY SEEKS FEDERAL FUNDS FOR PROJECTS MONEY SOUGHT FOR CARD SOUND BRIDGE AND COASTAL STORM RISK STUDY JIM McCARTHY jim@keysweekly.com

onroe County commissioners unanimously approved a list of federal legislative priorities, which include U.S. 1 revetments and shoreline stabilization and Card Sound Bridge replacement planning, during a June 15 meeting at the Murray Nelson Government Center in Key Largo.

Keeping flood insurance premiums affordable, federal disaster-related funding and coral reef protection are among the other priorities the county hopes senators and representatives in Washington, D.C., will support.

An approved and signed 2022 federal budget included some $5.4 million the county requested to help fund a flood mitigation project for the Twin Lakes community in Key Largo. A flood-prone community, the project includes road elevation and new drainage, as well as stormwater collection.

Greg Burns, federal lobbyist for Thorn Run Partners who represents Monroe County, said it was the first time in a decade that Congress considered such requests.

U.S. Rep. Carlos Gimenez made the request on behalf of Monroe County.

“The congressman really did deliver for you,” Burns said. “We worked with your (county) team to identify Twin Lakes as something we felt was competitive for funding.”

Now, county officials are hoping Congress will be willing to grant more requests as it begins work on a 2023 budget. The county’s new appropriation requests to Congress include $1.8 million for planning, design and engineering for a Card Sound Bridge replacement project. It’s one of 26 bridges that Monroe County maintains, and one of two evacuation routes from the Florida Keys to the mainland.

Constructed in 1969, Card Sound Bridge is scheduled for replacement to ensure the continued safety of the route. Monroe County is requesting funding for 80% of the estimated cost for the planning, design and engineering phase of the project. The remaining 20% of the estimated cost will be funded locally.

County officials are also hoping to secure $1,040,000 in federal funds for planning, engineering and design for U.S. 1 revetments and shoreline stabilization por-

tion of the Monroe County Coastal Storm Risk Management Project. For the past few years, the county has partnered with the Army Corps of Engineers on a feasibility study, using previously approved hurricane supplemental funding from Congress, to propose storm damage mitigation strategies.

The planning, engineering and design phase cost is shared, 65% from federal funds and 35% non-federal money.

The county is working with the Florida Department of Transportation, the owner of U.S. 1, to assist with the non-federal costs.

“We’re excited to put these forward,” Burns said, adding that Gimenez made the two requests on behalf of the county. “We don’t know if either are funded yet. Congress is just beginning the work.”

In addition to supporting a federal legislative agenda, the board of county commissioners approved an agreement totalling $80,000 with Thorn Run Partners for federal lobbying services on behalf of Monroe County. The terms of the agreement end May 31, 2023.

Other county priorities include making changes to the National Flood Insurance Program (NFIP) by limiting annual rate increases to no more than 9% per year for policyholders.

Right now, those rates could increase 18% per year, Burns said. Congress will need to reauthorize the program, which expires Sept. 30.

“Many people see NFIP as being completely broken,” Burns said, adding that President Biden’s administration recently released a proposal that would change the program.

“This is not a partisan issue. It tends to be dependent upon how significant flooding can be in your community.”

Coral restoration is another federal legislative priority for Monroe County. Burns said the federal government has invested around $30 million annually over the past 20 years, but the health of coral is still declining. Burns said he’s working to help pass Sen. Marco Rubio’s Restoring Resilient Reefs Act, which would propose more investment for restoration and more funds for emergency coral restoration.

“The status quo hasn’t worked over the past 20 yeras,” Burns said. “It just hasn’t worked. Congress has the opportunity to help and save what we have left. This is the best chance right now to get this bill passed.”

Burns added that the entire Florida delegation supports this bill.

In other matters, the BOCC received the final technical results of a roads study. A presentation showed a final estimate of $1.6 billion to adjust roughly 311 miles of road in unincorporated Monroe County that are vulnerable to sea level rise by 2045.

“When looking at potential adaptations to the county’s road infrastructure, this process determined which roads are vulnerable by 2045, how high they need to be elevated, and when they need to be elevated,” said Monroe County Chief Resilience Officer Rhonda Haag.

A variety of funding sources, such as grants and infrastructure sales tax initiatives, will be needed to pay for the projects. Monroe County officials say they are researching options for funding sources for these large-scale resilience projects, including the state’s “Resilient Florida” program.

The county is about to move forward with the construction of the pilot road elevation projects in the Twin Lakes subdivision in Key Largo and Sands subdivision in Big Pine Key using grant funding. Stillwright Point in Key Largo will begin its design phase under a state grant.

MIAMI MAN ARRESTED FOR CATCHING 62 LOBSTERS OUT OF SEASON

lorida Fish & Wildlife Conservation arrested a Miami man who was reportedly found on June 12 with more than 60 out-of-season spiny lobster tails, of which 32 were undersized.

Randy Sanchez Tapia, 30, was arrested and charged with a number of misdemeanors for catching undersized lobster tails and catching them all out of season.

The incident took place across from FWC’s Whale Harbor station on June 12 around 6 p.m. Officer Liam Rodriguez was on routine water patrol in Whale Harbor Channel when he stopped a man who was snorkeling along the shoreline without a dive flag. The officer conducted a resource inspection when he found the man, later identified as Sanchez Tapia, to be in possession of 62 spiny lobster tails, of which 32 were undersized tails.

Jason Rafter, public information officer with FWC, said the man was located right across the channel from FWC’s station at Whale Harbor.

“We’re always looking over there,” he said.

Rodriguez placed Sanchez Tapia under arrest. He was booked in the Plantation Key jail.

On Duck Key, a Marathon man was arrested on June 11 for possession of undersized and out-of-season spiny lobster. FWC said investigators were on water patrol in an unmarked vessel when they noticed a subject snorkeling among the rocks adjacent to U.S. 1. Investigators said they saw the man, later identified as Rafael Larduet Carrion, 43, catch multiple spiny lobster on the bayside near MM 60, smashing them against the rocks and placing them in the rocks along the shoreline.

Later, FWC investigators observed the man retrieve the spiny lobster while still in the water and separated the tails from the carapace by twisting them off. When the man left the water, FWC stopped him and conducted a resource inspection. The man pulled six wrung spiny lobster tails from underneath his shorts.

He was taken to Plantation Key Jail. In addition to the out-of-season and undersized charges, investigators charged the man with wrung tails and no measuring device in the water, both separate misdemeanor charges.

SHERIFF RAMSAY ON GUN LAWS, UVALDE, ACCOUNTABILITY

‘I HAVE NO SYMPATHY FOR OFFICERS WHO FAILED TO ACT’ MANDY MILES mandy@keysweekly.com

heriff Rick Ramsay has spent more than 30 years as a law enforcement officer in the Florida Keys, and the past decade as the county’s sheriff.

The most decorated deputy in the history of the Monroe County Sheriff’s Office, Ramsay is proficient with firearms and knowledgeable about gun ownership.

Following the “heinous” mass shooting that killed 19 little kids and two teachers in Uvalde, Texas on May 24, Ramsay spoke at length with the Keys Weekly about gun laws, school security and mass shootings in America.

Ramsay is In close contact with Monroe County School District officials regarding “hardening” efforts to improve security at Florida Keys schools.

As reported by the Keys Weekly last week, he has urged the district to invest in enhanced fencing around schools rather than 6-foot chain link fences that can easily be scaled by the 15- to 19-year-old males who typically commit school shootings.

But fences aren’t foolproof and Ramsay had plenty to say about the Uvalde devastation, gun laws, background checks, video games, mental illness and parental involvement.

SHERIFF ON GUN LAWS “Here in Florida, I can go buy an AR-15 legally.

I go through the legal process, the background check. The state knows I have it. But then I can sell it to absolutely anyone. No waiting period. No background check. No knowledge of the person’s mental health history.

“The easy answer is to take everyone’s guns away, but such laws are only followed by lawful people.

“I’m completely in favor of a 10-day waiting period and a minimum age of 21 to get an assault rifle. I’m also in favor of more intensive background checks, and of closing the loophole that allows anyone — no background check or waiting period — to buy an assault rifle at a gun show or from a private seller.”

“Almost every one of these heinous events has been preceded by red flags. I’m very concerned about the confidential nature of these threats and prior investigations into someone’s mental illness.

So no one ever knows until something horrible happens. All that information comes after someone has already committed a devastating act.

“We have to have a better ability to identify mental illness so we can do realistic threat assessments.

“There’s a lot we can do, but unfortunately, it’s become so politicized that we can’t resolve what’s in the best interest of kids and public safety. I’m all about looking at all factors on all levels, including waiting periods, background checks, closing loopholes, and raising the age to 21 for assault weapons.”

SHERIFF ON UVALDE MISTAKES “It killed me seeing those officers outside an elementary school arguing with and handcuffing parents for no lawful reason. Any parent is going to risk their life to save their kid. I have no sympathy for those officers who failed to act. It was horrific and paints a bad image. The chief made a terrible decision. There was poor leadership from the top.

That chief should have been fired immediately, or at the very least, suspended without pay pending an investigation and THEN fired. Every officer who failed to act should have action taken against them. They’re not expected to comply with unlawful orders from a superior. And the order to do nothing was not a lawful order.”

SHERIFF ON PARENTS, KIDS, VIDEO GAMES “There’s been a collapse in the family structure.

Kids are turning into loners with no social skills and no responsibility.

“We need some type of age restrictions or censorship on violent video games that teach kids to aim and shoot guns and take a life without giving it a second thought.

“Parents need to be more accountable, more involved and more aware. They need to ask questions and should be cloning their kids’ phones and computers to see what they surf, post and who they talk to. The kid doesn’t like it? Too bad. The parents are paying for the phones.

“Back in the ’80s, kids would rather have the police called on them than their parents, who would be embarrassed to have to come to the police station when the kid screwed up. Today, the parents get mad at law enforcement and threaten to sue us.

They reinforce bad behavior and assure their kid that mom and dad will fix it and that nothing is ever the kid’s fault.

“So many kids today have no real curfews, social skills or responsibility. Every time we see these breakdowns in family structure, there’s red flags involved. Mental illness and bullying are too often a problem, and parents have to give us this information when they see these red flags.

“We all have to start rowing in the same direction if we’re going to make any meaningful changes.”

MAN WHO ALLEGEDLY DRAGGED GIRLFRIEND WITH TRUCK RETURNED TO MONROE COUNTY

A

Tavernier man arrested last year for reportedly dragging his girlfriend with a pickup truck returned to Monroe County on June 10 to face charges of attempted murder and aggravated battery.

Scott David Alan Hedger, 41, was arrested during the early morning hours of Sept. 14, 2021 after he allegedly dragged his 28-year-old girlfriend some 1,038 feet with his vehicle, following an argument on Broadway in Tavernier. He was initially charged with leaving the scene without rendering aid, driving with a suspended license, failure to report an injured person and failure to register as a convicted felon.

Hedger was taken to jail and subsequently posted a $50,000 bond.

According to the sheriff’s office, major crimes detectives later interviewed the victim at the Kendall Regional Medical Center and obtained additional warrants for attempted murder and aggravated battery last October.

U.S. Marshals Service helped in locating Hedger for the additional charges. He was arrested in Pasco County last October on a warrant out of Monroe County. He faced additional charges out of Pasco County for weapons and stolen vehicle charges.

An investigation into the September 2021 incident by the Monroe County Sheriff’s Office found that the woman was standing on the step bar of the truck while Hedger was sitting in the driver’s seat during the argument.

Deputies say Hedger put the truck in reverse, causing the woman to fall and get stuck between the step bar and the truck. According to the investigation, Hedger continued in reverse and put the truck in drive and dragged the woman.

Deputy Jason Farr eventually found and stopped Hedger in his pickup on U.S. 1.

E

dward R. Lowe was born circa 1882 and first arrived in the Florida Keys following the conclusion of the Spanish-American War. During the war, he served as a medic. He showed up in the Keys as a teenager, and his time on the islands was nothing short of colorful.

Though he studied law and medicine, he never earned a formal degree in either discipline. It did not stop him from becoming “Doc” Lowe. In 1910, during the construction of Henry Flagler’s Over-Sea Railroad, he was placed in charge of the Marathon hospital erected to tend to railroad workers. He also served as the local coroner. 1910 was a busy year for Lowe, who, on Sept. 3, was commissioned as a justice of the peace, too.

Lowe did not always live in the Keys, and after his work with the railroad, he moved to the Miami area.

In 1915, he ran for chief of police and lost. When he moved back to the Keys, he settled in the Key Largo community of Tavernier, where he became a man who wore many hats. As an officer of the court, Lowe became acquainted with Robert Toombs Smith after meeting at a murder trial held in Jacksonville. The two became friends,

and over several summers during the mid-1920s, Doc Lowe and his family began vacationing with the Smiths at their family homestead.

During Prohibition, the Smith property served as a distribution portal for rum runners and bootleggers. A telegraph operator would alert Smith whenever a shipment of booze was coming in from Nassau. Shortly after that, rum runners would come up Mullet Creek, in the Indian River area where the 159-acre Smith homestead had been established, and unload their contraband.

In a taped interview conducted

by Ken Knudsen in 1990, Captain Bill Smith, the son of Lowe’s friend, said, “Sometimes there would be as many as 50 cars parked on our property waiting to get loaded up.” Smith said he saw over $1 million in cash move across the family’s kitchen table. According to Captain Bill, Doc Lowe enjoyed the Smith family’s corn whiskey.

Bill and his brother John became charter captains licensed by the Coast Guard in 1928. Later that year, Doc Lowe contacted the Smith boys to say he needed a couple of charter boat captains to work at his new Tavernier club. Doc Lowe, who operated a “professional and businessmen’s” club in Coral Gables, opened a secondary location in the Keys where he could entertain his members. When the Tavernier club opened, it was a twostory house on a piece of oceanfront property near the Leonard Lowe family – the two Lowes were unrelated.

Captain Bill went on to work for Doc Lowe until he left the Keys in 1930. Doc Lowe and his club continued to operate, as was detailed in the December 1931 issue of Motor Boat Magazine:

“Capt. Doc Lowe will be found a regular fount head of information on boats, tackle, and places to go. All sorts of fishing tackle, boats, in season, can be secured. Capt. Eugene BRAD Lowe is also a reliBERTELLI able guide. Doc was wounded in the head, maybe seriously. But they finally told us of the four of them taking turns holding the baby and clinging to a tree for four hours, before they were able to make their way to the Prevo bungalow.”

The Lowes remained in Tavernier after the storm, and, in 1937, Doc built a modern real-estate office, at which point he was wearing the hats of a real estate agent, justice of the peace and local historian. Lowe was elected president of the Florida Association of Justices and Constables in 1939. It would not be the last of his political aspirations, and he ran for state senator in 1946.

In one of his political advertisements, he said: “I have an unlimited and unsatisfied curiosity, always wanted to know what made the wheels turn and what caused them to click. As a result, I have attended each session of the Legislature for the past 14 years to study its mechanism or modus operandi as they would express it. I found that there were wheels and wheels within wheels, and that they all turned mighty. But more often than not, there was just a whir and not a click.”

Edward R. “Doc” Lowe suffered a stroke in 1951 and died at 70 years of age on June 10, 1952. He left behind his wife Ellie and son Claude. Doc Lowe was buried at Miami’s Woodlawn Cemetery.

A

lzheimer’s Association’s Brain Bus made its way to the Florida Keys this week to help local families whose loved ones are facing Alzheimer’s and other dementia. The bus is journeying throughout the island chain to help families navigate new diagnosis and access local resources.

Roughly 580,000 residents in Florida are diagnosed with Alzheimer’s disease. In Monroe County, more than 11% of adults over the age of 65 are living with Alzheimer’s disease.

Unique to Florida, the Brain Bus program travels the state providing dementia education and resources to underserved communities.

Those stopping by the bus are receiving everything from the 10 warning signs and symptoms to the MIND Diet, or Mediterranean Diet Intervention for Neurodegenerative Delay. Developed by Rush University Medical Center, researchers say it can reduce the risk for Alzheimer’s disease. Those following the diet strictly reduce the risk by 53%. Foods include green leafy vegetables, berries, olive oil, wine, beans, whole grains, poultry and fish.

“There are so many people battling Alzheimer’s and dementia right here in Florida, but many of them do not have easy access to educational programming or support,” said Rob Harris, Brain Bus driver and program manager for the Alzheimer’s Association.

Harris, who’s been with the Alzheimer’s Association for six years, said the Brain Bus allows people to stop by, sit inside a comfy RV and talk.

“I had one person whose mom moved here from Ohio, and they noticed signs,” he said.

The Alzheimer’s Association Brain Bus, in partnership with Monroe County Coalition, made its first visit in Key Largo on June 14. The bus then drove to two stops in the Southernmost City, at Frederick Douglass Gym on June 14 and Key West Housing Authority on June 15.

The bus will head to Bernstein Park, 6751, Fifth St., Stock Island on Thursday, June 16 from 4 to 8 p.m. and then to Marathon Community Park from 11 a.m. to 12:30 p.m. on Saturday, June 18.

Program staff will be available to help families navigate a new diagnosis, access local resources and answer questions.

For questions, residents can call the Alzheimer's Association 24/7 Helpline at 800-272-3900. Alzheimer’s Association’s trained dementia specialists can offer support, information, referrals and care consultations. They’re also able to speak with constituents in more than 200 different languages.

UNITED BY WATER Florida Keys well-represented at UN World Oceans Day

T

he ocean matters.

Obviously, living here in the Florida Keys, we know this.

In fact, the importance of our local environment is one of the things that most everyone – regardless of political leanings and beliefs – knows to be true.

I didn’t have to go to New York City for World Oceans Day at the United Nations for someone to tell me this. Nevertheless, while that international celebration of all things blue did lend itself to some general declarations of the ocean’s importance, I was grateful and heartened to see some issues important to us here in the Florida Keys on the agenda and some familiar faces suggesting global solutions. I am happy to share those with you now.

The most obvious and critical discussions centered around coral, and how to help reefs survive warming oceans. According to NOAA, nearly all coral reefs around the world will be threatened by 2050. Local and global pressures, from overfishing to ocean acidification, are to blame.

This doesn’t bode well for us in the Keys, where our coral reef – the third largest barrier reef in the world – underpins our entire island economy. NOAA estimates that the coral reefs in southeast Florida have an asset value of $8.5 billion. They generate $4.4 billion in local sales, $2 billion in local income and 70,400 full- and part-time jobs.

Because we are a tourism-based economy, the United Way estimates that some 60% of our Keys residents depend on the marine environment for their livelihood.

Naturally, many tourists and visitors choose the Keys as their destination of choice to share in our 360-degree access to the ocean.

From fishing to boating, sunset sailing to scuba diving, there’s a little something for everyone on the rock. For locals, we also realize that our coral reef supports the hotels, restaurants, shops and other businesses that employ so many of us. We need a healthy reef and a sustainable ocean economy in order to keep the Keys going.

Therefore, when our oceans aren’t healthy, it’s also a problem.

There’s less coral and fewer fish. Less life underwater means fewer tourists coming to visit. Everything and everyone suffers.

At World Oceans Week at The Explorers Club, an unofficial, weeklong celebration that sandwiches the single-day event at the United Nations, I ran into David and DeeDee Vaughan, of Plant a Million

Corals. The former, a coral restoration legend and savant, spoke on a coral futures panel alongside Florida Aquarium, Kaust University from Saudi Arabia and the Global Fund for Coral Reefs. All speakers anchored their talks around the hope they still have for coral around the world, but Vaughan stunned the audience by describing his work in the Keys.

Finally, on the Thursday of World Oceans Week, I enjoyed learning more about blue carbon and the incredible mangrove. A 2018 study indicated that, pound for pound, mangroves can sequester four times as much carbon as terrestrial rainforests. That’s right – all those endangered, protected mangroves that line our coasts in the Keys are doing us a huge favor by storing excess carbon from the atmosphere into the soil beneath their roots. They also help strengthen our shorelines against storm surges, wave damage and sea-level rise. Global mangrove restoration efforts are becoming critical to keeping coastal communities like ours safe.

So there you have it: coral restoration, ocean technology and mangrove protection. Three leading ocean issues that we know well here in the Keys being discussed on the biggest blue stage in the world. I hopped on my flight back to Miami grateful for the international renown that science being conducted right here is receiving, and with a renewed commitment to our local environment. Together, the future will still be blue.

I grew up in a small farm town where after high school most of the kids either worked on the farm for their family or in factories in nearby towns. My dad always told me to stay in school until at least an undergraduate degree was accomplished. If I hadn’t listened to him I probably would still be living in Illinois and not the Florida Keys.

Proudest dad moment thus far? I don’t really have a particular moment I can pinpoint as the proudest. I’m proud of my kids’ accomplishments every day.

Best advice you’ve ever gotten from any dad? My father has never really told me directly but rather has shown me the importance of family and what it means to me to be a father figure. I only hope to be to my boys, what he has been to me – my best friend.

Proudest dad moment thus far?

When my oldest son walked up to his mother and I and said how much he loves his younger brother. There is no better feeling to a father than to see his two boys loving each other.

Best dad joke you’ve told or heard?

I thought the dryer was shrinking my clothes. Turns out it was the refrigerator all along.

My mother was a fabulous cook. My friends would "show up" around dinner time and since we almost always ate as a family, my dad would always say "Are you here to see Jim or you just hungry?” Even if I wasn't home, they would show up — I would come home and they would be sitting at the dinner table eating with my family.

She then asked how many were looking forward to changing diapers, late night feedings and cleaning spit-up. I don’t recall many hands going up. She said, “If you aren’t involved in your child’s life early on, don’t expect to jump in when it’s fun.” Good advice.

Proudest dad moment thus far? We were vacationing in the Keys when the boys were in grade school and Noah wanted to catch an iguana. He asked if he caught one, could he keep it and take it home. To quiet him down we said “Sure.” Lo and behold, he and his brother caught an iguana one night (I may have helped). The next morning Julie was surprised, and the parental backtracking began. Nothing we said about how hard it would be to keep it as a pet would sway Noah. Finally, Matthew said “Noah, what would Jeff Corwin do?” Noah thought hard and said, “Keep the iguana for a day and let him go free.” And that’s what happened.

So, we’re partially responsible for the iguana population in the Keys…

Best dad joke you’ve told or heard?

All my dad jokes are good so it’s tough to choose. Did you hear about Sir Elton John? He was lonely so he got a pet bunny. The bunny began to gain weight and Elton bought a treadmill for the bunny to use. Now “It’s a little fit bunny.” (I sing the punchline like Elton would, that’s what makes it a great dad joke and my boys always cringe…)

D

ancer and choreographer Jake Craig is going places. For the women who know him best, his mother and his coach, his success is not surprising.

"He's just super naturally talented and then he has the work ethic to pick up the training," said Stephanie Zlockie, Jake's dance instructor and the owner of On Your Toes dance studio in Tavernier. The studio is Jake's second home; Zlockie is like a second mother.

"It's crazy. She's his other mom.

She's our family," said Jake's mom, Jenn Nieder, choking back tears describing the unbreakable bond the three now share.

For the last decade, Jake has rehearsed five to six days a week, sometimes 20 hours a week, perfecting his moves. From ballet to hip hop to jazz, he does it all, flawlessly. "I owe my entire love for dance, my entire process, my growth, my artistry, I owe it all to Stephanie," he said.

"Anytime you have a male dancer who has focus and talent, you push it because they are few and far between," said Zlockie of her protégé.

That focus, talent and resilience are paying off for the 18-year-old Coral Shores High School graduate. Jake was accepted to Pace University in New York City, where he plans to study commercial dance. He was awarded

the President's Scholarship, granting him $108,000 over four years at the private institution.

"I did have options,” he said.

“There's a lot of really, really good dance programs in this country, but I just thought this one would be the best for me and it's in New York, so that's a plus."

The scholarship Jake received, although substantial, will not nearly cover the entire tuition at Pace University. But his Upper Keys community was not about to let him down. "He's the kind of guy that you want to get behind," said David Feder, president of Islamorada Community Entertainment (ICE), a non-profit organization.

For 28 years, ICE has been granting art enhancement scholarships to local students. "One of our donors, who is extremely generous, was willing to cover the deficit. So now it looks like our commitment is going to end up being $31,000 a year for four years," said Feder.

Heading to New York City to study dance is the next natural step for Jake.

He's worked for this his entire life.

"It all started with Dance Moms," said Nieder of her son's early interest in dance. "He was watching Dance Moms and poring over Dance Moms and learning how to do all this stuff but he had never taken formal dance classes. Believe it or not, I have a picture of him when he was 2 years old

doing the splits."

Jake's family moved to Key Largo from Chicago when he was 8 years old. Nieder quickly signed her son up for formal dance training at On Your Toes. Zlockie instantly saw something special in him, spending several years taking him to competitions around the country.

"It's not just me who thinks he's great. These people are noticing him out of a room of 150 dancers," said Zlockie.

Success did not come without sacrifice. Lessons and competitions are expensive. Costumes, fees and travel expenses can add up to more than $1,000 per event. But Nieder, a single mom, was not deterred. She worked two jobs to support her son's dream.

"I also have cleaned the dance studio every Monday for the last six years to help pay for dance," she added.

UPPER KEYS WEEKLY / JUNE 16, 2022 When he wasn't dancing at On Your Toes, Jake was busy managing and choreographing moves for the Coral Shores High School dance squad, the Canettes.

In his junior year, he filled in for a Canette who was sick. "I think that was the moment that I realized that I wanted to be on the field dancing, ‘This is really, really fun,’" he said.

Jake was the only male dancer on the Coral Shores High School squad.

Until recently, he was also the only male dancer on the On Your Toes competition team. He admits that it was difficult, especially in middle school, having a passion for something that others may have viewed as unconventional. Because of that experience, Jake now goes out of his way to mentor a young male dancer at On Your Toes. "I just want to make sure that everyone feels like they belong."

Looking forward, Jake is not sure where his talent will ultimately lead.

Broadway? Perhaps. Film? Maybe. But he is sure of one thing: the tireless support of his mother and dance coach along with the unwavering encouragement from the community has molded him into the confident artist he is today.

"There's opportunity wherever you make it," Jake said. "A lot of times people will blame living in the Keys for not being as great as they could, but I see it as it’s what you make of it."

obbi Burson, a teacher at Treasure Village Montessori Charter School in Islamorada, was recently named a winner of a 2022 Florida Charter Schools Champions Award. The school serves students from pre-kindergarten through eighth grade.

Burson won the award in the category of Florida Champion Charter School Teacher. Her state-level award is one of 25 presented in 2022 by the Florida Consortium of Public Charter Schools (FCPCS), the leading charter school membership association in the state.

For the ninth year, FCPCS received nominations in several categories, including charter school teachers, leaders, board members, innovators, pioneers and preferred partners.

“The Florida Consortium of Public Charter Schools is proud to honor so many of our outstanding charter school teachers, leaders, pioneers, innovators, preferred partners and governing board members,” said Robert Haag, the consortium’s president. “They represent the very best individuals who are working as part of the Florida charter school movement.”

Burson finds a way to reach even the most struggling students by making science fun and engaging. She incorporates hands-on learning opportunities and makes science come alive. On a daily basis she exemplifies the school’s motto: “Kindness Matters, Be A Good Human!”

Per Treasure Village Montessori’s website, Burson holds a bachelor of arts with a degree in environmental sciences from Southern Maine University. She also graduated with credits toward her master’s in education from the C.L.A.S.S. PDS program. She has a certification in middle grades sciences, middle grades English, exceptional students, as well as elementary education K-6.

For four years Burson worked as the laboratory supervisor for the Marine Lab of Southern Maine, studying the effects of using Porphyra yezoensis as a bioremediator for fish farming. Her previous position was as the seventh grade science/language arts educator for Key Largo School.

She joined TVM in 2012.

A

group of county officials and Harry Harris neighborhood residents walked out onto a revamped Wilkinson’s Point during a sunny, hot early evening on June 14. A celebration of a reinvigorated county park in Tavernier culminated in a ribbon-cutting with county commissioners and a walk around the park to view several completed projects.

Hurricane Irma’s arrival in September 2017 brought heavy damage to Harry Harris Park’s infrastructure and amenities, forcing closures of the jetty and Wilkinson’s Point. In 2018, county officials began to refurbish boat ramps and replace lighting at the ballfields.

By 2019, permitting began for the jetty, beach and Wilkinson’s Point.

A year later, walking paths and the basketball courts were resurfaced. By 2021, permitting for the beach, jetty and Wilkinson’s Point was finalized. Repairs on the jetty and Wilkinson’s Point began earlier this year.

“I hope the entire neighborhood enjoys this park, because this is spectacular,” Monroe County Mayor David Rice said.

Cary Knight, head of project management for Monroe County, said the celebration of reopening Harry Harris Park’s amenities was about teamwork following Irma. The county Facilities Maintenance Department did work in-house, while Suzi Rubio – executive assistant to Kevin Wilson, the assistant county administrator – was instrumental in carrying Wilkinson’s Point to the finish line. The architectural and engineering firm CPH Inc. helped bring the jetty project to completion.

“There are a lot of projects that we had to do over the last four years and we’ve learned a lot from that,” Knight said.

Harry Harris Park amenities include 11 pavilions, 34 picnic tables, playground, protected beach and swimming area, baseball fields and restroom access, among other things.

The pet-friendly park is free to local residents, while nonresidents pay a fee during the weekends, holidays and lobster mini season.

John Allen, Monroe County Parks and Facilities director, said Rubio was instrumental with the jetty and point projects.

“She has a passion for everything she does,” he said.

For those of you who follow us on social media, you may have seen that mom got a new dresser in our (her) room.

Coral and I have used this new treasure to make an obstacle course. We jump from the bed to the floor to the short dresser and then to the tall dresser. Sometimes we jump from the desk REEF down to our big round bed like little fluffy misTHE FOX siles. Mom said it’s “parkour,” whatever that means, but boy oh boy, it sure is fun.

We have some fun happenings this week in the Keys. First on deck is Thursday, June 16, in Islamorada. The Morada Way Art Walk is from 6 to 9 p.m. Enjoy a relaxing evening perusing local fine art, imbibing local craft beer and wine, listening to music and seeing your favorite people.

On Friday, June 17, Mangroves Matter Kayak Tour at Curry Hammock State Park takes place from 10 a.m. to 12:30 p.m. Go explore their mangrove tunnel with an optional sandbar stop.

This free, guided experience should not be missed when passing through the middle Keys.

GOVERNOR VETOES CONTROVERSIAL WATER SUPPLY BILL DeSantis: ‘Florida’s natural resources has been a top priority’ JIM McCARTHY

lorida Gov. Ron DeSantis vetoed a Senate bill that would have changed the equitable distribution of water from Lake Okeechobee south to the Everglades and Florida Bay. During a June 8 press conference in Fort Myers, DeSantis said he heard from many fishing guides and clean water advocates throughout Florida who voiced opposition to the bill over the past several months.

“Protecting Florida’s natural resources has been a top priority since my first day in office,” DeSantis said.

“The health of the Everglades, Florida’s springs, and so many other resources are the foundation of our communities and economy and play an important role in the everyday lives of Floridians.”

Halfway through the Florida legislative session in February, Senate leaders fast-tracked Senate Bill 2508, which included water-related policy changes that would be written into law. And some groups, including the Captains for Clean Water, believed the bill gave preferential treatment to the sugar industry. It was filed as a budget conforming bill, which allowed it to circumvent the standard legislative process and minimized opportunity for public input.

Captains for Clean Water applauded the governor’s decision to veto the bill. The group of guides, including those from the Keys, ventured to Tallahassee during session to inform legislators of the bill’s negative effects.

“Thank you Governor DeSantis for standing firm in your commitment to protect Florida’s waterways by vetoing Senate Bill 2508 — the bad water policy that would have reversed years of Everglades restoration and water quality progress, elimination of Lake Okeechobee discharges, and equitable distribution of water use, all in favor of Big Sugar,” said Capt. Daniel Andrews, executive director for Captains for Clean Water.

Per the Captains for Clean Water, legislation in its original form affected two critical components to solving south Florida’s water crisis. It undermined the new lake operations schedule (LOSOM) which is slated to reduce harmful Lake Okeechobee discharges by 37% annually and send three times more water south to the Everglades and Florida Bay. It also prioritized additional projects which could have diluted funding for the EAA Reservoir, the cornerstone project of Everglades restoration.

Chauncey Goss, South Florida Water Management District chairman, said the governor’s veto of Senate Bill 2508 is yet another example of his commitment to the protection of Florida’s water resources.

The Friends of the Everglades also lauded the governor’s veto in a message to its supporters.

“We recognized the hazard this bill would pose to fragile wetlands, water management and land preservation across Florida. It had to be stopped.

We issued a call to action to help us shut it down, and you did not disappoint.”

DeSantis was in Fort Myers to highlight the signing of the “Freedom First” budget and more than $1.2 billion for Everglades restoration. His office said Florida has DeSantis’ four-year goal with a total investment of more than $3.3 billion for Everglades restoration and the protection of water resources since 2019. The 2022-23 budget included $352.6 million for Everglades restoration.

“This legislative session was an opportunity to continue our momentum on the EAA Reservoir – a fundamental component of restoring the natural flow of water from Lake Okeechobee through the Everglades to the Florida Keys – and resulted in the funding needed to continue to drive this project forward,” said Everglades Foundation CEO Eric Eikenberg.

BRIEFLY Beat the Heat to douse kids Monroe County Fire Rescue (MCFR) will host five “Beat the Heat” events starting on Saturday, June 25 from 10 to 11 a.m. at Harry Harris Park in Tavernier. MCFR will be providing a gentle stream of misting water for children of all ages to enjoy in a safe and fun environment. It is a great way to meet your neighborhood firefighters, learn about fire prevention, and cool off from the summer heat. Children are encouraged to wear a bathing suit and water shoes, and bring a bottle of water and a towel.

“We love providing these annual summer events for children,” said Fire Chief Steve Hudson. “This gives kids a chance to cool off, have some fun, and meet their friendly neighborhood firefighters.”

Presentation scheduled on the Beatles in Florida The Florida Keys History & Discovery Center presents “The Beatles Come to Florida,” a lecture on Wednesday, June 29, presented by Scott A. Grant, owner of Investment Business, Standfast Asset Management, Ponte Vedra Beach. Grant is a pop historian and financial columnist, who studied economics and history at Cornell before working on Wall Street while earning a law degree from Rutgers.

Grant shares the fascinating story of John, Paul, George and Ringo on their first U.S. tour.

The Beatles made two trips to Florida as a group, both in the tumultuous year of 1964. The Fab Four frolicked in Key West and Miami enjoying the beach, Florida girls and yachts.

The Beatles, on the cusp of worldwide celebrity, met a young Muhammad Ali, unknowingly creating an iconic photoshoot. The second trip to Jacksonville told us a darker story. The Beatles struck a blow for civil rights, insisting that the Jacksonville Gator Bowl be desegregated for the first time. Florida resisted, but the Beatles won.

Cover and protect from mosquito-borne illness The Florida Department of Health in Monroe County (DOH-Monroe) and the Florida Keys Mosquito Control District (FKMCD) remind residents and visitors that it is important to "drain and cover” to prevent mosquitoes from breeding and biting. Everyone is encouraged to take simple precautions to protect themselves and their neighbors from mosquito-borne illnesses.

"While there is currently no active, ongoing transmission of mosquitoborne illness in Monroe County, residents and travelers should always take precautions to protect against mosquito bites. With the recent rain spells, take time to check your home and business for anything that collects water and drain it out after it rains. Check these areas frequently,” said Ysla Veliz, registered nurse and epidemiologist for the Florida Department of Health in Monroe County.

According to Andrea Leal, executive director of FKMCD, “We have seen an uptick in the mosquito population recently due to seasonal rains. A strong partnership with the residents and business owners in the Florida Keys is a vital part of FKMCD’s successful comprehensive mosquito prevention strategy. Every time a person dumps standing water or covers an open container, they are making a critical stand against mosquito-borne diseases such as dengue fever.”

To protect against mosquitoes, the public is urged to take basic precautions to help limit exposure. These include intact windows and screens and the use of air conditioning, keeping the area around your residence free from containers that collect water, wearing protective clothing, appropriate use of insect repellents after applying sunscreen, and spraying out bromeliads and croton plants on a regular basis. Residents are reminded to drain all standing water frequently and designate individuals to share this key responsibility within the business or household.

hen Susan AnderUkulele. CONTRIBUTED son was young, she sneaked into her sister’s closet and taught herself to play the guitar. Her older sister, like many older sisters, did not want Anderson to touch her things.

But Anderson was infatuated with her sister’s guitar. She used a guitar lesson book and stolen time to sit on the floor of her sister’s closet and teach herself.

In 2019, Anderson heard about the ukulele group at the JOY Center, taught by Sharon Hulkowski. Her friends had joined and told her how much much fun it was. Though she had not played the guitar for a long time, she thought, “I know how to play a string instrument, maybe I could learn the ukulele.” She joined the class that became known as Ukulele JOY. In 2020, during the COVID pandemic, Anderson spent many hours practicing ukulele. Her first ukulele was a soprano, the smallest of the six types. While practicing, she felt that it was too small because her fingers didn’t have much room to maneuver. She then tried a concert ukulele, the next size up, with more room to form chords, but has the same tuning as a soprano. During the pandemic, Hulkowski moved away and the class became leaderless.

The JOY Center program director asked Anderson to take over.

Like many other organizations, the JOY Center had been conducting Zoom classes, which it still does: Ukulele Joy was the first class to meet live with Anderson as the group’s leader, once again playing a soprano ukulele.

“When I was asked to take over the class,” Anderson said, “I thought, ‘I’m not really a teacher, I’m not really a musician, but leading the class will be a fun challenge.’”

Anderson’s goal over the past year has been to encourage members to become less shy so they can share their Ukulele JOY with others. Although practice does increase ability, people at all levels can enjoy belonging to the group. Ukulele JOY offers friendships, time out of the house and an affordable hobby, since the class is free.

“I have noticed that it is easier for me to remember names since I’ve learned to play the ukulele,” Anderson said. “When you learn something, it strengthens connections in your brain.”

Anderson said our community is full of people her age who do not want to spend all of their leisure time in bars, are on strict budgets and cannot afford events in Miami regularly. They want and need a place to connect with similar people, a place to keep engaged with learning. Anderson smiles as she says, “We may be old, but we are still curious.”

It is important the place be a permanent structure, Anderson said, because “It is hard to build a community unless people know where you are.”

Owners Lyndsay Peterson and Thomas Caito opened Seaside Eatery about six months ago. They have lived in the Keys for some time and finally grew so disappointed at the lack of food options here that they decided to be the change they wanted to see in the Keys food industry.

Their goal was to offer food that was thoughtfully crafted and uncompromising in its quality. They wanted to bring food that affected people in good ways and showed them that vegan food can be delicious.

Almost everything they offer is made from scratch, including dressings, sauces, hummus and even their falafels. They grow an abundance of herbs and vegetables in their own garden at home and sustainably source everything else. As if that wasn’t impressive enough, the flavors and textures in their dishes are so well-balanced. And you can literally taste the freshness. They offer breakfast and boba teas, as well as a variety of sandwiches, salads and wraps. Lyndsay’s bahn mi sandwich and the Key limeade are very popular, along with the honey dew boba tea.

This little wonder is located adjacent to Coco Plum Place at MM 98. Their hours of operation are Wednesday through Sunday, from 9 a.m. to 3 p.m. They also offer take-out.

Storm didn’t deter 270 anglers

T

he 8th annual Skippers Dolphin Tournament welcomed 69 teams and 270 anglers who competed for more than $80,000 in cash plus trophies from King Sailfish Mounts.

Team Dream Weaver, run by Brian Weaver and his seven anglers, entered the winner’s circle as they weighed in 57.5 pounds of dolphin.

Anglers included Cody Darbie, Tyler Kelley, Joe Marino, Sam Pence, James Simcic, Digger Rodame, all of Naples, and Austin Baxter of Bartow. The combined weight of their largest three fish, at 20.5, 19.8 and 17.2 pounds, won $26,080.

Anglers were allowed to weigh three fish on June 5 for the combined weight to determine the winners.

The potential tropical storm on June 3 did not deter anglers and friends from a kickoff party held inside Skippers Dockside restaurant in Key Largo. Although June 4 was a wash, teams rallied at Skippers Dockside once again for another great event.

The weather lifted on June 5, giving the anglers an almost calm day to fish.

Deep Green from Key Largo finished second in the tournament with a combined weight of 50.3 pounds. The team, which won $10,000, weighed in fish at 14.2, 15.7 and 20.4 pounds. Third place went

to team Chasin’ It, with anglers from Key Largo, catching a total of 40.3 pounds and winning $9,560. The largest fish, 29.3 pounds, was caught by angler Chase Caputo, winning him $5,000; the fish also won him first place in the junior angler category — for another $500.

Fourth-place team Dorados Locos brought home $5,040 with their catches weighing a total of 37.6 pounds. Dorados Locos’ Christopher Stark, of Chicago, caught the second-largest fish that weighed 26.3 pounds.

Fifth-place team was the Debaitable, captained by KJ Zeher with mate Pete Michalini. Anglers were Justin Baker, Jess Bright, Katie Lanigan, Mike Lanigan, Pete Michalini, Tom Walsh, Mike Walsh and Nick Zeher, all of Delray Beach. They caught a total of 35.3 pounds to win $2,520.

Nick Zeher caught the third-largest dolphin, weighing 22.8 pounds.

Heather Born, fishing on Deep Green, won $2,000 for Ladies Largest Dolphin with a 20.4-pound fish. The second-largest fish for a lady angler was a 13.1-pounder caught by Judy Ptashinski of Bonita Springs.

went to Aydan Harman, of Phoenix, Arizona, who won $250 with an 11-pounder. Third-place junior angler went to Andy Cone of Tavernier with a 9.8-pound dolphin.

Largest other species fish winners each took home King Sailfish trophies and $750. They include Miller Time’s angler Neil Carlson, of Key Largo, with a 10.8-pound kingfish; Deep Green’s angler Andrew Atwill, of Key Largo, who landed a 15.5-pound wahoo; and Washed Up’s Matthew Fernandez, of Miami, who caught a 13.8-pound tuna.

Skippers Dockside Restaurant showcased its fabulous food for the kick-off party, which was sponsored by Gus’ Toy Box and Contender Boats. The awards party included smoked brisket, pulled pork with all the fixings and desserts.
