ey West city officials heard some pushback from community members on June 7, when they voted 6-1 in favor of a resolution demanding that the U.S. Congress and the Florida Legislature “enact common sense gun legislation including (1) mandatory background checks and training for every firearm purchase in the United States, (2) removing highcapacity magazines and assault-style weapons from our streets, and (3) making gun trafficking a federal crime.” The resolution passed, with Commissioner Billy Wardlow dissenting, but only after four people spoke against it. “The things you’re saying are not factual. There’s no such animal as an AK-15 and a magazine is just a box that bullets come in,” said Charles Meier, a U.S. veteran and firearms instructor who lost his leg in the Middle East. He was referring to Mayor Teri Johnston’s misstatement

on a recent radio interview that misidentified the AR-15. “You’re not doing anything with this resolution. It’s a knee-jerk reaction,” Meier said. Key West resident Steve Akaila also spoke against the resolution, saying, “the problem with these resolutions is that the definition of assault rifles is a political one, not a factual one. The reality is that everyone wants to do something about violence in communities. And Uvalde was a tragedy, but the police stood outside for an hour.” Former city commissioner Margaret Romero, who’s running against Johnston in the mayor’s race, called the gun control resolution “the metoo bandwagon. It’s like ‘me too, me too.’ But other people are working on this and if people in Key West wish to contact the state and federal legislators, that’s fine. I think we’re all concerned with illegal guns, but I’d like us to focus on the agita in our planning and building department. Why do we have three city directors leaving? We can’t write legislation that exceeds the state, so let’s try to focus on what we can change here in Key West.” To finalize the gun control discussion, Commissioner Clayton Lopez read a lengthy statement ticking off the number of mass shootings in the country this year. “There are few issues across these politically divided states of America that we can point to and identify consensus (although many in our highest leadership with authority to do something about it, are in denial). … This is not about opposition to the Second Amendment. In fact, I believe that argument, although continuously waged, is far from applicable here. No one wants

to take away guns. What we want is regulatory authority that will protect our children.” In other news… The occupancy levels for Poinciana Gardens assisted-living facility have skyrocketed since August 2021, when the city, Monroe County and the housing authority formed a three-year financial partnership to keep the struggling facility funded. In August 2021, occupancy was 46% with only 52 of the 112 units occupied, said Randy Sterling, director of the Key West Housing Authority. Today, the first floor, which now houses independent, over-55 apartments, is 93% full with 27 of 29 units occupied and a waiting list for the last two units. The second floor, which offers independent, supported living with three meals a day, laundry and cleaning services, is 81% full with 25 of 31 units occupied. Work remains to be done on the third floor, which is a fully supported, assisted-living facility, where residents need the most care, Sterling said. The third floor is 56% full with 29 of 52 units occupied, he said, adding that total revenue is up 32% since August 2021. “So we’re definitely making positive progress to break even,” Sterling said, adding that a new management team is in place as well as a new food services provider. In closing… Romero spoke again at the end of the meeting, criticizing officials for closing preliminary budget meetings to the public. She said those meetings are where she learned that despite a citywide hiring freeze two years ago that kept the police and fire departments from hiring, Johnston hired an executive assistant. “City policies and the charter were not followed,” Romero said. “This city needs transparency to restore trust between government and the citizens. There’s a feeling in the public that certain people get permits in a hurry and others don’t. There doesn’t seem to be a feeling that everyone is treated equally. If we really want to restore trust and resolve this divide, we must work on it.”

SHERIFF RAMSAY ON GUN LAWS, UVALDE, ACCOUNTABILITY ‘I HAVE NO SYMPATHY FOR OFFICERS WHO FAILED TO ACT’

S

heriff Rick Ramsay has spent more than 30 years as a law enforcement officer in the Florida Keys, and the past decade as the county’s sheriff. The most decorated deputy in the history of the Monroe County Sheriff’s Office, Ramsay is proficient with firearms and knowledgeable about gun ownership. Following the “heinous” mass shooting that killed 19 little kids and two teachers in Uvalde, Texas on May 24, Ramsay spoke at length with the Keys Weekly about gun laws, school security and mass shootings in America. Ramsay is In close contact with Monroe County School District officials regarding “hardening” efforts to improve security at Florida Keys schools. As reported by the Keys Weekly last week, he has urged the district to invest in enhanced fencing around schools rather than 6-foot chain link fences that can easily be scaled by the 15- to 19-year-old males who typically commit school shootings. But fences aren’t foolproof and Ramsay had plenty to say about the Uvalde devastation, gun laws, background checks, video games, mental illness and parental involvement. SHERIFF ON GUN LAWS “Here in Florida, I can go buy an AR-15 legally. I go through the legal process, the background check. The state knows I have it. But then I can sell it to absolutely anyone. No waiting period. No background check. No knowledge of the person’s mental health history.

“The easy answer is to take everyone’s guns away, but such laws are only followed by lawful people. “I’m completely in favor of a 10-day waiting period and a minimum age of 21 to get an assault rifle. I’m also in favor of more intensive background checks, and of closing the loophole that allows anyone — no background check or waiting period — to buy an assault rifle at a gun show or from a private seller.”

“Almost every one of these heinous events has been preceded by red flags. I’m very concerned about the confidential nature of these threats and prior investigations into someone’s mental illness. So no one ever knows until something horrible happens. All that information comes after someone has already committed a devastating act. “We have to have a better ability to identify mental illness so we can do realistic threat assessments. “There’s a lot we can do, but unfortunately, it’s become so politicized that we can’t resolve what’s in the best interest of kids and public safety. I’m all about looking at all factors on all levels, including waiting periods, background checks, closing loopholes, and raising the age to 21 for assault weapons.”

SHERIFF ON UVALDE MISTAKES “It killed me seeing those officers outside an elementary school arguing with and handcuffing parents for no lawful reason. Any parent is going to risk their life to save their kid. I have no sympathy for those officers who failed to act. It was horrific and paints a bad image. The chief made a terrible decision. There was poor leadership from the top. That chief should have been fired immediately, or at the very least, suspended without pay pending an investigation and THEN fired. Every officer who failed to act should have action taken against them. They’re not expected to comply with unlawful orders from a superior. And the order to do nothing was not a lawful order.” SHERIFF ON PARENTS, KIDS, VIDEO GAMES “There’s been a collapse in the family structure. Kids are turning into loners with no social skills and no responsibility. “We need some type of age restrictions or censorship on violent video games that teach kids to aim and shoot guns and take a life without giving it a second thought. “Parents need to be more accountable, more involved and more aware. They need to ask questions and should be cloning their kids’ phones and computers to see what they surf, post and who they talk to. The kid doesn’t like it? Too bad. The parents are paying for the phones. “Back in the ’80s, kids would rather have the police called on them than their parents, who would be embarrassed to have to come to the police station when the kid screwed up. Today, the parents get mad at law enforcement and threaten to sue us. They reinforce bad behavior and assure their kid that mom and dad will fix it and that nothing is ever the kid’s fault. “So many kids today have no real curfews, social skills or responsibility. Every time we see these breakdowns in family structure, there’s red flags involved. Mental illness and bullying are too often a problem, and parents have to give us this information when they see these red flags. “We all have to start rowing in the same direction if we’re going to make any meaningful changes.”

D

espite the ongoing nominations and feverish voting, the real winner in the 2022 Bubbas: Key West People’s Choice Awards is the Bahama Village Music Program. Each year, the awards benefit a dedicated local nonprofit that helps families, friends and neighbors, and the BVMP is no different. The nonprofit program, which provides free music lessons to Key West kids 6 to 16, launched in 1999 to honor Ellen Sanchez, a beloved music teacher in Bahama Village, whose retirement left a void in the community. The program’s founder, Robin Kaplan, used the momentum of Sanchez’ stewardship to establish the Bahama Village Music Program. From modest beginnings in the closet of a school gym, the program now resides in the Frederick Douglass Skills Center, a refurbished historic building owned by the city and located in the heart of Bahama Village. Kawana Staffney now leads the Bahama Village Music Program as executive director. Its primary aim is “to create an effective learning environment for developing music skills and self-esteem, all while nurturing a strong sense of community among young residents. Participants are encouraged to explore many aspects of music, from learning notes, rhythm, tempo and style to perfecting their performance skills in piano, guitar, violin, percussion, steel pan, woodwinds, choir, dance, steel pan and musical theater. Professional music educators, adult volunteers and talented high school students teach private and group lessons throughout the school year.” Students in BVMP perform free concerts and recitals for their families and residents of Key West throughout the year. “These young performers sustain the program’s belief that music can remove barriers, unite diverse cultures and uplift the spirits of our community,” states the organization’s website at bvmp.org. Funding for the program comes from board-sponsored fundraising activities, private donations grants — and now, the 2022 Bubbas: Key West People’s Choice Awards.

FOOD FIGHT ENSUES REBMAN LOPEZ CRITICIZES MOONEY FOR SUPPORTING STRAWBERRY SHORTCAKE AS OFFICIAL DESSERT JIM McCARTHY

Republican candidate for state representative is criticizing current Rep. Jim Mooney’s vote supporting strawberry shortcake as Florida’s official state dessert. Mooney said he finds the latest attack by his opponent to be “eighthgrade material.” A June 2 Facebook post showed Rhonda Rebman Lopez holding up a Key lime pie. Within the post, Rebman Lopez states that her opponent voted for strawberry shortcake as the state’s official dessert and not Key lime pie. Early into the legislative session, senators and representatives in the House passed a bill declaring strawberry shortcake the state’s official dessert. The Senate version, SB 1006, was sponsored by Sen. Danny Burgess. He represents Plant City, which has 10,000-plus acres of strawberry fields. According to his bill, those fields make up 75 percent of the U.S. winter strawberry crop. Senators unanimously said “yes” to the bill. The House followed up with a 109-4 vote. Rebman Lopez told Keys Weekly that she was called into a meeting by some longtime residents of Key West. She said they were “disturbed that he didn’t fight for Key lime pie to remain the state dessert.” “Key lime pie is one of our own. No matter what happens, we have to defend Key lime pie. Key lime pie is a catalyst for our economy,” she said. “Do you know how many people come to the Keys and expect to eat Key lime pie? And do you know how many stores sell Key lime pie? “For our current representative to try to be everyone’s friend and say strawberries are a huge industry in Florida, we all know that. There’s a lot of huge industries in Florida. But Key lime pie is the Florida Keys,” she continued.

Mooney, who was among the 109 “yes” votes, said the Key lime pie was never an issue in Tallahassee. The strawberry farmers, who represent a $5-billion-a-year industry, asked for strawberry shortcake to be a dessert. “The whole thing was I didn’t vote against the Key lime pie. I voted to make the strawberry shortcake a dessert in the state of Florida. And Key lime pie is still the pie of the state of Florida,” Mooney said. “Of course Key lime is still the best dessert on the menu.” During the session, the Conch Republic Key Lime Pie Council sent out a petition on change.org that urged the legislature to declare strawberry shortcake as the state’s official cake and Key lime pie the official pie. It garnered 7,131 votes. “Together they can share the limelight as Florida’s official desserts,” read a proposed resolution by Key West’s David Sloan, Paul Menta and Sam Kaufman. A staple within the Keys dining scene and throughout the Florida dessert menu, the pie still holds the title as the state’s official pie. Mooney added that he’s more concerned about rising insurance rates and other matters that are affecting the lives of Monroe County residents. “I try to stay focused on what matters to the constituents, not the media,” he said. “What matters to constituents is insurance rates are blowing up. In Monroe County, what matters is 2023. And she doesn’t have answers for that.”

Mooney and Rebman Lopez are vying for the Republican nod heading into the November general election. Mooney, Rebman Lopez and Alexandria Suarez, who’s running for a school board seat against Sue Woltanski this year, competed in a fiery 2020 primary that saw attack mailers and text messages. Mooney edged out Rebman Lopez by 148 votes to win the primary. He went on to defeat Democrat Clint Barras in the November 2020 election. Monetary campaign contributions to Rebman Lopez total $52,685, while Mooney’s campaign has $157,493.20. They’re joined by Big Pine resident Robert Allen, who filed last December. Contributions to his campaign total $150. Mooney is endorsed by several Republican leaders in Tallahassee. They include Paul Renner, incoming speaker of the Florida House; Danny Perez, speaker of the House in 2024; and Sam Garrison, speaker of the House in 2026. “Certainly, having the speaker of the house and house Republican leadership behind me says a lot,” he said. “That means a lot to me and it should mean a lot to the people of the district who understand that politics are not cut and dry. It’s not always an easy path. At the end of the day, there’s a reason why leadership endorsed me. It's because I do a good job representing my district.” Rebman Lopez, who announced her run on April 4, has secured an endorsement from the Republican Liberty Caucus of Florida. She said she continues to listen to the district’s needs and intends on delivering on those needs if elected. “Homestead and Redland got shafted badly. Some of our largest farms in the country are in Redland,” she said. “Ninety percent of farming in winter comes out of South Florida. Homestead is the largest city in District 120.” Lawyer and Big Coppitt resident Adam Gentle and Cutler Bay resident Daniel Horton-Diaz are vying for the Democratic nod. Primaries are set for Aug. 23.

arlier this month, The Studios of Key West sent out a challenge to the island’s creative folk: to come together to write, rehearse and create backdrops for four brand-new 10-minute plays — in just 24 hours. The result, “One Night Stand,” unfolds before a live audience on Saturday, June 25, with shows at 7 and 9 p.m. at The Studios. Tickets are $35/$30 members, and are on sale now. “One Night Stand is an exciting event that encourages people to produce some of their best and brightest work,” said Gwen Filosa, who will emcee this year’s event. “I loved writing my first play in 2016 and watching the cast and crew bring it to life. And it’s just fun.” The night before the show, the surprise elements are revealed: a secret line and prop, which playwrights must work into each brand new script. But that’s where the similarities end. “You really have no idea what you’re going to get till the curtain goes up,” said Elena Devers, deputy director. “We’ve

had comedies, musicals and tragedies, and plays that take place everywhere from Mars to the set of Wheel of Fortune.” Working from headshots of actors they’ve pulled at random, playwrights work overnight to create a brand new 10-minute play. Four freshly penned scripts are delivered to The Studios’ office by dawn the next morning. On Saturday morning, the actors, directors, artists, stagehands and volunteers pick up the creative baton. They spend the day memorizing lines, rehearsing plays, creating sets and making or finding props and costumes. The results are always surprising. When the curtain rises, actors rely on imagination, coffee and in a pinch, a lot of improv to wow the audience. QUEER KEYS GROUP CELEBRATES ITS ‘COMING OUT PARTY’ JUNE 26 EVENT COMBINES COMEDY, EDUCATION AND CHARITY MANDY MILES mandy@keysweekly.com

question must be asked before it can be answered. Answers aren’t always easy or obvious, but the nonprofit group Queer Keys, which launched in August 2021, wants teens to have the courage to ask questions, about themselves and the world around them. Chris McNulty (who also writes Keys Weekly’s horoscopes) and Janiece Rodriguez created Queer Keys “really as the youth program component for our overall goal of a fully resourced LBGTQ+ center in Key West,” McNulty said. “But we started with youth aged 12 to 18.” Queer Keys is a weekly, evening drop-in center, where kids of all identifies, orientation and preferences can be themselves, said Rodriguez, a trans woman who wants to see more trans health care available in Key West. But wait, isn’t the term “queer” derogatory, you ask. “It wasn’t until the late ’80s that the LGBTQIA+ community adopted the term ‘queer’ as a form of pride. I like to think that my queer identity is me saying: ‘You thought you were insulting me, but this is actually something I love about myself,’” health expert Elise Schuste said in a May 2022 article in Cosmopolitan magazine. McNulty and Rodriguez maintain that despite its reputation as a gay tourist destination, Key West is lacking resources for the local queer population, youth and otherwise, Reda Wigle wrote in the Keys Weekly in October 2021. “McNulty, who relocated pre-pandemic from Cleveland, where he served as the community engagement coordinator at the city’s LGBT Community Center, was surprised to learn Key West did not offer similar programming. ‘I was shocked. Key West is gay friendly but it’s not LGBTQIA+ friendly,’” Wigle writes. “Rodriguez, who moved to Key West from Miami in 2019, was similarly dismayed by the island’s lack of services and support. ‘When I got here, I got the LGBT resource book and I started calling the list of health care providers. I was uninsured and looking for mental health work and hormone therapy and no one provides that.’” The group had been meeting weekly at the Key West United Methodist Church, but is taking the summer off, McNulty said, as attendance drops in the summertime. “We also want to regroup and find a new meeting space,” he said.

Participants are encouraged to use whatever name and gender pronouns they prefer, regardless of what they use at home or in school, Rodriguez said, adding that a certified mental health counselor is also on hand at the meetings, “due to the prevalence of mental health issues in the gay, queer and questioning community.” The leaders always want someone there who’s equipped to identify and handle red flags among the sensitive adolescents. “The kids now feel that they have each other,” McNulty added. “Most of our participants have been kids who were assigned female at birth, but are now questioning, but really all kids are welcome.” Queer Keys has relevant group discussions and activities, including movie nights, tie-dying shirts, yoga classes and art projects. “We’ve also had the health department come in and talk for Youth HIV/ AIDS Awareness Day, since they’re not allowed to do anything about it in public schools,” Rodriguez said. “Youth outreach is only the beginning of what Rodriguez and McNulty envision,” Wigle wrote. “‘Our goal is to have a fully programmed LGBT Center with senior programming, trans wellness programming, education, legal resources, training for businesses, a clothing closet, everything. But you have to start somewhere. ne hour a week makes a huge difference, and volunteers are always welcome every Friday and some Saturday mornings, from 8 to 9 a.m., when teams clean up a designated area of the island. A troubling number of cigarette butts and plastic bags have been included in recent hauls. Please remember your reusable bags when shopping so we can keep the plastic off the streets, parking lots and most importantly out of the water. And dispose of cigarette butts in any receptacle rather than the street or sidewalk, as from there, they easily end up in the ocean. The city of Key West and its residents ask everyone to do their part to help keep Key West beautiful. With simple steps like making sure you bag your trash before putting it in your Waste Management trash cans or Dumpsters, and making sure the lids on Dumpsters are closed, will keep a lot of trash from blowing into the streets. Please pick up around your home or apartment complex. Every piece of trash picked up

is one less that may end up in the ocean that surrounds and sustains our island community. It is not just the large items you can see easily when you are walking, but the smaller items such as bottle caps and cigarette butts that are collected by the volunteers that make the biggest difference. ine Key West High School teachers recently received a total of $65,000 from the David Wolkowsky 2022 Teachers of Merit awards. The annual awards have been distributed for more than 20 years by the Community Foundation of the Florida Keys on behalf of late Key West philanthropist and businessman David Wolkowsky, who once owned The Pier House Resort. The recipients are selected by the administration at Key West schools. The 2022 Teacher of the Year is Elizabeth Ford, who received $25,000. Eight other Teachers of Merit each received $5,000: Jennifer Bassett, student services; Tami Dannacker, exceptional student education; Shannon Duffy, science; Gary Hernandez, humanities; Neda Jackson, math; Dina Kinnune, reading; Nora Laubenstein, social studies; Kelly Roberts, English. “On behalf of the entire Key West High School family, I would like to thank the David Wolkowsky Teachers of Merit awards fund,” said Larry Schmiegel, KWHS principal. “Our deserving awardees all demonstrated a strong commitment to re-engaging all students this school year as we returned from virtual learning. Their collective effort allowed us to significantly reduce the number of at-risk students while increasing our graduation rate.” Attorney Joseph Lipsky, Wolkowsky’s grand-nephew, presented the checks to the teachers. “David Wolkowsky was a visionary who helped create Key West into

I take great pleasure in being associated with the continuation of David’s gift to the community he loved,” Lipsky said. In addition to the Wolkowsky awards, Lauren Albury received $1,000 as the 2022 recipient of the annual Harry and Linda Bryant Award. Albury was selected for her leadership in bringing back the school’s fashion design program and for producing a successful fashion show. Her students will be helping her design and create her own wedding dress. Tampa area resident Liz Wooten-Reschke is a graduate of Key West High School and created the Harry and Linda Bryant Fund at the Community Foundation in 2020 in memory of her late parents, who lived and worked in, volunteered and financially supported the Keys for more than 40 years. or the first time in three years, teams from Monroe County were able to participate in the Florida Special Olympics State Games at the Wide World of Sports Complex in Orlando. A delegation of 65 athletes, unified partners, coaches and chaperones, departed Key West on May 19 for the competition.

hile the fifth annual COAST Is Clear Music & Arts Festival — a locally-produced, hurricane-season-ending cultural celebration — is still six months out, the hype for the event has just made landfall as Keys locals batten down the hatches and face the stormy summer season ahead. DOLPHIN RESEARCH CENTER STAFF RALLIES TO CARE FOR NEWBORN CALF

D

olphin Research Center’s newest flippered addition is in need of a few helping hands. Thankfully, she has dozens waiting in line. When DRC staff came to work on the morning of May 31, they were treated to a small miracle in their lagoons: expecting 15-year-old mother Gypsi had given birth to a baby girl overnight. Though they were overjoyed to finally lay eyes on the calf they had waited a year to meet, their initial reactions were tempered by immediate challenges. As is quite common for first-time dolphin mothers, Gypsi seemed confused as to how to best care for her youngling. The mother and daughter shared a lagoon for a short time with Gypsi’s own 48-year-old mother Tursi, who attempted to guide the calf but was unable to nurse it with the nutrient-rich milk that only her mother could provide. In an effort to provide the infant with the nutrition and supervision she needed, DRC’s animal care experts elected to move the calf to the facility’s medical pool, a separate habitat that would allow her to be more easily supervised and bottle fed around the clock. Since the move, the little one has had an endless rotation of animal care staff swimming by her side nearly 24 hours a day, including three-person, three-hour overnight shifts every night – even through last weekend’s tropical storm. Though she’ll venture off on her own at times, her comfort zone is what’s known as the echelon position – swimming slightly beneath the lower body of her caretaker, just as she would ordinarily do with her mother. Early on, she even allowed trainers to “surf” her, laying on their chests for an easy ride around the surface of her pool. And when she’s tired, she simply cruises into her trainers’ arms and falls asleep for a quick nap. Nutrition for the calf is one of the team’s main focuses, and though the little one’s mother is not physically present in the pool, Gypsi has pulled her weight in a different capacity. Some may be surprised to learn that as mammals, baby dolphins drink milk from their mothers by curling their specially-designed tongues to create a watertight seal around the nipple in the mother’s mammary slit.

After months of prep work with her trainers leading up to the birth, Gypsi has learned to voluntarily allow the team to extract milk from her mammary glands using gentle suction from a specially-designed dolphin equivalent of a breast pump. Using a combination of this milk and a special infant formula developed by SeaWorld, the baby receives nutrition through a bottle or small tube every 90 minutes, allowing her to take in the necessary fatty calories while still reaping the immune system benefits from her own mother’s milk. At just 30 pounds, weight gain over her first few weeks and months will prove critical for the youngling. Though DRC’s staff has thrown every possible medical advantage at the baby dolphin and remains cautiously optimistic, the little one remains in a guarded condition through such a vulnerable period of life. Dolphins experience high mortality rates through the first year in both wild and human care settings, and first-time pregnancies are always considered high risk. Some studies of dolphin life expectancies exclude animals that don’t make it through their first year. DRC’s veterinary and animal care teams will continue to give the baby her best chance to thrive – a chance she more than likely would not have been afforded in the wild. The center has proven extremely successful in raising dozens of dolphin calves in the past, but the present situation is admittedly a first, even for them. Thankfully, the team can rely on the experience of staff veterinarian Dr. Scott Gearhart, who has successfully raised neonates in his prior career at SeaWorld. The crew has listened to advice from other facilities that faced similar challenges, and has been more than happy to share its experiences with other organizations to add to the ever-growing knowledge base for newborn cetacean care. According to CEO Rita Irwin, every day with the calf brings a need for constant reassessment, as caretakers work to ensure comfort and efficiency for both Gypsi and her calf during milk collections and bottle feedings. Over the course of this interview, animal care staff elected to increase the frequency of the day’s feedings in order to help the baby pack on some pounds. The team leaves no stone unturned, experimenting with all aspects of her care – right down to, for example, the shape and rigidity of the nipple on her bottle.

With no readily available “cetacean bottle” on the shelves of animal care suppliers, DRC’s crew currently uses a version originally designed for bottle-feeding lambs. Providing just the right length and balance between flexibility and rigidity, the design allows the calf to securely latch on and drink without collapsing the nipple with her surprisingly strong tongue. Adding round-the-clock care for the little one to the daily operations of a large facility has understandably left the staff exhausted. With at least two months to go until the baby can eat solid food, the crew knows they’re in for the long haul. And yet, each one of them can’t help but smile as they move through a once-in-a-lifetime opportunity to hand-raise the infant. Getting staff to volunteer for shifts at all hours of the day and night isn’t a problem. But telling them to leave a baby dolphin and get some rest? That’s another story. And according to Irwin, she’d expect nothing less. “It’s DRC at its finest,” she said. “If we could use every staff member, every single person would volunteer to be in here and help her. The only bird I’d seen was a magnificent frigatebird hanging motionless over West Martello like some kind of detached light fixture. It’s possible I’d seen a gull or a pigeon but just edited it out of my consciousness. Across the street, at the foot of the FAA tower, the grass was flooded and a mishmash of birds was trying to make up for whatever calories they’d missed during the storm – two dozen starling, a dozen cattle egrets, half-a-dozen white ibis, a snowy egret, a great egret, a grab bag of doves. Gray kingbirds made sorties off the barbed wire. Northern mockingbirds stood around and tried to yell at everyone. Seeking a little shade, I drove down to the swale just outside of Indigenous Park on Stevens Avenue. Most of the year it’s just a weedy little indent in the ground, but when the rains come, it tends to fill up and can occasionally attract a good bird or two. I thought maybe there was a chance for a teal or a spoonbill or something. I started to open the door but then stopped. There was a yellow-crowned night-heron standing stock still less than 10 feet from the car. Yellow-crowned night-herons are some of the more common birds in the backcountry, but you do see them around Key West occasionally, generally in places where the ground is soft and there’s a good bit of shade. Yellow-crowned night-herons are about a foot tall and have short necks, as herons go, and thicker, more solid-looking bills. They can be very striking in a muted color palette kind of way, a trim gray with a black head, a bold white slash under each eye, the nominate yellow crown, and, at the right time of year, long feathers that hang off the back of their head like tally ribbons on an old timey sailor’s cap. This one, though, was a juvenile, brown with flecks of gray and white in a pattern that made it look dull and tweedy. The bird was watching me, but not moving. It was hard to say if it wasn’t moving because it saw me or because it was just doing what it was going to do anyhow. Yellow-crowned night-herons are

some of the lowest-energy hunters out there. People who have studied them showed that, while they hunt, they can spend more than three-quarters of their time in “stand and wait” mode, a fifth of their time “peering,” and the rest in “walk slow” mode. It works for them. They don’t dig the crabs or other crustaceans out of the mud. They find the appropriate habitat – usually within three meters of water – become part of the scenery and wait for their prey to move into their proximity. They are so good at this that when the closely related Bermuda night-heron went extinct – most likely due to heavy human inhabitation – Bermuda became so overrun with crabs that it was difficult to walk anywhere without crunching on crustaceans. They had to import yellow-crowned night-herons to restore the ecological balance. Adult yellow-crowns have red eyes, but this juvenile’s were more of an amber-orange, which jibed with the earthy tones of its plumage. And I was curious what that eye led it to comprehend. Cars can work as blinds. The birds no doubt see you, but they often don’t consider you a threat until you open the door. Sight is a bird’s strongest sense. Their eyes are the largest, proportional to body size, of any land vertebrate. And whereas human eyes tend to have about 200,000 receptors per millimeter, birds can have between 400,000 and 1 million per millimeter. And their brains are built to process that information quickly. Also, where humans have eyes on the front of their head and typically have about a 120-degree visual field, birds’ eyes are generally on the sides of their heads, and can have a much wider field of view. (The American woodcock has a full 360-degree field of vision.) My optical standoff with the yellow-crown lasted a few minutes. Then the bird seemed to make a decision. It silently turned and without fanfare shifted from stand-and-wait mode to walkslow mode. I thought it brave to turn its back on me like that, especially as it was declining to hurry. But then I lifted my camera to take a few shots, and through the long lens could see the nightheron wasn’t fully 90 degrees facing away from me, but about 85 degrees. And I could see the broad convex arc of its eye curving out from the side of its head. Meaning it could still see me. I waited until he stepped behind a rock and the visual link between us was broken, then I put the car into gear and slowly drove on.

ey West’s Pride celebration, organized by the Key West Business Guild drenched the island in color from June 1-5. Although a storm named Alex was not on the guest list, it left town in time for the island’s colorful parade on June 5, but left a canceled Saturday street fair in its wake. Pride Follies variety show at Key West Theater provided an early start to the celebration with comedians, singers, drag queens and dancers. The Island House Resort hosted its annual Pride kickoff, welcoming women for one evening a year to the all-male resort.

The celebration included boat trips, drag shows, pool parties and culinary events, and culminated with the annual Pride parade that packed Duval Street with people from all walks of life. The Southernmost City recently was ranked No. 2 in the nation for Pride destinations, according to a survey by Vacasa vacation rental company. Portland, Oregon ranked No. 1, followed by Key West, San Diego, Provincetown and New Orleans. — Mandy Miles

So did announcer Mary Carillo. It was that kind of an emotional match at Court Philippe-Chatrier in Paris. I thought both competitors reacted remarkably well, though. Gauff was never in it. It was 4-0 before she won her first and only game of the first set. In the second set, Gauff started out well, breaking Swiatek’s serve in the second game to go up 2-0, but it was soon 5-2 Swiatek and then 5-3, before Swiatek wrapped it up. Swiatek immediately ran up into the stands to hug her father. Swiatek, the Pole, spoke in perfect English, as she thanked her team, her dad, her sister at home, her opponent (“You’ll be here,” she told Gauff), the officials, the fans; she tried but couldn’t think of the name of her sponsor, she thanked her God, and then said, ”the people of Ukraine, stay strong.” So, we didn’t have Serena or Venus Williams there after having become accustomed to having one of the Williams sisters in contention. I know, we’ve been spoiled. Of course, Swiatek had a little help when Ashleigh Barty of Australia, who had been No. 1, retired in the past year. That left the top spot for Swiatek. And on Saturday, she proved she deserved it. Less than 24 hours later, the U.S. had another chance at No. 1 when the all-USA team of Gauff and Jessica Pegula faced

an unranked French team for the women’s doubles championship. But the French rallied to win, 2-6, 6-3, 6-3. In men’s singles, Spaniard Rafael Nadal took his 14th French and 22nd overall grand slam title, defeating Norwegian Casper Ruud, 6-3, 6-3, 6-0. We are used to seeing Nadal there and we saw him win big-time. Nadal took his victory fairly calmly, but he did hug it up with the ball kids. Otherwise, it was business as usual. 22? Roger Federer and Novak Djokovic have 20. I’d say that’s too close for comfort. Nadal may think that way, too. “I don’t know what can happen in the future,” Nadal told the crowd. “I will keep fighting to try to keep going. For me it is incredible to play here with amazing support from you to me.” We, meaning the United States, did have other chances at a French title, but those went awry, too. In mixed doubles, two non-U.S. citizens faced two other non-U.S. citizens. In men’s doubles, Austin Krajicek of Tampa and Martin Dodig competed, but lost to Marcelo Arevaco and Jean-Jo Rojer, 6-7, 7-6, 6-3. There was another championship on the weekend: The Thursday-Sunday U.S. Open women’s golf championship at Pine Needles in North Carolina. By the second hole on Sunday, Minjee Lee was at 15 under par, five strokes better than Mina Harigae and seven over Lydia Ko. By the end of what was actually an exciting final day, the margin between Lee and Harigae had dropped from five to four when Lee bogeyed the 18th hole. Lee is from Australia and earned $1.8 million, a new figure for the Open. Harigae is from the United States and earned a little more than $1 million. Not bad for four days of work, but Harigae did not win and is not No. 1. Of the top 10 (who all qualify for next year’s tournament at Pebble Beach, California), only three were from the U.S. Those are Harigae, Nelly Korda and Megan Khang. Raise your child to play tennis or golf. There’s a lot of money in it.

SINGLE-DISTRICT VOTING TAKES POWER FROM VOTERS Dear Editor, As a former county commissioner, I am shocked by the petition being circulated to restrict county residents’ ability to cast a vote for all our county commissioners in the future. This leaves all residents with four fewer votes (out of five) for the county commissioners, concentrating the focus of the commissioners and their public service and attention away from their districts and on the next countywide vote for “mayor” of the Keys. From personal experience I can say that running at-large for the Monroe County commission and then serving the entire county was, to say the least, eye-opening, as I discovered that people throughout the Keys districts had different viewpoints, different problems but sensible solutions; and fair play solved many issues and served the communities well. Politics on a five-member board can be contentious; however, nearly all situations and explorations of the problems facing the county bring out the best in the commission and if one particular commissioner does not perform or pay attention, then four years later the voters usually turn them out. safe harbor in a place that might be more comfortable in the interim than New York City. After a brief conversation in late May 2020, Nate made landfall in Key West just as the southbound blockade on U.S. 1 ended, bringing visitors back to the Florida Keys. It was supposed to be a weekend visit. But he never left. I happened to have an extra room at the house and we worked out another handshake deal. Soon, he was “Room Nate” to my kids, and with loads of time on our hands, we spent long, lazy days at the beach and late nights in semi-lucid states plotting our return to live music greatness. “Looking back on that time, it’s seriously hard to believe we got from there to here,” Nate says, staring through thick-framed vintage sunglasses with a sideways smile. “I’ve never felt so lost and found all at once. I was without the one thing that pretty much defined me, but in a place that felt entirely comfortable and beautiful despite the world around us unraveling.” He leaned back and skimmed a thin slab of coral rock into the aqua abyss, adding, “the more I got to know you — and the island — the more I began to understand not only the vision, but also the potential of COAST Is Clear. And I started to realize that even though I’d likely go back to a life that keeps me on the road for much of the year, it’d be ideal to have a good reason to continue calling Key West my home base.” That was last week. But we had made good on our handshake deal a year ago, just before Nate split town for his first post-pandemic tour with Dr. Dog in the spring of 2021. That’s when he eagerly hopped aboard as the COAST Is Clear production manager. And last December, his experience and expertise allowed us to confidently host Black Pumas, while his insight into the live-music industry machine has helped strengthen my nerve to continue booking bands that may have previously seemed too big or complex to handle on my own. And while our mid-afternoon day trips to the beach are fewer and further between these days, his mail still gets sent to the house, the kids still look forward to Room Nate’s returns home, and he’s found his long-term connection to Key West. So keep an eye out for Nate around town. few times a year when the stars align and Nate rolls back into town, we’ll take a midday field trip to the beach to talk about life and the things that connect us. Mostly we’ll stare at the clouds with long periods of silence. Then a passing thought will swirl into the overexposed air above our thick heads of wild hair and we’ll get excited for a spell — a mix of past experience and near-future excitement swarms in the space between. Nate often goes into the details of his life on the road, tour managing huge bands on coast-to-coast, multi-month runs at venues I’ve only seen on social media. It’s a virtual backstage pass for this old timer who’s anchored in Key West, running a design studio while shuttling my two kids to school and baseball. I feel as if I’ve known Nathan Linegar forever. He’s a soft-spoken, old-soul type who’s actually 10 years my junior — but it’s only been a few years since we first met. The finer details of that origin story are blurry at best, but it starts with his arrival in Key West as the tour manager for Rayland Baxter during the 2019 COAST Is Clear Festival. It was a less-than-standard first meeting ahead of the weekend’s busy program. From there, let’s just say we had a lot of fun. There was some really good live music, too. And a handshake agreement — as the weekend fog lifted — to hang out again. Maybe even produce a show or two together. That was late 2019. A few months later, Nate’s life on the live music highway came to a screeching halt when the coronavirus shut down that industry. For someone who’d called the road home for the better part of the last decade, Nate was, essentially, homeless. His final road trip entailed driving a truck back from Chicago to Brooklyn, where he then spent a few months at an old crash pad with other musician industry friends like Liz Cooper. As the bleak reality of the pandemic made it clear that live music would likely be the last industry to rebound, Nate sought

$112.1-billion budget approved by the Florida House and Senate earlier in the year was slashed some $3 billion by Gov. Ron DeSantis. While funding for the Keys remained in the budget, the governor slashed an appropriation sponsored by state Rep. Jim Mooney and approved by the legislature for a first responder behavioral intervention pilot program. On June 3, DeSantis signed a budget for the 2022-23 fiscal year totaling $109.9 billion. An $11.7-billion investment in highways and bridges, $800 million for teacher raises, $500 for Everglades restoration and more than $733 million to protect waters and prized properties were among items included in the budget. “Florida has preserved freedom and kept the economy open, which has enabled the state to outperform the nation in jobs, growth, and business formations,” DeSantis said. “Our commitment to freedom has paid off.” A $1 billion inflation fund to deal with cost increases for state contracts due to inflation was cut by the governor. In his veto message, DeSantis said the fund, House Bill 5011, could exacerbate inflation by promising more public sector funds to pay more for supplies of materials. “It also reduces the need for state agencies to make tough decisions with the funds already appropriated,” DeSantis wrote. Other items slashed were a 4,500-bed prison totaling $645 million, a new correctional hospital totaling $195 million, a new spring training facility for the Tampa Bay Rays totaling $25 million and $2.5 million for an

opioid prevention program through the Florida Alliance of Boys and Girls Clubs. A proposal for the purchase of two new aircraft totaling $31.3 million for use by more than 100 government officials throughout the year was also slashed by DeSantis. “This is an inadvisable expense, especially under current economic conditions,” he said. A smaller $750,000 appropriation request by Mooney sought to create a pilot project by equipping three sheriff’s offices with antidote equipment, training and access to telemedicine to help treat patients who present mental and behavioral health issues. Officers and deputies would get a simple, powerful tool to access clinicians to help de-escalate a situation or divert the person to more appropriate treatment options. Goals included creating safe communities, less taxpayer drainage due to fewer incarcerations and more productive and contributing citizens. “If the subject accepts, he/she will be immediately connected to a licensed clinician for immediate treatment. A clinician will then decide the next best course of action including best next steps,” the request read. Mooney said the legislation aimed to not only prevent a disaster or unnecessary death, but also to get people to the right treatment options instead of being locked behind bars. “The idea was to try and make things happen across the board in a smoother way,” he said. Roughly $51 million for Keys projects remained in the budget signed by DeSantis. Among the items included were $20 million for the Florida Keys Stewardship Act, $5 million for land acquisition and $20 million to replace aging water transmission lines.

hen long-time Monroe County Historian Tom Hambright retired earlier this year, the community wondered what would be next for the library’s essential and reliable Florida History department. Monroe County welcomes veteran Florida Keys historian Corey Malcom of Key West as lead historian in the Florida Keys History Center (FKHC). He will continue the tradition of stewardship, knowledge and understanding of the historical, cultural and ecological diversity of the Florida Keys. For more than 20 years, Malcom served as director of archaeology for the Mel Fisher Maritime Museum, where he participated in archaeology, research and exhibition of artifacts from shipwrecks, including the 1622 galleon Nuestra Señora de Atocha, the 1700 English slave ship Henrietta Marie and the 1827 pirate-slaver Guerrero. He was also instrumental in bringing the Key West African Cem-

etery on Higgs Beach and the story behind it to light. Malcom specialized in researching the maritime past of the Florida Keys and the Bahamas. “I’ll be at the museum until the end of June, but I will also remain on retainer there for consultation with exhibits and other projects,” Malcom told the Keys Weekly. He will join archivist Breana Sowers in the history department, where an enhanced FKHC will debut later this summer with refreshed walls and furniture. “Dr. Malcom is a worldclass historian,” said Hambright. “His work with Spanish shipwrecks and slave ships is phenomenal. I look forward to his successful tenure at the Florida Keys History Center.” “We welcome Dr. Malcom to the team,” said Kimberly Matthews, director of libraries. “With his prestigious background, passion for our community and exciting ideas for the future of the Florida Keys History Center, the sky’s the limit for what can be accomplished.” Malcom graduated from Indiana and Nova Southeastern universities and earned his doctorate from the University of Huddersfield for his historical and archaeological study of the wrecked 1564 galleon Santa Clara. Malcom is president of the Key West Maritime Historical Society and a member of the Florida Keys National Marine Sanctuary’s Advisory Council. Autism Society donates sensory boxes to KWPD Jill Campbell, president of the Autism Society of the Keys (ASK), recently donated 20 new autism boxes to the Key West Police Department to ensure that every police car is equipped with one. The boxes contain items aimed at de-escalating an interaction between an officer and an autistic individual during stressful situations. Autism, or autism spectrum disorder, refers to a broad range of conditions characterized by challenges with social skills, repetitive behaviors, speech and nonverbal

communication. The boxes contain a variety of tactile objects to soothe stress as well as a notepad for someone who is non-verbal. “The department has had great success implementing the autism sensory boxes,” said Chief Sean Brandenburg. “With this success, ASK has provided more sensory boxes to ensure every patrol car will carry them.” Pictured: Sgt.
