t’s no secret that real estate prices in the Keys are at an all-time high.

Apparently, the same goes for lighthouses.

In bidding wars that quickly narrowed to contests between two bidders, auctions for the Sombrero Key Lighthouse, Carysfort Reef Lighthouse and American Shoal Lighthouse all ended within one week of one another.

Though the Sombrero Key Lighthouse originally opened with the closest auction end date, the U.S. General Services Administration (GSA)’s auction rules allowed bidders to extend each auction for 24 hours with every subsequent bid past the auction’s original end date.

Carysfort Reef Light off Key Largo was the first to close, settling on a final price of $415,000 on May 16. Sombrero Key Light off Marathon followed a day later, closing at $575,000. Six days later, American Shoal Light off Sugarloaf Key capped a record auction week with a final price tag of $860,000.

Per the terms of the U.S. General Services Administration, the identities of the winners and other bidders were not disclosed on the auction website.

The winners will now have 45 days to complete the transactions.

All three lighthouses are cast iron octagonal screw pile towers with keepers’ quarters. Built in 1852, Carysfort is the oldest of the three, followed by

Sombrero in 1858 and American Shoal in 1880. Though they were functional navigational beacons until as recently as 2015, the dawn of GPS and other navigation instruments, along with the structures’ ages, eventually rendered them redundant or unfit for duty.

According to officials, the new owners will face complicated and extremely costly paths ahead as they look to maintain, restore or repurpose their new properties.

For starters, all three structures will need serious work, to the tune of millions of dollars. Reports prepared by the U.S. Coast Guard in 2010 detailed rehabilitation costs north of $2 million “required in the near term” for each lighthouse, with additional “deferrable” costs of between $80,000 and $535,000.

Among the suggested immediate repairs: cleaning and coating metal struts, replacing broken and deteriorated tie rods, repairing holes and cracks in catwalks and walls, and replacing missing portholes and windows.

Given that the structures are now 12 years older and that costs for materials and labor have risen significantly, the repair costs will be much higher today.

Eric Martin is the president of the Florida Keys Reef Lights Foundation, an organization dedicated to saving and preserving six reef lighthouses in the state. Though he would love to see a full restoration of all the recently sold

structures, he said he understands that owners face an uphill battle as they navigate the interplay of several agencies and the practicality of such significant work within protected areas of the Florida Keys National Marine Sanctuary (FKNMS).

And in his opinion, “even before 2015, (the lighthouses) weren’t getting proper maintenance.”

The National Historic Lighthouse Preservation Act of 2000 lays out a mechanism for the disposal of federally-owned historic light stations that no longer serve a need. Under the act, the properties may be transferred to federal agencies, state and local governments, nonprofits or educational agencies at no cost. The recipients are expected to maintain the historic structures and make them available to the public for education, park, recreation or historic preservation purposes. Such was the case for Islamorada’s Alligator Reef Light, given to the Islamoradabased nonprofit Friends of the Pool in September 2021.

However, said Martin, a private auction removes many of these safeguards for the historic structures.

“When you buy them at auction, you can do anything you want as far as opening them to the public,” he said.

orecasters at NOAA’s Climate Prediction Center, a division of the National Weather Service, are predicting above-average hurricane activity this year — which would make it the seventh consecutive above-average hurricane season.

NOAA’s outlook for the 2022 Atlantic hurricane season, which extends from June 1 to Nov. 30, predicts a 65% chance of an above-normal season, a 25% chance of a near-normal season and a 10% chance of a belownormal season.

For the 2022 hurricane season, NOAA is forecasting a likely range of 14 to 21 named storms (winds of 39 mph or higher), of which six to 10 could become hurricanes (winds of 74 mph or higher), including three to six major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher). NOAA provides these ranges with a 70% confidence.

“Early preparation and understanding your risk is key to being hurricane resilient and climate-ready,” said Secretary of Commerce Gina M. Raimondo, whose department includes NOAA. “Throughout the hurricane season, NOAA experts will work around-the-clock to provide early and accurate forecasts and warnings that communities in the path of storms can depend on to stay informed.”

The increased activity anticipated this hurricane season is attributed to several climate factors, including the ongoing La Niña that is likely to persist throughout the hurricane season, warmer-than-average sea surface temperatures in the Atlantic Ocean and Caribbean Sea, weaker tropical Atlantic trade winds and an enhanced west African monsoon. An enhanced west African monsoon supports stronger African easterly waves, which seed many of the strongest and longest-lived hurricanes

during most seasons. The way climate change affects the strength and frequency of tropical cyclones is a continuous area of study for NOAA scientists.

“As we reflect on another potentially busy hurricane season, past storms — such as Superstorm Sandy, which devastated the New York metro area 10 years ago — remind us that the impact of one storm can be felt for years,” said NOAA Administrator Rick Spinrad. “Since Sandy, NOAA’s forecasting accuracy has continued to improve, allowing us to better predict the impacts of major hurricanes to lives and livelihoods.”

NOAA’s outlook is for overall seasonal activity and is not a landfall forecast. In addition to the Atlantic seasonal outlook, NOAA has issued seasonal hurricane outlooks for the eastern Pacific and central Pacific hurricane basins. NOAA’s Climate Prediction Center will update the 2022 Atlantic seasonal outlook in early August, just before the historical peak of the season.

A

boat riding off the shores of Islamorada struck a power pole, killing a Texas man and injuring several others during the late afternoon on May 22.

Florida Fish & Wildlife Conservation officers responded to the single-boat incident around 4:45 p.m. near MM 78.5, bayside, in Islamorada. According to FWC, a 22-foot center console Hydra-Sport operated by Martin Mohr, 60, of Islamorada, was traveling west when it lost control and struck a power pole.

Seven passengers onboard the boat were thrown into the water.

Good samaritans and local law enforcement assisted the passengers out of the water and took them to the Indian Key boat ramp where they were treated by EMS. Five people from Texas and Mohr were treated for injuries. FWC said Jeffrey Jones, 48, of Saratoga, Texas, was pronounced dead at the scene.

FWC said alcohol wasn’t a factor in the incident.

“This is an active investigation. Our thoughts are with the family and friends of Mr. Jones during this difficult time,” said Jason Rafter, FWC public information officer.

Governor signs tax holiday legislation, vetoes net metering legislation JIM McCARTHY

n recent weeks, Gov. Ron DeSantis signed a number of bills approved by the House and Senate. Among the signings causing a stir are a bill revoking the Walt Disney Company’s special district status in the state, known as the Reedy Creek Improvement District, and the Parental Rights in Education bill, which bans classroom instruction on sexual oritentaton or gender identity in kindergarten through third grade.

Among the bills recently signed by the governor that keep some money in Floridians’ wallets is House Bill 7071. It establishes several sales tax holidays for a variety of items commonly purchased

by Floridians. A fuel tax holiday during October will lower gas prices by 25 cents per gallon, according to state officials. Between May 14 and Aug. 14, there will be no sales tax on the purchase of children’s books.

Those preparing for the upcoming hurricane season can purchase supplies such as tarps, batteries, flashlights and fire extinguishers during a 14-day disaster preparedness sales tax holiday from May 28 through June 10. There’s also a one-year Energy Star Appliances sales tax holiday from July 1, 2022, through June 30, 2023, for washing machines, clothes dryers, water heaters, and refrigerators.

“In Florida, we are going to support our residents and help them afford the goods that they need. Florida has been fiscally responsible, so we are in a good position to provide meaningful relief for families, right now,” DeSantis said.

House Bill 7053 provides a pool of funding for municipalities that submit flooding and sea level rise resilience projects to the Department of Environmental Protection. A Statewide Flooding and Sea

Level Resilience Plan will dole out $100 million a year for pre-construction activities, such as design, surveys, permitting or site development. DEP will rank projects submitted by cities and counties and provide grants for projects that are included in the plan. Legislation also forms the Statewide Office of Resiliency within the governor’s office and the position of chief resilience officer, which is currently held

by Wesley Brooks.

On May 3, DeSantis announced award grants totaling nearly $20 million for 98 projects around the state as part of the Resilient Florida Program Planning grants.

The City of Key West received $905,500 for vulnerability assessment and adaptation plan with peril of flood amendment language, according to DEP. The Village of Islamorada received $178,100 for a village-wide vulnerability assessment and the City of Marathon received $240,000 for a city-wide vulnerability assessment and adaptation plan.

Monroe County received $75,000 for an adaptation plan and $139,350 for a county-wide vulnerability assessment covering only unincorporated areas with peril of flood amendments.

House Bill 741 relates to net metering, which is a billing arrangement designed to compensate customers who own or lease on-site renewable energy generation systems and export electricity generated onsite to an electric utility’s system. It’s most commonly referenced in relation to customer-owned solar panels.

Net metering requires customers who own onsite renewable energy generation systems to interconnect with the electric grid.

Under the bill, investor-owned electric utilities’ net metering programs must continue to provide that all electricity used by a customer in excess of generation supplied by the customers’ owned or

leased renewable energy system is billed.

After the new net metering programs become effective on Jan. 1, 2024, an investor-owned utility may petition the Florida Public Service Commission for approval to impose any combination of fixed charges, including base facilities charges, electric grid access fees, or monthly minimum bills to ensure that the utility recovers the fixed costs of serving customers who own or lease renewable generation and that the general body of ratepayers does not subsidize customer-owned or leased generation.

DeSantis vetoed that bill, saying the legislation in part allows public utilities to impose additional charges to recover lost revenues resulting from residential solar generation systems that exceed the public utility’s estimate. He said the amount that may be recovered under this provision is speculative and would be borne by all customers.

“Given that the United States is experiencing its worst inflation in 40 years and that consumers have seen steep increases in the price of gas and groceries, as well as escalating bills, the state of Florida should not contribute to the financial crunch that our citizens are experiencing,” he said.

Bills passing through the Senate and House go to the governor’s office for consideration. The governor can sign a bill, allow it to become law without his signature or veto it. If the governor chooses to veto a bill, the Legislature can override by a two-thirds vote of both chambers.

umors circulated again regarding a threat of violence at Coral Shores High School, this time on May 20 before a senior send-off parade organized by parents.

It’s the second such threat that students say were rumored on social media platforms. In a Facebook post on May 20, school officials said the high school has not received a threat, but kids are reporting rumors in their chats.

“We take this very seriously and are investigating with the sheriff’s office,” the post read.

Adam Linhardt, public information officer for the sheriff’s office, said on May 24 that an investigation into the threat is ongoing.

“It was apparently on several social media platforms,” he said Escalating rumors of violence among students first circulated on social media on May 12, and it left the halls of Coral Shores High School largely empty on May 13. According to the school and the sheriff, the perceived threat was unsubstantiated.

The last day of school is Friday, May 27. Seniors concluded their studies the week before. A graduation ceremony was held May 25 at the football field.

ADDRESSING PROPERTY INSURANCE A bailout, retrofitting homes and roof replacement proposed JIM McCARTHY

A

reinsurance program and a crackdown on fraudulent roof claims are among the proposals approved during a special session in Tallahassee to address a property insurance crisis.

Senate Bill 2-D, which cleared the Senate on May 24 and the House on May 25, authorizes a $2 billion reinsurance fund for insurance companies. Known as the Reinsurance to Assist Policyholders Program, insurers can purchase insurance to insulate them from risk. But they would have to reduce policyholders’ rates in order to access the program.

While insurance companies are the ones taking advantage of RAP, Rep. Jay Trumbull said during the May 25 House session that the law specifically says the insurance company “has to show reduction of rates to the consumer.”

Legislation also dedicates $150 million to create the My Safe Florida Home Program, which provides grants to help homestead singlefamily homes, with insured values of $500,000 or less, to strengthen their homes in the event a hurricane hits.

Those participating in the program would receive free home inspections that would identify mitigation measures. Money would be provided to them to retrofit their properties.

Rep. Jim Mooney told fellow legislators on the House floor on May 25 that the bill is the first step that stabilizes the market.

“We can’t fix this in a day. It’s going to be a process,” he said, adding that the My Safe Home Program will help stabilize the market even more.

As for roofs, the bill prohibits an insurer from refusing to issue or refuse to renew a homeowner’s insurance policy of a residential

structure with a roof that is less than 15 years old. For roofs more than 15 years old, an insurer must allow a homeowner to have a roof inspection before requiring a roof replacement. If an inspection indicates the roof has five years or more of useful life, an insurer can’t refuse to issue or refuse to renew a homeowner’s insurance policy.

“I do think that this isn't the last bill we will talk about in this building as it relates to property insurance,” Trumbull said. “It’s a great first step to reduce cost losses and give property insurance relief.”

The bill also tackles attorney fees related to property insurance cases. Many insurers say those fees are contributing to rate increases for policyholders. Gov. Ron DeSantis called representatives in the House and Senate back to deal with a number of issues related to property insurance, which included rate hikes for policyholders. According to the Office of Insurance Regulation, Florida accounted for 79% of the nation’s homeowners insurance lawsuits over claims filed while making up only 9% of the nation’s homeowner’s insurance claims.

In addition, the Florida insurance industry saw two straight years of net underwriting losses exceeding $1 billion each year. In 2021, four insurance companies writing homeowners coverage either went insolvent or required midterm cancellations. In the last three months, three insurance companies writing homeowner coverage in the state have gone insolvent and are either in liquidation or rehabilitation, and numerous others have nonrenewed policies or ceased writing new business.

Citizens Property Insurance,

the state’s public insurer of last resort, saw an increase of 399,822 policies since the start of 2020. It’s on track to have more than one million policies by the end of 2022.

“It is necessary for the state of Florida to act to stabilize the insurance market for Florida policyholders before the 2022 Atlantic hurricane season, which begins June 1 and ends on Nov. 30, 2022,” DeSantis wrote.

An amendment added to a bill dealing with roof repairs and replacement, Senate Bill 4-D, addresses the 2021 Surfside condominium collapse that took 98 lives.

Filed by Rep. Daniel Perez, legislation states that structures at least three stories high and located within 3 miles of the coast would undergo inspection by a licensed architect or engineer 25 years after a certificate of occupancy is issued. Buildings located more than three miles away from the coast would need inspection every 30 years. After the first inspection, condos and other tall buildings would be inspected every 10 years. Condo homeowners’ associations would be responsible for paying for the inspections. The bill passed in the Senate. A similar bill in the House, 5-D, awaits approval.

“The Florida Legislature has grappled with reaching a consensus on what meaningful reform looks like, but today we have arrived at an agreement that will help to ensure this kind of tragedy never happens again,” Speaker Chris Sprowls said in a statement.

The aerial work will be performed from about 7:30 a.m. to 5 p.m. and the daily location, between Marathon and Ocean Reef, will be determined by wind and traffic conditions.

Business owners and residents along U.S. 1 from the Monroe County Line to Marathon are asked to secure any loose, unattached items such as furniture, plants or other goods displayed near or below the main transmission lines. FKEC asks drivers to keep their focus on the road and not the helicopter flying overhead.

The aerial inspection increases the reliability of local electric service and ultimately prevents power outages through regular system maintenance.

ewlyweds Mike Cutler and Krissy Petrarca Cutler put on the fins, buoyancy control device, regulator and mask. Holding hands, the two stepped off the boat for a memorable dive at Molasses Reef on May 14.

Wearing a veil and wetsuit, Petrarca Cutler swam to Mike Cutler to exchange wedding vows beneath the Florida Keys waters. They were joined by 30 others on the dive boat who shared the special occasion with the Cutlers. Three snorkeled while the rest were underneath the surface watching the ceremony.

An underwater wedding seemed fitting. The two met on a dive boat roughly three years ago.

They’ve been together for a yearand-a-half. They’re dive instructors and both work for Pirates Cove Watersports at Reefhouse Resort & Marina at MM 103.8 in Key Largo.

“We both love diving and Molasses is our favorite,” Petrarca Cutler said. “We have this tattoo with Molasses Reef and divers holding hands.”

Petrarca Cutler, 35, from Rhode Island, has called the Keys home for the last four years. In addition to being an open water instructor, she serves as director of conservation for Pirates Cove Watersports. Mike Cutler, 53, from the southern California and Arizona areas, has been in the Keys on and off for more than 10 years.

A reception was held at Blackwater Siren where they enjoyed tacos and wedding cake. The summer season will keep the two busy on the water. Come the fall, they plan to travel to various places, from Egypt to Peru.

“We’re adventurers,” Petrarca Cutler said. “I always said I was never going to get a house or get married. We got a house and I got married.”

lected officials, coral researchers, lobbyists advocating on behalf of the Keys and an environmental advocacy group convened for a coral conversation on May 14 at Mote’s Elizabeth Moore International Center for Coral Reef Research & Restoration. The day included a tour of the Mote facility on Summerland Key, a panel discussion moderated by Logan Luse, state director for the American Conservation Coalition, on coral restoration, followed by a dive and snorkel to view the coral nursery. t's often said that in this quirky, sunbaked, fabulous island chain, you never know who could be sitting right next to you. If you happen to take a chair yoga class at Founders Park, you just might find yourself seated next to an Olympian.

"1964 was my Olympic year with Peggy Fleming and that was my generation.” Meet 80-year-old Ann-Margreth Hall-Frei (Margreth spelled the Swedish way). The energetic octogenarian is an Olympic figure skater who, at the age of 22, competed for Sweden and later went on to join the Ice Capades.

"I was on tour with the show for 16 years and really loved it. We went all over the world," she said.

Frei married an American she met in Vail, Colorado while running an ice-skating school. They were married for 30 years and had a son, Zander. Frei's husband passed away nine years ago.

Now Frei spends several months a year in Islamorada with her son, Capt. Zander Hall. Hall owns Lightly Salted Charters and Frei loves going to the sandbar with him. She enjoys her time in Islamorada so much that over Thanksgiving, she stayed for 10 weeks.

"My son said, ‘Mom, when are you going back?’ And I said, ‘Well, I came with a oneway ticket,’" Frei said with a laugh. She added that splitting her time between Vail and Islamorada is the best of both worlds.

The visit this time will only be for a month. While here, Frei sticks to a routine and never misses the gentle chair yoga class held at the Founders Park amphitheater. The class is upbeat, with moves choreographed to music. Frei performs every move perfectly, but she does have the inside edge – she has the grace and dexterity one would expect from an Olympic figure skater. This is a low impact workout that helps improve flexibility, strength and coordination.

"It always feels good. The best thing is the music and the joy it brings us," said Frei.

There's also a crucial social aspect to the class. Friendships are made here and encouragement is always a given.

"A lot of my students will show up 20 minutes early just to have that time where they can chat amongst each other," said fitness coach and Plantation Key Fitness owner Heather Head. "You'll see some of them will linger after class for quite a while and talk. I love seeing that."

Several studies on aging stress the importance of social interaction for seniors.

Strong social ties have been linked to a decreased risk of depression and a longer life span. "I never see frowns in this class," added Head.

Hip problems have left this former Olympic figure skater with some limitations, but she remains positive and undeterred.

"Everybody does whatever they can. You work with what you have."

At 80, Frei is nowhere near the oldest "yogi" in this chair yoga class. "The lady next to me, I think she's 92 now. Amazing. She's my inspiration." Turns out the lady Frei is referring to, Mickey, is actually 96 years old and never misses a beat.

Frei is enjoying every second of her retirement and especially loves to travel and meet new people. When asked what it was like competing at the Olympic level, with the best of the best, she paused for a second and said it wasn't until after the fact that she realized it was a life-changing experience that led to a wonderful professional career.

"It was just a competition with a lot of hype and stress. It's only afterwards, a few years later, that I realized what an amazing gift that was."

INDIAN KEY ATTACK AFTERMATH Rights of island signed over to government Editor’s Note: This is the final installment in a fourpart series on the attack at Indian Key.

I

n the days after the 1840 attack at Indian Key, Jacob Housman signed his rights to the island over to the U.S. government.

The document read, in part: “This instrument testifies an agreement between the undersigned contracting parties, the first named John T. McLaughlin in the behalf of United States, and the second Jacob Housman of Indian Key. Jacob Housman of Indian Key, yields all right and claim to his property and possessions on Indian Key to John T. McLaughlin for the United States, to be used as a military outpost during the continuance of the Florida War, or for as long a period as the government of the United States may think proper to occupy it during the war, reserving to himself for his personal uses only that portion to be by him enclosed which shall be hereafter defined by the constructing parties. Signed this 9th day of August, 1840 at Indian Key. John T. McLaughlin Lt. Comdt. Flirt; Jacob Housman” Two days later, McLaughlin informed the Secretary of the Navy, John Paulding, that he would be moving the Navy depot formerly established at Tea Table Key to the more favorable locale at Indian Key. Among the reasons presented to Paulding, namesake of the depot known as Fort Paulding, was the presence of superior wharves, storage facilities and fresh water (likely referencing cisterns that had already been established on the island).

In the wake of the attack, a handful of people remained on the island. They included Jacob Housman and his wife, the Goodyears, and the Charles Howe family. None of them would stay

for an extended period. In a letter to his brother-in-law in Pensacola dated Nov. 8, 1840, just three months after the attack, Charles Howe wrote: “We are now the only BRAD family remaining BERTELLI on this island, & your sister the only is an author, woman nearer than speaker, and Florida Keys historian. Key West - Capt. H. has cleared out for His latest book, “The Florida Keys good - took everySkunk Ape Files,” thing he had left, is a fun blend of to Key West, about two of his favorite subjects — Florida a fortnight since, to sell at Auction Keys history and the Skunk Ape. his Negros - Boats vessels & I think I see his object, he is as usual very schemy, he is a good deal in debt & it was thought before the invasion, that he could not stand it more than a year or two longer - had mortgaged all his property on this island, to two different persons in Charleston, to the amt - of about $16,000 - they were sent to me to have them executed & I could not but feel sorry for the man, notwithstanding his unprincipled disposition - I never mentioned it to anyone, and I believe but one or two besides the clerk of the Co. Court knew of it he cannot now pay 10 per cent and I doubt if he is ever able - he will pay more - Mr Goodyear who has been clerk to Capt - H - for sometime past, kept open a small store, or Grog Shop, on the wharf ever since the destruction of the island, and was surprised when Capt. H. came & informed him of his determination to take every thing to Key West & Sell out. Mr. G - said he thought he should

return & open a store on his own acct - but I have not heard since he left, whether he intends doing so or not…”

Jacob Housman would not remain in Key West long. On April 13, 1841, U.S. Attorney L. W. Smith filed a charge for assault on the high seas, a crime that would be labeled piracy in some courts.

Smith charged that two men who had been aboard Housman’s ship at a location identified as Key Rodriguez held Jacob Housman at knifepoint aboard his own ship and deprived him of command.

Key Rodriguez, or Rodriguez Key as it is more commonly identified these days, is an island just east of the southern Atlantic area of Key Largo, some 100 miles northeast of Key West. Housman’s wife, Elizabeth, claimed to be a witness to the crime.

It was not the last trouble Housman faced. Eighteen days later, he was killed during a salvage operation. According to his wife, the fatal accident occurred on May 1, 1841. Adding insult to injury, according to court records, Jacob Pierce, master of the ship Leander, filed a claim against Elizabeth Ann Housman, executrix of Jacob Housman, on May 7, 1841, seeking recompense for damages caused to his ship after Housman’s sloop Key West collided with the Leander during the operation. Pierce would be awarded damages in an action dated May 20.

As for announcements regarding the death of Housman, the May 25, 1841 edition of the Charleston Courier stated: “Extracts of letters received in this city by the U.S. Mail packet Wayne.

Indian Key, May 15 – . . . Capt. J. Housman of this place died on the 8th inst.; from injury received by the up setting of his boat.”

Some decades later, the Indian River Advocate published these words in the Florida TimesUnion dated May 22, 1892: “He was mortally injured by being struck by a heavy piece of timber from a wrecked vessel, while engaged in his favorite pursuit, that of wrecking.”

AFRO ROOTS RETURNS TO ISLAMORADA Festival features Johnny Dread, Javier Garcia & others

T

he award-winning Afro Roots Fest takes center stage this Memorial Day weekend in Islamorada, with shows scheduled Saturday and Sunday, May 28-29.

Concerts in Islamorada will take place at the Florida Keys Brewing Co. (FKBC), 81611 Old Highway. Attendees can expect a tasty blend of craft beer and melodic offerings from some of Florida’s top world-music talents. Saturday evening’s show, beginning at 6 p.m. at the brewery, spotlights the Caribbean-influenced world beat music of Johnny Dread, paired with the Latin-infused rhythms of Javier García.

Sunday’s musical schedule begins at 4 p.m. Audiences can sway to the sounds of the nine-piece Latin funk band Suenalo, a critically acclaimed South Florida favorite, and the funky New Orleans style of the Bad Apples Brass Band.

Both shows take place in the beer garden and admission is free. The festival is presented by Miami-based nonprofit organization Community Arts and Culture, and supported by the Florida Division of Arts and Culture, the Monroe County Tourist Development Council, Keys ICE, the Morada Way Arts & Cultural District, and FKBC. — Contributed

Further complicating matters are the regulations in place to protect the corals and ocean floor under and around each lighthouse, regulated by the FKNMS. Only the structures are conveyed in each auction, not the submerged land underneath, and two of the three – Carysfort and Sombrero – are located in specially-protected Sanctuary Preservation Areas (SPAs).

Generally speaking, activities that alter or construct any material on the seabed or harm coral aren’t allowed, and SPAs have even stricter regulations.

Using boats to carry heavy equipment, materials and workers through the shallow waters around the lighthouse is already a tricky proposition, and delays due to poor weather can quickly rack up a hefty tab throughout the restoration process.

On the other hand, if the lighthouses are left untouched for long enough, pieces will eventually begin falling into the ocean, damaging legally protected sanctuary resources with unwanted pollution.

Joanne Delaney is the FKNMS resource protection and permit coordinator. She said it’s difficult to say what activities could be permitted at the lighthouses until owners approach her with very specific plans and goals in mind.

“We have a whole bunch of regulations in the sanctuary that are designed to meet specific resource protection goals,” said Delaney. “Not every regulation in the sanctuary would necessarily be applicable to activities that might occur at these reef lights, but some probably would.

“There’s a lot of conjecture about what might happen, but we can’t really say whether something could be permitted or not until someone actually proposes it.”

A discussion of the sales would be remiss without addressing the elephant in the room: could lighthouse AirBnBs become a new fad in the Florida Keys? Though the experts who spoke with Keys Weekly all refrained from offering a concrete “no,” the difficulty and cost of threading the needle through the requirements of so many agencies while completing expensive repairs may not be worth a few hundred dollars a night.

“Is it possible? Maybe. Is it going to be practical and implementable for your average person? I don’t know,” said Delaney. “You just have to think about the location. … This thing is in the middle of the ocean.”

Keys Weekly reached out to GSA to attempt to contact the lighthouses’ new owners and further clarify their obligations, but had not received a response as of press time.

Memorial Day honors those killed in action The horror and absolute brutality endured by members of our armed forces on battlefields throughout our nation's history can cause one to shutter.

Grotesque disfigurements, painful screams and nauseating smells of death are a steady diet served to battle weary combatants in conflicts around the world.

There are innumerable ways in which a person in the military can be broken down.

Terrain, fatigue, dysentery, lack of proper nutrition and, last but by no means least, a well-disciplined soldier trained to kill you.

Visualizing one's reactions in a combat setting while under fire is an imaginary excursion, until it actually occurs. How will one hold up in battle? Will they freeze, evade or shirk their duties and responsibilities? Will they become paralyzed with fear and let themselves and their comrades down? At the moment of truth will they lose their nerve, the battle and perhaps the war?

During U.S. Marine Corps boot camp our drill instructors never played into our fears and insecurities. They focused their attention on building accomplished warriors with impeccable skills, proficient in every manner of warfare.

We believed and trusted in the process. The confidence in ourselves and one another prompted an air of invincibility and eagerness to demonstrate our masterful accomplishments. Training readied us for the battles to come.

However, upon entering combat, and as the months of killing and being killed wore on, the thrill was gone.

This Memorial Day we honor our combatants who were killed in action. Please join us in remembering their sacrifice.

THIS WEEK’S DIVE REPORT We had decent conditions this past week up through the weekend. Unfortunately, the gusts came through after that, and sustained high winds made dives more challenging. While conditions held up, we were able to complete a three-wreck trip out to the Duane, the Eagle and the yellow submarine barge.

There’s less nitrogen in your scuba tank, meaning there’s less in your body. With

Spreading out our diver impact over more areas is a good way to protect our marine habitats.

that, your “no decompression” time is extended and you can safely stay down longer.

Using enriched air is also very helpful if you’re doing multiple dives in a day. For multiple deep dives, like on our Wreck Trek, it is absolutely necessary.

Corals are well suited to survive waves and choppy seas. In fact, their asexual reproductive practices (via fragmentation) require some agitation to loosen a fragment.

It’s been a little awkward at home for the past two weeks. Mom has been sick.

She’s been home, and day time is nap time for me and it’s been a little annoying having her here all the time. I know, I know, she is my human mom and I should be a little more compassionate to her not feeling well, but that’s not how I operate. I like my REEF quiet time.

Its mission is to assist animal rescues, shelters and nonprofit animal welfare organizations raise funds and visibility while expanding awareness of animal communication.

“Animal communication happens on two levels,” said the ACC. “At the physical level, animals share their unique personalities, likes, dislikes and physical experiences. We can connect at a higher level, and this is where the magic really happens. Soul Level Animal Communication allows animals to share their higher purpose for choosing to be in our lives, and how they continually nudge us towards our greatest potential.”

Whether you are familiar with animal communication, new to it or a skeptic, this event can appeal to anyone and I promise you will not be disappointed. Tickets are $25 and the event is only open to 45 participants. During the event, six people will be intuitively chosen for a 10 minute reading. All of the proceeds from the event are being donated to us, so please consider signing up.

KLS AVID students recognized

ey Largo School eighth-grade graduates Nicholas Calderon and Sophia Jackson received special awards from Learning for Success Inc. (LFS) through its Kids and the Power of Work (KAPOW) program during a virtual ceremony on May 5.

The students were chosen based on essays they submitted describing their experience with KLS and its Advancement Via Individual Determination (AVID) program.

“With AVID, I overcame my low self-esteem, and learned how to be a better public speaker,” said award winner Jackson, who aspires to a career in health care. “I was able to get closer with people I didn’t expect I would.”

“Performing speeches boosted my confidence,” said cowinner Nicholas Calderon, who aspires to a career in law and politics. “Having the support of my classmates helped me overcome my nervousness.”

The special awards were sponsored by a grant from Publix Super Markets Charities.

“We’re thankful for the support we get from the KAPOW program and the generous contributions from Publix Charities for our outstanding students,” said Tiffany Zepeda, AVID teacher at KLS. AVID is a global nonprofit organization dedicated to closing the achievement gap by preparing all students for college and other postsecondary opportunities. AVID teaches skills and behaviors for academic success; provides intensive support with tutorials and strong student/teacher relationships; creates a positive peer group for students; and develops a sense of hope for personal achievement gained through hard work and determination.

RUNNING FOR PASCAL Virtual 5K raises funds for local shelter

A

n inaugural virtual 5K walk and run honoring the life of Pascal Weisberger draws to a close on Tuesday, May 31.

Community donations have eclipsed $5,000, but race organizer Ari Poholek, Pascal’s dad, hopes to reach $10,000 to support a local animal shelter that was near and dear to his son.

May 7 marked the beginning of the 5K walk and run that’s raising money to support the Upper Keys Humane Society in Key Largo. Work is underway on a new UKHS building that will contain a surgical salon, more dog runs as well as a quarantine unit for new arrivals, among other things. Weisberger volunteered at the shelter for a number of years.

Participants had the chance to gather with others to run or walk the Pascal’s Way 5K from Treasure Village Montessori to Forest Tek Lumber and back to the school on May 7. Poholek said he was quite impressed with the turnout, as some 45 people showed up to honor Pascal and raise funds

for the shelter. Afterward, runners and walkers gathered at the wooden arch and heart-shaped sign created

by Keys to Peace for a photo.

“Even though we got together locally in the Upper Keys, there are other folks who are participating virtually either down here or in other places until the end of the month,” Poholek said. “So far the event has raised close to $6,000, so it’s definitely a success thus far.”

Two years ago, the young boy passed away in a tragic incident at his home at Executive Bay Club in Islamorada. He was a young explorer who attended Treasure Village Montessori and Ocean Studies Charter School. He was a caring, loving soul as described by teachers, friends and loved ones.

Weisberger’s legacy lives on within the community through Pascal’s Day of Service. Held every February, the community is encouraged to go out and perform community service.

Last February, Ocean Studies Charter School named its marine science lab after Weisberger. At Treasure Village Montessori, students participated in a fun run and cleaned up the beach

at Founders Park.

Poholek said he plans to make Pascal’s Way 5K a yearly event with funds supporting various organizations.

“I’ve talked to other people who would like to be part of a committee to plan way ahead of time,” he said.

Those still wishing to participate in the Pascal’s Way 5K run and walk have until Tuesday, May 31. There’s no registration fee, but participants are asked to donate $25 to $30 or more. Donations can be made by visiting Pascal’s Way 5K Walk/Run Fundraiser for the Upper Keys Humane Society Inc. on Facebook.

In addition, Poholek said Pascal’s Way magnets and wrist bands will be available for donation at local businesses as an ongoing fundraiser for the UKHS.

Group remembers George Floyd The two-year anniversary of George Floyd’s murder is May 25.

A small group has been standing on U.S. 1, at the Murray Nelson Government Center, every Friday since then. We hold signs to remind people that George Floyd is only one of many black people killed by police each year, and their lives matter.

In the past two years we have heard many supportive honks from passersby, but often our ears ring from the air horns blasted from over-sized pick-up trucks. We have also choked from the black exhaust some pick-up trucks spew, modified to Roll Coal, the drivers with both hands off their steering wheels in order to flip us twin birds.

A pack of young boys on bicycles frequently hold up fists as they speed past us on Friday, and one has shouted, “I support this!”

An old man who proudly wears his Vietnam Veteran hat passes us on the bike path every few weeks. He slowly approaches us on his scooter shaking his head scoldingly. He says we don’t know what black people are really like and he calls them a word I can’t repeat. He promised to pray for us.

A retired policeman stopped to tell us his blood boils every time he sees us. He lost a friend and fellow officer in 1973, murdered by a black man with a gun.

One woman stopped to tell us that black people don’t respect BLM, and we are just perpetuating racism by standing out there.

Four German exchange students joined us recently. We discussed Germany’s history with racism, and our country’s current political divide. They asked if they could take one of our BLM signs home with them.

We often discuss what we hope to accomplish by showing up every Friday. If nothing else, our Friday BLM protests have generated curiosity and sparked conversations.

Marine Debris Derby nets more than 7,000 pounds

O

cean Studies Charter School hosted its second annual Marine Debris Derby on April 23. Last year, students collected 4,052 pounds of debris. Students surpassed that number this year as they managed to collect 7,444 pounds of marine debris from two local coastal areas in Key Largo. Debris was brought to the school and weighed. The Dodd family placed first in the team category with 334 pounds of debris collected. The Williams family collected 740 pounds of debris and placed first in the heavyweight category. Event kicks off Coralpalooza celebration

n the run-up to World Oceans Day, Zoo Miami is bracing for impact. On Saturday, May 28 Captain Coral and his Coral Restoration Foundation crew will be descending on Miami’s most beloved animal park for a day of reef-saving fun and games.

Captain Coral's Scavenger Extravaganza will bring the wonders of the underwater world to the wild world of the zoo, engaging visitors in a treasure hunt for knowledge and prizes. Captain Coral's Scavenger Extravaganza kicks off Coralpalooza, the annual Coral Restoration Foundation World Oceans Day celebration. Traditionally for Coralpalooza, the CRF team takes hundreds of divers out into the ocean to work toward restoring Florida’s coral reef. The event shines a light on the urgent need for intervention to save our coral reefs, and the potential that large-scale collaborative action has to turn the tide.

With Captain Coral's Scavenger Extravaganza, Zoo Miami is now joining the fight to save some of our most endangered local animals – our corals.

Captain Coral will be waiting to welcome visitors, give them instructions on how to get involved, and bestow prizes on successful scavengers at the end of the adventure.

Coralpalooza continues in the Keys on Saturday, June 4.. Coralpalooza Dive Day is scheduled to take around 200 divers to undertake record-breaking reef restoration work in the Florida Keys National Marine Sanctuary. Landlubbers can join the fun as well at Captain Coral’s Coralpalooza Science Spectacular in Key Largo, which features a free Captain Coral Show and ocean-themed mini carnival. This year, boat places for Coralpalooza Dive Day sold out within a week of registration opening and keen divers are encouraged to sign up to the First Alert List for Coralpalooza 2023 if they want a good chance of joining the Dive Day next year.

Of the 167 students in the Class of 2022, 91% are continuing their education. Seventy-two percent of the class is heading off to college, 18% to vocational school and 2% to the military (two to the U.S. Army and two to the U.S. Marines). Scholarships awarded to the class total $5.7 million. That includes $637,000 of locally-funded scholarships.

Salutatorian is Felicity Rodriguez, with a 4.64 grade point average.

Valedictorian is Gage Cooper, with a 4.67 grade point average.

tudents, mentors, friends and family celebrated together as Monroe County’s Take Stock in Children program celebrated its 22nd annual graduation on May 21 at Marathon High School.

Fulfilling and exceeding the promises they made when they signed their Take Stock contracts – maintaining a 2.5 GPA, pledging to remain crime- and drug-free, earning passing scores on state assessments and meeting with their mentors on a weekly basis – 59 students with a class GPA of 3.66 will now make their way to Florida state universities, colleges and technical schools, courtesy of $2.2 million in scholarships awarded by the organization.

“This community in Monroe County has come together because of its belief in you,” said Bryan Green, president of the Monroe County Education Foundation. “I’m not sure you knew what a life-changing opportunity you were being offered, but I suspect you do now. It gives me tremendous pleasure to congratulate each and every one of you for your persistence, determination, and the sheer grit you showed in graduating.”

ART ADDED TO NEW GOVERNMENT CENTER Pieces depict color, fauna and history of Plantation Key JIM McCARTHY

awyers, jurors, those looking to obtain a marriage license and others seeking county services will enter the doors to a new Plantation Key Courthouse & Government Center in a week.

A 48,240-square-foot facility will open to the public during a grand opening on Thursday, June 2. Not only will people see new courtrooms and offices, but they’ll also view some unique pieces of art. Some tell the history of Plantation Key, while others allow those in stressful situations to get their mind off their matters for a moment.

In total, seven works of art are hung on the walls of the government center’s first and second floors. Elizabeth Young, Florida Keys Council of the Arts executive director, said Monroe County’s 1% public art program funded the art project. A committee of five members, each appointed by a county commissioner, and three stakeholders selected the art work. County Court Judge Luis Garcia, Clerk of the Court Kevin Madock and Trial Court Administrator Holly Elomina were the stakeholders.

With the committee’s recommendation for new artwork came approval by the county commissioners. The project totaled $209,000. Young said the artwork brings the color, fauna, history and feeling of Plantation Key into the new building.

By the lobby in the elevators is the piece “Justice” by Lothar Speer. It depicts the lady with scales of justice with plantation workers, the sea and a train.

“Each piece was curated to bring that sense of calm and color into the building because it’s a beige, white building,” she said. “It's a beautiful building, but we wanted it to feel beautiful and unique, and that’s why the artwork was chosen.”

Of the seven pieces, three are from working Monroe County artists: Sally Binard and Lothar Speer, both of Key West, and John David Hawver of Islamorada. The other four pieces of art were done by out-of-county artists.

They include Dayton Claudio of Chico, California; Christian Eckart of Houston, Texas; Maureen Melville of McLean, Virginia; and Lori Nozick of Los Angeles, California.

Work on the new government center began in October 2019. Among the services housed at the new facility are the Monroe County Sheriff’s detention facility, Monroe County Public Works, State Attorney’s Office, Monroe County Clerk of the Court and the 16th Judicial Circuit of Florida. These services were previously located in the old building adjacent to the new facility. According to Upper Keys historian Jerry Wilkinson, the original building, a sheriff substation, was built in 1958 with additions, such as the courthouse and other government offices, dedicated in 1967.
