t’s no secret that real estate prices in the Keys are at an all-time high. Apparently, the same goes for lighthouses. In bidding wars that quickly narrowed to contests between two bidders, auctions for the Sombrero Key Lighthouse, Carysfort Reef Lighthouse and American Shoal Lighthouse all ended within one week of one another. Though the Sombrero Key Lighthouse originally opened with the closest auction end date, the U.S. General Services Administration (GSA)’s auction rules allowed bidders to extend each auction for 24 hours with every subsequent bid past the auction’s original end date. Carysfort Reef Light off Key Largo was the first to close, settling on a final price of $415,000 on May 16. Sombrero Key Light off Marathon followed a day later, closing at $575,000. Six days later, American Shoal Light off Sugarloaf Key capped a record auction week with a final price tag of $860,000. Per the terms of the U.S. General Services Administration, the identities of the winners and other bidders were not disclosed on the auction website. The winners will now have 45 days to complete the transactions. All three lighthouses are cast iron octagonal screw pile towers with keepers’ quarters. Built in 1852, Carysfort is the oldest of the three, followed by

Sombrero in 1858 and American Shoal in 1880. Though they were functional navigational beacons until as recently as 2015, the dawn of GPS and other navigation instruments, along with the structures’ ages, eventually rendered them redundant or unfit for duty. According to officials, the new owners will face complicated and extremely costly paths ahead as they look to maintain, restore or repurpose their new properties. For starters, all three structures will need serious work, to the tune of millions of dollars. Reports prepared by the U.S. Coast Guard in 2010 detailed rehabilitation costs north of $2 million “required in the near term” for each lighthouse, with additional “deferrable” costs of between $80,000 and $535,000. Among the suggested immediate repairs: cleaning and coating metal struts, replacing broken and deteriorated tie rods, repairing holes and cracks in catwalks and walls, and replacing missing portholes and windows. Given that the structures are now 12 years older and that costs for materials and labor have risen significantly, the repair costs will be much higher today. Eric Martin is the president of the Florida Keys Reef Lights Foundation, an organization dedicated to saving and preserving six reef lighthouses in the state. Though he would love to see a full restoration of all the recently sold

structures, he said he understands that owners face an uphill battle as they navigate the interplay of several agencies and the practicality of such significant work within protected areas of the Florida Keys National Marine Sanctuary (FKNMS). And in his opinion, “even before 2015, (the lighthouses) weren’t getting proper maintenance.” The National Historic Lighthouse Preservation Act of 2000 lays out a mechanism for the disposal of federally-owned historic light stations that no longer serve a need. Under the act, the properties may be transferred to federal agencies, state and local governments, nonprofits or educational agencies at no cost. The recipients are expected to maintain the historic structures and make them available to the public for education, park, recreation or historic preservation purposes. Such was the case for Islamorada’s Alligator Reef Light, given to the Islamoradabased nonprofit Friends of the Pool in September 2021. However, said Martin, a private auction removes many of these safeguards for the historic structures. “When you buy them at auction, you can do anything you want as far as opening them to the public,” he said. “You don’t even have to restore it, it’s just that if you do … you’re supposed to go through the state’s historic prescontinued on page 39

NOAA PREDICTS 3-6 MAJOR HURRICANES MARATHON RECEIVES MULTIPLE GRANTS City has funding for coastal plans, fire rescue equipment Hurricane Ida approaching land in the Gulf of Mexico, taken by NOAA's GOES-16 (GOES East) satellite at 4:10 a.m. on Aug. 29, 2021. NOAA/Contributed

La Niña, above-average Atlantic temperatures could mean busy season

F

orecasters at NOAA’s Climate Prediction Center, a division of the National Weather Service, are predicting above-average hurricane activity this year — which would make it the seventh consecutive above-average hurricane season. NOAA’s outlook for the 2022 Atlantic hurricane season, which extends from June 1 to Nov. 30, predicts a 65% chance of an above-normal season, a 25% chance of a near-normal season and a 10% chance of a belownormal season. For the 2022 hurricane season, NOAA is forecasting a likely range of 14 to 21 named storms (winds of 39 mph or higher), of which six to 10 could become hurricanes (winds of 74 mph or higher), including three to six major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher). NOAA provides these ranges with a 70% confidence. “Early preparation and understanding your risk is key to being hurricane resilient and climate-ready,” said Secretary of Commerce Gina M. Raimondo, whose department includes NOAA. “Throughout the hurricane season, NOAA experts will work around-the-clock to provide early and accurate forecasts and warnings that communities in the path of storms can depend on to stay informed.” The increased activity anticipated this hurricane season is attributed to several climate factors, including the ongoing La Niña that is likely to persist throughout the hurricane season, warmer-than-average sea surface temperatures in the Atlantic Ocean and Caribbean Sea, weaker tropical Atlantic trade winds and an enhanced west African monsoon. An enhanced west African monsoon supports stronger African easterly waves, which seed many of the strongest and longest-lived hurricanes

during most seasons. The way climate change affects the strength and frequency of tropical cyclones is a continuous area of study for NOAA scientists. “As we reflect on another potentially busy hurricane season, past storms — such as Superstorm Sandy, which devastated the New York metro area 10 years ago — remind us that the impact of one storm can be felt for years,” said NOAA Administrator Rick Spinrad. “Since Sandy, NOAA’s forecasting accuracy has continued to improve, allowing us to better predict the impacts of major hurricanes to lives and livelihoods.” NOAA’s outlook is for overall seasonal activity and is not a landfall forecast. In addition to the Atlantic seasonal outlook, NOAA has issued seasonal hurricane outlooks for the eastern Pacific and central Pacific hurricane basins. NOAA’s Climate Prediction Center will update the 2022 Atlantic seasonal outlook in early August, just before the historical peak of the season. — Contributed

n May, the city of Marathon announced it has received a $240,000 grant from the state Department of Environmental Protection. The funds from the Office of Resilience and Coastal Protection will pay for a citywide vulnerability assessment and adaptation plan. The project will help identify vulnerable critical and regional assets that may need further analysis for projects to adapt them, by the city or the responsible entity, in the future and make them more resilient. This will help the city focus on areas where more assets may be vulnerable than others, develop design criteria, prioritize adaptation investments, explore funding strategies and determine policy responses. The plan will identify vulnerable areas and assets and an adaptation plan aimed at hardening. The grant will allow the city to hire consultants to formulate the assessments and adaptations that will hinge on geographical surveys being completed this year. In 2021, the city of Marathon hired consultants to conduct a coastal resiliency study and adaptation plan for Coco Plum Beach. Flooding, sea level rise and storm action could result in everything from loss of power to environmental impacts for Coco Plum Beach. The study’s authors recommended action plans that outline ways to harden wastewater plants (such as moving infrastructure to higher ground and implementing stormwater management) as well as promote continued on page 10

RICH DEVELOPER OFFERS TEACHER HOUSING AT TRUMBO SCHOOL BOARD MOVES FORWARD TENTATIVELY MANDY MILES mandy@keysweekly.com

M

oney isn’t an issue for the folks who want to build housing for teachers and school district employees at the school district’s Trumbo Road headquarters. In fact, the same people own the adjacent, multimillion-dollar Steam Plant condominiums, and want to improve the surrounding neighborhood. “We have a pile of cash that a long-legged show dog couldn’t jump over,” Walter “Wag” Woodward told members of the county school board and its housing task force at a meeting Monday morning. “I could write you a check for this whole Trumbo Road property today and build a park, but that’s not what the school board wants to do. You need housing for teachers.” (Woodward added that his family sold its oil interests in Texas for $6.1 billion, and recently made a similar sale of natural gas investments in northern Louisiana.) One of Woodward’s companies, SPGL LLC, last month submitted an unsolicited proposal to the school board, proposing to build about 76 apartments, a new administration building and a bunch of green space on the school district’s approximately 6-acre waterfront property. After nearly three hours of discussion, the school board and

its housing task force decided they wanted more housing units and no administration building on the Trumbo Road property. They’ll use Woodward’s unsolicited proposal as a template to see what other developers may propose for that site, but with the stipulation that proposals should include more housing units and no administration building. Woodward and SPGL also have the opportunity to revise and resubmit their proposal. “I doubt there will be much other interest,” said task force member Ed Swift, who has built several affordable housing developments in Key West and Stock Island. “The folks at SPGL and the Steam Plant condominiums are your neighbors and they have piles of cash. I think they are ideal for us getting what we want for teachers. Let’s see what they can come up with to give more housing units without the admin building on this site.” School district officials have discussed moving the administration building off of Trumbo Road for nearly 20 years. “For the past eight years SPGL has taken note of the multiple proposals, committees, focus groups and speculation of how the district can best utilize the 5.9-acre parcel next door to address the need for affordable housing,” states SPGL’s unsolicited proposal. “Despite the enthusiasm and good intentions of past affordable housing proponents, no feasible proposal has

been presented which addresses how to acquire the property, pay for construction of the housing, the relocation of the administration offices and functions, applicable zoning restrictions, (building permit) allocations, Department of Education deed restrictions, etc.” SPGL has proposed to build 76 apartments, including 56 onebedroom units, 10 two-bedroom units and 10 three-bedroom units to be exclusively available to district employees. “The development of these units will not rely on tax credit financing,” SPGL says, “and is therefore able to limit tenant eligibility to MCSD essential employees.” The project would not cost the school district funding that it does not currently have, and SPGL would lease the school district’s land for 99 years for $10 per year and collect the income-restricted rents on the housing. School board member Mindy Conn was emphatic that the administration building should be moved from Trumbo Road. Superintendent Theresa Axford reminded the board that the city of Key West had allocated 150 building permits to the school district for the housing project, and the city expects as many housing units as possible on that site, meaning SPGL’s proposed 76 units will likely increase when the administration building is removed from the plans.

ADDRESSING PROPERTY INSURANCE A bailout, retrofitting homes and roof replacement proposed JIM McCARTHY

jim@keysweekly.com

A

reinsurance program and a crackdown on fraudulent roof claims are among the proposals approved during a special session in Tallahassee to address a property insurance crisis. Senate Bill 2-D, which cleared the Senate on May 24 and the House on May 25, authorizes a $2 billion reinsurance fund for insurance companies. Known as the Reinsurance to Assist Policyholders Program, insurers can purchase insurance to insulate them from risk. But they would have to reduce policyholders’ rates in order to access the program. While insurance companies are the ones taking advantage of RAP, Rep. Jay Trumbull said during the May 25 House session that the law specifically says the insurance company “has to show reduction of rates to the consumer.” Legislation also dedicates $150 million to create the My Safe Florida Home Program, which provides grants to help homestead singlefamily homes, with insured values of $500,000 or less, to strengthen their homes in the event a hurricane hits. Those participating in the program would receive free home inspections that would identify mitigation measures. Money would be provided to them to retrofit their properties. Rep. Jim Mooney told fellow legislators on the House floor on May 25 that the bill is the first step that stabilizes the market. “We can’t fix this in a day. It’s going to be a process,” he said, adding that the My Safe Home Program will help stabilize the market even more. As for roofs, the bill prohibits an insurer from refusing to issue or refuse to renew a homeowner’s insurance policy of a residential

structure with a roof that is less than 15 years old. For roofs more than 15 years old, an insurer must allow a homeowner to have a roof inspection before requiring a roof replacement. If an inspection indicates the roof has five years or more of useful life, an insurer can’t refuse to issue or refuse to renew a homeowner’s insurance policy. “I do think that this isn't the last bill we will talk about in this building as it relates to property insurance,” Trumbull said. “It’s a great first step to reduce cost losses and give property insurance relief.” The bill also tackles attorney fees related to property insurance cases. Many insurers say those fees are contributing to rate increases for policyholders. Gov. Ron DeSantis called representatives in the House and Senate back to deal with a number of issues related to property insurance, which included rate hikes for policyholders. According to the Office of Insurance Regulation, Florida accounted for 79% of the nation’s homeowners insurance lawsuits over claims filed while making up only 9% of the nation’s homeowner’s insurance claims. In addition, the Florida insurance industry saw two straight years of net underwriting losses exceeding $1 billion each year. In 2021, four insurance companies writing homeowners coverage either went insolvent or required midterm cancellations. In the last three months, three insurance companies writing homeowner coverage in the state have gone insolvent and are either in liquidation or rehabilitation, and numerous others have nonrenewed policies or ceased writing new business. Citizens Property Insurance, the

state’s public insurer of last resort, saw an increase of 399,822 policies since the start of 2020. It’s on track to have more than one million policies by the end of 2022. “It is necessary for the state of Florida to act to stabilize the insurance market for Florida policyholders before the 2022 Atlantic hurricane season, which begins June 1 and ends on Nov. 30, 2022,” DeSantis wrote. An amendment added to a bill dealing with roof repairs and replacement, Senate Bill 4-D, addresses the 2021 Surfside condominium collapse that took 98 lives. Filed by Rep. Daniel Perez, legislation states that structures at least three stories high and located within 3 miles of the coast would undergo inspection by a licensed architect or engineer 25 years after a certificate of occupancy is issued. Buildings located more than three miles away from the coast would need inspection every 30 years. After the first inspection, condos and other tall buildings would be inspected every 10 years. Condo homeowners’ associations would be responsible for paying for the inspections. The bill passed in the Senate. A similar bill in the House, 5-D, awaits approval. “The Florida Legislature has grappled with reaching a consensus on what meaningful reform looks like, but today we have arrived at an agreement that will help to ensure this kind of tragedy never happens again,” Speaker Chris Sprowls said in a statement. A Senate bill prohibits an insurer from refusing to issue or refuse to renew a homeowner’s insurance policy of a residential structure with a roof that is less than 15 years old. CONTRIBUTED

living shorelines that could lessen effects of wave action associated with storm surge and resulting damage to residences. Using best-case scenarios drawn from the unified sea level rise projections prepared by the Southeast Florida Regional Climate Change Compact, in less than 20 years (2040) mean sea level rises could be as much as 10 to 17 inches above the mean sea levels recorded in 2000. “The city of Marathon wants to have a high-water plan already in place so that any action we take is measured and appropriate,” said Brian Shea, Marathon planning director. In other news, the City of Marathon also received a $44,571 grant from the State Department of Health. The funds are to purchase equipment for Marathon Fire Rescue, and require an almost $5,000 contribution from the city. Specifically, the grant will purchase an Epoc Reader and Phillips Tempus monitor. The first is a wireless blood analysis testing module, and the second is a special monitor that allows a medical director, or designee, the ability to access and assess this information remotely, while the patient is still in transit to a medical facility. On average, Marathon Fire Rescue transports about 50 patients a month and the new equipment will enable the paramedics and firefighters to safely transport more critical patients to properly equipped medical facilities on the mainland. “The equipment helps us exceed state standards by equipping and training the Critical Care Transfer Team, which consists of a combination of both EMTs and Paramedics, with specialized equipment to be utilized in transport of more critical patients from our rural/community access hospital to the proper receiving facility in Miami-Dade County,” said Marathon Fire Rescue Chief John Johnson. The city takes a proactive approach to finding and securing funding for special projects. In 2022, the city has applied for $2.9 million in grants, with $338,000 in awards. The balance of the $2.9 is still in the review process with the different grantors. — Contributed

ith temperatures in the high 80s and humidity approaching 90% for much of the day – a combination weatherspark.com classified as “miserable” – hundreds of extreme endurance athletes faced a test of their mettle as they took to the streets for the Keys 100 on May 21. The annual race combined a series of individual and team relay ultramarathons ranging from 50 kilometers to 100 miles alongside the Overseas Highway from Key Largo to Key West. The challenging conditions understandably forced more than 130 racers to an early exit in the 100mile individual race. In a newsletter to participants, race director Bob Becker reported that only 51.9% of runners who began the 100-mile individual contest made it to Key West – the lowest percentage in race history. Runners left the corrals in waves starting at 5:30 a.m. in Key Largo, and after more than 16 hours, individual champion Vitor Rodrigues of Portugal crossed the finish line, posting a final time of 16:42:34. The “No Sleep Crew” averaged a 6:31 mile en route to the top team finish with a time of 10:52:30. — Alex Rickert

SCHOLARSHIPS GALORE Community honors MHS seniors on Class Night

M

arathon’s annual Class Night showered the 91 seniors from the Class of 2022 with more than $1.1 million spread across 60 scholarships and organizational awards. Most scholarships ranged from $250 to $1,000, while some included physical gifts like laptop computers and even laundry supplies starter kits for college. A new award of particular significance to the MHS community this year was the Rebecca Thacker Memorial Scholarship, named in honor of the high school English teacher who passed away in April of this year and presented by her mother, Cheryl Bailey. In addition to recognizing all graduates with honors, the school announced Lilian Guo as the class valedictorian along with Leo Volchek as its salutatorian. — Alex Rickert

NATIONAL STARS Body Language Studio’s Stars of the Florida Keys earn national title ALEX RICKERT alex@keysweekly.com

M

arathon’s Body Language Studio is home to state and national champion competitive cheerleading squads. And most are less than 10 years old. Coached by studio owner Stacey Smith, the Stars of the Florida Keys made their presence known in five competitions between January and April of this year. Both the 8-and-under “Tiny Twinkles” and 10-and-under “Shooting Stars” went undefeated, culminating in a Florida Cheer and Dance Association Performance Recreation state title for each team in their respective age divisions. With the top score in February’s competition for the entire recreational division – based on both the difficulty and execution of their routine – the Shooting Stars also earned a bid to the national competition on April 23 in Orlando, a feat that paid for half of the team’s fees to enter the contest. “My girls have never done that before,” said Smith. “I couldn’t believe it. They actually beat 18-and-under teams and a lot of teams that are bigger than them from big cities. And of course, all the girls were excited to get a trophy that was bigger than them.” Smith stressed to her team that just reaching the national stage is an enormous feat. “Just getting there was a huge accomplishment for us,” she said. “I mean, we practice outside, for

crying out loud. We don’t have a full gym or anything like that.” When the initial schedule for the national competition was published, Smith realized her team stood alone in its assigned division. But the Shooting Stars had not traveled to central Florida to end its undefeated season with no competition. And they certainly didn’t make the trip for a loss. “I actually bumped them up to a higher age level, 13 and younger,” said Smith. “It was just so they would have competition, and they ended up beating 13-year-olds.” Smith took over Marathon’s Body Language Studio in 2019, hoping to use her background in gymnastics and competitive cheerleading to continue a strong youth program in town. With only one competition in 2020 due to COVID-19 and limited participation in 2021 due to lingering uncertainty around the pandemic, she said she didn’t expect the Stars to take off the way they did this year. But she’s not complaining. With 23 athletes in the program this time around, Smith says she was glad to spend her time constantly retooling the team’s tumbling, stunts and choreography between competitions, based on feedback from judges. Add injuries to the mix, and she said she spent many nights going back to the drawing board as she tweaked the components of a changing routine with a revolving door of athletes. “I’m watching videos, writing things down, drawing formations, trying to figure out transitions, and I probably look like a crazy person,” she laughed. “My husband knows that when my headphones are on

and papers are scattered around, he’ll just be like, ‘Uh oh, who isn’t making it to the competition this time?’” With three or four practices each week, Smith said the team showed meteoric improvement over the course of the season, even down to her youngest 4-year-old athletes. “At the very beginning, I remember thinking, ‘Oh man, if I can just get them all to do a cartwheel, that’ll make me happy,’ and at the end they’d learned how to do actual stunts,” she said. “When I watched their first competition to their last, it blew my mind. … Honestly, they surpassed all my expectations. I’m so proud of them.”

Take Stock in Children was proud to see 59 program participants through to graduation in 2022.

tudents, mentors, friends and family celebrated together as Monroe County’s Take Stock in Children program celebrated its 22nd annual graduation on May 21 at Marathon High School. Fulfilling and exceeding the promises they made when they signed their Take Stock contracts – maintaining a 2.5 GPA, pledging to remain crime- and drug-free, earning passing scores on state assessments and meeting with their mentors on a weekly basis – 59 students with a class GPA of 3.66 will now make their way to Florida state universities, colleges and technical schools, courtesy of $2.2 million in scholarships awarded by the organization. “This community in Monroe County has come together because of its belief in you,” said Bryan Green, president of the Monroe County Education Foundation. “I’m not sure you knew what a life-changing opportunity you were being offered, but I suspect you do now. It gives me tremendous pleasure to congratulate each and every one of you for your persistence, determination, and the sheer grit you showed in graduating.” A sincere congratulations from Keys Weekly to the Take Stock Class of 2022. — Alex Rickert

MARATHON WEEKLY / MAY 26, 2022 A rare Cuban pewee seen recently in Key West. MARK HEDDEN/Keys Weekly

MY KINGDOM FOR MY SHRIMPER BOOTS

MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.

M

y Nikes were holding me back, keeping me from getting a good look at the bird. In high school, running cross country and track, a bunch of us had these shoes called Nike Waffle Racers. They were sleek things that made you feel fast as hell, at least until the lactic acid kicked in. Wide in the front, narrow in the back, great in dirt or on pavement. The soles were low and grippy and I can still hear the sound they made when you were running on the track. Apparently they’d come in a bunch of different color schemes, but the ones we had access to were a near-neon green, and we all just referred to them as TMIs, after Three Mile Island, the site of the then-recent nuclear meltdown. I ran meets in those shoes until the treads went bald, then wore them around casually until the nylon uppers tore away and all my toes were visible like sardines in a can. And then I kept them in my closet for years after that, hoping someday there’d be a way to resurrect them. In general I’m not a sentimental person, but I still miss those shoes. So much so the Nikes I was currently wearing were an homage to the old ones, or at least a bit of pre-packaged niche nostalgia. They had the same grippy tread, and a neon green that approached the TMIs’ intensity. (I thought they might be duller, but whenever I wore them, someone would invariably say, “Nice shoes,” in a way that was not clearly unsarcastic.) I was wanting to dirty them up a bit, give them something of a patina, without totally trashing them. Standing at the edge of the salt pond, I thought it might be a little much. Keys muck never seems to improve the look of anything. And it isn’t trustworthy. Sometimes you walk out into it, and you’re fine for a while, then the next thing you know, voop, you’re up to your knees and you’re missing at least one shoe. But that bird. Kevin Christman had texted me Friday night, saying there’d been southeast winds for the last couple days, and he was going to go looking in the morning for some possible rarities that had blown in. I liked the idea, but was sitting at a poker table when he texted, and would be there a few more hours – ultimately losing heads-up to a guy who draws imaginary houses for a living – so early-morning birding wasn’t going to happen for me. When Kevin texted at 10 a.m., he said there was nothing going on at Fort Zach. But close to 6 p.m., he texted and said maybe I should go look at an Eastern pewee at the Fran Ford Preserve, because upon further inspection, it wasn’t a straggling Eastern pewee, it was a stray Cuban pewee – a bona fide category-four rarity, a bird that has only been seen seven or eight times in North America.

Kevin, along with Mark Songer, had been over early, trying to get a good look at the bird, but left after a couple hours, having only heard it. I got there just after they left, taking the next shift. Pewees got their name from the nominate species, the Eastern pewee, whose call sounds kind of like their name, but with an extra syllable – pee-a-wee. The Cuban pewee’s call is more of a smooth, sinking whistle. It sounds a bit like an incoming bomb, or at least the sound effect they use for incoming bombs in cartoons. And I heard the call as soon as I got out of the car. The call would repeat every 30 seconds or so for a while, then would stop. Then it would start up again, then it would stop. Every time I heard it I would walk toward the source, then pause and wait for the bird to call again. I worked slowly from Government Road, along the narrow trails, past an abandoned bike or two, then a homeless camp or two, and then to the edge of the pond. I caught a quick glimpse of the bird, and took a few terrible photos, before it took off. But the bird kept calling, and I followed the sound some more, and eventually found a spot where I could step into the pond relatively easily. The bird seemed to be on the far side of a small clump of trees on an island in the middle. I say “island,” but it was just a tiny bit of upland, a couple inches above the surface of the water, which looked to be about five inches at its deepest. That mud, though. My kingdom for my shrimper boots, which were gathering dust at home. Eventually birdism won out over dandyism, and I stepped out into the mud, carefully shuffle-stepping through the hundreds of black mangrove roots that looked like skeletal fingers poking up from the ground. My socks got soggy and the Nikes squished, and I kept expecting to slip or sink but didn’t. On the far side of the island the call was maddeningly close, but I couldn’t find the bird. Finally I looked up and it was in a tree right over my head. I backed up 20 or 30 yards to get better light and to give the bird some space. The pewee sat there for a while, occasionally twitching, shifting itself on the branch. It took off once to nab a dragonfly mid-flight, then came back to the same branch and gulped it down. Occasionally it would pause, lift his head, and let out that clear, sinking call, something that would be heard every day in Cuba or the Bahamas, but not here. I took some photos, then some video. Then I just stood there for a while, enjoying this private audience with a wayward rarity. Later, when I got home, I kicked off my Nikes and threw them in the corner. I kind of liked the way they looked now.

f Marathon’s spring football game on May 18 against the Palm Glades Prep Academy was any indication, the Dolphins could be poised for a significant improvement on their 2021 season this fall. In a rematch of last season’s homecoming game, which saw the Fins emerge with a narrow 7-0 victory, Marathon left no doubt, posting a dominant 30-6 win over the Eagles. Junior running back Malachi Hawkins continued his torrid pace from a few months earlier, racking up 230 yards and three touchdowns in a career rushing day behind a strong showing from Marathon’s offensive line. The Dolphins’ defense locked down on Palm Glades’ offense behind strong physical play from juniors Thomas Eubank, Sean Hale and Dylan Globe as well as freshman Fabbianho Louis. “It was great to see our team come out and take care of business,” said head coach Mac Childress. “We have some veteran players who are starting to see their experience and hard work in the weight room pay dividends. … Our players have big goals for next season, and we are pumped for Dolphin Country to be rocking on Friday nights.” — Alex Rickert

CLASS OF 2022 Marathon High School sends out its best and brightest

F

orty-three years ago in 1979, I walked across the stage of the Greenville Memorial Auditorium in a hideously radiant orange cap and gown to pick up my diploma from Mauldin High School. Backstage, while other students were crying and mourning the end of “the best years of their lives,” I was positively giddy. I was so ready to get out and start my life — whatever that was going to be. By the time you read this, Marathon High School likely will have graduated the Class of 2022 and sent them out into the world. High school graduation is one of the major mileposts of a young life — for some, a journey into a college education; for others, the beginning of a young career. One thing is for certain: Marathon knows how to take care of its graduating students like no other community. Sarah and I are both mentors of amazing students in the Take Stock In Children program. In Take Stock, young students sign up and commit to keeping good grades and staying out of trouble. If they make it to graduation, they’re rewarded with a full-ride college scholarship. Sarah’s Take Stock mentee, Synthia Robles, is graduating this year. Her Take Stock graduation took place last week, and it was an inspirational event watching these students make plans for their next step in higher learning. Synthia will attend the University of North Florida, and we wish her well in her college years. Sarah wished that she had brought tissues to these ceremonies — it’s a bit of an emotional roller coaster to watch these kids come into their own. The Baccalaureate event was next, and the soon-to-be graduates, along with their families and friends, gathered at San Pablo Church. It was yet another inspirational evening dedicated to memories as well as hope for the future. Class members told stories and spoke about the world that awaits, and blessings and good feelings were joyously abundant. The Class of ’22 even rose and serenaded the family and friends in attendance! Capping and Class Night was next on the graduation week agenda. Graduating students in their gowns were united with their mortarboards in the capping ceremony — tassels left! Then began the cavalcade of awards and scholarships. Marathon is a gener-

ous community when it comes to taking care of their students, and it was so heart-warming to see all our not for profits and local businesses step up and help our students with scholJOHN BARTUS arships and even laptops and laundry is the Mayor of supplies! the City of MaraAt the end thon. He also is of the donation a musician who process, the grand performs around total was tallied: town. For more the Class of 2022 see johnbartus. earned over $1.1 com million in scholarships for higher education. That’s an amazing number, and it shows just how much Marathon cares about its graduates. Special recognition was deservedly given to Marathon’s Laude, Cum Laude, and Magna Cum Laude graduates. And congratulations are in order for the Class of 2022 Valedictorian, Lillian Guo, and the Salutatorian, Leo Volcheck. They earned the opportunity to address their classmates at the Graduation Ceremony. Marathon graduates are headed to diverse educational and career paths: many are headed to pursue higher education at colleges and universities in Florida and beyond, some will pursue athletics along with their higher education, some will serve our country in the Armed Forces, and others will enter the workforce. No matter the future direction, it’s clear that the Marathon community stands behind its graduates in an incredibly special way. All that’s left is the Graduation Ceremony itself on Thursday, May 26. I like the fact that these are often called Commencement Ceremonies — sure, the high school journey is over, but the rest of one’s life is just beginning. Our graduates are looking at the opening of the next chapter in their lives. These times can be exhilarating and a bit scary, but I believe this Class of 2022 will go out into this world and make a difference. Congratulations, Class of 2022! Now go show us all how it’s done! - John Bartus’ Perpetual Island Tour will resume soon — in the meantime, check out John’s music anywhere you stream or download your music! BRIEFLY Walgreens gears up for Red Nose Day On Saturday, May 28, Walgreens’ Marathon location at 5271 Overseas Highway – next to Publix – will celebrate Red Nose Day with an event in the store’s parking lot starting at 12 p.m. The store aims to use the community celebration to raise money and awareness to combat child poverty. The larger Red Nose campaign began 30 years ago in England before coming to the United States in 2015. All donations to the charity go to Comic Relief special programs and the Red Nose Day Fund. These programs help children with education, medicine and food in the U.S. and overseas. Participants can support the program by donating and buying a red nose, bracelet and pen at any Walgreens store. Bring the kids for some family time and take photos with your red nose on. Marathon citizens can verify vacation rental info online The City of Marathon allows citizens to access online records to verify vacation rental licensing status. It’s as simple as typing in a Marathon address at https://marathonfl.viewpointcloud. com/search. If the house has a vacation rental license, the record will display the contact information for the owner, agent, or 24-hour contact person. A home in the city with a valid vacation rental license will have a “VACA” prefix listed on the structure’s permit history. If the address a citizen suspects of operating as a vacation rental license does not have a vacation rental license, a citizen can make a code complaint at https://www.ci.marathon.fl.us/codecompliance/webform/code-complaint The online access to vacation rental property information is available 24/7 and is intended to supplement the capacity of the City of Marathon’s Code Compliance Department. The department is open Monday to Friday from 8 a.m. to 5 p.m. For more details, email code@ci.marathon.fl.us or call 305-743-0033. Curry Hammock to host Family Health and Fitness Day Curry Hammock State Park and the Eco Ed Impact organization will be teaming up to provide a day of family fun and fitness on Saturday, June 11 from 10 a.m. to 2 p.m. The organizations are looking for six local families to participate in burning calories for carbon. The goal of this challenge is to bring awareness of good health, wellbeing, climate change and helping families reduce their carbon footprint. Each family member will commit to burning 500 calories through the day’s activities. The day will start with a

guided bike and hike experience and end with a guided paddle trip with a lunch break in between. There will be discussions about how environmental and human health are connected. Participants will also be encouraged to pick up trash as they explore the park together. Free entry to the park, lunch and gear rentals will be provided for participating families. The aerial work will be performed from about 7:30 a.m. to 5 p.m. and the daily location, between Marathon and Ocean Reef, will be determined by wind and traffic conditions. Business owners and residents along U.S. 1 from the Monroe County Line to Marathon are asked to secure any loose, unattached items such as furniture, plants or other goods displayed near or below the main transmission lines. FKEC asks motorists to focus on the road and not the helicopter flying overhead. With over 1,600 transmission poles to survey, including 11 miles over water and many landbased poles in hard-to-reach places, FKEC is using a helicopter contractor to execute the project efficiently and accurately. FKEC members with questions can call member service at 305-852-2431 or check at fkec.com/news-and-info/ press-releases.

lag footballers from Marathon are making their presence known on a national scale. On the weekend of May 21, the “Marathon Mermaids” took their talents to Philadelphia to compete against some of the top-ranked squads in Flag Football Life (FFL)’s Beast of the East national tournament. Coached by Rudy Fernandez and Sean Sayer, the nine-girl squad composed of first- through fifth-graders came together shortly after the City of Marathon’s rec league season. “I used to live in Miami, and for 17 years I ran a flag football program. We came down here and I had no intention of coaching … but I saw the potential between the two teams. … Sean and I had lunch one day and said, ‘Why don’t we combine the teams and try to maybe do something special?’” The Mermaids faced a stiff challenge in their opening contests. Out of 196 teams in the tournament, their first two games were against the firstand second-ranked squads in the nation in the 10-U division. Though they opened with a pair of losses, the unranked team from a tiny island proved they belonged in their first taste of tournament competition, falling to the top-ranked team by only one point. Once the Mermaids found themselves in the Silver Bracket after a split of their division’s teams, they refused to lose again, making a blazing run through the bracket en route to a championship – and taking down the fourth-ranked Staten Island Giants with a 7-0 shutout win in the process. “It was their first action and they kind of got thrown into the fire,” said Fernandez. “I called the tournament director and said, ‘Give us the hardest teams possible. I want to see where we’re at, I don’t care if we’re from a small island.’ To be the best you’ve got to beat the best.” Though any team can sign up to play in Beast of the East, the team’s bracket win earned them an invite to the FFL National Championship in January 2023 in Tampa. According to a text sent from the tournament director to Fernandez, the Mermaids should crack the top 10 when national rank-

ings are published next week. “The big thing for us was teaching the game the right way,” Fernandez said. “And that’s really what happened. The girls played the right way and they played very hard and focused from beginning to end.” “We used our friendship and all of our persistent hard work, and put it together into a strong, confident, feisty and determined feeling in our heads that helped us win,” said fourth-grade quarterback Sutton Sayer. “Our team has proved that kids from a small island can achieve big dreams.” “It was amazing,” said Landry Sayer, the team’s youngest – but undaunted – member. “I can’t wait until next year, and I’m going to miss being with my team.” Fernandez’s son, Ryan, found similar success at the tournament. Competing with his old team from Miami, the Marathon Middle School student took home a Gold Bracket championship in the boys’ 11-U division. The Marathon Mermaids extend their thanks to their sponsor, Marathon’s charter business by the same name, as well as Mike Puto, who used funds from the Katharine S. Gradick Girls Athletic Trust to sponsor the team’s transportation in Philadelphia.

The Mermaids celebrate their Silver Bracket win with coaches Rudy Fernandez, left, and Sean Sayer, right. CONTRIBUTED.

MARATHON WEEKLY / MAY 26, 2022 OBITUARY

from page 4

Stil A. Manzueta Galvez 1979-2022 Stil Manzueta Galvez of Marathon, Florida was a caring husband, father, son, brother, and a good friend to many. He returned to his Heavenly Father suddenly, on Mother’s Day, while in Key West. Though only 42 years old, Stil lived a full and rich life. He was born in San Pedro De Marcoris, Dominican Republic, the son of Victor Manzueta Campania and Adalis Javier Galvez. When he arrived in the United States in 2004, Stil and his wife Penny made their home in Islamorada, Florida. In 2011, he proudly became a U.S. citizen. For the past 15 years he resided in Marathon, where he operated a successful yard maintenance and landscaping business. Stil made friends easily and was well known throughout the Keys community. His positive outlook, generous spirit and beautiful heart left an impression everywhere. He went out of his way to help those in need and had an incredible work ethic that will be forever remembered. He enjoyed working with his hands, not only with plants, but also in the construction of his second home in the Dominican Republic. Playing dominoes against Stil was usually accompanied with dark rum and laughter; of course, he usually won! Stil was also an excellent chef and often used food to express his affection for his friends and family. His hospitality and delicious home cooking will be greatly missed. Stil was predeceased by his father and his sister, Yecenia Manzueta Melendez. He is survived by his wife, Penny Manzueta; his son, Oftin Manzueta DeLaCruz and Oftin’s mother Dilenny DeLaCruz; his daughter Gabriella Galvez and Gabriella’s mother Kerry Tamara Graham; his daughter Yosmaryln Manzueta Arvelo and the Arvelo family; his sisters Yessica Contreras Javier, Jennifer Contreras Javier, Marleni Beaton Javier, and Yuleysi Beaton Javier; and a host of extended family in the D.R. and U.S.A. His family in the Dominican Republic honored Stil’s memory on May 15 with a procession through the neighborhood where he grew up. His absence in our lives is profound, but we rejoice knowing Stil is at peace and resting until we meet again. Visiting hours and a funeral service will be held on Thursday, May 19 at The Coelho Home, 151 Cross Street, Central Falls, Rhode Island, 02863. Visitation will be from 4 to 6:30 p.m., with a funeral beginning at 6:30 p.m. Burial will take place in Pocasset Cemetery in Cranston, Rhode Island on Friday, May 20 at 11 a.m. For Stil's family and friends who cannot be at his funeral, instructions to attend his funeral online are available at www.coelhofuneralhome.net/obituary/Stil-ManzuetaGalvez. A celebration of Stil’s life is planned for Tuesday, May 31 from 6 to 9 p.m. at the Florida Keys Steak and Lobster House in Marathon.

ervation office and go by the guidelines of the national parks.” Further complicating matters are the regulations in place to protect the corals and ocean floor under and around each lighthouse, regulated by the FKNMS. Only the structures are conveyed in each auction, not the submerged land underneath, and two of the three – Carysfort and Sombrero – are located in specially-protected Sanctuary Preservation Areas (SPAs). Generally speaking, activities that alter or construct any material on the seabed or harm coral aren’t allowed, and SPAs have even stricter regulations. Using boats to carry heavy equipment, materials and workers through the shallow waters around the lighthouse is already a tricky proposition, and delays due to poor weather can quickly rack up a hefty tab throughout the restoration process. On the other hand, if the lighthouses are left untouched for long enough, pieces will eventually begin falling into the ocean, damaging legally protected sanctuary resources with unwanted pollution. Joanne Delaney is the FKNMS resource protection and permit coordinator. She said it’s difficult to say what activities could be permitted at the lighthouses until owners approach her with very specific plans and goals in mind. “We have a whole bunch of regulations in the sanctuary that are designed to meet specific resource protection goals,” said Delaney. “Not every regulation in the sanctuary would necessarily be applicable to activities that might occur at these reef lights, but some probably would. “There’s a lot of conjecture about what might happen, but we can’t really say whether something could be permitted or not until someone actually proposes it.” A discussion of the sales would be remiss without addressing the elephant in the room: could lighthouse AirBnBs become a new fad in the Florida Keys? Though the experts who spoke with Keys Weekly all refrained from offering a concrete “no,” the difficulty and cost of threading the needle through the requirements of so many agencies while completing expensive repairs may not be worth a few hundred dollars a night. “Is it possible? Maybe. Is it going to be practical and implementable for your average person? I don’t know,” said Delaney. “You just have to think about the location. … This thing is in the middle of the ocean.” Keys Weekly reached out to GSA to attempt to contact the lighthouses’ new owners and further clarify their obligations, but had not received a response as of press time.

Copies of the proposed Ordinance are available for inspection at the City Hall of Key Colony Beach. The City Commission requests an amendment to Section 101-173(3) of the Code of Ordinances/Land Development Regulations of the City of Key Colony Beach, in order to comport with the City’s recently amended variance application review process under Section 101-172, which now, as recently adopted, requires a minimum ten (10) days between the City’s Planning and Zoning Board hearings and the corresponding “first read” by the City of Commission of any and all recommendations to be made by the Planning and Zoning Board and presented to the City Commission. Following the adoption of Ordinance No. 2021471, the City Commission now acknowledges there is conflict of the applicable enumerated timeframes set forth in Sections 101-172, and 101-173(3). Therefore, the City Commission respectfully requests to amend Section 101-173(3), currently requiring notice of City Commission Public Hearings to be mailed at least thirty (30) days prior to the hearing, to ten (10) days for appeals and variance request applications, in order to comport with the recent adoption of Ordinance No. 201-471. Otherwise, remaining mailed notice requirements under this Section will follow the mandatory, statutory requirements set forth by the respective Florida Statutes. If any person decides to appeal any decision made by the City Commission with respect to any matter considered at the Code Amendment Hearing, that person will need a record of the proceeding and for such purpose may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. The City Commission requests amendments to Section 14-50 of the Code of Ordinance of the City of Key Colony Beach, in order to further facility the City’s business of time sensitive procurement or other important, emergent, or time sensitive matter, including funding opportunities, by providing an emergency procedure to allow the City Administrator or the Utility Board Chair to make recommendations, on such matters, to the City Commission at the City Commission’s next, upcoming Regular, Special, or Emergency Meeting. These amendments are requested to ensure the prevention of delay due to the inability of the Utility Board to meet, or establish a required quorum. If any person decides to appeal any decision made by the Key Colony Beach City Commission with respect to any matter considered at the Code Amendment Hearing, that person will need a record of the proceeding and for such purpose may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. If you are unable to attend the Public Hearing on Thursday, June 9, 2022, but wish to comment, please direct correspondence to: City Commission, P.O.
