oney isn’t an issue for the folks who want to build housing for teachers and school district employees at the school district’s Trumbo Road headquarters. In fact, the same people own the adjacent, multimillion-dollar Steam Plant condominiums, and want to improve the surrounding neighborhood. “We have a pile of cash that a long-legged show dog couldn’t jump over,” Walter “Wag” Woodward told members of the county school board and its housing task force at a meeting Monday morning. “I could write you a check for this whole Trumbo Road property today and build a park, but that’s not what the school board wants to do. You need housing for teachers.” (Woodward added that his family sold its oil interests in Texas for $6.1 billion, and recently made a similar sale of natural gas investments in northern Louisiana.) One of Woodward’s companies, SPGL LLC, last month submitted an unsolicited proposal to the school board, proposing to build about 76 apartments, a new administration building and a bunch of green space on the school district’s approximately 6-acre waterfront property. After nearly three hours of discussion, the school board and its housing task force decided they wanted more housing units and no administration building on the Trumbo Road property.
They’ll use Woodward’s unsolicited proposal as a template to see what other developers may propose for that site, but with the stipulation that proposals should include more housing units and no administration building. Woodward and SPGL also have the opportunity to revise and resubmit their proposal. “I doubt there will be much other interest,” said task force member Ed Swift, who has built several affordable housing developments in Key West and Stock Island. “The folks at SPGL and the Steam Plant condominiums are your neighbors and they have piles of cash. I think they are ideal for us getting what we want for teachers. Let’s see what they can come up with to give more housing units without the admin building on this site.” School district officials have discussed moving the administration building off of Trumbo Road for nearly 20 years. “For the past eight years SPGL has taken note of the multiple proposals, committees, focus groups and speculation of how the district can best utilize the 5.9-acre parcel next door to address the need for affordable housing,” states SPGL’s unsolicited proposal. “Despite the enthusiasm and good intentions of past affordable housing proponents, no feasible proposal has been presented which addresses how to acquire the property, pay for construction of the housing, the relocation of the administration offices and functions, applicable zoning restrictions, (building permit) allocations, Department of Education deed restrictions, etc.”
SPGL has proposed to build 76 apartments, including 56 onebedroom units, 10 two-bedroom units and 10 three-bedroom units to be exclusively available to district employees. “The development of these units will not rely on tax credit financing,” SPGL says, “and is therefore able to limit tenant eligibility to MCSD essential employees.” The project would not cost the school district funding that it does not currently have, and SPGL would lease the school district’s land for 99 years for $10 per year and collect the income-restricted rents on the housing. School board member Mindy Conn was emphatic that the administration building should be moved from Trumbo Road. Superintendent Theresa Axford reminded the board that the city of Key West had allocated 150 building permits to the school district for the housing project, and the city expects as many housing units as possible on that site, meaning SPGL’s proposed 76 units will likely increase when the administration building is removed from the plans.

T
he Key West Lady Conchs softball team made history Friday night, May 20, by winning the 4A regional championship in convincing fashion over the St. Brendan Sabers 11-1. This year’s Lady Conchs are the first-ever Key West High School softball team to advance to the State Finals, which features four teams. Key West is the No. 2 seed and takes on the No. 3-seeded Lake Wales on Thursday, May 26 in Clermont, Florida. The Lady Conchs’ pitching and hitting are peaking at the right time. They have knocked out all their opponents by the mercy 10-run rule in each of their three regional playoff games. In addition to beating the Sabers, they beat the Labelle Cowboys 15-2 in the quarter-finals and the Bonita Springs Bull Sharks 11-1 in the regional semifinals. “This season came with a lot of surprises, but what surprised me the most was the way my team continues to step up their game no matter who we face,” said senior Yahaira Williams. In Friday night’s championship game on May 20, the Lady Conchs started fast and did not look back in ousting St. Brendan from the playoffs.
Pitcher Chloe Gilday set down the Sabers in order in each of the first four innings without giving up a hit. The Lady Conchs began their onslaught in the bottom of the first. Yahaira Williams was hit by a pitch and advanced to third on a single by Madison Gonzales. Williams scored the first Conch run on a passed ball. Marina Goins then doubled to right field, scoring Gonzales. Miesha Hernandez singled on a hard ground ball to center, scoring Goins for the third and final run of the first inning. The bottom of the second started with a single to center on a line drive by Caroline Smith. She moved to second on a bunt single by Isabella Perez and scored on a double by Williams. An error by the second baseman allowed Perez to score. Goins next hit a short sacrifice fly to left that brought home the speedy Williams with the sixth run of the game. A single by Hernandez put two runners on base, but the Lady Conchs were unable to add to their lead. The bottom of the third started with two quick outs for Key West, but they would not be denied from scoring in the inning as Perez got things going with a double in the gap. Perez was replaced on the bases by courtesy runner Alexandra Rodriguez, who came home on a

scorching double down the line to left by Williams. Williams scored the eighth run of the inning on a single by Gonzales. Key West got singles from Ty Cervantes and Hernandez and a walk to Smith loaded the bases. A wild pitch scored Cervantes while Perez laced a single to center that scored pinch-runner Taven Gage and Scarlet Niles, taking the score to 11-0. Gilday got an infield pop fly for the first out of the fifth inning. She gave up her first hit on a triple to left. That runner promptly scored on a single. A line out and another single put runners on first and second with two outs. Gilday struck out the final batter, securing the 10-run win for the Lady Conchs. he city of Key West lost its longtime port director on Monday, when Doug Bradshaw submitted his Doug Bradshaw resignation letter to City Manager Patti McLauchlin, effective June 10. The letter came five days after Bradshaw was questioned at the May 18 commission meeting about a large cruise ship that docked two days before the meeting at the privately owned Pier B. The ship’s size exceeded “the submerged lands lease area, which the State of Florida has authorized for Pier B’s cruise ship operations,” states an email sent the same day by the Key West Committee for Safer Cleaner Ships. Weekley asked at the May 18 commission meeting, “How did this debacle with the cruise ship happen?” City Manager Patti McLauchlin told the commission, “We have put Caribe Nautical (local ships agent) on notice that they cannot bring ships into Pier B that exceed the submerged lands lease with the state. But the state has to do something about it. We can report it, but it’s up to the state to take action.” Bradshaw, whose formal title is director of port and marine services, agreed and told the commission the submerged lands lease “is an agreement between Pier B and the state. We’re not a party to that agreement.” Weekley then asked Bradshaw if the city can prohibit ships that dock at Pier B from using the cityowned docking bollard at Mallory Pier. “Yes,” Bradshaw said. “We’ve told them that ships that don’t meet the requirements of the state submerged lands lease cannot use our bollard.” Mayor Teri Johnston told Bradshaw, “Doug, this comes down to the fact that we get seven to 10 days’ notice of when these vessels are coming in. It just takes a quick
look online to find out how long and wide they are, and yet we don’t say a word.” Bradshaw explained, “When cruise ships were normal, and we were bringing them into Mallory, and they were bringing them into Pier B, we had a cohesive relationship. We used their bollards and they used ours. It all worked. Obviously, we are in a much different atmosphere now. Again, we’ve put them on notice that the practice can’t continue, even though, to be fair, it’s gone on for 30 years without much complaint. So this is something entirely new. Past practice has been that we work with Pier B and they work with us, but again, it’s a different world now.” Johnston replied, “It’s kind of bad to say we’ve allowed them to violate their submerged lands lease for 30 years. That’s not a very positive statement and it is a different relationship now. … It’s like we stand up here and our hands are tied, and we have no control at all of our harbor. And I don’t believe that’s the case. I believe we haven’t been very proactive.” Five days later, Bradshaw’s resignation letter stated, “Please accept this letter as my formal notice of resignation from the City of Key West effective June 10, 2022. I truly appreciate my time with the City but after 21 years, I am ready for a new challenge.” There’s no word yet on Bradshaw’s replacement, and he has declined to comment to the Keys Weekly about his pending departure. In other city news… The commission on May 18 allocated 150 building permits to the Monroe County School District for employee housing at its Trumbo Road headquarters. Superintendent Theresa Axford told the commission the district had received an unsolicited proposal from a developer willing to build about 76 units on the six-acre property. Johnston specified to Axford the shortage of housing throughout the city. “When I hear 150 units in comparison to the proposal to build 76 units, obviously my preference would be for those 150 units. … Take the message back to your school board that we need all the units possible there.”

bit of drama started last week’s Key West Planning Board meeting, when longtime board member Jim Gilleran left the meeting before it began, citing “serious ethical concerns about actions in the planning department.” Gilleran’s concern involved Key West Planning Director Katie Halloran, whose husband recently applied for and received a building permit allocation for their home at 913 White St. The home is in her husband’s name, according to county property records. As such, the building permit application was in his name, not hers. Other applicants did not initially receive building permit allocations, which are in limited supply. “I am confronted with a dilemma tonight, a matter of such serious ethical concern regarding the city’s Planning Department, that I am not going to attend tonight’s meeting until I can seek clarification on this matter,” Gilleran said at the start of the May 19 Planning Board meeting. He then left City Hall and the meeting continued with four other board members present. When contacted about his concerns, Gilleran told the Keys Weekly on May 24 that he had no evidence or information that anyone, including Halloran, had done anything wrong or unethical, but that he had “respectfully requested” a meeting with the city manager and other departments to address his concerns. City Manager Patti McLauchlin told the Keys Weekly emphatically on Tuesday, May 24 that there’s no reason for any concern. She said Halloran had acted with complete transparency, specifically to avoid any such implications of impropriety due to her position as planning director. “There were no surprises with this application at all. Katie emailed me and the legal department about this application months ago, and she had asked me about it verbally long before that. She wanted to make 100% sure everything was above board and transparent,” said McLauchlin, who forwarded to the Keys Weekly the Jan. 22 email Halloran sent to McLauchlin and to the city attorneys.

In that email, Halloran writes, “My family is applying for a market rate (building permit allocation) this cycle. Corradino staff [the city’s outside planning consultants] have reviewed all applications for completeness and verified or requested additional documentation to finalize rankings. … In order to ensure there is no perception of abuse or unethical processing of this application, I think someone other than me should sign the preliminary letter for my family’s project. The final ranking would be determined through Corradino staff and approved by the Planning Board this spring. I have also discussed the above with Patti (McLauchlin) and my staff is aware.” The Corradino Group is a professional planning agency with which the city has contracted to outsource planning work due to staffing shortages in that city department. “I sent that email to ensure transparency because I was afraid something like this might happen,” Halloran, planning director since February 2020, told the Keys Weekly on May 24. “I had asked the city manager about this last year before even starting the process. “I think this is a clear, manipulated attack, and that a contingent of people don’t want me to have this job,” Halloran said. “My staff and I play by the rules. There is no special treatment for special people, and I don’t think that works for some people. This is my hometown. There’s no reason for me to make a mess in my own backyard with something like this.”

NOAA PREDICTS 3-6 MAJOR HURRICANES

orecasters at NOAA’s Climate Prediction Center, a division of the National Weather Service, are predicting above-average hurricane activity this year — which would make it the seventh consecutive above-average hurricane season. NOAA’s outlook for the 2022 Atlantic hurricane season, which extends from June 1 to Nov. 30, predicts a 65% chance of an above-normal season, a 25% chance of a near-normal season and a 10% chance of a below-normal season. For the 2022 hurricane season, NOAA is forecasting a likely range of 14 to 21 named storms (winds of 39 mph or higher), of which six to 10 could become hurricanes (winds of 74 mph or higher), including three to six major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher). NOAA provides these ranges with a 70% confidence. “Early preparation and understanding your risk is key to being hurricane resilient and climate-ready,” said Secretary of Commerce Gina M. Raimondo, whose department includes NOAA. “Throughout the hurricane season, NOAA experts will work around-the-clock to provide early and accurate forecasts and warnings that communities in the path of storms can depend on to stay informed.” The increased activity anticipated this hurricane season is attributed to several climate factors, including the ongoing La Niña that is likely to persist throughout the hurricane season, warmer-than-average sea surface temperatures in the Atlantic Ocean and

Caribbean Sea, weaker tropical Atlantic trade winds and an enhanced west African monsoon. An enhanced west African monsoon supports stronger African easterly waves, which seed many of the strongest and longest-lived hurricanes during most seasons. The way climate change affects the strength and frequency of tropical cyclones is a continuous area of study for NOAA scientists. “As we reflect on another potentially busy hurricane season, past storms — such as Superstorm Sandy, which devastated the New York metro area 10 years ago — remind us that the impact of one storm can be felt for years,” said NOAA Administrator Rick Spinrad. “Since Sandy, NOAA’s forecasting accuracy has continued to improve, allowing us to better predict the impacts of major hurricanes to lives and livelihoods.” NOAA’s outlook is for overall seasonal activity and is not a landfall forecast. In addition to the Atlantic seasonal outlook, NOAA has issued seasonal hurricane outlooks for the eastern Pacific and central Pacific hurricane basins. NOAA’s Climate Prediction Center will update the 2022 Atlantic seasonal outlook in early August, just before the historical peak of the season. — Contributed

CONGRATULATIONS, GRADUATES – WHAT NOW? The hat trick in life is to die without regret or remorse. It has a lot to do with what my wife calls the “shoulda, woulda, coulda club.” You may find out very shortly that graduation is less the blissful milestone you currently think. It might be one of those moments in life that will pass you by (as it did me once) and not be recognized for the glorious moment it was. Up until now, you have had no mortgage, no wife or husband, no job you need to put bread on the table or a roof over your family and you probably have had more free time than you will ever have for the rest of your life. But it is over and done and you are out. Now what? Looking back on your time in school, perhaps the greatest lesson is the realization of things you missed out on. Perhaps you already have joined the shoulda, woulda, coulda club. Was there something you didn’t do, but now think you should have because you regret missing the opportunity? “I should have worked harder,” or “I should have asked so-and-so to the prom.” “I would have done that except I was doing this.” Admission, my friends, to the not-soexclusive shoulda, woulda, coulda club is fear, procrastination and, ultimately, the failure to recognize how wonderful and unique each of you is. In the movie “Dead Poets Society,” the main character, Mr. Keating, brings his class into the school lobby to look at old photographs of former students from many years before. He gathers them close and whispers eerily, “Get closer. Listen. Can you hear them?” Then, to the puzzled students he hisses, “Carpe Diem! Seize the day. Make your lives extraordinary.” Finally, he reveals, much to the boys’ astonishment, that all the boys in the pictures are dead and “food for worms.” It may be too late for some … but not you. Some of you will go forth from where you are today, do what is expected of you, essentially living your lives the way someone else expects. Others, the ones who
get it, will go forth and truly make their lives extraordinary. They will follow their bliss and accomplish great things, bring joy to themselves and others and then pass on from this life with a happy and full heart free from regret and remorse. That is living. That is success. Are you wondering about the future? Don’t. The future will come fast enough. This day was once the future and it will come and go. Will it turn out as you thought? Will you have achieved all you hoped? Are you prepared for the next step in your life in a career, a relationship or further education? Luckily for us all, it is never too late and especially so in your case. Advice is a strange part of the relationships among humans. Sometimes advice is given to make the giver feel important. Sometimes it is ill-advised. Sometimes it is given from hard-won experience and with sincerity. In this vein, I share the advice I gave to my own son: If you wish to succeed in life, always do more than is asked of you. Remember, the more you help other people get what they want, the more they will help you get what you want. In the extraordinarily simple words of Hillel who lived 2,000 years ago, “If I am not for myself, who will be? If I am only for myself, what am I? If not now, when?” It is not wrong to be selfish about what you want out of life; just remember to do it for the right reasons. If your only pursuit is wealth, then what you get will be as empty as the touch of King Midas. If you pursue that about which you are passionate, everything else will come with success. Make no mistake, everything you do will involve and require assistance from other people. And, finally, every day is a new opportunity to remember that today is not a rehearsal for tomorrow. Yesterday is now a dream and tomorrow is an unfulfilled promise. What now? Carpe diem! Make your lives extraordinary! Don’t wait for luck, make your own. A bailout, retrofitting homes and roof replacement proposed
A
reinsurance program and a crackdown on fraudulent roof claims are among the proposals approved during a special session in Tallahassee to address a property insurance crisis. Senate Bill 2-D, which cleared the Senate on May 24 and the House on May 25, authorizes a $2 billion reinsurance fund for insurance companies. Known as the Reinsurance to Assist Policyholders Program, insurers can purchase insurance to insulate them from risk. But they would have to reduce policyholders’ rates in order to access the program. While insurance companies are the ones taking advantage of RAP, Rep. Jay Trumbull said during the May 25 House session that the law specifically says the insurance company “has to show reduction of rates to the consumer.” Legislation also dedicates $150 million to create the My Safe Florida Home Program, which provides grants to help homestead single-family homes, with insured values of $500,000 or less, to strengthen their homes in the event a hurricane hits. Those participating in the program would receive free home inspections that would identify mitigation measures. Money would be provided to them to retrofit their properties. Rep. Jim Mooney told fellow legislators on the House floor on May 25 that the bill is the first step that stabilizes the market. “We can’t fix this in a day. It’s going to be a process,” he said, adding that the My Safe Home Program will help stabilize the market even more. As for roofs, the bill prohibits an insurer from refusing to issue or refuse to renew a homeowner’s insurance policy of a residen-
tial structure with a roof that is less than 15 years old. For roofs more than 15 years old, an insurer must allow a homeowner to have a roof inspection before requiring a roof replacement. If an inspection indicates the roof has five years or more of useful life, an insurer can’t refuse to issue or refuse to renew a homeowner’s insurance policy. “I do think that this isn't the last bill we will talk about in this building as it relates to property insurance,” Trumbull said. “It’s a great first step to reduce cost losses and give property insurance relief.” The bill also tackles attorney fees related to property insurance cases. Many insurers say those fees are contributing to rate increases for policyholders. Gov. Ron DeSantis called representatives in the House and Senate back to deal with a number of issues related to property insurance, which included rate hikes for policyholders. According to the Office of Insurance Regulation, Florida accounted for 79% of the nation’s homeowners insurance lawsuits over claims filed while making up only 9% of the nation’s homeowner’s insurance claims. In addition, the Florida insurance industry saw two straight years of net underwriting losses exceeding $1 billion each year. In 2021, four insurance companies writing homeowners coverage either went insolvent or required midterm cancellations. In the last three months, three insurance companies writing homeowner coverage in the state have gone insolvent and are either in liquidation or rehabilitation, and numerous others have non-renewed policies or ceased writing new business.
Citizens Property Insurance, the state’s public insurer of last resort, saw an increase of 399,822 policies since the start of 2020. It’s on track to have more than one million policies by the end of 2022. “It is necessary for the state of Florida to act to stabilize the insurance market for Florida policyholders before the 2022 Atlantic hurricane season, which begins June 1 and ends on Nov. 30, 2022,” DeSantis wrote. An amendment added to a bill dealing with roof repairs and replacement, Senate Bill 4-D, addresses the 2021 Surfside condominium collapse that took 98 lives. Filed by Rep. Daniel Perez, legislation states that structures at least three stories high and located within 3 miles of the coast would undergo inspection by a licensed architect or engineer 25 years after a certificate of occupancy is issued. Buildings located more than three miles away from the coast would need inspection every 30 years. After the first inspection, condos and other tall buildings would be inspected every 10 years. Condo homeowners’ associations would be responsible for paying for the inspections. The bill passed in the Senate. A similar bill in the House, 5-D, awaits approval. “The Florida Legislature has grappled with reaching a consensus on what meaningful reform looks like, but today we have arrived at an agreement that will help to ensure this kind of tragedy never happens again,” Speaker Chris Sprowls said in a statement.

ost high school graduates don’t wear life jackets with their cap and gown. But then, most high school graduates don’t ride jet skis to collect their diplomas. Somerset Island Prep, a charter high school in Key West, on May 20 held its third jet-ski graduation ceremony. The novel idea started as a COVID precaution for social distancing and has since become a cherished tradition. This year’s ceremony started on land at the Sunset Pier at Ocean Key Resort, where proud families gathered for the valedictorian speech and to watch the floating festivities. Graduates boarded jet skis and throttled across Key West Harbor to collect their diploma from Principal Tom Rompella, who conveyed them from aboard his own jet ski with a mechanical grabbing device. eenagers Jake and Cole Phillips have spent their summers in Key West, and are veterans of Reef Relief and COAST summer camps. This weekend, the brothers also join the ranks of iconic musicians who have performed at the world-famous Margaritaville on Duval Street. Their band, BlackWater Sound, includes Cole, 15, on drums; Jake, 17, on guitar; Tillia, 12, on lead vocals; Lukas, 16, on guitar; and Julian, 13, on bass. “Key West is a great music town and has given us lots of inspiration,” said Cole Phillips. “It is such a pleasure and a great opportunity to play Margaritaville.” After forming in September 2021, and playing mostly around Broward and Palm Beach, for about a year, the band’s members are now writing some of their own material. Sharing a love for classic rock and Southern rock, they play an infectious mix of another generations’ favorites, with a few hidden gems. Audiences will hear Skynyrd, Tom Petty, the Allmans, Beatles, Led Zeppelin, Doors, the Kinks, and Santana. “We love the people, the vibe and the stress-free, easy-going lifestyle of Key West,” Jake Phillips said, adding that “growing up on this
island has shown the unique quality of life that only the Keys can provide — and it has some tasty fritters.” Taking their name from Blackwater Sound, the body of water across Jewfish Creek from Card Sound north of Key Largo, the band has played local events, private parties, brew pubs, bars and restaurants, as well as music festivals throughout South Florida. They’ve even headlined multiple-band events for not-for-profit charities like Kids In Distress, where they teamed up to raise money for programs that benefit kids. Lead singer Tillia, whose vocals belie her age, has been compared to Janis Joplin, one of her favorites. Bassist Julian, the newest member, bass-slaps and lays down the backbeat groove along with Cole, the field general on drums, keeping the whole outfit churning with flawless tempo. And then the double guitar attack of Lukas and Jake trading hot licks and face-melting solos will undoubtedly knock your flip flops off. You won’t believe these musicians are kids and their show is not to be missed. They were even invited on stage at the Green Parrot’s weekly soundcheck by Honey Island Swamp Band. The band makes its debut at Margaritaville Key West, 500 Duval St. on May 28 and 29 from 7 to 10 p.m. and on May 30 from 1-4 p.m.

MY KINGDOM FOR MY SHRIMPER BOOTS
MARK HEDDEN ... is a photographer, writer, and semi-professional birdwatcher. He has lived in Key West for more than 25 years and may no longer be employable in the real world. He is also executive director of the Florida Keys Audubon Society.
M
y Nikes were holding me back, keeping me from getting a good look at the bird. In high school, running cross country and track, a bunch of us had these shoes called Nike Waffle Racers. They were sleek things that made you feel fast as hell, at least until the lactic acid kicked in. Wide in the front, narrow in the back, great in dirt or on pavement. The soles were low and grippy and I can still hear the sound they made when you were running on the track. Apparently they’d come in a bunch of different color schemes, but the ones we had access to were a near-neon green, and we all just referred to them as TMIs, after Three Mile Island, the site of the then-recent nuclear meltdown. I ran meets in those shoes until the treads went bald, then wore them around casually until the nylon uppers tore away and all my toes were visible like sardines in a can. And then I kept them in my closet for years after that, hoping someday there’d be a way to resurrect them. In general I’m not a sentimental person, but I still miss those shoes. So much so the Nikes I was currently wearing were an homage to the old ones, or at least a bit of pre-packaged niche nostalgia. They had the same grippy tread, and a neon green that approached the TMIs’ intensity. (I thought they might be duller, but whenever I wore them, someone would invariably say, “Nice shoes,” in a way that was not clearly unsarcastic.) I was wanting to dirty them up a bit, give them something of a patina, without totally trashing them. Standing at the edge of the salt pond, I thought it might be a little much. Keys muck never seems to improve the look of anything. And it isn’t trustworthy. Sometimes you walk out into it, and you’re fine for a while, then the next thing you know, voop, you’re up to your knees and you’re missing at least one shoe. But that bird. Kevin Christman had texted me Friday night, saying there’d been southeast winds for the last couple days, and he was going to go looking in the morning for some possible rarities that had blown in. I liked the idea, but was sitting at a poker table when he texted, and would be there a few more hours – ultimately losing heads-up to a guy who draws imaginary houses for a living – so early-morning birding wasn’t going to happen for me. When Kevin texted at 10 a.m., he said there was nothing going on at Fort Zach. But close to 6 p.m., he texted and said maybe I should go look at an Eastern pewee at the Fran Ford Preserve, because upon further inspection, it wasn’t a straggling Eastern pewee, it was a stray Cuban pewee – a bona fide category-four rarity, a bird that has only been seen seven or eight times in North America.
Kevin, along with Mark Songer, had been over early, trying to get a good look at the bird, but left after a couple hours, having only heard it. I got there just after they left, taking the next shift. Pewees got their name from the nominate species, the Eastern pewee, whose call sounds kind of like their name, but with an extra syllable – pee-a-wee. The Cuban pewee’s call is more of a smooth, sinking whistle. It sounds a bit like an incoming bomb, or at least the sound effect they use for incoming bombs in cartoons. And I heard the call as soon as I got out of the car. The call would repeat every 30 seconds or so for a while, then would stop. Then it would start up again, then it would stop. Every time I heard it I would walk toward the source, then pause and wait for the bird to call again. I worked slowly from Government Road, along the narrow trails, past an abandoned bike or two, then a homeless camp or two, and then to the edge of the pond. I caught a quick glimpse of the bird, and took a few terrible photos, before it took off. But the bird kept calling, and I followed the sound some more, and eventually found a spot where I could step into the pond relatively easily. The bird seemed to be on the far side of a small clump of trees on an island in the middle. I say “island,” but it was just a tiny bit of upland, a couple inches above the surface of the water, which looked to be about five inches at its deepest. That mud, though. My kingdom for my shrimper boots, which were gathering dust at home. Eventually birdism won out over dandyism, and I stepped out into the mud, carefully shuffle-stepping through the hundreds of black mangrove roots that looked like skeletal fingers poking up from the ground. My socks got soggy and the Nikes squished, and I kept expecting to slip or sink but didn’t. On the far side of the island the call was maddeningly close, but I couldn’t find the bird. Finally I looked up and it was in a tree right over my head. I backed up 20 or 30 yards to get better light and to give the bird some space. The pewee sat there for a while, occasionally twitching, shifting itself on the branch. It took off once to nab a dragonfly mid-flight, then came back to the same branch and gulped it down. Occasionally it would pause, lift his head, and let out that clear, sinking call, something that would be heard every day in Cuba or the Bahamas, but not here. I took some photos, then some video. Then I just stood there for a while, enjoying this private audience with a wayward rarity. Later, when I got home, I kicked off my Nikes and threw them in the corner. I kind of liked the way they looked now.

ip, hip hooray for the Key West High School softball
team. The players of coach Jason Garcia play at noon on Thursday, May 26 at the Legends Way Ball Field at Clermont for a Final Four Class 4A contest against Lake Wales. Thursday’s winner plays at 4:30 p.m. Friday, May 27 for the Florida state championship. Key West carries a 19-3-1 win-loss-tie record, while Lake Wales of Tampa is 20-7. “Our seven seniors will miss graduation if we win on Thursday,” said Garcia. “But that’s fine with them. We’ll just have their graduation some other time. We leave it up to them, play or graduate.” If the Lady Conchs win Thursday, they’ll face Clay (17-11), Eustis (25-2) or Deltona (173) the following night. Key West will bring a loaded lineup, headed by center fielder Yahaira Williams and her team-leading batting average for the year of .507, which includes 37 runs batted in and three home runs. Three other starters are also batting above .400. That’s Isabella Perez at .471, Marina Goins, .446, and Miesha Hernandez, .405. Above .300 are Caroline Smith at .372 and Madison Gonzalez at .344. The other starters are Ty Cervantes, .243; Chloe Knowles, .239, and Scarlet Niles, .220. And, of course, pitcher Chloe Gilday, who has pitched complete games in every tournament game and who will get the call Thursday, said coach Garcia. “We’ll go with who has gotten us here,” he said, adding that he’s excited waiting for the game. The seven seniors are Williams, Perez, Goins, Knowles, Gonzales, Montunique Van Staden and Emily Bracher. Key West’s success this season comes as no surprise. Followers of the team saw its talent before the season started, headed by Williams and Perez, who were All-State a year ago. Key West took care of the District 16-4A championship by defeating St. Brendan, 2-0, in a two-team showdown with both teams advancing to the state playoffs. After that, Key West defeated LaBelle, 152, in a regional quarterfinal game that was ended by the mercy rule after six innings. Then, it was Bonita Springs, losing 11-1 to Key West in five innings of a regional semifinal game, again by mercy rule. St. Brendan was again the opponent, this time in the regional finals, but this time in five mercy innings, 11-1. And now, it’s onto the state semifinal.

THE PGA GOLF TOURNAMENT was an exciting sports event last weekend. First, I have absolutely no objection to Tiger Woods pulling out of the tournament after playing three rounds. If you watched him on Saturday, you saw a tired, hurt, battered player who could barely make it around the course. I thought he should withdraw even before he did so. This was not the Tiger Woods we know. This was a player of another generation, trying to hold off retirement. Woods should not be battling to make Friday’s cut. He does not belong with the early starters on Saturday and Sunday mornings. Otherwise, it was a very exciting tournament. The Chilean Mito Pereira held the lead most of Sunday, At the sixth hole, Will Zalatoris from the United States had caught him, only to drop to three strokes behind after having to putt from the cart path. Then came Justin Thomas, who had already finished his round and could only advance up the leaderboard if Pereira made mistakes. And that’s exactly what happened. Pereira sent his ball into the water near the 18th hole. That double bogey dropped Pereira out of contention and sent Thomas and Zalatoris to a threehole playoff. Thomas birdied the first two holes and set a record as he came from seven strokes back to win the PGA Championship on the final day. Pereira’s double bogey cost him a ton of money. Thomas won $2.7 million. Zalatoris still took home $1.6 million and Pereira won $870,000. Not bad for four days of golf.

ou know that famous blackand-white photo from 1932, “Lunch Atop a Skyscraper,” of 11 ironworkers having lunch on a steel beam 850 feet above Manhattan? The photo by Charles Clyde Ebbets is an icon of American ambition and industry. But for comedian, actor, writer and producer Kevin Flynn, it’s a family photo — and a full-time phobia. The man on the far right, sitting on the end of the beam, is Flynn’s grandfather. And the location of the sky-high photo is the grandson’s greatest fear. It’s also the reason he didn’t follow in the sky-high footsteps of his forefathers. Key West audiences will reap the benefits of Flynn’s divergent career path, when he performs his one-man comedy show “Fear of Heights,” at 7 p.m. on Sunday, June 5 at Key West Theater. (Flynn will also perform three nights of standup comedy on June 2, 3 and 4 at 8:30 p.m. at Comedy Key West, 218 Whitehead St.) Instead of sitting atop skyscrapers, Flynn remained on solid ground by becoming a professional soccer player. He’s now an award-winning actor, writer, producer, sports show host and comedian, having made the transition to stand-up comedian by winning the prestigious Boston Comedy Riot. Since then, he has made numerous TV and film appearances as a comedian and actor. Flynn can be seen as the wedding coordinator in “The Heartbreak
Kid” with Ben Stiller. He’s also been in in “Me, Myself and Irene” with Jim Carrey; “Osmosis Jones” with Bill Murray, and as Charlotte’s boyfriend in HBO’s “Sex and the City.” (His character, Bram Walker, was voted one of the series’ most popular boyfriends.) While constantly acting and performing stand-up around the country, Flynn also works as a host and entertainer in the sports world, having covered World Cup Soccer for Fox Sports, ESPN and ABC. His show, “SportsFigures” on ESPN, received the Polk Award for excellence in children’s programming. He also created an award-winning weekly sports podcast for the ESPN Network called “Over the Ball,” which combines soccer, comedy and entertainment. In 1996, Flynn hosted The Discovery Channel’s “Go For It,” an extreme outdoor adventure show in which he swam with sharks, jumped out of airplanes and scaled dangerous peaks. The show led him to create his first one-man show, “The Go For It Guy,” which won the Best of Fest at the Boston Comedy Festival and HBO’s U.S. Comedy Arts Festival in Aspen, Colorado.

PITCH IN FOR A 1-HOUR CLEANUP EVERY FRIDAY MORNING
O
ne hour a week makes a huge difference, and volunteers are always welcome every Friday morning, when teams clean up a designated area of the island. The threat of rain did not keep volunteers away on May 20, when 15 people met near Harpoon Harry’s and collected two gallons of cigarette butts, 23 pounds of trash and 14 pounds of recycling. The city’s Port Services department does a good job keeping up with the big stuff, but it’s the little items that take more time to pick up and end up in the water easily. Please do your part and deposit your butts in an approved receptacle or take them with you as they can easily end up in our beautiful waters. Special thanks to Harpoon Harry’s owner Ron Heck for the post-cleanup beverages he provided to all the volunteers. A troubling number of plastic bags also have been included in recent hauls. Please remember your reusable bags when shopping so we can keep the plastic off the streets, parking lots and most importantly out of the water. The city of Key West and its residents ask everyone to do their part to help keep Key West beautiful. Simple steps like making sure you bag your trash before putting it in your Waste Management trash cans or Dumpsters, and making sure the lids on Dumpsters are closed, will keep a lot of trash from blowing into the streets. Please pick up around your home or apartment complex. Every piece of trash picked up is one less
that may end up in the ocean that surrounds and sustains our island community. It is not just the large items you can see easily when you are walking, but the smaller items such as bottle caps and cigarette butts that are collected by the volunteers that make the biggest difference. All are invited to join the Friday morning cleanups from 8 to 9 a.m. Parking is provided and all volunteers receive a parking pass when needed for metered or residential parking spots. Friday, June 24: Duval and Eaton streets. Since Jan. 1, 361 volunteers have collected 46.2 gallons of cigarette butts, 1,708 pounds of trash and 236 pounds of recycling.

inimal construction and marginal seaworthiness should produce maximum hilarity Sunday, May 29, during the Schooner Wharf Minimal Regatta. Only boats made of thin plywood, duct tape and other bare-bones materials are allowed in the offbeat Memorial Day weekend challenge. The float-or-founder fun starts at noon on Sunday beside the Schooner Wharf Bar, 202 William St. in the Key West Historic Seaport. A vessel inspection typically precedes the on-the-water action. Each team of up to six members is allowed a single sheet of 4-by-8-foot plywood, two 8- foot-long 2-by-4s, a roll of duct tape and a pound of fasteners to build their boat and whatever paddles it requires. Caulking and adhesives are forbidden, though epoxy paint is permitted. While many entrants have only minimal construction skills, some are unexpectedly talented in design and fabrication — luckily for the “designated passenger” on each team, whose role is to keep the team’s creation afloat while navigating the regatta course. Participants in the wacky race can compete in either the kayak/canoe design or open design categories. Awards include prizes for the fastest boat, most creative design, best paint job, best team costumes
and most notable sportsmanship — as well as the cringeworthy “sinker” awards that await the hapless teams unable to stay afloat. Past years’ standout entries — some proving more scenic than seaworthy — have included a rooster-themed vessel dubbed “Chick Magnet,” a tiny tiki hut that overturned midcourse and a red-and-white striped creation whose paddler portrayed the children’s book character “The Cat in the Hat.” The cast of the Flintstones, The Addams Family, Batman and Gilligan’s Island have shown up on previous race days. The regatta’s revelry also includes live music with Gary Hempsey and Friends with a Memorial Day barbecue. The fun continuing into the night with the steel pan sound of the islands by the Reach Out Trio. The entry fee per team is $20, with fees benefitting a local charity. MACHINERY TECHNICIAN SENIOR CHIEF PETTY OFFICER, U.S. COAST GUARD Why did you join the military? I was looking for a change in my life and needed something challenging and rewarding. How many years have you served in the military? 26. Had you ever been to Florida Keys or Key West before your current assignment? I came here a few times in the late ’90s as a port-of-call while serving on a cutter out of Boston. I never thought I would have the opportunity to live here. This June will mark my 16th year of living in Key West. Did you choose or request Key West, or were you just assigned here? It was a bit of both. I wanted to be at sea for my next assignment and I was given the choice between Key West and Grand Isle, Louisiana so I chose Key West. What were your first thoughts upon learning you were coming to the Keys? I was worried, as I only knew of Duval Street from the previous short visits and at the time, I had a 9-year-old son. Once I moved here, it all changed as I explored and discovered all the great things Key West has to offer. Hobbies? Playing pool, tinkering with sound systems and playing guitar when I have the time. Favorite things to do? Fishing, lobstering, hanging out at Mud Keys and karaoke. Have you ever attended Fantasy Fest and if so what were your initial thoughts? I have attended Fantasy Fest. My first one was in 2006 while volunteering for AIDS Help (now AH Monroe). I was in awe at first until I
learned the history and purpose of it. Now I am impressed with the way people come together as a community and support such a huge fundraising event. What do you like most about the Keys? The history and beauty the Keys have to offer is captivating. The ocean and the scenery are my favorite while driving on U.S. 1. What do you like most about your assignment? My current assignment aboard the USCGC ISAAC MAYO (WPC1112) has been one of the most rewarding ones. I have been part of multiple search and rescue, fisheries enforcement, drug interdiction and migrant operations. In addition, I have the opportunity to help junior members in the Coast Guard as the Chief of the Boat. What would you change about living here in Key West if you had the power to do so? The housing situation. I will expand on that when I run for mayor. Any advice to give other military seeking assignment here? My advice is to pace yourself. Drink responsibly and enjoy all the things Key West has to offer. If you do well in your first year, then you can have a great tour. What do you like most about living here? The people. I have never seen a place where the true locals come together and help each other. I have the utmost admiration for the ones who actually make this town thrive, like those working in the service industry (Hi, Marty!), as well as our local business owners, our first responders and our city workers. Thanks to them, Key West is a true paradise to live in.
SINGLE-DISTRICT VOTING IS VOTER SUPPRESSION Dear Editor, There is a petition circulating that proposes to eliminate our right to vote for four of the five county commissioners, in exchange for suppressing Middle and Upper Keys voters’ right to vote for or against “our” Key West commissioner. Monroe County is governed by a five-member Board of County Commissioners who are elected countywide for four-year terms. To maintain countywide representation, one commissioner must live in each of five districts. Every two years, one county commissioner is elected to serve as county mayor. (Editor’s note: The county mayor is not an elected position, but rather the seated commissioners select a mayor from among themselves.) Recently, one of our neighbors served as county mayor at the start of the pandemic. She was the face of many tough decisions that affected people’s lives and livelihoods. When she stood for re-election, she was defeated by voters from the Upper Keys, who suffered under some of the county’s COVID restrictions, despite support for her in Key West. Should the people in Key Largo, who lost their businesses due to the COVID blockade, have the right to vote the county mayor out? Living at the far end of our island chain, our lifeline extends through the length of the county. When the county commission votes on policies regarding the Card Sound Bridge, the Snake Creek drawbridge, U.S. 1 or hurricane evacuation, should we have five commissioners looking out for us, or just “our” one commissioner? To prevent voters from the Middle and Upper Keys from voting out “our” Key West commissioner, the political action committee (PAC) behind the petition for singledistrict voting proposes to suppress their right to vote. In exchange, we must give up our right to vote for or against the current county mayor, who is from Marathon, and the three other county commissioners. Currently, all of the county commissioners respond to all of us, as we have the ability to vote for or against all of them. With “single-district voting,” we will be represented by only one of the five commissioners. The other four will not be accountable to us. Giving up our right to vote for or against ALL of the county commissioners is to suppress our own right to vote, and give up local control. Sincerely, John Walsh Key West

Torres. “In my mind there’s nothing more rewarding that a person can do as a human being.” HEAVY TRAFFIC EXPECTED THIS MEMORIAL DAY WEEKEND Memorial Day weekend is one of the busiest weekends of the year for traffic in the Florida Keys. The Sheriff’s Office Traffic Enforcement Unit will be out in force this weekend to ensure safe driving. All traffic enforcement deputies as well as an influx of additional deputies will be assigned to work the entire holiday weekend and will work countywide to supplement road patrol deputies, particularly on U.S. 1. The influx of visitors is expected to cause traffic slowdowns, particularly southbound in the Upper Keys, on Friday; many of those same visitors will leave on Monday and cause slowdowns in the opposite direction on that day. Anyone planning to be on the road over the weekend should allow extra time accordingly. Deputies will be looking for people passing in no-passing zones, passing illegally in turn lanes, traveling at unsafe speeds and drinking and driving. Marine deputies will look for drunk boaters.
TORRES RETIRES AFTER 27 YEARS WITH POLICE DEPARTMENT Key West Police Capt. J.R. Torres wrapped up a 27-year career with his retirement on May 22. At last week’s City Commission meeting, Chief Sean Brandenburg, City Manager Patti McLauchlin and the entire City Commission thanked Torres for his years of service, noting that before his tenure with the police he served as a paramedic for 10 years. In total, Torres has served the Key West community for 37 years. Brandenburg, in recognition of outstanding service to the community, bestowed the honorary rank of Deputy Chief on Torres. Torres has earned many honors, including the Medal of Valor, the Life Saving Award, and several Chief’s Commendations. He served as a narcotics detective, K9 handler and patrol officer. Ten
SHERIFF RICK RAMSAY RECEIVES AWARD Monroe County Sheriff Rick Ramsay was honored with the South Florida Police Benevolent Association Fred Maas Law Enforcement Leadership Award for 2022 on May 21. The award is given annually to a South Florida law enforcement officer for outstanding service who also embodies leadership and inspires others. Ramsay accepted the award at the annual PBA Law Enforcement awards gala in Doral. “It is a distinct honor and privilege to accept this award,” said Ramsay. “It is also a privilege to work with the PBA on our common cause: lifting up those who choose to protect and serve their communities. Thank you to the PBA for this honor.” DON’T LET POWER OUTAGES BALLOON DURING GRADUATION Annual graduation festivities are a popular time for Mylar/metallic balloon sales. Not surprisingly, utilities across the country experience numerous balloon-related power outages this time of year. Keys Energy Services (KEYS) reminds customers that balloons that are allowed to drift away can land on power lines and in electrical substations, potentially resulting in power outages. They can also land in the ocean, causing serious problems for marine animals that ingest them. Since 2010, KEYS’ customers have experienced over 86 power outages directly caused by balloons or kites. Keep Mylar/metallic balloons indoors and never release them outside. Secure helium-filled balloons with a weight heavy enough to prevent them from drifting away. Never tie a balloon to a child’s wrist. If the balloon comes in contact with electricity, the electricity could flow through the balloon to the child, which could cause serious injury or death. Never attach metallic streamers/string to a balloon. When the celebration is over, puncture the balloon in several places and dispose of it to keep it safely away from power lines, electrical equipment and the ocean. Partially-inflated balloons can easily become airborne. Do not attempt to retrieve a balloon, or any object, tangled in power lines. Call KEYS at 305-295-1010 to report the problem.
PROMISES KEPT Take Stock in Children honors 2022 graduates

tudents, mentors, friends and family celebrated together as Monroe County’s Take Stock in Children program celebrated its 22nd annual graduation on May 21 at Marathon High School. Fulfilling and exceeding the promises they made when they signed their Take Stock contracts – maintaining a 2.5 GPA, pledging to remain crime- and drug-free, earning passing scores on state assessments and meeting with their mentors on a weekly basis – 59 students with a class GPA of 3.66 will now make their way to Florida state universities, colleges and technical schools, courtesy of $2.2 million in scholarships awarded by the organization. “This community in Monroe County has come together because of its belief in you,” said Bryan Green, president of the Monroe County Education Foundation. “I’m not sure you knew what a life-changing opportunity you were being offered, but I suspect you do now. INDIAN KEY ATTACK AFTERMATH Rights of island signed over to government Editor’s Note: This is the final installment in a four-part series on the attack at Indian Key.
I
n the days after the 1840 attack at Indian Key, Jacob Housman signed his rights to the island over to the U.S. government. The document read, in part: “This instrument testifies an agreement between the undersigned contracting parties, the first named John T. McLaughlin in the behalf of United States, and the second Jacob Housman of Indian Key. Jacob Housman of Indian Key, yields all right and claim to his property and possessions on Indian Key to John T. McLaughlin for the United States, to be used as a military outpost during the continuance of the Florida War, or for as long a period as the government of the United States may think proper to occupy it during the war, reserving to himself for his personal uses only that portion to be by him enclosed which shall be hereafter defined by the constructing parties. Signed this 9th day of August, 1840 at Indian Key. John T. McLaughlin Lt. Comdt. Flirt; Jacob Housman” Two days later, McLaughlin informed the Secretary of the Navy, John Paulding, that he would be moving the Navy depot formerly established at Tea Table Key to the more favorable locale at Indian Key. Among the reasons presented to Paulding, namesake of the depot known as Fort Paulding, was the presence of superior wharves, storage facilities and fresh water (likely referencing cisterns that had already been established on the island). In the wake of the attack, a handful of people remained on the island. They included Jacob Housman and his wife, the Goodyears, and the Charles Howe family. None of them would stay

for an extended period. In a letter to his brother-in-law in Pensacola dated Nov. 8, 1840, just three months after the attack, Charles Howe wrote: “We are now the only BRAD family remaining BERTELLI on this island, & your sister the only is an author, speaker, and Flor- woman nearer than ida Keys historian. His latest book, has cleared out for “The Florida Keys good - took everySkunk Ape Files,” thing he had left, is a fun blend of two of his favorite to Key West, about subjects — Florida a fortnight since, Keys history and to sell at Auction the Skunk Ape. his Negros - Boats vessels & I think I see his object, he is as usual very schemy, he is a good deal in debt & it was thought before the invasion, that he could not stand it more than a year or two longer - had mortgaged all his property on this island, to two different persons in Charleston, to the amt - of about $16,000 - they were sent to me to have them executed & I could not but feel sorry for the man, notwithstanding his unprincipled disposition - I never mentioned it to anyone, and I believe but one or two besides the clerk of the Co. Court knew of it he cannot now pay 10 per cent and I doubt if he is ever able - he will pay more - Mr Goodyear who has been clerk to Capt - H - for sometime past, kept open a small store, or Grog Shop, on the wharf ever since the destruction of the island, and was surprised when Capt. H. came & informed him of his determination to take every thing to Key West & Sell out. Mr. G - said he thought he should
return & open a store on his own acct - but I have not heard since he left, whether he intends doing so or not…” Jacob Housman would not remain in Key West long. On April 13, 1841, U.S. Attorney L. W. Smith filed a charge for assault on the high seas, a crime that would be labeled piracy in some courts. Smith charged that two men who had been aboard Housman’s ship at a location identified as Key Rodriguez held Jacob Housman at knifepoint aboard his own ship and deprived him of command. Key Rodriguez, or Rodriguez Key as it is more commonly identified these days, is an island just east of the southern Atlantic area of Key Largo, some 100 miles northeast of Key West. Housman’s wife, Elizabeth, claimed to be a witness to the crime. It was not the last trouble Housman faced. Eighteen days later, he was killed during a salvage operation. According to his wife, the fatal accident occurred on May 1, 1841. Adding insult to injury, according to court records, Jacob Pierce, master of the ship Leander, filed a claim against Elizabeth Ann Housman, executrix of Jacob Housman, on May 7, 1841, seeking recompense for damages caused to his ship after Housman’s sloop Key West collided with the Leander during the operation. Pierce would be awarded damages in an action dated May 20. As for announcements regarding the death of Housman, the May 25, 1841 edition of the Charleston Courier stated: “Extracts of letters received in this city by the U.S. Mail packet Wayne. Indian Key, May 15 – . . . Capt. J. Housman of this place died on the 8th inst.; from injury received by the up setting of his boat.” Some decades later, the Indian River Advocate published these words in the Florida TimesUnion dated May 22, 1892: “He was mortally injured by being struck by a heavy piece of timber from a wrecked vessel, while engaged in his favorite pursuit, that of wrecking.”

T
he Southernmost Bocce League held its playoffs last weekend. The top five teams from each night (Monday to Thursday) compete in a single-elimination bracket-style playoff for the Key West League Championship. The sixth place team from each night is entered into the Big Pine Championship. At the end of each season, Big Pine sends down its top four teams to compete in the cross-Keys playoffs. The semifinals pitted the Wednesday night team, Tropical Movers, against the Monday night team, Esky Rods. Tropical Movers worked their way through two Monday night teams before finally being stopped by Esky Rods. Tuesday night’s Keys Island Runners (last year’s champions) took on Long Hair Don’t Care, another Monday night team, in the semifinals. Keys Island Runners defeated Long Hair to face Esky Rods in the finals.
The first game of the finals was a hard-fought battle, with Keys Island Runners winning 16-14. In the second game, Esky came out firing, beating Keys Island Runners 16-5. The third game was again a tough battle, with both teams playing to their advantages. Keys Island Runners came up victorious 16-10. The weather was great all weekend. League officers and players prepared plenty of food and kept the teams well-hydrated. There were wings, steaks, burgers and hot dogs with all the fixings, along with potato salad, pasta salad, coleslaw, chips, watermelon, soda, water and beer. As always, the season and its finals provided plenty of good music, competition and a little chatter between good shots. VESSEL ARGO NAVIS HOSTS THE CHARITY SAIL
M
imosas, bloody Marys and a brunch buffet highlighted a May 21 brunch sail aboard the Argo Navis, which hosted the fundraising brunch for the Key West Police Department Love Fund. Established in 2006, the fund provides aid to any department member in a time of financial hardship.
