A
strategic plan is in the works for the Monroe County School District. Recruiting and retaining a workforce, as well as maintaining a safe environment on school grounds, were among the items discussed during a May 10 school board gathering at Coral Shores High School. Elisa Levy, strategic planning consultant, said focus group meetings show many teachers relaying a need to live in the Keys. Financially, that’s becoming a challenge due to a hot housing market and a lack of workforce housing. “We understand what the need is here and the gravity of the situation,” Levy said as she unveiled a list of goals and strategies, which included developing workforce housing. “You’re already working on Trumbo, which would be useful probably all the way up to Marathon.” The school district is seeking to develop its administrative headquarters property on Trumbo Road in Key West. The 5.9-acre property is adjacent to the Lang Milian public housing complex that is also ripe for renewal. Included in one company’s proposal for Trumbo Road are 76 rental apartments, a new two-story, 20,000-square-foot administrative building, and 1.27 acres of green space. Levy said focus groups also discussed the fact that many new teachers are overwhelmed when it comes to finding a place to live. A housing resource guide and a point person teachers could call for assistance were among the possible activities the district could do. Later in the meeting, Henry Russell, executive director of personnel and instructional leadership, told school board members that a new employee resource guide is out to assist school employees with housing options.

Russell said School Superintendent Theresa Axford told him the district needed to come up with a resource tool for new and current employees with information on the local housing market. Russell said the district felt it could create a tool to give employees that could identify and locate potential places to live. The guide starts with a welcome message from the superintendent and fun facts about the Keys before going into a list of housing options from the Lower Keys and Upper Keys, as well as Florida City and Homestead, since a number of teachers and employees live on the mainland. Russell said they’ve captured the current housing availability in the Keys. “This is a tool that’s being developed, so as we are made aware of more and more opportunities in our communities, we will continue to add and update this document,” he said. Russell added that he sent letters to real estate agents throughout the Keys and local chambers of commerce to let them know they were creating a housing guide. In addition, the resource guide includes a variety of child care services from the Lower Keys to Upper Keys, as well as information about hospitals, DMVs, internet services and local utilities. The resource guide is on the district’s website under the employment and human resources tabs. Among the other strategies Levy unveiled that the district could employ to attract and retain teachers and staff are expanding an employee recognition program and identifying exit trends beyond income and housing. winsburg, Ohio Mayor Thomas “Ted” Yates was selected as Islamorada’s next manager during a special meeting inside Founders Park Community Center on May 6. Four council members had Yates as their first choice for the position that was formerly held by Greg Oravec before he resigned earlier in the year. Yates comes to Islamorada with 12 years of experience in Ohio as the mayor and chief executive officer for the city of Twinsburg’s 19,000 residents. “My wife (Sharon) said ‘I can't believe this is really happening,’” Yates said following the selection. “It’s been a long process. It’s allowed us to really look deep within ourselves and the profession I’m embarking on here. I'm really excited about joining the team here.” In his pitch to the public and council, Yates said the Florida Keys became a special place for his family. He said his family purchased property in Key West back in the 1990s. For 15 years, they’d go on vacation and spend holidays enjoying their home on the island’s Gulf side. Yates told the Weekly that the council’s selection shows each member’s commitment to him. Yates said his wife and he have eyed Florida as the next spot in their lives and careers. “With my background in the management of cities, I knew this would be a great fit,” he said. “After Islamorada popped up, having spent time in Key West, this just felt right. During the process, my decision became more concrete if I was offered the job.” Yates was one of four finalists for the village manager position following a job search that yielded a little more than 60 interested applicants. The village’s hiring consultant, Colin Baenziger, reduced that list down to 12 candidates. From there, the council brought Yates; Lee Staab, former manager of Minot, North Dakota and Grand County, Colorado; Joseph Kerby, Benton County, Oregon manager; and Ted Blackburn, former Islamorada councilman, in for interviews. Each council member picked top two candidates for the position. Mayor Pete Bacheler and councilmen David Webb, Buddy Pinder and Mark Gregg each had Yates as

their first choice. Vice Mayor Henry Rosenthal had Blackburn as his first choice. His second was Yates. Council members followed up with a 5-0 vote to pick Yates. “I was stunned that he (Yates) got four first-place votes. There wasn’t any hesitation. I was very impressed with my colleagues,” Webb said following the meeting. Pinder said he prayed for unity in the council. “I think we worked really well together. And the outcome was spectacular,” Pinder said. Yates was a strong mayor in Twinsburg, meaning he was the chief executive officer who had the ability to direct the administrative structure, appoint or remove department heads. He was also the leader of the emergency operations center and was responsible for all decisions regarding COVID protocols for all departments and operations. In his time with Twinsburg, Yates operated a city with 13 departments, 180 full-time employees, 250 part-time employees and a $45 million budget. As manager for Islamorada, Yates will receive direction from the five council members. Webb said Yates knew the challenge ahead in the village and expressed commitment several times that he’s in it for the long haul. “I looked at his age and stage in life and his experience, and I guess that the other candidates saw the same thing,” he said. Bacheler said Yates was his second pick going into interviews. Yates’ response to Bacheler’s question regarding staff, however,
brought him to the front of the pack. “He said it was going to be a good staff to work with. He said, ‘The way I do things is I don’t interfere with the good work they’re doing. I will follow them, keep an eye on them and make adjustments as needed. Right now, they’re simply great and I look forward to working with them.’” Yates said he’s impressed with Islamorada’s staff during his visits. And he understands the challenges ahead, with everything from the Fills to planning and zoning issues that the village planning department and director Daniel Gulizio are addressing. “The Fills and making sure what we do there meets the lease with FDOT are a hot topic right now,” Yates said. Council chose Rosenthal to lead the contract negotiations with Yates. Webb and Rosenthal agreed that the salary needs to be on the higher end of the salary scale, $200,000, that the village advertised for the position. Webb also said the $2,000-a-month housing stipend given to the last village manager should be higher for Yates. Bacheler said he’s not anticipating any issues with the negotiations. Overall, the mayor said he feels Yates will be a great city manager. Yates’ first day is being targeted for midJune or early July. He said he’ll need about six weeks to transition.

H
igh school and college students have a lot of choices this summer when it comes to rewarding, challenging and lucrative employment in the Upper Keys. The labor shortage/housing crisis is making for a hotter than ever summer job market. "Up and down the Keys I think all of us in the resort industry have been struggling to make sure that our staffing levels are optimal for providing guest services," said Shannon Harbolt, director of human resources at Islander Resort. "So I think there's going to be a lot of opportunity for college and high school students this summer." The Islander is looking for people to work at the pool and beach concessions, as well as in resort restaurants. Six positions are currently open and listed on the Islander's website. From hospitality to retail to restaurants and recreation, the summer jobs are there for the taking. "We are definitely looking. We have some great summer jobs here," said Anne Onsgard, program manager at Founders Park. Onsgard is looking for staff to help run the popular summer camp program that runs from June 6 to July 29. Candidates need to be at least 15 years old and can earn $12 to $14 an hour. Minimum wage in Florida is $10 an hour. "We are looking for two lead counselors, 40 hours a week, and two regular part-time counselors that work 25-28 hours per week," added Onsgard. Founders Park is also looking for lifeguards. Lifeguards need to be certified. A certification class is currently taking place at the park and another class may be offered later this summer. Lifeguards learn valuable skills, such as first aid, water rescue techniques and CPR. And then there are the other perks of the job. "You get a good tan, you get to meet lots of people, you make good people skills, you can't be shy to let people know that rules do exist and they've got to be safe," said 20-year-old lifeguard Gabe Pena. Pena is a student at the College of the Florida Keys and has worked at Founders for nine
months. Lifeguards also have to be at least 15 years old. It's a lot of responsibility, but there is a payoff. Starting pay is $14.99 an hour. Publix is hiring teens for both of its Upper Keys stores. Publix hires students as young as 14, and it can lead to more than just a summer job. "Since school is getting out soon, all Keys stores are looking to hire minors with the understanding that their hours would be adjusted once school starts up again in the fall," said Lindsay Willis, media relations manager for Publix. Islamorada boutique Zero Dress Code is looking to bring on two parttime employees. "It's expensive to live here so people are coming from the mainland, it's getting to where now they're not coming from the mainland. So we're just looking for people that live here to work here," said manager Sandra Murphy. Murphy said Zero Dress Code is offering competitive pay and a very generous employee discount on store merchandise. "We pay pretty well, we give a great discount. This is a beautiful store to work in," added Murphy. Employers in the Keys say they have realized that in order to attract qualified candidates, they need to increase pay and offer other benefits, like flexible work schedules. "We are in the Keys and we know what the cost of living is here, so we're realistic," said Lizzette Romero, human resources manager at Forest Tek and Overseas Lumber. Romero has taken to social media and to radio to advertise job openings. They are looking to hire four employees, three to work at their flagship store in Tavernier and one to work in their new store, Keys Mercantile Home, a new home goods and hardware store in Islamorada. Entry-level jobs start at $15 an hour. Other higher-paying jobs are available for qualified candidates. Candidates must be at least 18 years old to apply. Across all industries, capable and reliable employees are in high demand. For young people in the Upper Keys this summer, that spells opportunity.

BAHIA HONDA BEACH REOPENS NEW ISLAMORADA CLERK BRINGS WEALTH OF EXPERIENCE McGrath transitioning well into new job and life in the sun

M
arne McGrath hung up the phone with a friend who was a predecessor during her days as deputy clerk in Ferndale, Michigan. Her friend, originally from Florida and now an Ormond Beach resident, noticed a job posting for village clerk. She told McGrath of the opportunity. McGrath put in her resume and application. Months passed by and she didn’t hear anything. McGrath ended up visiting her friend in Ormond Beach, and the two decided it was time to take a road trip to the Keys. “We stayed on a houseboat to experience something different,” she said. “In the days I was here, coincidentally we were at Treasure Harbor Resort & Marina, the village got a hold of me and I came in for an interview. They liked me and I liked them.” April 18 was McGrath’s first day as Islamorada village clerk. She fills a position that was formerly held by Kelly Toth, who retired last December. Stephanie Conde, who’s currently deputy clerk, served as acting village clerk between Toth’s departure and McGrath’s arrival. McGrath comes to Islamorada with a wealth of experience and accolades during her time with the city of Ferndale, a diverse inner-ring suburb of Detroit. She served as deputy clerk for six years before moving up to clerk. She worked in that position for seven years. She called Ferndale home for some 20 years. McGrath did everything from legislative administration and election administration to records management and agenda development. She was a member of the Michigan Association of Municipal Clerks before
recently switching over to join the Florida Association of City Clerks. She’s a member of the International Institute of Municipal Clerks, and she’s certified as a master municipal clerk. She was also appointed a member of the Oakland County Safe, Healthy and Secure Elections Advisory Council in 2020 by the board of county commissioners. In her role, she advised the board on protocols and initiatives to host safe and secure elections during August and November 2020. “It was quite an honor to be selected for that,” she said. In her first couple weeks, McGrath said she’s enjoying the job and working alongside supportive coworkers. She said she feels welcome and part of the team at village hall. “I love working with these people and it’s a good group of dedicated public servants,” she said. “That's what I always strive to be. We have a lot of good people doing a lot of under-theradar work, and we work together well. I’m very pleased that I ended up here.” In Ferndale, McGrath spent a portion of her time giving back to the community. She worked at the farm animal sanctuary and with the sex assault prevention team to do a Take Back the Night at the University of Michigan. She was also a member of the Detroit Women’s Chorus. Now, McGrath is getting outside to enjoy every sunset she can. She’s spent time learning how to snorkel, and she’s exploring the community with her new bicycle. “I’m trying to do all sorts of new things like kayaking,” she said. “Every day I find a new reason that solidifies the fact that I made the right decision to come down. I’m excited to be here and I love the community.”

large section of beach, as well as the tent camping sites, at the popular Bahia Honda State Park near Big Pine Key have been closed since Hurricane Irma in September 2017. But Park Manager Mark Duncan called the Keys Weekly last week to let us know the Sandspur Beach area has officially reopened for daytime use. “The tent camping area will be next to reopen and we’ll start taking reservations for those spots in the coming weeks,” Duncan said, adding that the park’s cabins on the bayside have been open, but the tent camping sites, which typically have a waitlist several months long, will be a welcome return. Restoration of the state park still continues, but the reopening of Sandspur Beach is a huge postIrma milestone, Duncan said.
The other popular stretch of beach, Loggerhead Beach, reopened in 2018, a year after the storm, park officials said. “After the storm passed, volunteers and staff came together to remove debris, clear paths and begin the long road to recovery. Restoration efforts are still taking place to restore the beloved park,” states the Florida State Parks website. “After the storm passed, biologists determined which park ecosystems had suffered significant damage and how that would affect native plant species. Biologists then created a plan to restore these hurricane-damaged habitats. Hurricane Irma was not the first storm to hit Bahia Honda, nor will it be the last. But what is notable is that each time, people from all over the state come together to rebuild and renew the park which they hold so dear. The projects that have taken place here are a true testament to the spirit of resilience and perseverance that shines brightly at Bahia Honda State Park.”

As for safety, Levy said the goal is creating and maintaining safe, healthy and inclusive environments that foster students’ mental and physical health. Strategies within a list unveiled by Levy included increasing security in school hallways and bathrooms to prevent vaping and vandalism. “Two years ago we weren’t talking about vaping. This year it has exploded according to (school resource officers),” Levy said. Preventing bullying on and off campus and ensuring consistent implementation of student attendance were other strategies outlined in Levy’s presentation. A workshop with principals on the strategic plan is set for Thursday, May 19 and Tuesday, May 24. Principals will take the plan to teachers by the end of the school year. Levy said a final strategic plan draft will be presented to school board members during a retreat on June 14. The plan could be finalized by August. In other news, the school board heard a report on the legislative session in Tallahassee from state Rep. Jim Mooney. A number of K-12 education bills passed through the legislature, including one that requires high school students to take a financial literacy course before graduating. “I’ve said this since 1973 when I started teaching: we’re not teaching kids how to balance a checkbook. We teach them a lot of great stuff, but we don’t teach them a lot of stuff that really matters to their lives at the end of the day,” Mooney said. He also highlighted House Bill 1421 that improves school safety, security and transparency and refines plans for drills and reuniting families. House Bill 1467 improves the transparency around selecting library materials and establishes 12-year term limits for school boards. “They tried to get eight (years) passed,” Mooney said. He also delved into House Bill 1557, the parental rights bill. He said he voted against the bill after a tremendous amount of soul searching, reading and figuring out why the bill was as “vague as it was written.” In his statements to the board, Mooney said he takes pride in reading bills from beginning to end multiple times and discussing it with leadership and the bill sponsor. He said the vagueness in the bill “was too much for me.” “I looked and thought to myself, we don’t teach sex ed to K-3 anyway in Florda. It’s not in our curriculum, period,” he said. “Terms like inappropriate, those are very vague terms. I can tell you coming out of local government, ordinances I’ve been involved with that were vague ultimately allowed attorneys to feast. “Putting the school board and teachers in peril of lawsuits, and they don’t have to be definite, that’s the hard part of understanding why things can go sideways,” he continued. “It takes someone who thinks something is inappropriate. Therefore, the school board becomes the punching bag.” The next school board meeting is set for Tuesday, June 14 at 5 p.m. at Key West City Hall.
A
n increase in food trucks is creating a buzz within the Islamorada dining scene. A two-year village pilot program that regulated food trucks beginning in March 2020 expired a few months ago. With six food trucks now operating in Islamorada, village planning officials are taking on the task of developing regulations on a more permanent basis. And they recognize they can only do so much with the state of Florida preempting the ability for governments to license the use. In 2020, the legislature allowed food trucks to operate with only a state license. Planning Director Daniel Gulizio said the village can regulate where they operate and the types of improvements required. He presented the Local Planning Agency with a draft of what that would look like during a May 9 meeting at the Founders Park Community Center. Gulizio sought direction on how to approach the issue based on the current food truck situation. Within the draft, guidelines are based on a food truck, a vehicle that’s a public food establishment that’s moveable; a canteen truck, a vehicle selling prepackaged, pre-cooked foods; and food cart, or a mobile kitchen vehicle that isn’t self-propelled, set up on the street to prepare and sell food. Specifically, food trucks could operate at special events in the village with a temporary use permit that limits vendors to a maximum of four special events per year. Food trucks could operate in a village center, tourist commercial district and a mobile home park. Gulizio said a pending application before the village proposes four food trucks and a portable bar in a tourist commercial district. He said code doesn’t currently allow the use in that district. An amendment would be required if the board, village council and community want to move forward with the proposal, Gulizio said. There’s also a proposal for a food truck serving residents within a mobile home park on a permanent basis. LPA member Tony Hammon said a food truck in a mobile home district didn’t make sense to him. “I’m not saying at this point that we think it’s a good idea or bad idea,” Gulizio said. “I’m floating the idea for direction so I can get a better feel from
a community standpoint whether or not that makes sense or whether or not we just focus on food trucks in the village center or even a neighborhood commercial district.” Food trucks were required to be moved nightly under the pilot program. But Gulizio said that wasn’t happening. He said the village could stipulate that a food truck in a commercial zone could remain mobile at all times and be allowed to park overnight as a way to deal with the issue. Per the draft, setbacks for food trucks would be a minimum 50 feet from U.S. 1. They wouldn’t be allowed on the Fills or on vacant or abandoned property. In addition, use of styrofoam and single-use plastics would be prohibited. Mobile food vendors wouldn’t be allowed to discharge waste, fat, oil, grease or similar substances from the vehicle. All substances related to or generated from the vehicle would be taken with the vehicle when it leaves the premises. Hammon said he can see a huge issue with waste being dumped into existing swale. “I just would like to make sure that it stays in the language there,” he said. LPA chairwoman Deb Gillis said the village needs to help protect brick and mortar businesses, as they have a lot of overhead. She said food trailers aren’t cheap, but they shouldn’t be able to pull up and park forever next to a business. “Somehow we need to craft so that they (food trucks) can’t stay forever.” Vice chair Lorie LaLonde said there’s a need for more restaurants, whether brick and mortar or even a food truck. “I am an avid person who eats out quite frequently. There’s a lot of waiting going on. Our restaurants are jam-packed. They are very, very busy,” LaLonde said. Provided that a food truck operates on a site plan approval and has appropriate facilities and parking, LPA member Susan Rafanello said it essentially becomes a brick and mortar establishment with wheels. “Provided that it complies in a commercial zone area with proper site plan approvals, it all has the same restrictions as brick and mortar without the bricks,” she said. The draft also addresses canteen trucks, like a hot dog stand or ice cream cart. Those would be exempt from any provisions, so long as vehicles are only parked for a maximum of 15 minutes. Canteen trucks would be prohibited from operating within any right-of-way and may only operate on private property within a nonresidential zoning district. Food carts are also addressed in the draft. They may be permitted on a temporary and short-term basis, subject to receiving a temporary use permit.

T
he 20th anniversary of the storied intentional sinking of a retired 510-foot Navy landing ship dock to create an artificial reef 6 miles off Key Largo will be marked Sunday-Tuesday, May 15-17 in the Florida Keys. Highlights include a planned morning dive on Spiegel Grove on Sunday, May 15, to place a commemorative plaque on the ship’s hull to honor the men who served on the vessel. Qualified divers can make a reservation by contacting Lisa Mongelia, director of Islamorada’s History of Diving Museum, at 305-664-9737 or director@ divingmuseum.org. The museum is also debuting a month-long pop-up exhibit about the ship in its research library. Visitors to the facility, located at MM 82.9 bayside in Islamorada, can learn about the wreck and its fascinating heritage through May 31. The museum is open 10 a.m. to 5 p.m. daily. On Tuesday, May 17 — the 20th anniversary of the ship’s sinking — the public can enjoy “Celebrating the Spiegel Grove at 20: A Saga Too Strange Even for Hollywood,” a multimedia presentation and panel discussion with members of the initial “sink team,” chronicling the intriguing history of Spiegel Grove. The story of the ship’s journey from the ocean’s surface to the sandy bottom 130 feet below is as
compelling as its size. Featured panelists include Lad Akins, curator of marine conservation at Frost Museum of Science; Rob Bleser and Spencer Slate, Key Largo dive operators; Stephen Frink, renowned underwater photographer and Alert Diver Magazine publisher; Joy Martin, former Key Largo Chamber of Commerce president; retired NOAA Rear Adm. Dave Score, a former Florida Keys National Marine Sanctuary superintendent; and Andy Newman, media relations director for the Monroe County Tourist Development Council. The free event is from 7 to 9 p.m. in the auditorium of Key Largo’s Murray Nelson Governmental and Cultural Center, MM 102. Refreshments and beverages will be served. Interested participants are asked to register with the Key Largo Chamber of Commerce at keylargochamber.org. The panel will review the saga of the Spiegel Grove. During the morning of May 17, 2002, the ship prematurely sank and rolled over, leaving its upside-down bow protruding above the ocean’s surface, which was deemed a navigational hazard by the U.S. Coast Guard. The team of workers on the ship had scampered to safety and escaped injury, but the story captured worldwide media attention and the Spiegel Grove quickly became the best-known artificial reef even before the first recreational diver descended on it.
A massive effort resulted in the ship being fully sunk on its starboard side June 10, 2002, and after a salvage operation to recover lost equipment, the ship opened to divers June 26, 2002. But the saga of the Spiegel Grove wasn’t finished. In early July 2005, the vessel was discovered in an upright position — the position that the dive community had originally hoped for — after Hurricane Dennis brushed the Florida Keys with tropical storm-force winds. The commemorative celebration also includes the May 17 kickoff of the “Spiegel Grove 20th Anniversary Dive Trip Giveaway.” The prize includes a three-night Key Largo accommodations-and-dive trip, valued at over $2,500, to dive the famous wreck — still the world’s third-largest ship ever intentionally sunk to become an artificial reef and one of nine iconic wreck diving sites along the Florida Keys Wreck Trek. ATTACK AT INDIAN KEY: THE INDIANS
The story of Chekaika and Lieutenant Colonel Harney This is the second part in a four-part series on the attack at Indian Key.
T
he University of West Florida’s John Worth has researched the Calusa people in both Spanish and Cuban archives. One of the people he identified was the celebrated Indian chief Antonio. Physically, he is remembered as a strong, well-developed man who stood, at the very least, six feet tall. Antonio, an established captain with a ship, was a leader of the Spanish Indians who sailed for Florida with his crew during the second escalation of the Seminole War. In stories about the Seminole War, Antonio is known by a different name. He is called Chekaika. The first time Chekaika’s name enters the lexicon is the summer of 1839. Lt. Col. William S. Harney led a mission to establish a trading post along the banks of the Caloosahatchee River. The Caloosahatchee empties into Pine Island Sound at Cape Coral, Florida, on the west coast. Harney Point can be found in Cape Coral, at the end of Edith Esplanade. Harney led 25 soldiers, two interpreters, one civilian trader and his four employees down the Caloosahatchee River. Somewhere near the mouth of the river, perhaps at Harney Point, the troop stopped along the shore, set up camp, and established an area for the trading post. A distance of about 300 yards separated the camp and the trading post. In the day or two immediately following their arrival, a group of Indians created a campsite on the other side of the river. Three days after the trading post was established, the Indians lit bonfires and began to dance into the night. In the early morning hours of July 23, 1839, under cover of night, they crossed the river. As many as 160 Indians attacked. The coordinated assault against both sites was launched simultaneously, with Chekaika leading his men to at-
tack the military camp and the Seminole leader Hospetarke and his people attacking the store. Thirteen people were killed between the two sites, six taken BRAD captive and 14 esBERTELLI caped. Chekaika’s hideaway was a tree island rising out of the Everglades. The isolated hardwood hammock, accessible by shallow draft boats like canoes, was surrounded by the Everglades’ “River of Grass.” Harney was one of the lucky ones who escaped, barely, with nothing but his nightclothes. Several days later, he arrived at Indian Key aboard a small schooner. The Caloosahatchee River attack would prove to be one of the most successful Indian attacks of the Seminole War. One of the things that made Chekaika a standout was his preference for attacking in the early morning hours when darkness still covered his approach. The tactic would be repeated just over one year later. Sometime in the last days of July 1840, Chekaika led a war party away from his tree island hideaway. How many people were among the group of warriors has never been verified, and the numbers given range from 50 to

136. However many there were, they traveled in 17 canoes, paddled south through the slough, and followed a course that might have led them to Whitewater Bay. From there, they traveled down the Halbatahatchee River and into Florida Bay. The trip would have taken about six days. It is generally thought that the Indians stopped and waited at Lower Matecumbe Key before advancing to Indian Key. From his ship at Key Biscayne, Lt. McLaughlin penned a letter to Secretary of the Navy Paulding dated Aug. 4, 1840: “Lt. Rogers in the Wave, sailed today with 18 canoes for Cape Romano, on the western coast, touching on his passage at Tea Table Key for provisions and to take off all the people capable of quitting the hospital, for another attempt to cross the Everglades from the vicinity…” Rogers sailed away from Tea Table Key and Fort Paulding on August 6 with all but a handful of able-bodied men left behind. Midshipman Murray and five sailors were left behind to administer aid to the hospital’s sick and wounded. Night came, midnight passed, and Aug. 6 became Aug. 7. Chekaika led the 17 canoes away from Lower Matecumbe Key, across the Atlantic shallows in those early morning hours, and out to Indian Key. They quietly pulled their canoes up onto the western side of the island and crept ashore where they waited to attack before being discovered by Mr. Beiglett and Mr. Glass.

FKEC leaders highlight priorities at nation’s capital
T
he first week of May, Florida Keys Electric Cooperative board members David Ritz and Craig Belcher joined hundreds of electric cooperative leaders who converged on Capitol Hill for the National Rural Electric Cooperative Association (NRECA) legislative conference. The group urged Congress to help co-ops take advantage of energy incentives, reduce their federal debt and access billions of infrastructure dollars. “We are focused on the federal policy priorities that directly impact our local cooperative, FKEC,” said Ritz. “Working with NRECA, we have identified more than two dozen different components in the $1.2 trillion bipartisan infrastructure bill passed by Congress last year that may interest electric co-ops.” The co-ops have banded together in consortiums to seek funding for projects in five categories: electric vehicles, microgrids, cybersecurity, natural hazards and smart grids and data. Along with NRECA officials meeting with federal agencies, Ritz and Belcher met with the staff of several U.S. congressmen and senators who make decisions about how to distribute funding from the bill. “We continue to be actively engaged in the process to represent the best interest of our FKEC member-consumers,” said Belcher. Ritz added that the co-op utilities are also asking members of Congress to help pass additional bills this year. The first would provide direct federal payments for electric co-ops to develop new energy resources and technologies, including renewable energy, battery storage projects, nuclear energy facilities and carbon capture and storage. NRECA is also pushing lawmakers to include a direct-pay incentive for co-ops in any tax bill that Congress takes up this year. A direct-pay stimulus would put co-ops on a level playing field with investor-owned utilities, which already receive federal tax breaks for providing power from solar. Another critical concern of co-op leaders is the supply chain. It now takes twice as long to acquire needed transformers, wire and other material. This issue is a particular concern if a storm impacts cooperatives and it becomes urgent to restore power. “We are asking members of Congress to contact FEMA and alert them of this priority,” said Belcher. Florida Keys Electric Cooperative is a member-owned, not-forprofit electric utility serving some 33,000 accounts in the Upper and Middle Keys. Elected by FKEC members, the co-op’s nine-member board directors represents the interests of power consumers in four voting districts from Key Largo to Marathon. Restaurant changes the dining scene in the Upper Keys

talian Food Company owners Tony and Isis Wright never dreamed of opening a restaurant. With a love for Italy and good food came an opportunity the two couldn’t pass up. Now, patrons stopping by the bartrattoria style restaurant are indulging in authentic southern Italian cuisine, with freshly-made Neapolitan (Naples-style) pizza, delicious boccas that overflow with toppings, a selection of homemade desserts and more. With outdoor dining underneath covered patios, patrons gaze around the landscaped garden as they eat lunch and dinner. They sit at Sicilian lava tables imported from the Mt. Etna region. There’s even a table from Tony’s youth. Opening in July 2021, Isis said, the restaurant incorporates various elements of the Italian cuisine scene. She said the restaurant has features similar to that of an Italian bar where people come and grab coffee and a croissant in the morning or a rice ball in the afternoon. It’s not only a place to grab food, but it’s also a place to converse with people you know. The restaurant also adds aspects of an Italian pizzeria as well as a trattoria, which Tony describes as an Italian-style eating establishment that is generally less formal than a restaurant. “When we launched, we didn’t know if we’d open for breakfast and have paninis, sandwiches and pizzas or if it was going to be a restaurant,” Tony said. “We were going to let the restaurant talk to us.” The COVID-19 pandemic changed the course for the Wrights’ next venture. The year before, Tony said the property, formerly home to Papa Johns at MM 98 in the median, caught his eye. He wasn’t exactly sure what he’d do with the place if he decided to buy it. But he knew the place had potential. In March 2020, the Wrights closed on the property. Within weeks, the two discussed what would come next. They looked at the Keys and thought about the things they liked. That’s when they turned to their summer sojourns to Naples, the Amalfi coast, Sicily and Taormina. The Wrights revel in the blue sea and vibrant flowers. They’re drawn to classic

Italian ingredients, from hearty garden tomatoes and fresh local herbs to local olive oils and fresh sauce. Sharing the authenticity and warmth of traditional Italian trattorias and eaters became the Wrights’ wish. Visiting Italian Food Company is a sensory experience, said Isis. “Visually, there are so many beautiful things from Italy,” Isis said. “Then you eat the food and all these flavors burst into your mouth. Italian cooking is very simple but flavorful because they take their time. By the time you finish your whole dining experience you feel something.” At Italian Food Company, all products are sourced from Italy. Fresh, classic Neapolitan pizza dough, sauce from ripe, bright tomatoes, fresh Italian mozzarella and seasonal extra virgin olive oil are among the staples. The Neapolitan pizza’s classic style is marked by its signature feature of fresh seasoned tomato sauce and flash cooked in an oven. Tony said some people think the pizza is too juicy in the middle. That’s because all the ingredients are fresh. “It has a beautiful history when we’re talking about hundreds of years making the same style pizza the same way forever,” Isis said. “It’s going to be much lighter and thinner in the center. It’s a Neapolitan, juicy pizza that’s eaten with a knife and fork.”

Italian Food Company’s pizzeria is led by the Wrights and the maestro imported from Italy in master pizzaiolo Leopoldo Figlioli. And recently, the team added another talent with executive chef Ben Loftus. He started his career in the Florida Keys over 20 years ago, perfecting and bringing French cuisine to distinguished acclaim during his tenure in Islamorada. He was a foodie favorite, elevating the dining experience at Pierre’s to one of the best restaurants in Florida. His subsequent roles with Cheeca Lodge and Spa and The Hungry Tarpon expanded his techniques and styles into new American and coastal cuisines. Tony said adding Loftus will allow them to bring some classic and new favorite Italian dishes to the Wrights’ next venture — a new restaurant located at the former Bentley’s in Islamorada. “He’s gained the respect and admiration of many people in the Florida Keys. I get calls almost every day with genuine enthusiasm and support for Ben’s new role with us,” Tony said. Loftus said the Italian Food Company presents a unique opportunity to innovate, grow and bring a new cultural dining experience to the Keys.

Even the old Bentley’s owner visited here one day and asked if there’s anything he could do. I said maybe we can bring back a dessert. A CORAL RESTORATION APPROACH BY LAND First fragments outplanted from Mote nursery in Islamorada

ote outplanted the first coral fragments from its satellite nursery in Islamorada at Bud N’ Mary's Marina on April 28. These corals were initially fragmented on the evening of Nov. 11, 2021 during a special celebration of the opening of Islamorada's first and only coral nursery. The Stanczyk family of Bud N’ Mary's Marina were present and made the first inaugural fragments of the coral nursery. Other supporters of Mote, including Florida Keys Brewing Company owners Craig and Cheryl McBay (with kids Arlo and Rose), Steven Groth of Papa's Pilar, and Judy Hull, Islamorada Chamber of Commerce executive director, joined in on the fragmenting fun. Also in attendance were co-founders of I.CARE, Dr. Kylie Smith and Mike Goldberg as well as the dive shop owners and staff that support them including Key Dives, Islamorada Dive Center and Conch Republic Divers. These initial fragments of Acropora palmata, commonly known as elkhorn coral, were outplanted at Alligator Reef. Sarah Hamlyn, senior staff biologist and Upper Keys coral restoration manager; Dakotah Merck, staff biologist; and Key Dives owner Mike Goldberg outplanted 130 elkhorn during this initial outplanting. Elkhorn coral, once very prominent of Florida's Coral Reef, is one of the species listed as threatened under the U.S. Endangered
Species Act and is a priority species for Mote's coral restoration program. Land-based coral nurseries, like the one at Bud N’ Mary's, provide a more integrated reef restoration approach, as some native coral species, such as Acropora palmata, grow faster after fragmentation on land compared to in-water fragmentation and grow out. Field-based, or in-water, nurseries will also be utilized for optimized growth of other significant species used in coral restoration. Having the ability to do both land- and in-water based restoration in hybridized nurseries provides Mote a unique advantage to further its resilience-based restoration along Florida’s Coral Reef. Mote’s innovative micro fragmentation and reskinning methodology allows it to grow thousands of coral fragments on land before planting them onto the reef, stimulating rapid growth and recovery. Micro fragmentation refers to the act of cutting the coral into small pieces to create genetically identical duplicates that grow as much as 50 times faster. Once the duplicates have grown to about a quarter-size on top of a ceramic plug within the land-based nursery, the corals can be outplanted in circular arrays on the reef. The coral will fuse together quickly once outplanted and in five years or less become sexually mature. These coral outplants are just the beginning; Mote plans to consistently outplant coral over the coming weeks

and months in the Upper Keys. A new land-based nursery in Key Largo, at the Reefhouse Resort and Marina, is underway as well as two in-water field nurseries in the near future. These nurseries, and the staff and partners that support them, prove Mote's resolve to outplant in the entirety of the Florida Keys portion of Florida's Coral Reef. Mote, alongside other coral restoration practitioners and partners, are placing additional emphasis on the NOAA-led initiative, Mission: Iconic Reefs – an unprecedented blueprint to restore seven iconic reefs within the Florida Keys National Marine Sanctuary. Mote's new community engagement manager of the Upper Keys, Erin Muir, will start tours of the Bud N’ Mary's nursery on Tuesdays at 2 p.m. in June. Tours will be free and open to the public. When conditions are nice, we like to look for critters while diving. I am generally a “big animal” diver; I love to see big sharks, turtles and rays. he Friends of the Key Largo Library, the nonprofit that provides funds for special programs at Key Largo branch library, has opened an endowment with the Community Foundation of the Florida Keys. The permanent fund will help the Key Largo Library provide free resources and programs to residents for decades to come. The Friends of the Library invested $10,000 in the new fund, raised by donations and book sales. This amount was immediately doubled to $20,000 thanks to a Community Foundation matching fund program. “We are excited by the opportunity to double our $10,000 investment in our future," said Karen Beal, Friends of the Key Largo Library president, “The Peter MacDougall Match Program is a powerful resource to help us meet our goal of serving the community." “The Community Foundation wants to do all we can to support the long-term viability of organizations like the Friends of the Key Largo Library, and the MacDougall Match is a wonderful way to strengthen or start endowments that do just that,” said Susanne Woods, board chair of the Community Foundation of the Florida Keys. Donations up to $10,000 to the Friends of the Key Largo Library Endowment will be matched 1:1 by the Community Foundation, as long as the Peter MacDougall Match funds are available. DAVID HERBERT WESTPHAL Dave was born on May 18, 1934 to Herbert A. and Mary L. Westphal in Port Huron, Michigan and died on April 26, 2022 in Big Pine Key, Florida. He was an extraordinary boat designer, builder, and sailor, which he began at the age of 11. After graduating from Port Huron High School and attending junior college and the University of Miami, he became well known for his building and sailing skills, which included the Westphal One Design and Westphal Dualer. The Sail Power & Steam Museum in Rockland, Maine houses both a miniature and full-size version of one of his steamboats. Dave married Loretta Walls on March 10, 1988. They owned and operated the Manatee Bay Marine until retirement in Big Pine Key. David is survived by his wife, Loretta Westphal, his daughter, Mary Ann Weitnauer (Michael), and grandsons James (Erin Kavanagh) and Andrew Dorsey. He is also survived by sisters, Nancy Madtes, Jo Westphal, Carole Bleasdale (Robert Gilkey) and numerous nieces and nephews. Dave has donated his body to science, hoping to help develop a cure for Parkinson’s. A memorial will be in September near the riverfront in Port Huron. “I
t’s basically adult girl scout camp. You’re gonna love it.” While we sat around her firepit, Kelly Cox excitedly told me about a statewide outdoors workshop run by Florida FWC and sent me the link to sign up. Cox heads up Everglades policy for Florida Audubon. She’s also a dear neighbor and friend here in Tavernier. So, when the chance to join her and other Florida outdoorswomen for a weekend in the wild came up, I didn’t hesitate. The actual name of girl scout camp is FWC’s Becoming an Outdoors-Woman workshop – BOW for short. A measly $175 covers cabin lodging (dorm style) and gourmet food for three days and two nights. There are clean showers and bathrooms. It also includes all workshops and night activities. When the week came, Cox’s mom Susie joined us for the festivities. “Being over the age of 60 with more free time on my hands,” she said, “I decided to step out of my comfort zone and try something new.” We drove up to Everglades Youth Conservation Camp in West Palm Beach to begin our long weekend at
stay-away camp. The grounds are gorgeous – set around a freshwater lake stocked with fish, surrounded by flowers and native plants and full of opportunities TIFFANY to have fun. I had little idea about what I’d signed up for, but I left with a buoyed spirit, some new skills and wonderful memories.

“Women are the most untapped demographic in outdoor recreation, and programs like BOW are critical because they reduce barriers to entry for those activities,” Cox said. “Plus, the workshops are safe, affordable and fun. They foster a supportive environment where women can try new outdoor activities in a judgment-free way.” The courses are designed for people who have never tried these activities before but want to learn, the FWC website says. They’re also appropriate for those with some experience but who want to improve their skills or learn new ones. Workshops include everything from fly fishing and smallgame hunting to boating basics and backpacking survival skills. I opted for an eclectic mix of courses, starting with water ecology and outdoor photography. This was followed by fire starters, talking turkey, small game, clay shooting and gator hunting. I rounded out my weekend learning to cook gourmet campfire meals. Cox aptly described BOW experience as the combination of the nostalgia of summer camp with the challenge of trying new things outdoors. She used the weekend as an opportunity to
gently broach her fear of guns and loud noises – under professional supervision. I watched as patient FWC ladies who hunt and regularly shoot coached and supported Cox through her anxiety. She ended up shooting five rounds of clays in a row and feeling very supported. The random text message updates I sent my family included exclamations like “I am having the best time at grown-up girlscounts. I’ve been laughing nonstop,” as well as, “Just learned how to skin a squirrel – jacket and pants style – and call a turkey to kill it.” And, finally, “I am a whiz with a shotgun. Who knew?!” Each workshop was 3 1/2 hours long – a solid first experience. I don’t think I could have started a fire, hunted anything or braved the wilderness – until now. And, while I don’t intend to sign up for “Naked and Afraid” anytime soon, I do feel more equipped to adventure and try new activities. On our last night, FWC’s Sandy Clutter donned a headscarf that read “Camp Like a Girl” while leading the group in old girl scout songs. Susie Cox joined her, dancing around the fire and getting attendees to join in on chants about the muffin man and meeting a bear. The energy was infectious. “When was the last time you had dessert of s’mores around a roaring campfire, listening to and singing old-time camp songs?” Susie asked. “Lots of smiles and sticky fingers on the way back to the cabins!” I can’t remember the last time I felt that relaxed and free. Dolphins Plus Marine Mammal Responder’s (DPMMR) Connect to Protect Gala was held this past Saturday at Playa Largo Resort. The event was attended by over 150 community members who helped raise more than $90,000 for marine mammal conservation. The proceeds will be helping DPMMR bolster their education and outreach efforts and improve the welfare of their resident animals.
